As a Digital India initiative by Government of India and with a view to promote three  C’s – Cashless transactions (Digital payment), Contact less ticketing (no need to physically visit the point of sale) and Customer convenience and experience, UTS on Mobile app is now available in Hindi language apart from English. User can opt any one language of his/her choice. Using UTS On Mobile app, Users can choose between paperless or paper ticket mode and can book any type of tickets given below:-

  •          Journey Ticket Booking
  •          Season Ticket Booking/Renewal
  •          Platform Ticket Booking

 Benefits of Mobile Ticketing for customers

  1. No waiting in ticket queue.
  2. Paperless and environmental friendly.
  3. Once a ticket is booked the ticket can be shown to TTE even in offline mode without any internet connection.
  4. Booking on the run: - Passenger who is in hurry or makes a last minute decision to travel can just reach the station, Scan the QR code displayed at various places at the station. Scan it and book the ticket. This facility is presently available at 1600  stations.
  5. Fully Cashless: - The customer can use all types of digital payment options i.e. Rail - Wallet, Debit Card, Credit Card, Net Banking, UPI and E Wallets.
  6. Cheaper: - The customer who uses Rail-Wallet Facility are given 5% bonus on recharge. For example if a passenger recharges his Wallet for 1000, he gets the recharge value of 1050.

The Mobile Ticket application is fully developed in-house by Indian Railways (CRIS) and is available across platforms – Android and iOS and can be downloaded free of cost from the respective stores. The application has been widely appreciated for its usability and customer experience and has got four star rating at Google Play Store. No of Registered users of UTS Mobile application are 1.47 crore.

 

Backgrounder –

Conventionally, Unreserved tickets were sold at the booking counters of Railway Stations. With a view to reduce waiting time  of passengers at booking counters, Railway ticketing agents and automated ticket vending machines were introduced as additional points of sale at bigger stations. However physical presence of customer was required at all these three points of sale.

UTS mobile ticketing was launched on 27 December 2014 after that the system was rigorously tested on the parameters of safety, security and customer experience and later on proliferated over entire Mumbai Suburban. Gradually Mobile Ticketing was extended to the metro cities of Chennai, Delhi, Kolkata and Secunderabad between years 2015-17. From 1st Nov2018 onwards UTS Mobile Ticketing is available for inter zonal travel also i.e. between any pair of stations over entire Indian Railway on the pattern of normal ticketing.

NEW FACILITIES IN WAITLISTED E-TICKET

An additional facility of booking waitlist e-tickets is now available for all trains. The salient features are as under :- 
  • Name of the passengers whose status is fully confirmed / fully RAC after chart preparation, their names shall appear in charts & they can undertake their journey.
  • Name of the passengers whose names are partly confirmed/partly waitlist or partly RAC/partly waitlist, their names shall appear in charts including the waitlist passengers.
  • Cancellation of e-tickets by the customer/Agent through Internet is permitted only before chart preparation of the train.For any claims on e-tickets to be cancelled after the preparation of Reservation charts, the user has to send an email at the earliest possible time to etickets@irctc.co.in giving full details of the ticket and stating the claim,which would then be processed by IRCTC with the Railway administration offline and refunds as sanctioned by the Railway administration would be credited back to the user's account.
  • Names of the Passengers who are left out fully(all the passengers in the transaction) on waiting list after chart preparation,their names will be dropped and will not appear in charts. They are not allowed to board the train. If detected traveling in the train, they shall be treated as passenger traveling without ticket as per extant Railway Rules.Their cancellation shall be done by IRCTC after chart preparation and refund shall be arranged from Railways by IRCTC and credited to customer/Agent account electronically.

