QR code-based ticket checking for Mail/Express passengers at CSMT
Soon, Mumbai Division will be installing Flap gates for Long Distance Passengers at CSMT
Central Railway Mumbai Division will be installing flap-based gates for automatic entry into the station at Chhatrapati Shivaji Maharaj Terminus ( non-suburban passenger entry) by using QR code tickets. These flap based gates have QR code scanner and thermal scanning feature. Passengers will be required to place the QR code on the QR code scanner at entry gate for validation of the ticket details. Access will be permitted only after validation of both ticket details and temperature screening.
Presently, a QR code is generated for tickets booked through IRCTC website or PRS counters. This QR code carries all details on the ticket and can be accessed by passengers from the ticket generated in IRCTC App, from the PDF of the ticket or by clicking the URL in the SMS received upon booking the ticket.
This initiative will facilitate safe travel during COVID19, promote social distancing between passengers and railway staff, help in detecting unauthorised access to station premises and rationalise human resource.
Passengers are requested to note and help railways to serve you better.

These rules are for trains other than Shramik trains, which will continue to run in bigger numbers.

Norms made for Booking of Tickets & Charting, Quota, Concessions, Cancellation & Refunds, Health Screening, Catering, Linen etc
Booking of all these trains will commence from 10 am on 21/05/20.
Other regular Passenger services including all mail/express, passenger and suburban services shall remain cancelled until further advice.
There will be no unreserved coach in the train.
Fare shall be as normal and for General (GS) coaches, being reserved, second seating(2S) fare shall be charged and seat will be provided to all the passengers.
Only online E-Ticketing will be done through IRCTC website or through Mobile App. No tickets will be booked across the reservation counter on any Railway Station.
The ARP (advance reservation period) shall be maximum 30 days.
Only passengers with Confirmed tickets shall be allowed to enter the Railway station.
Screening to be done before boarding and only asymptomatic passengers are allowed to enter /board the train.
Concessions for four categories of Divyangjan concession and 11 categories of patient concessions are permitted in these special trains.
On arrival at their destination, the travelling passengers will have to adhere to such health protocols as are prescribed by the destination state/UT
No Linen, blankets and curtains shall be provided inside the train.

