Passengers Waitlisted Ticket Confirmation By Automated Tool
Tool for prediction of confirmation probability of waitlisted tickets in Railways 
A tool has been developed to predict the probability of waitlisted ticket getting confirmed at the time of booking as well as during Passenger Name Record (PNR) enquiry of waitlisted ticket. The tool has been developed using the algorithm of Machine learning.  The machine learning model has been developed using the waitlisted PNR data of past 2 years.  This model creates the pattern for the various waitlist scenarios and predicts the probability for the future date journey. 
The salient features of the scheme are as under:-
(i) It predicts the probability of waitlist status for General Quota.
(ii)The tool considers the high waitlist scenario of Holiday rush.
It displays the trend of last waitlist ticket got confirmed for the same journey during previous year.
Prediction of dynamic probability is based on current status.
Currently this feature is integrated with Indian Railway Catering & Tourism Corporation (IRCTC) website only. In IRCTC website this feature is operational w.e.f. 13 June, 2018 as under:-
When the user is doing the booking transaction, and if the status of accommodation availability of the inputted journey is waitlisted, then the user can check the probability of confirmation.
At the time of PNR enquiry of waitlisted ticket, the user can check the probability of confirmation.

It is believed that the move is being taken so that the lower berth is available for the senior citizen or those in need.
NEW DELHI: The Ministry of Railways in considering to charge Rs 50-100 more on booking of lower berths. Even though the amount is not finalised, the proposal is under consideration and may be finalised soon, sources said.
It is believed that the move is being taken so that the lower berth is available for the senior citizen or those in need. But with the amount so less, the proposal does not seem to be viable. On the other hand, the ministry should reserve 10-15 per cent lower berth seats for the senior citizens in every train.
The sources also said the fare of the new trains will also be higher due to the facilities available. Tejas Express is all set to be rolled out this year and with such premium features, fares are all set to surpass that of Shatabdi and Rajdhani. The train is expected to run at the speed of 200 km/hour.
Last year, the government has introduced a dynamic pricing system on Rajdhani, Shatabdi and Duronto trains under which base fares will jump by 10 per cent for every 10 per cent of seats booked on these trains, with a cap of 50 per cent hike in the original fare.
Even the rates of tatkal tickets are up with the Railways deciding to sell 50 per cent of the quota tickets using dynamic fare system. The ‘Premium Tatkal Ticket scheme’ became operational in 80 trains from October 1, 2016 and is available only for online bookings.

Indian Railway Travel Insurance Scheme 

The scheme offers a compensation of Rs 10,00,000 for death or permanent total disability and Rs 7,50,000 for partial disability.

1. The scheme is optional and available for all passengers who book their ticket online. 

2. The premium is 92 paise for each passenger, which is inclusive of all taxes. 

3. This scheme is available for passengers holding confirmed, RAC and waitlisted tickets. However, no refund of the premium will be issued if the ticket is cancelled. 

4. The scheme offers a compensation of Rs 10,00,000 for death or permanent total disability; Rs 7,50,000 for partial disability; Rs 2,00,000 for hospitalization expenses for injuries; and Rs 10,000 for transportation of mortal remains. 

5. The cover is not applicable for children up to five years of age and foreign citizens, and for suburban railway travel.

Provision of confirmed Train Tickets for all Railway Passengers

Indian Railways, as a matter of policy, has already decided that all the Mail/Express trains (except fully reserved trains like Rajdhani, Shatabdi, Duronto, etc.) introduced after 2007-08, shall have at least 6 general class coaches in their standard composition as per feasibility. Besides, to cater to the travelling needs of General Class passengers, Indian Railways operate fully unreserved services like Jan Sadharan, Janseva, Jan Nayak Express and also operate Passenger trains and Intercity services for short distance travel. With this end in view, Indian Railways in the Railway Budget 2016-17, has announced to introduce the Antyodaya Express, a long-distance, fully unreserved, superfast train service, and also to add two to four Deen Dayalu coaches in some long distance trains for unreserved travel to enhance the carrying capacity for the general public. Further, about 87 General Class coaches have been augmented in existing trains during the period 2016-17 (up to July, 2016). 

Passengers holding waiting list ticket are not permitted to board reserved coaches without the permission of on-board ticket checking staff. Waiting list passengers, if found travelling in reserved coaches, are taken up as per relevant provisions of Indian Railways Act, 1989. 