AMENDMENT IN E-TICKET SCHEME :- 
The accommodation booked is not transferable and is valid only if one of the passenger booked on an e-ticket in a transaction presents any of the identity cards (Voter identity card/Passport/ Pan card/Driving license/Photo I/d card of Central/State Government/Student Identity Card with photograph issued by recognized School/College for their students/Nationalised Bank Passbook with photograph/Credit Cards issued by Banks with laminated photograph.) during train journey in original and same will be accepted as proof of identity failing which the passengers will be treated as travelling without ticket and shall be dealt with as per extant Railway Rules. 
Tatkal Quota Tickets:
On and from 21-11-2011, Tatkal e-ticket can be booked one day in advance excluding the date of journey from the train originating station and the provision for specifying ID proof at the time of booking a Tatkal e-ticket has been started. W.e.f 19/08/2015, entry of ID card details is not required at the time of booking for tatkal scheme . One of the passengers has to produce any one of the prescribed identity in original during the journey, failing which all the passengers booked on that ticket will be treated as travelling without ticket and charged accordingly. 
No refund will be granted on cancellation of confirmed Tatkal e-tickets. 
General Quota E-tickets:
There is no provision for specifying ID proof at the time of booking a general quota e-ticket.
Change of boarding station & change in name of E-Ticket passenger :-
For getting these facilities, customer can now approach the nearest Railway Reservation Office with ‘Electronic Reservation Slip’ print out and photo identity proof in original of one of the passenger traveling in the ticket at least 24 hours before the scheduled departure of train as per extant Railway rules.
Please note that reservation offices can change ‘Boarding Station’ & ‘Passenger Name’ against a request from the passenger as per extant railway rules applicable to other face to face counter booked tickets .
Facility in the name change of passenger holding confirmed e-reservation has been permitted as per extant Railway rules noted as under:-
a. Where the passenger makes a request in writing 24 hours before the scheduled departure of train to the nearest Railway Reservation office. It can be transferred to an-other member of his family, meaning, Father, Mother, Brother, Sister, Son, Daughter, Husband and Wife. He should bring the ‘Electronic Reservation Slip’ print out along with photo identity card proof in original & a proof for blood relation desired to be changed . 

b. Where the passenger is a Government Servant proceeding on duty and appropriate authority, makes a request in writing 24 hours before the scheduled departure of train.

Such request will be granted once only

Indian Railways to launch 'buy now, pay later' feature for tickets
In good news for crores of travellers, Indian Railways is all set to launch a new feature for booking tickets.
You will soon be able to buy tickets from the IRCTC website and pay later, which will decrease the difficulties involved in the payment process at the time .
ePayLater, a Mumbai-based fintech firm has joined hands with IRCTC for adding the new feature to Indian Railways ticket booking services.
ePayLater's 'buy now, pay later' feature will enable you to buy tickets using a loaded ewallet and you will get 14 days to pay the money.
This will serve as a boon for frequent online purchasers of railway tickets.   
According to media reports, there will be an eligibility process for buyers to place their orders  via this feature.
To book tickets, customers will have to provide accurate basic details such as name, e mail ID, mobile phone number, PAN or Aadhaar card.
Once a customers get approval to use the feature,  they will be provided with one-time passwords to enable them to use the service.

Central Railway already announced running of 142 special trains during Ganeshotsav earlier.  It is hereby informed that the bookings for these special trains o­n special charges will commence from 6.6.2017.
Reservation: Bookings for special trains o­n special charges leaving Chhatrapati Shivaji Terminus Mumbai, Dadar, Lokmanya Tilak Terminus and Pune will commence from 6.6.2017 at all PRS locations and o­n internet www.irctc.co.in
General Second Class coaches in trains no.01445, 01447, 01113 and 01185 will run as unreserved coaches and booked through UTS system with normal charges for unreserved accommodation.

NEW DELHI: Now passengers booking rail tickets online can opt for cash on delivery option and tickets will be brought to their doorstep at a minimal charge.