Ministry of Railways (MoR) in consultation with Ministry of Health & Family welfare (MoHFW) and Ministry of Home Affairs(MHA) has decided that train services on Indian Railways shall be further partially restored w.e.f. from 01st June 2020.
Indian Railways will start operations of 200 passenger services as listed in the annexure (attached below). These trains shall run from 1/6/2020 and booking of all these trains will commence from 10 am on 21/05/20.
These special services shall be in addition to the existing Shramik special trains being run since 01st May and Special AC trains (30 trains) being run since 12th May 2020.
Other regular Passenger services including all mail/express, passenger and suburban services shall remain cancelled until further advice.
Train Type: Special trains on the pattern of Regular Trains
These will be fully reserved trains having both AC & Non AC classes. General (GS) coaches shall also have reserved seat for sitting. There will be no unreserved coach in the train.
Fare shall be as normal and for General (GS) coaches, being reserved, second seating(2S) fare shall be charged and seat will be provided to all the passengers.
Booking of Tickets & Charting:
i. Only online E-Ticketing will be done through IRCTC website or through Mobile App. No tickets will be booked across the reservation counter on any Railway Station. Booking of tickets through ‘agents’, (both IRCTC Agents and Railway Agents) shall not be permitted.
ii. The ARP (advance reservation period) shall be maximum 30 days.
iii. RAC and Wait list will be generated as per extant rules however waiting list ticket holders shall not be permitted to board the train.
iv. No unreserved (UTS) tickets will be issued and no tickets will be issued onboard to any passenger during the journey.
v. No tatkal and premium tatkal booking shall be permitted in these trains.
vi. First chart shall be prepared at least 4 hours before scheduled departure and second chart shall be prepared at least 2 hours((unlike present practice of 30 minutes) before scheduled departure. Only online current booking shall be permitted in between first and second chart preparation.
vii. All passengers shall be compulsorily screened and only asymptomatic passengers are allowed to enter /board the train.
viii.Passengers travelling by these special services will observe the following precautions :
1. Only passengers with Confirmed tickets shall be allowed to enter the Railway station.
2. All passengers must wear face covers/masks at the entry and during travel.
3. The passengers shall reach the station at-least 90 minutes in advance to facilitate thermal screening at the station. Only passengers who are found asymptomatic will be permitted to travel.
4.Passengers shall observe social distancing both at the station and on trains.
5.On arrival at their destination, the travelling passengers will have to adhere to such health protocols as are prescribed by the destination state/UT Quota Permitted:
All quotas shall be permitted in these special trains as has been permitted in Regular trains. Limited number of reservation (PRS) counters shall be operated for this purpose. However, normal ticket booking cannot be done through these counters.
Concessions: Only four categories of Divyangjan concession and 11 categories of patient concessions are permitted in these special trains..
Cancellation and Refund rule: Railway Passengers (Cancellation of Ticket and Refund of Fare) Rules, 2015 shall be applicable.
In addition following instructions already issued regarding Refund of fare in case passenger is not found fit for travelling due to symptoms of Corona shall remain applicable.
As per MHA guidelines all passengers shall be compulsorily screened and only asymptomatic passengers shall be allowed to enter/board the train.
If during screening a passenger has very high temperature/symptoms of Covid-19 etc., he shall not be allowed to travel despite having confirmed tickets. In such case full refund shall be provided to passenger as under:-
(i) On PNR having single passenger.
(ii) On a party ticket if one passenger is found unfit to travel and also all other passengers on the same PNR do not want to travel in that case full refund shall be granted for all passengers.
(iii) On a party ticket if one passenger is found unfit to travel however other passengers on the PNR want to travel in that case full refund of fare shall be granted to passenger who was not allowed to travel.
For all the above cases, TTE certificates as per extant practice shall be issued to the passenger at the entry/checking/screening point itself mentioning “Number of passengers not travelled due to symptoms of Covid 19 in one or more passengers”
After getting TTE certificates, online TDR shall be filed for refund of not travelled passengers, within 10 days from the date of journey and the original
TTE certificate issued shall be sent by the passenger to IRCTC as per extant provision and full fare for the part passenger/full who have not travelled shall be refunded by IRCTC in the customer’s account.
For the above purpose, CRIS and IRCTC shall make necessary changes for filing of TDR for non-travelling passengers due to covid-19 symptoms. One option ‘part/full passenger not allowed to travel by Railways due to very high temperature/covid-19 symptoms’ will be available.
Catering:
No catering charges shall be included in the fare. Provision for pre paid meal booking, e-catering shall be disabled. However, IRCTC shall make provision for limited eatables and packaged drinking water on payment basis only in limited trains, having Pantry car attached. Information to this effect shall be made available to passengers during time of booking ticket.
Passengers are encouraged to carry their own food and drinking water.
All static catering and vending units (Multi Purpose stalls, Bookstalls, Misc./Chemist stalls etc) at Railway stations will remain open. In case of Food Plaza and Refreshments rooms etc, cooked items may be served as take away only with no sit-down eating arrangements in place.
Linen and Blanket:
No Linen, blankets and curtains shall be provided inside the train. Passengers are advised to carry their own linen for the travel. The temperature inside AC coaches shall be suitably regulated for this purpose.
Zonal Railways have been instructed to ensure that there are separate entry and exit gates at Railway stations to the extent feasible so that there is no face to face movement of passengers. Zonal railways will be guided by standard social distancing guidelines on stations and trains and observe the safety, security and hygiene protocols.
All passengers must download and use the Aarogya Setu application. Passengers are advised to travel light.
As per MHA guidelines the movement of the passenger(s) as well as the driver of the vehicle transporting the passenger(s) to and fro the Railway Station shall be allowed on the basis of the confirmed e-ticket.

