The Prime Minister Shri Narendra Modi dedicated the historic Kosi Rail Mahasetu to the Nation and inaugurated new Rail Lines and Electrification Projects in Bihar for the benefit of passengers through video conference.

Speaking o­n the occasion, Prime Minister Shri Narendra Modi said a new history has been created in the field of rail connectivity in Bihar. He said projects worth about Rs 3000 crore like inauguration of Kosi Mahasetu and Kiul Bridge, electrification projects, promotion of Make in India in Railways and a dozen of new job creating projects are launched today. These projects will not o­nly strengthen Bihar’s rail network but also strengthen West Bengal and Eastern India’s rail connectivity.

Shri Phagu Chauhan, Governor of Bihar, Shri Nitish Kumar, Chief Minister, Bihar, Central Ministers, Shri Piyush Goyal, Minister of Railways and Commerce & Industry, Shri Ravi Shankar Prasad, Minister of Law and Justice, Communications, Electronics and Information Technology, Shri Giriraj Singh, Minister of Animal Husbandry, Dairying and Fisheries, Shri Nityanand Rai, Minister of State for Home Affairs and Shri Sushil Modi, Dy Chief Minister, Bihar joined the historic occasion.

Apart from Kosi Rail Mahasetu Bridge, the Prime Minister also inaugurated other rail projects related to passenger facilities for the benefit of the Bihar State. These include

• New Electric Locomotive Shed at Barauni

• A new railway bridge o­n the Kiul River,

• 5 Electrification projects: Muzaffarpur – Sitamarhi, Katihar–New Jalpaiguri, Samastipur-Darbhanga-Jaynagar, Samastipur-Khagaria, Bhagalpur- Shivnarayanpur Sections.

• Karnauti- Bakhtiyarpur link bypass and 3rd line between Barh-Bakhiyarpur

• New bridge o­n River Kiul and Electric Interlocking

The Prime Minister congratulated the people of Bihar for the new and modern facilities which would benefit the railway passengers of Eastern India including Bihar. He said many parts of Bihar are cut off from each other due to many rivers crisscrossing the state and people have to perform long journeys due to this. He said four years ago, construction of two Mahasetu was started in Patna and in Munger, to solve this problem. Now due to the commissioning of these two rail bridges, the travel between North and South Bihar has eased and this has initiated a new momentum for development especially in North Bihar.The Prime Minister said a severe earthquake which occurred eight and a half decades ago isolated the Mithila and Kosi region and it is a coincidence that both the regions are being interlinked in the midst of a pandemic like Corona. He added that today the Supaul-Asanpur- Kupha rail route is dedicated to the nation due to the hard work of the migrant labourers who were also involved in the construction of the bridge. He said this new Kosi rail line was envisaged in 2003 when Shri Atal Bihari Vajpayee was the Prime Minister and Shri Nitish Kumar was the Railway Minister, to overcome the problems of the people of Mithila and Kosi region. He said this project was fast paced during the present Government and work has been completed o­n Supaul-Asanpur Kupaha route using modern technology.The Prime Minister said today a new rail service commencing between Supaul-Asanpur via Kosi Mahasetu will greatly benefit the people of Supaul, Araria and Saharsa districts. This would also make an alternative rail route to the people of the North East. He said with this Mahasetu the journey of 300 km is reduced to 22 km and will also promote business and employment in this entire region. He said this would save both time and money of the people of Bihar.The Prime Minister said like Kosi Mahasetu, a new rail route o­n Kiul River with the electronic interlocking facility trains will be able to run at the speed of 125 kilometers per hour o­n this entire route. He added electronic interlocking will ease the movement of trains o­n the main line from Howrah-Delhi and will provide relief to unnecessary delays and travel would be safer.The Prime Minister said for the past 6 years, efforts are being made to shape the Indian Railways as per the aspirations of a new India and fulfill the expectations of a ‘AtmaNirbhar Bharat’. He said today Indian Railways is cleaner than ever before. He added Indian Railways have been made safer than ever by eliminating unmanned rail crossings from the broad gauge rail lines. He said the speed of Indian Railways has increased. Made in India trains like Vande Bharat are a symbol of self-reliance and modernity and are becoming part of the rail network.The Prime Minister said Bihar is reaping huge benefits due to the modernization efforts in railways. In the last few years, to promote Make in India, Electric loco factory has been set up in Madhepura and Diesel loco factory in Marhaura. In both these projects, almost Rs 44000 crore have been invested. He said people of Bihar would be proud that the most powerful electric locomotive in India - 12000 horsepower locomotive is manufactured in Bihar. Bihar's first loco shed has also started functioning which would maintain electric locomotives.

