Protestors said they wanted to draw attention to daily problems
It wasn't exactly TGIF for Mumbai this morning. Local trains were running nearly 20 minutes late because in Mumbai's neighbouring Thane district, angry commuters blocked the tracks because trains running into the heart of the city- the Chhattrapati Shivaji Terminus or CST, the main station - were delayed.

Railways Minister Suresh Prabhu appealed for cooperation as the police went to the location of the protests to clear the tracks.

The morning's demonstration began at about 5:30 am when a train pulled in 20 minutes later at the Badlapur station in Thane. Passengers stepped onto the tracks, cutting them off for trains.

By 11 am - much after rush hour ended, the trains were back on schedule.

Mumbai: The CST-Panvel elevated corridor looks financially riskier than its Bandra to Virar counterpart, railway sources have said. Railway officials have started worrying because according to the preliminary findings of the feasibility report, there is a 12 to 13 per cent decrease of the CST-Panvel corridor’s financial returns in the first year that the corridor will be operational.

The railways had decided to finance the CST-Panvel elevated corridor along with the state in a 51 per cent to 49 per cent ratio. But railway officials said the 51 percent from their end now works out to more than Rs 8,000 crore, which is more than was expected. To add insult to injury, the financial returns from fares expected have come down as well. “We expected a return of 55 per cent of the cost it will take to run the corridor in the first year that it will be operational, but now when we are actually crunching the numbers and preparing the final feasibility report, it seems the percentage has dropped to 42-43 per cent,” said a railway official on the condition of anonymity.

This means that the CST-Panvel project, which was once the ‘viable’ one in terms of completion, has become a source of worry for railway officials.

“The Virar corridor seemed to be more problematic since as a result of the state’s own Metro project from Colaba to Seepz, the railways has had to curtail the project in terms of starting from Churchgate, to now starting it from Bandra instead,” added the official. “Another reason for thinking that the CST-Panvel corridor was more feasible was that there is less land acquisition as compared to the Bandra–Virar corridor, and even if the acquisition is done to a great extent for the latter, the prices of the land in the western suburbs is much more than that on the Harbour and Navi Mumbai line,” he said.

Mumbai: The Mumbai Port Trust (MbPT) has given in-principle approval for the CST-Panvel corridor on its land on the condition that the railways build a station there.

MbPT chairman Sanjay Bhatia said, “We have given in-principle approval on the condition that a railway station be built here for commuters who will visit the area after it is redeveloped with promenades, landscaping and entertainment and leisure activities.” The master plan for the port land redevelopment project is still on the drawing board.

“We do not mind adding more stations if its serves MbPT’s purpose,” said Prabhat Sahai, Managing Director, Mumbai Railway Vikas Corporation (MRVC). The agency has planned 11 stations on the 47-km railway corridor. The Rs 15,000-crore project is crucial to reduce the burden on the saturated Harbour line corridor, which only has slow lines.

MRVC has also changed the alignment for the CST-Panvel fast corridor. “We now plan to build the corridor along Mansion Road instead of P D’Mello Road till Reay Road,” said an MRVC official. The agency feels that it will be easier to execute the project via Mansion Road as it sees less traffic compared to PD’Mello Road and even the relief and rehabilitation work will be easier on Mansion Road.

The detailed project report on the new alignment is being prepared. “From CST (near platform no. 18), the alignment will pass via Mansion Road, enter railway land at Reay Road and then follow the existing alignment till Mankhurd,” said the official. The corridor will be elevated up to Kurla and move on the ground level from Mankhurd. As suggested by Cidco, the corridor will be built along Palm Beach Road.

The CST-Panvel fast corridor is expected to have 21,000 peak hour-peak direction trips by 2019 and 39,000 by 2031. MRVC expects 30% shift from the suburban line and 20% from road traffic once operations begin on the corridor.

Extension of 22101/22102 LTT - Manmad Rajya Rani Express extended to CST Mumbai-Bookings already open.

EXTENSION OF 22101/22102 RAJYA RANI EXPRESS FROM LOKMANYA TILAK TERMINUS TO CHHATRAPATI SHIVAJI TERMINUS FROM 12.10.2015

Ministry of Railways have decided to extend Train No. 22101/22102 Lokmanya Tilak Terminus - Manmad Rajya Rani Express upto Chhatrapati Shivaji Terminus Mumbai with effect from 12.10.2015. 

