Bhubaneswar: 
Ministry of Railways is fully geared for the roll out of GST w.e.f. 1stJuly, 2017.The Indian Railway is the national carrier and undertakes billions of transactions annually for transportation of passengers and goods. A mammoth exercise has been undertaken to modify the ERP system of IR for issue of Passenger Tickets and Freight Invoices to capture GST related details. Similar exercise has been undertaken for non computerised services like way leave charges, parcels etc. Thus on 1stJuly 2017, all Railway tickets and invoices issued will be GST compliant. 
Railways are conscious of the need to minimize burden on our passengers. GST is restricted to 5% (in place of service tax of 4.5% levied earlier i.e. an increase of only 0.5%) for passengers travelling by rail only inFirst class and air-conditioned coaches.Similarly, GST on Transport of goods by rail will be 5% (in place of service tax of 4.5% levied earlier i.e. an increase of only 0.5%)  with exemption for essential goods like Milk and agriculture produce. 
Given the public utility service rendered by Ministry of Railways, some exemptions and relief in the transportation of passenger, catering & Goods services have been given which are mentioned briefly below: 
a) Exemptions have been granted from the levy of GST in respect of Passengers travelling in Second class, Metro, Sleeper Class, Transportation by Rail of Agricultural Produce, relief materials, milk, salt, food grain including flours, pulses and rice, railway equipment and materials, defence and military equipments, etc. 
b) Exemptions have been granted in respect of 
Services of leasing of assets (rolling stock assets including wagons, coaches, locos) by Indian Railways Finance Corporation to Indian Railways ; 
Inter-state movement of trains between stations/ workshops/ sheds/ depots, etc., for the purpose of : 
(1)  Carrying goods or passengers or both; or 
(2)  For repairs and maintenance; 
Ministry of Railway has initiated process of Registration in each State/UT. Provisional GSTIN numbers of Ministry of Railways in each State/UT are already notified.   In each State/UT, General Manager of a Zonal Railway has been nominated as the Principal Officer for taking care of GST compliance; 
 A series of detailed instructions have been issued to all Zonal Railways and Production Units to ensure full compliance with GST, and several workshops were organized for dissemination of rules, procedures and training of officers and staff.

For off-line transaction, an utility has been created by Railways ERP manager, Centre for Rail Information System, to capture the transaction and facilitate submission of periodical returns in the GSTN portal. 
The Railways engaged consultants to guide the railways for transitional strategy and impact analysis. 
A GST Suvidha Provider is also being engaged to enable transmission of data of millions of Railway Transactions on to the  GSTN and for  submission of  GST Returns thereof. 
CRIS, the IT arm of Indian Railways has been geared up to make suitable software modifications in respect of transportation of freight & passengers. Other softwares relating to accounts and stores are also being modified. 
The impact of GST on different segments is detailed below: 
Passenger segment
● It has been decided to levy Goods & Services Tax (GST) in place of service tax including cess on transportation of passengers by rail. 
 ●  GST will be levied on the fare of passenger services in place of service tax (including cess) on the following classes:- 
 (i) AC first class (ii) Executive class (iii) AC-2 tier class (iv) AC-3 tier (v) AC chair car class (vi) AC economy class (vii) First class (viii) AC and first classes coaches of special trains/coaches on FTR (ix) All other type of first class and AC class coaches if any:-
●The rate of GST shall be 5% on total fares.(in place of 4.5% service tax levied earlier i.e. an increase of 0.5% only) 
● On concessional tickets GST shall be levied at the prescribed rate on total actual fare collected after concession/rebate. 
(i)In case of combined return journey ticketsfor AC & first class tickets, separate tickets for onward journey and return journey ticket may be issued in all cases whether for UTS tickets or for PRS tickets. However, for suburban UTS tickets for which journey originating/ terminating station is within the same state/same UTs issue of combined return journey ticket over suburban section shall continue.

(ii)Circular journey ticketsfor AC & first class ticketsshall be discontinued w.e.f. 01.07.2017. 
(iii) Issue of AC Class tickets from UTS counter shall be discontinued w.e.f. 01.07.2017. 
(iv) Issue of cluster tickets from PRSfor AC & first class ticketsshall be discontinued w.e.f. 01.07.2017. However, issue of cluster ticket in UTS shall continue. 
(v) In any other case if combined ticket are issued except season ticket the same will be discontinued and only point to point tickets will be issued in AC classes and First classes as proposed  above. 
 ● In case tickets were booked in advance along with service tax for journeys to commence on or after date of implementation of GST, the Goods & Service Tax difference of fare shall not be collected on the tickets booked in advance. The new GST shall be applicable on tickets issued on or after 01.07.2017.

