Escalator glitch injures 5 in Kolkata metro

At least five persons were injured on Tuesday when an escalator at a Kolkata metro station malfunctioned, a metro official said. The accident happened at Kabi Subhash metro station in South Kolkata's New Garia area at 10.45 a.m., when the escalator, instead of moving upwards, jolted downwards. "We were on the escalator when it happened. Some people lost their balance and fell on each other. I received a minor injury and left the station after getting first aid from the metro staff," a passenger said. The Kolkata Metro authorities apologised for the accident and said the issue would be thoroughly probed. "This is an unexpected incident. It should not have happened. We are seriously looking into the issue and would try to make sure that it does not happen again," Indrani Banerjee, CPRO of Kolkata Metro Railway, said. "The company that installed escalators at all the metro stations is also given the responsibility for maintenance. The last servicing was done on May 14. We will check why the escalator malfunctioned in spite of that," she added.

In Uttar Pradesh, an incident of derailment of Train No.12189 Jabalpur – Hazrat Nizamuddin Mahakaushal Express took place between Mahoba and Kulpahar Stations on Manikpur – Jhansi Section of Jhansi Division over North Central Railway at 2:27 hrs. on 30.03.2017. Eight rearmost Coaches of the Train derailed.(Four- AC Coaches, Two- Ordinary Second Class General Coach, One- Sleeper Class, One - Passenger cum Luggage cum Guard (SLR) Coach. 

Immediately, local ambulances were called and few injured were given first aid and some injured passengers were rushed to District Hospital, Mahoba. 

As per available information, there is no fatality and 13 passengers were injured out of which One person sustained fracture and Twelve received simple injury. 

Standard passengers of affected coaches were cleared by 4 buses specially arranged from accident site towards Jhansi and also by the front portion of the affected train which departed from accident site at 6.48 hrs along with 10 coaches towards Jhansi. 

Accident Relief Medical Van (ARMV) reached the site along with doctor, paramedical staff & officers. General Manager, North Central Railway and Divisional Rail Manager, Jhansi alongwith senior officers rushed for site immediately and supervised relief and rescue operations. 

Helpline Numbers were set up at 17 stations including Nizamuddin, Agra, Gwalior, Jhansi, Orai and Banda, Jabalpur stations to provide assistance to the Public. 

Adequate free catering arrangements (food packets, biscuits, Subzi Poori, Water Bottle, Tea, Milk, etc) were made at the site and at Jhansi station for passengers. A few trains have been cancelled and diverted. War footing Efforts have been made to restore the traffic on this section at the earliest. 

Ministry of Railways has announced an enhanced ex-gratia of Rs. 50000 for grievously injured and Rs. 25000 for simply injured passengers. 

Inquiry by a 5 member Senior Administrative Grade (SAG) level officers of North Central Railway has been ordered to find out the cause of the accident.

BLAST IN BHOPAL-UJJAIN PASSENGER TRAIN NEAR JABRI STATION OF WESTERN RAILWAY

On 7th March, 2017 at about 9.50 hrs an incident of blast occurred in the general coach of Train No.59320 Bhopal-Ujjain Passenger Train. The blast occurred between Jabri and Kalapipal stations, which falls in Ratlam Division of Western Railway and Shajapur district of Madhya Pradesh. The train was coming from Bhopal to Ujjain and the blast occurred in the general coach next to guard brake van. There has been no casualty. 8 passengers injured in the incident were immediately rushed for treatment to Civil Hospital, Kalapipal with the assistance of 108. The rake of 59320 was detained at Kalapipal and the passengers were sent to the destination stations by other trains.
 As soon as information regarding this incident was received, Medical Relief van and Accident Relief van were dispatched to the accident site along with Senior Railway officers and employees. Local police, RPF etc. too reached the site. Police officers & forensic experts are investigating the cause of the blast. Exgratia payment  of Rs.5000 for grievous injury and Rs.500 for simple injury was made by divisional authority.

Up line was cleared of the two affected coaches at 14.50 hrs after police clearance. Track has been certified safe at 15.10 hrs. First train on up line passed at 15.12 hrs. Due to this incident no major traffic repercussion was reported, as single line working was ensured by diverting the trains on this double line section. However, two passenger trains i.e. 59319 Ujjain-Bhopal Passenger train and 59390 Bhopal-Indore Passenger train were cancelled, while 4 other trains on this section was operated with some delay.

