Grant of financial upgradation under MACP Scheme in the promotional hierarchy

Sub:-Board’s item No.3-Grant of financial upgradation under MACP Scheme in the promotional hierarchy-(instead of Grade Pay hierarchy)- as per judgment of various courts. {item(s) to be discussed with Board (MS &FC)}

Ref:-NFIR’s letter No.lV/MACPS/09/Part 10, dated 20.02.2017.

The undersigned is directed to refer to item No.3 of the record note of discussions held on 12.10.2015 on MACPS anomalies whereby NFIR have stated that ACP Scheme is more advantageous than MACPS for certain catggories of employees viz. office Clerks/Accounts Clerks, Commercial Clerks, Stenographers, Technician Gr.lll and Shroff category.

In this regard, the factual position prevailing on Railways has been ascertained from a Railway i.e. Northern Railway in respect of these categories of employees and on a perusal of the same, it has been observed as under:-

The employees directly recruited as Office Clerk (GP Rs.1900) are getting Grade Pay of Rs. 4600 as 3rd MACPS whereas under ACP Scheme no further financial upgradation beyond GP of Rs. 4200/- would be admissible.

The employees directly recruited as Technician Gr.lll (GP Rs.1900) are getting Grade Pay of Rs. 4200 as 3rd MACPS whereas under ACP Scheme no further financial upgradation beyond GP of Rs. 2800/- would be admissible.

The employees directly recruited as Shroff category (GP Rs.1900) after their promotion as Hd. Shroff in GP Rs.4200 have further been granted 3rd MACPS in Grade Pay of Rs. 4200 (as next promotional cadre post of ADC is also in the same Grade Pay of Rs.4200/-) whereas under ACP Scheme there is no provision for grant of 3rd financial upgradation.

The employees directly recruited as Stenographer (GP Rs.2400) are getting Grade Pay of Rs. 4800/- as 3rd MACPS whereas under ACP Scheme no further financial upgradation beyond GP of Rs. 4600/- would be admissible.

The employees directly recruited as Accounts Clerk (GP Rs.1900) are getting Grade Pay of Rs. 4600 as 3rd MACPS whereas under ACP Scheme no further financial upgradation beyond GP of Rs. 4200/- would be admissible.

Federations are requested to appreciate the factual position as mentioned above.
From the above, it can be seen that MACP Scheme is more advantageous than the ACP Scheme for the aforesaid categories.

Amitabh Kant launches India Innovation Index A joint initiative of NITI Aayog, DIPP and CII  States will be ranked on innovations from 2017 

To make India an innovation-driven economy, NITI Aayog, Department of Industrial Policy & Promotion (DIPP) and Confederation of Indian Industry (CII) together launched a mega initiative “India Innovation Index” that will rank states on Innovations through country’s first online innovation index portal that will capture data on innovation from all Indian states on innovation and regularly update it in real time.

The India Innovation Index Framework will be structured based on the best practices followed in Global Innovation Index (GII) indicators and additionally by adding India-centric parameters those truly reflect the Indian innovation ecosystem. This initiative will be the point of reference for all international agencies to collect India’s up to date data points for global indices and analytic.

Inaugurating the portal, Mr Amitabh Kant, CEO NITI Aayog said, “This portal will be a first-of-its-kind online platform where Global Innovation Index indicators and India–centric data from various states will be coalesced and disseminated and updated periodically. This will be a one-stop data warehouse and will track progress on each indicator at the National level and the State level on real-time basis. The access to this portal will be hosted on the NITI Aayog website, and NITI Aayog will update this data periodically.”

Mr. Kant said, “I would like to congratulate Confederation of Indian Industry for creating the Global Innovation Index a decade ago and the World Intellectual Property, Cornell University for working together to further develop it and make it a global consulting document for policymakers around the world.”

Data collated on this portal will not only be used to ameliorate current data gaps w.r.t the GII, but be the prime source for the India Innovation Index, which will be jointly developed by NITI Aayog, DIPP and CII, in consultation with World Economic Forum, the World Intellectual Property Organization, Cornell University, OECD, UNIDO, ILO, UNESCO, ITU and others with the objective to rank Indian states as per their innovation prowess and provide impetus to them to build their respective innovation ecosystems and spur the innovation spirit among institutions and people.

The Global Innovation Index (GII), co-published by World-Intellectual Property Organization (WIPO), Cornell University and INSEAD with CII as a Knowledge Partner since inception, has been ranking world economies including India since 2007 according to their innovation capabilities and outcomes using 82 indicators among a host of other important parameters.  It has established itself as both a leading reference on innovation and a ‘tool for action’ for policy makers.

