Track maintainer rushes and waves Danger signal flag at the fast approaching train, averts mishap
Shri.R.Sarangam, Track Maintainer (Gang No.8), while performing duty o­n 14th October, 2018 between Ottivakkam and Chengalpattu in Villupuram – Chengalpattu section of Chennai Division noticed a rail fracture at 9.50 hrs.    At the same time,  train No.16106 Tiruchendur – Chennai Egmore Chendur Express was fast approaching the spot.  Shri.R.Sarangam reacted quickly and rushed towards the speeding train waving the Hand Danger Signal flag as per procedure.  His presence of mind and   momentous decision to wave the danger signal flag averted a probable mishap as the train was stopped just before it approached the rail fracture spot.  The duty conscious staff also informed the section engineers who restored the track in a time bound manner. Normal train services resumed in the section  at 10.40 hrs.  
Shri.R.K.Kulshrestha, General Manager, Southern Railway appreciated the presence of mind and alertness of the track maintainer .  The General Manager  lost no time in felicitating Shri.R.Sarangam for his exceptional service in ensuring safety precautions o­n time.  Shri. R.Sarangam received an award of Rs.2000 and merit certificate from the General Manager.

Train servicestowards/from East Coast Railway are being affected  and losing their punctuality due to dense fog in North India, especially in Delhi and North Central region. Many important and prestigious trains like Rajdhani, Duronto, Sampark Kranti, Purusottam, Utkal, Nandankanan, Neelachal, Hirakud Express are being badly affected and their scheduled running paths have gone haywire.
East Coast Railway has urged its passengers to bear with the delay in train running as the situation is unavoidable. Many trains are now being rescheduled and will run o­n changed timings. Passengers are urged to refer to Helpline Enquiry Phone139to know the current status of their trains. Rescheduling of trains would also be announced in the media from time to time. East Coast Railway has already alerted its maintenance staff to be ready for the workload of trains that would be coming out of schedule.  Railways have stepped up monitoring24X7the running of trains and a special drive has now been started with the o­nset of the winter season and prevalence of fog in the morning hours.
East Coast Railway has geared up its manpower to cope with the dense fog during night and early morning in various Railway Sections under its jurisdiction and in the areas prone to be affected by fog and precautions have been taken regarding train running during the current winter season.
In dense fog weather i.e. in winter, drivers have been instructed to regulate train speed depending o­n visibility conditions for the safety of passengers and train movement. Apart from this, several precautions have also been taken and train running staffs are being counselled by the Railway Officers & Safety Counsellors to cope with the situations.
In areas prone to dense fog, luminous and fluorescent strips have been painted in OHE (Overhead Equipment) masts, Level Crossings and at busy traffic areas before an approaching “Stop Signal” to warn the loco pilot that the train is approaching a stop signal and running in sensitive areas. The provision of this device has been of great help to the loco pilots who now can spot these luminous strips even during fog and get extra careful regarding the aspect of the approaching signal.
The Safety Department of East Coast Railway headquarters has given instructions to accord highest priority for safe train running during foggy weather. The loco pilots and guards have been instructed to ensure that, they should put the safety of the passengers at the top and should run trains at such reduced speed in foggy weather as they feel confident and comfortable, even if it means loss of punctuality to the train.
In automatic signal territory, the maximum speed of a train is restricted to 30kmph and in Absolute Block territory the speed is restricted to 60kmph in dense fog. Depending o­n the severity of fog, the driver is expected to control the speed of the train and restrict it further if necessary.
Since the safety of the travelling passengers is top most priority,counselling of Station Staff, Loco-pilots & Guards are being conducted to run the trains in the prescribed speed limit and use of flasher lamps during fog to indicate last vehicle.When the loco pilot in his judgment feels that visibility is restricted due to fog, he has been given the authority to run at a speed at which he feels that he can control the train or stop the train whenever required without taking any risk. This speed shall in any case not be more than 60kmph. The loco pilots have also been advised to whistle frequently to warn the nearby gateman and road users of approaching train.

Siemens, at Railway Interchange-2015 held at Minneapolis between October 4-7, introduced RailFusion, a software solution that monitors and analyzes data points across an entire railroad’s infrastructure including onboard and wayside assets like road crossings and end-of-train devices.


“On any given railroad there are trillions of data points being created by train systems and devices along a line, but this data is simply not being put into action,” said John Paljug, head of Siemens Rail Automation. “RailFusion brings all of these disparate data points together in one system and puts intelligence behind them, allowing railroads to make more informed, efficient decisions about how to operate and maintain their systems specific to their needs.”

Railway Interchange 2015The Siemens RailFusion platform is the next generation of remote monitoring and intelligent asset management. Our platform is designed with the railroad in mind, and is backed by a dedicated team that is there to support the railroads with custom solutions – said a senior executive present at the event. Designed to remotely monitor and analyse data from a wide range of Siemens and third-party assets including level crossing equipment and end-of-train devices, the technology is currently being piloted in North America.
Siemens said RailFusion would provide rail operators with ‘unprecedented insight’, including predictive capabilities to help identify trends so that preventative maintenance can be undertaken before problems occur.

Using RailFusion, monitoring devices can communicate with each other to remotely determine the status and effectiveness of maintenance activities. Level crossing data can be used to identify malfunctions, with occupation data available to help the emergency services identify the quickest route when responding to an incident.

Govt to buy 6,800 such systems at an estimated cost of Rs 63 crore

In order to prevent catastrophic damages to its assets, Indian Railways is going for offshore procurement of high-powered sensor-based equipment, a first-of-its-kind for the public transporter, to detect defects on tracks and rolling stock.

The sensor-based equipment, known as on board condition monitoring system, currently operational in countries like the US, the UK and Israel, will monitor the condition of tracks, coaches, wagons and locomotives, and send early signal to the control room in case of any deficiency.

"We will purchase 6,800 sensor-based systems to be installed in coaches, wagons and locomotives at an estimated cost of Rs 63 crore," said a senior Railway Ministry official.

Railways will equip the system in selected assets on a trial basis in the current fiscal as it was one of the Rail Budget proposals. The system will be fitted on wheels and the control room will receive signals through vibrations.

The official said the system is operational in railways of the US and the UK, while Israel is using it in its aircraft and helicopter service.

"Any slightest defect on track or rolling stock will be immediately spotted at the control room. Besides, the condition of the assets can be constantly monitored," he said.

Railways will be able to know the exact condition through micro-analysis of data and this will reduce the possibility of sudden catastrophic failures. As a result, the safety aspect of track and rolling stock will be enhanced.

It will also enable the Railways to prepare a predictive maintenance schedule for its assets.

Railways had issued the expression of interest (EoI) seeking response from interested vendors for the Rs 63 crore deal.

"Since it will be procured from outside the country we have sought global response," the official said.


Railways will open the EoI documents on September 7 to know responses from prospective bidders.

Indian Railways developed  integrated System for maintaining land data and area usages

Creation of Land Bank in Indian Railways

A web based application called Land Management Module integrated with Track Management System (TMS) of Indian Railways has been developed for maintaining data i.e. details of acquisition/area/usages and land plans of Land Bank of Indian Railways.

A work costing Rs. 36.24 crore has been sanctioned for mapping of all fixed Railway assets on Geographical Information System (GIS) of Bhuvan Satellite Imagery of Indian Space Research Organisation (ISRO) integrated with Track Management System (TMS) of Indian Railways. This system would provide the status of Railway land whether encroached or not and thus would be helpful in tackling the menace of encroachment.

This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Lok Sabha today.
