Central Railway will run Additional Ganpati Special Trains between Lokmanya Tilak Terminus and Thokur to clear the extra rush of passengers during Ganpati Festival 2022. The details are as under:-

01153 special will leave Lokmanya Tilak Terminus at 22.15 hrs daily from 13.8.2022 to 11.9.2022 (30 services) and will arrive Thokur at 16.30 hrs next day.

01154 special will leave Thokur at 19.30 hrs daily from 14.08.2022 to 12.09.2022 (30 services) and will arrive Lokmanya Tilak Terminus at 13.25 hrs next day.

INSTRUCTIONS TO PASSENGERS BOARDING TRAIN FROM MAHARASHTRA

The Government of Karnataka o­n 28.06.21 has taken special surveillance measure to contain the surge of COVID-19 has issued circular that negative RT-PCR certificate not older than 72 hours or vaccination certificate of at least o­ne dose of COVID 19 vaccine shall be compulsorily produced by the passengers coming to Karnataka from Maharashtra.

As such passengers boarding train from Maharashtra to Karnataka are requested to have negative RT-PCR certificate not older than 72 hours or vaccination certificate of at least o­ne dose of COVID 19 vaccine before boarding.

Refund of ticket fares for trains cancellation on account of COVID-19

1)In pursuance of Railway Board’s instructions, Southern Railway is arranging full refund to ticket fares for trains cancelled after 22/03/2020 o­n account of COVID-19

2)The refund of ticket fares are being granted o­n line at www.irctc.co.in for all tickets o­n the website.

3)Passengers may note that for counter tickets, 100% refund will be made available for all the cancelled trains (After 22/03/2020) upto 180 days from the date of journey.  Hence, there is no urgency to come to the counters.

4)In view of the current situation of the COVID-19 pandemic in Tamil Nadu, the refund for stations in Tamil Nadu and Pondicherry will be disbursed slightly later in a staggered manner.  This is in order to ensure that social distancing norms are not violated by queues at various stations for disbursal of the refunds.  The dates for starting refunds at Stations in Tamil Nadu and Pondicherry will be intimated shortly

5)The following procedure will be followed for tickers booked at Counters in Kerala and Karnataka

The refunds will be made available in a staggered manner a shown below so as to minimize the queues at the counters and to ensure social distancing for the protection of our customers.

In spite of challenges due to lockdown to prevent the spread of Covid-19 virus, the wheels of freight and parcel trains o­n SWR move o­n for transportation of essential commodities and materials to all parts of the country.Railways continue to play a significant part in making sure that essentials are transported to all places during the lockdown.The life line of the nation has by its network reached every nook and corner of the country during the lockdown and provided essentials and medicines during the Covid-19 pandemic.

From transporting raw materials and essential commodities, Bengaluru Division of SWR is now achieved a milestone by loading Automobiles from Bengaluru (Dodballapur) to Kanakpura in Rajasthan.Railway is the preferred mode of transport and after persistent follow-up, Bengaluru Division of SWR has o­n 29.04.2020 loaded o­ne rake of NMG wagons carrying 175 tractors for M/s. TAFE (M/s Tractors and Farm Equipments Ltd.) from Dodballapur Railway station for a distance of approx 2158 Km to Kanakpura. The wagons were loaded by M/s TCI Logistics.
With the success of the first load of tractors consignment which is a win for both Automobile manufacturers, their customers, today SWR has loaded another load of NMG rakes i.e. second lot of 175 tractors were loaded from Dodballapur Railway station to Kankaria near Ahmedabad in Gujarat. These tractors will help the farmers, especially both in Rajasthan and Gujarat in plowing their fields in the coming Kharif sowing season with minimum labour.
SWR is running freight and time-tabled parcel trains even o­n those routes where demand is less so that essentials and emergency medicines reach the entire network of the country. Coordination is being done between state government and Railways to ensure that all essential goods are loaded/unloaded without delay.