A workshop was conducted by the Claims Wing of Commercial Department of South Central Railway to deliberate o­n “Prevention of ineligible claims due to untoward incidents/accidents on Railways”, today i.e, 24thAugust, 2015 at Zonal Railway Training Institute (ZRTI), Moula-Ali, Hyderabad. Shri Gajanan Mallya, Senior Deputy General Manager, SCR was the Chief Guest at the Workshop which was presided by Shri Kayala Venkata Rao, Chief Claims Officer, SCR.

The workshop was aimed at educating and updating the knowledge of the field staff and public to take all care during rail travel and avoid any untoward incidents, save precious lives and negate false claims so as to protect the financial interests of Railways. Personnel representing various categories of field staff of Railways like Station Masters, Commercial Inspectors, Guards, Loco Pilots, Inspectors of Railway Protection Force (RPF) involved in investigation and preparation of reports were involved in the workshop.

Shri Gajanan Mallya, in his key note address, stated that there are several cases where claims concerning untoward incidents on Railways are actually false. He stressed o­n the pivotal role played by the front line staff of Railways such as Loco Pilots, Guards, Keyman, Pointsman, Station Masters etc., in reporting such incidents immediately, preserving related information and carrying out subsequent investigation in a thorough manner to identify genuine claim cases. He focused on the need for a team effort to handle such incidents.

The Workshop laid stress o­n discussing- What basically constitutes a Claim on Railways; Who Can be the genuine claimants; What are the cases which are claimable; Sections of Railways Act, 1989 which deal with claims; Process of carrying out investigation and the filing of report etc.

Claims o­n Railways are covered under Section 124 & 124A of Railways Act, 1989 for loss of life and injuries in train accident/ untoward incident.  Section 123 of Railways Act, 1989 concerning a terrorist act, robbery/dacoity etc and accidental falling of any passenger from a train is defined as untoward incident.  The Railway Claims Tribunal handles the cases. There have been a total of 915 cases concerning claims of untoward incidents o­n South Central Railway during the period 2013-2015. Of these, about 521 were on Vijayawada Division, 197 o­n Secunderabad Division and remaining were on other divisions of the Zone. 

Shri A Malleswara Rao, Dy. Chief Commercial Manager/  Claims & Presenting Officer, SCR made a Power Point Presentation o­n the subject, highlighting the critical areas in Claims on Railways. Shri D Narsinga Rao, Dy. Chief Vigilance Officer, Shri Chaithanya, Principal/ZRTI were present. Station Masters, Loco Pilots, Guards,   Supervisors of Civil, Electrical, Mechanical Engineering Departments and Inspectors of RPF attended the work shop, which also saw the participation of Railway advocates.

Minister of State for Railways Manoj Sinha today said unmanned railway crossing were the main reason behind accidents and said more than 12,000 overbridges would be constructed to check the problem. 

After laying foundation stone of railway bridge on Jaunpur-Mirzapur route, Sinha said that 40 per cent accidents took place while crossing unmanned crossing and 60 per cent lives were lost due to such incident. 

He said that to check the problem the ministry would construct 12,330 overbridges across the country. 

The minister said the cost would be shared by railway ministry and National Highway Authority of India in fifty-fifty ratio. 

Emphasising on increasing investment in railway, Sinha said that number of passengers has increased 16 times since independence. 

He said that railway safety and passenger facilities could be improved by increasing investment. 

The minister said that instead of approving new projects, railway was completing old ones.

At least 12 people died after two trains derailed within minutes of each other while crossing a small bridge in Madhya Pradesh late on Tuesday.

Kamayani Express, headed for Uttar Pradesh's Varanasi from Mumbai, was derailed near Harda town, 160km south of state capital Bhopal, just before midnight. Moments ago, the Janata Express (13201) en route to Mumbai from Patna had also derailed at the same spot.

The mishap took place at Kudwa, about 18km from the district headquarters Harda, which is between Bhirangi and Khirakia railway stations.

Piyush Mathur, chief public relations officer of the West Central Railway, said: "We have the unfortunate information that 12 deaths have taken place. We are still doing the search operation. Chances are less of this figure going up but still we can't say anything for sure."

Of them, four were women, two children and six men. There were reports that three more bodies were recovered. An official confirmation was awaited.

Mathur said the search operation had entered the "last stages",  even as rescuers grappled with darkness and inclement weather in search for survivors. 

