Indian Railways launches OPERATION MERI SAHELI

“Meri Saheli” initiative taken for focused action on security of women travelling in trains

Operation gathering momentum across all Zones

Indian Railways has launched “Meri Saheli” initiative for focused action on security of women across all zones with an objective to provide safety and security to lady passengers travelling by trains for their entire journey from starting station to destination station.

An initiative of RPF, the Strategy of the entails interaction with lady passengers especially those travelling alone by a team of young lady RPF personnel at the originating station. These lady passengers are briefed about all precautions to be taken during the journey and told to dial 182 in case they face or see any problem in the coach. The RPF team collects only the seat numbers of the ladies and conveys them to stoppages en-route. The platform duty RPF personnel at the stopping stations en-route keep unobtrusive watch over the concerned coaches and berths and if need arises, interact with the lady passengers. RPF/RPSF escort onboard also covers all the coaches/identified berths during its duty period.

RPF teams at the destination collect the feedback from the identified lady passengers. The feedback is then analysed and corrective action, if any, is taken. If some distress call comes from a train covered under “Meri Saheli” initiative, the disposal of the call is monitored at the level of senior officers.

The “Meri Saheli” initiative was started as a pilot project in South Eastern Railway in September 2020 and after getting encouraging response from lady passengers, it was extended to all zones and KRCL w.e.f. 17.10.2020.The operation is gathering momentum.

As part of the o­ngoing International Women’s Day Campaign, 2020 Metro Railway organized a workshop o­n Women health awareness at Tapan Sinha Memorial Hospital o­n 05.03.2020 where ladies staff of Metro Railway participated.
 Dr. Sipra Biswas , ACMS , Dr. Monita Dutta , Gynae , Dr. Chaitali Patra ,  ADMO , Dr. Anamika Das , Psychiatrist were present in the workshop. They gave their valuable speeches to make lady staff aware about certain health issues. They also interacted with the lady staff and gave them valuable advices to solve these issues.

South Central Railway took a significant stride today i.e, 08th March, 2018 by making four railway stations o­n the Zone “All Women Employees Stations” to coincide with the International Women’s Day. The four stations are – Begumpet in Secunderabad Division, Vidyanagar in Hyderabad Division, Chandragiri in Guntakal Division and New Guntur in Guntur Division. With effect from today, all the four stations will see Women Employees handling the duties in all working spheres.
Shri Vinod Kumar Yadav, General Manager, South Central Railway visited Begumpet Railway station and formally declared it as “All Women Employees Station”in the presence of Shri Amit Varadan, Divisional Railway Manager, Secunderabad Divisionand other Senior Officials today. The General Manager personally greeted the Women Employees posted at Begumpet Railway Station and extended them wishes for the International Women’s Day. He also greeted the Women loco pilot of MMTS train passing through the station at that time, Ms.Satyavathi for dedicatedly pursuing her duties. He inaugurated a Sanitary Napkin Vending Machine installed at waiting hall of Begumpet Railway Station, for the convenience of Women rail users.
Later, the General Manager interacted with the media present at Begumpet and detailed them the steps being taken by SCR for enhancing convenience of Women rail users. While Sanitary Napkin Vending Machines have already been installed at several railway stations, with a view to meet the special needs, “Baby Feeding Centres” have been provided at Secunderabad, Kacheguda, Nanded and Aurangabad Stations. Security of Women passengers is heightened by deployment of Nirbhaya Squads comprising of lady ticket checking and Railway Protection Force personnel in suburban trains in the city, he added. Very soon, Phirangipuram in Guntur Division and Ramavarapadu in Vijayawada Division will also become “All Women Employees Stations”, the General Manager said.

Chennai: Good news ahead for women travelling in trains, as they need not worry of getting berths. The railways has decided to offer the unitilised berths in trains under the ladies quota first to women passengers on the waiting list and then to senior citizens.
Currently, the quota remains open for booking till the time of preparation of the reservation chart and after that, the unutilised quota is released to the wait-listed passengers, irrespective of their gender.
In a circular dated 15 February, the railway board has written to all the commercial managers, conveying its decision to 'modify the logic of utilising accommodation earmarked under the ladies quota'.
According to the circular, at the time of preparing the chart, the unutilised quota for female passengers will be released first to the wait-listed female passengers, followed by senior citizens.
'If there are no such passengers and the berths are left vacant, the on-board ticket checking staff shall be authorised to allot this accommodation to any other lady passenger/senior citizen...,' the circular stated.
Currently, in all trains with reserved sleeping accommodation, a combined quota of six lower berths per sleeper-class coach and three lower berths per AC 3-tier and AC 2-tier coach is available for senior citizens, female passengers of 45 years of age and above and pregnant women.
In Rajdhani, Duronto and fully air-conditioned or express trains, four lower berths are earmarked under this quota in AC 3-tier coaches.

