Dedicated Freight corridor, whose Rewari - Madar section on Western corridor, was dedicated to the Nation by Prime Minister Shri Narendra Modi today, is going be the game changer in economic development of the country.

Dedicated Freight Corridor Corporation of India is constructing the Western DFC (1506 Route km) and Eastern DFC (1875 route km including Sonnagar-Dankuni PPP Section). The EDFC starting from Sahnewal near Ludhiana (Punjab) will pass through the states of Punjab, Haryana, Uttar Pradesh, Bihar and Jharkhand to terminate at Dankuni in West Bengal. The Western Corridor connecting Dadri in Uttar Pradesh to Jawaharlal Nehru Port (JNPT) in Mumbai will traverse through the states of UP, Haryana, Rajasthan, Gujarat and Maharashtra of WDFC.

Details -

306 km Rewari -  Madar section

●          This section falls in Haryana State (for approx. 79 Km in Mahendragarh& Rewari districts) and Rajasthan State (for approx. 227 Km in Jaipur, Ajmer, Sikar, Nagaur& Alwar districts).

●          Approx 40% of WDFC is in Rajasthan

●          Approx 250 km of DFC is in Haryana state

●          This section contains 16 major bridges and viaduct (1 viaduct & 15 major bridges), 269 minor bridges, 4 Rail Fly Overs, 22 Road Over Bridges & 177 Road Under Bridges eliminating 148 Level crossings.

●          There are 9 newly built DFC stations in this section, six crossing stations (i.e. New Dabla, New Bhagega, New Sri Madhopur, New PacharMalikpur, New Sakun and New Kishangarh) and three junction stations (i.e. New Rewari, New Ateli and New Phulera).

●          Total value of Contracts including Civil, Electrical and S&T is Rs. 5800 crore in this section excluding land.

●          The opening of this stretch will benefit various industries in Rewari – Manesar, Narnaul, Phulera & Kishangarh areas of Rajasthan, Haryana and National Capital Region. .

●          In addition to this, the container depot of CONCOR at Kathuwas will also come on the DFC map and get advantage in terms of faster throughput.

●          The ports of Gujarat like Kandla, Pipavav, Mundhra, Dahejetc will have an uninterrupted connectivity to the Northern parts of India.

●          With the dedication to the Nation of the 351-km Bhaupur-Khurja section, and construction of connecting link between Khurja - Boraki-Dadri- Rewari, seamless movement between WDFC & EDFC can ensue.

●          DFCCIL had conducted an trial-run of Indian Railways (IR) freight trains on this section. ,

●          The Track Recording Car of RDSO had conducted Oscillation trials  of BOXNS Wagons at 110 Kmph.These wagons have a Tare weight of 19.85 ton and a carrying capacity of 80.15 ton. These wagons have a 14% more weight carrying capacity than the wagons being currently used on Indian Railways.The DFCCIL infrastructure is well placed to utilise the carrying capacity of these  wagons. Currently, Indian Railways freight trains can carry 61 -71 ton weight per freight carriage at an approximate speed of 60 kmph.The newer, advanced wagons can carry weights upto 81 ton per wagon at an approximate speed of 100 kmph. The newer wagons are safer and modern too.

●          Trial runs of BLCS-A and BLCS-B wagon prototype have also  been completed in this section. These wagons have enhanced axle load of 25 ton and been designed for DFCCIL by RDSO’s wagon department. The design will maximize capacity utilization and uniform distributed and point loading. These wagons on a long-haul double stack container train on the WDFC at an speed of 100 kmph..

●          DFCCIL will run freight train at the maximum speed of 100 km/per hour as against the current maximum speed of 75 kmph on Indian Railway tracks whereas the average speed of freight trains will also be increased from existing speed of 26 kmph on Indian Railways lines to 70 kmph on Dedicated Freight Corridors (DFC).

A.        Main objectives of DFCCIL

1.         Decongest the existing Indian Railway network.

2         Increase the average speed of goods trains from existing 25 to 70 kmph.

3.         Run Heavy Haul trains (higher axle load of 25/32.5 Tonne) & overall load of 13,000 Tonne.

4.         Facilitate the running of longer (1.5km) and double stack container trains.

5.         Connect the existing ports and industrial areas for faster movement of goods.

6.         Energy efficient and environment friendly rail transport system as per global standards.

7.         Increase the rail share from existing 30% to 45%.

8.         Reduce the logistic cost of transportation

B. Innovations and State-of-the-art Technology:

1.         Heavy and long Haul train operation of 25 Axle ton with having provision of 32.5 Ton axle load for the First time in India.