In order to capture all sections of customers, IRCTC, a railway PSU, for the first time is introducing Pay-on-Delivery (PoD) option for buying railway e-tickets. ‘Pay on Delivery’ payment option would allow the user to pay at the time of delivery through any payment mode including cash.
IRCTC through its Website and Mobile App has now introduced Pay-on-Delivery as one of the payment options for its customers.  Security element attached to revealing their card details on Websites / Apps has often acted as a hindrance to Indian Consumers and move is expected to make many passengers shifting to book online ticket.
“Delivering tickets at the consumer’s doorstep by offering the pay-on-delivery option will facilitate those consumers who book through travel agents to move to online medium. It will also certainly encourage people who book at railway reservation counters to move to online medium as there is a cost and effort associated to reach out the reservation counters,” said an IRCTC official.
The service will be available in more than 600 cities/towns covering more than 4000 pin codes and would be initially available five days before the departure date.
The customer will have to do a onetime registration for availing PoD as a payment option. Customer will have to tender either ADHAAR or PANCARD to avail this payment option. Payment on Delivery Charges shall be Rs.90 plus service for transaction up to Rs 5,000 and Rs 120 plus service tax for transactions valuing more than Rs 5,000.
In case of refusal/cancellation before delivery, the customer will be liable to pay the cancellation and delivery charges.
“Strict action as per law may be initiated if the customer defaults to pay the booking/cancellation charges and the user id will be deactivated. Customer’s CIBIL score would also be influenced in case of non-payment of dues. The refunds against cancellation would be tendered to users’ bank account only,” the official added.

Procedure for Refund/Cancellation of PRS and UTS tickets Booked through PoS Machine 

With a view to facilitate convenient booking of reserved and unreserved tickets by passengers through cashless modes of payment viz. Credit/Debit cards even at the ticket booking counters, it has been decided to install 10,000 POS (Point of Sale) (Swpie) machines at the PRS (Passenger Reservation System) and UTS counters (including Suburban stations). Following procedure is proposed with regard to cancellation of the tickets booked through POS machines.

1.Cancellation cum refund procedure for UTS/PRS tickets booked using SBI POS for payment:

Refund of PRS/UTS tickets shall be done using the offline process as detailed below:
i)The offline process of refund shall be followed in case of tickets booked using SBI POS for payment which means that the refund amount shall be credited to the account of card holder without any need to swipe his card at the time of cancellation at the counter.

ii)The customer can approach to any counter anywhere for cancellation of ticket booked from SBI POS. Needless to mention that PRS ticket can be cancelled only at any PRS/PRS cum UTS counter and UTS ticket shall be cancelled only at any UTS/PRS cum UTS counter.

iii)The print of cancelled PRS ticket would have a message indicating that “Electronic Refund” for the information of the customer. The customer may also be informed verbally or through information board that the refund shall be credited to the account of card holder within 7 days.

2.IRCTC customer care dealing with the refund issues of e-tickets is entrusted with the responsibility to address refund related complaints of tickets issued using POS. IRCTC shall coordinate with SBI, CRIS and concerned Zonal Railways to monitor the processing of refunds on daily basis and to resolve the issues/complaints in expeditious manner.

3.Cancellation cum refund procedure for PRS tickets issued from POS of other banks.
There are around 75 POS machines which were operational at different locations of Indian Railways prior to awarding contract for  installing 10,000 POS machines to SBI. The refund is processed through online method in this POS machines, wherein, the customer needs to swipe his credit/debit card at the POS machine at the time of cancellation of the ticket and the due refund amount as fed by the booking/reservation clerk is credited to the account of the card holder. However, this process of refund is possible only at locations having POS machines. At non POS locations, the Ticket Deposit Receipt (TDR) is issued to affect the refund. This procedure shall continue till further advice. However, the refund of the ticket issued using SBI POS shall not be processed by swiping the card on non SBI POS. While cancelling the ticket, the system shall prompt the booking clerk about the POS (SBI or other bank) which was used at the time of booking and advise the booking clerk not to swipe the card.

Due to recent demonetization effective from 08.11.2016, and in order to tide over the shortage of cash at the counters, Ticket Deposit Receipts (TDRs) are issued in lieu of cash refund for passengers seeking refund against the cancelled counter tickets.  As per the Board’s directive, such refunds are to be made to the concerned passenger’s Bank account electronically o­nly through ECS payment.
On Southern Railway, till date we have received about 3,500 refund claims o­n counter tickets against which TDRs have been issued at the stations.  In order to ensure speedy disposal of cases, a special cell has been formed at the Office of the Chief Claims Officer, Southern Railway, Moore Market Complex (V Floor), Chennai-600 003,to work from Monday to Saturday and  80% refund cases have been processed and arrangements have been made to make payment to the concerned passengers’ bank account electronically.  The remaining refund cases are kept pending for want of details from the passengers such as, Original Passenger’s Foil of Ticket Deposit Receipt (TDR), Bank Account details and PAN Card details.  Passengers have been contacted over Phone/SMS to submit the required details at the earliest.  As and when the same are received, the pending refund cases will be finalized immediately.

