Intra state travel within the State of Andhra Pradesh By Trains is restricted until further Advice
It is hereby informed that all intra-state movement of the passengers within the state of Andhra Pradesh by Railways stands restricted i.e., all passenger movements where both the boarding station and de-boarding station for a passenger falls within the state of Andhra Pradesh stands restricted until further advice.
Full fare refunds will be given to the passengers who have booked their train journey on the above mentioned routes and passengers are advised to cancel these tickets for getting refunds.

Railways to carry relief material free of cost to cyclone “Fani” affected states of Odisha, West Bengal and Andhra Pradesh
Central Railway will transport relief material to cyclone “Fani” affected states of Odisha, West Bengal and Andhra Pradesh by coaching trains (parcel van/VP/SLR, etc.) and goods trains including in less than standard composition rakes free of cost.
All Government organization across the jurisdiction of Central Railway can book relief material free of cost to aforementioned affected states. Other organizations, as deemed fit by Divisional Railway Managers of Mumbai, Bhusaval, Nagpur, Pune and Solapur divisions may also avail of this provision. However, the consignor/consignee shall have to be District Magistrate/Deputy Commissioner in whose jurisdiction the dispatching/receiving station is situated.
No ancillary charges like demurrage/wharfage, etc. or other are to be charged for transportation of relief material. Notwithstanding anything above, Railways shall reserve the right to take appropriate decisions as per extant policy on subject of transportation of relief material.
This will be in effect till 2.6.2019 or till further orders whichever is earlier.

Railways on Alert to face “Cyclone Phethai”
With a view to handle any requirement or emergent situation on Railways, arising due to the impending “Cyclone Phethai” expected to make a land fall on the Andhra Pradesh coast by Monday i.e., 17th December, 2018, South Central Railway has made elaborate arrangements to ensure that rail services are handled with utmost safety and convenience of rail passengers.
Shri Vinod Kumar Yadav, General Manager, South Central Railway has instructed the Divisional Railway manager’s of the Divisions which are likely to bear the direct and indirect impact of the cyclone to formalize all the requirements to handle any emergency and keep the Officers and Staff ready for undertaking any relief work in case of need. Extensive patrolling of the railway tracks is being continuously undertaken to ensure safe movement of trains and to regulate any services in case of need.
All the Station Masters of stations on the coastal belt of Andhra Pradesh have been advised to maintain close liason with the State authorities and with higher Railway Officials, for proper co-ordination. They will also be reaching out to the needy rail users for arranging any requirement in terms of food, resting and other such requirements that can arise.
Helpline Control to monitor the situation on a 24 x 7 basis has been put into operation at Vijayawada. The following are the Helpline numbers -

Country’s First Automatic Coastal Warning for Disasters to come up in Odisha
From July, Odisha will commission the ambitious Early Warning Dissemination System (EWDS) to warn the vast population residing along its 480 km-long coast in the event of the occurrence of natural disasters like a tsunami or a cyclone. Andhra Pradesh is also reportedly developing such system to alert the people in case of natural calamities. Salient Highlights The warning can be disseminated just by pressing a single button from a control room in the State capital in the event of the occurrence of natural disasters. It would trigger loud sirens simultaneously from towers at 122 locations including tourist destinations, fish landing centres and coastal habitations situated across the state. The sound emanating from the towers can be heard in localities up to a radius of 1.5 km. Thus, Odisha become the first state to have developed an automatic public address system that can be activated across the state. The towers will be installed in 22 blocks under six coastal districts such as Balasore, Bhadrak, Jagatsinghpur, Kendrapara, Puri and Ganjam The EWDS comprises of Satellite-Based Mobile Data Voice Terminals (SBMDVT), Digital Mobile Radio (DMR), Mass Messaging System (MMS) and Universal Communication Interface (UCI) for inter-operability among different communication technologies. The project at an estimated cost of ₹ 82 crore will be implemented with assistance from the World Bank. The EWDS will help the people to move to safer places before government agencies commenced evacuation.

