The First and Last Mile Connectivity will be covered by India Post through Railways From 15.05.2020

Central Railway & India Post join hands for the first and last mile connectivity
Central Railway Press Release
Central Railway & India Post join hands for the first and last mile connectivity
In current situation of COVID-19 lockdown, individuals and commercial establishments are finding it difficult to move their large size consignments containing the essential and other items. Speed Post service is being widely used by a large number of public for sending their parcels. However, for consignments in highway weight slabs, the customers find it difficult to transport these items to the Post offices for booking.
Keeping in view the special parcel trains being operated by the Central Railway, the Central Railway and Maharashtra Postal Circle decided to synergise the capabilities of India Post and Indian Railways within Maharashtra State by offering India Post Railway Parcel Service w.e.f. 15/05/2020.
To begin with, India Post Railway Parcel Service shall be available from and between Mumbai, Pune and Nagpur stations, to be extended to other stations later. India Post shall pick up the consignments from the premises of the customers and deliver to the consignee at destination through special parcel trains being operated by the Central Railway and Postal Mail Motor Service. As a trial run, the consignment picked up from Hingana in Nagpur on 09.05.2020 was transported through India Post Railway Parcel Service and reached destination at Mumbai on 10.05.2020. Thus, the first and last mile of the journey will be covered by India Post and transported between the origin and destination station through Railways. This service enables the customers to avail transportation of the consignments at economical rate and with door service facility. This marks further diversification of postal services into the logistics segment in a bigger way since this scheme is economical for larger consignments of two quintals or more. This also underscores the coming together of Indian Railways, started in 1853, and India Post, started in 1854, to offer convenience and value to customers.

Shakuntala Railway: The one train line in India still owned by a British firm Killick-Nixon

Shakuntala Railway: The one train line in India still owned by a British firm Killick-Nixon
Shakuntala Railway is a 2ft (610 mm) Narrow Gauge Railway line between Yavatmal and Achalpur in Maharashtra in Central India.

Shakuntala Railway: The one train line in India still owned by a British firm Killick-Nixon

The train which travels a distance of 190 kms in about four hours is the lifeline for the people of Yavatmal and Achalpur (Amravati district) of Maharashtra.

Do you know that there is still a small hold of British Raj in the Indian Railways? All of the Indian Railways got nationalised in the year 1951 except the narrow gauge line of Shakuntala Railways.

The railway, which is named after the queen of Vidarbha, still runs on a narrow guage railway network.

Highlights

  • Central Province Railway opened this narrow gauge line, Shakuntala Railway, in 1910, which is owned by a British firm Killick-Nixon.
  • The company built this line mainly for the shipment of cotton from Yavatmal to Mumbai
  • Earlier, it was run by a ZD-steam engine marked ‘made in Liverpool’ which was put in service in 1923. Presently, this passenger train is run by a diesel engine
  • The railway network named after the queen of Vidarbha, the eastern part of Maharashtra that comprises of Nagpur division and Amravati division
  • This narrow guage line originates from Mumbai-Nagpur-Calcutta broad gauge line (Murtizapur junction, Kolkata).
  • The British company still charges more than a crore per year from Indian Railways for running a train on these tracks
  • The train travels 190 km in about four hours. It is the cheapest mode of transport for the people of Amravati district which costs around Rs 25 for a single trip
  • The journey gives you the pleasure of beautiful scenic beauty of country side as the train passes through beautiful hills and plateaus
  • The train is the lifeline for the people of Yavatmal and Achalpur (Amravati district) of Maharashtra.

Killick, Nixon and Company, set up in 1857, created the Central Provinces Railway Company (CPRC) to act as its agents. The company built the 2 ft 6 in (762 mm) narrow gauge line in 1903. The company built this narrow gauge line in 1903 to carry cotton from cotton-rich interior areas of Vidarbha to the Murtajapur Junction on main broad gauge line to Mumbai from where it was shipped to Manchester in England. Murtajapur Junction was the focal point of this railway. Though, working autonomously, the CPRC was grouped in 1952 under the Central Railways. A ZD-steam engine, built in 1921 in Manchester, pulled the train for more than 70 long years after being put in service in 1923. It was withdrawn on 15 April 1994, and replaced by a diesel engine.

