Survey ordered for new Railway Line from Latur Road to Gulbarga

MUMBAI: Chief minister Devendra Fadnavis has thrown his weight behind the laying down of the new railway line from Latur Road to Gulbarga junction in Karnataka.
In a letter addressed to Union railway minister Piyush Goyal, the CM has pushed for the new railway line while expressing the state government’s resolve to bear 50% of the total cost of the project. In his official remark on the letter, the railway minister has ordered an immediate survey of the new railway line that has been demanded.
The new line has also received recommendation from state cabinet minister Sambhaji Patil-Nilangekar, who is the guardian minister of Latur district.
“Sambhaji Patil-Nilangekar has brought to my notice that a new railway line connecting the Gulbarga junction with Latur Road station, will help to reduce the present rail travel distance by 150km and the travel time by around three hours. This will also become an alternate route to the existing single line between Latur Road and Vikarabad junction,” said Fadnavis, adding that the new line will reduce fuel consumption to a large extent.
Requesting an order for the immediate survey for the new line, the CM has said that he may consider sharing 50% of the cost to initiate the new railway line.
Welcoming the proposal to start a new railway line from Latur Road to Gulbarga, railway activist Raj Somani said that the letter written by the CM to the Union railway minister also mentioned a new line from Rotegaon-Kopargaon and Aurangabad-Chalisgaon.
“The new railway line from Latur Road to Gulbarga is projected to be like the Rotegaon-Kopargaon and Aurangabad-Chalisgaon lines. We demand the speedy completion of these two lines as well,” he said. A new line on the 22km route between Rotegaon-Kopargaon has been one of the most sought after routes in the region. A survey of the proposed route was in progress after the necessary sanction was received in 2017-18. If it comes up, the route will considerably reduce the travel time to Shirdi via Aurangabad and will also ease congestion on the busy Manmad junction.

Shri Anant Geete, Minister for Heavy Industries said that Kharkopar will be the  center for development due to all the connectivity. He said that the railways provided the cheapest, safest and fast travel facilities as 'Maha Mumbai' was being developed. He thanked the Chief Minister, Minister of Railways & Coal and the Railways for the developmental work.
Shri Piyush Goyal while addressing the gathering said that the Pen-Panvel electrification work has been completed 9 months before schedule of July 2019.  He congratulated the Central Railway and CIDCO officials for working in tandem to complete the Nerul/Belapur-Kharkopar (Phase 1) of Nerul/Belapur-Uran line thereby connecting the Kharkopar area to Mumbai City.  He also said that it is expected to completely electrify the remaining section of Central Railway in a year’s time. 
Shri Devendra Fadnavis, in his address said the Mobility in Transport is the important factor in projects.  He thanked the Minister of Railways for allotting funds in the budget for Maharashtra more than double in comparison to previous years. He also mentioned about the various works done by Railways in Maharashtra in last few years with tremendous speed.
Background Material
Nerul / Belapur – Uran Railway project was envisaged to accelerate the growth of Navi Mumbai by providing direct access between Uran town, JNPT and newly developed area of Mumbai Metropolitan region as well as Greater Mumbai. The cost of project is being shared by Railways and CIDCO in the ratio of 33:67 %.The stretch from Nerul to Kharkopar and Belapur to Kile Jn. have been completed.
Salient features:

Phase-I from Nerul/ Belapur to Kharkopar: 12.4 km (double line)
Phase-II from Kharkopar to Uran: 14.3 km (double line)
Total Cost of Project : Rs.1,782 Crore
Inaugural suburban services between Nerul/Belapur and Kharkopar stations are being opened for passenger traffic on 11.11.2018 (Sunday) and the regular services will commence from 12.11.2018 (Monday). The new Electrified BG double line suburban corridor starts from Nerul (PF 4/5) to Kharkopar. Other line starts from Belapur (PF 4) and joins o­n Nerul-Kharkopar line at Kile cabin.
Total 40 services will be run between Kharkopar and Nerul/Belapur stations w.e.f.12.11.2018. 10 pair of services will run between Nerul and Kharkopar stations and 10 pair of services between Belapur and Kharkopar stations.
Railway Electrification of Panvel– Pen section consisting of 35 Route Kilometer/74 Track Kilometer was sanctioned as a part of the Panvel-Pen-Thal section of the Mumbai Division, Central Railway.  The project has been completed with erection of more than 2000 OHE masts & 100 OHE portals/Booms with 23 special structure arrangements o­n 10 bridges and a tunnel. 
Railway Electrification Mission 2022 was launched for cent percent Electrification of Indian Railway network from present level of 46 percent, to provide a pollution free, energy efficient and economical Rail transport. The newly electrified Panvel – Pen double line section (35 Route Kilometers) is a Gateway to connect Western ghat and Konkan Railway network and is a part of the o­nly leftover non-electrified Panvel-Pen-Roha (75 Route Kilometer) main line section of Mumbai Division, Central Railway. With completion of the Panvel-Pen Railway Electrification project, electric commuter train services, popularly called as MEMU are being introduced for the public residing in Raigarh and Alibaug District to connect them to Mumbai Metropolitan City and will usher a new era of prosperity and development to this area.
The work o­n the project commenced from Sept’2017 and completed in Oct’2018. With sustained monitoring of all project activities like supply of men, material and machinery with planned traffic blocks, etc., the project was completed without cost overrun and 9 months before the target date of July 2019.
Total 8 MEMU services will be run between Vasai Road-Diva-Panvel-Pen w.e.f 12.11.2018.
Dedication of Passenger Amenity items i.e. Lifts, Escalators, FOBs, etc.
·New Platform at Parel station. Parel area is famous for medical facilities to patients coming from all over India. Famous hospitals are – TATA memorial Hospital (for Cancer treatment), KEM hospital, Wadia Hospital (for Children), Global hospital, MGM hospital, Haffkine Institute, Veterinary hospital etc. Parel area has rapidly transitioned from a primarily mill area to o­ne of the most upmarket office and residential destinations in the city. To manage the substantially increased number of passengers in Parel station, a separate new platform has been provided for Down line slow trains (towards Kalyan).  Thus, congestion at platform has been significantly reduced.
·6 Foot Over Bridges i.e. at Sewri, Mumbra, Bhandup, Parel, Kalva and Ghatkopar. Since 2014, total 64 FOBs have been constructed and work is in progress for 40 more FOBs o­n Central Railway.
·Raising of Platform height to 900 mm at all 273 platforms of suburban stations.
·41 escalators at 23 stations viz. Lonavala (02), Nahur (01), Currey Road (01), Thane (02), Ghatkopar (02), Kalva (01), Byculla (02), Mulund (01), Matunga (01), Sewri (01), Ambernath (01), Kalyan (02), Vadala Road (03), Asangaon (03), Kasara (01), Mankhurd (02), Shahad (01), Dadar (02), Chembur (02), Karjat (01), Diva (01), Chhatrapati Shivaji Maharaj Terminus (02), Lokmanya Tilak Terminus (06).Since 2014, total 71 Escalators are provided and work is in progress for 44 o­n Central Railway.