The details of timings after extension will be as under-

Train No. 22101 will leave Chhatrapati Shivaji Terminus at 18.50 hrs (instead of LTT at 19.00 hrs) with effect from 12.10.2015 and arrive Manmad at 23.25 hrs.

Train No. 22102 will leave Manmad at 05.25 hrs with effect from 12.10.2015 and arrive Chhatrapati Shivaji Terminus at 10.07 hrs (instead of LTT at 09.50 hrs) 

Subsequent to extension w.e.f. 12.10.2015 -

1. There will be no change in scheduled timings and halts between Manmad and Kalyan.

2. The halt at Thane will be withdrawn permanently in both directions.

3. No halt between Kalyan and Chhatrapati Shivaji Terminus Mumbai. 

However a temporary halt at Thane has been provided o­n the dates mentioned below to facilitate passengers to detrain / entrain as passengers already booked by this train for Thane station.

Train No. 22102 Ex Manmad will halt at Thane on 15.10.2015, 19.10.2015, 22.10.2015, 12.11.2015, 13.11.2015, 3.1.2016 and 18.1.2016 (7 days).

Train No. 22101 Ex CST Mumbai will halt at Thane on 18.10.2015, 10.11.2015 and 22.11.2015 (3 days).

CM Devendra Fadnavis chairs rail meet, decides to fast-track state railways. State Rail Infrastructure to get boost with new body in three months

Mumbai: The Maharashtra government and the ministry of railways will be setting up Maharashtra Railway Infrastructure Development Corporation (MRIDC) within three months to provide a boost to railway infrastructure projects in the state. The decision was taken in a review meeting held by chief minister Devendra Fadnavis on Wednesday.

The CM held discussions with the General Managers of both the railways (Central and Western) and Mumbai Railway planning body Mumbai Rail Vikas Corporation (MRVC) on Wednesday and formally announced the formation of MRIDC within the next three months.

Central Railway GM Sunil Kumar Sood has said that the state was briefed about the air-conditioned locals that are supposed to come on the Harbour and the mainline soon. “We were asked about how we were supposed to go about getting AC coaches for the CR. We said that the last and the first three coaches on the Harbour line would be air-conditioned, while the middle compartments will be replaced with AC ones on the mainline,” said Mr Sood.

Among the projects discussed was the Rs 2826 crore Ahmedanagar-Beed-Parli new corridor which the government wants to complete by March 2019. As reported earlier, the railways has already set out tenders of almost Rs 300 crores for the project which the state government is banking on in a big way to clear its electoral prospects in drought-hit Marathwada. The state government also assured the railways that the land acquisition for the Wardha-Yavatmal-Nanded line will be completed by July 2016. The line will be a connector between Vidarbha- from where chief minister Fadnavis hails- and Marathwada.

The feasibility of a major source of future revenue in the Dedicated Freight Corridor (DFC) that will pass through Panvel was also asked. “We were asked about the progress of the DFC as well as the 5th and 6th line between Kurla and CST and we did tell them about the issues of land procurement on this line,” he added. n Turn to Page 7

While the Western Railway (WR) were asked about the delayed arrival of their very own AC train, WR GM G.C. Agarwal said, “We have told them that the coach is being readied in Chennai and expected in November but we have also informed that there is no definitive timeline for the arrival. Eventually the train will be put for public use after two-three months of the trains arrival since we will also do the needed trials.”

Mr Agarwal also mentioned that important land procurement issues for the sixth line of WR was discussed and the state has duly noted the problem and said that they will look into the issue.

MRVC chief managing director Prabhat Sahai who was also present at the meeting said that it was review meeting and a formal announcement of the company, “It was a way for the state to be updated before the launch of the company in three months,” said Mr Sahai.

The meeting also stressed on the fact that the Virara-Vasai-Diva-Panvel suburban corridor, expected to cost upwards of Rs 10000 crores at current prices, should be speeded up and should be included in the next railway budget for the financial year 2016-17.

