The project jointly executed by Guntakal and RVNL eases train movements at this major junction handling four direction movements – towards Mumbai, Chennai, Bangalore and Secunderabad/Hyderabad
The largest Electronic Interlocking (EI) system o­n South Central Railway has been commissioned at Gooty yard o­n 12th July 2020 (ahead of its targeted schedule), along with major yard remodelling. The signalling installation provided at the junction station is the most advanced and modern signalling system, which enables hassle free handling of trains at Gooty Railway Station in Guntakal Division of Andhra Pradesh.
The interlocking mechanism provided at Gooty Station yard is also the fourth largest Inter-Locking system installed over the South Central Railway. Other major yards o­n SCR include the yards at Secunderabad, Vijayawada and Kazipet Railway stations. But these are not Electronic Inter-locking signalling system. Now, the Gooty Railway Station yard after remodelling and strengthening of signalling system has become the largest Electronic Interlocking station o­n SCR with 343 Routes.
The project has been jointly executed by the Guntakal Division and Rail Vikas Nigam Ltd (RVNL) and completed in a record time well before its schedule. All the safety precautions were observed by the staff while executing the work.
The most distinguishing feature of this installation is that there will not be any un-signalled / manual movement of Trains leading to safer train operations. A total of 14 hand operated points were converted into motor operated points. Also earlier the train movements at Gooty station were controlled by operating the signals from two end Cabins and o­ne central Deputy Station Superintendent. It is now replaced by Electronic Interlocking central operator with single control resulting in significant decrease in physical interference in operation of signals besides reducing the Manpower requirement.
Further, before the execution of this work, o­nly 4 lines at Gooty station yard were provided with the facility of direct reception and dispatch of trains. Due to remodelling of the Gooty yard, now the yard has been upgraded to handle the trains from 11 lines with direct reception and despatch. In addition, a new line has been constructed between Gooty Station and Gooty “A” cabin as a part of execution of this work, while an additional traffic gate has been closed to strengthen safety.
Gooty is a major junction station in Guntakal Division and handles trains from four important directions – Mumbai, Chennai, Bangalore and Secunderabad/Hyderabad. With the regular increase of traffic overtime, the sections around the station yard have become highly saturated. The completion of this advanced and modern Electronic Inter-locking signalling system and yard remodelling will ease the congestion o­n this important junction station and facilitates running of more number of Passenger and Freight trains.
Shri Gajanan Mallya, General Manager has complimented the Officers and Staff of Guntakal division, including RVNL, who were involved in the execution and early completion of this mega Infrastructure facility. Further he opined that, the completion of this important work helps railways in smooth handling of trains, while benefitting the rail customers located in this jurisdiction (including the Cement customers) in speedy transportation of their consignments.

Shri Pradeep Kumar takes charge as Member (Signal & Telecom), Railway Board

Shri Pradeep Kumar has taken over as Member (Signal & Telecom), Railway Board and ex-officio Secretary to Govt. of India on 11th October, 2019. Prior to this, Shri Pradeep Kumar worked as Director General, National Academy of Indian Railways (NAIR). Shri Pradeep Kumar is an Officer of Indian Railway Service of Signal Engineer (IRSSE) of 1981 batch.
Shri Pradeep Kumar is Bachelor of Engineering (Electronics & Communication) and Master of Engineering (Communication Systems) from University of Roorkee (now IIT Roorkee) & Master of Business Administration (Marketing & Finance) from Southern Cross University, New South Wales, Australia.
Shri Kumar joined Northern Railway in 1983.  During the course of his illustrious career, Shri Kumar has held several important executive and managerial positions on Indian Railways. He has served on Northern Railway, South Eastern Railway, South Central Railway, West Central Railway, Railway Electrification, Railway Board and RailTel Corporation of India Limited, New Delhi, besides serving as DG/NAIR, Vadodara.
Some of the important assignments during his service include Additional General Manager, West Central Railway, Jabalpur, Chief Safety Officer, South Eastern Railway, Kolkata, Divisional Railway Manager, South Central Railway, Vijayawada, Executive Director (Signal Project) & Director (Telecommunication), Railway Board, New Delhi, General Manager (Business Development) and Executive Director in RailTel Corporation of India Limited (RailTel), New Delhi.
He has travelled widely over various countries and undergone training in High-Speed Rail at Japan, Strategic Management at Carnegie Mellon University, Pittsburgh, USA etc. His areas of expertise include Telecom network design & planning, train operations & disaster management, signalling projects managements etc.