The Prime Minister said today almost 90% of the rail network in Bihar has been electrified. He added that in Bihar over the period of last 6 years, more than 3000 kilometers of railways have been electrified. He said o­nly about 325 km of new rail lines were commissioned in Bihar in the 5 years before 2014 whereas about 700 km of new rail lines were commissioned in Bihar in the 5 years after 2014 which is almost double the distance constructed earlier. He added another 1000 km of new rail lines are under construction.

The Prime Minister said with the introduction of Hajipur - Ghoswar - Vaishali rail line, Delhi and Patna will be connected by direct rail service. This service will give a lot of boost to tourism in Vaishali and new jobs will be created. He said work o­n dedicated freight corridors is going at a faster pace and about 250 km length of the corridor would fall in Bihar. After this completion of this project, the problem of delay in passenger trains will be reduced and the delay in the movement of goods will also be greatly reduced.

The Prime Minister lauded the railways for working tirelessly during the crisis of Corona. He said Railways played a prominent role in providing employment to migrant labourers and also bringing them back through Shramik Special Trains. He said the country's first Kisan rail was introduced between Bihar and Maharashtra during the Corona period.Speaking o­n the occasion, Minister of Railways and Commerce & Industry Shri Piyush Goyal said that Completion of Kosi Mahasetu has been achieved under the guidance of Prime Minister Shri Narendra Modi. He said that Maha setu will act as catalyst to the growth of agriculture and economy of Bihar.The Minister said that Indian Railways is determined to contribute to the growth of Bihar.Speaking o­n the occasion, CM Bihar, Shri Nitish Kumar thanked Indian Railways for completion of project and taking up other development of initiatives in the state. CM Bihar especially thanked Railways for helping the natives of Bihar in coming back to their homes through running of trains for them in adverse circumstances.The dedication of the Kosi Rail Mahasetu is a watershed moment in the history of Bihar and the entire region connecting to the North East. In 1887, a meter gauge link was built in between Nirmali and Bhaptiahi (Saraigarh). During the heavy flood and severe Indo Nepal earthquake in 1934, the rail link was washed away and thereafter due to meandering nature of river Kosi no attempt was made to restore this Rail link for long period.The Kosi Mega Bridge line project was sanctioned by Government of India during 2003-04. The Kosi Rail Mahasetu is 1.9 KM long and its construction cost is Rs. 516 Crore. This bridge is of strategic importance along the India-Nepal border. The project was completed during the COVID-Pandemic where the migrant labour also participated in its completion.The dedication of this project will fulfil the 86 year old dream and the long wait of the people of the region.Along with the dedication of the Mahasetu, the Prime Minister also flagged off the Supaul- Raghopura DEMU train from the Supaul Station. o­nce the regular train service begins, this would prove to be highly beneficial to the Supaul, Arariya and Saharsa districts. It would also make it easy for long distance travel to Kolkata, Delhi and Mumbai for the people of the region.

