Bhubanewar/New Delhi: The Central government employees will not get daily allowance on Leave Travel Concession (LTC).
The LTC allows the grant of leave and ticket reimbursement to employees who are entitled under the rules to travel to their home towns and other places. Employees were earlier entitled to an allowance which varied with their ranks.
Any incidental expenses and the expenditure incurred on local journeys shall not be admissible under LTC, read a statement issued by the Department of Personnel and Training (DoPT) on Wednesday.
However, if the employees travel by premium or suvidha trains and services such as tatkal will now be allowed on LTC. “Further, reimbursement of tatkal charges or premium tatkal charges shall also be admissible for the purpose of LTC,” the order said.
Meanwhile, the new rules will be applicable from July 1, 2017
The release further clarified: “Flexi fare (dynamic fare) applicable in Rajdhani/ Shatabdi/Duronto trains shall be admissible for the journey(s) performed by these trains on LTC. This dynamic fare component shall not be admissible in cases where a non-entitled government servant travels by air and claims reimbursement for the entitled class of Rajdhani/Shatabdi/Duronto trains.”
Reimbursement for the purpose of LTC shall be admissible for journeys performed in vehicles operated by the government or any corporation in the public sector run by the central or state government or a local body, the DoPT order said.
In case of a journey between places not connected by any public means of transport, the government employee will be allowed reimbursement for journey on transfer for a maximum limit of 100km covered by the private/personal transport based on self-certification.So, from now on, the expenditure shall be borne by the government servant.
The move follows the implementation of recommendations of the 7th Central pay commission relating to Travelling Allowance (TA) entitlements of central government employees. The TA rules have undergone changes. The travel entitlements of government servants for the purpose of LTC shall be the same as TA entitlements, it further said.
On the other hand, the government is likely to revise the minimum pay of the 4.8 million Central government employees, but news making rounds is the Narendra Modi-led BJP government will not grant arrears on the revised higher minimum pay.
The government is ready to hike the minimum pay under the 7th Pay Commission to Rs 21,000 from the present Rs 18,000 by raising the fitment factor 3 times from 2.57 times. If the new pay comes into effect, the employees will get the benefit from January next year, but… “without arrears on the hike”.

Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state :-
(a) whether, a married woman employee can show her own parents as her dependents under the service rules applicable to Central Government employees;
(b) if so, under what conditions;
(c) if not, the rationale therefor;
(d) whether Government has taken any action to make the aforesaid service rules gender neutral both in letter and spirit; and
(e) if so, the details thereof and if not, the reasons therefor?
ANSWER

(a) to (e): The service rules of the Government employees have been framed keeping in view their contextual purpose and with a view to make them gender neutral.
As per Rule 50 of Central Civil Services (CCS)(Pension) Rules, 1972, father and mother of a Government employee (which includes a female Government employee) come within the definition of family. For the purpose of gratuity, there is no condition of dependency or inclusion in family.
In respect of General Provident Fund (GPF) Rule, female employees can nominate their parents for the benefits of GPF. There is no dependency criterion for nominating parents for the benefits of GPF.
Under Central Government Health Scheme (CGHS) Rules, married women employees have the option either to opt their dependent parents or dependent parents-in-law for CGHS facilities.
As per All India Services (AIS) {Medical Attendance (MA) Rules}, ‘family’ definition includes the name of parents wholly dependent upon the member of service and normally residing with such member.
As per CCS {Leave Travel Concession (LTC)} Rules, ‘family’ definition includes parents or step parents wholly dependent on the Government servant irrespective of whether they are residing with the Government servant or not.
As per CCS(Conduct Rules), “Members of family” in relation to a Government servant include the wife or husband, son or daughter, parents, brothers or sisters or any person related to any of them by blood or marriage, whether they are dependent on the Government servant or not.
As per AIS (Conduct) Rules, any person related, whether by blood or marriage, to such member or to his or her wife or husband, as the case may be, and wholly dependent on such member is treated as member of family.

Availing of Home Town LTC for other places
Vide DoPT’s O.M. No. 31011/3/2014-Estt.(A-IV) dated 26.09.2014, Government employees have been allowed to convert their Home Town LTC to visit Jammu & Kashmir, North-East Region and Andaman & Nicobar Islands under the present scheme upto 25.09.2016.
Government servants entitled to travel by air can avail this LTC from their Headquarters to the destination. While, the Government servants not entitled to travel by air may travel by air in Economy class in the following sectors:
(a) Between Kolkata/Guwahati and any place in NER
(b) Between Kolkata/Chennai/Bhubaneswar and Port Blair.
(c) Between Delhi/Amritsar and any place in J&K.
Journey for the non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar/ Delhi/ Amritsar will have to be undertaken as per their entitlement.
Reimbursement under the Leave Travel Concession scheme does not cover incidental expenses and expenditure incurred on local journeys.
This was stated by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to a question by Shri Pramod Tiwari in the Rajya Sabha today.