2.         Double stack containers in Western DFC

3.         Double line electric (2 X 25 KV) track to undertake higher haulage at higher speeds

4.         Automated New Track Construction (NTC) machine which can lay track at the speed of 1.5 km per day.

5.         Automated Wiring train for Overhead Equipment Work (OHE) capable of wiring upto 3 km per shift.

6.         Train Protection and Warning System (TPWS) for safe and efficient operation

7.         Elimination of road level crossing

8.         Developing Multi Modal Logistic Hubs and integration with Delhi-Mumbai Industrial Corridor & Amritsar-Kolkata Industrial corridor.

Details of World First electric loco hauled Double Stack 1.5 km Long container Freight trains flagged off from New Ateli and New Kishangarh Stations of  high rise 7.5 meter OHE section of WDFC

Front loco of both the trains were flagged off today by Hon’ble Prime Minister is WAG 12 Loco manufactured at Indian Railways make in India factory at Madhepura, Bihar.

The WAG -12 electric super powered double-section locomotives of 12,000 HP are capable of hauling  6000 tonnes at a top speed of 120 kmph. They are planned to be deployed for operations on major freight routes, including the Dedicated Freight Corridors (DFCs), transforming the heavy freight transportation landscape of India. These locomotives manufactured at Madhepura are of 12,000-horsepower with a twin Bo-Bo design, engineered to run at a speed that is twice as faster than regular locomotives and are built to carry 6000 tonnes of goods in one go. Equipped with Insulated Gate Bipolar Transistors (IGBT) based propulsion technology, the WAG 12B uses regenerative braking, reducing energy consumption. With 1676 mm of Broad Gauge, these e-locos are designed to take smooth turns even at the sharpest of curves.

The second loco which is attached in the middle and working as a piped loco of the long haul train is WAG 9 of 6000 HP built from Chittaranjan Locomotive Works (CLW), West Bengal, India.

In a first, double stack 1.5 km long electric train had run in the DFCCIL Newly commissioned 7.5 meter high OHE Section. In one train, 360 Ten Feet Container Equivalent Units (TEU) are moving which is equivalent to 270 high capacity Road Trailer trucks.

Details of Train Flagged off from New Ateli Station of WDFC

●          This train is partly loaded from Kathuwas Container siding of CONCOR and  partly loaded from Garhi siding of Gateway Logistics. The 1.5 km long trains consist of 90 BLC Wagons and two brake vans have a gross weight of 4941 tons  destined to  Mundra port in Gujarat, hauled by WAG12 12000 HP manufactured at Indian Railways make in India factory at Madhepura, Bihar and WAG9 locomotive manufactured at Chittaranjan Locomotive Works, West Bengal. 

●          Container Details: Container loaded with iron artware, aluminium artware, decorated laminated sheets, wooden hardware, lamps, furnishing items, auto parts, steel products, tiles .

●          Loading Points :  Concor Multimodal Logistics Park, Kathuwas and ICD GarhiHarsaru (Gurugram) Gate way Rail

●          Destination Details: Iron artware and aluminium artware and lamps loaded from Moradabad area going to USA & Germany, furnishing items of Gurugram to  UK, auto parts from Sonepat to USA, Steel products from Hisar to South & East Africa, Tiles from Bahadurgarh to Croatia, wooden artware, lamps and decorative laminated sheets to Dubai & Indonesia.

Details of Train Flagged off from New Kishangarh Station of WDFC

●          Half of the long train is loaded from Pipavav port and other half is loaded from Mundra post. The rake consists of 90 BLC wagons and two brake vans have a gross weight of 5966 ton, hauled by WAG12 12000 HP manufactured at Indian Railways make in India factory at Madhepura, Bihar and WAG9 locomotive manufactured at Chittaranjan Locomotive Works, West Bengal. 

●          Container Details: Container loaded with Destined for TKD (Tughlakabad Container Depot of Concor) and DER (Dadri Container Depot of Concor). Major commodity are Spare parts, Electric parts, Machine, Spray parts, Knitting Machine, Polyester fabric. The Origin of the major containers is  United Arab Emirates. Other items are PVC items, paper, polymers, ethylene, auto components, copper tubes, furniture and  aluminium coil and are loaded  from Gulf countries and Far East Line ( Indonesia and Singapore).