Quicker Trains Between KSR Bengaluru and Whitefield Automatic Signalling Work Commissioned
Automatic signalling work between KSR Bengaluru and Bengaluru Cantonment was completed and commissioned today o­n 16th August at 12:15 hrs.
This work was done at a cost of Rs. 3.22 Crore The section between KSR Bengaluru to Bengaluru Cantonment is 4.4 Km long.  o­ne each automatic signal has been provided in section in up and down lines.  Automatic Signalling between Bengaluru Cant. to Whitefield was commissioned in Feb 2019.   With the commissioning of section between Bengaluru Cant. and KSR Bengaluru, Automatic signalling is completed now from KSR Bengaluru to Whitefield (23 km).  Provision of auto signalling between KSR Bengaluru and Bengaluru Cantonment was sanctioned in Mar. 2018 and work was completed in a record time.

This work is going to improve the mobility in o­ne of busiest sections significantly as it doubles the number of trains that can be in the section. KSR Bengaluru and Bangalore Cant. stations can push o­ne additional train between these two stations with frequency of five minute each way instead of existing 10 minutes each way. At present nearly 110 trains ply between these stations.
With the commissioning of Automatic signalling from KSR Bengaluru to Whitefield the need for trains to wait for the clearance of train in section ahead has been eliminated and trains can move between stations o­ne after another. It will help in quicker movement.
During the 36 Hrs of Non-Interlocking at Bengaluru Cantonment and 6 Hrs disconnection period at KSR Bengaluru, 6 officers, 8 supervisors and more than 18 staff/technicians/ wiremen were deployed to complete the work in a record time.  About 18 traffic staff/supervisors were also deployed for safe movement of trains during Non-Interlocking period.
Improving mobility around Bengaluru station is o­ne the priority areas of Shri Suresh Angadi, Hon'ble MoSR.

Central Railway will operate a Mega Block o­n Pune – Lonavala section from 6.00 hrs to 16.10 hrs o­n 11.03.2018 for carrying out provision of automatic block signalling and construction of bridge work. Due to this block the train running pattern will be as under:

JUMBO BLOCK ON W. RLY BETWEEN BHAYANDAR AND VASAI ROAD STATIONS ON SUNDAY 26TH NOVEMBER, 2017                                                          
To carry out maintenance work of tracks, signaling & overhead equipments, a four hour block will be taken from 11.00   hrs to 15:00 hrs o­n Up and Down slow lines between Bhayandar and  Vasai Road stations  o­n Sunday, 26th November , 2017. 
During the block, all Up and Dn local trains will run on fast line between Goregaon/Bhayandar  to Vasai Road/Virar.
Due to the block,  some Up and Dn suburban trains will remain cancelled. Detailed information to this effect is available with concerned Station Masters. Passengers are requested to please take note of the above arrangements.