With a view to provide confirmed accommodation to waitlisted passengers of reserved class and also to ensure optimal utilization of available accommodation, the Alternate Train Accommodation Scheme known as ‘VIKALP’ was introduced as a pilot project on Delhi-Lucknow & Delhi-Jammu sectors. This scheme has been further extended to Delhi-Howrah, Delhi-Mumbai, Delhi-Chennai, Delhi-Bengaluru and Delhi-Secunderabad sectors also. The trains are also augmented by attaching additional coaches to clear waitlisted passengers, subject to feasibility and extra trains, over and above the normal time tabled trains are run, to cater to the demand.

On Indian Railways, including on the North Eastern sector, demand of reserved accommodation is not uniform throughout the year and it varies during peak and lean period and also from class to class and sector to sector. During peak rush period, on popular routes demand generally exceeds availability, particularly in upper class. However, during lean periods and on less popular routes and in lower class, confirmed accommodation remains available for comparatively longer period. With a view to provide confirmed accommodation, waiting list position of the trains is monitored and to meet the increased demand various measures are taken which include introduction of new trains, enhancement of the composition of more popular trains, attachment of extra coaches in the existing trains, running of special trains for clearance of extra passengers traffic during peak seasons, festivals, special events etc. keeping in view the pattern of traffic, commercial justification, operational feasibility, availability of resources etc.

CANCELLATION OF PRS COUNTER TICKETS (FULLY CONFIRMED/RAC/WAITLISTED) THROUGH IRCTC WEBSITE OR THROUGH 139

CANCELLATION OF PRS COUNTER TICKETS (FULLY CONFIRMED/RAC/WAITLISTED) THROUGH IRCTC WEBSITE OR THROUGH 139
  
Purpose: - 
To facilitate passengers with PRS counter tickets to cancel their tickets through within the prescribed time limit as per Refund Rule 2015 facility for cancellation of such tickets through IRCTC website (www.irctc.co.in) / 139 (by IVRS and SMS).
A pilot project was inaugurated by Hon’ble MR on 29th April,2016,  for cancellation of fully confirmed PRS counter tickets. The pilot was restricted to cancellation of tickets for trains scheduled to depart  within the next 24 hours. Now this facility is being extended to all confirmed tickets without any time limit and also for RAC and Waitlisted tickets with effect from 26th May, 2016.
Conditions:
Cancellation will be permitted in normal circumstances only and not in case of late running of trains/cancellation of trains etc., 
This facility shall be available only in case the mobile number has been given at the time of booking the ticket. 
Online cancellation or cancellation through 139 shall be permitted only upto 4 hours before the scheduled departure of the train in case of confirmed tickets and upto half an hour before the scheduled departure of the train in case of RAC/Waitlisted tickets. 
Refund of fare amount shall be collected only at the journey commencing station or nearby satellite PRS locations defined by Zonal Railway as under:-
(a) During first two hours of the opening of PRS counters on the next day for the tickets for the trains whose scheduled departure time is between 1801 hours and 0600 hours.
(b) Upto 4 hours after the scheduled departure of the train during the working hours of PRS counters/current  counters/special counters where cancellation is permitted round the clock on the  tickets for the trains whose scheduled departure time is  between 0601 hours and 1800 hours.
(c) No refund of amount would be given after the above mentioned prescribed time limit. 
 A.Procedure For Cancellation through IRCTC website:   
* A new page will be given on IRCTC website (www.irctc.co.in) without any login for purpose of cancellation of PRS counter tickets.
* Passenger will be asked to enter PNR number & Train number on IRCTC website along with captcha.
* The details entered by passenger shall be validated and an OTP will be sent to the passenger on his mobile no. given at the time of booking the ticket. The OTP received on the mobile will be entered by the passenger in the web page and it will be validated by the system.
*  After receiving the confirmation OTP number from the passenger, full cancellation of PNR will be done and PNR will be marked as Cancelled but not refunded in the system. Seat/berth will be released and would be made available for booking both at PRS & IRCTC Website. Refund amount due will also be displayed to the passenger on the website.
* An SMS will be sent to the passenger with PNR and fare details. Sample format: ”Your ticket has been cancelled. PNR, xxxxxx, Amt,xxxxx. Refund of fare amount shall be collected only at the journey commencing station or nearby satellite PRS locations as per the notified time”.
* All the privilege/duty pass/PTOs/complimentary pass tickets shall be allowed to be cancelled through website or through 139.
* All types of PNRs including i-tickets (after printing) and system tickets booked across counter/post office/YTSK/Go India terminals/Bank terminals etc.’ will be allowed to be  cancelled on website except the following:
(a). Circular Journey tickets and onwards tickets booked against CJT.
(b). Foreign tourists PNRs against which berth allotment has been done
(c). ATAS generated new PNR
(d). Duplicate ticket.
(e). Cluster ticket and pre-bought ticket. 
B. Procedure for Cancellation through 139:                             
Now  Rail Ticket booked through Railway Reservation counter can be cancelled through Railway Enquiry 139.  Service is available on:

