Karnataka: SPV for suburban rail network on the cards

The formation of a special purpose vehicle (SPV) for city’s suburban rail network will be discussed in detail at a meeting between the State government and the Railway Minister and other officials scheduled to be held in a few weeks time, City Development Minister K.J. George said here on Thursday.
At a preliminary meeting with Union Minister D.V. Sadananda Gowda, railway officials, and other State government officials, Mr. George said that a draft document for the formation of the SPV — which will execute the Rs. 9,000-crore suburban rail project for the city— has been submitted to the Centre. “We will follow this up with the Centre. One of the bottlenecks with regard to the SPV is the cost sharing ratio and the issue of who would repay the amount borrowed,” Mr. George added.
Currently, the Union government has proposed a 20:20:60 policy in which both Union and State governments would contribute 20% each while 60% of the cost would be raised from loans. While Karnataka is proposing that the repayment of the loans also be split between Centre and State, the Central policy says that the States have to bear the cost of the repayment. “We are also requesting that the fares for the services operated by the SPV be fixed by the SPV itself and not linked to Indian Railways fares. This will help us to avoid operational losses. We will discuss all these issues in New Delhi,” Mr. George said.

Suburban train passengers may soon get a Rail Card in place of monthly season tickets which they can also use for some retail therapy.The public sector transporter is in talks with 31 banks to firm up the co-branding proposal, a senior Railway Ministry official said.
An estimated 1.1 crore passengers use local trains daily across the country.
According to the plan, there will be three types of Rail Cards – gold, silver and platinum.
While the silver card will be for monthly pass holders, gold cards will be issued to passengers opting for six-month duration pass. Platinum card is meant for year-long pass holders.He said discussions are on with 31 banks including SBI, ICICI, HDFC and PNB for the co-branding exercise. “Banks have shown keen interest in the Rail Card project and accordingly agreements will be signed.”
The Rail Card will be launched in Mumbai as a pilot project before the facility is extended to other places.Nearly 7.5 million commuters use suburban train service in Mumbai every day and is called the city’s lifeline. Suburban train service is a key mode of transport in Kolkata and Chennai as well.Indian Railway has already launched a mobile application for paperless unreserved tickets for suburban system.Offering Rail Card replacing monthly pass is a step further towards providing more facilities to passengers, he said.

CHENNAI: Purchase of season tickets using UTS mobile app, to travel in suburban trains in Chennai, has picked up since the facility was introduced in November 5. Around 600 season tickets have been bought since it was introduced.
Commuters will be able to buy and renew season tickets using the app downloaded on a smartphone without the hassle of standing in a queue before counters at stations.
Railways have also tweaked the geofencing system of the app that bars people from purchasing regular suburban tickets while inside a railway station.
Railways hopes that more people are expected to avail of the facility in the coming days. There are six lakh season ticket holders.

Ministry of Railways had in the last Budget revised the price of Platform ticket from Rs.5 to Rs.10 with a view to control the rush on platforms. However the objective could not be realised as passengers started purchasing the minimum single journey second class tickets priced at Rs.5 in lieu of the Platform ticket.
Therefore, Railways have now decided to increase the minimum chargeable fare from Rs.5 to Rs.10.It will be effective from 20/11/2015 to make it at par with the Platform ticket charges. To begin with this will be applicable only to Second class Non-suburban services only. It is hoped that this step will bring down the rush on the platforms to manageable levels.

Soon, Insert Coins and Cash Into Machines to Get Train Tickets
CHENNAI: Suburban stations in Chennai will soon get Automatic Ticket Vending Machines (ATVM) where commuters can insert Rs 5 and Rs 10 coins and get tickets within 60 seconds.
This is a part of the Railway Ministry’s plan to reduce the time spent by customers standing in serpentine queues to procure tickets at station counters. This is the second such scheme for commuters in the Chennai suburban train network, after the mobile-ticketing facility was introduced earlier this year.
An official circular from the Railway Board stated that platform and unreserved tickets can be procured from the Cash-Coin and Smart Card operated Ticket Vending Machines (CoTVM), which will be unmanned. Officials of the Madras Division of Southern Railway indicated that the headquarters had been notified and the machines would be in place by next month. “We have zeroed in on a few locations. Initially, there might be a provision for only first-class tickets as we would be trying out the machines on a pilot basis,” said an official.
As per the official procedure, the CoTVM will have slots to accept Rs 5 and Rs 10 coins as well as notes of denomination from Rs 5 to Rs 1,000. Instructions will be displayed on the machine to indicate which notes and coins would be accepted.
The passenger would have to submit the exact ticket fare in notes and coins inside the machine within 60 seconds. In case the entire amount has not been inserted within the stipulated time, the transaction will be cancelled and the amount will be returned.
No additional booking charge will be taken for tickets bought from the CoTVM. The printed ticket will have all the details similar to those obtained from the counter. Season tickets, platform tickets, second-class tickets for maximum of four passengers and first-class ticket for one passenger can be bought from the CoTVM, said the official circular. The machines would also have a provision for booking tickets using smart cards, which can be procured only from specific railway counters.
The CoTVM is likely to attract the majority of the one million daily commuters, who don’t have access to smartphones and continue to spend at least 10 minutes in the queues at ticket counters during peak hours. “CoTVM corrects one major flaw of the mobile-ticketing system. Season tickets can’t be procured through m-ticketing. They form around 60 per cent of the daily commuters. CoTVM will offer them that facility,” an official stated.