PROCEDURE FOR CANCELLATION AND REFUND OF TICKETS OF VALUE OF Rs 5000 AND ABOVE

Ministry of Railways had revised the procedure for cancellation of tickets and refund of value of Rs 10000/- and above for the PRS counter tickets booked from 9.11.2016 to 15.11.2016. In partial supersession to the above, it has now been decided that the following procedure will apply for cancellation of tickets (Partial/Full) and refund of value of Rs 5000/- and above for the PRS counter tickets booked from 16.11.2016 to 24.11.2016.

Cancellation of tickets booked from PRS counters between 9.11.2016 to 15.11.2016 and refund of fare of value Rs 10000/- and above, and cancellation of tickets(Partial/Full) booked from PRS counters between 16.11.2016 to 24.11.2016, refund  shall NOT be allowed in cash or through green pay order or by any means involving cash across the counter. The payment shall be o­nly through Cheque/ECS payment. Such tickets may be refunded through filing of TDR o­nly o­n surrendering of original ticket. TDR shall be filed within the prescribed time limit for cancellation of ticket across the counter as per Refund Rule e.g TDR shall be filed o­nly upto half an hour before the scheduled departure of the train for RAC/WL tickets and for confirmed tickets upto 4 hours before the scheduled departure of the train, for which ticket has been issued. TDR and refund of fare as per refund rule for such tickets shall be allowed for waitlisted tickets also o­nly through Cheque/ECS payment.

The above rule  is implemented with immediate effect.

Proposals to open Passenger Reservation System (PRS) counters in about 50 post offices across the State is awaiting the nod from Southern Railway for nearly two years now.

The Postal Department began offering services to book railway tickets in post offices back in 2013. As of now, there are 34 such PRS counters in post offices across the State. Of this, eight are in the Chennai city region, including the post offices at IIT Madras, Shastri Bhavan.

Officials said the department tied with the Southern Railway to take the service to customers living in areas which do not have easy access to such facilities. However, proposals sent to the Southern Railway, during the course of past two years, are still pending.

Some of the significant proposals to open PRS counters are in Anna Road head post office, Chennai and Tiruchi Airport post office. “We identify places which are far away from the railway stations or other PRS booking centres,” said J.T. Venkateswarulu, postmaster general (mails and business development).

Nearly 1.35 lakh transactions, including cancellation of tickets, were carried out in the past six months. The Postal Department earned a revenue of nearly Rs. 21 lakh through the PRS counters during this period.

More counters would help customers, particularly in rural and semi urban areas who still prefer to book tickets through PRS counters, officials said.

Southern Railway officials said that, at present, PRS centres were functioning in 30 locations across Tamil Nadu. Some proposals for setting up PRS counters in post offices were pending as they were awaiting equipment. However, sources also said they were not keen on opening such PRS counters in more post offices, immediately, as it did not fetch much revenue to the Southern Railway, especially in urban areas.

With the increase of online booking through IRCTC, authorised agents and mobile applications, there were also queries from within the Railway administration about the need to open such booking counters, especially in spaces where revenue is not bound to be on the high side, sources said.

(i) Cancellation of PRS counter tickets through IRCTC website and 139 
(ii) Acceptance of International Debit and Credit Cards for payment for e-ticketing through IRCTC website

