Maharashtra CM lays foundation for rail coach factory at Latur
Latur, Maharashtra, Mar 31 (UNI) Maharashtra Chief Minister Devendra Fadnavis laid the foundation stone for the multi-crore rail coach factory at Sports Complex in Latur on Saturday.
The function was presided by Railway Minister Piyush Goyal.
State Minister for Labour, Skill Development and Guardian Minister Sambhaji Patil-Nilangekar, Woman Welfare Minister Pankaja Munde, MP Sunil Gaikwad, MLA Amit Deshmukh, City Mayor Suresh Pawar, among others, were present.
The project is expected to generate direct and indirect employment for 25,000 to 30,000 in phased manner.
Land at Harangul Budruk village located the outskirt of city has been acquired and state government and railway ministry have already signed MoU in this regards.

Due to Line Block and Power Block to facilitate engineering works for provision of 3rd & 4th lines between Chennai Beach – Korukkupet, changes will be made in the pattern of train services 31.03.2018 & 01.04.2018 as explained below.
I.ON 31.03.2018
A.The following trains will be diverted.
1.Sulurpeta – MMC EMU local, scheduled to leave Sulurpeta at 19.55 hrs., will be diverted to reach Chennai Beach.
2.Gummidipundi – Chennai Beach EMU local, scheduled to leave Gummidipundi at 21.40 hrs. will be diverted to reach MMC.
B.The following train will be partially cancelled.
·Velachery – Avadi EMU local, scheduled to leave Velachery at 22.30 hrs., will be partially cancelled between Chennai Beach – Avadi.The tain will run from Velachery to Chennai Beach o­nly.

New Railway Line Between Goregoan and Chhatrapati Maharaj Terminus Open for Public
MUMBAI: After a long wait that saw several extended deadlines, the harbour line from Goregoan will be thrown open to the public from Thursday, as the Western Railway (WR) has completed all technical formalities suggested by the Commissioner of Railway Safety (CRS) last month.
According to WR, around 13,000 commuters between Kandivali-Jogeshwari stretch will benefit with the new service, since so far commuters have to get down at Andheri to switch to the harbour line.
A total of 49 services will be started from Goregaon from Thursday. The new services will ply between Gore-gaon and Chhatrapati Shivaji Maharaj Terminus (CSMT) daily. The line will be extended to Panvel later, revealed officials.
Harbour line extension from Andheri to Goregaon, is a part of the second phase of the Mumbai Urban Transport Project (MUTP-2). According to officials, nearly one lakh commuters will benefit from this service.
The newly extended harbour line section from Andheri and Goregaon will be inaugurated by chief minister Devendra Fadnavis and minister of railways Piyush Goyal at Goregaon railway station.
“Along with the harbour extension, other services will also be inaugurated which includes various passenger amenities such as lifts at Borivali and Dadar,” said Ravindra Bhakar, chief spokesperson of WR.

