NATIONAL RAIL PLAN VISION – 2030

Indian Railways have prepared a National Rail Plan (NRP) for India – 2030. The Plan is to create a ‘future ready’ Railway system by 2030.The NRP is aimed to formulate strategies based o­n both operational capacities and commercial policy initiatives to increase modal share of the Railways in freight to 45%. The objective of the Plan is to create capacity ahead of demand, which in turn would also cater to future growth in demand right up to 2050 and also increase the modal share of Railways to 45% in freight traffic and to continue to sustain it.

The key objectives of the National Rail Plan are:- 

•Formulate strategies based o­n both operational capacities and commercial policy initiatives to increase modal share of the Railways in freight to 45%.

•Reduce transit time of freight substantially by increasing average speed of freight trains to 50Kmph.

•As part of the National Rail Plan, Vision 2024 has been launched for accelerated implementation of certain critical projects by 2024 such as 100% electrification, multi-tracking of congested routes, upgradation of speed to 160 kmph o­n Delhi-Howrah and Delhi-Mumbai routes, upgradation of speed to 130kmph o­n all other Golden Quadrilateral-Golden Diagonal (GQ/GD) routes and elimination of all Level Crossings o­n all GQ/GD route.

•Identify new Dedicated Freight Corridors.

•Identify new High Speed Rail Corridors.

•Assess rolling stock requirement for passenger traffic as well as wagon requirement for freight.

•Assess Locomotive requirement to meet twin objectives of 100% electrification (Green Energy) and increasing freight modal share.

•Assess the total investment in capital that would be required along with a periodical break up.

•Sustained involvement of the Private Sector in areas like operations and ownership of rolling stock, development of freight and passenger terminals, development/operations of track infrastructure etc.

 58 Super critical Projects of a total length of 3750 kms costing ₹39,663 Crore and 68 Critical Projects of a total length of 6913 kms costing ₹75,736 Crore, have been identified for completion by 2024.

India and Japan sign 3 Pacts in Railway Sector

New Delhi: India and Japan have signed an MoU on 12th December, 2015 on cooperation and assistance in the Mumbai – Ahmedabad High Speed Rail Project (referred by many as Bullet Train project).

The two countries have also entered into two comprehensive technological cooperation agreements on 11th December 2015, for modernization and upgradation of Indian Railways.

These agreements have been signed during the official visit to India of His Excellency Mr. Shinzo Abe, the Prime Minister of Japan, during December 11 – 13, 2015.

The details of cooperation envisaged in the three Memorandums are as follows:

1)MoU between India and Japan on cooperation and assistance in the Mumbai – Ahmedabad HSR Project

India and Japan have signed an MoU on 12th December, 2015 on cooperation and assistance in the Mumbai – Ahmedabad High Speed Rail Project (referred by many as Bullet Train project). Japan has offered an assistance of over Rs.79,000 crore for the project. The loan is for a period of 50 years with a moratorium of 15 years, at an interest rate of 0.1 per cent.

The project is a 508 Kilometer railway line costing a total of Rs. 97,636 crore, to be implemented in a period of seven years. It has been agreed that Shinkansen Technology will be adopted for the project.  The cooperation of Japan will be fixed on transfer of technology and “Make in India”. Japan will assist India in training of personnel for HSR.

2) Memorandum of Cooperation (MoC) between Ministry of Railways and MLIT, Japan on technological cooperation

Areas of Cooperation:

(a) Railway Safety;
(b) Rolling stock including train sets/EMUs;
(c) Information sharing for station development and land value capture;
(d) Information sharing for environment friendly sanitation technology in trains
(e) Signalling and telecommunication;
(f) Railway Electrification;
(g) Civil structure and railway track system;
(h) Train control system;
(i) Mitigation of natural disasters;and
(j) Any other areas jointly determined by both Sides within the scope of this MoC.

3) MoU on technological cooperation between RDSO and Railway Technical Research Institute Japan

The main directions of cooperation between the Parties shall be the development of rail-related technical cooperation in which the Parties may have mutual interest, performance of consultation and other services,

The broad areas of technical cooperation may include:
(i)   Safety in train operation;
(ii)  Advanced techniques of maintenance;
(iii) Use of environment friendly technologies;
(iv) Throughput enhancement measures; and
(v)  Any other area jointly agreed upon by the Parties

Specific projects under the above cooperation areas and modalities of cooperation will be jointly discussed and decided by the parties.