Railways Bullet Train project from Mumbai-Ahmedabad overcomes BKC troubles

The 98,000 crore project for a bullet train between Mumbai and Ahmedabad has found itself clear of a major hurdle. The Maharashtra government on Monday withdrew its objection to provide land at the Bandra Kurla Complex (BKC) in Mumbai to build an underground station

Mumbai: The Rs.98,000 crore project for a bullet train between Mumbai and Ahmedabad has found itself clear of a major hurdle. The Maharashtra government on Monday withdrew its objection to provide land at the Bandra Kurla Complex (BKC) in Mumbai to build an underground station.

Suresh Prabhu-led Indian Railway requires 0.9 hectares of BKC land for access to underground station.

However, the Maharashtra state government had earlier denied Railway ministry the land saying that giving it away would hamper the state’s project – the Mumbai International Financial Services Centre, located in BKC complex and that there could be a loss in revenue of around Rs 10,000 crore.

Nevertheless, there appears to have been some settlement on commonground as a senior state government functionary told, “A revised plan for the underground station was recently submitted to the state. This seems viable.”

According to sources, the State government might in turn as for major concessions in building its showpiece project-the financial centre.

Although the land in not within the criteria of special economic zone (SEZ), state government is expecting the centre to relax norms.

Fight over Bullet Train plot in BKC reaches Fadnavis

Fight over Bullet Train plot in BKC reaches Fadnavis

BKC ideal for the project, insists Railways. But MMRDA says it will make IFC construction cost shoot up. Consultants of Railways, Maharashtra to jointly work out solution.

Mumbai: With the central and state governments in a logjam over the location of the originating station of the proposed Mumbai-Ahmedabad bullet train, a decision has been taken to have their consultants sit together to work out a solution.

Officials from the railways, Maharashtra government and the Mumbai Metropolitan Region Development Authority had a meeting on Monday to discuss the stalemate. The railways has proposed to construct an underground railway station for the showpiece bullet train at Bandra Kurla Complex.

The state government has however been reluctant to provide land, having planned an International Financial Services Centre (IFSC) on the vacant land in the complex. A senior state official said, “We have asked the railways to tell us exactly how much land they require to construct the bullet train station.” He added representatives of the Japan International Cooperation Agency will sit together with consultants of MMRDA to work out if the IFSC and bullet train station can co-exist in Bandra Kurla Complex.

After the railways and the Mumbai Metropolitan Regional Development Authority (MMRDA) failed to sort out their joust over a plot of land for the ambitious bullet train project at the Bandra-Kurla Complex (BKC), the contentious issue has now reached the Chief Minister’s court for a decision.

The railways wanted a 50-acre plot of land in BKC for setting up a terminus for the Mumbai-Ahmedabad bullet train project. The MMRDA is opposed to the proposal on grounds that it has already proposed an international financial centre (IFC). In March, the state government officially communicated to the railways that it could not accept their proposal as it would make the MMRDA incur huge financial losses.

However, earlier this month, the railways sent another proposal to the MMRDA in which it proposed a bullet-train terminus that would be built on the same plot but underground, so that both the IFC and the terminus could co-exist.

Officials from the railways, Maharashtra government and the Mumbai Metropolitan Region Development Authority had a meeting on Monday to discuss the stalemate.
Chief secretary Swadheen Kshatriya called ameeting on Monday to hear out both sides on the issue. During the meeting, MMRDA officials sought to know why the railways were insisting on having a terminus at BKC when the railways already has large land parcels in its possession in Bandra (East), Kurla and Thane.

The MMRDA also pointed out that their cost of constructing the IFC would go up if they were made to construct it above the railway terminus and that the height of the project could become an issue due to the centre’s proximity to the airport.

The railways replied that since the bullet train project was meant to provide connectivity between two IFCs — one in Mumbai and other in Gujarat known as Gujarat International Finance & Tech city or GIFT city — it made sense to have the terminus at BKC.

Besides, BKC offers better connectivity to other parts of city, which would facilitate the dispersal of passengers, the railways argued.

However, giving no indication about which way the decision will go, Kshatriya said, “After hearing both sides, I asked them to conduct further deliberations. Both sides will then be asked to present their cases before Fadnavis and his decision on the issue will be final.”

Nearly 1000 Railway Stations developed as ‘Adarsh’ stations

Nearly 1000 Railway Stations developed as ‘Adarsh’ stations

“Eversince the Scheme of Development of Stations under ‘Adarsh’ Station Scheme started, 1052 stations were identified under ‘Adarsh’ station scheme and out of which, 946 stations have been developed till December 2015,” said Suresh Prabhu in Lok Sabha during Question Hour

New Delhi: Nearly 1,000 railway stations across the country have been developed as ‘Adarsh’ stations having facilities such as toilets, drinking water, catering services and waiting rooms, Railway Minister Suresh Prabhu said today.