Regulation of Train Services for Yard Modification & Commissioning of New Electronic Interlocking at Kharagpur Station
Kolkata, 3rd November, 2017:
In order to commission the new electronic Interlocking system in Kharagpur yard replacing the existing facilities, a major remodelling work spanning over 16 days from 4th–19th Nov 2017 will be undertaken. The successful execution of this important safety related work will not o­nly make rail travel across Kharagpur smoother, it will also enhance safety in train operations.
ØWHY IS IT BEING DONE :-
·Replacement of old RRI which has past its date
·Installation of a failsafe, state of the art Interlocking system with both Panel and Visual Display Unit.
·Elimination of 3 Old lever operated cabins.
·Introduction of twin single line working between Kharagpur and Gokulpur.
·Connectivity of 3rd line with Kharagpur yard and Jakpur towards Howrah.
·Introduction of auto signalling system between Kharagpur & Jakpur.
ØBENEFITS TO RAILWAY OPERATIONS & TO THE PASSENGERS:-
·Enhancing the number of routes from 423 to 800 thereby increasing fluidity.
·Ease of reception of freight trains to Kharagpur Yard thereby reducing transit time.
·Quicker implementation of Accident support system by enabling direct dispatch of Accident Relief Medical train/Van and Crane.
·Better fluidity due to commissioning of auto signalling between Kharagpur–Jakpur-Kharagpur.
·Adding two Platforms at Kharagpur station thereby enhancing passenger train handling capacity.
·Enhanced passage between Kharagpur-Gokulpur thereby easing train operation o­n Kharagpur-Midnapur route.
·Faster movement from/towards Howrah due to connectivity of 3rd line with Kharagpur yard.
During the Non interlocking and Pre Non interlocking period, it will be essential to have traffic blocks in and around Kharagpur station during the entire period. In order to manage the traffic smoothly, the run of passenger carrying trains will have to be regulated during this period. This would lead to some amount of disruption in traffic which would be of minor nature o­n some days and of major nature o­n other days. The maximum work would be undertaken o­n 17th, 18th and 19th Nov 2017 leading to cancellation, short termination, regulation, diversion etc of Mail/Exp, Passenger, EMU & MEMU trains. 
ØREDUCED CONNECTIVITY TO KHARAGPUR DURING COMMISIONING OF ELECTRONIC INTERLOCKING  
The regulation of trains will be as follows :-
·On 04.11.2017- Short termination of 01 Passenger train at Kharagpur.
·On 05.11.2017- Cancellation of 6 EMU & 2 MEMU services & rescheduling of 01 EMU service.
·On 06.11.2017- Short termination of 01Passenger train at Kharagpur.
·On 08.11.2017- Cancellation of 01 EMU service &Short termination of 01 EMU service at Kharagpur.
·On 09.11.2017- Cancellation of 4 EMU & 2 MEMU services, Short termination of 01 EMU service at Jakpur, Short origination of 01 EMU service from Jakpur.
·On 10.11.2017- Cancellation of 01 Special & 01 EMU service, Short termination of 01 EMU service at Kharagpur and Short origination of 01 EMU service from Kharagpur.
·On 13.11.2017 – Short termination of 01 Passenger train at Kharagpur.
·On 14.11.2017 – Cancellation of 1 Special train.
MAJOR DISRUPTION o­n THE LAST 3 DAYS OF COMMISSIONING
·On 17.11.2017 – Cancellation of 23 Mail/Express trains and 3 Special train, 12 Passenger trains, 24 MEMU, 27 EMU services. Short termination of 5 Passenger, 4 MEMU, 12 EMU and short origination of 4 Passenger, 11 EMU services.  Apart from the above, 10 Mail/Express trains will be diverted via Hijli-Nimpura Through Yard bypassing Kharagpur Station
·On 18.11.2017 – Cancellation of 22 Mail/Express and 4 Special trains, 12 Passenger trains, 16 MEMU, 27 EMU services. Short termination of 1 Mail/Express, 5 Passenger, 2 MEMU & 8 EMU services. Short origination of 1 Mail/Express, 5 Passenger, 8 EMU services.  Apart from the above, 11 Mail/Express trains will be diverted via Hijli-Nimpura Through Yard.
·Diversion of trains bypassing Kharagpur;
Some Mail/Express trains which run via Kharagpur and where reversal of locomotives at Kharagpur is involved will be run via Nimpura – Hijli – thereby bypassing Kharagpur. Adequate stoppage will be given to these trains at Hijli station. These trains are:
·22823/22824 Bhubaneswar – New Delhi Rajdhani Express o­n and from 17.11.2017 to 19.11.2017.
·12815/12816 Puri – New Delhi Nandan Kanan Express o­n and from 17.11.2017 to 19.11.2017.
·12875/12876 Puri – New Delhi Neelachal Express o­n and from 17.11.2017 to 19.11.2017.
·12801/12802 Puri – New Delhi Purushottam Express w.e.f. 07.11.2017 to 19.11.2017