●          Loading Points :  Pipavav and Mundra Port, Gujarat

●          Destination Details: Concor Multimodal Logistics Park, Khatuwas

The Prime Minister, Shri Narendra Modi inaugurated the New Bhaupur- New Khurja section and the Operation Control Centre of Eastern Dedicated Freight Corridor today through video conference.Union Minister, Shri Piyush Goyal and Chief Minister of Uttar Pradesh Shri Yogi Adityanath were present on the occasion.

Speaking on the occasion, the Prime Minister expressed happiness on seeing the modern rail infrastructure project getting implemented on the ground. He said today when the first goods train runs in the Khurja Bhaupur freight corridor we can hear the roar of the Self reliant india. He said Prayagraj Operation Control center is one of the modern control centers and a symbol of the new strength of the new India.

The Prime Minister said Infrastructure is the biggest source of any nation's strength. He said as India is moving fast towards the path of becoming a big economic power, then the best connectivity is the priority of the country. He said the Government is working on every aspect of modern connectivity for the last six years with this in mind. He said the Government is focussing on the five wheels of highways, railways, airways, waterways and i-ways. He said today’s inauguration of a large section of Eastern Dedicated Freight Corridor is a big step in this direction.

The Prime Minister stressed on the need for these dedicated freight corridors. He said as the population grew, Economy grew, the demand on freight increased manifold. He said since both Passenger trains and Goods trains ply on the same track, the speed of the goods train is slow. He said when the speed of the goods train is slow, and there is interruption in place, obviously the cost of transportation will be high. He added being expensive, our products lose the competition in our markets of the country as well as abroad. He said the Dedicated Freight Corridor was planned to change this situation. Initially 2 Dedicated Freight Corridors were planned. Eastern dedicated Freight corridor from Ludhiana to Dankuni. This route has coal mines, Thermal power plants and industrial cities. Feeder routes are also being made for these. Western Dedicated Freight Corridor from Jawaharlal Nehru Port Trust to Dadri. In this corridor, ports like Mundra, Kandla, Pipavav, Dawri and Hazira would be served through feeder routes. He said the Industrial corridor of Delhi-Mumbai and Amritsar-Kolkata are being developed around both these Freight Corridor. He said similarly North to south and East to west Corridors are also being planned.

The Prime Minister said with such dedicated freight corridors problems of delayed passenger trains would be resolved. Due to this speed of the freight train also would increase 3 times and would be able to carry double the volume of goods. He added when goods trains arrive on time the cost of our Logistics Network would be cheaper. When our goods will be cheaper, it would benefit our exports. He said it would create a better atmosphere, Ease of Doing business would increase and India would become an attractive place to invest and many new opportunities for self-employment will also be created.

The Prime Minister said Industry, businessmen, farmers or consumers, everyone is going to benefit from this dedicated freight corridor. He said the freight corridor will boost the eastern india which is left behind industrially. He said about 60 percent of the corridor falls in UP. It would attract a lot of industries towards UP. He said Kisan Rail would be benefited due to this dedicated freight corridor. Farmers can send their produce through rail to any big markets across the country, safely and at a low price. Now through this Freight corridor their produce would reach even faster. In Uttar Pradesh a lot of Storage and cold storage facilities have come up due to Kisan Rail.

The Prime Minister lamented the huge delays in the past in implementation of the Dedicated Freight Corridor. He said until the year 2014, not even a kilometer of track could be laid. He said after the formation of the government in 2014, as a result of constant monitoring and meeting with the stakeholders about 1100 km of the work got completed in the next few months. He criticized the mentality of the previous regimes that focussed on increasing the number of trains rather than the tracks on which the train was to run. Not much investment was done on modernization of the rail network. He said this was changed with the elimination of separate rail budgets, investing on the rail track. He said the Government focussed on widening and electrification of the rail network and elimination of unmanned rail crossings.

The Prime Minister said reforms have been undertaken at every level in the railways like Cleanliness, improved food and drink and other facilities. He said similarly a major achievement in the field of self sufficiency is made in railway related manufacturing. He said India is now building modern trains and also exporting, Varanasi is becoming a major center for Electric Locomotives, Rail Coaches manufactured in Rae Bareli are now exported abroad.

