Facilities For Railways Passengers of Sleeper and General Coaches 

Following are the facilities announced by the Government for passenger of sleeper and general second class coaches wherein implementation has already started: 

1.Provision of cushioned seats in General Second class coaches. 

2.Magazine bags, bottle holder and snack table in non-air conditioned Sleeper Class coaches. 

3.Provision of dustbins in all Sleeper and General class coaches. 

4.Provision of Braille signages. 

5.On-Board House Keeping services wherein internal cleaning of sleeper class coaches on identified trains is carried out on run. 

6.Cleaning of coaches under Clean Train Station scheme at nominated stations including Non-AC sleeper class coaches. 

7.Mobile charging points in all new coaches. 

This Press Release is based on information given by the Minister of State (Independent Charge) of the Ministry of Communications and Minister of State for Railways in a written reply to a question in Rajya Sabha on 22.07.2016 (Friday).

Concession for Differntly abled persons -Indian Railways

 ANNOUNCEMENT OF POLICY ALLOWING DIFFERENTLY ABLE PERSONS TO AVAIL CONCESSION WHILE TRAVELLING ALONE 
Railways grant concession in passenger fare to more than 50 categories of passengers including the Divyangs.  They are physically and mentally challenged, patients, senior citizens, students, war widows, sports persons etc.,
The following four categories of Divyangs are eligible for concession in passenger fare:-
 1.  Orthopaedically/paraplegic persons who cannot travel without an escort (At present concessional tickets issued only with escort)
2. Mentally retarded persons who cannot travel without an escort (At present concessional tickets issued only with escort).
3.  Completely blind persons with or without an escort
4. Deaf & Dumb persons both afflictions together in same persons with or without an escort.
CATEGORY
CONCESSION
1
Orthopaedically Handicapped/ Paraplegic persons who cannot travel without escort – for any purpose
· 75% in Second, Sleeper First, AC chair Car  &AC 3 tier
·  50% in  First Class and AC 2-tier,
·  25% in AC 3-tier & AC Chair Car of Rajdhani/Shatabdi trains
·  50% in Monthly Season Ticket & Quarterly Season Ticket
·  One escort is also eligible for same element of concession

Mentally retarded persons who cannot travel without escort - for any purpose
3
Blind persons travelling alone or with an escort - for any purpose
4
Deaf & Dumb persons (both afflictions together in the same person) travelling alone or with an escort - for any purpose.
·  50% in Second, Sleeper and First  Class
·  50% in Monthly Season Ticket &Quarterly Season Ticket
·    One escort is also eligible for same element of concession
  
At present concessional tickets are not issued to eligible orthopaedically handicapped/paraplegic persons/Mentally retarded persons not accompanied by an escort. Concessional tickets are issued only when tickets are booked along with an escort.
With a view to empower the divyang passengers (Orthopaedically handicapped /paraplegic persons/Mentally retarded) concessional tickets to eligible persons not accompanied by an escort will be issued for travel even without escort for those who would like to travel with friends, relatives or with the assistance of mechanical devices.  This will also help in increasing the self esteem of divyang.

Indian Railways plan braille numbering and other signs for visually-impaired

Mumbai: Good news for the visually impaired people who travel by the railways everyday. The railways’ plan to have braille numbering and other signs for the visually-impaired finally got off the ground with the Integral Coach Factory inviting tenders for the large-scale supply of these items. The first big tender for braille numbers to indicate the berths of long-distance trains was issued this week and will be opened at the ICF’s Chennai headquarters on November 25.

Confirming the development, Alok Johri, Member (Mechanical) said it is the first time railways was going for these braille signage for its long-distance coaches. Currently, long distance coaches have their signage, seat numbers as well as general instructions in the normal format written on vinyl stickers or metallic plates only helpful to normal passengers.

In the latter part of last year, railways deciding to provide braille stickers in coaches to facilitate visually impaired passengers. Things moved slowly since then and plans to have one air-conditioned coach in the Delhi-Purushottam Express also seemed to have been stalled.

The railway plan for braille signs and numbers in coaches will include braille characters embedded on to the metallic base so that visually-impaired could touch it and decode the information. Railway officials said the signage has been developed by the ICF under the observation of the Research Design Standards Organisation (RDSO) with suggestions from various organisations working for the visually-impaired.