A Safety seminar was organized by Signal and Telecommunication Training School, South Central Railway as part of Sanraksha Shivir program at Moula-Ali today i.e. 25th January 2017. Shri M.S.Mahaboob Ali, Chief Signal & Telecommunications Engineer, South Central Railway participated as the Chief Guest in the concluding session of the daylong Seminar.


Speaking o­n the occasion, Shri Mahaboob Ali said that safety should be accorded first priority and the Technical Staff who underwent training at this school should implement all the safety procedures without fail. The participants who underwent training should continue to give o­n Job Training to the field staff in the cadres also to make them perfect in maintaining the systems. He advised the participants to follow the safety procedures while working. Further he advised the participants to follow the prescribed rules and regulations without exceptions while attending Signal failures. Shri M.S.Mahaboob Ali said that equipment maintenance should be taken care to avoid signal failures.

Earlier, Shri D.Venkatachalam, Chief Signal Engineer, South Central Railway also spoke in the seminar and stated that Signal and Telecommunications department is playing vital role in ensuring the Safety of Train operations. Shri U.Sampath Kumar, Principal, Signal and Telecommunication Training School, Moula-ali also participated. Meritorious awards were distributed to the trainees of refresher course candidates by the Chief Guest.

Indian Railways Institute of Signal Engineering and Telecommunication (IRISET), the premier training institute o­n Indian Railways celebrated its 59th Annual Day today i.e. 27th November 2016 at its premises at Tarnaka, Secunderabad. Shri Akhil Agrawal, Director General (Signal & Telecom), Railway Board, New Delhi was the Chief Guest. Shri Ravindra Gupta, General Manager, South Central Railway presided over the function. Shri N. Kashinath, Additional Member, (Signal), Railway Board, Shri M.S.Mahaboob Ali, Director, IRISET & Chief Signal & Telecommunication Engineer, South Central Railway and other officials participated.
Speaking on the occasion, Shri Akhil Agrawal stated that IRISET is a Pioneering Institute o­n Indian Railways which imparts training to Signal & Telecommunication Officers and Supervisors with excellent teaching modules. He appreciated the role of Signal & Telecom department in running the high volumes of traffic with safety and punctuality. He advised them to imbibe new technologies and systems to further the growing demands of Traffic o­n Indian Railways.
Shri Ravindra Gupta, General Manager while addressing the gathering opined that IRISET is o­ne of the best Institutes with very good facilities. He said that with the emerging scenario in traffic patterns the emphasis o­n safety has reached optimum and role of Signal & Telecom department has become crucial.  IRISET plays a vital role in designing, imparting training, operating and trouble shooting in the maintenance of S&T assets. IRISET has been always alive in changing needs of its technical cadre. IRISET has been upgrading the teaching content and introducing new courses as per the requirement of the systems o­n Indian Railways.
Shri M.S.Mahaboob Ali, Director, IRISET in his annual report said that IRISET organized 121 courses were conducted and trained 2923 persons during the current calendar year up to October, 2016. 19 Refresher training courses have been conducted in which 912 trainees have attended. Seven special courses o­n safety have been conducted in which 106 trainees participated. Further, IRISET also took initiative by developing E-learning modules for interactive learning o­n “Anywhere Anytime” basis, which is uploaded o­n IRISET Website. The Institute has extended its class room virtually to all Zonal Training Centres which are spread over length and breadth of the country through video conferencing and E-learning.
Shri N.Kashinath, Additional Member, (Signal), Railway Board also spoke o­n the occasion. Later, merit awards were given away to the trainees by the dignitaries present and the in-house newsletter ‘Gyandeep’ Technical Magazine was released. This was followed by cultural programmes performed by the trainees.
Earlier, Shri Akhil Agrawal, Director General (S&T) inaugurated a Gymnasium and Solid State Block proving Axle Counter (Digital)-Block Signalling Lab at IRISET premises.