India currently ranks 66th out of 128 countries on the Global innovation Index (GII) 2016. To improve India’s rank in GII and other international indices, NITI Aayog jointly with Confederation of Indian Industry (CII) and Department of Industrial Policy and Promotion (DIPP), organized the Global Innovation Index – India Roundtable on 31st January in the capital.

Mr. Ramesh Abhishek, Secretary, Department of Industrial Policy & Promotion, Government of India said, “GII gives us an opportunity to look at innovation and to rethink about our progress. This also gives an opportunity to compare with the best in the world, to look at best practices around and then learn from them. DIPP has formed a taskforce on innovation with representation from industry, academia and government, through this taskforce we are trying to improve our GII ranking.”

Speaking at the inaugural session, Mr. Ratan P. Watal, Principal Adviser, NITI Aayog said, “Regulation, fiscal incentives and R&D plays a major role in driving innovation. A lot of money is provided for R&D but unfortunately R&D money goes in silos within various government departments giving no result. Scientific departments, departments which deal with such budgets and CII have to come together and work towards it”.

The event was a first-of-its-kindintensiveconsultation exercise conducted by the government to solicit inputs from key stakeholders of the innovation ecosystem in India and abroad such as Ministry of Commerce, Department of Science & Technology, TRAI and top global agencies such as WIPO, Cornell University, World Economic Forum, UNESCO Institute for Statistics, International Telecommunications Union, International Labour Organisation to identify and understand issues and challenges related to it. This exercise was aimed at addressing India's data gaps by adopting international methodologies on critical innovation indicators at the input and output side.

Reservation in Promotion 

The instructions issued by Department of Personnel & Training provide for reservation in promotion to persons belonging to Scheduled Castes (SCs) and Scheduled Tribes (STs) in posts in the Central Government upto the lowest rung of Group 'A'. These instructions are also being implemented by Central Public Sector Undertakings, wherever reservation in promotion is applicable.

The Supreme Court in its judgment dated 19.10.2006 in the matter of M. Nagaraj & Others vs. Union of India and Ors., while upholding the validity of some of the Constitutional Amendments, observed that the concerned State will have to show in each case the existence of compelling reasons, namely, backwardness, inadequacy of representation and overall efficiency of administration before providing reservation in promotion. In order to provide impediment free reservation in promotion to SCs and STs, the Constitution (One Hundred and Seventeenth Amendment) Bill, 2012 was introduced in Rajya Sabha in September, 2012. The Bill was passed by the Rajya Sabha on 17.12.2012 and transmitted to the Lok Sabha for consideration and passing. The Bill could not be considered in the Lok Sabha and lapsed on the dissolution of 15th Lok Sabha. The issues emanating from the Supreme Court judgment in M. Nagaraj case are under examination.
           
This was stated by Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the PMO Dr. Jitendra Singh in a written reply to a question by Shri Kaushal Kishore in the Lok Sabha today.

Officers thank MoS DoPT for speedy promotions

A delegation of officers belonging to Central Secretariat Service (CSS) called on the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh, here today, to thank him and convey their gratitude for speedy disposal of their promotion cases leading to empanelment of as many 37 officers in one go to the post of Joint Secretary to the Government of India and consequent promotion of 27 officers to the level of Joint Secretary on in-situ basis.

Acknowledging their gratitude, Dr. Jitendra Singh congratulated them and reiterated Shri Narendra Modi Government’s resolve to make governance easy and at the same time make the environment work-friendly for the officers. The government is in favour of doing away with avoidable delays in promotions and empanelments so that the officers can work with enthusiasm and a positive frame of mind.

With the passage of time, Dr. Jitendra Singh said, the pressure on officers has increased because of the increased expectations on one hand and on the other hand increased scrutiny by public as well as media. But, instead of grudging this changing scenario we would have to learn to adapt to it and do our best because transparency and accountability are prime areas of emphasis of Shri Narendra Modi Government.

Meanwhile, in order to deal with the stress of the officers, Department of Personnel & Training (DoPT) has, of late, started a number of new measures including regular daily ‘Yoga’ for officers across the country from 1st of April. Similarly, the DoPT will also contemplate various steps to improve the facilities and privileges available to IAS Officers coming on deputation to union capital so that they need not find themselves at a disadvantage on account of issues related to transport facility, admission of their children in schools, etc.

Dr. Jitendra Singh said, the launch of “Digital India Week” by the Prime Minister on 1st July is also a step towards making the governance easy and reducing the file work pressure on the officers, besides also avoiding unnecessary delays or harassment to the common citizen.