Mumbai: After the paperless ticketing application failed to make a mark, railway officials in the city are on the edge over the introduction of cash/coin ticket vending machines (CTVM), which are slated to arrive in the city next month. Around 70 of the machines will be given to the Central Railway (CR) while 40 will be given to the Western Railway (WR) to be operated on the Mumbai suburban.
“The cash–coin ticket vending machines are slated to come in by next month, but after the performance of the paperless ticketing application on the WR, we are afraid that these machines too will not help in reducing lines at the ticket window. In fact, the paperless ticketing app has seen only 2,000 tickets being sold per day while the eight lakh commuters who buy the ticket at the counter are still doing so for reasons unexplained,” said an official, on the condition of anonymity.
The CTVMs had, in 2007, already been introduced with one machine installed at Chhatrapati Shivaji Terminus (CST) and the other at Churchgate. The experiment had flopped after the machine at Churchgate broke down while the CST one is barely being used as many commuters have said they tend to get confused by it.
“A few changes have been made to this machine like the addition of the feature where you can recharge your smart card and the instead of seven steps to buy a ticket, only four steps are provided in the new machines, thereby reducing the time at the machine,” added the official. Union railway minister Suresh Prabhu announced an increase the presence of CVTMs on platforms in the railway budget presented in February of this year.
Currency coin cum card operated automatic ticket vending machines is an unmanned self-operated kiosk which can be operated by passengers to buy unreserved tickets through currency/coins as well as smart cards. It also accepts currency/coin of all denominations of Rs 5 and above. CCoTVMs will reduce long queue at the ticket counters.

PAPERLESS TICKETING FACILITY EXTENDED TO COVER THE ENTIRE SUBURBAN NETWORK OF CHENNAI
Southern Railway has successfully expanded the facility of Paperless Ticket on Mobile which was inaugurated by the Hon’ble Railway Minister on the 22nd of April, 2015. This facility is now available for suburban ticket booking over the entire network which extends from Chennai Beach to Gummidipoondi, Chennai Beach to Tiruvallur, Chennai Beach to Velachery and Chennai Beach to Chengalpattu. Passengers having the ùtsonmobile app’ on their smart phones will now be able to book their suburban journey tickets from any station to any station on the suburban network and carry the ticket on their phones.
Passengers who have booked suburban tickets through this app. must on demand show their tickets, available on their phones, to the ticket checking staff. Otherwise they will be treated as travelling without ticket. With this, the Mobile Ticketing Application is fully functional and will issue paperless tickets only. Chennai is the first city to have this facility on Indian Railways and this is the first step towards the Hon’ble Railway Minister’s initiative of Òperation Five Minutes’.

The facility for booking unreserved suburban tickets on mobile phones was introduced on Southern Railway on 15.01.2015 with 5 stations on the sub-urban network selected from where journeys can commence.
With effect from 28.02.2015, 13 more suburban stations will be enabled for this application. This means that passengers can now book suburban tickets through this application for journeys commencing from any of the 18 stations detailed below.

Passengers may be aware that the charging of Railway Wallet can be done on-line through the IRCTC payment gateway as well as across the counter. After booking a ticket on their mobile phones, the passenger must go to an ATVM at the journey originating station and get a printout of the ticket. Passengers cannot travel without this printed ticket on the trains.

Mumbai: The Central Railway (CR) has seen ticket sales worth Rs 18,000 via mobile ticketing since between December 27 last year and January 28 this year. The sales have been generated from 20 stations where mobile ticketing have been initiated after railway minister Suresh Prabhu inaugurated the initiative on December 27 at Dadar.
“Around 314 commuters have taken the R-wallet since it was launched and they have recharged the wallet 49,100 times,” said an official.
Officials said that they are still waiting for the initiative to pick up speed within the public and have been advertising mobile ticketing via jingles as commuters tend to listen to the radio while travelling. “The initiative will take time to catch on and once people get used to the application they will fully realise its benefits,” the official added.
The CR had started the initiative in CST, Dadar, Thane and Kalyan, and later added a number of other stations. It plans to implement the facility on all its stations, said CR chief commercial manager, R.D. Sharma. “We are gradually increasing the number of stations that have the mobile ticketing facility. We are hoping that within three months we will cover all the stations,” he added.
However, the R-Wallet does have its problems. One of them is that it requires a minimum balance of Rs 100. Deepti Khera, who travels from Kharghar to Sandhurst, said, “I tried the application at Belapur, but didn’t have a call balance of Rs 100. I think they should try to bring it down to Rs 50 at least.”