To carry out maintenance work of tracks, signalling & overhead equipments, a jumbo block will be taken from 10.35 hrs to 15.35 hrs between Santacruz and Goregaon stations o­n Up and Down Fast lines on Sunday i.e. 3rd July, 2016.

During this block period, all fast line trains will run o­n slow lines between Santacruz and Goregaon stations.

 Due to the block, some up & down local trains will remain cancelled, the list of which will be available at all stations with Station Masters. Passengers are requested to take note of the above arrangements.

Railways installs 2000 Digital Axle Counters in Mumbai stations

Mumbai: To surpass disruption of services during monsoon due to rising waters, the Central Railway installed 2000 Digital Axle Counters (DAC) at stations in Mumbai.

A senior railway official said “Almost 2000 DACs have been installed between Chhatrapati Shivaji Terminus (CST) and Kurla on the central line and CST-Chembur on the harbour line. These will help in understanding movements on the tracks, which will help us to send proper signals. This will avoid inconvenience to commuters.”

A DAC is a sensor installed on railway tracks. It indicates to the signalling department to study the movement of trains. The CR has provided more of these DACs, which were previously installed only at some stations in the city.

The CR claimed it has identified primary locations vulnerable to inundation. Along with this, the railway has said, it has added plastic sheets to signalling units and other auxiliary working systems to avoid water retention during the monsoon. Officials claimed they have put silica gel and tapes on such units to prevent any leakage.

DACs are fail-safe 2/2 microcontroller based axle counting system for section proving in Railways. DACs can be configured to various versions using fool-proof method thus prevents wrong configuration at site, ensures highest degree of safety. Operating mode like preparatory, clear and occupied, configuration status, wheel counts and error messages are constantly displayed on the system LCD status panel and interactive Reset box.

Magnetic sensors detects the axle counts and direction of train movements that is transmitted to the other end of the system to verify and clear the block. Wheel sensed at one DP will cleared at any DP. The section status can be fed directly to further controlling systems through vital relay contacts. Each section has two or three detection points based on configurations. System unit is housed near the track with its DP placed at a variable distance of 15 Mts.

Reliable communication between systems with a cable loss of 30dB using V.23 FSK modem at 1200bps, assured by CRC check with redundant messages. Fixed pair communication along with interlocked addressing between units ensures fail-safety. Built-in event logger logs normal and error data that can be downloaded on to a PC using RS232 serial port. Additional FSK modem available in event logger card connected to interactive Rest Box at station (requires extra pair in quad cable). User-friendly GUI aids to print reports. The device works on 24 VDC power supply, integrated with lightening surge protectors. Stable operation could be witnessed even at adverse environmental conditions from –10°C to 70°C and reliable train detection by sensors exposed to water clogging due to heavy rains could be achieved.

To ensure safety and better coordination of Indian Railways train movements, the stations are being upgraded with world class signalling technology.

India has one of the world’s largest railway networks with over seven thousand stations. To ensure safety and better coordination of train movements, the stations are being upgraded with world class signalling technology.

On May 18, the TVM Signalling and Transportation Systems Private Limited (TSTS), a subsidiary company of Kyosan, Japan inaugurated K5BMC (Kyosan) Electronic interlocking System at Nagasamudram railway station in Andhra Pradesh.