Working on the fast track to implement Rail Budget Announcements of 2016-17 ranging from improving passenger amenities to infrastructure development, Minister of Railways Shri Suresh Prabhkar Prabhu in a programme held today i.e. 29.04.2016 at Rail Bhawan inaugurated two very important budget announcements of (i) Cancellation of PRS counter tickets through IRCTC website and 139(IVRS & SMS) and (ii) Acceptance of International Debit and Credit Cards for payment for e-ticketing through IRCTC website.  Shri Manoj Sinha, Minister of State for Railway was specially present to grace the occasion.  Chairman, Railway Board, Shri A.K. Mittal, Member Traffic, Railway Board, Shri Mohd. Jamshed and other Board Members were present on the occasion. 
Speaking on the occasion about these services, Shri Suresh Prabhakar Prabhu, said that the Indian Railways is the second largest commercial organization of the world which has lot of challenges before it becomes of world standard. He said that Railways is a big organization and its some areas need complete revamping and  thus multiple strategies need to adopted and implemented to improve in all spheres. He said that Railways income generation and expenditure needs to be accounted closely so that there can be best use of the public money. He said that Railways principal source of revenue is freight and passenger fares which is 2/3 and 1/3 respectively and thus Railways’ development in all respect depends solely on the improvement of its both these services. He said that the service of Cancellation of PRS counter tickets through IRCTC website & 139 and Acceptance of International Debit and Credit Cards for payment for e-ticketing through IRCTC website is a step towards digital technology which will reduce cash handling. He assured more passenger friendly services in the coming time. 

Speaking on the occasion, Minister of State for Railways Shri Manoj Sinha said that development of Railways is not a single-handed task and thus concerted efforts are necessary which railway personnel are doing day and day out. In a very short span of time of around two months, as many as 8 budget announcements have been fully implemented by the Railway Ministry which has been possible by the mechanised system.  
Salient Features Of the Schemes Launched : -

Acceptance of International Debit and Credit Cards for payment for e-ticketing through IRCTC website

Purpose:

ØAt present, only American Express International Credit Cards are accepted at IRCTC portal through American Express (AMEX) Payment Gateway.  Other International Cards are not accepted for payments as on date.

ØIRCTC will now permit other International Credit/Debit Cards issued outside India also for booking of e-tickets through IRCTC website.  These International Credit/Debit Cards will be used for payment through the payment gateway provided by M/s.Atom Technologies.

Conditions:

Ø4% of transaction value (inclusive taxes as applicable) shall be levied for each transaction through the International Credit/Debit Cards. 
ØThis payment option is available only when ticket is booked at least 2 days in advance of journey date.
ØThis payment option is not available for booking of “Tatkal” or “Premium Tatkal” quota tickets.
ØThis payment option is not available for booking of tickets in “Premium trains”.

Process:

ØSelect the “International Cards powered by Atom” payment option present under ‘Payment Gateway/Credit Card’ category at payment page.
ØInput all the mandatory details for payment at the Gateway page, such as Card Number, Name, Expiry, CVV, Bank Name, mobile number, e-mail and address.
ØAfter submission of all the details, ticket will be booked in case of successful payment response received from the Bank/Payment Gateway.

Benefits:

ØAcceptance of all International Credit/Debit Cards will fulfil the longstanding demand of foreign tourists as they will be able to book e-tickets directly and will no longer depend on other Agencies for this purpose. 
Cancellation of PRS counter tickets through
IRCTC website and through 139 (IVRS and SMS)

Purpose:
To facilitate passengers having confirmed PRS counter tickets to cancel the ticket within the permitted time limit under Refund Rule 2015.  PRS counter tickets can be cancelled through:

(i)  IRCTC website (www.irctc.co.in) or

(ii) 139

The permissible refundable amount shall be collected only at the journey commencing station or nearby satellite PRS locations defined by Zonal Railway within the prescribed time limit.

Facility Available only for Fully confirmed system tickets:

· In normal circumstances only and not in case of late running of trains/cancellation of trains etc.,

·Where the mobile number has been given at the time of booking the ticket.

· Upto 4 hours before the scheduled departure of the train.

Collection of Refund Amount

· Refund of fare amount shall be collected only at the journey commencing station or nearby satellite PRS locations defined by Zonal Railway as under:-

(a) During first two hours of the opening of PRS counters on the next day for the tickets for the trains whose scheduled departure time is (i) between 1801 hours and 0600 hours.

(b) Upto 4 hours after the scheduled departure of the train during the working hours of PRS counters/current counters/special counters where cancellation is permitted round the clock on the  tickets for the trains whose scheduled departure time is (i) between 0601 hours and 1800 hours.

(c) No refund of amount would be given after the above mentioned prescribed time limit.