Maharashtra CM lays foundation for rail coach factory at Latur
Latur, Maharashtra, Mar 31 (UNI) Maharashtra Chief Minister Devendra Fadnavis laid the foundation stone for the multi-crore rail coach factory at Sports Complex in Latur on Saturday.
The function was presided by Railway Minister Piyush Goyal.
State Minister for Labour, Skill Development and Guardian Minister Sambhaji Patil-Nilangekar, Woman Welfare Minister Pankaja Munde, MP Sunil Gaikwad, MLA Amit Deshmukh, City Mayor Suresh Pawar, among others, were present.
The project is expected to generate direct and indirect employment for 25,000 to 30,000 in phased manner.
Land at Harangul Budruk village located the outskirt of city has been acquired and state government and railway ministry have already signed MoU in this regards.

MUMBAI: Even as the controversy over land acquisition in AareyBSE 2.39 % colony , earmarked for the Metro-3 -Colaba-Bandra-Seepz line continues to rage, `Metro Man' E Sreedharan has written to Maharashtra Chief Minister Devendra Fadnavis asking him to intervene in clearing the decks for a carshed in Aarey . 

Sreedharan, who has been credited with building the Konkan Railway as well the Delhi Metro system, said the Metro-3 "is the most difficult Metro project undertaken in this country yet".

Seeking the government's final clearance for the Aarey carshed to be built in Goregaon, Sreedharan has written, "Metro projects are environmentally most friendly and setting up a carshed in Aarey is not going to be a threat either to the government or to the eco system.The main objection would be against cutting of trees, for which compensatory afforestation on a liberal scale can be insisted upon." 

Sreedharan had written to Fadnavis in February , arguing that the deadline for completion of the Metro 3 -which is 2020 -can be met only if work commences on the carshed immediately.

Mumbai: Prime Minister Narendra Modi’s flagship bullet train connecting Mumbai and Ahmedabad is too ‘posh’ to roll into the Lokmanya Tilak Terminus in Kurla. In a meeting with the chief secretary and the Chief minister, Union Railway Ministry officials turned down Maharashtra’s offer to shift the terminus for India’s Rs. 98,000-crore bullet train to Kurla on grounds that the suburb is “too down-market and packed with slums” to accommodate a high-profile project of national importance such as the bullet train.

In a meeting with Union Railway Ministry officials on Tuesday, Chief Minster Devendra Fadnavis offered the additional vacant area around the LTT as an alternative to central business district of Bandra-Kurla Complex (BKC) but the officials turned it down saying the proposed station’s popularity may take a hit if it were to be Kurla instead of posh BKC, senior officials said.

Among all of Mumbai’s suburbs, Kurla has the highest number of slum settlements, with encroachment and illegal construction rampant. According to the 2001 census, the suburb, spread over 15.88 sq km, has as many as 232 notified slum settlements home to 6.59 lakh people. This is over 80 per cent of the total population of 7.78 lakh in the central suburb.

Confirming the Railway’s reluctance to move into Kurla for a project like the Bullet Train, state Chief Secretary Swadheen Kshatriya said their adamance had put a hurdle in the project’s progress. “By saying Kurla is too down market and packed with slums for a high-profile project, they are overlooking the fact that acquisition of land is not an issue since they are themselves the owners. The Chief Minister also conveyed to them we could invest in sprucing up Kurla, widening roads and removing congestion if need be,” Mr. Kshatriya said. He added the Railways will have no choice but carry out a feasibility study at Kurla. “Also, it is not as if Kurla is too far from Bandra for them to raise an objection.”