The Prime Minister urged to keep the development of the country's infrastructure away from politics. He said Country's infrastructure should be a mission to benefit many generations, not 5 years of politics. If political parties have to compete, there should be competition in the quality of infrastructure, competition on speed and scale. He advised against damaging public property during demonstrations and movements. He urged not to forget one’s obligation to the nation while expressing their democratic right.

NEW DELHI: Having begun trial runs on the part of Eastern DFC, DFCCIL is gearing itself for creation of upgradation of terminal facilities along its route which is to be commissioned in totality by December 2021. In this regard, an MoU was signed between DFCCIL and CRWC (Central Railside Warehouse Company Ltd) for utilizing the services of the latter for upgrading and creating Multi-Modal Logistics Parks and Integrated Warehousing Complexes along or near DFCCIL rail network.
CRWC is already operating 19 rail side warehouse complexes across the country with a capacity of 3.5 lakh tonnes. This synergy between DFCCIL and CRWC is expected to give a boost to traffic to be carried over through DFCCIL by making the transport over DFCCIL complete and integrated with warehousing, and last-mile connectivity being provided in a seamless manner. This is bound to reduce logistics costs and thereby attract more traffic from other modes.
CRWC, a PSU under the Ministry of Food, Consumer Affairs and Public Distribution is facilitating faster unloading/loading of cargo and turn around of rolling stock beside safe storage of cargo.
The MoU was signed on 21/10/2019 by Shri Anurag Kumar Sachan, Managing Director, DFCCIL and Shri Narinder Kumar Grover, Managing Director, CRWC when Shri Arun Kumar Shrivastava, Managing Director, Central Warehousing Corporation was also present.

VARIOUS MEASURES BY WR IN VIEW OF CYCLONE 'VAYU'
Considering the alertness for 'VAYU' cyclone over Gujarat, various safety and security precautions for train passengers are being taken by Western Railway for the prone areas under the jurisdiction of WR i.e. Veraval, Okha, Porbandar, Bhavnagar, Bhuj and Gandhidham. The following measuresare being undertaken:-
1) All the passenger and Mail/Exp trains to these stations are being short terminated/cancelled after 18.00 hrs of 12.06.19 to morning of 14.06.19.
2) The coaching stock presently available at depots and station yards at coastal areas are being shifted to safe places.
3) Special trains with six to ten coaches each will be formed, to be kept in ready condition at nearest safe location to be moved in emergency conditions.
4) WR HQ office and Divisions have been instructed for better coordination with state authorities for passenger convenience.
5) Round the clock manning of Emergency control office at HQ and at Divisional level by Officers of concerned departments for immediate relief arrangement.
6) WR to run o­ne Special train each from Gandhidham, Bhavnagar Para, Porbandar, Veraval and Okha to evacuate all persons from respective areas.
7) All Railway authorities at concerned divisions and HQs including Dedicated Freight Corridor Corporation of India Ltd (DFCCIL) and Rail Vikas Nigam Ltd (RVNL) have been instructed to provide adequate man power, material alongwith required machinery like JCBs, tree cutters, water tanks, tractors, generators etc and to be in readiness for any assistance as and when needed. These authorities have also been instructed to maintain constant communication with respective field officials to ensure necessary immediate action.
8) Detailed notification regarding cancellation/short termination/diversion etc will be issued shortly.

DFCCIL-Railways inks MoU to fix target for various projects during 2016-17

New Delhi: The Dedicated Freight Corridor Corporation and the railways have signed a memorandum of understanding (MoU) to fix the target for various projects during 2016-2017.

Dedicated Freight Corridor Corporation of India Limited (DFCCIL), a government enterprise under the administrative control of the Ministry of Railways, is at present carrying out construction of 3,342km eastern and western freight corridors for exclusively movement of goods trains.

The MoU envisages laying down the target for various important activities of DFCCIL. It will also help timely release of funds for execution of projects, land acquisition and continuance of full assistance by the Ministry of Railways in deputing officials on tenure basis to work in DFCCIL.

The MoU was signed on September 26 by DFCCIL Managing Director Adesh Sharma and Railway Board Secretary R K Verma.

The 1,840km Eastern Dedicated Freight Corridor from Ludhiana to Dankuni near Kolkata traverses Punjab, Haryana, Uttar Pradesh, Bihar, Jharkhand and West Bengal.

The 1,502km Western Dedicated Freight Corridor from Dadri (Uttar Pradesh) to Jawaharlal Nehru Port Trust (Mumbai) passes through Maharashtra, Gujarat, Rajasthan, and Haryana.