RPF/ER continues to provide cooked meals to needy people following the Nation-wide lockdown due to COVID-19. The food is being prepared by RPF/NGO & IRCTC and the same is being distributed every day by RPF personnel all over the jurisdiction of ER.
In this process, today (27.4.2020) cooked food (lunch) were distributed among 2301 persons at different locations in and around Kolkata like Fairlie Place, Howrah, Sealdah, Bidhannagar, Park Circus, Ballygunge etc. and far-off places like Ranaghat, Srirampur, Seoraphuli, Nabadwip Dham, Barakar, Asansol, Madhupur, Jasidih, Dumka and Malda. Out of this large quantity of food, RPF/NGO/other organizations prepared food for 1176 persons, and the rest food for 1125 persons were prepared by IRCTC.
Moreover, dinner for a total of 1230 persons are also being prepared on date and the same will be distributed among the starving people by RPF personnel at various places. Out of this, food for 280 persons will be prepared by RPF/NGO/Others & the rest food for 950 persons will be contributed by IRCTC.

IRCTC, RPF rise upto meet the challenge of providing free meals along with Zonal Railways, GRP, NGOs
Indian Railways staff from a number of Railway organizations like IRCTC, RPF, Zonal Railways and others have worked tirelessly to keep alive the Railways’ commitment of social service by selflessly and voluntarily providing hot cooked meals to needy people after the lockdown due to COVID-19. Railways has been providing bulk cooked food with paper plates for lunch and food packets for dinner through IRCTC base kitchens, RPF resources and contribution of NGOs since 28th March 2020.
Meal distributioncrossed the one million mark today with a total of nearly 10.2 lacs. The food distribution is being done to the poor,children, coolies, migrant labourers, stranded persons and whoever else comes in search of food at and near the railway stations, and even at some distances away from the railway stations. While delivering the food to needy persons, social distancing and hygiene is being observed.
With the active cooperation of IRCTC base kitchens in New Delhi, Bangalore, Hubli, Mumbai Central, Ahmedabad, Bhusaval, Howrah, Patna, Gaya, Ranchi, Katihar, DeenDayal Upadhyaya Nagar, Balasore, Vijaywada, Khurda, Katpadi, Tiruchirapalli, Dhanbad, Guwahati, Samastipur, Prayagraj, Itarsi, Vishakhapatnam, Chengalpatu, Pune, Hajipur, Raipur and Tatanagar spread over various zones such as Northern, Western, Eastern, Southern and South Central, nearly 10.2.lacs cooked meals had been distributed till yesterday 10th April 2020. Of these, over 60 percent cooked meals have been provided by IRCTC, about 2.3 lacs meals have been provided by RPF from its own resources and nearly 2 lac meals have been donated by NGOs working with the Railway organizations.
Distribution of food is being done with the help of RPF, GRP, commercial departments of Zones, State Governments and NGOs. GMs/DRMs of concerned Zone and division are also in continuous touch with IRCTC officials to enhance the outreach of these efforts of IRCTC even beyond the station vicinity to cater to the food requirements of needy people in areas surrounding the railway stations with the help of District Administrations and NGOs.
The Railway Protection Force has played a major role in the food distribution to needy people prepared by IRCTC, NGOs and from its own kitchens. Starting with distribution of food to 5419 needy persons over 74 locations on 28.03.2020, the number has grown daily. Approximately 6.5 lacs meals have been distributed by RPF over 313 locations till yesterday. The distribution of meals include a good portion of what is made by IRCTC as well.
It may be recalled that Minister of Railways and Commerce & Industry Shri Piyush Goyal had exhorted the Railway personnel to widen the outreach of their efforts in providing food and other assistance to the needy people. Following this, IRCTC staff also deposited Rs 20 Crore in PMCARES fund – Rs 1.5 Crore from CSR fund of 2019-20, Rs 6.5 Crore from CSR fund of 2020-21 and Rs 12 Crore donation. The contribution has also drawn praise from Prime Minister Shri Narendra Modi who has tweeted “I laud the @IRCTCofficial family for their contribution to defeat Coronavirus. #IndiaFightsCorona”

IRCTC Pod Hotel: Soon, passengers to get an affordable lodging facility at the Mumbai Central railway station as Indian Railways is planning to set up its first pod hotel! By December 2020, two non-air-conditioned waiting rooms, located on the first floor of Mumbai Central railway station are likely to be turned into a pod hotel. The upcoming pod hotel will consist of a building with multiple extremely small and ultra-modern capsules or pods that provide overnight accommodation to passengers.
The IRCTC pod hotel will also boast a lounge area, changing areas, washrooms as well as a cafeteria. The national transporter first planned the construction of a pod hotel at Mumbai Central railway station in the year 2018.