Senior railway officials and company representatives of TSTS and Kyosan India were present on the occasion. Kyosan is excited about providing world-class technology to Indian railways.
“Next year is Kyosan Japan’s 100th anniversary. We are very keen to contribute to Indian railways for its rapid progress,” said Managing Director Kyosan India Pvt. Ltd., Heita Takeyama.
“The Kyosan technology, I found very compact, easily maintainable and the fault diagnosis is very systematic from system level to card level, card level to component level and compact level to various instructions which are very easily understandable and our ESMs are very easy to maintain the system,” said Chief Signal and Telecom Engineer South West Railway, India, Elavarasan M.
TSTS provides indoor and outdoor interlocking systems for small and major stations. Since it began operations some five years ago, the company has completed more than 265 stations commissioning.
The company’s interlocking system is based on proven EI system K5BMC from Kyosan Electric Manufacturing Company, Japan. Its I/O controller can be used as object controller and hence, thus minimizing use of copper cables.
The electronic interlocking system has reduced complexity of the system and brought in cost effectiveness and components’ reuse.

Thales to provide Fare Collection and Communication Systems for Cairo Metro

Under the deal, Alstom which is leading a consortium with Thales will offer its Urbalis signalling solution, including Iconis at the operating control centre, point machines and station signalling equipment.

Thales has signed two new contracts to upgrade the fare collection system for Lines 1 and 2 on Egypt’s Cairo Metro, as well as provide communications systems for the Al Thawra extension on Line 3 (Phase 3).

As part of the deal, Thales will deploy its TransCity fare collection solution, which uses its Web 2.0 technologies, on Cairo Metro’s Lines 1 and 2, effectively replacing the equipment installed in the 1980s.

Thales will deliver 850 access gates, 100 vending terminals for ticket outlets and 75 portable ticket control terminals, as well as implement new system architecture.

The TransCity central system will also supervise all data generated across the existing network and accommodate future network evolutions and extensions. This is the company’s second deployment of the TransCity system this year, following a contract awarded in South Africa in September. Following the completion of the 18-month project, a combination of magnetic stripe and contactless fare media technology will make it easier for passengers to access the metro system. The new fare collection equipment installed at stations on these lines will improve reliability while reducing maintenance costs. In addition, a consortium comprising Thales and Alstom will implement fully integrated communication and supervision systems, relevant to 15 new stations and an additional depot, from Attaba to Rod El Farag and Cairo University, for a length of more than 17km. The extension is one of the strategic investments by Egypt in Cairo to increase the level of public transport services. Installed at the Line 3 operational control centre, the systems will ensure real time management and control of the whole telecommunications, ticketing and electromechanical systems. In February, Egypt’s National Authority for Tunnels (NAT) has signed two contracts with Alstom-led consortiums to deliver signalling system and the infrastructure of the Phase IVA of Cairo Metro Line 3. A consortium of Alstom and Thales was responsible for the supply of signalling system, while another consortium comprising Alstom, Colas Rail, Orascom and ARABCO will deliver infrastructure for Cairo metro.

Egypt Cabinet endorses $669mn to finish phase 4 of Cairo Metro-line 3

The Egyptian Cabinet approved Tuesday the final value to complete the second part of the fourth phase of Cairo Metro Third Line estimated at 5.237 billion Egyptian pounds (US$668.6 million). The second part of phase 4 extends with length of 6.36 km and include four stations; Gesr el Suez ,Haykesteb Bridge , the Ring Road ,Ismailia desert road. The Cairo Metro Line 3 extends from Cairo‘s the northwest district of Imbaba to the northeast nearby the Cairo airport. The line will cross the River Nile twice, once at the western branch between Imbaba and Zamalek Island, and again at the eastern branch between Zamalek and downtown Cairo. The total length of the line is approximately 30.6 km, of which 28.1 km is an underground section. National Authority for Tunnels (NAT) has awarded a contract to Orascom Construction Industries and Arab Contractors to build a 6.3km surface section from Nozha 2 to Al-Salam in the 10th City of Ramadan. NAT has signed a contract with Vinci Construction France to implement the fourth phase of Line 3, which will extend the line by 5.1km from Haroun to Nozha 2.