Background

Union Railway Minister Shri Suresh Prabhu had wide-ranging discussions on various aspects of railways – covering modernization, safety and technology upgradation of Indian Railways – during his visit to Japan in September 2015. He held discussions with the concerned Ministers of Japan and met Prime Minister Shinzo Abe.

On the investment requirements of Indian Railways, he had discussions with leading financial institutions and investment bankers and explained to them the 5 year USD 140 billion investment plan of Indian Railways. He had discussions with Pension Funds as well, to seek their investments in the Railways.

Another focus was the Technology upgradation of Indian Railways through cooperation of Research Designs and Standards Organization (RDSO) of India and the Japan Railway Technical Research Institute (JRTRI), both key railway research organizations.

The comprehensive technological cooperation as envisaged in the above Memorandums are the result of the above discussions and follow-up.

India clears Japanese plan to build High-Speed Rail Network

Cabinet clears Japanese plan to build high-speed rail. The decision ahead of Japanese Prime Minister Shinzo Abe’s visit beginning on Friday gives Tokyo an early lead over China
New Delhi: India’s cabinet has cleared a $14.7 billion Japanese proposal to build the country’s first bullet train line, a Cabinet Minister and an official said on Thursday, one of the biggest foreign investments in Indian infrastructure.

The decision ahead of Japanese Prime Minister Shinzo Abe’s visit beginning on Friday gives Tokyo an early lead over China, which is also bidding to construct high-speed train lines along large parts of India’s largely British-era rail system.

“It’s been done,” a Cabinet rank Minister who attended the meeting headed by the Prime Minister of India on Wednesday night told.

An official in the Prime Minister Modi’s office also confirmed the decision, saying there were some issues relating to the bullet train but that had since been sorted out in time for Abe’s visit.

“We expect to make an announcement during the visit,” the official said. Both the minister and the official spoke on the condition of anonymity.

The highly-anticipated multi-billion dollar deal is being touted as one of the biggest foreign investments in India’s ageing infrastructure. Japan offered an attractive financing package on the railway project to win over Indian leaders. Japan has offered to finance the project with a 50-year loan at an interest rate as low as 0.1%, the official said. India won’t have to start payment on the loan for 15 years, said another official familiar with the negotiations.

The bullet train line is expected to link the financial capital Mumbai and Ahmedabad in the state of Gujurat, cutting the 505km journey from at least eight hours to just two.

Japan is expected to lend India more than half the cost for the project – about $8bn – at very low interest rates for up to 50 years.

The Modi government has committed to invest $137bn in the country’s vast, but antiquated railway system over the next five years.

Last month, US’s General Electric and France’s Alstom also won billion-dollar contracts to provide India’s railways with new locomotives.

Japan couldn’t confirm whether the final decision had been made, the details of the deal or when any decision would be announced but the country is looking forward to backing the project if picked, said one senior Japanese government official familiar with the negotiations on Wednesday.

“If the Japanese system is chosen, we would work hard to ensure its smooth implementation,” said the official in Tokyo who asked not to be named.

Japan and India have been strengthening ties in the last 18 months as Asia’s two largest democracies look to build a counterweight to China.

In October, warships and aircraft from the U.S., India and Japan practiced hunting enemy submarines together in exercises in the Bay of Bengal, signaling the their deepening relationships and rising concerns about China’s growing military and economic influence in the region. China has been growing closer to many of India’s neighbors by backing big infrastructure projects.

A huge deal in India would help make up for Japan’s embarrassing losses in bids for high-speed rail contracts in Indonesia and Thailand to China. Japan’s failure had alarmed officials in Tokyo, heightening concerns that China is eclipsing Japan as the main economic partner for key countries in Southeast Asia.

The high-speed corridor is a pet project of Mr. Modi, who is trying to modernize the Indian economy. Under the Japanese proposal, construction is expected to begin in 2017 and be completed in 2023.

Indian Railways moving on the fast track
With 23 million passengers travelling on its 65,000-km network, the Indian Railways move an entire Australia every day. So, instead of putting more trains on the already crowded tracks, railway minister Suresh Prabhu’s strategy has been to give passengers more bang for the buck by speeding up the existing trains, for which a major exercise is now underway to upgrade no less than nine corridors. This will not be as good as the high-speed Mumbai-Ahmedabad super-fast train but still quite good.

