NEW FACILITIES IN WAITLISTED E-TICKET

An additional facility of booking waitlist e-tickets is now available for all trains. The salient features are as under :- 
  • Name of the passengers whose status is fully confirmed / fully RAC after chart preparation, their names shall appear in charts & they can undertake their journey.
  • Name of the passengers whose names are partly confirmed/partly waitlist or partly RAC/partly waitlist, their names shall appear in charts including the waitlist passengers.
  • Cancellation of e-tickets by the customer/Agent through Internet is permitted only before chart preparation of the train.For any claims on e-tickets to be cancelled after the preparation of Reservation charts, the user has to send an email at the earliest possible time to etickets@irctc.co.in giving full details of the ticket and stating the claim,which would then be processed by IRCTC with the Railway administration offline and refunds as sanctioned by the Railway administration would be credited back to the user's account.
  • Names of the Passengers who are left out fully(all the passengers in the transaction) on waiting list after chart preparation,their names will be dropped and will not appear in charts. They are not allowed to board the train. If detected traveling in the train, they shall be treated as passenger traveling without ticket as per extant Railway Rules.Their cancellation shall be done by IRCTC after chart preparation and refund shall be arranged from Railways by IRCTC and credited to customer/Agent account electronically.

AMENDMENT IN E-TICKET SCHEME :- 
The accommodation booked is not transferable and is valid only if one of the passenger booked on an e-ticket in a transaction presents any of the identity cards (Voter identity card/Passport/ Pan card/Driving license/Photo I/d card of Central/State Government/Student Identity Card with photograph issued by recognized School/College for their students/Nationalised Bank Passbook with photograph/Credit Cards issued by Banks with laminated photograph.) during train journey in original and same will be accepted as proof of identity failing which the passengers will be treated as travelling without ticket and shall be dealt with as per extant Railway Rules. 
Tatkal Quota Tickets:
On and from 21-11-2011, Tatkal e-ticket can be booked one day in advance excluding the date of journey from the train originating station and the provision for specifying ID proof at the time of booking a Tatkal e-ticket has been started. W.e.f 19/08/2015, entry of ID card details is not required at the time of booking for tatkal scheme . One of the passengers has to produce any one of the prescribed identity in original during the journey, failing which all the passengers booked on that ticket will be treated as travelling without ticket and charged accordingly. 
No refund will be granted on cancellation of confirmed Tatkal e-tickets. 
General Quota E-tickets:
There is no provision for specifying ID proof at the time of booking a general quota e-ticket.
Change of boarding station & change in name of E-Ticket passenger :-
For getting these facilities, customer can now approach the nearest Railway Reservation Office with ‘Electronic Reservation Slip’ print out and photo identity proof in original of one of the passenger traveling in the ticket at least 24 hours before the scheduled departure of train as per extant Railway rules.
Please note that reservation offices can change ‘Boarding Station’ & ‘Passenger Name’ against a request from the passenger as per extant railway rules applicable to other face to face counter booked tickets .
Facility in the name change of passenger holding confirmed e-reservation has been permitted as per extant Railway rules noted as under:-
a. Where the passenger makes a request in writing 24 hours before the scheduled departure of train to the nearest Railway Reservation office. It can be transferred to an-other member of his family, meaning, Father, Mother, Brother, Sister, Son, Daughter, Husband and Wife. He should bring the ‘Electronic Reservation Slip’ print out along with photo identity card proof in original & a proof for blood relation desired to be changed . 

b. Where the passenger is a Government Servant proceeding on duty and appropriate authority, makes a request in writing 24 hours before the scheduled departure of train.

Such request will be granted once only

Indian Railways plan to double ticket cancellation charges kicks in 

Cancellation charge for a railway ticket has been doubled while the refund option can now be availed only till four hours before the scheduled departure of a train as new rules came into effect today which railways said was aimed at thwarting touts.

According to the new refund rules, railways has doubled the ticket cancellation charge with the aim of helping genuine passengers get confirmed tickets.

“There will be no refund after the departure of a train and one has to get the refund four hours before the scheduled departure as per the revised refund rules,” said a senior railway ministry official, adding that the revised refund rules are effective from today.

“The rules were revised to discourage touts and ticketing agents who engage in black marketing of tickets,” said the official. While the cancellation fee of a Second-class confirmed ticket 48 hours before the scheduled departure of a train has been increased from Rs 30 to Rs 60, a similar step for a Third-AC ticket will cost Rs 180 as against the earlier Rs 90. 

For wait-listed and reservation-against-cancellation (RAC) tickets, one has to avail the refund up to half-an-hour before the scheduled departure of the train and there will be no refund after that. 

The Second-Sleeper class cancellation charge has been increased from Rs 60 to Rs 120
while for Second AC it is now Rs 200 as against the earlier Rs 100, according to the railway notification. 

The official said that the purpose behind amending the Railway Passengers (Cancellation of Ticket and Refund of Fare) Rules, 2015, is to plug the scope of misuse. 

Earlier, between 48 hours and 6 hours before the scheduled departure of the train, cancellation fee was 25 per cent of the ticket.

Now, the charge will be 25 per cent of the ticket for cancellation between 48 hours and 12 hours before the scheduled departure of a train. 

Also, from 6 hours before the scheduled departure of a train and up to 2 hours after the actual departure of the train, cancellation fee was 50 per cent of the ticket. 

However, the revised rules stipulate that between 12 hours and 4 hours before the scheduled departure of the train, cancellation fee will be 50 per cent of the ticket.

Railways has also decided to enable certain unreserved ticket counters to allow refund of reserved ticket.