These freight corridors will contribute in a great manner towards the economic development of the states encompassing them as well as help ease the traffic load on existing Indian Railways network.

The core sectors like power houses, fertiliser, food grains and POL (petroleum, oil and lubricant) movement will be benefited by this infrastructure.

Chennai: APL Logistics, a unit of the Singapore-based Neptune Orient Lines, has extended its famous double-stack container train service — that help customers load double the volume of cargo in a single voyage — to India.

APL (American Presidential Lines) pioneered the concept in early 1984 in US domestic rail operations.

APL IndiaLinx, the rail operations arm of APL Logistics in India, recently stacked 90 forty-foot boxes two-high on a train from Mundra port for an inland container rail terminal at Kishangarh, near Delhi, according to a company official from Singapore.

The double-stacked train operation followed the Indian Railways’ recent decision to allow stacked train access along this rail corridor. This was part of the Railways’ bigger project to provide a freight-dedicated network of railroads with double-stack train access connecting key gateway ports and major North Indian industrial centres before end 2016.

APL IndiaLinx plans to expand its stacked train service network as more rail corridors are allowed double-stack access, the official said without giving a deadline. In 2006 the company was granted the rail operating licence. It owns and operates 18 weekly rail services between inland container rail terminals in northern India and the gateway ports on India’s west coast.

India Infrastructure and Logistics Private Ltd was set up in 2006 as a joint-venture between APL and Hindustan Infrastructure Projects & Engineering Private Ltd to provide rail-based container transportation and related logistics in India. Its service is marketed under the brand APL IndiaLinx.

BENEFITS

When a customer has a huge volume of freight to move between two points, using trains offer traffic and environmental benefits over trucks. With double-stack trains, these benefits are even greater.

With the container boxes stacked two-high, a double-stack train can potentially double the capacity in a train run. This effectively allows the company to move boxes out of the port area at a faster velocity in each train run, thereby easing congestion.

In fact, it also frees up the highways for trucks to move cargoes into other locations not served by rail or that do not have sufficient capacity or distance to justify rail movement. The use of double-stack trains also allow to make fewer train trips. This means reduction in fuel and emission, said the official.

In the US, double-stack trains run regularly over an intricate rail network providing time-predictable and efficient connectivity between the coastal terminals, manufacturing and consumption centres inland, the official said.

DFC Corp seeks to install European anti-collision tech

The corporation has written to the Railway Board to give permission to install the system on the 1,839 km Eastern corridor barring a small stretch between Sonnagar and Dankuni, which is to be constructed on public-private partnership (PPP) mode.

The Dedicated Freight Corridor Corporation wants to install European anti-collision technology called Train Protection Warning System (TPWS) in its entire network to make it the safest freight train operation in the world.
The corporation has written to the Railway Board to give permission to install the system on the 1,839 km Eastern corridor barring a small stretch between Sonnagar and Dankuni, which is to be constructed on public-private partnership (PPP) mode. So, the proposal, that requires an expenditure of an additional Rs 500 crore, is to install the system between Ludhiana, Punjab and Sonnagar, West Bengal, covering around 1,350 km, DFC MD Adhesh Sharma said on Friday.
“According to the agreement with Japan, we are installing TPWS anyway in the Western corridor because the lending agency, JICA wanted the operations to be safe. Now we have approached Railways to let us install it in Eastern corridor as well,” he said.

The Western Corridor, spanning 1,483 km between Khurja in Uttar Pradesh and Jawaharlal Nehru Port Trust in the Maharashtra-Gujarat border, will have TPWS for Rs 600 crore.
Incidentally, Indian Railways found TPWS to be prohibitively expensive and did not pursue installing it except for a small stretch on the Delhi-Agra route. But for a new project like DFC, cost is not an issue and the rate of return on investment is also high enough to justify the expenditure. The first section of 56 km long track between Durgawati and Sasaram is expected to be operational for regular freight operation in July after getting Commissioner Railway Safety clearances.
“The 56 km line was commissioned in May this year after trial run. But regular freight operation will resume by July after getting CRS clearances,” he said.
With December 2019 as the final deadline in mind, the Dedicated Freight Corridor Corporation has expedited awarding contracts for speedy execution of the project in both Eastern and Western corridors.
The Rs 91,459 crore project envisages the construction of total 3342 km long track for the exclusive movement of freight in a faster and environment-friendly way.

Railways have remained an underused mode of transportation for finished automobiles. Less than 5 percent of outbound automobile logistics is through railways.