REVISION IN MENU AND TARIFF OF CATERING SERVCES IN RAILWAYS
Railway Board has revised the Menu and Tariff of pre-paid catering services of Rajdhani / Shatabdi / Duronto trains and standard meals / food items provided in Mail/Express trains on payment basis taking into consideration the requests of Indian Railway Catering and Tourism Corporation (IRCTC) and the recommendations of the Menu and Tariff committee set up by Railway Board.
This revision of Menu and tariff of catering services and standard meals will be implemented with effect from 28.3.2020 as per 120 days Advance Reservation Period.
The Railways have decided to introduce Chicken Curry as an option in standard non-vegetarian meal in addition to existing non-vegetarian meal with egg curry and to offer Biryani (Veg. Biryani, Egg Biryani and Chicken Biryani) as a standard meal variety in view of its popularity.
The Railways have alsodecided to introduce ‘Snack Meal’ with regional items/cuisine/flavour as a meal variety. The components of newly introduced standard items will be decided by ITCTC.For details visit www.indianrailways .gov.in and menurates.irctc.co.in.

Railways, barring core operations of running trains, going private, slowly but surely!
NEW DELHI: The Railways made a beginning by allotting two popular routes – New Delhi-Lucknow and Mumbai-Ahmedabad — for private operations. For now, the IRCTC, a railways subsidiary, has been given the job.
Facing mounting losses in the passenger business, Indian Railways is moving ahead slowly but steadily towards privatization by offloading many of its services into private hands. In time, most major functions, barring the core operation of running the trains, will be managed by the private sector.
The Railways made a beginning by allotting two popular routes – New Delhi-Lucknow and Mumbai-Ahmedabad — for private operations. For now, the IRCTC, a railways subsidiary, has been given the job.
While Railways maintains that the trains will be operated in PPP model, it is no doubt a harbinger of private entry into the passenger train business as there would be as many as 20 routes connecting all metro cities to be privately managed, according to the plan.
So far, IRCTC had been allowed to run only luxury trains for tourists, like the Maharaja Express or the Buddhist and Ramayan Specials. But for the Delhi-Lucknow and Mumbai-Ahmedabad sectors, IRCTC, which will run the Tejas Express, will not only decide the passenger fares but also have private Train Ticket Examiners, exclusive catering, separate lounges and staff to manage the service. Except for the train driver, guard, signalling and, of course, the track, all other functions will be privately managed. Until now, the passenger fare has always been Railways’ decision.
With private siding, port connectivity and ‘own your wagon’ schemes among others, Railways’ freight operations are already open to private players. These schemes allow private parties to lay rails connecting ports to export their products with their own dedicated wagons. Private sidings also allow businesses to invest in building siding for their freight operations.
However, the passenger business had been only partially opened — for tourism purpose — in a limited exercise so far. Now, with the opening of the two routes, the flood gates seem set to be opened further for private stakeholders to run passenger trains all over the country.
Delhi-Kolkata, Delhi-Mumbai, Delhi-Chennai, Chennai-Bengaluru, Mumbai-Shirdi, Howrah-Digha, Delhi-Patna and many such high demand routes will be gradually offered to private players, as per the plan.
While the manufacture of wagons is mostly in private hands, now passenger coaches are also to be produced privately for Railways, despite the national transporter having its own factories. The Vande Bharat Express, which was successfully made at Integral Coach Factory, Chennai, is now on offer for private manufacturers to set up shop and build it.
Notwithstanding the strong opposition from railway unions across the country, Railways has launched a mega plan to corporatise its production units. According to the action plan, a detailed study is under way to corporatise all seven Production Units (PU), including the Chittaranjan Locomotive Works (CLW-West Bengal), Integral Coach Factory (ICF-Chennai), Diesel Locomotive Works (DLW-Banaras), Rail Coach Factory (RCF-Kapurthala), Modern Coach Factory (MCF-Rae Bareli) and its associated workshops. These are to be clubbed into a new entity called ‘Indian Railways Rolling Stock Company’ under the Ministry of Railways. Starting with the newly set-up MCF-Rae Bareli, all PUs are to be taken over by the new entity in a phased manner.
Catering and onboard housekeeping services are already outsourced to private players. Most importantly, though signalling and telecommunication system is still with the Railways, the maintenance of overhead equipment (OHE), crucial for hauling electric engines, is in private hands.
While the track is Railways’ baby, its maintenance has been outsourced. The sub-assembly of high-end equipment required for rolling stock is also now privately managed.
Moreover, rail factories are expanding without commensurate deployment of staff, thus causing a large number of vacancies at these units.
According to Railways sources, since the Bibek Debroy Committee had suggested corporatisation of Indian Railways and encouraging private sector participation, the ensuing action plan is only continuation of the implementation of those recommendations.
Besides, many railway PSUs are going for divestment to meet the Modi government’s Rs 1.05 lakh crore disinvestment target, declared by Finance Minister Nirmala Sitharaman in her maiden Budget. IRCON, RITES, RVNL, RailTel and IRFC are some of the railway PSUs set for disinvestment.
Railways insiders maintain that barring train operations and control, including safety and track, everything else will be in private hands eventually.
The Railways is also going full steam ahead to redevelop about 400 stations, with private participation. The plan envisages that stations will have shopping malls, office complexes, eateries, budget hotels and parking lots as part of the redevelopment programme.
While the developer will also provide improved amenities for passengers on platforms, Railways will have a share of the earnings from commercial exploitation.
Apart from real estate development at stations, all railway printing presses are also to be closed and handed over for commercial development. These age-old printing presses, situated at Howrah, Delhi and Chennai, are in the process of being outsourced.
The Modi government began by discontinuing the practice of a separate Railway Budget and merging it with the main Budget, and the freight business was opened to private players. Now, the passenger segment is also passing into private hands for all practical purposes, albeit gradually.

