Leave Travel Concession (LTC)-Central Government Employees Reimbursement

Leave Travel Concession (LTC)-Central Government Employees Reimbursement
Bhubanewar/New Delhi: The Central government employees will not get daily allowance on Leave Travel Concession (LTC).
The LTC allows the grant of leave and ticket reimbursement to employees who are entitled under the rules to travel to their home towns and other places. Employees were earlier entitled to an allowance which varied with their ranks.
Any incidental expenses and the expenditure incurred on local journeys shall not be admissible under LTC, read a statement issued by the Department of Personnel and Training (DoPT) on Wednesday.
However, if the employees travel by premium or suvidha trains and services such as tatkal will now be allowed on LTC. “Further, reimbursement of tatkal charges or premium tatkal charges shall also be admissible for the purpose of LTC,” the order said.
Meanwhile, the new rules will be applicable from July 1, 2017
The release further clarified: “Flexi fare (dynamic fare) applicable in Rajdhani/ Shatabdi/Duronto trains shall be admissible for the journey(s) performed by these trains on LTC. This dynamic fare component shall not be admissible in cases where a non-entitled government servant travels by air and claims reimbursement for the entitled class of Rajdhani/Shatabdi/Duronto trains.”
Reimbursement for the purpose of LTC shall be admissible for journeys performed in vehicles operated by the government or any corporation in the public sector run by the central or state government or a local body, the DoPT order said.
In case of a journey between places not connected by any public means of transport, the government employee will be allowed reimbursement for journey on transfer for a maximum limit of 100km covered by the private/personal transport based on self-certification.So, from now on, the expenditure shall be borne by the government servant.
The move follows the implementation of recommendations of the 7th Central pay commission relating to Travelling Allowance (TA) entitlements of central government employees. The TA rules have undergone changes. The travel entitlements of government servants for the purpose of LTC shall be the same as TA entitlements, it further said.
On the other hand, the government is likely to revise the minimum pay of the 4.8 million Central government employees, but news making rounds is the Narendra Modi-led BJP government will not grant arrears on the revised higher minimum pay.
The government is ready to hike the minimum pay under the 7th Pay Commission to Rs 21,000 from the present Rs 18,000 by raising the fitment factor 3 times from 2.57 times. If the new pay comes into effect, the employees will get the benefit from January next year, but… “without arrears on the hike”.

Clarification by Railways regarding Media News about New changes from 1st July, 2017
The News in circulation about new changes by Railways from 1stJuly, 2017 is incorrect.
Bhubaneswar:
It has been noticed that a news item is in circulation in various social media platforms, WhatsAPP Groups, and some websites which mentions that Indian Railways is introducing several changes and new facilities with effect from 1stJuly, 2017. This news is totally incorrect and baseless. A section of media has also published this news without verifying it from the authorized sources of the Indian Railway system. This has created a lot of confusion in the minds of the rail users. In this context, Ministry of Railways would like to clarify following : -
1.There are as such no new changes being introduced from 1stJuly, 2017; the only new thing is that Railways, like other departments,is rolling out GST w.e.f 1st July, 2017.(separate press release on GST is available)
2.Railways has been selling waitlisted tickets both through online (e-ticket) and PRS counters. There is no change in this scheme and railway will continue to sell waitlisted tickets through both online and PRS counter.
3.Railways has been running Suvidha Class of Trains since July, 2015, and such trains will continue to run. The waitlisted ticket in such trains is also available, if required. Provision of partial refund in case of Suvidha Train Tickets is available right from the beginning of the scheme. Hence, no new changes in this regard.
4.Railways have notified new refund rules in November, 2015.There rules are still continuing and there is no change in them.
5.There is no proposal to discontinue paper tickets for Shatabdi and Rajdhani trains and for that matter in any class of train. However, for passengers booking tickets online (i.e. E-Tickets) the tickets received by sms is a valid authority for travel along with permissible proof of identity.
6.The booking time for Tatkal Tickets was changed in 2015 with booking for AC classes opening at 10:00 AM and for Non-AC classes at 11:00 AM. one day in advance of actual date of journey excluding date of journey. There is no change in these timings and the same arrangement is continuing.
7.Again there is no change in the refund rules of tatkal tickets. Under the existing rule, no refund is granted on cancellation of confirmed Tatkal tickets/ duplicate tatkal ticket. This rule continuous to be in operation.
8.Railways is already running its destination alert facility on its helpline number 139. In addition, a free destination alert service in some Rajdhani and Shatabdi trains was also introduced on a pilot basis for train arrival at destination between 11:00 AM to 6:00 AM already available. So there is no change in this facility also.
9.There is no such proposal to make Aadhaar mandatory for availing train concessions.
10.There is no proposal for printing tickets (both, e tickets & PRS tickets) in regional languages.
11.There is no proposal to run duplicate trains. We, in anyway, run special trains to clear the rush during peak season on identified popular routes as per the traffic requirements & operational feasibility.
12.Railways have launched ‘VIKALP’, Alternative Train Accommodation Scheme(ATAS) on November 1,2015 with a view to provide confirmed accommodation to waitlisted passengers and also to ensure optimal utilization of available accommodation. This facility was initially started on New Delhi – Jammu, New Delhi – Lucknow, Delhi - Howrah, Delhi - Chennai, Delhi - Mumbai and Delhi - Secunderabad Circuits. Now this scheme was expanded to all the sectors on March 22,2017.