Endorsing Prime Minister Narendra Modi’s Make In India vision, French conglomerate Alstom plans to manufacture 800 “super high-power” locomotives in India over a decade, its managing director for India and South Asia, Bharat Salhotra said.
Salhotra said in an interview that the company was also planning to export rail solutions from India to Australia, Central Asia and SouthEast Asia.
Awarded a contract to manufacture 800 electric locomotives for the Indian Railways, Alstom, a world leader in rail transport business, has decided to produce them in India — at a factory in Madhepura in Bihar.
“The factory will produce 800 locomotives of 12,000 horsepower each. The first phase of the factory should get over in September and the first locomotive will roll out from that plant in February 2018,” Salhotra told IANS.
He added that almost 85% of the supply chain for all those locomotives will be based in India.
“Eight hundred locomotives would be made in India. We would be importing some initial parts. But then we would subsequently move it to the plant in Madhepura.”
To achieve that, he said, local competency would be developed in India at supplier end through a partnership with France.
“Combining French technology and expertise with Indian talent and entrepreneurship would help us make rapid strides.”
Salhotra, who received the French honour insignia of the Knight of the National Order of Merits from the French Ambassador Alexandre Ziegler on Thursday, added that the company had already started moving towards the Make in India vision.
“Four years ago, we started with 30% (of the supply chain) coming from India and 70% coming from elsewhere. Now it is the other way around.”
However, Salhotra said he had larger plans not just to meet the Indian requirements, but also to expand the business to Central and SouthEast Asia.
“Our strategy is to develop our Indian footprint, first to deliver projects for India” and then to expand to other lucrative markets as well, he said.
“Today we have 1,000 plus engineers in signalling who are booking almost 1.5 million hours a year, partly for India and partly for various projects across the world.
“On the rolling stock front, we are designing trains in India for other countries. For example, we are going to export trains from India to Australia,” Salhotra said.
He added that Alstom would invest and expand its existing factories “depending on as-needed basis”.
“And not to forget we have the new Madhepura plant coming up. Once we have fulfilled the obligation of the Indian Railways for delivering the 800 locomotives, we can use that resource for various other projects,” he added.
In India, the French conglomerate started with Chennai Metro where it is providing 42 trains of four cars each.
For Kochi Metro, it is providing rolling stock, signalling and power supply solutions and receiving sub-stations.
It is also providing signalling system for Bengaluru Metro, train control system for Jaipur Metro and is doing track work for the Delhi Metro.
In the mainline space, Alstom is working on signalling system and power supply for the World Bank-funded 343-km eastern Dedicated Freight Corridor (DFC).
Salhotra said Alstom’s work does not end there as it is looking at building 50 metros across the country over the next 10-15 years, electrifying 4,000 km of Indian rail track every year and transform the transportation system in urban Indian cities.
“The 50 metros would take some time. Typically, we would see three or four metros coming every year.
“We believe we have the ability and capacity to handle that workload. And in addition to that, to also handle some workload beyond India,” he said.

DFCCIL-Railways inks MoU to fix target for various projects during 2016-17

New Delhi: The Dedicated Freight Corridor Corporation and the railways have signed a memorandum of understanding (MoU) to fix the target for various projects during 2016-2017.

Dedicated Freight Corridor Corporation of India Limited (DFCCIL), a government enterprise under the administrative control of the Ministry of Railways, is at present carrying out construction of 3,342km eastern and western freight corridors for exclusively movement of goods trains.

The MoU envisages laying down the target for various important activities of DFCCIL. It will also help timely release of funds for execution of projects, land acquisition and continuance of full assistance by the Ministry of Railways in deputing officials on tenure basis to work in DFCCIL.

The MoU was signed on September 26 by DFCCIL Managing Director Adesh Sharma and Railway Board Secretary R K Verma.

The 1,840km Eastern Dedicated Freight Corridor from Ludhiana to Dankuni near Kolkata traverses Punjab, Haryana, Uttar Pradesh, Bihar, Jharkhand and West Bengal.

The 1,502km Western Dedicated Freight Corridor from Dadri (Uttar Pradesh) to Jawaharlal Nehru Port Trust (Mumbai) passes through Maharashtra, Gujarat, Rajasthan, and Haryana.