Indian Railway Catering and Tourism Corporation (IRCTC) to run special train Ram Sethu Express over Sothern Railway.
Understanding the tourism potential of the state in terms of the temples it houses, it has been decided by IRCTC to launch the maiden Temple tour covering Tamilnadu in the name of “Ram Sethu Express –Tamil Nadu Temple Tour” on 28.02.2019 early morning (00.15 hrs) from Chennai (Tambaram Railway Station) and return on 03.03.2019 late evening (22.30 hrs).

WESTERN RLY TO RUN SPECIAL TRAIN BETWEEN AHMEDABAD AND CHENNAI CENTRAL
For the convenience of passengers and to clear the extra rush duringthe festive season, Western Rly will run Special train on special fare between Ahmedabad and Chennai .
·06052/06051 Ahmedabad –ChennaiCentral ( Weekly)Special Train on Special fare [16 trips]
Train No.06052 Ahmedabad – Chennai Central [Weekly] Special Train will leave Ahmedabad at 09:40 hrs on Mondayto reach Vasai Road at 16:50 hrsthe same day and will arrive at Chennai Central at 17:10 hrs, on Tuesday (next day). This train will run from 13thAugust to 1st October, 2018.
Similarly, in return direction Train No.06051Chennai Central- Ahmedabad [Weekly]Special Train will leave Chennai Central at 20.10 hrs on Saturday to reach Vasai Road at 22.35 hrs the next day and will arrive at Ahmedabad at 05.45 hrs, on Monday (third day). This train will run from 11th August to 29th September, 2018.
The train will halt at Nadiad, Anand, Vadodara, Surat, Vapi, Boisar, Vasai Road, Kalyan. Lonawala, Pune, Daund, Solapur, Wadi, Yadgir, Raichur, Mantralayam Road, Adoni, Guntakal Jn., Gooty, Tadipatri, Yerraguntla, Cuddapah, Razampeta, Koduru, Renigunta and Arkkonam stations in both directions.
However, Train No. 06052 will also haltat Perambur station.
The train will have AC 3-tier, Sleeper class and Second Class General Coaches.
The booking for Train no. 06052 will be opened from 10th August, 2018 at all PRS counters and IRCTC website.