“Development of stations under ‘Adarsh’ station scheme was started in 2009-10. 1,052 stations were identified under ‘Adarsh’ station scheme and out of which, 946 stations have been developed till 2014-15,” he said in Lok Sabha during Question Hour.

Prabhu said review of the facilities available at stations developed as ‘Adarsh’ stations, in the light of passenger need and expectation, is a continuous and ongoing process.

Progress for development of stations under ‘Adarsh’ station scheme is monitored regularly at various levels viz. zonal railway level and Railway Board level, he said.

The expenditure on development of stations under Adarsh Station Scheme is generally funded under Plan Head ‘Passenger Amenities’, Prabhu said.

Adoption pledge by NGO to revamp Nashik Railway Station

Nashik based non-government organization Rail Parishad has proposed adoption of Nashik Road railway station under the Central Railway scheme of development of railway stations on public-private-partnership basis.

The Central Railways has decided to convert 33 railway stations in Maharashtra and beyond into state-of-the-art stations through the development of real estate. The private partner will have to develop and use the railway station for 45 years and then hand it back to the Railways after the end of the tenure. The railway stations selected under the scheme include Nashik Road, Pune, Dadar, Kalyan, Lonawala, Nagpur, Kopargaon and Sainagar.

Bipin Gandhi, president of the Rail Parishad, said they had sent a letter to the Railways proposing to take over the railway station and making it the best. “We have decided to pitch in for converting Nashik Road into a class station. We have a plan that will see the station not only very clean but also boast of all amenities required for commuters,” Gandhi said.

Asked if they had planned real estate development at Nashik Road, Gandhi said the current development of Nashik does not attract much of monetary benefits but the situation will be different if it is made a junction.

“So far, we have proposed small activities of real estate development for the commuters coming to Nashik Road, which will be akin to hotels or guest house in the station. Our attention, however, will be more on the East-side of the station. The Sinnar-side has huge scope for development,” he added.

The Rail Parishad had with the help of Rotary Club initiated a ‘clean Igatpuri station’ drive in 2003, when the Igatpuri Railway station would see cattle straying across the station and railway tracks. Often, food would be strewn all over station and the cleanliness index was at its lowest.

“We volunteered for the cleanliness of the station and after six months, the station was clean,” Gandhi said, adding that the Rail Parishad has also adopted C3 coach of Panchavati Express which follows principles of cleanliness and discipline.

Cheaper Electricity for Railway Traction in Maharashtra

Central Railway Press Release

Indian Railways is purchasing electric power from State Electricity Boards for running the passenger and goods train on electric traction. Power is received at various Traction Sub-Stations (TSS) located along the railway tracks and is fed to the overhead traction conductors provided above the tracks.

Over the years, rate of electricity for traction has increased considerably putting lot of burden on Railway finances. Railways thereby started exploring feasibility of purchasing electricity from open market.Central Railway has signed a Power Purchase Agreement for availing up to 300 MW power from Ratnagiri Gas & Power Private Ltd (RGPPL), which is a joint venture company promoted by MSEB/HCL, NTPC and GAIL.

Ministry of Power has given deemed distribution licensee status to Indian Railways and Central Electricity Regulatory Commission (CERC) has also endorsed this decision which has paved the way for availing electricity by Railways through Open Access mechanism. Power Purchase Agreement (PPA) with RGPPL has been accordingly signed by Central Railway for 47 traction sub-stations located in Maharashtra.

All the formalities required for open access viz. Connectivity Certificate, No Objection Certificate, deposition of required fees to MSETCL and State Load Dispatch Centre, etc. have been completed.Existing STU network through which these TSSs are connected will continue to feed the power supply being availed from RGPPL.Special Cell has been formed at Mumbai Office of Central Railway to monitor online scheduling of power in consultation with State Load Dispatch Centre and RGPPL Power Point.

Power from RGPPL has started flowing with effect from 26.11.2015. Energy cost saving is expected to be in range of Rs.2.50 to Rs.3.50 per unit, which will result into substantial saving to the tune of Rs.500-700 crore per annum to Indian Railways for the 47 traction substations located in Maharashtra (36 on CR, 6 on WR, 4 on SECR and one on SCR)

Mumbai: The Maharashtra government and the ministry of railways will be setting up Maharashtra Railway Infrastructure Development Corporation (MRIDC) within three months to provide a boost to railway infrastructure projects in the state. The decision was taken in a review meeting held by chief minister Devendra Fadnavis on Wednesday.