 Catering Segment 
●The chargeable GST on catering services on railways is as under:- 
 (i) For static units not having facility of air conditioning or central heating at any time during the year- 12% with full Input Tax Credit (ITC) 
(ii) For Static units having facility of air conditioning or central heating at any time during the year- 18% with full Input Tax Credit (ITC)
(iii) For Rajdhani/Shatabdi/Duronto and other Mail/Express trains-18% with full Input Tax Credit (ITC)
(iv) GST on catering services of other premium trains like Tejas, Gatiman, Shivalik etc. shall be levied @ 18%.
 ●The above GST on catering charges is applicable w.e.f. 01.07.2017. 
●  The impact of new GST regime on catering will be as given below: 
a)   In case of, Mail/Express Trains, the charges of onboard catering ofStandard Menu Itemswill not changeeven after 1st July,2017 i.e. they will continue to be available on existing rates even after 1st July 2017 onwards- a big relief to passengers. 
b) In case of Rail Neer, the charges will remainunchangedeven after 1st July,2017- a big relief to passengers. 
c) In case of static catering units on stations, the charges of Standard Menu Itemswill not changeeven after 1st July,2017 i.e. they will continue to be available on existing rates even after 1st July 2017 onwards- a big relief to passengers.. 
d) In case of Rajdhani, Shatabdi, Duronto,Tejas etc trains where catering charges are included in the fare, the charges of catering component willchange/ get modifiedas per the new GST w.e.f 01st July,2017. 
----------------------------------------------------------------------------------------------------------------Parcel Segment 
●  It has been decided to levy Goods & Services Tax (GST) in place of service tax including Cess on transportation of Parcel traffic (leased or non-leased) by rail. 
 ●The detailed procedure for levy of GST on transportation of parcel traffic by rail shall be as under:-
 ● Goods and Service tax (GST) will be levied for transportation of all description of parcel traffic (leased or non-leased parcel traffic) and merchandise items (for commercial use) booked as luggage. 
 ● Luggage traffic i.e. personal baggage belonging to the travelling passengers, (Excluding merchandise items for commercial use), shall be exempted from GST. The details of other commodities exempted from GST shall be as under:- 
(i) Relief materials meant for victims of natural or man-made disasters, calamities, accidents or mishap 
(ii Defence of military equipments 
(iiiNewspaper or magazines registered with the Registrar of Newspapers 
(iv) Railway equipments or materials 
(v) Agricultural produce 
(viMilk, salt and food grain including flours, pulses and rice 
(vii) Organic manure 
● The rate of GST shall be 5% on total freight.(in place of 4.5% service tax levied earlier- an increase of 0.5% only) 
●  Goods & Services Tax will be levied on the total freight as reflected in the Parcel Way Bill and /or Luggage ticket and /or Money receipt (in case of leased traffic) issued on or after 01.07.2017 and it will be collected at the time of booking and preparation of Parcel Way Bill/Luggage ticket/Money receipt.

 Freight segment
 ●It has been decided to impose 5% GST rates on Goods & Service for transportation of Goods by rail.( It is in place of 4.5% service tax levied earlier i.e. an increase of only 0.5%)
 ● It will be levied on total freight charges. 
● This rate will also be applicable to all ancillary charges levied on transportation of Goods Traffic. 
● Some essential commodities which have been exempted from levy of GST as given below: 
a) Relief material for victims of natural or manmade disasters, calamities, accidents or mishaps. 
b) Defence or military equipments
c) Newspapers or magazine registered with the registrar of newspapers. 
d) Railway Equipments or materials 
e) Agriculture produce 
f) Milk, salt and foodgrain including flours, pulses & rice 
g) Organic manure.

Train passengers will continue to get benefits of a service charge exemption on tickets booked online till September. The government had waived service charges after demonetisation in November last year to encourage digital modes of booking. The service charges on booking train tickets online through IRCTC range from Rs 20 to Rs 40 per ticket.
To promote digital modes of payment, the government decided post demonetisation that service charge on online booking of train tickets would be withdrawn for tickets booked from November 23, 2016, to March 31, 2017. Later, the government extended the exemption period to June 30.
Now, the exemption on service charge has been further extended till September-end this year, said a senior Railway Ministry official. The government has done this to help passengers and promote payments made through digital modes.
IRCTC, the ticketing agency of the railways, is expected to lose about Rs 500 crore a year due to the exemption. The Railway Ministry has written to the Finance Ministry seeking reimbursement of the loss. IRCTC shares half of the service charge revenue with the railways.