Reiterating that a separate railway zone will be created with Visakhapatnam as its headquarters, BJP State president and MP K. Haribabu has said focus will also be on other pending projects in the next two years.
Addressing the media here on Saturday, Mr. Haribabu said: “The establishment of a separate railway zone in Vizag is just a matter of time and it will be achieved.”
Attributing the win of P.V.N. Madhav, TDP-BJP combine candidate for North Andhra graduate constituency, to Prime Minister Narendra Modi’s vision of ‘Sabka saath, Sabka vikas’ and BJP’s development strategy, Mr. Haribabu pointed out that in the next two years, the party would focus on long-pending projects earmarked for Visakhapatnam.
Six-lane corridor
“The six-lane Anandapuram-Pendurthi-Anakapalle corridor has been sanctioned by the Central government for ₹2,200 crore. Tenders have been called for and also received, but they have not been opened. The Centre has clearly asked the State government to first tackle the ground-level issues and the Ministry has instructed that the tenders will not be opened till at least 60% of the land has been acquired and handed over to the NHAI,” Mr. Haribabu said.
Quoting another issue, he said: “The foundation for 500-bed hospital as requested by Chief Minister N. Chandrababu Naidu has been cleared by the ESI Corporation and the foundation stone also has been laid by Minister Bandaru Dattatreya. But the work has not started, as the ESI Corporation has asked the State government to hand over the land through a G.O. which is pending. There are about 30 such pending projects and there are some basic issues that have to be sorted out, and we will be working in this direction in the next two years.” To a query on disinvestment of the DCI (Dredging Corporation of India), Mr. Haribabu said the matter was taken up by Minister of State for Road Transport and Highways and Shipping Mansukh Mandaviya, who visited the city recently and interacted with the employees, with his senior Nitin Gadkari, and it was agreed upon that there would be no strategic disinvestment of 51%.
On the demand for increase in the number of Assembly seats in Andhra Pradesh and Telangana, Mr. Haribabu said the A.P. State Reorganisation Act-2014 provided for increase from 175 to 225 in A.P. and 119 to 153 in Telangana.
However, Article 170 of the Constitution did not allow the increase till 2016. It was a larger issue and had to be done through a constitutional amendment.
Mr. Madhav thanked the TDP and the BJP workers for his victory. BJP city president Nagendra and TDP leader Pattabhi were present.

German Bank to Sanction ₹2,500 Crore for Amaravati Metro Rail
A.P. Government to begin work on the project soon, says Minister for Municipal Administration, Govt.of AP.
VIJAYAWADA: German bank KfW has agreed to sanction a loan of ₹ 2,500 crore for the much-publicised metro rail project in the city. With this, the State government is contemplating starting the work shortly.
The government proposes to construct two corridors with a length of 26 km. While one corridor will come up covering 12.5 km, the other will cover 13.5 km.
Phase-I by 2018
Another metro project, which was planned for Visakhapatnam, would be taken up on a Public Private Partnership (PPP) model. The government is proposing to construct two corridors in Visakhapatnam. The other two corridors are from Gurudwara to the Old Post Office and Tatichetlapalem to Park Hotel. The Visakhapatnam project is envisaged for completion by 2019.
Municipal Administration Minister P.Narayana on Thursday said the the government was planning to complete the phase-I in Vijayawada before 2018.
After opting out of the proposal to approach the Japanese International Cooperation Agency (JICA) for loan, the State government is heavily banking on funding by the German and French development banks KfW and Agence Francaise de Development (AFD) to put the Metro project on track.
The government is expecting a loan of ₹4,000 crore from these banks, which have in-principle approved the loan. They are yet to work out individual contributions.
The Amaravati Metro Rail Corporation (AMRC) held talks with various external funding agencies, including the European Investment Bank, World Bank and Asian agencies. The government also explored the ‘green route’ and planned to tap funds through the Climate Bonds Initiative, a U.K.-based non-profitable organisation.
The government opted out of JICA loan as it made clear that the soft loan would be ‘tied’ loan and insisted that 30 per cent of the loan component must be utilised for procurement of the rolling stock from Japan.
Logos invited
The Amaravati Metro Rail Corporation Limited (AMRCL) has invited logos for the prestigious project, to be submitted by February 20.
In a press release, AMRCL Managing Director N.P. Ramakrishna Reddy said there were about 165 metro rail and 450 light metro rail projects in the world and each one of them had its logo.
The logo for Amaravati should depict the Sunrise State, a train, tracks, water and greenery and local cultural traits / icons reflecting Amaravati history.
The best design will be awarded Rs.50000 and the second best design Rs.30000 and the third one Rs.20000. No prize money will be given for other contenders.

