NATIONAL RAIL PLAN VISION – 2030

Indian Railways have prepared a National Rail Plan (NRP) for India – 2030. The Plan is to create a ‘future ready’ Railway system by 2030.The NRP is aimed to formulate strategies based o­n both operational capacities and commercial policy initiatives to increase modal share of the Railways in freight to 45%. The objective of the Plan is to create capacity ahead of demand, which in turn would also cater to future growth in demand right up to 2050 and also increase the modal share of Railways to 45% in freight traffic and to continue to sustain it.

The key objectives of the National Rail Plan are:- 

•Formulate strategies based o­n both operational capacities and commercial policy initiatives to increase modal share of the Railways in freight to 45%.

•Reduce transit time of freight substantially by increasing average speed of freight trains to 50Kmph.

•As part of the National Rail Plan, Vision 2024 has been launched for accelerated implementation of certain critical projects by 2024 such as 100% electrification, multi-tracking of congested routes, upgradation of speed to 160 kmph o­n Delhi-Howrah and Delhi-Mumbai routes, upgradation of speed to 130kmph o­n all other Golden Quadrilateral-Golden Diagonal (GQ/GD) routes and elimination of all Level Crossings o­n all GQ/GD route.

•Identify new Dedicated Freight Corridors.

•Identify new High Speed Rail Corridors.

•Assess rolling stock requirement for passenger traffic as well as wagon requirement for freight.

•Assess Locomotive requirement to meet twin objectives of 100% electrification (Green Energy) and increasing freight modal share.

•Assess the total investment in capital that would be required along with a periodical break up.

•Sustained involvement of the Private Sector in areas like operations and ownership of rolling stock, development of freight and passenger terminals, development/operations of track infrastructure etc.

 58 Super critical Projects of a total length of 3750 kms costing ₹39,663 Crore and 68 Critical Projects of a total length of 6913 kms costing ₹75,736 Crore, have been identified for completion by 2024.

Alstom to fully focus on Transport Business post its Energy Biz buyout by GE

Alstom closes the sale of its Energy activities (Power generation and Grid) to General Electric for an amount of approximately €12.4 billion (Including €1.9 billion of cash in the Energy businesses transferred to GE, and after €O.4 billion of commercial agreement settled in December 2014 and €0.3 billion of negative price adjustment announced in July 2015). Consequently the Group is today entirely refocused on Rail transportation business.

Proceeds of the transaction are used to acquire GE signalling activities for an amount of approximately €700 million and to reinvest in 3 Joint Ventures with General Electric (in the fields of grid, renewable and French steam & nuclear) for an amount of around €2.4 billion. As previously announced, part of the cash – in the range of €3.2 to €3.7 billion – should return to shareholders. The Board of Directors, meeting on 4 November 2015, will propose the launch of a public share buy-back offer (OPRA) followed by a capital reduction through cancellation of shares. This operation will be subject to shareholders’ approval at a General Meeting which will be convened before year-end. After the full completion of the transaction, Alstom will be deleveraged and rely on a strong balance sheet.

Alstom benefits from a sound market with solid growing factors. Thanks to its presence on all continents, its complete range of solutions and constant innovation, it holds leadership positions in trains, services, systems and signalling, reinforced today by the acquisition of GE Signalling. This activity, representing 1,200 employees, opens the signalling freight market to Alstom, while strengthening its presence in North America.

Alstom has a record order book providing long term visibility. It includes recent significant awards such as the metros for Sydney, Kochi, Riyadh, Paris; signalling solutions for Toronto greater area and Denmark; tram systems for Rio de Janeiro, Lusail and Sydney as well as suburban trains for South Africa, most of these projects being associated with long term maintenance contracts.

Integrated Transport System for major cities in the country- Railway Minister

The Railway Ministry has mooted a concept of Integrated Transport System for major cities in the country in an effort to provide modern transport solutions and decongest cities.

Railway minister Suresh Prabhu on Saturday said he would be holding a meeting with the chief minister of Maharashtra Devendra Fadnavis over the next weekend to discuss on preparing a concrete proposal for Mumbai to begin with.

"I will also be meeting Udhav Thackeray along with the chief minister of Maharashtra to discuss the issue of providing holistic integrated solutions to Mumbai," Prabhu said, here after launching several new amenities at Bengaluru city railway station.

He said the ministry is working on completely modernising the railway network in the country. "We have a great opportunity to develop the railway network in the country. Over the next five years we will invest Rs 8.5 lakh crore and double it in the subsequent five years," Prabhu said.

The integrated transport system would be developed in other major cities like Bengaluru, Chennai among others subsequently, he said.

As far as Karnataka is concerned, which is lagging its neighbours in railway density, Prabhu said the ministry was working towards forming a separate company for the state to undertake several pending projects including the suburban railway network on the model of Mumbai city.

"I am in discussion with the chief minister of Karnataka to create the new company dedicated for Karnataka in which the state government and railways will have partnership and work for the development of railway network in the state. The ministry is willing to partner with the state government to develop much better transport network," he said.

The Karnataka government has been demanding for sanction of suburban railway network for Bengaluru city for many years. Already, a detailed project report has been done and submitted to the railway ministry. A special purpose vehicle has also been incorporated to implement the project, which requires an estimated Rs 8,759 crore. The state government has already committed to share 50 per cent of the cost in its proposal sent to the railway ministry, said H N Ananth Kumar, minister for chemicals and fertilisers.

Responding to Kumar's remarks, Prabhu said, "I am personally committed to developing suburban railway network for Bengaluru city. It involves cooperation from various ministries and we will sit together very soon to finallise it and realize the dream of providing a modern transport system for Bengaluru city."

Unveiling his dream of modernising the Indian railways like what China achieved in the last three decades, Prabhu said the ministry was working towards raising necessary funds to undertake several projects. Recently, the ministry has signed a memorandum of understanding with the Life Insurance Corporation of India to raise Rs 1.5 lakh crore. Of this, Rs 30,000 crore is likely to be raised during the current financial year, he added.

In addition to mobilising funds, Prabhu said he has asked corporates to contribute funds out of their corporate social responsibility (CSR) funds so that they can join hands in the development of modern railway network in the country.
