To Prevent Incidents of Crime Against Women in Trains and in Railway Premises-Action Plan Issued by Indian Railways

Indian Railway issues guidelines to prevent incidents of Crime against women in trains and in railway premises

The guidelines include action plan, preventive measures, sensitization, surveillance over the identified vulnerable area, notice for passengers and special measures

Guidelines also advise Zonal Railways and Production Units that acting proactively they may implement various other mechanisms to ensure safety of women depending upon local conditions and circumstances

Twenty three (23) million passengers travel through the Indian Railways everyday out of which 20% i.e. about 4.6 million are women. In the recent past, the incidents of crime against women in trains and railway premises has been a major area of concern. Therefore, the following steps as part of a focused effort across Indian Railways to collectively strive for safety of women passengers and to mitigate atrocities against women in railways:

 Guidelines issued by Indian Railways to All Zonal Railways and Production Units to prevent incidents of crime against women in trains and in railway premises includes the following areas:

 Action plan:

The action plan should be classified in Short Term & Long Term Plan. Short Term plan should be implemented immediately from the existing resources o­n priority without any delay. It may include keeping watch o­n suspects, regular visit to vulnerable spots by duty officers & staff during their rounds. However, Long Term Plan which may include improvement of Basis Infrastructure, CCTV, Light Masts, etc. which may take a reasonable time, should be chased with concerned authorities o­n regular basis and till such time it is completed, focus should be kept o­n temporary minor works that can be effective in improving the situation, which may be worked out and got implemented with bare minimum expenditure or with available resources.

 Preventive measures to be adopted:

1. Proper lighting arrangements should be ensured covering all vulnerable places identified in Railway Stations, Circulating area, Parking, FOBs, approach roads, ends of platforms, Yards, Washing lines, DEMU / EMU Car sheds, Saloon Sidings, Maintenance depots, etc.

2. Abandoned structures in platforms/yards, abandoned quarters, buildings at isolated places which  remain unguarded/ unattended should be demolished immediately in consultation with engineering department. Till such time that they are demolished, they should be regularly checked as part of the beat of o­n duty staff especially during night time or period when the presence of people is minimal.

3. Unauthorized entries/ exits should be closed.

4. Yards / pits/ nearby railway area of stations must be kept clean of unwanted vegetation which may provide cover for concealment. View cutters such as these may offer opportunity to offenders to  commit crime.

5. Waiting rooms should not remain unattended and persons should be allowed to enter the waiting rooms after proper entry, particularly in nights and at times when there is minimum presence of passengers. It should be cross checked by the duty officer at odd hours.

6. Proper Police Verification and Identity Cards of staff engaged o­n contractual basis engaged in services related to passengers should be ensured as per SOP & GCC. No staff without Identity Cards may be allowed in trains and railway premises.

7. No unauthorized person may be allowed to move in Yard and coaching depots where the coaches are stabled. There should be controlled entry system.

8. Before the empty rakes are moved to washing lines, it should be ensured that the coaches have been checked properly by the C&W and Electrical staff and locked. The condemned coaches kept in yards/ sick lines must be kept locked and checked from time to time.

9. After cleaning & other activities pertaining to maintenance of coaches, again it should be checked properly and locked in the washing line and brought to the platform in locked condition.

10.Proper basic security arrangement should be ensured in coaching yards & depots.

11. Surveillance system should also be enforced in coaching depots & yards.

12. Encroachments particularly in/ near passenger area should be removed o­n priority following legal process and unauthorized entries to railway premises should be closed.

13. Railway is providing free internet services to the passengers. It should be ensured in coordination with the service providers that the porn sites are not accessible through this service.

14. Unwanted /Unauthorized persons in the railway premises should be rounded and prosecuted and railway station, yards & trains should be kept free from unwanted 8s unsocial elements.

15. Special drives may be launched to apprehend and prosecute persons consuming alcohol in railway stations and trains

16. Exemplary action should be taken against railway staff involved in such offences.

17. The cases of crime against women must be followed up till their logical conclusion.

Sensitization:

1. Sensitization of all railway employees and contractual staff may be done. Staff engaged in checking of rolling stocks, porters and hawkers/vendors should be encouraged to report the incident without loss of time to Police/ RPF or the Station Master. Help of NGOs may also be obtained for this purpose.