Microsoft, ICRISAT pilot increases crop yield in Andhra
A pilot project using cloud technology by Microsoft and ICRISAT in Andhra Pradesh has increased the groundnut crop yield, it was announced at the 20th National Conference on e-Governance here on Monday.
Launched in June last year, the pilot, based on Intelligent Cloud, involves a new sowing application for farmers combined with a personalised village advisory dashboard and results show a 30 percent higher average in yield per hectare.
The sowing app was developed to help farmers achieve optimal harvests by advising on the best time to sow depending on weather conditions, soil and other indicators.
The pilot under a partnership between the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), Microsoft, and Andhra Pradesh government was implemented in Devanakonda in Kurnool district and the advisory applied only to the groundnut crop.
ICRISAT adopted Microsoft Cortana Intelligence Suite including Machine Learning (ability of computers to learn without being specifically programmed) and Power BI or Business Intelligence, to empower farmers and government officials with technology, and promote digital farming practices in the state, said a Microsoft official.
The Personalised Village Advisory Dashboard has been especially developed to enable officials to better manage programs of scale. Using powerful BI tools, this dashboard provides important insights around soil health, fertiliser recommendations, and seven-day weather forecasts derived from the world's best available weather observations systems and global forecast models.
This data is then downscaled for the highest possible accuracy at the village level, to transform how small holder farmers tackle climate change to drive effective decision-making for their crops.
"This result is proof of the efficiencies that cloud technology can bring and thereby help farmers economically by improving agricultural productivity," said Anil Bhansali, Managing Director, Microsoft India.
"The applicability of the Intelligent Cloud is a significant start for digital agriculture and we hope more governments and stakeholders come forward to reap benefits of this innovation," he added.

Rail Minister recommends 13 Modern Ambulances for Andhra under MPLAD
Vijayawada: Railway Minister Suresh Prabhu has written to the Collector of Krishna district in Andhra Pradesh to buy 13 ambulances equipped with advanced life support system under the MP Local Area Development (MPLAD) scheme.
The minister has also asked the Krishna District Collector to clear the grant within 45 days.
The total cost of 13 ambulances is estimated to be about Rs 2.86 crore, according to the letter written by Suresh Prabhu to the Krishna district collector.
Each ambulance will have ventilator with advance life support system, oxygen cylinder, monitor, accessories and other requirements and is estimated to cost about Rs 22 lakh.
A Rajya Sabha MP can recommend works in one or more districts in the state from where he or she has been elected.
Under the scheme, the MP has the choice to suggest to the district collector for works to the tune of Rs five crores per year to be taken up in his/her constituency.
Prabhu was elected to the Rajya Sabha from Andhra Pradesh after his Upper House term from Haryana got over recently.

Vijayawada: RailTel launched the state of the art HD Video Conferencing Service- Telepresence as a Service (TPaSS) for the Andhra Pradesh Irrigation Department at Vijayawada, in the august presence of Hon’ble Chief Minister of Andhra Pradesh, Shri Nara Chandrababu Naidu.
Hon’able Minister of Irrigation of AP, Shri Devineni Uma Maheswara Rao, Regional General Manager, RailTel, Shri P.V.Sreekant,Cisco VP Shri Vikram Kumar, Project Manager, Wipro, Shri Venu Gopal, Engineer-in-Chief, Chief Engineers of AP were also present during the event.
RailTel earlier got the Work Order from AP State Water Resources Department for Installation & Commissioning of Cisco’s Telepresence Studios IX 5200 each at Jalasoudha, CM’s Camp Office/Vijayawada, integration with SX 20 in all 13 Districts in AP, in which Wipro is the SI (deal value INR 5,67,19,894/-), through the tendering process.
This project pertains to Water Resources Department wherein it was earlier proposed for installation and commissioning of Cisco’s Immersive Telepresence Studios IX 5200, one each at Jala Soudha, Hyderabad and Andhra Pradesh CM’s Camp Office at Vijayawada and integrating with Cisco’s SX 20 in all the 13 district HQs of APWRD.
Andhra Pradesh is the first State Government to deploy such latest equipment in the country. RailTel has connected all the district head quarters of AP & Irrigation HQ at Jalasoudha, Hyderabad with Optical Fibre Network and installed latest state of the art video conference technology called Immersive Tele-Presence. The solution provided to Irrigation Department of AP included setting up of CISCO IX-5200 Tele-Presence studios & the installation of 18 seater immersive CISCO IX-5200 Tele-Presence at Jalasoudha, Hyderabad & APWRD office, Vijayawada. At all the district HQs, CISCO SX-20 Tele Presence equipment with all other end points have been installed.