Maharashtra and the Railway Ministry have been at loggerheads over finalising a location for the station where the high-speed train would terminate. While the Railways have been insisting that the Mumbai station be constructed underground at BKC, the state has turned down the proposition on the ground that a state financial centre has been planned on the same land.

The construction of the train network is slated to start in 2018, and is likely to pass under the sea through a 21-km tunnel starting from Thane creek. Keeping in mind the importance of the project, the Railways have already formed a National High Speed Rail Corporation Limited, a special purpose vehicle (SPV) with a paid-up capital of Rs 500 crore. Both Maharashtra and Gujarat have equity of 25 per cent each in the SPV.

The construction of the station or the commercial structure will not be borne by the state government, the Japan International Cooperation Agency (JICA) has informed the state. The JICA has agreed to finance 81 per cent of the total project cost; in other words, provide a soft loan of Rs 79,380 crore. The total cost of the project is Rs 98,000 crore. The Japanese agency has promised to provide the latest version of the Sinkansen bullet train, promising to cover the 508-km distance between Mumbai and Ahmedabad in about two hours at more than 300 km per hour.

Mumbai: The World Bank has shown interest in funding the city’s public transport infrastructure, including two Metro Railway projects planned in the western suburbs.

Going by the talks between World Bank MD Ms.Mulyani Indrawati and Chief Minister Devendra Fadnavis held on Tuesday, the funding may be extended for the 20-km D N Nagar-Dahisar (W) corridor, which will cost around Rs 4,388 crore, and the 16.5-km Andheri (E)-Dahisar (E) corridor, which costs an estimated Rs 4,183 crore.

She spoke to female commuters en route to understand their woes during commutation on Tuesday. She promised all support to upgrade Mumbai’s railway infrastructure.

Indrawati is on a three-day visit to India to explore opportunities for collaboration, a World Bank release had said on Monday. She is accompanied by Annette Dixon, the Bank’s Vice President for the south Asia region.

Indrawati said the bank would extend long-term loans to major transport infrastructure projects in the city and the rest of Maharashtra and was also positively considering its support for the two Metro projects on priority. The three local lines – the Western, Central and Harbour lines – together carry more than 10 million passengers a day, making the lifeline of the commercial capital that is home to close to 19 million people (in the island city alone) while the number of people in the Mumbai metropolitan region is well over 30 million.

The 32-km Colaba-Bandra-Seepz underground Metro corridor, which costs around Rs 24,000 crore, has already received funding from the Japan International Cooperation Agency. The detailed project report of another corridor between Kasarwadalavali and Wadala via Thane and Ghatkopar, which is estimated to cost around Rs 25,000 crore, is being drawn up to attract financers.

On Tuesday, Indrawati, who is also chief operating officer of World Bank, sought feedback from woman passengers while travelling on one of the Bombardier rakes that were recently procured under the Mumbai Urban Transport Project-II. “I travelled in the women’s compartment of a local train from Churchgate to Andheri. The commuters told me that they really appreciated the new trains, but raised concerns about security.” She also expressed the World Bank’s interest in getting involved in MUTP-III.

Among the issues raised by the commuters were better ventilation and security on trains and improved sanitation on railway premises. “There should be better ventilation as it becomes difficult to travel in crowded compartments during peak hours,” said commuter Roshni Bagdi, who lives in Andheri. Another commuter Jayshree M added, “The toilets on stations are not maintained and most women avoid using them.”

The woman commuters also demanded better frequency of services, especially on the Harbour line.

Lauding the state government’s initiatives to enhance the ease-of-doing-business index, Indrawati gave an assurance that the World Bank would aid the initiatives aimed at improving the city’s existing public transport. “We have a long tradition of partnering with the Railways and we have been investing in hard infrastructure. But now we also plan to invest in improving basic sanitation facilities on stations, and improve safety and security, increasing the frequency of services,” Indrawati said.

The World Bank is also keen on investing in the state’s agriculture sector. Fadnavis also called upon the World Bank delegation to extend their support to his pet project aimed at creating artificial lakes and ponds to strengthen the ground watertable.

Minister of state for urban development Dr Ranjit Patil, chief secretary Swadheen Kshatriya, additional chief secretary (finance) S K Shrivastav, ACS (protocol) Sumeet Malik, MMRDA commissioner U P S Madan, principal secretary to the CMO Pravin Pardeshi and UD secretary Manisha Mhasikar were present at Tuesday’s meeting.

“I had a very good meeting with the chief minister. He identified natural calamity resilience, urban services, including railways, and affordable housing as priority areas for the bank support to the state. I reiterated the bank’s willingness to work closely with the state government in these areas,” said Indrawati.  She also praised the state’s ‘ease of doing business’ policy and expressed keenness in partnering with the government to upgrade Mumbai’s public transport system.

CM Devendra Fadnavis chairs rail meet, decides to fast-track state railways. State Rail Infrastructure to get boost with new body in three months

Mumbai: The Maharashtra government and the ministry of railways will be setting up Maharashtra Railway Infrastructure Development Corporation (MRIDC) within three months to provide a boost to railway infrastructure projects in the state. The decision was taken in a review meeting held by chief minister Devendra Fadnavis on Wednesday.

