Kolkata, 25th July, 2017:
As a prime mover of India, Railways provide travel concessions to Male Senior Citizen of the age of 60 years & above and 58 years & above in case for Women Senior Citizen of Indian Nationality.
Ministry of Railways have now decided to introduce “Give Up Scheme” with regard to concession granted to Senior Citizen of Indian Nationality. As per the scheme, Senior Citizen can opt an option to give up the element of concessional amount upto 50% or 100%. This scheme has been introduced for reserved tickets including PRS Counter and E-Tickets.
This has been implemented with effect from 15th July, 2017.

New provision will come into effect from April, 2016
Ministry of Railways has decided to revise the child fare rule. Under the revised provision, full adult fare will be charged for children of age 5 years and under 12 years of age if for whom berth/seat (in reserved class) is sought at the time of reservation. However, in case berth/seat is not sought for the children of age 5 years and under 12 years of age at the time of reservation, then half of the adult fare shall continue to be charged subject to the minimum distance for charging.
Necessary changes shall be carried in the reservation form so that the passenger can indicate their option for requirement of full berth/seat for child or not.
There shall be no change in the rule for child fare of unreserved tickets i.e. fare for children of 5-12 years for unreserved tickets shall continue to be half of the adult fare subject to the minimum distance for charging.
Children under five years of age will continue to be carried free (without berth).
The revised child fare rule shall be applicable for travel from April, 2016 onwards. Exact date of commencement of this provision will be notified separately at a later date.

New Delhi: Traveling public have questioned the new rule of the Railways that extends concession for senior citizens only if they travel alone.
So far, the senior citizens – men aged 60 years and above and women over 58 years – were eligible to avail themselves of the concession even if they travelled with their family members in other age groups. For senior citizens, 40 per cent concession is offered to men and 50 per cent to women.
The new rule will cause difficulty to aged couples used to travelling together as they will be allotted berths apart from one another. The Railways ought to have evaluated prospects and consequences before introducing any new rule, K.N.Basha, former Member Divisional Railway Users Consultative Committee, said, seeking withdrawal of the latest rule.
Rail passengers say the new rule negates the intent of the favourable announcement made by the Railways earlier this year, promising reservation in lower berths for senior citizens. A provision was created in the computerised passenger reservation system to allot lower berth automatically to senior citizens subject to availability at the time of booking of ticket. A combined reservation quota of four lower berths per coach is earmarked in Sleeper, and two per coach in AC 3Tier and AC 2Tier for senior citizens, female passengers aged 45 years and above, and pregnant women.

These Trains will Run at Dynamic Fare System
Ministry of Railways has decided to run Suvidha trains on the following terms & conditions:
The maximum Advance Reservation period will be 30 days while the minimum Advance Reservation period will be of 10 days. Zonal Railways may decide the exact ARP for each train within this limit.
No concession shall be applicable on these trains. Full adult fare shall be changed for all passengers irrespective of their age. Also free passes/complimentary passes/warrant/concessional voucher etc. shall not be permitted in these trains.
Apart from e-ticketing the sale of tickets shall also be allowed through PRS counters.
Modification/duplicate ticket/cluster bookings/BPT will not be allowed.
Only General quota bookings will be applicable.
Upgradation option shall not be applicable in these trains.
Passenger should produce one of the prescribed Identity Card during journey for verification purpose for both e-ticket & PRS ticket.
On the basis of demand pattern, Suvidha train services may run during peak seasons like winter rush, summer rush, Dussehara rush, Holi rush and on other occasions as jointly decided by COMs and CCMs of the zonal Railways.
There shall be no First AC/Fist Class/Executive class/general class/2nd sitting coach in the train composition of Suvidha Trains.
Three types of Suvidha Trains services are proposed:-
(1) Fully air-conditioned services with or without stoppages: Base Price: (Rajdhani base fare+Tatkal charges).
(2) Mixed services having no enroute commercial stoppages on mixed Duronto pattern: Base price: (Mixed Duronto base fare+ Tatkal charges).
(3) For mixed services having some stoppages enroute and running as Mail/Express: Base price: (Mail/Express base fare+Tatkal charges).
In addition to above, if demand arises zonal Railways may also plan for fully airconditioned Shatabdi/Double decker type Suvidha Trains with fare of the respective categories of trains as per above.
Suvidha trains will run on dynamic fare system. The Permissible booking pattern and charges thereon of Suvidha Trains will be as under:-
For both AC classes and non AC- classes:-
Charges* (Base fare +Tatkal) 1.5 times of (base fare+tatkal) 2 times of (base fare+tatkal) 2.5 times of (base fare+tatkal) 3 times of (base fare+tatkal)% of seat/ berth 20% 20% 20% 20% 20%
(*Other charges like reservation charge, catering charge, S/F, service tax, etc. will be taken in full wherever applicable)
Vacant berths left at the time of charting will be offered for current booking counters. Tickets at current counters shall be sold at the last price sold for that class and other supplementary charges like reservation fee, superfast charges, catering charges, service tax applicable shall be levied in full.
The information would also be displayed to the passenger during the booking in case the fare of lower class becomes higher than the higher class to exercise option to travel by the higher class.
There shall be no downward movement in the fare.
50% refund of fare subject to minimum flat cancellation charge of rupees one hundred for airconditioned-II tier/first class, rupees ninety for airconditioned III-tier/3 economy/airconditioned chair car and rupees sixty for sleeper class will be granted for confirmed/RAC tickets upto 6 hours before the scheduled departure of the train. No refund of fare after that will be granted. Such refund will be granted by filing TDR in case of e-tickets and in case of PRS counter-ticket across the counter.
The Suvidha train services shall be over and above the normal train services and special trains on Tatkal fares.
The above guidelines will be implemented w.e.f. 01 July 2015.