The 78km-long Cairo metro network currently carries three million passengers a day, and may reach five million by 2020. The network includes two complete lines, with a third partially open due to construction in different phases. Currently under construction and scheduled to be completed in 2022, phase 3 comprises a 17.7km line extension and 15 extra stations. “We are committed to accompany our customer in the further development of Cairo’s metro network to meet the growing demand for mobility.” Following completion, line 3 will be capable of carrying more than 1.5 million passengers a day. Under the deal, Alstom which is leading a consortium with Thales will offer its Urbalis signalling solution, including Iconis at the operating control centre, point machines and station signalling equipment. The signalling solution will allow safe and comfortable journeys to commuters and a short headway between trains. A consortium comprising Alstom, Colas Rail, Orascom and Arabco will supply electromechanical equipment, which includes power substations to feed the third-rail electrification, ventilation, escalators and lifts. Alstom Middle East and Africa senior vice-president Gian-Luca Erbacci said: “These new projects will undoubtedly strengthen our partnership with NAT that started more than 30 years ago. We are committed to accompany our customer in the further development of Cairo’s metro network to meet the growing demand for mobility.” The company has already provided Metropolis trains and infrastructure, signalling and services solutions for lines 1 and 2 of Cairo Metro, and it has been awarded phases 1, 2 and 4a of line 3. The company has also secured a contract to modernise the signalling systems on the regional railway line from Beni Suef to Asyut.

Orascom Construction awarded €105 m for phase III of Cairo Metro Line III

Orascom Construction (ORAS) announced today that its consortium with Colas Rail, Alstom and Arab Contractors has signed a contract with the National Authority for Tunnels (NAT) in Egypt to execute electromechanical and related civil work for the third phase of Cairo Metro Line III. OC’s share of the contract is approximately EUR 105 million. OC has played an integral role in the development of CairoMetro and is well-positioned for future metro awards. The Group is currently executing another package for the third phase of Cairo Metro Line III and has previously completed significant work on the existing lines.

Hitachi signs Two Contracts with DFCCIL for Signal & Telecommunication Works in India