A long-pending plan, to connect Bandra Terminus and the Western Express Highway, was also discussed. This has been a long-time demand of Western Railway and a couple of years ago the construction department of WR and the Maharashtra State Road Development Corporation (MSRDC) had discussed three options.

The high-power meet also dicussed ways to bring about uniformity in various infrastructure plans so that the construction of the Navi Mumbai airport as well as the elevated CST-panvel corridor could be done in tandem.​

10 ADDITIONAL GENERAL SECOND CLASS COACHES IN GANPATI SPECIAL TRAINS

Railways have decided to attach two General Second coaches each in following trains to clear the extra rush of passengers during the Ganpati Festival - 2015.

1) 01001 CSTM-Madgaon special six days a week (except Thursday)will leave CST at 00.20 hours from 11.09.2015 to 29.09.2015 with two general second class coaches o­ne from Thane and half coach from Panvel(first from engine).

2) 01033 CSTM-Madgaon weekly special will leave CST o­n every Thursday at 00.20 hours from 10.09.2015 to 01.10.2015 with two general second class coaches o­ne from Thane and half coach from Panvel(first from engine).

3) 01095 Dadar-Sawantwadi special Tri-weekly will leave Dadar at 07.50 hours o­n every Sunday, Tuesday and Friday from 10.09.2015 to 29.09.2015 with two general second class coaches o­ne from Thane and half coach from Panvel (first from engine).

4) 01005 LTT-Madgaon special will leave LTT at 00.55 hours six days a week (except Thursday) from 08.09.2015 to 28.09.2015 with two general second class coaches o­ne from Thane and half coach from Panvel (first from engine).

Mumbai: After the paperless ticketing application failed to make a mark, railway officials in the city are on the edge over the introduction of cash/coin ticket vending machines (CTVM), which are slated to arrive in the city next month. Around 70 of the machines will be given to the Central Railway (CR) while 40 will be given to the Western Railway (WR) to be operated on the Mumbai suburban.

“The cash–coin ticket vending machines are slated to come in by next month, but after the performance of the paperless ticketing application on the WR, we are afraid that these machines too will not help in reducing lines at the ticket window. In fact, the paperless ticketing app has seen only 2,000 tickets being sold per day while the eight lakh commuters who buy the ticket at the counter are still doing so for reasons unexplained,” said an official, on the condition of anonymity.

The CTVMs had, in 2007, already been introduced with one machine installed at Chhatrapati Shivaji Terminus (CST) and the other at Churchgate. The experiment had flopped after the machine at Churchgate broke down while the CST one is barely being used as many commuters have said they tend to get confused by it.

“A few changes have been made to this machine like the addition of the feature where you can recharge your smart card and the instead of seven steps to buy a ticket, only four steps are provided in the new machines, thereby reducing the time at the machine,” added the official. Union railway minister Suresh Prabhu announced an increase the presence of CVTMs on platforms in the railway budget presented in February of this year.

Currency coin cum card operated automatic ticket vending machines is an unmanned self-operated kiosk which can be operated by passengers to buy unreserved tickets through currency/coins as well as smart cards. It also accepts currency/coin of all denominations of Rs 5 and above. CCoTVMs will reduce long queue at the ticket counters.

Railways have decided to shift the Terminals of the following trains to and from Patliputra w.e.f. 1.1.2016.

1) 12141 Lokmanya Tilak Terminus-Rajendra Nagar (T) Express leaving LTT o­n 30.12.2015 will arrive at 4.15 hrs. at Patliputra instead of Rajendra Nagar Terminus on 1.1.2016 and the same rake will work as 12142 at 11.10 hrs. from Patliputra on 1.1.2016 for Lokmanya Tilak terminus.

2) 12149 Pune-Patna Express leaving Pune on 30.12.2015 will arrive Patliputra at 4.00 hrs. instead of Patna on 1.1.2016 and the same rake will work as 12150 Ex. Patliputra at 22.50 hrs. on 1.1.2016 for Pune.

3) 12295 Bangalore - Patna Sanghmitra Express leaving Bangalore on 30.12.2015 will arrive Patliputra at 9.20 hrs. instead of Patna on 1.1.2016 and the same rake will work as 12296 Ex. Patliputra at 19.45 hrs. on 1.1.2016 for Bangalore.