Chief Minister, during his 3 hour long conference, elucidated the need to exploit technology to effectively utilize water resources in the newly formed state.
RailTel, with its partners M/s Wipro Limted and M/s Cisco, has completed the project within 3 months.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval for operationalisation of new Indian Institute of Science Education and Research (IISER) at Tirupati, Andhra Pradesh from the Academic Year of 2015-16 from a transit / temporary campus, at an estimated cost of Rs. 137.30 crore for the initial three years (2015-18).
Background:
As a sequel to the Andhra Pradesh Reorganisation Act, 2014, bifurcating the then State of Andhra Pradesh to the States of Andhra Pradesh and Telengana, the Government of India inter alia decided to establish an Indian Institutes of Science Education & Research (IISER), an Institute of National Importance, in the residual State of Andhra Pradesh. Consequently, the State Government of Andhra Pradesh has earmarked 244 acres of land at Srinivasapuram, Pangur and Chindepalli villages of Yerpedu Mandal for construction of the permanent campus of IISER, Tirupati. Meanwhile, pending construction of the 'permanent campus for the Institute, on the recommendation of the Site Selection Committee, it has been decided to commence its functioning from the academic session of 2015-16 from the transit / temporary campus at Sree Rama Engineering College, Tirupati.

Each JV would have an initial paid up capital of `100 crore. Based on the quantum of projects to be undertaken, the authorized equity share capital and the paid up capital can be enhanced from time to time with the approval of Railway Board and the State Government
New Delhi: Ministry of Railways (MoR) has signed Memorandum of Understanding (MoU) for formation of Joint Venture Companies with six State Governments viz. Odisha, Maharashtra, Andhra Pradesh, Kerala, Chhattisgarh and Telangana.
Joint Venture Company will be formed with equity participation of MoR (limited to maximum 50%) and concerned State Government(s). JVs can form project specific subsidiary companies (Project SPVs), which may have equity holding by other stakeholders like banks, PSUs, Ports, mining companies etc. as well, to cater to a specific project.
Each JV would have an initial paid up capital of `100 crore. Based on the quantum of projects to be undertaken, the authorized equity share capital and the paid up capital can be enhanced from time to time with the approval of Railway Board and the State Government.
JVs would undertake project development works for an identified basket of projects, which will inter-alia include surveys, preparation of Detailed Project Report (DPR) and getting requisite approvals, processing for sanctioning of identified projects and monitoring. Projects will be implemented by the concerned Zonal Railway, any Railway PSU or any other agency as decided by the JV/Project SPV in consultation with Ministry of Railways.
Various other steps taken/being taken by the Government for effective and speedy implementation of rail projects in the country are:-
(i) substantial increase in allocation of funds,
(ii) prioritisation of projects,
(iii) delegation of powers at field level,
(iv) nomination of nodal officers for improved co-ordination with the State Governments etc.

Secunderabad: South Central Railway (SCR) General Manager Ravindra Gupta on Thursday said that a proposal for undertaking a comprehensive survey of the railway connectivity from Amaravati, the emerging capital city of Andhra Pradesh, to other major cities in the State had been submitted to the Railway Board.
It is likely to be accepted and once it happens, the Railways would take necessary action for establishing the desired railway network, he asserted. Addressing the media after the customary pre-railway budget consultations with MPs from Vijayawada, Guntur and Guntakal divisions here on Thursday, Mr.Gupta said the proposal was submitted in view of the needs of creation of the new capital, as per requests made by the State government earlier.
While duly focusing on the railway connectivity to Amaravati, the SCR was carrying out estimation of the third line between Gudur (Nellore district) and Duvvada (Visakhapatnam). Work would commence depending on sanction of funds. “We received a number of demands such as introduction of trains, extensions, stoppages, construction of ROBs/RUBs and etc. All these demands will be actively considered at the headquarters level. Our endeavour is to provide minimum essential amenities but that is not our limitation,” he added.
Asked whether an effort was being made to reduce the running time of Andhra Pradesh Express from the existing 36 hours, Mr.Gupta replied in the affirmative and pointed out it was taking so much time as it had to go through several zones. It was planned to reduce the running time of all long distance trains in the SCR by increasing speed, he added.