Attention is invited to DoPT O.M. No. 31011/2/2015 Estt.(A-IV) dated 2th January 2015 and Deptt. of Expenditure, Min of Finance, O.M. No. 19046/2/2008-E.IV dated 22/04/2015, it is clarified that travel by Premium Trains by Central Government servants on LTC/Official Duty/Tour/Training/Transfer etc. is not allowed and therefore, the fare charged for Premium Trains by the Indian Railways for the journey performed by Premium Trains shall not be reimbursable. In cases where journey on Official Duty/Tour /Training/Transfer etc. has already been performed by Premium Trains, the amount reimbursed shall be restricted to the admissible normal fare for the entitled class of train travel or the actual fare paid, whichever is less.
It is, therefore, once again impressed upon all concerned not to travel by premium trains on LTC/Official duty / Tour / Training/ Transfer etc. and Controlling / Countersigning Officers are requested to regulate the said claims in terms of the Govt. of India letters cited above.

Chennai: For the first time, Indian Railway Catering and Tourism Corporation (IRCTC) will operate a train tour from Tiruchirapalli and Salem via Chennai, to Vaishnodevi in Jammu and Kashmir, starting July 28. The 14-day tour will cover Kannadurga (Vijayawada), Manikyamba (Rajahmundry), Kolkata and Ambaji in Gujarat as part of the tour package that costs `11,600 per person, an official IRCTC press release stated. Along with sleeper class travel, IRCTC will also provide South Indian vegetarian food, non air-conditioned accomodation, a tour escort and a public address system and security for each train coach. Central and State Government employees can avail LTC for the pilgrimage tour.
Bookings can be made by contacting IRCTC at 044-64594959 and 9003140681/82. Meanwhile, with a number of Buddhist tourists from Sri Lanka visiting India every year, IRCTC has started operating Shri Ramayana Yatra for Indian tourists interested in visiting Sri Lanka. The four day/five nights package will cover important tourist and pilgrim spots like Nuwara Eliya, Kandy and Colombo in Sri Lanka. Starting on August 8 and September 19, the package, inclusive of flight tickets, accomodation, sightseeing, meals and visa, will cost `34,00 per person on a twin sharing basis, an IRCTC release stated. Visakhapatnam (VSKP): The Indian Railway Catering and Tourism Corporation (IRCTC) is conducting a special ‘Tirupati Balaji darshan’ package that takes care of their itinerary, including VIP darshan of Lord Venkateswara.
The three nights and four-day trip begins on Fridays from Visakhapatnam, which is also the de-boarding station on the conclusion of the tour. The package cost per person is Rs 4,093.
The tour package comprises road transport, accommodation, onward and return train journey in sleeper class (non-ac), guide services and travel insurance. Further, one-night accommodation is provided in non-a/c rooms on twin and triple-sharing basis at Tirupati in Srinivasam Residency.
As part of the package, the IRCTC will take care of transportation and sightseeing by a non-ac vehicle on sharing basis. Meals include two breakfasts, lunch and dinner. The package includes darshan tickets for Tirumala, Tiruchanuru, Sree Kalahasti, Kanipakkam and Srinivasa Mangapuram.
According to IRCTC manager Sandip Dutta, the package has been getting good response as it ensures darshan of the famous Tirumala shrine, besides other places. The package would help people who wish to utilise LTC and LFC. More details can be obtained at toll-free number 1800-110-139.

“The number of Central Government employees utilizing the LTC facilities has increased substantially thanks to the initiative of the tourism department to encourage the development of economically-backward states”
Not many would have know this message that there are a number of retired Central Government employees who had completed 40 years of their service without utilizing even a single LTC facility.
“Once upon a time, LTC was considered as a wasteful expense…things have changed, and now people treat it as an indulgence…!”
In the past, not many were interested in LTC because the families were big and only the lowest class journey fare was reimbursed by the Central Government. But, now, LTC includes travel in air-conditioned class and air-fare. Not surprisingly, employees are now very much interested and are utilizing the facility without fail.
Practical difficulties began when a number of employees began to travel. One of them was the situation where the office location and the employee’s hometown are the same. Usually, Central Government employees are posted in towns and cities that are away from their hometown, or their native place. At the time of joining, the employees are required to denote a village or town as their home Town. This cannot be changed.
Once in every four years, the Government would give the option to reimburse the to and fro travel tickets for the employee and his/her family to go to their hometown to meet their relatives and to look after the family’s immovable properties located there. This facility is called the Home Town LTC.
In the past, since only a few utilized this facility, there wasn’t any confusion in implementing them. When the Government announced that Home Town LTC could be converted as All India LTC, troubles began and clarifications were required.
LTC rules state that the headquarter/place of posting and the employee’s Home Town are the same, then he/she is not entitled to the conversion of Home Town LTC.
There are many questions in the minds of the employees about this clause.