Mumbai: The railway board recently cleared a cost escalation of Rs 300 crore to speed up the 27-km Belapur-Seawoods-Uran suburban railway line project, which will provide connectivity to newly developed areas in Raigad district. This increases the cost of the much-delayed project from Rs 1,450 crore to Rs 1,780 crore.

Railway officials said this was down to inflation, a delay in land acquisition, and other reasons. “The railway board approved revised estimates of the project last month,” said a senior railway official.

The Central Railway undertook the project to provide rail connectivity to trans-harbour town Uran and its surrounding areas, which have seen rapid development since the Jawaharlal Nehru Port came up. The line is expected to cut travel time to Uran, which is 95km from Mumbai.

The project was launched in July 1997 and was originally expected to cost Rs 495 crore.  The project is a joint venture between the Indian Railways and the City Industrial Development Corporation (CIDCO), which will share the cost. But 18 years later, officials have not been able to acquire all the land required for the project. A railway official said Cidco was supposed to hand over a 3-km stretch that is under the forest department, but is yet to do so.

Railway officials said the plan was to split the project into two phases — Seawoods to Kharkopar and Kharkopar to Uran. They plan to complete the first phase by mid-2017 and the next by the end of 2018.

The railway line will have 11 new 12-coach suburban trains – the cost of which is included in the project’s budget – and 10 stations en route.

While the project was proposed in 1997, CIDCO has invited possible designs for stations on the railway corridor only in 2014; project will then be undertaken in two phases ending in 2017 and 2018.

However, it is only now 18 years later that the project have finally seen the light of day, with the planning agency accepting design proposals for stations on the corridor and Railway Board giving clearances for the Budget.  CIDCO officials told that during the Bidding stage, they have received applications from six design consultancies for designing the stations on the corridor, which will connect residents of Jawaharlal Nehru Port Trust (JNPT), Uran, to Mumbai and Thane by rail.

S.A.Bokade, Superintendent Engineer (Railway projects) at CIDCO, said, “we have suggested that the designers come up with designs by the January this year with their techno-commercial quotations for the project, based on which we have taken a final decision based on the design and the cost estimates.” This development followed a series of hurdles that the project has met with over the years including major roadblock it cleared in acquisition of a 4-km stretch of land between two of the stations, Kharkopar and Ranjanpada, which is why the civic body has divided the project into two phases.

Of the 27-km corridor, the first phase covers five stations Seawoods, Sagar Sangam, Targhar, Bamandongri and Kharkopar. While Seawoods station has already been developed, the designers have been asked to submit proposals for the remaining four in the first phase. Approximately 4-km stretch between Kharkopar and Ranjanpada stations has also been acquired finally from the forest department. Hence we are currently speeding up the first phase of the project,” said Bokade.

Central Railway will operate Mega Block o­n its suburban sections for carrying out maintenance work on 23.8.2015: -

THANE - KALYAN DN FAST LINE FROM 10.30 AM TO 3.00 PM

Dn fast services leaving Chhatrapati Shivaji Terminus Mumbai from 9.37 am to 2.25 pm will halt at Ghatkopar, Vikhroli, Bhandup and Mulund stations in addition to their respective scheduled halts. Dn fast services beyond Thane will be diverted o­n Dn slow line between Thane and Kalyan stations halting at all stations and will arrive destination 20 minutes behind schedule.

Up fast line services leaving Thane station from 10.46 am to 3.28 pm will halt at Mulund, Bhandup, Vikhroli, Ghatkopar and Kurla stations in addition to their respective scheduled halts and will arrive destination 15 minutes behind schedule. 

Dn Mail/Express trains leaving Thane from 11.21 am to 2.43 pm will be diverted o­n Dn slow line between Thane and Kalyan Stations.

Reschedule of Express Train - 16345 Dn Netravati Express scheduled departure 11.40 am o­n 23.8.2015 is rescheduled to leave Lokmanya Tilak Terminus at 2.30 pm.