Lady train driver dies
Ambala: Ambala railway division ' s first woman locomotive driver, Rajni Devi, died in the city ' s civil hospital after delivering a baby on Tuesday, with her husband alleging lack of proper arrangements while transferring her from the maternity to the emergency ward.

However, Dr Vinod Gupta, the civil surgeon, said he had enquired and that no negligence on the part of doctors or nurses had been found.

Shiv Shakti said about the alleged lack of facilities in treating Rajni after her condition turned critical: " I myself had to carry the oxygen cylinder while shifting her to the emergency ward. " PTI

Cabinet approves expansion of umbrella scheme "Mission For Protection And Empowerment For Women" and introducing a new scheme ' Pradhan Mantri Mahila Shakti Kendra' 
The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi has given its approval for expansion of the schemes of Ministry of Women and Child Development under Umbrella Scheme "Mission for Protection and Empowerment for Women" for a period 2017-18 to 2019-20. CCEA has also given approval to the new scheme called ‘Pradhan Mantri Mahila Shakti Kendra', which will empower rural women through community participation to create an environment in which they realize their full potential. Expansion under Beti Bachao Beti Padhao has also been approved based on the successful implementation in 161 districts.
The financial outlay during 2017-18 to 2019-20 will be Rs.3,636.85 crore with a Central Share of approximately Rs.3,084.96 crore.
Benefits of the Scheme:
The approved sub-schemes are social sector welfare schemes especially for care, protection and development of women. It will also aim at improvement in declining Child Sex Ratio; ensuring survival. & protection of the girl child; ensuring her education, and empowering her to fulfil her potential. It will provide an interface for rural women to approach the government for availing their entitlements and for empowering them through training and capacity building. Student volunteers will encourage the spirit of voluntary community service and gender equality. These students will serve "agents of change" and have a lasting impact on their communities and the nation.
Major activities of the Umbrella Scheme:
The new scheme "Pradhan Mantri Mahila Shakti Kendra (PMMSK)" is envisaged to work at various levels. While, National level (domain based knowledge support) and State level (State Resource Centre for Women) structures will provide technical support to the respective government on issues related to women, the District and Block level Centres will provide support to PMMSK and also give a foothold to BBBP in 640 districts to be covered in a phased manner.
Community engagement through Student Volunteers is envisioned in 115 most backward districts as part of the PMMSK Block level initiatives. Student volunteers will play an instrumental role in awareness generation regarding various important government schemes/ programmes as well as social issues. More than 3 lakh student volunteers from local colleges will be engaged in this process, while association with NSS/NCC cadre students will also be an option for contributing to nation building as responsible citizens. This will provide an opportunity to Student Volunteers to participate in the development process by bringing change in their own communities and ensuring that women are not left behind and are equal partners in India's progress.
The outcome based activities of student volunteers will be monitored through web based system. On completion, certificates for community service, will be displayed on national portal for verification and can also be used as resource /asset for the participating students in future.
Expansion and intensification of efforts have also been approved for Beti Bachao Beti Padhao (BBBP) through sustained nation-wide Advocacy and Media Campaign in 640 districts and focused multi-sectoral action .in selected 405 districts. All low CSR districts shall be taken up in the first year itself under BBBP. To provide support to working women 190 more Working Women Hostels to accommodate approximately 19,000 additional working women will be set up. Additional Swadhar Grehs have been approved to provide relief and rehabilitation of approximately 26,000 beneficiaries.
To provide comprehensive support to women affected by violence, One Stop Centres (OSCs) will be established in 150 additional districts during the period. These one stop Centres will be linked with women helpline and will provide 24 hour emergency and non-emergency response to women affected by violence both in public and private space across the country. A unique initiative involving engagement of Manila Police Volunteers (MPVs) on a voluntary basis in States/UTs will. also be done to create public-police interface, which will be expanded to 65 districts covering all States /UTs.
Monitoring and Evaluation of the Scheme:
One common Task Force shall be created at National, State and district level for planning, reviewing and monitoring all the sub-schemes in this Umbrella, with the objective of ensuring convergence of action and cost efficiency. Every scheme shall have a set of clear, focussed target set forth in the guidelines, aligned with SDGs. Mechanism for monitoring of outcome based indicators for all the sub-schemes as suggested by NITI Aayog will be put in place. The schemes will be implemented through the States/UTs and Implementing Agencies. All the sub-schemes have inbuilt monitoring structure at the Central Level, State, District and Block level.

