TRAVEL CONCESSION TO PATIENTS EXTENDED TO JAN SHATABDI EXPRESS TRAINS
Ministry of Railways have decided to grant concession in Second class and AC Chair Car of Jan Shatabdi trains to the Patients who are already eligible to travel in second class and AC chair car of Mail/Express trains, w.e.f. 15/05/2017. A patient who is at present eligible to travel in second class of Mail/Express trains shall now be eligible in Second class of Jan Shatabdi trains and the same shall apply for AC Chair car class too. According to a Western Railway Press Release, if a patient who is not eligible for concession at present to travel in either Second class or AC Chair Car of Mail/Express trains, in that case, such patient shall not be eligible for concession in Jan Shatabdi trains also.

WITHDRAWAL OF IMPLEMENTATION OF AADHAAR BASED TICKETING SYSTEM FOR PRS TICKETS FOR SENIOR CITIZENS
Ministry of Railways has decided to withdraw the implementation of Aadhaar based ticketing system for PRS tickets (both counter and e-tickets) for senior citizen. Even from 1st April, 2017 onwards, the concession to senior citizens shall not be denied only for the reason that the person does not possess Aadhaar card. However, they are required to carry some documentary proof showing their age or date of birth and have to produce it if demanded by on-board ticket checking staff. Now senior citizens can book reserved tickets across the reservation counters as well as through internet without aadhaar card.
Earlier, Ministry of Railways has decided to make aadhaar based verification mandatory for getting concessional tickets for senior citizen w.e.f 1st April, 2017 and during journey senior citizen passengers has to carry any of the original documents including Aadhaar Card as notified from time to time for the purpose of identity proof. But, now the implementation of aadhaar based ticketing system has been withdrawn with immediate effect.

ANNOUNCEMENT OF POLICY ALLOWING DIFFERENTLY ABLE PERSONS TO AVAIL CONCESSION WHILE TRAVELLING ALONE
Railways grant concession
in passenger fare to more than 50 categories of passengers including the
Divyangs. They are physically and mentally challenged, patients, senior
citizens, students, war widows, sports persons etc.,
The following four
categories of Divyangs are eligible for concession in passenger fare:-
1.
Orthopaedically/paraplegic persons who cannot travel without an escort (At
present concessional tickets issued only with escort)
2. Mentally retarded
persons who cannot travel without an escort (At present concessional tickets
issued only with escort).
3. Completely blind
persons with or without an escort
4. Deaf & Dumb persons
both afflictions together in same persons with or without an escort.

At present concessional
tickets are not issued to eligible orthopaedically handicapped/paraplegic
persons/Mentally retarded persons not accompanied by an escort. Concessional
tickets are issued only when tickets are booked along with an escort.
With a view to empower the
divyang passengers (Orthopaedically handicapped /paraplegic persons/Mentally
retarded) concessional tickets to eligible persons not accompanied by an escort
will be issued for travel even without escort for those who would like to
travel with friends, relatives or with the assistance of mechanical
devices. This will also help in increasing the self esteem of divyang.

New Rule on concession to Senior Citizens in Railways draws Flak
New Delhi: Traveling public have questioned the new rule of the Railways that extends concession for senior citizens only if they travel alone.
So far, the senior citizens – men aged 60 years and above and women over 58 years – were eligible to avail themselves of the concession even if they travelled with their family members in other age groups. For senior citizens, 40 per cent concession is offered to men and 50 per cent to women.
The new rule will cause difficulty to aged couples used to travelling together as they will be allotted berths apart from one another. The Railways ought to have evaluated prospects and consequences before introducing any new rule, K.N.Basha, former Member Divisional Railway Users Consultative Committee, said, seeking withdrawal of the latest rule.
Rail passengers say the new rule negates the intent of the favourable announcement made by the Railways earlier this year, promising reservation in lower berths for senior citizens. A provision was created in the computerised passenger reservation system to allot lower berth automatically to senior citizens subject to availability at the time of booking of ticket. A combined reservation quota of four lower berths per coach is earmarked in Sleeper, and two per coach in AC 3Tier and AC 2Tier for senior citizens, female passengers aged 45 years and above, and pregnant women.