But unfortunately, the gestation period for such complex civil engineering projects is years, not months. Till then the passengers will have to just wait.

This fast-train service is provided to suit all kinds of passengers, with the Rajdhani Expresses whisking away the well-heeled who may be averse to flying. On the other hand, daily wagers, migrant workers, students going home for a break, etc. have the Garib Rath, Sampark Kranti Express and other such long-distance super-fast trains to travel in comfortably without burning a hole in their pocket. Business people who wish to make a quick day-trip to major metros find the Shatabdi Inter-City Express trains useful.

The following corridors are slated for a rise in the maximum speed to 160-200 km per hour (kmph), for which feasibility studies are underway: New Delhi-Chandigarh, New Delhi-Mumbai, Chennai-Bengaluru-Mysore, Delhi-Kanpur, Nagpur-Bilaspur, Mumbai-Goa, Mumbai-Ahmedabad, Chennai-Hyderabad and Nagpur-Secunderabad.

A Chinese team is looking at the problems of the difficult Chennai-Bengaluru-Mysore section, 500 km, which is full of gradients and sharp curves. The Bengaluru-Mysore stretch was till recently metre gauge, an alignment which has been mostly retained even after its conversion to broad gauge.

The Konkan Railway, which will be upgrading the 700-km Panvel-Madgaon section (Mumbai-Goa corridor), may find the going relatively easy as the track is already laid for 160 kpmh, thanks to the far-sighted policy of E Shreedharan when he headed it as its first managing director.

With the LHB and the WDP4 locomotive diesel fit for 160 kpmh, trial runs had been undertaken as far back as in 2003, and speed up to 130 kpmh could be permitted right away. Increasing it to 160 kpmh would involve certain signalling and other inputs.

Seventy-seven projects for doubling, tripling and quadrupling very high-density corridors are being executed on a war footing. This will help decongest and considerably speed up trains and improve their punctuality.

Railways erects 50-km barbed wire fencing to secure tracks for Gatimaan Express

Agra: In its bid to ensure safety and punctuality of the country's first semi-high speed train Gatimaan Express, Indian Railways has erected about 50km of barbed wire fences and walls at vulnerable zones of the high-speed corridor. The barriers have been installed to stave off stray animals from crossing the track. 

North Central Railway spokesperson Bijay Kumar said, "The stretch between Palwal Station (outer) and Agra Cantonment Station, a 138km-long route, has been cordoned off at various points." 

In March, Railway Board president A K Mittal had said the launch of the train was being delayed because barriers were yet to be put up along the route. The barricading of the Gatimaan route will ensure that animals don't get overrun and there is no disruption in train services. 

NCR general manager Arun Saxena on Wednesday announced that Gatimaan Express will start operating between New Delhi- Agra cantt stations by the end of this financial year, i.e. March 2016. His announcement came after the commissioner of railway safety (CSR) of North Eastern Railways gave his approval to start the train on October 27. 

However, the CSR of Northern Railways is yet to give its approval. 

The train will cover its journey from Agra at 5.30 pm and reach Delhi at 7.15 pm. On the opposite side, it will start from Delhi at 8 am and reach Agra by 9.45 am. The running schedule of the train as well as the fares have already been decided by the railway authorities. 

According to railway, one side fare of air-conditioned chair car between the two destinations has been fixed at Rs 690, while a passenger will be required to spend Rs 1,365 for the executive class. 

For Shatabadi, a passenger is required to Rs 540 for chair car, and Rs 1,040 for executive class.

The Saudi Railways Organization conducted the first successful trial run of the Haramain High Speed Train on Tuesday,  July 28th, 2015, on a 100-kilometer stretch between King Abdullah Economic City in Rabigh and Madinah

Transport Minister Abdullah Al-Muqbil, who is chairman of the board of the Saudi Railways Organization (SRO), revealed that electricity has been connected through overhead lines for the Haramain High-Speed Railway network, according to Arab News. Al-Muqbil said the train has been tested on the line with a gradual speed of 300 km/h. Tests will continue for a few months until the efficiency of the train is verified.


The 450-kilometer high-speed railway — first of its kind in the kingdom and linking Makkah,  Madinah and Jeddah including Rabigh is expected to become fully operational next year, reducing the distance between the two holy cities to less than two hours, reported Saudi Gazette.

The train will cross the distance between Jeddah and Makkah in 30 minutes and the distance between Makkah and Madinah in two and a half hours.