The CM held discussions with the General Managers of both the railways (Central and Western) and Mumbai Railway planning body Mumbai Rail Vikas Corporation (MRVC) on Wednesday and formally announced the formation of MRIDC within the next three months.

Central Railway GM Sunil Kumar Sood has said that the state was briefed about the air-conditioned locals that are supposed to come on the Harbour and the mainline soon. “We were asked about how we were supposed to go about getting AC coaches for the CR. We said that the last and the first three coaches on the Harbour line would be air-conditioned, while the middle compartments will be replaced with AC ones on the mainline,” said Mr Sood.

Among the projects discussed was the Rs 2826 crore Ahmedanagar-Beed-Parli new corridor which the government wants to complete by March 2019. As reported earlier, the railways has already set out tenders of almost Rs 300 crores for the project which the state government is banking on in a big way to clear its electoral prospects in drought-hit Marathwada. The state government also assured the railways that the land acquisition for the Wardha-Yavatmal-Nanded line will be completed by July 2016. The line will be a connector between Vidarbha- from where chief minister Fadnavis hails- and Marathwada.

The feasibility of a major source of future revenue in the Dedicated Freight Corridor (DFC) that will pass through Panvel was also asked. “We were asked about the progress of the DFC as well as the 5th and 6th line between Kurla and CST and we did tell them about the issues of land procurement on this line,” he added. n Turn to Page 7

While the Western Railway (WR) were asked about the delayed arrival of their very own AC train, WR GM G.C. Agarwal said, “We have told them that the coach is being readied in Chennai and expected in November but we have also informed that there is no definitive timeline for the arrival. Eventually the train will be put for public use after two-three months of the trains arrival since we will also do the needed trials.”

Mr Agarwal also mentioned that important land procurement issues for the sixth line of WR was discussed and the state has duly noted the problem and said that they will look into the issue.

MRVC chief managing director Prabhat Sahai who was also present at the meeting said that it was review meeting and a formal announcement of the company, “It was a way for the state to be updated before the launch of the company in three months,” said Mr Sahai.

The meeting also stressed on the fact that the Virara-Vasai-Diva-Panvel suburban corridor, expected to cost upwards of Rs 10000 crores at current prices, should be speeded up and should be included in the next railway budget for the financial year 2016-17.

A long-pending plan, to connect Bandra Terminus and the Western Express Highway, was also discussed. This has been a long-time demand of Western Railway and a couple of years ago the construction department of WR and the Maharashtra State Road Development Corporation (MSRDC) had discussed three options.

The high-power meet also dicussed ways to bring about uniformity in various infrastructure plans so that the construction of the Navi Mumbai airport as well as the elevated CST-panvel corridor could be done in tandem.

Thane Metro project work might start this year: Devendra Fadnavis

Thane: Chief minister Devendra Fadnavis on Saturday assured Thanekars that their much-awaited Metro Rail dream would be realised soon. The CM said that work on Thane Metro might begin this year itself and the project would be completed in time-bound manner.

The CM, who inaugurated the renovated Town Hall and Amphitheater in Thane, said at the function, “Our government is committed to the speedy development of Thane. We are making all efforts to start the work on the proposed Thane Metro project this year itself and there shall be no inordinate delay in the completion of the project.”

The project’s route stretches from Wadala-Ghatkopar-Thane-Kasarvadavali. The 32-km-long Metro corridor will have 24 underground and six elevated stations. It is among the four Metro projects for which the MMRDA last week sanctioned the expenditure of Rs 35,400 crore. Out of this, Rs 12,000 crore has been sanctioned for the Thane-Wadala project. It will run along the Eastern Express Highway and Ghodbunder Road after it enters Thane and till it reaches Kasarvadavali.

Another issue that has been a major talking point in Thane is the redevelopment of old and dilapidated buildings. Last month, there were two building collapses in which 18 people lost their lives. The CM expressed confidence that the issue of redevelopment of old structures would be resolved soon. “The government is positive about the proposal to give floor space index of .33 for redevelopment of old and dilapidated buildings. The impact assessment of the project is ready and the government will soon announce its decision on it. We will also implement this scheme as a pilot project for other cities in the state,” he said.