New Delhi: Railways will issue photo identity cards to physically-challenged persons to enable them to avail concessions in train tickets in a hassle-free manner.
The photo I-card can be used to book concessional tickets through both ticket counters as well as through the Internet.
The card with a unique ID number will have to be carried during journey and produced for onboard verification, said a senior Railway Ministry official.
Till now, a physically challenged person used to fill the concession form and produce all relevant documents at the ticket reservation counter to avail the concession in train tickets.
There were complaints from differently-abled persons as well as from social activists who were demanding a hassle-free system.
As per the new system, phyisically-challenged persons will have to approach the nearest Divisional Railway Manager office along with all the relevant documents in original claiming concession and passport size photograph for issuing photo identity card.
The differently-abled is also required to provide a mobile number for communication while applying for the card, the official said.
After due verification by the concerned zonal railways, a photo identity card will be printed containing a unique ID. An automated SMS will be sent to the passenger on given mobile number to collect the card showing the original concession certificate.
“After getting the card, the person is not required to fill any concessional form to avail the facility at the counter. Even tickets can be booked on the Internet using the ID number written on the card,” he said.
The validity of the card will be for five years or the last date up to which concession certificate is valid.

Extension of travelling by Air on Leave Travel Concession, the announcement, which Central Government employees were eagerly waiting for, is finally here!
Air travel concession, under the Leave Travel Concession scheme, to places like Jammu and Kashmir, North Eastern Region (NER), and also Andaman and Nicobar Islands has been extended by two more years.
For a while it was assumed that the newly crowned Modi Government had shelved this scheme.
We believe that the scheme was revived due to constant reminders from various employee unions, associations and federations.
Twice every four years, Central Government employees are given fare concessions to travel to their home town. Instead of two trips to home town, the employee is eligible to convert one of them as ALL INDIA LTC concession. Depending on their designation, the employees are eligible to utilize air, ship, rail and road transportation facilities, along with the travel class
The Government has been spending crores of Rupees to usher in development in economically-backward areas like Jammu and Kashmir, NER. As part of its various development schemes, the Government is trying to encourage tourism to these areas. The air travel concession, which is being offered for six years now, is part of this attempt. Awareness of this concession has increased only in the past two years and Central Government employees had only recently started utilizing the option. Under the scheme, Central Government employees can travel to these regions, with their families, by air, and reimburse the air tickets. For further information, please read the official notification. Although there are certain minor drawbacks, such concessions enjoy immense popularity. This time, there is a minor change – Andaman and Nicobar Islands have been added to the list of destinations. The announcement is a boon for the Central Government employees who didn’t utilize this opportunity in the previous round, and travel via air with their entire family.

New Delhi: The Indian Railways is bringing out photo identity cards for differently-abled persons to enable them to avail of concession in ticket fare for both across-the-counter and online booking of tickets.
A release from Southern Railway here said that the card was not transferable; the quantum of concession would be as per the eligibility criteria in different types of trains and class of travel based on the type of disability; the concession is admissible to a single escort if eligible on the type of disability while travelling with the card-holder and the card is valid for booking reserved tickets from counters as well as through www.irctc.co.in.
The card-holder and as the escort should carry their respective original photo identity cards during the journey. While booking tickets across the counter, the card-holder should produce the card in original and submit its photocopy.
Applications for photo ID card should be enclosed with self-attested copies of Concession Certificate as certified by the competent hospital/doctor; proof of photo identity; proof of date of birth; address proof, any one the 10 specified documents and two passport size photographs.
These applications may be submitted either by post to the Senior Divisional Commercial Manager of the divisions concerned or in person at railway divisional offices or submit applications in person at specified Railway Stations on Tuesdays and Thursdays between 10 a.m. to 1 p.m. Applications will be accepted at railway stations for a period of two months, after which one will have to approach divisional offices for the identity cards.
Until the new card is issued, the differently-abled persons can use the existing certificate for booking tickets at the counter.
The concession is admissible to one escort while travelling with the card-holder

Indian Railways
extends travel concessions in various classes of travel to more than 50
categories of travelers, such as patients, students, senior citizens, certain
categories of disabled persons, Doctors, Artists, Sports persons, Press
Correspondents, Kisans and others. The element of concession ranges from 10%
to 100%.
Eleven categories of
patients suffering from serious ailments viz. Cancer, Thalassemia,
Haemophilia, T.B/Lupas Valgaris, Non-infectious Leprosy, AIDS patients for
treatment/periodical checkup, Heart patients for surgery, Kidney patients for
kidney transplant Operation/Dialysis and Ostomy patients for any purpose are
eligible for concessions in the passenger fares.
In the case of eight
categories of patients, travel concessions are also given to the attendant
escorting the patients.
This information was
given by the Minister of State for Railways Shri Manoj Sinha in written reply
to a question in Lok Sabha today.