Recounting the midnight horror, Manoj Mongi, a resident of Muzaffarnagar on board the Kamayani Express, said: "I was sleeping and suddenly I felt a jolt...I came out. I saw three women floating, but could not save them."

Tax consultant Shashi Bhushan Pandit, another passenger, said: "The water level on the track was almost waist-high. The current was swift...I cannot say how many people are trapped."

Although the exact reason behind the derailments is not yet known, railway officials said heavy rains in the past few days might have damaged railway tracks.  

"There was water on tracks and the bridge was submerged. So, the last bogies of Kamayani Express got derailed. Simultaneously, on the other track, the engines and coaches of the Janata Express also got derailed," railway spokesperson Anil Saxena said.

Some bogies of the Kamayani Express fell into the Kalimachak river, TV channels reported, though Madhya Pradesh chief secretary Anthony de Sa could not confirm the reports.

"However, we are not taking chances and have alerted army units in Bhopal and Mhow. We have requested the defense ministry for help from army too. Teams of National Disaster Response Force and the State Disaster Response Force have left for the spot," he told HT soon after the accident.

As the news of the accident broke, railways minister Suresh Prabhu tweeted: "Rushing emergency medical & other relief personnel to spot. darkness, water creating hurdles but ordered all possible help. Trying our best (sic)."

"Local villagers, Admn r  also in rescue operation. Everything that's necessary and possible being done. Constant in touch with CM MP & Rail off (sic)."

Meanwhile, traffic on both up and down lines has come to a halt.

India's railway network, one of the world's largest, is still the main form of long-distance travel in the country, but it is poorly funded and deadly accidents are frequent.

In 2012, a government report said almost 15,000 people were killed every year on railways, describing the deaths as an annual "massacre" due mainly to poor safety standards.

New Delhi: Next time when you lose your baggage while travelling by the Indian Railways, or need to claim compensation for accident victims, you may not need to run from pillar to post and wait for years before the cheque lands at your door. The largest transport network in the world has just decided to buy insurance cover for its passengers against possible baggage loss, and death.

State-run New India Assurance is the frontrunner for a tie-up with the Indian Railway Catering and Tourism Corporation (IRCTC), a unit of the Indian Railways which runs other businesses associated with the railways.

“We are very close to finalising the deal with IRCTC,” said an executive of an insurance company. “Premium will be based on the type of coach and number of hours of journey. IRCTC will have to upgrade the IT system to start selling insurance.”

The sum assured for the personal accident cover could be in the range of Rs 5 lakh to Rs 10 lakh depending on the class of travel. The baggage loss cover would range from Rs 5,000 to Rs 20,000, said those people.

Indian Railways, which carries more than 25 million people, often faces passengers’ ire when it comes to security of their belongings with theft a fairly regular issue in some parts of the country. Also, the poor state of infrastructure has led to high rates of accidents which have also led to loss of lives. The railways, under minister Suresh Prabhu, which is focusing on customer service, will be better positioned to redress grievances with insurance cover.

But the comfort of compensation will come with a price. Passengers will have to pay small amount as premium. Under the earlier arrangement, premium cost was borne by the railways.

Private sector companies are not very enthusiastic about the cover as the pricing could be inadequate to sustain the business.

“This has not been a profitable segment for insurance companies and railways opted to go without insurance for four years,” said a senior executive of a private sector insurance company. The bit and potentia for losses is very high. Even under schemes like Pradhan Mantri Jeevan Suraksha, the scope of claims are enormous.

The government has taken initiatives to provide social security cover for nominal amount under various schemes. Pradhan Mantri Suraksha Bima Yojana is the personal accident policy for sum assured of Rs 2 lakh for a nominal amount of Rs 12 a year. Similarly, life insurance policy Pradhan Mantri Jeevan Jyoti Bima Yojana for Rs 2 lakh is available for Rs 330.

NEW DELHI: Over 25,000 people died and 3,882 were injured in railway accidents in 2014, a government report has said. 

The National Crime Records Bureau (NCRB) report said 28,360 cases of 'railway accidents' were reported during the year, showing a decrease of 9.2% compared to 2013 (31,236 cases). 

The majority of railway accidents (61.6%) was due to fall from trains or collision with people on the tracks (17,480 out of 28,360 cases), the report said. 