Western Railway to bring Local Train schedule to your Mobile

MUMBAI: For the first time, commuters on the Western Railway suburban system will soon be able to locate any train in real-time using its mobile phone app called Digital Interface of Stations for Help and Amenities or Disha, which currently provides details of train timings and station-wise information of amenities.
According to the Western Railway (WR) officials, Disha, which was launched in February will receive two new features — live update of the trains and time table of the suburban trains. Officials said the two additions were already in the final stages of being rolled out and would go live for passengers by this month end.
Presently along with providing general railway information, Disha also offers railway commuters the assistance of locating an automated ticket vending machine (ATVM), auto/taxi stands, booking windows, bus stands, divyang window, enquiry counters, entry and exit points, subway locations etc. The mobile App will also provide station-wise data of tickets sold, no of passengers per station, nearby refreshment loutlets, ATMs, Railway Protection Force and Government Railway Police posts etc.
“The application is very user friendly and popular among passengers who know about it. We have tried putting each and every single detail about the stations of the Western Railway from RPF offices to nearby ATMs,” said a senior WR official.
Citing an example, railway officials said that the live update of trains will mean that if a Borivali train arriving in the next 07 minutes at platform number 3 is to get cancelled due to some technical problem, Disha will announce the arrival of the Virar train in 12 minutes at platform number 2.
Once downloaded the App would not need Internet. WR’s Sr.Divisional Commercial Manager, Aarti Singh Pratihar told that the trials of the live train updates were found it to be working well. “We used to get many complaints about the commuters getting confused about the location of ticket offices, entry / exit points and other station details. We have tried to make this App as simple to operate as possible and hope that it proves to be helpful to the new passengers in the city,” she said.
Manoj Mishra, a regular commuter who crosses between Central and Western Railway stations termed the initiative as a good one by the railways. “I used to have lots of trouble for getting the locations of ticket window and ATVM machines. But after I downloaded this App, I dont need to ask around.
“The live update of train idea is also a good idea,” Mr Mishra said. The officials informed that the live update of the local train options will be very useful in case of train cancellations and delayed trains. “At times of cancellations and delayed the information and expected timing will be put on the app immediately to avoid the panic between the passengers at such times,” added the official.

Many women commuters feel the new facility is just another safety measure besides the emergency alarm in trains or the CCTV cameras inside coaches.
IN rakes 2293C and 2285C plying on the Western Railway (WR), passengers in the women’s coaches are being greeted with a new security feature — a ‘talk-back button’. The facility lets them talk to the guard of the train in times of need.
Launched last month on a trial basis in two rakes on WR, each women’s coach has three such buttons. While several commuters are excited by the new facility, others said they didn’t notice it initially. “We did not even notice that such a button had been installed. This is a new feature, indeed. I doubt, however, how much security it will offer to women commuters,” said Nilofer Siddique.
“In an emergency, you may not even be able to access the facility. Night guards who accompany women commuters during odd hours are more reassuring,” she said.
Many women commuters feel the new facility is just another safety measure besides the emergency alarm in trains or the CCTV cameras inside coaches.
“No doubt, the facility is of great use, especially during the morning hours when there are no night guards. But what the authorities must assure is, providing help instantly when a button is pressed,” said Apurva Shirke, a commuter.

Over the period of a month, though, the facility has not been used by any woman commuter to report of a threat, the Railway Protection Force (RPF) said. It may take time for commuters to understand the usefulness of this facility, it said. “We have not received a single incident of any threat to female commuters from the facility. The button was used for other reasons other than security,” said Anup Shukla, Divisional Security Commissioner, RPF, WR.
“In four-five incidents, women commuters pressed the button to test its operation. We will monitor its use for two more months after which it can be replicated in other rakes,” said a senior WR official.

ALL WOMEN PASSENGER FACILITATION CENTRE AT CHENNAI EGMORE

An All women Passenger Facilitation Centre has started functioning at Chennai Egmore o­n and from 13th October 2016 to assist passengers. This centre is manned by women personnel drawn from Commercial Department and RPF (Railway Protection Force). The working of the centre is under the control of the Station Manager, Chennai Egmore and under overall control of the Chief Commercial Manager/Passenger Marketing who is the guardian HOD for this facility.

The All Women Passenger Facilitation Centre will provide assistance to WOMEN PASSENGERS in :-

Guidance in accessing Medical Help, Retiring Room and Rest Room Facility
Will assist women passengers in getting prepaid Auto/Taxi services

Monitor prepaid autos and taxis which are already registered with the prepaid auto booth and which are taken by the women during night hours

Facilitate in registering complaints relating to Railways

Facilitate in filing complaints with the Govt Railway Police

Assist in getting Wheel Chairs and Luggage porters

Help with enquiries relating to Train/Platform/PNR and other Railway related enquiries

Apart from this, the All Women Passenger Facilitation Centre will house a Baby Feeding Centre where women passengers can, with privacy, feed their infants in the comfort of an exclusive room within the centre.

The centre is functioning at Platform no.4 of Chennai Egmore railway station.