NEW DELHI: Society of Indian Automobile Manufacturers (SIAM) highlighted the significance of railways in automobile industry, in its second day of Automotive Logistics Conclave held here on Wednesday.

Railways have remained an underused mode of transportation for finished automobiles. Less than 5 percent of outbound automobile logistics is through railways. Underdeveloped infrastructure at terminals for storage and handling, along with non-competitive pricing are key areas of concern in railway cargo transport.

The production and consumption patterns of automobile sector are growing in such a way that there is substantial demand for transporting the automobiles from one area to another.

Studies have indicated that 20 percent of auto traffic can be carried by rail. This will enable the railways sector to earn revenue of Rs 2500 crore per annum through rail freight against the existing Rs 100 crore per year.

Speaking on the occasion, UC Joshi, Executive Director (Freight Marketing), Railway Board, Ministry of Railways, said, "The Automobile Freight Transport Operator (AFTO) policy facilitates the investment on procurement of auto wagons and usage of Indian railways network for meeting the transport needs of the industry. This will be a well balanced situation for Indian Railways as well as the automobile industry/ logistics provider. In terms of logistics and other requirements, Indian Railways plans to introduce smaller capacity rakes to cater to lower volumes for smaller regions. We plan to put across a system which will enable us to monitor transit time and real time tracking of the consignment."

Over the last decade Indian Railways has initiated measures to improve the operational and commercial performance of its rail freight operations. These have included - increasing the permissible axle loading for major commodities; improving wagon utilization by raising train speeds together with incentives to customers to consign full rakes of wagons, cutting out the need for marshalling enroute; rationalizing train examination procedures to reduce service delays etc.

Commenting on the topic, H D Gujarati, Director, Dedicated Freight Corridor Corporation of India (DFCCIL), said, "DFC will be a game changer in the transport and logistics sector. We are focussing on having a significant increase in the average speed of freight trains, volumetric capacity per wagon and double stack containers on the western corridor. We are in a process to introduce modern technology with will allow better maintenance, train operations with low operating cost. Dedicated freight Corridor will be operational by 2020."

The last session of the conclave was concluded with the way forward where panellists discussed the various measure taken up for operational efficiency gains through technology and manpower upgradation. Infrastructure creation and capacity building will be crucial in the development of the sector and further development of the economy.