Maharashtra reported the maximum such cases, accounting for 42.5% of total cases of fall from train or collision of trains with people. A railway official said most such cases were reported from suburban services in the state and railways was running a campaign to educate people not to cross the tracks. 

Of the total 25,006 deaths in railway accidents, 14,391 persons died due to either fall from trains or collision of trains with people on the tracks, accounting for 57.6% of total deaths in railway accidents.

A total of 469 cases of railway accidents occurred due to mechanical defects like poor design, track faults, bridge/tunnel faults during 2014. In Andhra Pradesh, 385 persons died in railway accidents due to mechanical defects. 

Sabotage by extremists/terrorists/others caused 13 and five railways accidents in Madhya Pradesh and Uttar Pradesh respectively that led to loss of 18 lives.

It was found that around 60 accidents were reported due to fault of drivers that killed 67 people.

The NCRB said 2,547 cases of 'railway crossing accidents' were reported which led to deaths of 2,575 people and injury to 126 people. Telangana (1,061 cases) reported the maximum number of railway crossing accidents, accounting for 41.7% of the total. 

The report also said that 836 deaths took place at unmanned railway crossings and 78.2% of such incidents were reported in Assam alone during 2014. 

Interestingly, most railway accidents (4,966 out of 28,360) were reported between 6 am and 9 am, accounting for 17.5% of the total. Between 9 am and 12 noon, 16.9% of railway accidents were reported.

Maharashtra reported the maximum accidents between 3 pm and 6 pm and between 6 pm and 9pm, accounting for 23.9% (11,902 cases) and 28.7% (13,927 cases) respectively.

JOHANNESBURG (AP) — A commuter train crashed into another passenger train during rush hour Friday in South Africa's largest city injuring more than 300 people, an emergency services spokeswoman said.

Nana Radebe, spokeswoman for Johannesburg Emergency Services, said 326 people were rushed to nearby hospitals with minor to serious injuries. No fatalities were reported.

"For now we have removed people with minor to serious injuries, but none critical," she said, adding that firefighters searched for commuters who may have been trapped inside the train cars.

The trains were on the same track, Radebe told The Associated Press, and it appeared that a traveling train collided with a stationary train.

"What we do know is that one vehicle rear ended the other," said Russel Meiring, a spokesman for ER24, a private emergency service.

Meiring said his crew counted more than 200 injured on the scene. Injured passengers were treated "absolutely everywhere" where paramedics could find space around the wreckage before being taken to hospital, Meiring said.

"The one train had stopped because of a signal when another came from behind us hooting and smashed into its back," one commuter told the African News Agency.

The accident happened at rush hour between two stations, with both trains traveling from the Johannesburg city center to the township of Soweto, said Lillian Mofokeng, the Metrorail spokeswoman for the Gauteng province.

The cause of the accident was unknown and authorities were still gathering information about the collision, Mofokeng said.

"Our priority right now is just to attend to the injured and then arrange alternative transport," she said. About 100 passengers who were not injured would be bussed home, said Mofokeng.

In April, two passenger trains collided south of Johannesburg, killing the conductor of one of the trains and injuring 241 people.

Russia to engage with India for development of High-speed Railway Network

India and Russia are in talks for its high-speed train network plans in India after the latter showed interest for a tie-up, a top railway official said here. Vladimir Yakunin, president of Russian Railways , said they were keen to tie up with Indian Railways for the planned high-speed rail links, as the country has expertise in this area.

Yakunin, who was talking to journalists on the sidelines of the St Petersburg International Economic Forum, said that India and Russia had a relationship in technological matters, both defence and civilian, and this is likely to continue in the future.

He said earlier he had himself held discussion at top level with Indian politicians and officials on improving the signalling and safety infrastructure in India, so that the accidents happening on the Indian Railways network could be avoided.

Yakunin told that the Russian Railways had some of the most advanced systems in place in these two areas, “but for some reason, there was no finalisation even after several rounds of talks two years ago”.

Yakunin, who has led the Russian Railways for the last 10 years, said discussions with Indian officials took place recently for a high-speed rail project in India, and “hopefully, something concrete should emerge soon”.

He said Russia already has several high-speed rail links and has plans to set up over 4,000 km of lines which can run trains at 400 km an hour. In addition, around 7,000 km of fast lines would be built that will be capable of running trains at 140 km to 200 km per hour.

Russian Railways is spread over 85,000 km and has 1.3 million employees. It carries around one billion passengers a year and 1.2 billion tonnes of freight, fourth highest in the world behind the US, China and India.