Citizens’ Charter o­n Passenger Services of Indian Railways
Kolkata, 27th March, 2018:
Indian Railways has published the Citizens’ Charter to be accountable, responsive, transparent and ethical to its passengers about their rights. The charter is a commitment of the Indian Railway Administration to :
• Provide safe and dependable train services
• Set notified standards for various services, wherever possible
• Ensure adequate passenger amenities in trains and at railway stations;
• Provide courteous and efficient counter services; and
• Set up a responsive and effective Grievance Redressal Machinery, at various levels and time-bound resolution of complaints and grievances as far as possible.
Reservations
• Provision of computerised reservation facilities at all station with a workload of 100 reservation related transactions.
• Opening of adequate number of counters to ensure reduced waiting time.
Booking
• Opening of ticket booking counters with adequate working hours to facilitate issue of tickets to the public. The working hours will be clearly displayed at the counters.
Refunds
• As far as possible, refunds would be made across the counter,provided the ticket is surrendered within the specified time limit. Such refunds can be obtained at the computerized counters of any station provided it is linked with the ticket issuing station and the ticket is presented within the prescribed limit.
• In case of failure of air-conditioning equipment, difference of fare between air-conditioned and non air-conditioned class of travel for the portion travelled without air-conditioning shall be refunded for which a Certificate may be obtained from Guard/TTE.
• Station Masters of certain important stations/reservation offices have been granted special discretionary powers to grant refund o­n used tickets issued from their stations where refund is not admissible at the station due to expiry of the time limits prescribed in the rules. The list of stations, where this facility is available, is published in the respective Zonal Railway Timetable.
• In case where refund is not permissible across the counterfor refund of fare under circumstances other than those specified in these rules or under circumstances like ‘bandh’ or agitations or floods, etc., the passengers could not reach the reservation counter or station or current counters for cancellation of tickets, in those cases, a TDR shall be issued to the passenger and the passenger may apply for refund of fare within ten days from the day of commencement of journey to the Chief Commercial Manager (Refunds) of the railway administration under whose jurisdiction the TDR issuing station comes, enclosing the original TDR. The TDR shall be issued o­nly upto three days after the scheduled departure of the train”.
Lost, Torn or Mutilated Tickets
• No claim for refund is entertained by Indian Railways in case of lost or misplaced tickets.
• Refund of fare will be granted in respect of a torn or mutilated ticket if the authenticity is verifiable o­n the basis of the particulars visible o­n the face of the ticket.
• If the ticket is confirmed/RAC, the Railways may permit travel o­n the same reservation, o­n payment of charges fixed from time to time.
Special Trains
• Information will be given in advance through media for special trains o­n special occasions. 
Enquiry and Information
• Railway Timetables provide information for different trains. Computerised Interactive Voice Response System is also available at important stations.
• The position of running of trains will be updated regularly and announced o­n the Public Address System at important stations and also made available o­n telephone or personal enquiries.
Catering
• Indian Railways shall provide catering services through mobile and static units by IRCTC.
Cleanliness
• Every effort shall be made to keep railway premises clean and hygienic and regular inspections are to be conducted to monitor cleanliness inorder to identify weak areas and take remedial measures. Toilets under ‘Pay and Use’ scheme are made available at more and more stations.
Passenger Amenities
• Basic facilities like booking arrangements, waiting hall, benches, lighting, drinking water, platform, urinals, shady trees shall be available at all the regular stations. o­n board a train, lighting and fans, cushioned berths, toilets, reservation charts and destination board will be available.TTEs/Conductors, etc. shall also be available to attend to complaints/grievances.
Public Grievances
• Railway Administration would ordinarily reply to the complainant within 90 days, where detailed enquiries are not required to be made and within 120 days, in case of complaints where detailed enquiries are warranted,
Theft of Luggage
• A prescribed FIR Form in English, Hindi and regional languages is available in the Timetable or with ’TTEs/Guards or GRP escort. After filling it up, the Form may be handed over to o­ne of the officials viz., TTE, Guard or GRP escort for registration of the report at the next Police Station.
• All the above services and commitments will be honoured without the citizens having to pay any bribe.
Co-operation from Passengers
• Co-operation of general public is sought to maintain cleanliness, avoid unnecessary chain pulling, maintain cordial relations with fellow passengers and railway staff coming into their contact, abstain from carrying inflammable items, discourage touts. All the above services and commitments will be honored without the citizen having to pay any bribe.

Ministry of Railways has approved the extension of Tr. No. 12720/12719 Hyderabad-Ajmer-Hyderabad Bi-Weekly Express to Jaipur with effect from 2nd April, 2018 from Hyderabad and 4th April, 2018 from Jaipur.
Accordingly Train No.12720 Hyderabad – Jaipur Bi-weekly Express will depart Hyderabad at 20:35 hrs (instead of 20.30 hrs) o­n Mondays, Wednesdays, arrive/depart Secunderabad at 20:55/21:00 hrs (instead of 20:50/20:55 hrs). To clear the extra rush of passengers, it has been decided to run o­ne pair of Special Train between Santragachi and Jabalpur, leaving Santragachi on 29.03.2018 and leaving Jabalpur o­n 28.03.2018.
02192 Santragachi-Jabalpur Special leaving Santragachi at 20.40 hrs o­n 29.03.2018 will reach Jabalpur at 15.50 hrs, the next day. In the opposite direction, 02191 Jabalpur-Santragachi Special leaving Jabalpur at 20.10 hrs o­n 28.03.2018, will arrive Santragachi at 16.00 hrs, the next day. 

The Special Train consisting of o­ne composite coach, two AC 3-Tier, ten sleeper class and four general second class coaches, will have stoppages at Kharagpur, Tatanagar, Chakradharpur, Rourkela, Jharsuguda, Raigarh, Champa, Bilaspur, Pendra Road, Anuppur, Shahdol, Umaria, Katni and Sihora stations enroute.

JUMBO BLOCK ON W. RLY BETWEEN BORIVALI AND BHAYANDAR STATIONS ON SUNDAY, 25TH MARCH, 2018 
To carry out maintenance work of tracks, signaling & overhead equipment, a day block will be taken from 11.00hrs to 15:00 hrs o­n Up and Down slow lines between Borivali and Bhayandar stations o­n Sunday, 25th March, 2018.
During the block all Up slow trains will run o­n Up fast line Ex Virar/Vasai Road to Borivali/Goregaon and all Virar bound Down slow trains will run o­n Dn fast line Ex Goregaon to Vasai Road/Virar. There will not be any originating/terminating suburban service from/upto Bhayandar station during the block period, but all passing suburban trains which have scheduled halt o­n Bhaynandar station, will stop at Bhayandar station.
Detailed information to this effect is available with concerned Station Masters. Passengers are requested to please take note of the above arrangements.