MASJID-CHUNABHATTI & VADALA ROAD-MAHIM UP AND DN HARBOUR LINES FROM 11.30 AM TO 3.30 PM
     
All Dn harbour line services to Bandra / Andheri leaving Chhatrapati Shivaji Terminus Mumbai from 10.48 am to 3.33 pm and UP harbour line services for Chhatrapati Shivaji Terminus Mumbai leaving Bandra / Andheri from 10.40 am to 3.45 pm will remain suspended.

Dn Harbour line services to Vashi / Belapur /Panvel leaving Chhatrapati Shivaji Terminus Mumbai from 11.09 am to 3.45 pm and Up harbour line services for Chhatrapati Shivaji Terminus Mumbai leaving Panvel/Belapur/Vashi from 10.08 am to 2.49 pm will remain suspended.

However, Special services will be run between Panvel and Kurla (Platform No.8) during the block period.

Harbour line passengers are permitted to travel via Main Line and Western Railway from 10.00 am to 6.00 pm.
            
Due to these blocks, suburban trains are likely to be more crowded than usual. Passengers are requested not to take any risks while travelling. They are also requested to avoid travelling on foot board, roof top of locals and not to board extremely over crowded trains. Passengers are requested to bear with the Railway Administration for the inconvenience caused.

Extension of Temporary Coaches In few Express Trains to Generate 3800 AC Chair Car Seats

With a view to clear extra rush of passengers, SCR will extend the run of temporarily Coaches attached to the following express trains as detailed below:-

1.The extra Coach of one AC Chair Car Coach, attached to Tr. No.12747 / 12748 Guntur-Vikarabad-Guntur Palnadue Express to run till 6th August, 2015, is now extended to run till 15th August, 2015, generating 1296 AC Chair Car Seats.

2.The extra Coach of  two AC Chair Car Coaches, attached to Tr. No.17618 / 17617 Nanded- CST Mumbai –Nanded Tapovan Express to run till 6th August, 2015, will continue run up to 17th August, 2015, generating 2592 AC Chair Car Seats.

These additional Coaches will generate 3888 AC Chair Car Coaches.

4 SPECIAL NIGHT TRAFFIC BLOCKS BETWEEN BADLAPUR AND VANGANI

Central Railway will operate special night traffic blocks between Badlapur and Vangani for removal of off loaded structures o­n Up & Dn lines from 03.20 hrs to 04.00 hrs (40 minutes) from 5.8.2015 to 8.8.2015 (4 days).

There will be no repercussion o­n Suburban Trains due to this block. 

DIVERSION OF MAIL/EXPRESS TRAINS:

Train Nos. 18519 Vishakhapatnam - Lokmanya Tilak Terminus Express, 12702 Hyderabad - Chhatrapati Shivaji Terminus Hussainsagar Express and 11306 Solapur - Chhatrapati Shivaji Terminus Express will be diverted via Karjat-Panvel-Diva and will arrive   15 minutes behind schedule.

Train No. 12702 & 11306 will halt at Diva for the benefit of Kalyan bound passengers. 

Passengers are requested to kindly bear with administration for the inconvenience caused. Passengers are also requested to please note that Train No. 11028 and 11020 will run o­n proper path o­n 5.8.2015 and 6.8.2015 instead of diverted route as notified earlier.

Wi-Fi at Railway Stations

Railway proposes to provide Wi-Fi in all A1, A & B category stations on Indian Railways. There are total 709 such stations on Indian Railways (A1-75, A-332 and B-302) including 34 stations in Gujarat and 45 stations in Maharashtra.

 Trials for provision of Wi-Fi at stations with no Capital investment from Railways have been conducted. These trials were conducted to find a suitable business model to sustain the system.

At present, the Wi-Fi facility has been provided at 11 stations on Indian Railways as detailed below:-
(1) CST Mumbai, Central Railway
(2) Howrah, Eastern Railway
(3) New Delhi, Northern Railway
(4) Varanasi, Northern Railway
(5) Ghazipur, North Eastern Railway
(6) Chennai, Southern Railway
(7) Secunderabad, South Central Railway
(8) Ahmedabad, Western Railway
(9) Agra Cantt., North Central Railway
(10) Bengaluru, South Western Railway
(11) Madgaon, Konkan Railway.

 ‘A1’ & ‘A’ category stations are likely to be completed in next two years and ‘B’ Category stations would take another one year.
This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Lok Sabha .