Central Railway starts rolling Special ICUs for accident victims

Mumbai: Train accident victims can expect faster treatment in case of accidents as Central Railway has deployed India’s first Intensive Care Unit on Rails ferry patients to its tertiary care hospital in Mumbai.

The fully -air-conditioned van all the facilities, including medical professionals and equipment, that one needs in the Intensive Care Unit. Member of Parliament Gopal Shetty commissioned this van in service on Moday.

CR’s General Manager S.K.Sood said, “As soon as accident take places, this van will be rushed to the site to shift people fast by rail to tertiary care hospital. It is ambulance on rail but each van being able to accommodate 7 to 8 people.”

The decision to introduce such facility was taken in the after-math of Roha derailment accident on May 4, 2014. Atleast, 22 people had died, mostly because of lack of adequate health care system in the vicinity of the accident site. Patients had to be rushed to Sion Hospital, which is almost 130 km from the Roha. It took more than 3 to 4 hours to reach the hospital, the delay proving fatal to many vicitims.

Sood said, “The van will be deployed ideally to ferry victims who are fall within the limit from 50 to 200 km. We plan to bring all such victims to Railway Hospital in Byculla.”

CR has developed two such van at its Matunga Workshop from the condemned AC coach that had had been pulled out of service. One more coach is also under development taking total number to three in future. These coaches can run at an maximum speed of 140 kmph.

Even relatives of the victims can accompany them in this van. A railway official said, “The ambulance an carry only one patient at a time and that too by road. More patients can be taken care in ICU van. It can be given green signal right through its journey the van is on emergency duty.”

CR has also plans to ferry accident victims by air ambulance but the proposal is yet to be approved by air ambulance.

CR has earmarked spot in its Nirmal Park railway colony at Byculla for landing of air-ambulance The railway colony in Bycualla is adjacent to its Railway hospital.

Two Dead and Six Injured in Derailment of Muri Express Train 

Enhanced Amount of Ex-Gratia of Rs. 2 Lakh to the Next Kin of the Dead Announced 

In Uttar Pradesh, ten coaches of train No.18101 Muri Express running from Tatanagar to Jammu derailed between Sirathu–Athsarai stations in Kaushambi district on Allahabad – Kanpur section of North Central Railways at around 2.00 PM today. One of these coaches was capsized. As a result of this accident, two persons died, one grievous injured and five received simple injuries. Injured passengers have been admitted to nearby hospitals. The accident site is about 60 kilometres from Allahabad. General Manger, North Central Railways, Division Railway Manager of Allahabad Division along with branch officer and doctors proceeded for the accident site immediately after the accident to ensure speedy rescue and relief operation.. Accident Relief Medical train and Accident Relief Train were immediately rushed to the accident site. 

The Minister of Railways Shri Suresh Prabhakar Prabhu, is constantly monitoring the situation personally and directed Chairman, Railway Board, Shri A.K.Mital, and Member Engineering, Railway Board Shri V.K.Gupta to rush to the accident site. He also directed the railway administration to effectively undertake rescue and relief operations and provide best medical care and all assistance to the injured. Shri Suresh Prabhu has announced an ex-gratia of Rs. 2/- lakh to the next kin of the dead, Rs. 50,000/- each to grievously injured passengers and Rs. 20,000 to those who sustained simple injuries. 

The Railway Minister Shri Suresh Prabhu is constantly in touch with the railway officials and local railway administration.

Nagpur railway tracks with two dead bodies

Two persons died when they were knocked down by running trains and their bodies cut off in pieces in separate incidents on Holi day. The deceased include Shankar Maundekar (65), resident of Shivnagar Vanjra, Kalamna, and the other being an unidentified man. Body of Shankar Maundekar was found lying on Kalamna-Koradi railway line in severed state. After receiving information about the body, API Makdum of Yashodhara Nagar Police Station reached the spot along with a team of policemen. After completing the paper formalities the cops sent body of Shankar Maundekar to Government Medical College and Hospital for post-mortem. A case of accidental death has been registered.

Another body of an unidentified man was found lying on Mankapur railway line near Sant Gyaneshwar Society. Koradi API Deshle and other policemen reached the spot and after preliminary investigation, sent the body to Government Hospital for post-mortem. Koradi cops have registered a case of accidental death and probing the matter further.