The CM held discussions with the General Managers of both the railways (Central and Western) and Mumbai Railway planning body Mumbai Rail Vikas Corporation (MRVC) on Wednesday and formally announced the formation of MRIDC within the next three months.

Central Railway GM Sunil Kumar Sood has said that the state was briefed about the air-conditioned locals that are supposed to come on the Harbour and the mainline soon. “We were asked about how we were supposed to go about getting AC coaches for the CR. We said that the last and the first three coaches on the Harbour line would be air-conditioned, while the middle compartments will be replaced with AC ones on the mainline,” said Mr Sood.

Among the projects discussed was the Rs 2826 crore Ahmedanagar-Beed-Parli new corridor which the government wants to complete by March 2019. As reported earlier, the railways has already set out tenders of almost Rs 300 crores for the project which the state government is banking on in a big way to clear its electoral prospects in drought-hit Marathwada. The state government also assured the railways that the land acquisition for the Wardha-Yavatmal-Nanded line will be completed by July 2016. The line will be a connector between Vidarbha- from where chief minister Fadnavis hails- and Marathwada.

The feasibility of a major source of future revenue in the Dedicated Freight Corridor (DFC) that will pass through Panvel was also asked. “We were asked about the progress of the DFC as well as the 5th and 6th line between Kurla and CST and we did tell them about the issues of land procurement on this line,” he added. n Turn to Page 7

While the Western Railway (WR) were asked about the delayed arrival of their very own AC train, WR GM G.C. Agarwal said, “We have told them that the coach is being readied in Chennai and expected in November but we have also informed that there is no definitive timeline for the arrival. Eventually the train will be put for public use after two-three months of the trains arrival since we will also do the needed trials.”

Mr Agarwal also mentioned that important land procurement issues for the sixth line of WR was discussed and the state has duly noted the problem and said that they will look into the issue.

MRVC chief managing director Prabhat Sahai who was also present at the meeting said that it was review meeting and a formal announcement of the company, “It was a way for the state to be updated before the launch of the company in three months,” said Mr Sahai.

The meeting also stressed on the fact that the Virara-Vasai-Diva-Panvel suburban corridor, expected to cost upwards of Rs 10000 crores at current prices, should be speeded up and should be included in the next railway budget for the financial year 2016-17.

A long-pending plan, to connect Bandra Terminus and the Western Express Highway, was also discussed. This has been a long-time demand of Western Railway and a couple of years ago the construction department of WR and the Maharashtra State Road Development Corporation (MSRDC) had discussed three options.

The high-power meet also dicussed ways to bring about uniformity in various infrastructure plans so that the construction of the Navi Mumbai airport as well as the elevated CST-panvel corridor could be done in tandem.​

Thane: Chief minister Devendra Fadnavis on Saturday assured Thanekars that their much-awaited Metro Rail dream would be realised soon. The CM said that work on Thane Metro might begin this year itself and the project would be completed in time-bound manner.

The CM, who inaugurated the renovated Town Hall and Amphitheater in Thane, said at the function, “Our government is committed to the speedy development of Thane. We are making all efforts to start the work on the proposed Thane Metro project this year itself and there shall be no inordinate delay in the completion of the project.”

The project’s route stretches from Wadala-Ghatkopar-Thane-Kasarvadavali. The 32-km-long Metro corridor will have 24 underground and six elevated stations. It is among the four Metro projects for which the MMRDA last week sanctioned the expenditure of Rs 35,400 crore. Out of this, Rs 12,000 crore has been sanctioned for the Thane-Wadala project. It will run along the Eastern Express Highway and Ghodbunder Road after it enters Thane and till it reaches Kasarvadavali.

Another issue that has been a major talking point in Thane is the redevelopment of old and dilapidated buildings. Last month, there were two building collapses in which 18 people lost their lives. The CM expressed confidence that the issue of redevelopment of old structures would be resolved soon. “The government is positive about the proposal to give floor space index of .33 for redevelopment of old and dilapidated buildings. The impact assessment of the project is ready and the government will soon announce its decision on it. We will also implement this scheme as a pilot project for other cities in the state,” he said.

Mumbai: Maharashtra CM Devendra Fadnavis has asked government officials to ensure speedy transfer of land for the upcoming metro projects in the state, so they are not delayed because of acquisition issues.

The state has issued a government resolution for advance transfer of land for metro projects to the implementing agencies, enabling them to acquire land before the actual constriction actives begin.

The construction of the Colaba-Bandra-Seepz metro project – Metro 3 – is expected to begin soon, for which the Mumbai Metro Rail Corporation (MMRC) needs 75 hectares. In a review meeting on Friday, Fadnavis asked the revenue and urban development department secretaries to facilitate acquisition of this land, under the possession of seven to eight government departments and some private owners.

The Reliance Infra-led Mumbai Metro One Pvt Ltd (MMOPL) has claimed increase in cost of the Metro 1, from the original Rs 2,356 crore to over Rs 4,000 crore, mostly because of delays in land acquisition.

In the same meeting, MMRC asked the state government to hand over a parcel of land in Kanjurmarg, which an expert committee had recommended as a suitable spot for the construction of a metro car depot.

The location earlier decided for the depot was at Aarey Colony, Goregaon, which had led to strong protests by environmental activists and residents.