Benefits:

Apart from cancellation across PRS counter, the passengers having confirmed PRS counter ticket can cancel the same within the prescribed time limit as per Refund Rule 2015 as under:-

(i). Through IRCTC website (www.irctc.co.in) (Steps how to cancel confirmed PRS counter ticket is placed at Annexure-I) or

(ii) Through 139 (Steps how to cancel confirmed PRS counter ticket is placed at Annexure-II)

CANCELLATION THROUGH IRCTC WEBSITE:              (Annexure-I)

* A new page will be given on IRCTC website (www.irctc.co.in) without any login ID for purpose of cancellation of PRS counter tickets.

* Passenger will be asked to enter the PNR number & Train number along with captcha.

* The details entered by passenger shall be validated and an OTP will be sent to the passenger to his mobile number given at the time of booking the ticket. The OTP received on the mobile will be entered by the passenger in the web page and it will be validated by the system.

* After receiving the confirmation OTP number from the passenger, full cancellation of PNR will be done and PNR will be marked as Cancelled but not refunded in the system. Seat/berth will be released and would be made available for booking both at PRS & IRCTC Website. Refund amount due will also be displayed to the passenger on the website.

* An SMS will be sent to the passenger with PNR and fare details - ”Your ticket has been cancelled. PNR, xxxxxx, Amt,xxxxx. Refund of fare amount shall be collected only at the journey commencing station or nearby satellite PRS locations as per the notified time”.

* All the Privilege/Duty pass/PTOs/complimentary pass tickets shall be allowed to be cancelled through website or through 139.

* All types of PNRs including i-tickets (after printing) and system tickets booked across counter/post office/YTSK/Go India terminals/Bank terminals etc.’ will be allowed to be  cancelled on website except the following:

(a). Circular Journey tickets and onwards tickets booked against CJT.

(b). Foreign tourists PNRs against which berth allotment has been done

(c). ATAS generated new PNR

(d). Duplicate ticket.

(e). Cluster ticket and pre-bought ticket. 

CANCELLATION THROUGH 139:                                 (Annexure-II)

Rail Ticket booked through Railway Reservation counter can be cancelled through Railway Enquiry 139.  Service will be available on 139:

(a).  IVR with Agent Assistance
(b). SMS Service

(a). Cancel through 139 using IVR(Agent Assistance)

(i). Customer will call on 139 and select Option ‘6’ from IVR main menu.

(ii). IVR will ask whether it is Counter Ticket or E- Ticket. Press 1 for Counter Ticket or Press 2 for E-Ticket.

(iii). In case customer selects E-Ticket option, IVR will play a message “Currently ticket booked through Railway Reservation Counter only can be cancelled through 139. Press 8 to go back to main menu”

1.Once customer selects Counter Ticket option, call will be transferred to agent for cancellation.

2 Agent will ask the following information from customer to process the cancellation.

a. PNR Number

b.Train Number

3.Agent will retrieve ticket information from the server and confirm it with the customer.

4.After ticket details confirmation, agent will click on “Generate OTP” button to generate the OTP. System will validate the calling number of customer with the number mentioned in ticket details from the system.

5.If mobile number validation fails, agent will advise the customer to call from the same number mentioned at the time of booking the ticket. If number is successfully validated, OTP will be delivered on passenger’s mobile number which he would convey to agent.

6.Agent will enter OTP on CRM and will click “Submit” button to process the cancellation. Ticket will be cancelled and refundable amount will be display on agent screen. Agent will communicate the same refundable amount to customer.

7. Customer has to collect the permissible refundable amount across the PRS counter within the prescribed time limit.

(b) Cancellation through SMS to 139:

(i). User has to send PNR Number & Train Number to 139 in the syntax given below:

CANCEL<PNR Number><Train Number> to 139

Example: CANCEL 2303529769 12420
           
(ii). User will get below response from 139 after mobile number verification:

“Dear User, We have received cancellation request against PNR number 2303529769, OTP against this request is 123456. To confirm ticket cancellation send SMS OTP 123456 to 139.

(iii). User has to send OTP number received back to 139 for second level of confirmation.