New Delhi: A four-company consortium formed by Hitachi, Ltd. (“Hitachi”, Head Office: Tokyo, Japan, President and COO: Toshiaki Higashihara), Mitsui & Co., Ltd. (“Mitsui”, Head Office: Tokyo, Japan, President and CEO: Tatsuo Yasunaga), Hitachi India Pvt. Ltd. (“Hitachi India”, Head Office: Delhi, India, Managing Director: Kojin Nakakita), a Hitachi subsidiary functioning as the headquarters for Hitachi group companies in India, and a leading company in the rolling stock manufacturing and heavy engineering business in India, has won a contract from the Dedicated Freight Corridor Corporation of India Ltd. (DFCCIL) for the supply and installation of signalling and telecommunications systems along part of a dedicated freight corridor traversing India’s biggest industrial cluster between Delhi and Mumbai. The sector covered by the contract (“Package 5”), which is worth a total of approximately ¥28.0 billion (approximately INR 1,800 crore), will cover the 915 km distance between Rewari in the State of Haryana and Vadodara in the State of Gujarat.
In addition, a three-company consortium consisting of Hitachi, Mitsui and Hitachi India has won a contract worth approximately ¥11.0 billion (approximately INR 610 crore) to supply and install an automatic train control system along a 1,337 km section from Rewari in Haryana State to JNPT (Mumbai) in Maharashtra State (“Package 5A”).
These two orders are the biggest ever placed in India for Japanese signalling and telecommunications works.
The projects cover the Western Corridor (Delhi-Mumbai), which is part of the Dedicated Freight Corridor (“DFC”) project, and will link the four major cities—Delhi, Mumbai, Chennai, and Kolkata—of India’s “Golden Quadrilateral”. The purpose of the projects is to meet demand for domestic freight transportation resulting from India’s rapid economic growth over the past few years. The Indian government has been forming the projects with cooperation from Japan. For example, the Japan International Cooperation Agency (JICA) has been providing assistance for preparatory surveys and verification trials. The Japanese government is also providing yen loans under the Special Terms for Economic Partnership (STEP) on condition that Japanese technology is used.
As consortium leader for Package 5, Hitachi will manufacture key equipment for the signalling system. Mitsui will provide overall coordination with DFCCIL and related agencies in Japan and India. Hitachi India will procure and supply locally made products.
Signalling and telecommunications equipment supplied to DFCCIL under Package 5 will include a train monitoring and diagnostic system that will provide centralized monitoring of each train’s position on the track, electronic interlocking equipment to ensure the safe operation of trains by controlling signal lights and points, level crossing warning systems designed to activate automatically when a train is approaching, and a telecommunications system to link all of these systems. Designed to conform to the technical standards of Indian Railways, all of this equipment has been used extensively in Japan. Package 5 will contribute to the creation of a safe and modern logistics infrastructure system in India.
As consortium leader for Package 5A, Hitachi will manufacture key equipment for the automatic train control system. Mitsui will provide overall coordination with DFCCIL and related agencies in Japan and India. Hitachi India will procure and supply locally made products and carry out installation work.
Automatic train control system (also called train protection and warning system in India) to be supplied to DFCCIL under Package 5A will be based on the European Train Control System (ETCS) standard. To avoid collisions, rail vehicle brakes are automatically applied based on signals transmitted from the ground device to the trains. The ETCS standard was developed as an inter-city train control system and supports interoperability across national borders in Europe. Installation of the ETCS is mandatory in Europe under an EU Directive, and is also used in other countries outside the EU.
These two projects will result in the creation of train operating systems with the same levels of safety and efficiency as systems in Japan.
A key advantage for Hitachi is its ability to offer one-stop railway solutions covering all aspects from rolling stock systems to signal systems. It was the first Japanese manufacturer to meet the ETCS standard and to acquire TSI*1, which indicates conformance to the ETCS standard, and has developed ETCS-compliant signalling products. In addition to the main-line signalling systems covered by these orders, Hitachi has also supplied signalling systems for urban transportation networks in China and Singapore. It has also been selected to supply signalling equipment, including centralized train monitoring systems and electronic interlocking systems, for use on main rail lines in Vietnam and Myanmar.
In August 2015 Mitsui, Ircon International Limited, a company affiliated with the Indian Ministry of Railways, and Tata Projects Limited, a construction contractor in the Tata Group, jointly won a contract for track-laying and civil engineering work on two continuous sectors totalling 320 km between Vaitarana, in the State of Maharashtra, and Vadodara, in the State of Gujarat. The contracts for Package 5 and Package 5A follow on from this success.
Hitachi India, in collaboration with Rail Systems Company of Hitachi, provides solutions for subways, monorails and other urban transportation systems in India and other south Asian countries, as well as solutions for systems mainly related to rolling stock and signalling for Indian Railways.
Hitachi and Mitsui will continue to work on these projects, which symbolize government-level cooperation between Japan and India. The two companies will also continue to contribute to further economic development of India by helping to meet anticipated growth in the demand for core infrastructure by playing an active role in urban transportation and inter-city high-speed rail projects, and through the introduction of advanced Japanese railway technology.
*1 TSI (Technical Specification for Interoperability): This is a set of technical requirements for train interoperability on inter-city lines. Signalling equipment must conform to European safety standards and the ETCS standard.

The 260-meter rail produced by the Jindal Steel and Power Limited (JSPL) would power company’s plan to enter into Indian Railways market dominated by the state-run Steel Authority of India Limited (SAIL).  

The Bhilai Steel Plant (BSP), SAIL’s flagship entity in Chhattisgarh, had been the lone supplier of rails to the Indian Railways (IR) under a long term agreement for the last six and a half decades. The plant had been supplying around 700,000 to 800,000 tonnes of rails per annum to the IR. In 2004, it started supplying long rails to IR, starting from 130-meter to 260-meter. The highest profit making entity of the SAIL would now have a competitor in the rail market as JSPL had also started producing 260-meter rails.

JSPL bagged the order from the Dedicated Freight Corridor Corporation of India Limited (DFCCIL) and supplied the 260-meter long rails that would be used for the construction of the eastern corridor of the landmark 350-km dedicated freight railway network in India. Country’s leading integrated steel maker was now eyeing to bag the order from the IR where it had failed to make entry despite moving to the competition commission of India (CCI).