(a). 139 IVR with Agent Assistance
(b). 139 SMS Service

(a). Procedure to cancel through 139 IVR

(i). Customer will call on 139 and select 6th Option from IVR main menu.

(ii). IVR will ask whether it is Counter Ticket or E- Ticket. Press 1 for Counter Ticket or Press 2 for E-Ticket.

(iii). In case customer selects E-Ticket option, IVR will play a message “Currently ticket booked through Railway Reservation Counter can be cancelled through 139. Press 8 to go back to main menu”

1.Once customer selects Counter Ticket option, call will be transferred to agent for cancellation.

2.Agent will ask below mentioned information from customer to process the cancellation.

a.PNR Number
b.Train Number
3.Agent will retrieve ticket information from back end and confirm with customer.
4. After ticket details confirmation, agent will click on “Generate OTP” button to generate the OTP. System will validate the calling number of customer with the number mentioned in ticket details at the back end.
5.If mobile number validation fails, agent will advise the customer to call from same number which are mentioned in ticket details. If number is successfully validated, OTP will be delivered on passenger’s mobile number which he would convey to agent.
6.Agent will enter OTP on CRM and will click “Submit” button to process the cancellation. Ticket will be cancelled and refundable amount will be display on agent screen. Agent will communicate the same refundable amount to customer.
7.Customer have to collect the permissible refundable amount across the PRS counter within the prescribed time limit. 
(b) Cancellation through SMS sent to 139:

(i). User has to send PNR Number & Train Number to 139 in below mentioned syntax:

CANCEL<PNR Number><Train Number> to 139

Example: CANCEL 2303529769 12420
          
(ii). User will get below response from 139 after mobile number verification:

“Dear User, We have received cancellation request against PNR number 2303529769, OTP against this request is 123456. To confirm the ticket cancellation send SMS OTP 123456 to 139.

(iii). User has to send given OTP back to 139 for second level of confirmation.

OTP <OTP received on Passenger Mobile Number> to 139

Example: OTP 123456

User will get below response from 139:

“Dear User, Your ticket with PNR number 2303529769 has been cancelled, refundable amount is Rs. ----.”

(iv) Passenger has to collect the permissible refundable amount within prescribed time limit across the PRS counter.

New Rules for Cancellation and Refund of Railway Tickets 

Under normal circumstances no refund is granted on confirmed, RAC and Waitlisted tickets after the departure of the train. 

With effect from 12.11.2015, certain provisions of Railway Passengers (Cancellation of tickets and refund of fare) Rules have been amended and comprehensive Railway Passengers (Cancellation of tickets and refund of fare) Rules 2015 have been notified through Gazette Notification G.S.R. 836(E). dated 04.11.2015. 

Important changes made in Railway Passengers (Cancellation of tickets and refund of fare) Rules are as under:- 

Refund on cancellation of unused confirmed tickets: 

(i) If confirmed ticket is presented for cancellation upto 48 hours before the scheduled departure of the train, per passenger minimum cancellation charge is levied 

. (ii). If confirmed ticket is presented for cancellation between 48 hours and upto 12 hours before the scheduled departure of the train, 25% cancellation charges is levied subject to minimum flat cancellation charge. 

(iii) If confirmed ticket is presented for cancellation between 12 hours and upto 4 hours before the scheduled departure of the train irrespective of distance, 50% cancellation charge is levied subject to minimum flat cancellation charge. 

(iv). Refund on confirmed ticket is granted only upto 4 hours before the scheduled departure of the train. 