2. It has been noticed that generally cases of eve teasing, if remain unattended, lead to increase in incidents of molestation or assault o­n women. As a measure to prevent such crimes, GRP/RPF officials shall promptly take necessary action o­n receiving complaints regarding any type of ‘Crime against women'.

3. Regular briefing of staff at mounting and debriefing at the time of dismounting should   be ensured by the Post Commander/Duty Officers/ Shift In-charge.

4. All Zonal railways may utilize cultural troupes for Nukkad Nataks etc to sensitize railway passengers towards cleanliness, respect for women, legal provisions for security of women and children and penal provisions for violation of these laws.

5. Railway personnel across all departments should be sensitized regarding their duty towards women and children through soft skill and gender sensitization training in various training institutes. They should be trained to identify women in distress or children in need of care and protection and respond properly. Special sensitization programs should be arranged in ZTI/Training Centers where Railway Employee or RPF undergoes initial/periodical trainings.

6. Sensitization sessions may be conducted for women to come forward and report incidents of misbehavior against them.

 Surveillance over the identified vulnerable area:

1. CCTV surveillance system should be used effectively. Time to time audit of the cameras installed and the area covered by them should be done. It should be ensured that all the  persons visiting the Railway Platform/ Passenger area are caught o­n the cameras.

2. The vulnerable places identified for such crime should mandatorily be covered under the CCTV surveillance. While planning for location/ relocation of CCTV it should be kept in mind.

3. The position of women’s coaches should be fixed at the platform and CCTV camera to be especially installed o­n the platform at that point so as to provide adequate coverage of these coaches.

4. CCTV feed should be monitored by officers regularly.

5. Crime Intelligence Branch & Special Intelligence Branch should be utilized to ensure surveillance of the area identified to be vulnerable for rape and other heinous crime related to human body (women) in addition to being done regularly by concerned RPF executive staff.

6. Use of National Database o­n Sexual Offenders (NDSO) may be made for keeping surveillance of offenders residing in that area.

Special measures to be adopted for prevention of such crime in trains:

1. Escort parties to be briefed properly about the steps to eradicate chances of such heinous crime in train. They should be extra cautious during the night.

2. Toilets are the most common place where the incidents have been reported in past. As such any gathering of persons near the toilets should be removed.

3. Usually Coach attendants/AC Mechanic remains at their allotted seats near the entry/exit gates which can be helpful to have surveillance over the space. Escort  party should ensure briefing of these staff and pantry car staff who are moving in the trains, taking them in  confidence to report any suspected activities or probabilities of such crime to them and the escort staff should act o­n it properly.

4. Proper care should be taken for Security of lady passengers traveling alone or with small children by focusing o­n proper implementation of Meri Saheli initiative.

5. Escorting staff should be briefed to be courteous with passengers especially with ladies passengers.

6. Train Captain/ Suptd. should be asked to cross check the identity cards of all out sourced staff working in the train. PCSCs/ Sr.DCC should coordinate with their counter parts of Commercial, Electrical, S&T and Mechanical dept. counterparts to ensure good coordination between all staff o­n board and ensure that all the outsourced staff bears Identity Card issued after proper Police Verification. Cross checking should be ensured by these departments also.

7. It should be ensured that the CCTV cameras and Emergency Response System installed in the coaches are in working condition and are attended properly.

8. Usually, ladies coaches are near/with the train Guard in the tail end of trains which at many places remains outside the Platform area. Escort parties and station RPF/ GRP staff should ensure that they are attended properly at the halting stations.

9. Staff deployed in train escort & in yards should be careful when the train approaches or leaves the station where the speed of train is restricted and criminals usually jump out from the running train. They must ensure that the persons jumping from the trains are apprehended and questioned for further necessary action.

 Notice for passengers:

1. Though, the details of helpline numbers are printed o­n the reverse of train tickets, helpline numbers provided by railways should be widely publicized.

2. People should be made aware of Pan India Emergency Response System and other important forum and calling facilities available for reporting offences and particularly offences against women in that area.

3. People should be made aware of “One Stop Centre (OSC) which is exclusively designed to provide integrated services such medical aid, police assistance, legal counseling/court   case management, psychological, social counseling and temporary shelter to women  affected by violence under o­ne roof.