Heavy rains in the southern areas near Chennai and adjoining south coastal districts of Andhra Pradesh State have impacted the movement of normal train services on Renigunta-Gudur and Renigunta-Guntakal sections of South Central Railway & Chennai-Gudur section of Southern Railway since yesterday i.e., 16th November, 2015 due to water over flowing on Railway Tracks and bank slips.
In view of cancellation / partial cancellation / diversion of several train services on the route, including long distance train services between the South and the North / East / West of India, South Central Railway setup Help Line Numbers at various major stations to provide information on train movements to the rail passengers and minimize inconvenience to them. General Manager Holds Crisis Management Meeting in the wake of disruption of Rail services due to heavy rains in Andhra Pradesh
Shri Ravindra Gupta, General Manager, South Central Railway held a emergency high level crisis management meeting today i.e., 17thNovember, 2015 at Rail Nilayam, Secunderabad to review relief and restoration measures in the wake of disruption of rail services on Gudur - Renigunta and Renigunta - Gooty sections of South Central Railway due to water overflowing rail tracks and bank slips on account of heavy rains in the region. The meeting was attended by Principal Heads of Departments of the Zone.
The General Manager, who has been keeping tab on the developments on a minute to minute basis since yesterday, appreciated the Divisional Railway Manager, Guntakal Division and his team of officials for taking timely decision to get back the trains which came to unexpected halt on the Renigunta-Gudur section yesterday evening due to sudden unsafe track conditions. The trains were brought back to Renigunta safely and all arrangements made for food, water, medical needs etc., thereby minimizing inconvenience to passengers.
Taking stock of the situation from the officials present, the General Manager instructed that the restoration work on the affected rail sections should be completed efficiently at the earliest. At the same time, the restoration work should be taken up without jeopardizing track and rail passengers’ safety, he specifically stated. The General Manager reviewed the progress of restoration work in the affected sections and instructed that –
Required man power shall be mobilized at the restoration work spots, if needed by deploying staff and officers from other locations on the Zone.
Machinery including JCB’s, Tractors etc., shall be arranged immediately for undertaking the work.
Material including sand, ballast, boulders, cement, quarry dust etc., is made available at the work spots for strengthening and normalizing the rail track banks, despite the odds of lack of proper road connectivity to the work locations.
- Required Catering arrangements shall be ensured and food supplied free of cost to stranded passengers of affected trains.
- Necessary arrangements shall be made by deploying Railway Protection Force (RPF) personnel including Lady personnel to ensure passengers security at stations and trains.
- Medical facilities shall be kept in readiness to attend to needs of passengers if needed, so that they do not undergo difficulty.
- All helpline numbers set up at various major railway stations shall function round the clock until total normalcy of rail operations is restored.
- Arrangements shall be made to provide water in trains, by planning to suitably stable the trains at such stations where the water filling facility is available.
- Cleanliness and Hygiene should be maintained in trains and at stations, particularly of the toilets.
- Drinking water bottles should be necessarily supplied without any compromise to stranded passengers.
- Special care should be taken to meet the requirements of Senior Citizens, Children & Infants and arrangements made to provide hot milk etc., for their needs.
- Priority should be given for running of passenger carrying trains and movements of goods trains should be curtailed towards the purpose.
The General Manager is leaving to Renigunta later in the day to personally oversee the relief and restoration work on Guntakal division, which mainly bore the brunt of the rains.

Rain pounds Tamil Nadu as depression looms large
Tamil Nadu continued to experience monsoon fury, with heavy rains pounding various parts of the State under the influence of a well-marked low pressure area over Bay of Bengal, as the death toll from rain-related incidents climbed to 59.
There seemed to be no respite from the downpour with many parts of Chennai coming under water even as the weatherman forecast more rains for the next 24 hours, beginning 0830 hrs.
The India Meteorological Department said in a bulletin on Sunday that the well-marked low pressure area over southwest Bay of Bengal adjoining Sri Lanka persisted and “it is likely to move west-northwestwards towards Tamil Nadu coast and would concentrate into a depression during next 24 hours.”
Under its influence, more rains were expected in the next 24 hours, the Regional Meteorological Department said.
Weather warning (valid upto 0830 hrs IST of Monday):
Day 1 (15th Nov.): Heavy to very heavy rain would occur at a few places over north Tamil Nadu. Heavy rain would occur at isolated places over south Tamil Nadu. Moderate fog would occur at isolated places over Meghalaya, Nagaland-Manipur-Mizoram-Tripura, Uttar Pradesh, Haryana, Chandigarh & Delhi and north Rajasthan.
Day 2 (16th Nov.): Heavy to very heavy rain would occur at a few places over Tamil Nadu & Puducherry and at isolated places over Rayalaseema. Heavy rain would occur at isolated places over couth coastal Andhra Pradesh, south Tamil Nadu and south interior Karnataka. Moderate fog would occur at isolated places over Meghalaya and Nagaland, Manipur, Mizoram-Tripura.
Day 3 (17th Nov.): Heavy to very heavy rain would occur at isolated places over coastal Andhra Pradesh and Rayalseema.
Heavy rain would occur at isolated places over north Tamil Nadu and south interior Karnataka.
Day 4 (18th Nov.): Heavy to very heavy rain would occur at isolated places over coastal Andhra Pradesh.
Day 5 (19th Nov.): Nil.
Weather Outlook for the subsequent 2 days (20th Nov. & 21st Nov. 2015): Rain/thundershowers would occur at many places over Tamil Nadu, coastal Andhra Pradesh, Rayalseema and Kerala and would increase considerably over rest peninsular India. Minimum temperature would fall by 2-3 degrees C over northwest and adjoining central India.