Ministry of Railways have decided to grant automatic refund of Confirmed/RAC e-tickets on cancellation of trains similar to waitlisted e-tickets. There shall not be any requirement for cancellation/filing of TDR for refund of e-tickets in case of cancellation of trains. This has become effective with effect from July 13, 2015.

However, in case of cancellation of trains, PRS counter ticket shall continue to be refunded across the reservation counter as per the existing provisions.

AUTOMATIC REFUND OF CONFIRMED / RAC E – TICKETS ON CANCELLATION OF TRAINS.

With a view to reduce the hassles involved in refund of confirmed/ RAC e tickets o­n account of cancellation of trains, Railways have introduced the concept of automatic refund of confirmed/RAC e-tickets on cancellation of trains similar to in case of waitlisted e-tickets. Therefore, the passenger shall not be required for cancellation/ filling of TDR for refund of e-ticket, in case of cancellation of trains.

However, PRS counter ticket shall continue to be refunded across the reservation counter as per the existing provisions.

How to cancel the Train Ticket

Cancellation Policy
The Railways permit refund on cancellation of untraveled and partially traveled journey tickets, after deduction of cancellation charges. You can claim refund on unreserved, reserved, wait listed and RAC tickets. However you must remember, that your ticket should be surrendered within a prescribed time
Depending on the the scheduled/actual departure time of the train. a percentage of the fare will be deducted as cancellation charge. These are given in detail in the following table.

For night trains departing between 21.00 hours and 6.00 hours (actual Dep.), refund shall be granted at the station, either within the time limit specified above or within four hours of the opening of the Reservation Offices, whichever is later. * Night refund counters for computerised tickets are available at
select stations. These counters work upto 23.00 hours where passengers can obtain refunds on current day untravelled tickets within the stipulated time. At other computerised Reservation Offices, which close at 20.00 hrs., passengers can obtain refund on current day untravelled tickets at the Station Booking Offices within the stipulated time.

  • e-Tickets can be cancelled on Internet at this website till Chart preparation of the train Cancellations are not allowed at face to face Railway Counters. If the user wishes to cancel his e-Ticket, he can do so till the time of chart preparation for the train.For train starting up to 12 noon the chart preparation is usually done on the previous night. He can log on to www.irctc.co.in and go to "Booked Tickets" link and select the ticket to be cancelled and can initiate the cancellation by selecting the passengers to be cancelled. Cancellation would be confirmed online and the refund would be credited back to the account used for booking as for normal Internet tickets. If there is any partial cancellation of ticket, please ensure that a fresh e-reservation slip (Electronic Reservation Slip) is printed separately as done for the original ticket.   • Cancellation of e-Tickets before chart preparation of the train:

  • If a confirmed ticket is cancelled more than 48 hrs before the scheduled departure of the train, flat cancellation charges shall be deducted @ Rs.120/- for AC First Class/Executive Class, Rs.100/- for AC 2 Tier/First Class, Rs. 90 for AC 3 Tier/AC Chair car/ AC 3 Economy, Rs.60/- for Sleeper Class and Rs.30/- for Second Class. Cancellation charges are per passenger. If a confirmed ticket is cancelled within 48 hrs and up to 6 hours before the scheduled departure of the train, cancellation charges shall be 25% of the fare subject to the minimum flat rate mentioned in the above clause.Less than 6 hours before the schedule departure of the train up to chart preparation of the train, 50% of the fare paid subject to the minimum cancellation charges.Note the Chart preparation time is the time for the chart preparation from the Train Originating Station or from the Previous chart Preparation station.
  • Cancellation of e-Tickets after the preparation of Reservation charts:
  • For Normal User:- E-ticket cannot be cancelled after chart preparation. Users are requested to use the online TDR filing for such cases and track Status of the refund case through tracking service provided by IRCTC. TDR can be filed as per Railway rules:
  • No refund of fare shall be admissible on e-ticket having confirmed reservation in case the request for refund is filed online after two hours of the actual departure of the train.
  • No refund of fare shall be admissible on RAC e-tickets in case the request for refund is filed online after three hours of the actual departure of the train.
  • In case on a party e-ticket or a family e-ticket issued for travel of more than one person, some persons have confirmed reservation and others are on the list of RAC and waiting list, then in case of passengers on RAC or waitlisted not travelling, a certificate has to be obtained from the ticket checking staff to that effect and refund of fare shall be processed online through TDR, indicating the details of the certificate issued by ticket checking staff.
  • For filing online TDR, select ‘File Ticket Deposit Receipt (TDR)’ from menu ‘Services’. For the ticket booked at old site, select ‘Old Transaction History’ from menu ‘My Transactions’ and after getting the password verified select ‘File TDR’ link in the left panel under the "My Transactions" menu. IRCTC will forward the claim to Concerned Railways to process the refund and money of refund amount will be credited back to same account through which payment was made after receiving the same from the concerned Railways.   • For Agents :- E-ticket cannot be cancelled after chart preparation. Whenever Agents received such a request from their customers they are required to send a mail to etickets@irctc.co.in containing following details.

  • For Tatkal Tickets Booked as e-Tickets:
  1. No refund will be granted on cancellation of confirmed Tatkal tickets. For contingent cancellation and waitlisted Tatkal ticket cancellations, charges will be deducted as per existing Railway rules. Partial cancellation of Tatkal e-tickets is allowed but at least one passenger with ID card printed on ERS/VRM should not be cancelled. On cancellation of all the passengers whose ID card details is printed on ERS/VRM, all the passengers on that e-ticket will be cancelled.
  • Cancellation of e-tickets in case of trains cancelled:
  1. If the train is marked as "CANCELLED" in PRS due to breaches, floods, accidents etc. full refund is permissible in case the ticket is cancelled within three days of the scheduled departure of the train. In case of e-tickets, such cancellations can be done by the customer through Internet.