(B). Refund on cancellation of unused RAC/Wait-listed tickets/Partially confirmed tickets:- 

(i). When RAC/Waitlisted ticket/Partially confirmed tickets is presented for cancellation, the refund of fare minus clerkage charge is made upto 30 minutes before the scheduled departure of the train. 

Certain provisions of Railway Passengers (Cancellation of tickets and refund of fare) Rules have been amended to check bogus claims, to facilitate provision of Mobile ticketing as well as paperless ticketing, discourage last minute cancellation resulting in seats/berths going vacant etc. The amendment in refund rules became necessary to adapt to changes/developments in the ticketing systems. 

Further, reservation charts are being prepared at least 4 hours in advance, which facilitates purchase of available berths till 30 minutes before departure of the train. 

No cancellation charge or clerkage charges is levied and full fare is refunded to all passengers holding confirmed, RAC and Wait-listed tickets if the journey is not undertaken due to late running of the train by more than three hours of scheduled departure of the train from the journey commencing station, subject to the condition that the ticket is surrendered prior to the actual departure of the train

An app to tell your train ticket status

PANAJI: Come Diwali or Christmas holidays and thousands of Goans in Bangalore and Mumbai begin to fret as they plan their trip home. With thousands of tourists traveling to Goa for the holiday, 60% of them by rail, it is nigh impossible to get tickets.

Booking a railway ticket during this time through IRCTC is nothing short of excruciating which only worsens when the end result is a waitlisted ticket. Till date, all one could do was pray for a confirmed ticket or opt for the more expensive tatkal service, which is equally dicey. Until, three upstarts in their 20s thought differently.

In 2012, while working at IBM, Dinesh Kumar Kotha and Sripad Vaidya decided to employ their data analytic skills to design an algorithm that could predict whether a waitlisted ticket could get confirmed. After testing over two lakh tickets and getting a 75% success rate, Confirmtkt was born. Realizing that they were on to something significant, the two quit their jobs and decided to better Confirmtkt.

In July 2014, they launched the Confirmtkt (app bit.ly/1O7UIxq) which not only notified users when a ticket gets confirmed but also lets users check their PNR status. Till date, the app which is available for Android and Windows smartphones has been downloaded by 3 lakh users across the country. It has processed 5.64 crore ticket queries and predicted 1.41 crore tickets with an impressive 98% success rate, said Kotha who hails from Telangana.

Keen to continue growing, the duo took in Ponda-lad Pranav Chimulkar as part of the core team.

"We were not happy with the 98% so we went ahead and enabled machine learning. The software now learns from those mistakes where the prediction was wrong," Chimulkar said.

The guys at Confirmtkt went one step further. "When a direct ticket is unavailable and the chances of getting a ticket confirmed are slim, we suggest breaking up the journey," Vaidya said.

Despite tickets being unavailable, railway statistics indicate that nearly 57% of tickets available go unutilized. "There are several ticket quotas. By breaking the journey, the user only has to change the seat or coach and not the train," Vaidya added.

ConfirmTkt has raised an undisclosed amount of funding from Pravin Agarwala among other angels.

AUTOMATIC REFUND OF CONFIRMED / RAC E – TICKETS ON CANCELLATION OF TRAINS.

With a view to reduce the hassles involved in refund of confirmed/ RAC e tickets o­n account of cancellation of trains, Railways have introduced the concept of automatic refund of confirmed/RAC e-tickets on cancellation of trains similar to in case of waitlisted e-tickets. Therefore, the passenger shall not be required for cancellation/ filling of TDR for refund of e-ticket, in case of cancellation of trains.

However, PRS counter ticket shall continue to be refunded across the reservation counter as per the existing provisions.

New Delhi: Railways today said it has received some complaints alleging connivance of touts and railway officials in confirmation of berths out of emergency quota.Informing this in Rajya Sabha today,Minister of state for railways Manoj Sinha in a written reply said such "stray cases of irregularities brought to the notice are enquired".To ensure transparency in allocation of Quota,Procedures have been prescribed which has to be followed by all concerned,the minister said "Further ,regular,preventive checks including those on trains, are conducted by commercial,vigilance departments for verification of the passengers who have been alloted confirmed accomodations out of the emergency quota,"he said.

Railways on an average release emergency quota of approximately 65,000 berths, he said.
To a separate question, he said they  are aware of prevalence of cartels in supplying materials to railways and circulars are being issued from time to time for steps taken to check it.They include reporting the matter to the Competition Commission of India
