Railways halves VIP List, MLAs and ex-MPs dumped
New Delhi: The Indian Railways has nearly halved its VIP list, axing MLAs and former MPs from the privileged club.
In a circular issued last month by Vikram Singh, Director, Passenger Marketing, companions of ex-MPs, certain categories of senior government officials, and holders of Golden Pass, which was issued to former Railway Board members and » passengers who clocked more than 30,000 km in AC coaches, have also been taken off the VIP list.
The revised list comprises national award winners, sitting MPs, their spouses and companions, members of senior judiciary, and senior railway officials.
Railway officials have been instructed to make VIP reservations only according to the new list. They have also been asked to make necessary modifications to the booking software so that VIPs can book tickets only under the five new codes for emergency quota reservations. This will ensure that the booking system automatically assigns a star mark against VIP bookings that can be tallied by the respective stations while they make their skeleton charts, and a confirmed booking to the VIPs can be allotted after this.
Earlier, Railways Minister Suresh Prabhu had appealed to all MPs to submit specimen signatures to the ministry for processing requests for berth allotment in trains. He had also laid down a procedure to be followed when such requests were made in order to minimise misuse. The letter specified that a request for booking under the emergency quota for VIPs should include details like address and telephone number, and asked the MPs’ offices to keep a count of such letters on a monthly basis.
The letter was sent out after several MPs complained that fake letters with their forged signatures had been sent to get tickets confirmed under the emergency quota.

- Telephone Number or Mobile number of person signing should be mentioned in Written Request for EQ
- Person signing the request for EQ to ensure credentials of Traveller
- Requests for EQ to be verified in select cases by using the phone number mentioned in the requests

Sub: Requisitions for release of Emergency Quota – Reiteration of certain provisions
Instructions were issued vide CC No. 10/2011 dated 9.2.2011 laying down the procedure for submission of requests for release of emergency quota (EQ).
1. It has been noted that though comprehensive instructions on this issue have been laid down, sometimes the requests for EQ are devoid of the details of the passenger travelling and the recommending authority, which hampers the verification process. In view of this, it is reiterated that compliance of provisions contained in para xiii, xvi, and xxi of CC 10/2011 which are reproduced as under, may please be ensured:-
(i) Para xiii- the written requests for release of berths/seats out of emergency quota must be signed by a Gazetted Officer;
(ii) Para xvi – in all the requisitions received for release of berths out of emergency quota, the signatory should be asked to mention his/her telephone no./mobile no.
(iii) Para xviii- it would be the responsibility of the person signing the requisition to ensure the credentials of the party travelling aud shall be fully responsible for the same.
(iv) Para xxi- with a view to prevent the malpractices, reservation requests received from various quarters should be checked from time to time and in cases where there is doubt about the genuineness of the request / letter, the position may be checked up by speaking to the persons concerned on phone for ensuring the genuineness of the requisition.
3. It may be ensured that all reservation requisition slips should contain the Name, Designation, and Phone/mobile number of the recommending authority and Name, Address, and Phone/mobile number of any one of the passengers.
4. Necessary instructions in this regard may be issued to all concerned.

To a separate question, he said they are aware of prevalence of cartels in supplying materials to railways and circulars are being issued from time to time for steps taken to check it.They include reporting the matter to the Competition Commission of India

Emergency Quota in Railways - Urgent travel requirements of High Official Requisition (HOR)
In order to meet the urgent travel requirements of High Official Requisition (HOR) holders, which includes Central Government Ministers, Judges of Supreme Court of India, High Court of various States etc. and MPs/MLAs, VIPs & other emergent demands, who are on the waiting list, a limited number of berths/seats have been earmarked in different trains and in different classes.
The quota is being released by the staff in accordance with the priority as per warrant of precedence and well established practice being followed since long. At the time of allotment of berths, preference is given for travel of high dignitaries. Thereafter, other requisitions received from various quarters are considered and the remaining quota is released taking into account the factors like status of passengers travelling, nature of urgency like travelling on Government Duty, bereavement in the family, sickness, job interview etc.
In case of any exigency, a passenger with wait listed ticket can approach nearest emergency quota controlling authority, with a request for release of accommodation out of Emergency quota. The quota controlling authority can consider the request along with other such requests as per procedure mentioned above.

The Railway Ministry has replied that the emergency quota is released in accordance with the priority as per warrant of precedence and well established practice being followed since long.
While the requests received from Hon’ble Members of Parliament for their self travel are complied with, in case of requests forwarded by them for other than self travel, at times, it is not feasible to accommodate all such requests when the demand exceeds the availability.

8.54 Crore Senior Citizens And 21.57 Lakh Patients Availed Concessions for Train Journey During 2013-14
During the year 2013-14, a total number of 8.54 crore senior citizens and 21.57 lakh patients (including attendant) availed concessions provided for these two categories of travelers. The revenue foregone due to concessions in passenger fare for senior citizens and patients were Rs.932.73 crore and Rs.59.31 crore respectively.
The following reservation facilities in trains have been provided by Indian Railways to senior citizens, patients and disabled persons:-
• In all trains having reserved accommodation, a combined quota of two lower berths per coach has been earmarked in Sleeper, AC-3 tier and AC-2 tier for senior citizens, Female passengers of 45 years of age and above and pregnant women when travelling alone.