OTP <OTP received on Passenger Mobile Number> to 139

Example: OTP 123456

User will get below response from 139:

“Dear User, Your ticket with PNR number 2303529769 has been cancelled, refundable amount is Rs. ----.”

(iv) Passenger has to collect the permissible refundable amount within prescribed time limit across the PRS counter.

The photo I-card can be used to book concessional tickets through both ticket counters as well as through the Internet.
The card with a unique ID number will have to be carried during journey and produced for onboard verification, said a senior Railway Ministry official.
Till now, a physically challenged person used to fill the concession form and produce all relevant documents at the ticket reservation counter to avail the concession in train tickets.
There were complaints from differently-abled persons as well as from social activists who were demanding a hassle-free system.
As per the new system, phyisically-challenged persons will have to approach the nearest Divisional Railway Manager office along with all the relevant documents in original claiming concession and passport size photograph for issuing photo identity card.
The differently-abled is also required to provide a mobile number for communication while applying for the card, the official said.
After due verification by the concerned zonal railways, a photo identity card will be printed containing a unique ID. An automated SMS will be sent to the passenger on given mobile number to collect the card showing the original concession certificate.
“After getting the card, the person is not required to fill any concessional form to avail the facility at the counter. Even tickets can be booked on the Internet using the ID number written on the card,” he said.
The validity of the card will be for five years or the last date up to which concession certificate is valid.

Railways also extend the e-ticketing facility to the disabled
Indian Railways has extended the e-ticketing facility to the physically challenged persons. Such persons, who belong to the respective Railway Divisional jurisdiction and desirous of availing e-ticketing facility, have to submit their original medical certificate along with two copies of recent passport size photographs, photo identity proof and proof of date of birth at the Commercial Branch of respective Divisional Railway Manager’s Office.
After due verification of the certificates/documents, they will be issued photo identity card by the Commercial Branch of the respective Railway Division which facilitates e-ticketing for booking of rail tickets. An exclusive facilitation counter at all the DRM’s offices across all the Railway Zones has been opened up by Indian Railways and it functions on working days from 10.30 a.m. to 1 p.m.

Handicapped crossing TracksIt was going to be a train trip for me soon after a long time. I was traveling to Puttaparthi by Karnataka Express for darashan of Sri Satya Sai Baba along with my father who is a staunch devotee.  For a number of people train travels were something to look forward to and enjoyable. In fact they were enjoyable for me to till I became severely disabled having to use a wheelchair. Since I became disabled I tried to avoid train travels as much as possible but considering that it was the most affordable means of travel I was forced to use it on occasions.
My father made the bookings well in advance. The railways gave a considerably large concession on the ticket for the disabled traveller and one escort traveling with them making the travel very cheap. We had heard about a ‘Handicapped Coach’ that the railways had introduced in every train. But it was an unreserved coach so a disabled passenger could not reserve it and as a matter of safety and convenience a disabled person would rarely travels unreserved, therefore this coach was useless for us as it still remains to be for most disabled travellers.

I was happy for not having access to this ‘Handicapped Coach’ that the Railways had so generously provided. Firstly the coach was a second-class coach and considering in the scorching heat in May we were going to travel air-conditioned. Secondly the design of the coach was not exceptionally accessible – boarding the train was still going to be difficult and using the toilet was still going to be impossible. The most important reason why I was happy not using this ‘special’ facility was because I did not want to be singled out along with my family and placed separately. I found the entire concept discriminatory. In my mind it was like the British Raj where Indians were not allowed in the same compartment as the British, here the disabled travellers being same as the Indians.

One of the main preparations for me before a train travel apart from packing was organise my bladder and bowel as the toilets in the train are inaccessible to a disabled person like me. Just because the Railways have designed their coaches to be so inaccessible to the disabled most people with disabilities are faced with this challenge. Considering it was a two-day journey, I needed to stop my intake of food and liquids nearly two days before commencing the journey. It is not easy to do so because as dehydration sets in one begins to feel weak. Needless to say I needed to keep the intake to bare minimum throughout the journey.
This I must point out is just the beginning of the difficulties to travel be train. The Railways is proud of making its large stations accessible to disabled people, but here again there is much to be done. During a visit to the New and Old Delhi railway stations recently, I was amazed at the bizarre on ground implementation of these access features. The low drinking water sink was blocked and overflowing with water. The accessible restroom was located in the ladies waiting room making me wonder where a disabled man was supposed to go.  As for the condition of the special waiting room the lesser said the better.