Subject: Grant of age concession to the Persons with Disabilities suffering from (a) blindness or low vision, (b) hearing impairment and (c) locomotor disability or cerebral palsy for direct recruitment to civil posts/services under the Central Government.
The undersigned is directed to say that the following age concessions have been provided to physically handicapped persons for recruitment under the Central Government:
(i) Provision of ten years concession in upper age limit for Group C and D posts filled through employment exchanges issued vide O.M.No.15012/6/77-Estt.(D) dated 28.1.1978;
(ii) Provision of five years’ concession in upper age limit (10 years for SC/ST, 8 years for OBC) for recruitment to Group ‘A’ and ‘B’ posts otherwise than through Open Competitive Examination issued vide O.M.No.15012/5/92-Estt. (D) dated 27.7.1995; and
(iii) Provision of ten years concession in upper age limit (15 years for SC/ST, 13 years for OBC) for recruitment to Group A,B,C and D Civil Posts/Services filled through Open Competitive Examination issued vide O.M.No.43019/28/86-Estt.(D) dated 1.2.1999.
2. The question of prescribing uniform age-concession for direct recruitment to all Civil Posts/Services under the Central Government has since been examined and in supersession of the OMs referred to at (I), (H) and (iii) above the following has been decided:
(i) Age relaxation of 10 years (15 years for SC/ST and 13 years for OBC candidates) in upper age limit shall be allowed to persons suffering from (a)blindness or low vision, (b) hearing impairment and (c) locomotor disability or cerebral palsy in case of direct recruitment to all civil posts/services under the Central Government identified suitable to be held by persons with such disabilities, subject to the condition that maximum age of the applicant on the crucial date shall not exceed 56 years.
(ii) The age concession to the persons with disabilities shall be admissible irrespective of the fact whether the post is reserved for person with disabilities or not, provided the post is identified suitable for the relevant category of disability. This provision will not apply to the Civil Services Examination, in respect of which the List of Services Identified suitable for Physically Disabled Category along with the Physical Requirements and Functional Classifications is notified separately.
(iii) Relaxation of age limit would be permissible to such persons who have a minimum of 40% disability.
(iv) The definitions of above categories of disabilities, for the purpose of age relaxation, will be same as given in this Department’s O.M. No. 36035/3/2004-Estt(Reservation) dated 29th December 2005.
(v) If a person with disability is entitled to age concession by virtue of being a Central Government employee, concession to him/her will be admissible either as a ‘person with disability’ or as a ‘Central Government employee’ whichever may be more beneficial to him/her. This provision will not apply to the Civil Services Examination, which is governed by the Civil Services Examination Rules, published annually.
(vi) Provisions of this O.M. will not be applicable to a post/service for which other specific provision regarding age relaxation is made by notification.
3. The Ministries/Departments are advised to ensure invariably that while sending the requisition to the UPSC/SSC and other recruitment agencies for direct recruitment posts by selection, they should clearly mention in the requisition the category of person(s) with disabilities suitable for the post(s) in question. No change or modification in identified post(s) for physically disabled persons with respect to an Examination, intimated after the
Notification of that Examination, shall be acceptable.
4. These instructions come into effect from the date of their issue.