New Delhi: A four-company consortium formed by Hitachi, Ltd. (“Hitachi”, Head Office: Tokyo, Japan, President and COO: Toshiaki Higashihara), Mitsui & Co., Ltd. (“Mitsui”, Head Office: Tokyo, Japan, President and CEO: Tatsuo Yasunaga), Hitachi India Pvt. Ltd. (“Hitachi India”, Head Office: Delhi, India, Managing Director: Kojin Nakakita), a Hitachi subsidiary functioning as the headquarters for Hitachi group companies in India, and a leading company in the rolling stock manufacturing and heavy engineering business in India, has won a contract from the Dedicated Freight Corridor Corporation of India Ltd. (DFCCIL) for the supply and installation of signalling and telecommunications systems along part of a dedicated freight corridor traversing India’s biggest industrial cluster between Delhi and Mumbai. The sector covered by the contract (“Package 5”), which is worth a total of approximately ¥28.0 billion (approximately INR 1,800 crore), will cover the 915 km distance between Rewari in the State of Haryana and Vadodara in the State of Gujarat.
In addition, a three-company consortium consisting of Hitachi, Mitsui and Hitachi India has won a contract worth approximately ¥11.0 billion (approximately INR 610 crore) to supply and install an automatic train control system along a 1,337 km section from Rewari in Haryana State to JNPT (Mumbai) in Maharashtra State (“Package 5A”).
These two orders are the biggest ever placed in India for Japanese signalling and telecommunications works.
The projects cover the Western Corridor (Delhi-Mumbai), which is part of the Dedicated Freight Corridor (“DFC”) project, and will link the four major cities—Delhi, Mumbai, Chennai, and Kolkata—of India’s “Golden Quadrilateral”. The purpose of the projects is to meet demand for domestic freight transportation resulting from India’s rapid economic growth over the past few years. The Indian government has been forming the projects with cooperation from Japan. For example, the Japan International Cooperation Agency (JICA) has been providing assistance for preparatory surveys and verification trials. The Japanese government is also providing yen loans under the Special Terms for Economic Partnership (STEP) on condition that Japanese technology is used.
As consortium leader for Package 5, Hitachi will manufacture key equipment for the signalling system. Mitsui will provide overall coordination with DFCCIL and related agencies in Japan and India. Hitachi India will procure and supply locally made products.
Signalling and telecommunications equipment supplied to DFCCIL under Package 5 will include a train monitoring and diagnostic system that will provide centralized monitoring of each train’s position on the track, electronic interlocking equipment to ensure the safe operation of trains by controlling signal lights and points, level crossing warning systems designed to activate automatically when a train is approaching, and a telecommunications system to link all of these systems. Designed to conform to the technical standards of Indian Railways, all of this equipment has been used extensively in Japan. Package 5 will contribute to the creation of a safe and modern logistics infrastructure system in India.
As consortium leader for Package 5A, Hitachi will manufacture key equipment for the automatic train control system. Mitsui will provide overall coordination with DFCCIL and related agencies in Japan and India. Hitachi India will procure and supply locally made products and carry out installation work.
Automatic train control system (also called train protection and warning system in India) to be supplied to DFCCIL under Package 5A will be based on the European Train Control System (ETCS) standard. To avoid collisions, rail vehicle brakes are automatically applied based on signals transmitted from the ground device to the trains. The ETCS standard was developed as an inter-city train control system and supports interoperability across national borders in Europe. Installation of the ETCS is mandatory in Europe under an EU Directive, and is also used in other countries outside the EU.
These two projects will result in the creation of train operating systems with the same levels of safety and efficiency as systems in Japan.
A key advantage for Hitachi is its ability to offer one-stop railway solutions covering all aspects from rolling stock systems to signal systems. It was the first Japanese manufacturer to meet the ETCS standard and to acquire TSI*1, which indicates conformance to the ETCS standard, and has developed ETCS-compliant signalling products. In addition to the main-line signalling systems covered by these orders, Hitachi has also supplied signalling systems for urban transportation networks in China and Singapore. It has also been selected to supply signalling equipment, including centralized train monitoring systems and electronic interlocking systems, for use on main rail lines in Vietnam and Myanmar.
In August 2015 Mitsui, Ircon International Limited, a company affiliated with the Indian Ministry of Railways, and Tata Projects Limited, a construction contractor in the Tata Group, jointly won a contract for track-laying and civil engineering work on two continuous sectors totalling 320 km between Vaitarana, in the State of Maharashtra, and Vadodara, in the State of Gujarat. The contracts for Package 5 and Package 5A follow on from this success.
Hitachi India, in collaboration with Rail Systems Company of Hitachi, provides solutions for subways, monorails and other urban transportation systems in India and other south Asian countries, as well as solutions for systems mainly related to rolling stock and signalling for Indian Railways.
Hitachi and Mitsui will continue to work on these projects, which symbolize government-level cooperation between Japan and India. The two companies will also continue to contribute to further economic development of India by helping to meet anticipated growth in the demand for core infrastructure by playing an active role in urban transportation and inter-city high-speed rail projects, and through the introduction of advanced Japanese railway technology.
*1 TSI (Technical Specification for Interoperability): This is a set of technical requirements for train interoperability on inter-city lines. Signalling equipment must conform to European safety standards and the ETCS standard.