NEW DELHI: The Ministry of Railways in considering to charge Rs 50-100 more on booking of lower berths. Even though the amount is not finalised, the proposal is under consideration and may be finalised soon, sources said.
It is believed that the move is being taken so that the lower berth is available for the senior citizen or those in need. But with the amount so less, the proposal does not seem to be viable. On the other hand, the ministry should reserve 10-15 per cent lower berth seats for the senior citizens in every train.
The sources also said the fare of the new trains will also be higher due to the facilities available. Tejas Express is all set to be rolled out this year and with such premium features, fares are all set to surpass that of Shatabdi and Rajdhani. The train is expected to run at the speed of 200 km/hour.
Last year, the government has introduced a dynamic pricing system on Rajdhani, Shatabdi and Duronto trains under which base fares will jump by 10 per cent for every 10 per cent of seats booked on these trains, with a cap of 50 per cent hike in the original fare.
Even the rates of tatkal tickets are up with the Railways deciding to sell 50 per cent of the quota tickets using dynamic fare system. The ‘Premium Tatkal Ticket scheme’ became operational in 80 trains from October 1, 2016 and is available only for online bookings.

Hit by mounting losses, state-run Indian Railway Catering and Tourism Corporation (IRCTC) and Indian Railways are pushing for a partial rollback of the service charges waiver given on train tickets earlier to boost digital transactions after the government's demonetisation move. According to sources, Indian Railways has already initiated talks with the finance ministry over this. 
On November 23 last year, the government had waived the service charge, while a free insurance scheme was also implemented on December 9. An annual waiver of service charge will lead to a loss of about Rs 500 crore on the revenue of IRCTC, while the company is likely to suffer an additional outgo of Rs 36-40 crore, if free insurance scheme is extended annually. The ministry of railways has written several letters to the finance ministry to compensate for these losses.
On March 31, the Narendra Modi government had extended these digital sops till June 30. “We are now pushing even harder for compensation from finance ministry. If the finance ministry again wants to extend the scheme after June 30, we are telling that at least some part of IRCTC’s revenue should be restored. That means at least 70 per cent of the previous service charge,” said an official source close to the development.  
Before the offer was rolled out, IRCTC used to charge Rs 40 per ticket for bookings in air-conditioned classes and Rs 20 per ticket in sleeper class. For IRCTC, this has been a major revenue source, as the company posted Rs 551 crore in income from railway ticketing in 2015-16, up from Rs 256 crore in 2014-15. Out of its monthly share on service charge, 50 per cent used to go to the railways’ kitty. This comes at a time when IRCTC is one among the 11 state-run companies, in which the government wants to sell its shares this fiscal.
In order to minimize its losses the company has now started seeking from banks a higher security deposit and also half of their transaction fees to minimize its losses.  As per the new policy by IRCTC, new banks which want to integrate with it for payment gateways should pay Rs 20 lakh as security deposit, while existing banks should pay Rs 10 lakh.  This has led to a tiff between the company and the banks. “We have asked the ministry to intervene in this matter or to take it up with banks,” said an IRCTC official, in terms of anonymity.
Interestingly, IRCTC through its website and mobile app has now introduced pay-on-delivery as one of the payment options for its customers. Delivering tickets at the consumer’s doorstep by offering the pay-on-delivery option will facilitate those consumers who book through travel agents to move to online medium. The service will be available in more than 600 cities covering more than 4000 pin codes and would be initially available five days before the departure date. The customer will have to do a one time registration for availing PoD as a payment option. Customer will have to tender either AADHAAR or PANCARD to avail this payment option. Payment on Delivery Charges shall be Rs.90 for transaction up to Rs 5,000 and Rs 120 for transactions valuing more than Rs 5,000.

With the finance ministry starting the process for listing of Indian Railway Catering and Tourism Corporation (IRCTC), Indian Railway Finance Corporation (IRFC) and Ircon International (Ircon), the loss of service charge for IRCTC has become a cause for concern for railway officials.

The government waived the service charge following demonetisation to encourage cashless transactions.

The railway ministry has written to the finance ministry seeking reimbursement of the loss amounting to over Rs 500 crore on an annualised basis. IRCTC shares half of this service charge revenue with the railways. Officials said the process for appointment of merchant bankers was under way with ICICI Securities and IDFC making presentations. The Department of Public Asset Management has set March 16 as the final date for submission of requests for quotations in this regard. 

The decision to list these companies came as a surprise to the railways when Finance Minister Arun Jaitley made the announcement in his budget speech last month. The railways had written to the finance ministry on the issue of service charge before the budget as well. When asked about the letters for reimbursement of service charge, BB Verma, the new railway financial commissioner, said, “We are expecting a good valuation for all three  companies. However, the waiver of service charge is a cause for concern as it may affect revenue of about ~500 crore for IRCTC annually.”  