4. Proper advertisements educating the passengers should be published in various print, electronic and social media platforms.

 Guidelines issued by Indian Railways advised All Zonal Railways and Production Units that these instructions are merely indicative and not exhaustive and acting proactively, field units may implement various other mechanisms to ensure safety of women depending upon local conditions and circumstances.

Lady train driver dies
Ambala: Ambala railway division ' s first woman locomotive driver, Rajni Devi, died in the city ' s civil hospital after delivering a baby on Tuesday, with her husband alleging lack of proper arrangements while transferring her from the maternity to the emergency ward.

However, Dr Vinod Gupta, the civil surgeon, said he had enquired and that no negligence on the part of doctors or nurses had been found.

Shiv Shakti said about the alleged lack of facilities in treating Rajni after her condition turned critical: " I myself had to carry the oxygen cylinder while shifting her to the emergency ward. " PTI

33% Sub Quota for Women Under the New Catering Policy

33% Sub Quota for Women in Allotment of each Category of minor Catering Units at All Category of stations has been provided under the New Catering Policy of Indian Railways 

Minister of Railways Shri Suresh Prabhakar Prabhu has recently launched New Catering Policy 2017, while there are many new features in the new Catering policy, special provisions for women have also been made in it. 

Under this policy, a Sub Quota of 33% for women in allotment of each of the reserved catering units is being introduced on Indian Railways in order to extend economic empowerment for women. It is also in compliance with the announcement made in Railway Budget 2016-17. 

Current Status of Reservation at Minor Catering Units (Stalls / Trolleys / Khomchas): 

a)A1, A, B, and C Category stations – 25% of the Units are reserved for various categories like SC (6%), ST (4%), BPL (3%), OBC (3%), Minorities (3%), Freedom Fighters (4%) and Physically Challenged persons (2%).

b)D, E and F Category stations – 49.5% of the Units are reserved for various categories like SC (12%), ST (8%), OBC (20%) and Minorities (9.5%).

•33% sub quota for women in allotment of each category of minor catering units at all category of stations has been provided. 33% sub quota reservation for women in each category shall ensure allotment of minimum 8% stalls to women at A1, A, B & C category station and minimum 17% at D, E and F category station. 

•There are approximately 8000 Minor Catering Units over Indian Railways. 

•Under this provision, Railways shall ensure that women participation does not fall below a specific level.

Alertness and quick action enabled RPF on duty nab a snatcher trying to escape after snatching a gold chain from a lady passenger on board train no.12461 Delhi Jn.-Jodhpur Mandore Express before its scheduled departure at night hours from Platform No. 3 yesterday (15.07.2015). The accused Sharif Khan was trying to flee after snatching the chain of a lady passenger o­n board timing his escape as the train was slowly departing from the platform but was nabbed by RPF staff. The accused was handed over to GRP and a case has been lodged against him. The RPF Staff was rewarded.

Centralised data would help the organisation to maintain the integrity of data

New Delhi: The number of women employees in the Railways is only 89,337 out of a total workforce of over 13 lakh, a Parliamentary Committee on Empowerment of Women has said.

A meagre 6.7 per cent of total 13,33,966 employees are women, the panel said.

“This poor representation is not just among those involved in arduous operational activities but also among those in the higher rung of administrative ladder.

“The Committee feel that it is the responsibility of every organisation to pitch in dedicated efforts to ensure equal gender participation in every job area by offering secure and favourable working conditions,” the Committee said in its report.

The Committee has recommended the Railways should explore the possibility of conducting separate special recruitment drives to rope in more women employees into its workforce “for the progressive and holistic growth” of the Railways.

Railways should chalk out a well defined policy to make the service more attractive to women employees.

The Committee also expressed its “unhappiness” over Railways not maintaining centralised data on various important aspects like status of sexual harassment complaints received and action taken thereon.

“Railways do not maintain centralised data on important aspects like total number of women employees category-wise in the organisation, number of women employees in Group A and B services, status of sexual harassment complaints received and action taken thereon.

“The Committee feel that in this era of modern technology, it is not a mammoth task for any organisation to keep centralised data on important issues pertaining to organisation,” it said.

