Derailment of Jabalpur - Hazrat Nizamuddin Mahakaushal Express near Mahoba in Uttar Pradesh 

In Uttar Pradesh, an incident of derailment of Train No.12189 Jabalpur – Hazrat Nizamuddin Mahakaushal Express took place between Mahoba and Kulpahar Stations on Manikpur – Jhansi Section of Jhansi Division over North Central Railway at 2:27 hrs. on 30.03.2017. Eight rearmost Coaches of the Train derailed.(Four- AC Coaches, Two- Ordinary Second Class General Coach, One- Sleeper Class, One - Passenger cum Luggage cum Guard (SLR) Coach. 

Immediately, local ambulances were called and few injured were given first aid and some injured passengers were rushed to District Hospital, Mahoba. 

As per available information, there is no fatality and 13 passengers were injured out of which One person sustained fracture and Twelve received simple injury. 

Standard passengers of affected coaches were cleared by 4 buses specially arranged from accident site towards Jhansi and also by the front portion of the affected train which departed from accident site at 6.48 hrs along with 10 coaches towards Jhansi. 

Accident Relief Medical Van (ARMV) reached the site along with doctor, paramedical staff & officers. General Manager, North Central Railway and Divisional Rail Manager, Jhansi alongwith senior officers rushed for site immediately and supervised relief and rescue operations. 

Helpline Numbers were set up at 17 stations including Nizamuddin, Agra, Gwalior, Jhansi, Orai and Banda, Jabalpur stations to provide assistance to the Public. 

Adequate free catering arrangements (food packets, biscuits, Subzi Poori, Water Bottle, Tea, Milk, etc) were made at the site and at Jhansi station for passengers. A few trains have been cancelled and diverted. War footing Efforts have been made to restore the traffic on this section at the earliest. 

Ministry of Railways has announced an enhanced ex-gratia of Rs. 50000 for grievously injured and Rs. 25000 for simply injured passengers. 

Inquiry by a 5 member Senior Administrative Grade (SAG) level officers of North Central Railway has been ordered to find out the cause of the accident.

Trains Cancelled:-

1.Train No. 57156 Hyderabad-Gulbarga Passenger scheduled to depart Hyderabad at 17:25 hrs on 27thJanuary, 2016 is cancelled.

2.Train No. 57155 Gulbarga-Hyderabad Passenger scheduled to depart Gulbarga 03:45 hrs on 28th January, 2016 is cancelled.

 Trains Partially Cancelled:-

1.Train No. 67267 Warangal-Hyderabad MEMU Passenger will be short terminated at Secunderabad.

2.Train No. 67266 Hyderabad-Kazipet MEMU Passenger will start from Secunderabad instead of Hyderabad as per schedule.

MANGALURU: Railway traffic between the coast and Capital has been affected following derailment of a goods train between Yedakumeri and Siribagilu in the ghat section.

Railways said two wagons of a goods train derailed on Sunday night at around 8.10pm and a breakdown special train from Mangaluru has left for the accident spot at 8.45 pm.

The cement-laden goods train was transporting the cargo to Kozhikode in Kerala when the incident occurred. Following this, Train Nos. 16518/ 16524 Kannur/ Karwar -Bengaluru Express, scheduled to depart Mangaluru Central Station at 8.55 pm was halted. The authorities said there was no way the train could depart by the usual route since the track could not be made good for traffic since it had happened in remote part of the ghats only accessible by railway track.

Finally train 16518/ 16524 Kannur/ Karwar -Bengaluru Express left Mangaluru Railway Station at 11pm on the diverted route via Palakkad Junction, Salem and Omalur. The train ran to open timings with stoppages at Shoranur, Palakkad Junction , Erode, Salem and Omalur. Railways said arrangements had been made at Mangaluru Central to refund the ticket for those who wished to discontinue their journey.

New Delhi: The recent unusual spurt in the number of train accidents on Indian Railways, particularly cases of derailments, has come at a time the top management at the Railway Board is gripped in an unusual setting – the absence of a full-time Member (Traffic), who looks after safety related aspects, for more than seven months since February.

Currently, Additional Member-Traffic Transportation Kundan Sinha is looking after the role of Member Traffic as additional charge since 1 August. Before him, Additional Member-Commercial Ajay Shukla held the post of Member Traffic between February and July. The reason being, apparently there is not a single General Manager from the Indian Railway Traffic Service (IRTS) with the required level of experience vel of at present.

“The lack of a GM from the traffic service to fill up the post of Member-Traffic is attributed to the fact that traffic service officers are selected through the civil service where the average age of an officer is 27 years. This is three years more than the average age of an officer selected through the engineering service for other railway services,” explained a former railway board Chairman. “So, by the time an average traffic service officer reaches the eligible age for becoming a GM, he is already nearing retirement.”