When contacted, Fadnavis said no decision had been taken yet on the metro depot issue.

Meanwhile, the state has already issued a government resolution for transfer of land to the MMRC. Of the 75 hectares, the corporation needs 13 hectares permanently, while 62 hectares will be used temporarily for activities before tunnel boring and station construction.

The MMRC has received possession of about 30 hectares of land, including a part of Oval Maidan from the sports department. Officials from the corporation said

they are expecting to get the entire 75 hectares by October this year.

Mumbai: The state revenue department has urged chief minister Devendra Fadnavis to hold a meeting of stakeholders for land identified for the Metro II car depot. The urban development department had issued a notification declaring its intention to change the reservation on more than 48 acres at Malwani, Malad (W), for the Metro/mono car depot, allied uses and for commercial purposes.

The land is reserved in the 1991 Development Plan for a recreation ground, government staff quarters, government offices, court and court housing, school for mentally retarded, blind men’s association housing, integrated healthcare and health training centres, a parking lot and roads.

The land was leased to the Manjara Charitable Trust, set up by former Congress chief minister, the late Vilasrao Deshmukh. It was leased to the trust in October 2006 for 30 years.

Revenue department officials said the government decision to take back the land may lead to litigation. “In case of litigation, the matter may go on for years, and the project may get stuck. We prefer an amicable solution, and therefore requested the chief minister to call a meeting and find a solution through dialogue,” an official said.

A proposal likely to be discussed is to allow the trust development rights above the car shed. The change of reservation will also permit commercial development on the site.

The trust runs 22 institutions in Versova, Andheri (West), Navi Mumbai and Latur. Deshmukh’s son and legislator from Latur, Amit Deshmukh, is an executive trustee.

Mumbai: Chief minister Devendra Fadnavis has told the Mumbai Metropolitan Region Development Authority (MMRDA) to submit a feasibility report within two months on constructing a six-lane elevated rail and road corridor across Mumbai on single pillars above existing railway lines.

The chief minister has also proposed integration of all modes of transport, such as BEST buses, Monorail, Mumbai Metro and Railways, so that one can use a single ticket/smartcard to travel seamlessly from one corner of the city to another using any mode.

The two announcements were made on Sunday at a function at which the state government signed an MoU with the railway ministry to launch a special purpose vehicle (SPV) on a 50-50 partnership. The SPV will speed up implementation of rail projects in the state.

Sources said an integrated rail-road six-lane corridor could come up along the CST-Panvel section. Fadnavis said the state plans to invest Rs10,000 crore to strengthen the rail network across Maharashtra. He also officially launched the Rs11,441 crore Mumbai Urban Transport Project (MUTP)-III project for Mumbai region at the function.

The MUTP-III involves quadrupling of the Virar-Dahanu section, a new link between Airoli and Kalwa stations, a new corridor between Panvel and Karjat, redevelopment of 21 suburban stations and trespass control on tracks.

“Rail projects such as the Parli-Beed-Nagar link, a rail network in naxal-affected Gadchiroli and Wardha-Nanded, have been discussed for 15 years. But with the SPV, we will complete them within five years,” he said.

Union railway minister Suresh Prabhu said similar SPVs will be launched in 20 states to speed up rail projects in India. A concession agreement was also signed between JSW Jaigarh Port Ltd and Konkan Railways for developing a 33.7km railway corridor, connecting Jaigarh port to the new Digni station on Konkan Railway. “International cargo from our ports will travel seamlessly to Konkan Railway, from where it will be distributed across India, enabling the railways to earn huge freight revenue and improve the GDP,” Prabhu said, adding that the elevated road-rail concept for Mumbai had his ministry’s go-ahead.

He also inaugurated a Mumbai Railway Vikas Corporation Ltd (MRVC) e-office, which will have a transparent e-tendering process and paperless communication.

Mumbai: Chief Minister Devendra Fadnavis and Union Railway Minister Suresh Prabhu Sunday signed a memorandum of understanding (MoU) to establish a holding company to fast-track all railway projects across Maharashtra. The projects include the ambitious Rs 11,441-crore Mumbai Urban Transport Project-III.

The expansion of railway network in Maharashtra, complete with elevated corridors and new projects to tackle Mumbai floods, is being planned with the help of the railway ministry. Taking the Centre-state partnership ahead with the launch of MUTP-III and the Jaigarh-Digni rail project.

Fadnavis said, “An integrated railway network complete with infrastructure and transport including to end users and single window ticket for multiple mode of travel was discussed with the railway minister.”

Prabhu also gave his consent for elevated railway tracks. “I reckon local trains are lifeline with 75 lakh commuters and we are committed towards its development,” he said.

Fadnavis said orders had been issued to ensure the MUTP-III was completed in a time-bound manner. “I promise Rs 10,000 crore apart from the Central’s share to fast-track the projects that would serve the public better in Mumbai and the rest of Maharashtra,” he said.

The MUTP-III entails quadrupling of Virar-Dahanu road section under the Western Railway division, doubling of the Panvel-Karjat section under Central Railway, new suburban corridor link between Airoli and Kalwa (elevated), procurement of rolling stock and station redevelopments. With quadrupling of Virar-Dahanu corridor and doubling of Panvel-Karjat route, mail, express and suburban traffic could be segregated, thereby opening up tracks to operate more suburban trains.The project also includes redevelopment of 21 stations and 22 mid-section trespass control on Central and Western Railway.