Survey ordered for new Railway Line from Latur Road to Gulbarga

MUMBAI: Chief minister Devendra Fadnavis has thrown his weight behind the laying down of the new railway line from Latur Road to Gulbarga junction in Karnataka.
In a letter addressed to Union railway minister Piyush Goyal, the CM has pushed for the new railway line while expressing the state government’s resolve to bear 50% of the total cost of the project. In his official remark on the letter, the railway minister has ordered an immediate survey of the new railway line that has been demanded.
The new line has also received recommendation from state cabinet minister Sambhaji Patil-Nilangekar, who is the guardian minister of Latur district.
“Sambhaji Patil-Nilangekar has brought to my notice that a new railway line connecting the Gulbarga junction with Latur Road station, will help to reduce the present rail travel distance by 150km and the travel time by around three hours. This will also become an alternate route to the existing single line between Latur Road and Vikarabad junction,” said Fadnavis, adding that the new line will reduce fuel consumption to a large extent.
Requesting an order for the immediate survey for the new line, the CM has said that he may consider sharing 50% of the cost to initiate the new railway line.
Welcoming the proposal to start a new railway line from Latur Road to Gulbarga, railway activist Raj Somani said that the letter written by the CM to the Union railway minister also mentioned a new line from Rotegaon-Kopargaon and Aurangabad-Chalisgaon.
“The new railway line from Latur Road to Gulbarga is projected to be like the Rotegaon-Kopargaon and Aurangabad-Chalisgaon lines. We demand the speedy completion of these two lines as well,” he said. A new line on the 22km route between Rotegaon-Kopargaon has been one of the most sought after routes in the region. A survey of the proposed route was in progress after the necessary sanction was received in 2017-18. If it comes up, the route will considerably reduce the travel time to Shirdi via Aurangabad and will also ease congestion on the busy Manmad junction.

The formation of a special purpose vehicle (SPV) for city’s suburban rail network will be discussed in detail at a meeting between the State government and the Railway Minister and other officials scheduled to be held in a few weeks time, City Development Minister K.J. George said here on Thursday.
At a preliminary meeting with Union Minister D.V. Sadananda Gowda, railway officials, and other State government officials, Mr. George said that a draft document for the formation of the SPV — which will execute the Rs. 9,000-crore suburban rail project for the city— has been submitted to the Centre. “We will follow this up with the Centre. One of the bottlenecks with regard to the SPV is the cost sharing ratio and the issue of who would repay the amount borrowed,” Mr. George added.
Currently, the Union government has proposed a 20:20:60 policy in which both Union and State governments would contribute 20% each while 60% of the cost would be raised from loans. While Karnataka is proposing that the repayment of the loans also be split between Centre and State, the Central policy says that the States have to bear the cost of the repayment. “We are also requesting that the fares for the services operated by the SPV be fixed by the SPV itself and not linked to Indian Railways fares. This will help us to avoid operational losses. We will discuss all these issues in New Delhi,” Mr. George said.

Government are pleased to sanction increase in the rates of Dearness Allowance to Teaching Staff who are on UGC/AICTE/ICAR scales of pay and to judicial officers on NJPC pay scales from the existing 119% to 125% of the basic pay with effect from 1st January 2016.

2. For the purpose of this order, the term “Basic Pay” means, the pay drawn by a Government employee in the UGC/AICTE/ICAR and NJPC scales of pay applicable to the post held by him.

3. Basic pay shall not include any other emolluments.

4. Government are also pleased to sanction increase in the rates of Dearness Allowance to NJPC Pensioners/Family Pensioners from the existing 119% to 125% of the basic pension/family pension with effect from 1st January 2016.

5. The increase in Dearness Allowance admissible under this order is payable in cash until further orders.

6. The payment on account of Dearness Allowance involving fractions of 50 paise and above shall be rounded off to the next rupee and fractions less than 50 Paise shall be ignored.

7. The Dearness Allowance will be shown as a distinct element of remuneration and will not be treated as pay for any purpose.

Weekly Train to Mangaluru via Coastal Districts of Karnataka?- The Udupi Railway Yatri Sangha

The Udupi Railway Yatri Sangha has urged the Western Railway to introduce a weekly train from Bandra Terminus in Mumbai to Mangaluru, via Vasai Road Junction, for the benefit of people living in the three coastal districts of Karnataka.

In a press release issued here, R.L. Dias, president of the Udupi Railway Yatri Sangha, said that a large number of people from Udupi, Dakshina Kannada and Uttara Kannada districts were either employed or had business establishments at the 16 suburban railway stations between Dadar and Naigaon in Mumbai on the Western Railway section. These people had to struggle to return to their native places as there were only two trains starting from Lokamanya Tilak Terminus and Chatrapati Shivaji Terminus in Mumbai. Both these stations were at the southern end of Mumbai.