A senior rail ministry official said there is availability of GMs from the traffic service but they lack the experience required to become Member-Traffic. “This is just a technical issue. It is not a problem as even an officer on additional charge works like a full-fledged Member-Traffic,” he said. He added safety-related matters are reported to both the Member-Traffic and the Chairman of the board. “But actually safety issues are addressed by all the departments including engineering, electrical and mechanical etc,” he said.

There is something else equally unusual in the top management at the railway board, the seat of administration of Indian Railways at the Rail Bhawan. The current Chairman of the board, A K Mital, is the first officer of the Indian Railway Stores Service (IRSS) to be heading Indian Railways in its 160 year-old history. Traditionally, officers from three services – Indian Railways Service of Engineers (IRSE), Indian Railway Service of Mechanical Engineers (IRSME) and Indian Railway Traffic Service (IRTS) — have risen to occupy the post of Chairman, Railway Board.

Before becoming the Chairman, Mital was Member-Staff at the railway board. He has also held other important positions in the past including GM-South Western Railway (SWR) along with the additional charge of GM at three other zonal railways. Addressing a media interaction last week, that followed rail minister Suresh Prabhu’s emergency meeting with all the GMs of zonal railways on safety, Mital had said the overall number of accidents has come down by 25 per cent to 54 in the current fiscal so far.

“But this does not mean the situation is okay. We are analyzing all the accidents to take corrective action. The analysis shows 40 per cent of these accidents were avoidable, meaning they occurred due to system failure including both equipment and employee,” he said, adding the margin to address issues of delays in taking corrective action has shrunk due to high capacity utilization of the network.

He also said funds were a constraint for system improvement but that issue is being addressed now. Post the GMs meeting, where Prabhu asked GMs to pull up efforts on safety improvement, the ministry has decided to seek around Rs 1 lakh crore assistance from the finance ministry for a Special Railway Safety Fund (SRSF). This comes within months of the presentation of the rail budget on 26 February in Parliament.

The GMs meeting had followed two train accidents within a day and at least eight derailments in the past nine months of 2015. Earlier this month, at least 42 people were injured after six coaches of the Chennai-Mangalore Express derailed in Tiruchi near Poovanaur district in Tamil Nadu. Also, two trains had derailed within minutes at the same spot near Harda in Madhya Pradesh in August claiming 29 lives. The year 2015 has so far seen eight train accidents due to derailments. Indian Railways investigating what Caused derailment train towards Jogeshwari Railway Station (Mumbai)

Indian Railways freight train derails in Mumbai

A major mishap was averted on Friday when three coaches of an Indian Railways freight train coming to Mumbai from Rajasthan derailed.

The incident took place at the Kandivli Railway Station of Borivli.

The train was coming from Banas and heading towards the Jogeshwari Railway Station, when three of its coaches derailed in the middle of Borivli-Kandivli railway track.

The derailment, however, did not claim any lives, nor did it disrupt the services of local trains. Cranes were used to get the three derailed train coaches back on track.

The coaches contained cement bags, which were transferred to a freight train going in the opposite direction to ensure clearance of the railway track and route.

Indian Railways is investigating what caused the derailment.

Goods train derails on Khurda Road Division of ECOR, trains diverted

Naraj Marthapur (NQR): A wagon of a goods train derailed at Marthapur in Cuttack district today, disrupting train traffic between Naraj and Dhenkanal in Odisha.

No one was injured in the accident involving the goods train which was carrying coal from Talcher to Jamanjodi in Koraput district.

Senior railway officials rushed to the spot and made arrangements for resumption of normal train services on the route by undertaking repair works, the officials said, adding services were restored five hours after the derailment.

However, some passenger trains like Bhubaneswar-Bolangir Inter City, Sambalpur-Puri Inter City and Angul-Puri Passenger had to be diverted through Nirgundi.

12 dead after MP twin train derailment, rescue operations on

At least 12 people died after two trains derailed within minutes of each other while crossing a small bridge in Madhya Pradesh late on Tuesday.

Kamayani Express, headed for Uttar Pradesh's Varanasi from Mumbai, was derailed near Harda town, 160km south of state capital Bhopal, just before midnight. Moments ago, the Janata Express (13201) en route to Mumbai from Patna had also derailed at the same spot.

The mishap took place at Kudwa, about 18km from the district headquarters Harda, which is between Bhirangi and Khirakia railway stations.

Piyush Mathur, chief public relations officer of the West Central Railway, said: "We have the unfortunate information that 12 deaths have taken place. We are still doing the search operation. Chances are less of this figure going up but still we can't say anything for sure."