Meanwhile, a concession agreement was also signed between the Government of Maharashtra and the Indian Railways for a 35-km line for the Jaigad-Digani rail connectivity. The project will cost Rs 775 crore, with Konkan Railway paying Rs 50 crore (26 per cent), Maharashtra Maritime Board Rs 21 crore (11 per cent) and Jaigad Port Ltd Rs 123 crore (63 per cent). Fadnavis said, “Our plan is to integrate entire transport system and an end-to-end solution for Mumbai passengers. If public transport is to be made popular, the passengers would have to be provided ease of travelling. Why not a single ticket and connectivity where individual could hop from BEST to local train to metros or taxis with smooth connectivity?”

Earlier, CM Devendra Fadnavis and Railway Minister Suresh Prabhu addressed a review meeting for Nashik Simhasta Kumbh Mela 2015 at Sahyadri guest house. Solutions related to rail traffic getting affected during monsoon, too were discussed by both leaders. Maharshtra Government and Central Railway also signed MoU for formation of Special Purpose Vehicle of Central Railway for speedy implementation of railway projects in Maharashtra. Union Power and Coal Minister Piyush Goyal was also present on the occasion. Expecting a massive footfall in Nashik next month for the Kumbh Mela, Fadnavis said, “We are putting a model with railways for better crowd dispersal and management. A train every 20 minutes along with a proper information centre would be there.”

In a related development, Shiv Sena (MP) Arvind Sawant met Union Railway Minister Suresh Prabhu and urged him to consider a special compartment with toilet for women in every local train. JSW Jaigarh Port signs Concession Agreement with Konkan Railway and Maharashtra Maritime Board

Jaigarh Port Ltd (JSWJPL), an arm of JSW Infrastructure Limited today announced the signing of a concession agreement with Konkan Railway Corporation Limited (KRCL) in presence of Shri Devendra Fadnavis, Hon’ble CM of Maharashtra and Shri Suresh Prabhu, Minister of Railways, for developing a 33.7 km of new railway corridor, connecting port to the new Digni station on Konkan Rail network.  JSWJPL emerged a
s a successful bidder following a competitive bidding process to develop this project under Public Private Partnership model for development, operation and maintenance of rail system.

The Joint Venture is formalized as Jaigarh Digni Rail Limited (JDRL), with JSWJPL, KRCL and Maharashtra Maritime Board (MMB) are the shareholders. The estimated cost of the project is Rs. 771 Crores, which is funded through combination of equity and debt and the Concession Agreement between JDRL with Ministry of Railways (MoR) through KRCL will be valid for a period of 30 years.

The alignment for this new rail line passes through difficult terrain of Sahyadri mountains which would necessitate construction of about 18 km long tunnels. The estimated time of completion is 30 months and the rail corridor is expected to handle around 12 mtpa cargo.

With the sanction of the Railway Ministry and with the traffic study already having been carried out by no less than PricewaterhouseCooper, a multinational professional services network, the project has a timeline of 30 months and a revenue projection of Rs 114 crore for the first year to begin with.

The project will play a critical role which has been conceptualised by KRCL as a Special Purpose Vehicle (SPV) as per Participative Policy promulgated by Ministry of Railways in association with Konkan Railway, Maharashtra Maritime Board and M/s JSWJPL to transport bulk commodities from Jaigarh port to Konkan Railway and further onward movement to hinterland.

JSW Jaigarh Port is a modern, mechanized, all weather deep water port having a capacity of 15 million ton per annum with two berths and is expanding rapidly to achieve capacity of 65 mtpa by 2020. After having successfully handled cape size vessel (1,80,000 DWT), it is aiming for direct berthing of next generation vessels, i.e. Vale Max- the dry bulk carrier, Q- Max (the LNG carrier), Triple-E (the largest container carrier) and Very Large Crude Carriers.

Commenting on the development, Sajjan Jindal, CMD, JSW Group, said “The project will usher a new era of development for the region and provide impetus to the economic activities with the new link. The Jaigarh Port will get major boost with the signing of concession agreement for Jaigarh Digni new rail line. In Phase II, the capacity will be expanded to 50 million tonnes with a total of 10 berths (catering to: RoRo, liquid, containers, break bulk and bulk cargoes).

The port is now connected to the National Highway 17 through the existing State Highway 106.

Maharashtra government will invest Rs 10,000 crore to develop the railway infrastructure of the state, Chief Minister Devendra Fadnavis today said.

The CM laid the foundation stone of Sawantwadi Railway Terminus in Sawantwadi district in Konkan region in the presence of Union Railway Minister Suresh Prabhu.

He said infrastructure development forms the basis of the economic development of any state and the state government is committed towards developing roads, railways, airports and port network across Maharashtra.

"Though the Centre allocates funds for railways, the state government too will invest Rs 10,000 crore apart from union government's grants within the next five years," he said.

The Chief Minister further said that the government will coordinate with the Union Railway Ministry at the time of drafting the railway budget so that Maharashtra receives appropriate funds and priority projects are included by the Centre in the budget.

"Since our co-ordination with the Union Railways ministry is strong, we are working together in terms of development. Also, we are together focusing on completing projects that were announced in this year's budget,", he said.