Petrol pumps may remain shut on Sundays

Petrol pumps may remain shut on Sundays
MUMBAI: Petrol pump owners have threatened to not purchase petrol and diesel for a day on May 10 and subsequently shut outlets every Sunday if their demand of higher margin is not agreed upon by the government.
The weekly Sunday off will start from May 14 while from May 15, dealers will operate from 9 am to 6 pm to cut costs.
The petrol dealers association said that the 'No Purchase Day' on May 10 may not cause much disruption, but it was aimed at telling state-run oil marketing companies that they are opting for 'war path'.
They had earlier withdrawn a strike in January after the OMCs promised dealers to revise commission. They said the agitation would continue till the business becomes viable and higher margins are announced. The decision was taken at a meeting of the consortium of Indian Petroleum Dealers, which has 53,000 members.
"The decision would be applicable after May 10 unless the government intervenes. The resolution has been taken as the oil companies have not released the dealer margins since 2011," Ravi Shinde from the Petrol Dealers' Association said.
Currently, many outlets function between 6 am and 10 pm while some are open round the clock and seven days a week.

SBB plans to install sensors in its wagons to measure temperature, vibrations, and the wagon’s location.

SBB plans to install sensors in its wagons to measure temperature, vibrations, and the wagon’s location.

SWISS Federal Railways (SBB) has launched a new strategy which aims to combine its existing strengths with new technology to enable it to increase capacity, offer door-to-door journeys, and develop digital stations and smart freight wagons.

SBB launches 2020 strategy to harness new technology

SBB says it has developed its 2020 strategy in consultation with customers, employees, partners and policymakers in order to adapt the railway to a rapidly changing world characterised by new customer requirements, digitalisation, new transport providers and regulatory developments. SBB says it needs to adapt as other modes of transport are catching up in terms of price and environmental advantage, and there is an increasing demand for personalised, intermodal, networked and simple mobility and logistics solutions.

SBB is already trying to reduce the rise in overall costs so that its services remain affordable under its current “RailFit20/30” programme, but it also wants to boost earnings and capacity utilisation.

SBB says it is introducing a new group-wide innovation management system to promote an innovative spirit, and is establishing a SFr 12m ($US 12m) innovation fund. “The aim is to use innovations to create actual services as quickly as possible,” SBB says, but with the proviso that if they are unsuccessful it will remove them from the market.

SBB believes that digitalisation will enable it to increase capacity on a network, which it claims is already the most heavily used in the world, by up to 30%. To achieve this, SBB is furthering the automation of timetable creation, rail operations and train control and is also looking into the possibility of remote-controlled trains. SBB is designing a new digital signalbox which will reduce the quantity and variety of signalling installations, thereby cutting costs substantially.

“The railway technology of the future means that the railway system can be used in a more efficient way,” SBB says. “From 2025, there will be more trains in use, shorter timetable intervals, fewer disruptions, improved radio connections and more precise customer information in the event of a disruption.” SBB says it has launched initiatives to achieve these objectives.

Track maintenance is being digitalised using a new system called SwissTamp for status analysis and maintenance planning, which should reduce the number of disruptions and improve reliability and punctuality.

The new version of the ticketing app SBB Mobile has attracted more than 150,000 new users, and is now used regularly by 3 million customers. In the first quarter of 2017 SBB will launch a voice control function with a speaking timetable and a speaking robot to provide other information.

The new SBB Trip Planner app will enable customers to compare, combine and book a journey using multiple modes of transport. Passengers will also be able to use the app to book taxi and Uber services.

SBB is developing what it describes as a simple, environmentally-friendly door-to-door service called SBB Green Class and is teaming up with ETH Zurich to research the mobility behaviour of the general public. The findings will provide SBB with information about customers’ requirements for door-to-door mobility, so that it can launch new services.

SBB is transforming its stations into networked, multimodal hubs encompassing digital departure and arrival boards, screens with real-time train information, advertising e-panels, touchscreen ticket machines and free Wi-Fi. SBB is working with organisations such as Google and ETH Zurich to improve station services. Passengers will be able to access a virtual view of the station in Google Street View, and such things as escalators, lifts and lights will be controlled digitally via the Internet of Things.

For freight, SBB plans to install sensors in its wagons to measure temperature, vibrations, and the wagon’s location. The latter will enable customers to track their freight in real time. In 2018, SBB Cargo plans to introduce automatic wagon coupling.