"Government employees whose headquarters or place of posting and hometown are one and the same are not eligible for hometown LTC," it said.
Besides, these employees cannot convert hometown LTC to avail special concession scheme to travel to North-East region, Jammu and Kashmir, and Andaman and Nicobar Islands, the Department of Personnel and Training said in an order.
However, government employees whose headquarters are Delhi and reside in cities or towns outside the national capital and falling in other states of National Capital Region (NCR) are eligible for hometown concession, the order said.
Every new recruit in government service is required to declare his or her hometown to avail the benefits of LTC.
The LTC allows grant of leave and ticket reimbursement to eligible Central government employees to travel to their hometowns.
However, the government has recently allowed employees to visit North-East region and Jammu and Kashmir, among others, in order to promote tourism and increase people-to-people contact.

Extension of travelling by Air on Leave Travel Concession, the announcement, which Central Government employees were eagerly waiting for, is finally here!
Air travel concession, under the Leave Travel Concession scheme, to places like Jammu and Kashmir, North Eastern Region (NER), and also Andaman and Nicobar Islands has been extended by two more years.
For a while it was assumed that the newly crowned Modi Government had shelved this scheme.
We believe that the scheme was revived due to constant reminders from various employee unions, associations and federations.
Twice every four years, Central Government employees are given fare concessions to travel to their home town. Instead of two trips to home town, the employee is eligible to convert one of them as ALL INDIA LTC concession. Depending on their designation, the employees are eligible to utilize air, ship, rail and road transportation facilities, along with the travel class
The Government has been spending crores of Rupees to usher in development in economically-backward areas like Jammu and Kashmir, NER. As part of its various development schemes, the Government is trying to encourage tourism to these areas. The air travel concession, which is being offered for six years now, is part of this attempt. Awareness of this concession has increased only in the past two years and Central Government employees had only recently started utilizing the option. Under the scheme, Central Government employees can travel to these regions, with their families, by air, and reimburse the air tickets. For further information, please read the official notification. Although there are certain minor drawbacks, such concessions enjoy immense popularity. This time, there is a minor change – Andaman and Nicobar Islands have been added to the list of destinations. The announcement is a boon for the Central Government employees who didn’t utilize this opportunity in the previous round, and travel via air with their entire family.

This facility may be availed by converting one occasion of Home Town LTC out of the four Home Town LTC occasions available in a block of four years.”

Subject:- Leave Travel Concession (LTC) entitlements of unmarried Government servants – Conversion of Home Town LTC facility into travel to different parts of the country permissible under the special dispensation scheme – Clarification — regarding.
In relaxation to the Central Civil Services (Leave Travel Concession) Rules, 1988, special dispensation is allowed to the Government servants from time to time. Presently, one such dispensation in operation is the relaxation to the Government servants to travel by air to visit North-East Region or to Jammu & Kashmir or to the Andaman & Nicobar Islands by converting one block of Home Town LTC available to them.
2. Vide this Department’s Office Memorandum No. 31011/17/85-Estt.(A) dated 03.04.1986, unmarried Central Government employees, who have left their wholly dependent parents/sisters/minor brothers at their home town are allowed the benefit of LTC to visit their home town every year. This concession is in lieu of all other LTC facilities admissible to the Government servant himself and to his/her parents/sisters/minor brothers.
3. This Department is in receipt of references seeking clarification on the admissibility of conversion of Home Town LTC facility into travel to different parts of the country, which is permissible under special dispensation, to such unmarried Government servants.
4. The matter has been examined in consultation with Ministry of Finance. It has been decided that the facility of conversion of Home Town LTC to allow travel to different parts of the country, under the special dispensation scheme, will also apply to an unmarried Central Government servant, who is eligible to avail the benefit of LTC to visit Home Town every year. This facility may be availed by converting one occasion of Home Town LTC out of the four Home Town LTC occasions available in a block of four years.