"The state government will give priority to Chiplun- Karad, Ahmednagar-Parli-Beed and Vardha-Nanded-Yevatmal railway route. It will help connect the interiors of Maharashtra and enhance development," he added.

The Railway Ministry has mooted a concept of Integrated Transport System for major cities in the country in an effort to provide modern transport solutions and decongest cities.

Railway minister Suresh Prabhu on Saturday said he would be holding a meeting with the chief minister of Maharashtra Devendra Fadnavis over the next weekend to discuss on preparing a concrete proposal for Mumbai to begin with.

"I will also be meeting Udhav Thackeray along with the chief minister of Maharashtra to discuss the issue of providing holistic integrated solutions to Mumbai," Prabhu said, here after launching several new amenities at Bengaluru city railway station.

He said the ministry is working on completely modernising the railway network in the country. "We have a great opportunity to develop the railway network in the country. Over the next five years we will invest Rs 8.5 lakh crore and double it in the subsequent five years," Prabhu said.

The integrated transport system would be developed in other major cities like Bengaluru, Chennai among others subsequently, he said.

As far as Karnataka is concerned, which is lagging its neighbours in railway density, Prabhu said the ministry was working towards forming a separate company for the state to undertake several pending projects including the suburban railway network on the model of Mumbai city.

"I am in discussion with the chief minister of Karnataka to create the new company dedicated for Karnataka in which the state government and railways will have partnership and work for the development of railway network in the state. The ministry is willing to partner with the state government to develop much better transport network," he said.

The Karnataka government has been demanding for sanction of suburban railway network for Bengaluru city for many years. Already, a detailed project report has been done and submitted to the railway ministry. A special purpose vehicle has also been incorporated to implement the project, which requires an estimated Rs 8,759 crore. The state government has already committed to share 50 per cent of the cost in its proposal sent to the railway ministry, said H N Ananth Kumar, minister for chemicals and fertilisers.

Responding to Kumar's remarks, Prabhu said, "I am personally committed to developing suburban railway network for Bengaluru city. It involves cooperation from various ministries and we will sit together very soon to finallise it and realize the dream of providing a modern transport system for Bengaluru city."

Unveiling his dream of modernising the Indian railways like what China achieved in the last three decades, Prabhu said the ministry was working towards raising necessary funds to undertake several projects. Recently, the ministry has signed a memorandum of understanding with the Life Insurance Corporation of India to raise Rs 1.5 lakh crore. Of this, Rs 30,000 crore is likely to be raised during the current financial year, he added.

In addition to mobilising funds, Prabhu said he has asked corporates to contribute funds out of their corporate social responsibility (CSR) funds so that they can join hands in the development of modern railway network in the country.

Mumbai: Chief Minister Devendra Fadnavis had recently announced that the state government would ensure a Metro network to connect the entire city with assistance from the Delhi Metro Rail Corporation (DMRC).

The state government has drafted a new Metro rail master plan for Mumbai, which envisages six more lines and a total investment of about Rs 64,000 crore to achieve its target of rolling out a Metro network of over 130 km by 2020.

Chief Minister Devendra Fadnavis had recently announced that the state government would ensure a Metro network to connect the entire city with assistance from the Delhi Metro Rail Corporation (DMRC).

The Mumbai Metropolitan Region Development Authority (MMRDA), which is headed by the chief minister, has drafted a plan for four new lines, adding 60 km. Two other lines are already on the cards — the 33.5 km Colaba-Bandra-SEEPZ underground Metro and the 32 km Thane-Wadala-Kasarvadavali Metro. The 11.4-km Metro corridor from Versova to Ghatkopar has been operational since 2014.

UPS Madan, Metropolitan Commissioner, MMRDA, said, “In the four new lines itself, we will add 60 km of Metro network in the city. With two other planned corridors and the first line that is operational we will be able to meet the target.” The previous Congress-NCP government had also drafted a Metro rail master plan for Mumbai over a decade ago envisaging a 146.5-km Metro network by 2021. However, while the plan was altered several times, the Versova-Andheri-Ghatkopar elevated Metro was the only line from the plan to be taken up and completed.

The four new lines that BJP-led government has now planned are Andheri East to Dahisar East, Andheri West to Dahisar West, Jogeshwari Vikhroli Link Road (JVLR) to Kanjur Marg, and Bandra Kurla Complex to Mankhurd. All four lines are for now proposed to be elevated corridors costing about Rs 350 crore per km. Together, the four new Metro projects will cost of about Rs 21,000 crore. These will be constructed as cash contracts, but the government is yet to finalise sources for the funding. The Colaba-Bandra-SEEPZ underground line, for which the tendering process is already underway, will cost Rs 23,136 crore, while the Thane-Wadala-Kasarvadavali Metro, which is currently planned as a partially underground corridor, will cost about Rs 20,000 crore. The state government may, however, consider constructing the latter on an elevated stretch, substantially reducing its cost.

Another Metro that was being planned for more than six years in different forms, the 40-km Dahisar-Bandra-Mankhurd line, has been dropped and will now be executed in three parts instead — Dahisar-Andheri, Andheri-Bandra, Bandra-Mankhurd. While the first and the third portions are parts of the new Metro master plan, the middle section from Andheri to Bandra is currently on hold. “We are still considering if the Andheri-Bandra Kurla Complex line should be taken up. All Metro corridors will intersect at certain points for commuters to easily change lines,” Madan said.