IRCTC used to charge Rs 40 per ticket for bookings in air-conditioned classes and Rs 20 per ticket in sleeper class. In 2015-16, railway ticketing generated Rs 551 crore in income for IRCTC, up 115 per cent from Rs 256 crore in 2014-15. “We expect the finance ministry to do something about this and have written to them in this regard. On a monthly basis, the revenue for IRCTC from the service charge comes to an average of Rs 40 crore, of which about Rs 20 crore is the share of the railways,” said Mohammed Jamshed, member (traffic) of the railways. 

The listing of railway PSUs will also mean that the railway ministry’s plan to set up a holding company for all public sector enterprises under its charge will be shelved. A draft Cabinet note with this proposal was earlier circulated among relevant ministries.  The plan included bringing 13 railway PSUs, including Bharat Wagon & Engineering Company, Container Corporation of India, Ircon, IRCTC, Konkan Railway Corporation, Mumbai Railway Vikas Corporation, Rail Vikas Nigam, Railtel Corporation of India, RITES, Dedicated Freight Corridor Corporation of India, Burn Standard Company and Braithwaite & Company and Kolkata Metro Rail Corporation, under one holding company. 

Only Container Corporation of India is listed. “IRFC and Ircon have huge potential. The AAA rating that IRFC gets from credit rating agencies is proof of this. Listing will not affect its ability to raise money as the government will still provide sovereign guarantee,” Verma added.

In 2017-18, the railways plan to raise about Rs 22,000 crore through IRFC bonds.

Yay! IRCTC Abolishes Service Fee on Online Train Ticket Bookings!

PM Modi’s Digital India vision is now spreading to all Govt. departments; and the latest to get smitten by it’s charm is Indian Railways.

In a move to promote cashless economy, Indian Railways has decided to waive off service fee from all type of online bookings, effective June 1st. Hence, if you use your debit/credit card or Internet Banking to book any train ticket (including Tatkal), there won’t be any service fee of Rs 30, which is normally levied for using IRCTC’s website for booking tickets.

This is a significant decision for encouraging cashless transactions, all over India. There are several passengers who enquire about seat availability online, but book their tickets by visiting at the counter, to avoid this service fee of Rs 30. But from now, such type of passengers shall use IRCTC’s platform to enquire as well as book the tickets.

Indian Govt.’s Cashless Push
Since last one year, Indian Government has announced several plans and schemes, meant for pushing and encouraging cashless transactions.

In February this year, Govt. removed surcharge, service charge and all types of additional fees for digital payments. Considering the fact cash transactions cost India’s GDP a whooping 5-7% as the cost amounting to maintenance is going up every year, Govt. is trying to lure one and all into the gambit of cashless transactions.

Last year, India Govt. shocked everyone when they announced all Govt. transactions above Rs 1000 would be digital, by rule. This was seen as one of the biggest push for cashless payments ever witnessed in India.

Startups Promoting Cashless Transactions
And, startups specializing in mobile wallets are anyways promoting and encouraging cashless transactions, which is perfectly in-sync with Government’s push for the same.

Paytm is the most aggressive company in this regard, as they have now enabled QR Code enabled cashless payments for offline shop-owners; payment of school fees, dues etc; Delhi Metro rides; and more.

FreeCharge is enabling P2P payments using their app in 5 seconds; while MobiKwik is transforming rural India with cashless initiatives. Ola and Oyo Rooms have partnered for cashless transactions for paying for hotel rooms and cabs; while ICICI Bank is enabling NFC based cashless payments using mobile.

The revolution of cashless and digital payments have actually begun, as last year in December, for the first time in history, digital payments surpassed paper-based transactions in India.

With Indian Railways removing any service fee for digital payments, we may soon witness a new surge in cashless payments in India.

Over 4 per cent hike in upper class railway fares from Nov 15

Railway fares for travel in the upper class categories will go up from tomorrow as a service tax levy of 14 per cent and a Swachh Bharat cess of 0.5 per cent become effective.

According to a rail ministry circular, fares will go up by 4.35 per cent for First Class and all AC Classes from November 15. There was a notification by the government for imposing a Swachh Bharat cess on all taxable services on November 6.

“Service tax of 14 per cent and Swachh Bharat cess of 0.5 per cent are chargeable on 30 per cent total passenger fare equivalent on 30 per cent of total passenger fare equivalent to 4.35 per cent of the total fare on first class and all AC fares,” the circular said.

However, the service tax will not be applicable for tickets issued before November 15. The levy will not be applicable for general and sleeper class travel. With the hike, AC-I fares on mail and express trains from New Delhi to Mumbai will go up by Rs 206 while the rise is of Rs 102 for AC-III fares from New Delhi to Howrah. 

On the Delhi-Chennai route, the increased fare works out to about Rs 140 for the AC-II segment. According to an estimate, the service tax levy and the Swachh Bharat cess are expected to fetch about Rs 1,000 crore in a year. Annual earnings for railways from the passenger segment are estimated to be at about Rs 35,000 crore.