Instructions to the effect will be put up on all trains.

Starting Sunday, Namma Metro trains will have priority seating for the differently abled, senior citizens, women and children. This will be provided on the twin seats in all coaches, totalling 20 seats in every train. Instructions to the effect will be put up on all trains.

U.A. Vasanth Rao, spokesperson for BMRCL, said while these seats would not be completely reserved for these categories of commuters, they would be priority seating, requesting other occupants to vacate the seats and make room for the needy during the journey, if any.

“We don’t want to make it mandatory and block these seats. We are requesting commuters to raise up to the spirit of the move and help those in need,” he said.

Policing on Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law and order in Railway premises as well as on running trains are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP). However, Railway Protection Force (RPF) supplements the efforts of the GRP to provide security to passengers including women. 

The following measures are being taken by Railways for safety and security of passengers including women passengers in trains: 

1.On vulnerable and identified routes/ sections, 2500 trains (on an average) are escorted by Railway Protection Force daily, in addition to 2200 trains escorted by Government Railway Police of different States daily. 

2.The ladies special trains running in Metropolitan cities are being escorted by lady RPF constables. 

3.The ladies compartments in sub-urban trains running in metropolitan cities are being escorted by RPF and GRP. Staff deployment is made during late night and early morning in such trains to ensure proper security to the lady passengers. 

4.Security Help Line number 182 is made operational over Indian Railways for security related assistance to passengers in distress. 

5.Regular drives are conducted to prevent entry of male passengers in compartments reserved for ladies, and if found, they are prosecuted under the provisions of Railways Act. 

6.Surveillance is kept through CCTV cameras, provided at about 344 stations over Indian Railways, to ensure safety and security of passengers. 

7.RPF holds regular coordination meetings with State Police at all levels to ensure proper registration and investigation of crime by GRP. 

(b): Regular analysis of passenger crime is done to identify the affected trains, stations and sections and accordingly security arrangements are made for the safety and security of passengers in close co-ordination with GRP. 

The Security Help Line 182 has been very effective in meeting security related complaints of passengers. During the year 2015 and 2016 (upto June), 7897 and 6092 number of complaints were received respectively over Help Line number 182. The routes on Central Railway followed by North Central Railway and Northern Railway are found to be receiving maximum number of complaints. 

Presently, provision of CCTV on 500 coaches including for ladies compartments has been sanctioned. Provision of CCTV for ladies compartment shall be done progressively as induction of coaches and earmarking of ladies compartment in coaches is a continual process.

Preparedness of Indian Railway for Monsoon Season

Ministry of Railways has geared up its machinery to ensure safe railway operation during the current monsoon season. Railway Board has already sent instructions to all Zonal railways to do necessary preparedness and undertake appropriate precaution to ensure safe railway operation during the monsoon season. Zonal Railways at their own level have also prepared booklets of detailed guidelines for the concerned railway staff for the rainy season. In brief, following measures have been taken to ensure safe railway operations: -

(i) Joint inspection of Railway affecting works (Canals, Tanks, Reservoirs etc.) with State Govt. officials and attention to deficiencies by State Governments.

(ii) Identification of Vulnerable locations on the basis of past history and pre monsoon inspections. Stationary watchman are deputed at vulnerable bridges/locations. Patrolman deputed in vulnerable sections.

(iii) Detailed Guidelines have been issued by the Zonal Railways for Monsoon Patrolling and protection of vulnerable bridges/locations.

(iv) Adequate monsoon reserves such as Boulders, sand/quarry dust, relieving girders, wire net trungers etc. have been stacked at identified locations and also loaded in wagons for early restoration of the site in case of breaches/washouts etc.

(v) In the event of abnormal rainfall or storm during day or night, the Railway officials (Mate) organise patrolling over the length affected.

(vi) Arrangement made by Railway with the concerned Meteorological Centre for receipt of bad weather warnings covering heavy rainfall, high velocity winds, cyclone etc.

(vii) Liaison has been maintained with local authorities for monitoring of excess release of water from reservoirs/Dams so that adequate protection of Railway structure could be taken without loss of time.

(viii) Regular cleaning of catch water drains and side drains to ensure free flow and quick drainage of storm water.

(ix) In hilly areas, where there is incidence of falling boulders, a survey is carried out to locate loose boulders. Such loose boulders are being dropped in a systematic manner.

(x) Railway Officials inspect sections during monsoon by footplate/motor trolley etc. specially during period of Heavy rains/weather forecast.

Security has been identified as one of the priority areas for strengthening and upgradation. Measures initiated to strengthen security of women commuters include operationalization of 182 All India Security Helpline, development of security App over some of the zonal Railways, prosecution of offenders under relevant sections of Indian Railways, surveillance in station premises through CCTV etc.

This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Rajya Sabha on 11.03.2016 (Friday).