The minister expected King Abdullah Economic City (KAEC) and Madinah to be linked to the railway line by the end of 2015, a report said.

Meanwhile, the train station in Jeddah is nearing completion, reported Arab News.

The Haramain trains are equipped with the latest signalling and communications system and provide the safest mode of high-speed rails with the latest techniques, a report said.

The project which consists of the construction of a training center in Dammam, is valued around $8 billion.

Mumbai: The Bullet train between Ahmedabad and Mumbai will run on elevated corridor for most part of its journey. The track would be along the existing railway track.

India’s ambitious plan to construct the Mumbai-Ahmedabad high speed rail corridor reached a decisive stage on Tuesday, following the Japanese government’s offer to fund the Rs 988,050 million project at a low interest rate of 0.25% at Tuesday’s meeting of the Indo-Japan Joint Monitoring Committee (JMC).

The Japanese government’s loan offer comes with the rider that 30% of the rolling stock for the project would be sourced from Japanese firms, sources said.

A financial rate of return (RoR) of 4% and an economic RoR of 12% has been projected on what will be India’s first high-speed rail line, which is estimated to have a daily ridership of 40,000 passengers.

From the initial estimated cost of Rs 650,000 million, the Japan International Cooperation Agency (JICA) — which recently completed a feasibility study on the line — has indicated a substantial cost escalation by factoring in components including price escalation during construction (estimated at Rs 172,212 million ) and interest during construction (estimated at Rs 115,709 million). Basic capital cost has been projected at Rs 700,129 million in the draft JICA report.

If work begins in 2017, the line can be completed in 2023 and made operational in 2024.

An official told that the feasibility study by the Japan International Cooperation Agency (JICA) suggested that the track for the Bullet Train on elevated corridor will constitute 60 per cent of total track on the route.

The senior official said, the JICA has estimated 40,000 passengers per day. The cost of the ticket has been estimated to be one and half times more than that is being charged by the Rajdhani Express for the same distance. The distance from Ahmedabad to Mumbai will be 543 km to be covered by Bullet Train in less than 2 ½ hours i.e. at an average speed of 200 Kms per hour on this route. However the track shall be built to cater to a speed of 600 Kms per Hour for future operational requirements.

The JICA, which has submitted its draft report and made presentations before the Railway Board, on Tuesday gave a presentation before the joint monitoring committee comprising of Railways and other ministries.

“China has also offered to fund the project. The political leadership will need to take a call on funding options,” a senior official said.

Kapurthala (KXH): The first high-speed train of India is expected to run between Delhi and Agra with a speed of 160 km per hour on November 10.

The Kapurthala Rail Coach Factory is all set to roll out the first rake of fourteen coaches of the train.

Rail Coach Factory (RCF) has manufactured four coaches of the high speed train so far and the work is going on war footing to complete work on the remaining ten coaches by November 10, RCF General Manager Pramod Kumar said.

RCF engineers in consultations with RDSO (Research Development and Standard Organisation) had made some changes in these coaches in designing of coupler system for smoother ride than Shatabdi and Rajdhani coaches, installation of smoke and fire detection system and automatic sliding of inner doors besides Passengers information system.

The approximate cost of one high speed coach would be between Rs 2.25-2.50 crore (Rs 225-250 million).

The high speed coaches manufactured in RCF for Shatabdi and Rajdhani express trains are capable of running at the optimum speed of 160 kilometres per hour, Pramod Kumar said.

Pramod Kumar said railways has selected ten routes on which high speed trains would run as announced by railway minister in his budget speech.

Initially speed of these trains would be 160 kilometre on select rail routes and gradually it would be enhanced up to 200 kilometer after upgrading the signalling system, barricading the area, he said.

The railway board and officials of railway department had already conducted a trial on these coaches on Delhi-Agra section at a speed of 160 kilometer and covered the 200 kilometer distance in 99 minutes a few days ago, a railway official said.

The RCF has also started working on the high speed coaches capable of running at a speed of 200 kilometre per hour by making some changes like automatic outer doors, changes in braking system with the provision of electro-pneumatic brakes, noise reduction with better sound insulation, provision of TV set on the back of every seat in the executive chair cars and Wi-Fi system besides improved vestibules, the GM said.

He said that high speed trains capable of running at 200 kilometre per hour would be rolled out by June next year.