“If there was a fair competition, JSPL would access to the IR market as its product matched all specifications,” Pradeep Tandon, Executive Vice President of JSPL, said. The private parties should be allowed to supply rails to the IR, he said, adding that the 260-meter rail produced by the JSPL matched the world-class standards and would strengthen company’s plan for bagging IR supply contracts. The JSPL, which previously supplied rail tracks to leading infrastructure companies such as Delhi Metro, Kochi Metro, L&T, NTPC, Tata Steel, JSW etc,  had also been eyeing to supply the new product for metro rails and bullet train.

The SAIL officials are however confident of retaining the IR market monopoly. “It is unlikely that JSPL claim of starting construction of 260-meter long rail will pose any threat to SAIL-BSP,” the company spokesperson told Business Standard. As rail makers to the Nation, BSP has been an integral part of the day to day operations of IR, he said and added that BSP had been progressively improving standards to roll out world class rails as per stringent specifications of the IR.

A new and modern 1.2 MTPA (million tonnes per annum) Universal Rail Mill (URM) will soon be commissioned at Bhilai along with a new Rail Welding Line that has already been installed. The Plant will supply rails to IR in finished lengths of 130-meter, the longest produced anywhere in the world, as a single piece without any weld joints from this new Mill. The spokesperson claimed that the Plant would also be able to supply still longer rails to IR measuring upto length of 520-meter

New Delhi: One of the flagship projects of Indian Railways namely Dedicated Freight Corridor continues to maintain implementation tempo. The Nodal PSU of Indian Railways entrusted with the implementation of this project namely Dedicated Freight Corridor Corporation of India Limited (DFCCIL) achieved yet another milestone by successfully awarding the System Contract for Bhaupur (Kanpur) – Khurja Section of Eastern Dedicated Freight Corridor (EDFC) Phase- I to AIL-ATSA JV.

This section has a 343 kms. (Double Track) length. This contract has been awarded on Design Build lump sum basis at a cost of about Rs.1497 crore. The work involves Design and Construction of Electrification, Signalling, Telecommunication, Buildings and other associated works. The contract has been awarded through International Competitive Bidding Process. The work is funded by World Bank.

For Electrification, Signalling, Telecommunications & related works for a railways project ALSTOM India announced that the proposed Joint venture (JV) of ALSTOM India (AIL) and Alstom Transport S.A. (ATSA) has been issued a Letter of Acceptance (LoA) by Dedicated Freight Corridor Corporation of India (DFCCIL) for Design, Construction, Supply, Testing and Commissioning of 2X25kv AC 50 Hz Electrification, Signalling, and Telecommunication and Associated Works of Double Track Railways Lines Under Construction on a Design Build Lump Sum Basis for Bhaupur-Khurja Section of Eastern Dedicated Freight Corridor (System Works Contract Package -104) for an accepted contract amount of approximately Rs. 1,497 (One thousand four hundred ninety seven) crore (INR 14.97 Billion).

The Electrification work includes Traction Power Supply, Over Head Equipment (OHE) and state of art SCADA for 2X25 kV System. The Signalling and Telecommunication work includes Automatic Signalling, Electronic Interlocking, Train Detection using Multi Section Digital Axle Counters (MSDAC), Train Management System, OFC based communication system, GSM-R based Mobile Train Radio Communication etc. The Building work includes Station Buildings, Operation Control Centre (OCC), Maintenance Depots and Residential Quarters. The Bhaupur-Khurja Section will have 10 stations at a spacing of 35-40 Kms of which 4 are Junction Stations connecting to Indian Railways for exchange of freight traffic. The system shall be designed to carry long Haul (1500 M.) Freight trains of 13000 tons at a maximum speed of 100 kmph and will improve the present average speed of 25 kmph on Indian Railway to 65 kmph. The contract for Civil Work is already awarded and the construction work is progressing at a fast pace. The complete Bhaupur–Khurja section is planned for opening during 2018.

Further the Company has informed that, AIL had completed the sale and transfer of its transportation systems undertaking (Transport Undertaking) to ALSTOM Transport India (ATIL), as a going concern on a ‘slump sale’ basis on 31 March 2014. Before the sale and transfer of the Transport Undertaking, AIL and ATSA had participated in the bidding process in February 2013 against which the aforesaid LoA has been issued by DFCCIL. Pursuant to the said LoA, AIL and ATSA shall incorporate a Special Purpose Company (SPC) for the purpose of executing the aforesaid project. The role of AIL in such SPC shall be limited only to equity participation not exceeding 5% (not exceeding Rs 8 crore).