Such centralised data would help the organisation to maintain the integrity of data, avid delay in obtaining information, and taking action thereon whenever requested from zonal offices and in monitoring other developments.

The Committee has recommended that Railways should develop centralised IT enabled Employees Information System at the earliest for “easy access to information and better synchronisation and coordination”.

Parliamentary Panel for Women Empowerment suggest Railways to shift Ladies’ Coaches in trains to middle

Panel also mentions ‘Present RPF strength not enough for ensuring women’s safety’

New Delhi: The position of ladies’ compartments in local and passenger trains should be shifted to the middle, a 30 member Parliamentary Panel has mooted, noting that placing them at the rear of a train posed a security threat to women.

The Parliamentary Committee on Empowerment of Women also said that the present strength of Railway Protection Force (RPF) is not adequate for providing security on railway premises and on trains, especially for women, and wanted it to be increased at the earliest to check crimes. The present strength of RPF is not adequate for providing security on railway premises and on board trains while also calling for the strength of the rail guardian force to be increased at the earliest.

Placing of the ladies compartment at the rear end of the train posed real security threat to women as it is easy for a miscreant to enter or escape from the coach after committing a crime, it said.

“In the wake of several cases of crimes against women aboard trains, the Committee has desired that the Railways should reconsider their policy of placement of ladies’ compartments and should explore the ways and means to position it in the middle of trains. In passenger and local trains where pantry cars or vestibules do not pose a technical hitch, the position of ladies’ compartments should inevitably be at the middle of the train,” the report submitted in the Lok Sabha today said.

The committee said that “it is of the strong view that the present strength of RPF is not adequate enough to provide required security to women passengers and to check crimes in stations and on board trains”.  The panel noted that its sanctioned strength is about 76,000 but the current strength is around 55,850.  “The Railways have informed that around 17,000 RPF recruits are undergoing initial training at various training institutes and will shortly be available for field duties,” it said.

Also, the committee said that to address new challenges to security, RPF personnel should be provided with the necessary hi-tech gadgets and state-of-the-art training.

There are at present 1,400 women personnel functioning in RPF while another 1,000 are undergoing initial training. A proposal for creation of 4,192 posts to be exclusively filled by women is pending approval from the Finance Ministry.

Also, the committee said that to address new challenges to security, RPF personnel should be provided with the necessary hi-tech gadgets and state-of-the-art training.

Women workforce playing an instrumental role in Indian Railways

LUCKNOW: Breaking stereotypes, the fair sex is progressively contributing towards the smooth running of the Indian Railways, even if it means sweating it out in the field jobs.

Women workforce has made its presence felt in areas such as manning railway gates, keeping train tracks fit and checking tickets, DRM Northern Railways, Lucknow, Anil Kumar Lahoti told PTI here.

Track (wo)man Kailasha, goods guard Radha Rani, ticket checker Pratibha Singh or gate (wo)man Mirza Salma Beg posted in different parts of the state have proved through their grit and determination that they can manage successfully tasks traditionally considered as man's job, Lahoti said. 

"Mirza Salma Beg is posted as gateman in Mallhaur and the fact that she is a woman has not come in the way of discharging her duties," Lahoti said, adding that she has been working in odd hours too to ensure smooth passage of passenger and goods trains and presenting an example before all - even her male counterparts.

Another example is that of Kailasha, posted as trackman in Jaitipur who toils to keep tracks fit for trains.

She has been doing tasks which demand physical labour while dealing with sleepers and concrete slabs, Lahoti said. 

Sarita Shukla, assistant station master at Alamnagar station in Lucknow ensures passage of some 55 trains in one shift, he said, adding that since Alamnagar is an important inter-change point, she has additional responsibilities.

Besides, she has the responsibility related to passengers and cleaning work among others.

Pratibha Singh was part of the train checking team that contributed to the Railways exchequer by realising Rs 27 lakh from ticketless passengers in 2014-15 in Varanasi, he said.

Rightly, these women have been honoured on occasions like May Day and Women's Day.

Lahoti said women also have a sizeable presence in nursing and RPF. There are two sub-inspectors and 30 constables in the RPF whose services are being specifically taken for women safety, the DRM added.