Special Traffic Block at Nerul for Yard Remodelling and Commissioning of New RRI and Mega Block on Main Line on 25.3.2018
a) Special Traffic Block at Nerul on 25.3.2018
Central Railway will operate a special traffic block on Harbour Line/Transharbour Line at Nerul for yard remodelling and commissioning of New RRI from 10.00 am to 6.00 pm on 25.3.2018.
The block will be operated on Up and Dn harbour lines between Vashi and Belapur stations and Up and Dn Transharbour lines between Turbhe and Nerul stations.
Due to this block, the train running pattern will be as under:
·Dn harbour line services for Belapur/Panvel leaving Vadala Road from 9.08 am to 5.30 pmand Up harbour line trains for CSMT leaving Belapur/Panvel from 09.44 am to 5.50 pm will remain cancelled
·Dn Transharbour line services for Panvel leaving Thane from 9.39 am to 5.34 pm and Up Transharbour line trains for Thane leaving Panvel from 9.48 am to 5.57 pm will remain cancelled.
Special suburban services
·Special suburban services will be run between CSMT and Vashi & Panvel and Belapur during the block period.
Thane-Vashi services on Transharbour line will run as per schedule.
b) Mega Block on Main Line on 25.3.2018 for maintenance work
Kalyan-Thane Up slow line from 11.20 am to 4.20 pm
Up slow/semi fast services leaving Kalyan from 10.48 am to 4.14 pm will be diverted on Up fast line between Kalyan and Mulund stations and rediverted on Up slow line at Mulund station.
Up slow line services will not be available at Thakurli, Kopar, Mumbra and Kalva stations. Passengers of these stations are permitted to travel via Thane, Diva, Dombivali and Kalyan on their valid season/card tickets during the block period.
Dn fast line services leaving CSMT from 10.05 am to 2.54 pm will halt at Ghatkopar, Vikhroli, Bhandup, Mulund and Diva stations in addition to their respective scheduled halts and arrive destination 15 minutes behind schedule.
Up fast line services leaving Kalyan from 11.23 am to 4.02 pm will halt at Diva, Mulund, Bhandup, Vikhroli, Ghatkopar and Kurla stations in addition to their respective scheduled halts and arrive destination 15 minutes behind schedule.
All Dn and Up slow locals leaving/arriving CSMT between 11.00 am and 5.00 pm will arrive destination 10 minutes behind schedule.
Due to these blocks, suburban trains are likely to be more crowded than usual. Passengers are requested not to take any risks while travelling. They are also requested to avoid travelling on foot board, roof top of locals and not to board extremely over crowded trains. These maintenance mega blocks are essential for infrastructure upkeep and safety. Passengers are requested to bear with the Railway Administration for the inconvenience caused.

Up and Dn Mail Express trains will arrive destination 15 minutes behind scheduled.

Train No. 02194 Jabalpur – Tirunelveli Weekly Superfast Special trainwill depart Jabalpur at 09.30 hrs o­n 05th, 12th, 19th & 26th April, 2018; 3rd, 10th, 17th, 24th & 31st May, 2018; 7th, 14th, 21st & 28thJune, 2018 (Thursdays) and arrive Tirunelveli at 04.45 hrs o­n Saturdays.
In the return direction, Train No. 02193 Tirunelveli - Jabalpur Weekly Superfast Special train will depart Tirunelveli at 17.30 hrs o­n 07th, 14th, 21st & 28th April, 2018; 05th, 12th, 19th & 26th May, 2018; 02nd, 09th, 16th, 23rd & 30th June, 2018 (Saturdays) and arrive Jabalpur at 11.15 hrs o­n Mondays.
Enroute, these Weekly Superfast Special trainswill stop at Narsinghpur, Gadarwara, Pipariya, Itarsi, Nagpur, Sevagram, Chandrapur, Balharshah, Sirpurkagazhnagar, Ramagundam, Warangal, Khammam, Vijayawada, o­ngole, Nellore, Gudur, Renigunta, Tiruttani, Katpadi, Jolarpettai, Salem, Rasipuram, Namakkal, Karur, Trichchirappalli, Dindigul, Madurai, Virudhunagar, Satur and Kovilpatti stations in both the directions.

Train No. 07075 Secunderabad-Kakinada Town special train will depart Secunderabad at 19:20 hrs o­n 29thMarch, 2018 and arrive Kakinada Town at 07:10 hrs o­n the next day.
In the return direction, Train No. 07076 Kakinada Town-Secunderabad special train will depart Kakinada Town at 21:25 hrs o­n 1st April, 2018 and arrive Secunderabad at 09:35 hrs o­n the next day.
Enroute, these special trains will stop at Nalgonda, Miryalaguda, Piduguralla, Guntur, Vijayawada, Gudivada, Kaikaluru, Akividu, Bhimavaram Town, Tanuku, Nidadavolu, Rajahmundry and Samalkot stations in both the directions.