It would take nearly one-and-a-half to two hours to reach these stations through the busy highway by autorickshaw or taxi.

Hence, for the benefit of these people living on the Western Railway section of Mumbai, the sangha had been urging the Western Railway to start a weekly train from Bandra Terminus to Mangaluru, via Vasai Road Junction since 2006.

To this request, the Western Railway had replied that due to mail/express and suburban trains, there was no extra track and therefore, the request to start a train from Bandra Terminus to Mangaluru was not feasible.

Later, an extra track was laid from Borivali to Vasai Road Junction. Besides, the Western Railway also ran two special trains — Bandra Terminus - Vasai Road - Madgaon (bi-weekly) and Bandra Terminus-Vasai Road-Madgaon (tri-weekly) during Ganesh and Onam festivals, this year. When the Western Railway rejected the sangha’s demand how was it possible for it to run the two special trains upto Madgaon?, he asked.

High Court Judge trashes Selection of Halt Agents through Draw of Lots by Kids

Bangalore: The Karnataka High Court has struck down as unjust and illegal the railways’ selection of halt agents through draw of lots by children.

Halt agents are locals appointed on contract to issue tickets on a commission basis at small railway stations. When there’s more than one applicant, the railways usually resorts to the lottery system.

“According to the guidelines, a shortlist has to be drawn up by the selection committee. But the act of selecting the person for appointment is left in the hands of a child, and to the hands of fate. The person to be appointed is merely selected through a lottery. To say the least, there is no logical justification for adopting such a procedure where the selection to a post is left to fate and to fortuitous circumstances,” Justice Raghvendra S Chauhan observed recently while quashing the appointment of one SN Sathesha, as halt agent of Beeranahalli railway station, KR Pet taluk, Mysuru district.

The petitioner, BP Nagaraju Gowda, had challenged the condition mentioned in the railways’ advertisement of April 13, 2013, that the selection for the post of halt agent shall be done through a lottery system where a child would draw the lots.

The judge said the selection process ignores the requirement of merit. “It ignores the requirement of eligibility and suitability… Such a selection process is tantamount to shooting in the dark. Thus, the selection itself is unjust, unfair and unreasonable,” Nagaraju Gowda said.

“To say the least, the selection process has to be fair, just and reasonable. It can neither be arbitrary, nor unfair, nor capricious. Even if the selection process is for a temporary post, it has to satisfy the constitutional mandate of equality of opportunity. The procedure mentioned above clearly violates Article 16 of the Constitution,” the judge further said.

However, the judge declined to accede to Gowda’s prayer for regularizing his services as he had put in 25 years’ service, citing a division bench verdict holding that no master-servant relationship existed between the railway administration and the halt agent

Isolux Corsan Consolidates its Railway Business in India with the Award of 3 Electrification Contracts

Isolux Corsan, the global benchmark critical infrastructure contractor, has been selected by Rail Vikash Nigam Ltd (RVNL), Special Purpose Vehicle (SPV) wholly owned by Government of India under National Railway Board, for the design and construction of Over-Head Equipment, Traction Substations and associated intelligent railway operations systems in the major railway sections in State of Rajasthan, Karnataka and Telengana.

The contract includes the engineering, procurement, construction, testing and commissioning of Over-Head Equipment, Switching Stations, Traction SubStations, SCADA, signalling, Telecommunication, Buildings and other associated works. The three projects involve 563 km of railway electrification and five traction substations.

Isolux Corsan
The company will design and build a total of 563 Km of Over-Head Equipment, including five Traction SubStations and associated intelligent railway operations systems, in the States of Rajasthan, Karnataka and Telengana.

These three major rail electrification contracts awarded to Isolux Corsán, strengthens its position in India, where the Group is already a relevant player in the areas of T&D and transport infrastructure.
The Electrification work includes Traction Substations and 25 kV AC Over-Head Equipment (OHE). Signalling and Telecommunication work includes Automatic Signalling, Electronic Interlocking, Train Detection using Multi Section Digital Axle Counters (MSDAC) and OFC based communication system. The Building works include Station Buildings, Substations Control Room buildings and Staff Quarters.

One project is located in section Rani to Swarupganj, in Ajmer Division of North Western Railway in the State of Rajasthan, including one Traction Substation and a total of 198 Km of High Rise (7.2m contact wire height) Traction Over-Head Equipment.