The DMRC will give a presentation to the chief minister about the feasibility, estimated ridership, and construction methodology, for the four new lines on June 17, and will aid in preparing a detailed project report.

Mumbai: The seven-member panel, set up by chief minister Devendra Fadnavis to suggest alternative sites to Aarey Colony as a location for a car shed for Metro-III, is likely to give the government several options.

The substitute locations may include places in the island city as well as a couple of other spots in Aarey Colony itself. The panel may also suggest reclamation from the sea if none of the other options works out.

Fadnavis set up the panel in March after citizens protested against a proposal to construct the facility inside Aarey Colony. The panel is likely to submit its report to the CM next week after which a high-powered committee headed by chief secretary Swadhin Kshatriya will take the final call. The alternatives locations include Bandra-Kurla Complex, Kanjurmarg, Mumbai Port Trust land in Wadala and Mumbai University’s Kalina campus. “It may also include a couple of other spots within Aarey Colony. We have identified a couple of areas that may entail less damage to vegetation,” said a member of the panel.

Reports of the other possible options, too, have run into opposition. Backbay residents, for instance, said they would fight the move “tooth and nail”. “Anyway, they are using green areas in Cuffe Parade (Colaba woods) for construction purposes. A car shed, too, ending up in our backyard will destroy the area,” said Manjeet Kriplani, a Cuffe Parade Resident. ‘Save Aarey’ campaigners said they are opposed to construction in any part of the green patch. “We don’t want any part of the green zone to be used for any development,” a member said. Another alternative is reclaiming land from the sea. However, experts say the option is time-consuming and cumbersome as it will need several approvals from the environmental authorities, including the Union ministry of environment and forests. “Nothing has been finalized yet but we plan to submit our report to the CM during the next week,” said urban development secretary Nitin Kareer.

MUMBAI: Railway Ministry will soon be entering into a tie-up with the Maharashtra Government to develop and deepen rail network in underdeveloped pockets in the hinterland.

A new company will be created to execute the project, Railway Minister Suresh Prabhu today said.

"In the next few days, we will create a company with the Maharashtra Government, which will develop rail lines in different parts of the State," Prabhu told reporters on the sidelines of an event here.

"The agreement will be limited to Maharashtra," he said, adding, the improved rail connectivity will help bridge development gap between regions and enlisted possible routes which may be taken up.

These included laying tracks in the Naxal-affected Gadchiroli district in Vidarbha; establish a line between Kolhapur in Western Maharashtra and Vaibhavwadi in the coastal Sindhudurg district and another between Karad and Chiplun, connecting the developed Western Maharashtra with Konkan.

Chief Minister Devendra Fadnavis welcomed the move, saying the agreement may be signed within ten days and promised full help from his Government for the project.

He suggested rail routes connecting under-developed Yavatmal district of Vidarbha with Nanded in neighbouring Marathwada and another line linking Ahmednagar with Beed in Marathwada.

Prabhu said there is no dearth of finance for the Railways now, courtesy the newer fund mobilisation ways devised by his Ministry and reiterated that a whopping Rs 8.50 trillion will be invested over the next few years. 

The Railways is in touch with the Life Insurance Corporation of India and multilateral agencies for long-term finance, he said.

The PSU will also be coming up with a revamped PPP model, Prabhu said, adding we should welcome private investments into the Railways and stop looking at it as a favour doled out to the private sector.

Having already announced to create the Logistics Corporation of India, Prabhu said the Government is mulling creating a multi-modal hub at Nagpur, given its ocation in the centre of India.

The state is exploring ways to make changes in the proposed 33.5-km Metro route from Colaba to Bandra and SEEPZ to integrate a Metro at-grade (ground) level.

Why change in plan?

The present plan for an underground Metro railway has met with a wall of opposition from local residents in the Girgaon- Kalbadevi belt who fear displacement due to the Metro stations. Environmentalists too are opposing a proposed Metro rail car depot at Aarey Milk Colony, to which Fadnavis has formed a committee to look into alternative options for the depot.

When will be the Metro corridor ready?

Difficult to say. With the coastal road plan still on the drawing board, this may mean that Mumbai’s wait for another Metro to take the load off its overloaded public transport infrastructure may be extended further.

The Colaba-Bandra-seepz underground Metro is in an advance stage of implementation by the Mumbai Metro Rail Corporation (MMRC) and has met with opposition from residents and environmentalists due to displacement fears and environmental impact.

What does the CM say?

“We are exploring the possibility of a Metro on the coastal road…(we are looking at) combining the Metro at-grade with the coastal freeway. Talks are underway with (the) Netherlands (government) where the coastal road and Metro integration has taken place,” told Fadnavis to dna, adding that he had met the Consul General of Netherlands in his government’s bid to look for support and technical know-how from Dutch.

Any other changes in card?

Depending upon the submission of the plan of having a Metro by way of reclamation, the state government may also alter the alignment that will partly overlap the Colaba-Bandra-SEEPZ underground Metro.

Once the report is submitted by Dutch authorities, “In that case, the alignment (of Colaba-Bandra-SEEPZ Metro) can be shifted,” said Fadnavis, adding, “We have to make an entire Metro grid. The alignment can be changed accordingly.”