Of them, four were women, two children and six men. There were reports that three more bodies were recovered. An official confirmation was awaited.

Mathur said the search operation had entered the "last stages",  even as rescuers grappled with darkness and inclement weather in search for survivors. 

Recounting the midnight horror, Manoj Mongi, a resident of Muzaffarnagar on board the Kamayani Express, said: "I was sleeping and suddenly I felt a jolt...I came out. I saw three women floating, but could not save them."

Tax consultant Shashi Bhushan Pandit, another passenger, said: "The water level on the track was almost waist-high. The current was swift...I cannot say how many people are trapped."

Although the exact reason behind the derailments is not yet known, railway officials said heavy rains in the past few days might have damaged railway tracks.  

"There was water on tracks and the bridge was submerged. So, the last bogies of Kamayani Express got derailed. Simultaneously, on the other track, the engines and coaches of the Janata Express also got derailed," railway spokesperson Anil Saxena said.

Some bogies of the Kamayani Express fell into the Kalimachak river, TV channels reported, though Madhya Pradesh chief secretary Anthony de Sa could not confirm the reports.

"However, we are not taking chances and have alerted army units in Bhopal and Mhow. We have requested the defense ministry for help from army too. Teams of National Disaster Response Force and the State Disaster Response Force have left for the spot," he told HT soon after the accident.

As the news of the accident broke, railways minister Suresh Prabhu tweeted: "Rushing emergency medical & other relief personnel to spot. darkness, water creating hurdles but ordered all possible help. Trying our best (sic)."

"Local villagers, Admn r  also in rescue operation. Everything that's necessary and possible being done. Constant in touch with CM MP & Rail off (sic)."

Meanwhile, traffic on both up and down lines has come to a halt.

India's railway network, one of the world's largest, is still the main form of long-distance travel in the country, but it is poorly funded and deadly accidents are frequent.

In 2012, a government report said almost 15,000 people were killed every year on railways, describing the deaths as an annual "massacre" due mainly to poor safety standards.

5 Empty Coaches of Coimbatore-bound Shatabdi Express derail in Chennai

Chennai (MAS): Five empty coaches of Coimbatore-bound Shatabdi Express today derailed in Chennai, Southern Railway officials said.

The incident happened early this morning when the train was being moved from the yard to the platform when five coaches derailed at Basin Bridge, but there were no casualties, they said.

The train, which was scheduled to leave at 7:15 am, later proceeded to Coimbatore at around 10.30 am after a delay of over three hours, they added.

The incident comes close on the heels of the derailment of Bengaluru-Chennai Mail last week.

Major Railway Accidents during the last five years - Causes and measures

In a recent Action Taken Report, government had called for zero-discharge toilets on all passenger trains

Dirty railway tracks and piles of garbage alongside the tracks have not only presented an ugly side to the travelling public but also posed serious safety problem to the Indian Railways. But it turns out that the excreta falling directly on the rails from the coaches is a major cause of corrosion of rail foot, leading to rail fractures and derailments.
While admitting that the number of derailments have increased on account of rail or weld fractures, the Railways have pointed out that the major cause of rail fractures is corrosion of rail foot due to dropping of excreta from the coaches directly on the rails.

In the Action Taken Report (ATR) on the recommendations of the 21st report of the Standing Committee on Railways on "Major Railway Accidents during the last five years — Causes and Remedial Measures" which was tabled recently in Parliament, the government said that all passenger train coaches need to be fixed with zero-discharge toilets to get rid of the problem of corrosion of rails.

Other measures, listed by the government, to protect the rails from corrosion include developing corrosion-resistant Nickel-Chromium-Copper rails and Copper-Molybdenum rails which are still under trial in different zonal railways; anti-corrosive bituminous painting of rails, greasing and sealing of liner contact area on corrosion prone areas. The Railways have also commissioned a study on rail corrosion due to micro-organisms and remedial measures to the Centre of Elecro-Chemical Research Institute (CECRI).

The ATR said complete mechanisation of track maintenance and construction had been planned. It said that increase in speed, axle loads and volume of traffic required greater maintenance efforts and superior quality of maintenance.

The report noted the Standing Committee's concern that poor maintenance of track was the major cause of derailment. It wanted the Railway Ministry to take proactive steps, including introducing technological innovations to improve tracks and regular inspection to ensure rail-worthiness of tracks. In 2013-14, the total number of consequential accidents due to track defects were 19 and out of these eight were due to poor maintenance of tracks.

While presenting this year's Rail Budget in the Lok Sabha last month, Railway Minister Suresh Prabhu had kept the focus on cleanliness of trains and stations and augmenting existing facilities for the passengers. The budget proposed to replace existing toilets with 17,388 bio toilets and bring out design for vacuum toilets in six months.