The other two projects are located in the State of Karnata-Telengana. One project is in the Hubli Division of South Western Railway. The works will be done in sections Hospet to Kudatini and Toranagallu to Ranjitpura, with a total of 187 Km of Track Railway Electrification and two Traction Substations. The other project is in the Guntakal Division of South Central Railway. The works will be done in section Kudatini to Guntakal, with a total of 178 Km of Track Railway Electrification and two Traction Substations.

These projects are part of a massive investment plan conceived by Government of India for rail sector to eliminate capacity bottlenecks on Golden Quadrilateral and Diagonals to provide strategic rail communication links to ports, construction of mega-bridges for improving communication to the hinterland and development of multi-modal transport corridors. This initiative has been given the name of National Rail Vikas Yojana.

These three major rail electrification contracts awarded to Isolux Corsán strengthens its position in India, where the Group is already a relevant player in the areas of T&D and transport infrastructure, the latter, with projects awarded over 120 million Euros.

Isolux Corsán is firmly established as a leading specialist in High Speed railway throughout the world, with over 2,000 Km of high-speed railway electrification already in operation.

A joint venture between the Railways and the Karnataka government, the original project involved construction of 329 bridges and 29 tunnels, and required felling of more than 2.5 lakh trees on 965 hectares of forest land.

The Rs 2,315-crore Hubli-Ankola railway line, cutting across the Western Ghats in Karnataka, has been shown the red signal by a Supreme Court panel on forest and wildlife, which said that the project’s “huge and irreparable” ecological impact would “far outweigh” its “actual tangible benefits”. 

Last August, Railways Minister D V Sadananda Gowda, who is also a senior BJP leader from Karnataka, had claimed that he was in touch with Environment Minister Prakash Javadekar on the issue and that the 168-km rail link project — conceived in 1998 primarily to transport iron ore from the Bellary-Hospet mines — would be cleared in a year. However, in its report submitted earlier this month, the Supreme Court’s Central Empowered Committee (CEC) underlined that the net present value of the modified requirement of 727 hectares of forest land for the project works out to Rs 7,426 crore ? more than triple the project cost. 

“These figures most effectively demonstrate the extraordinary high ecological and economic value of the forest land involved in the project,” it said, recommending that the apex court may direct the Environment Ministry not to reconsider or approve the project it had earlier rejected. MoEF officials refused to comment as the matter was sub-judice. A joint venture between the Railways and the Karnataka government, the original project involved construction of 329 bridges and 29 tunnels, and required felling of more than 2.5 lakh trees on 965 hectares of forest land. The proposal was rejected by the Environment Ministry in 2004 but revived with modifications in 2006. Pushing the rail link in 2008, the Karnataka government claimed it was “inevitable that the Western Ghats has to be pierced through at some point to ensure this connectivity between coastline and eastern plains of the state.”

The CEC’s opinion follows a series of adverse reports the project has attracted since its foundation stone was laid by then prime minister A B Vajpayee in May 2000. In 2002, the Karnataka forest department observed that no national interest would be served by dissecting the forest landscape of Uttara Kannada with a new rail link when the potential of the existing alternatives such as Hubli-Vasco, Hospet-Chennai and Hospet-Vizag lines was yet to be tapped fully due to the low volume of iron ore traffic. It further reasoned that the deposit of Bellary-Hospet itself would not last beyond 20 years, making mining economically unviable. But by then, the Railways had already started work on the project in a non-forest stretch. In 2003, the then Karnataka forest chief reiterated that “the forest and terrain really do not permit a railway line” but the proposal “has to be considered in the light” of “more than one commitment” already made by the state government and the Railways Ministry. Submitting the proposal to the Union Environment Ministry, Karnataka’s then principal secretary (forest) acknowledged that the rail link “will further fragment the forest and expose fresh areas to anthropogenic pressure”, before concluding that “these appear inevitable given the importance of the line”. 

In May 2004, the Forest Advisory Committee (FAC) of the Environment Ministry observed that the project “for transporting mainly iron ore has not much justification” while “this will simply be a tragedy on the prime forests of the Western Ghats. Accordingly, the ministry rejected the proposal. In the following months, the Railway Ministry mounted pressure, underlining the importance of the project in view of increasing global demand for iron ore. In September, the FAC asked the Karnataka government to critically revise the proposal. The Railway ministry modified the proposal in 2005, reducing the forest land requirement to 720 hectare. In 2006, two NGOs approached the CEC which found that though the project was rejected, work was in progress on a 40-km non-forest stretch. 