In this entire thread of thought while making stations more disabled friendly there is no concern for the safety of disabled passengers. The basic issue of inter-platform transfer seems to have been entirely ignored. For instance, whenever I’ve travelled by train, I have always been taken as luggage over the railway tracks by a coolie, putting me as a passenger at a higher risk of accidents than anybody else. What disheartens me most is when I often read in news papers that the Railways in its understanding is sanctioning money to install escalators in various stations for the benefit of disabled people while it’s a internationally recognised norm that people using wheelchairs are not allowed to use escalators. A rule followed by the Delhi Metro and the Airports in India but happily ignored by the Railways. This again is an indication towards poor safety concern for the disabled.
Handicapped crossing TracksThe anxiety of travel does not subside even after reaching the platform well in time to board the train. The coolies that was hired to bring me over the tracks till the platform was engaged on the condition that he was going to board me in the train and leave me on my berth. Of course the cost of this is high therefore as a disabled traveller while the railways was generous in its concessions but because of inaccessibility the added cost to hire two coolies to board and de-board me compensates for the concession availed.
Once the train arrived and the initial frenzy subsided two coolies lift me like a sack of potatoes (one grabbing me from under my shoulders and the other from under my knees) and carry me in. There is no point in my feeling awkward or angry at the way I am physically handled as there are no other options in any case.  Train is about 50 cm higher from the platform and carrying me up is difficult, but the real challenge is taking me in through the extra narrow and extra heavy door of the air-conditioned compartment. There is a jam caused my getting in blocking the way for the rest.  In between all the confusion that is created the coolies struggle to squeeze in in through the door. There are always a few scratches or red finger marks of the coolies hand that remain as a memory of this experience. I take a deep breath of relief as I settle on my berth finally. One third of the journey is completed for me at that moment.
As the train rolls forward I stay happily perched on my berth enjoying the scenery outside as feeling bad about the way I am treated as a disabled person is of no use as in so many years of being disabled I have reconciled to this differential treatment, it is not something specific only to the railways in any case. My berth was my spot for the next two days as I am going to be able to get down for some fresh air at any of the stations neither was I going to be able to access the sink or the toilet. With a restricted intake there was nothing more that I could do to avert something as natural as natures call. All I hoped for now was for an eventless journey.
As the train jolted to a halt at the Puttaparti Station where the stop was just for a couple of minutes, my father was already at the compartment door trying to hail to coolies to help us out. He had already spoken to the ticket conductor explaining him our problem in de-boarding the train and requesting him to ensure that the train didn’t move ahead without letting us off. The TC assured him and told him not to worry and get of comfortably. In spite of hurrying frantically to expedite our de-boarding, the train jolted ahead with me in the hands of two coolies with one of them on the platform and the other still in the train. I thought this was the end of me but my father ran forward and grab me and put me on the platform. From the moving train the coolies unloaded my wheelchair and other luggage, it was clear that the TC had not bothered to ensure my safety as he had promised to.
This was a journey that is etched in my mind forever. Today as I have become older and broader physically I know that there is no way I can make a train journey ever again. The only mode of travel available to me is to travel by air. Since it is not something that is very affordable to me I am very restricted in my travel not able to take as may holidays I would like to.  I am discriminated and excluded because of only one reason and that reason is ‘inaccessibility’. As a disabled person only the more expensive services are accessible to me such as air travel instead of rail travel, using taxis instead of public transport, five star hotels instead of cheaper guest houses. It is as though I am being charged a tax for being disabled!
The concession provided by the railways is useless unless they provide accessibility and providing accessibility is not rocket science, it only required that the railways consider inclusion, safety and comfort of disabled travellers as one of their main objectives and then work towards it in a phased and an inclusive manner. It is not charity that a disabled person needs in the form of concessions rather we want inclusion and the right to use the service with the same dignity and convenience as anybody else.