Before CEC could take action, 80 per cent of earth and bridge works up to 47 km between Hubli and Kiravatti was complete. In 2011, the state government engaged the Indian Institute of Science (IISc) to prepare a technical report. Recommending a Rs 450-crore mitigation plan, the IISc report said in 2012 that the proposed link would cut through a key elephant corridor and trigger conflict, while removal of trees would lead to a loss of 2.25 lakh tonnes of carbon and annual sequestration potential of upto 3,696 tonnes. Between 2006 and 2013, the CEC held seven hearings and meetings on the project. During this period, the Railways proposed to implement the project in stages while Karnataka further reduced the total forest land requirement to 687 hectare. Dismissing the reduction in forest-land requirement, the CEC said that “no amount of mitigation measures would be adequate to contain the severe adverse impact on the biodiversity-rich dense forest of Western Ghats.” However, it said that the MoEF may divert five hectares of fringe forest land for the Hubli-Kalaghati stretch of the proposed link as sought by the Railways if the latter confirmed that the segment would be commercially viable by itself.

The Dudhsagar Railway Station situated near Castle Rock Station comes under the Uttara Kannada District of Karnataka State under South Western Railway’s jurisdiction, is not opened for public and the Station is prohibited for common Public for alighting and boarding Trains.It is observed that a large number of people access the Dudhsagar waterfalls by travelling in Goods Train or by Trekking along the Railway Track or by alighting from Express Train with unscheduled stoppage.Recently, such unruly crowd resorted to stone pelting, climbing on the Train Engine thereby disrupting the Train services and endangering the safety of other passengers.

The Dudhsagar Station is not having any amenities to cater to Passengers.The Trains are stopping at Dudhsagar station only for Railway technical reasons and not for any passengers.It is highly unsafe for the Public to access Dudhsagar through Railway means.

Hence, SWR is hitherto warned that Trekking along Railway Track or Trespassing on Railway area and endangering safety of passengers is an offence and violators will be prosecuted under Sections 147, 151, 152 & 153 of Indian Railways Act, 1989.Besides,unlawful entry into Goods Train/Engine/Express Trains(forcibly at non-designatedStations) is also an offence and violators will be prosecuted under Sections 147, 156 & 174 of the Indian Railways Act, 1989.

SWR is requesting the Public to co-operate with the Railways to reach you safely by maintaining the track and tunnels in the Ghat section in a good fettle.

SOUTH WESTERN RAILWAY TO CHANGE NAMES OF19 RAILWAY STATIONS IN KARNATAKA STATE

The names of 19 Railway stations in the Karnataka State will have to be changed to their new names, as per notification issued by the Indian Railway Conference Association(IRCA), New Delhi.With this effect, a letter was issued by Secretary General of IRCA, to the Chief Commercial Manager, South Western Railway, Hubballi.

The following will be the altered names of stations (old names indicated in brackets) :-- 
  1. Bengaluru Cantonment(Bangalore Cantonment); 
  2. Bengaluru City Junction (Bangalore City Junction); 
  3. Bangaluru East (Bangalore East); 
  4. Ballari Cantonment(Bellary Cantonment); 
  5. Ballari Junction(Bellary Junction); 
  6. Vijayapura (Bijapur); 
  7. Belagavi (Belgaum); 
  8. Chikkamagaluru (Chikkamagalur); 
  9. Mysuru(Mysore); 
  10. Mysuru New Goods Terminal (Mysore New Goods Terminal);
  11. Hosapete‘D Cabin (Hospet ‘D’ Cabin); 
  12. Hosapete(Hospet); 
  13. Shivamogga Bidare (Shimoga Bidare); 
  14. Shivamogga H (Shimoga H); 
  15. Shivamogga Town(Shimoga Town); 
  16. Hubballi Junction(Hubli Junction); 
  17. Hubballi South(Hubli South); 
  18. Hubballi Shops (Hubli Shops); & 
  19. Tumakuru(Tumkur). 
Accordingly, SWR has started the work of change of new name boards replacing the old boards.It may take some time to change the display names on both sides of the station, on the official letterheads, on trains, on tickets, parcel offices, booking offices, catering stalls, etc.The work of changing names ofStations’ boards has already begun.