These freight corridors will contribute in a great manner towards the economic development of the states encompassing them as well as help ease the traffic load on existing Indian Railways network.

The core sectors like power houses, fertiliser, food grains and POL (petroleum, oil and lubricant) movement will be benefited by this infrastructure.

Beijing: Having already expanded its influence in Nepal with road and rail links through Tibet, China is looking to stretch its rail network to Bihar.

The move is a bid to improve connectivity with India and South Asia, as reported by state-run Chinese media on Tuesday.

Reports suggest that a cross-border railway link to the Rasuwagadhi area in Nepal has already been discussed by the two countries, with the rail expected to reach the Nepal border by 2020.

This rail line will allow China to have quick access to India as Birgunj, which borders Bihar is only 240 km away from Rasuwagadhi, the article said. For Bihar, trade with China through the rail link will be easier along the route than through Kolkata, saving time, cost and distance, it said.

“The railroad connection to China not only is important for Nepal and Nepalese people’s future development, but also has the capacity to build connectivity with the whole of South Asia. The government of Nepal has the chance to make history,” the article said. Bihar’s Rasuwagadhi border point is a reasonable distance from Kathmandu but the district is a very popular site for tourists, thanks to its pilgrimage routes. As it is not very densely populated, empty land is available.

While rail and road links with Nepal were regarded strategic for China to blunt India’s influence in the country, analysts said the development of most expansive infrastructure through the rugged Himalayan mountains is viable only if they get connected to India.

India, China bilateral trade currently hovers around USD 70 billion with over USD 48 billion trade deficit in favour of Beijing.

Early this month, in a strategic move to cut landlocked  Nepal’s dependence on India, China opened a combined road and rail service to Kathmandu through the rugged mountain ranges in Tibet to step up transportation of supplies to the Himalayan country.

An international freight train from Lanzhou, the capital city of northwestern China’s Gansu province has been operationalised.

The train will carry the cargo to Xigaze, the nearest Tibetan town close to Nepal from where the goods will be transported to the Nepal by road. The whole journey will take 10 days.

It includes 2,431 kms of rail transport 564 km of road transport to Geelong Port in Nepal. From there it will take another 160 km of road transport to reach Nepal’s capital Kathmandu. Altogether, the combined transport takes 35 days fewer than traditional ocean transport, the report said.

The combined rail and road service has been started as a follow up to Nepal Prime Minister KP Sharma Oli’s visit to Beijing in March during which the two countries signed the landmark transit treaty for Nepal to access supplies from China through the arduous route of Tibet.

Chinese officials said Beijing has also agreed to extend the rail link in Xigaze to Nepal border, which will enable Kathmandu to access growing rail and road infrastructure in Tibet.

Patna Metro | Bihar government approves Metro Rail Project in Patna

Patna: Bihar government today approved the Metro Rail Project in Patna. A budget of Rs 16,960 crore has been allocated for the project which will see Metro services resuming in the city from 2021. The metro network will have 27 stations initially and will run from Saguna More to Patna Junction.

The proposal will now be sent to the Union government for approval. The Bihar government started working on the project from 2011, and an initial draft was prepared in 2013.

The state government had then asked Rail India Technical and Economic Service (RITES) to prepare a feasibility report.

According to the plan, the Metro services in Patna will be rolled out in three phases. In the first phase work will be completed in the east-west and north-south corridors.

The metro will run on two routes under the PPP (Public Private Partnership) mode.

Patna will be the seventh Indian city to have the metro after Kolkata, Delhi, Bangalore, Mumbai, Jaipur and Chennai.

Marking the first big FDI in the railway sector, the Indian Railways today signed Rs 40,000-crore contracts with GE and Alstom to set up two locomotive plants in Bihar with a view to boosting manufacturing and employment in the state. 

Terming it as the "first major" manufacturing investment in Bihar, Finance Minister Arun Jaitley said setting up of diesel and electric locomotive factories will benefit farmers.

"It is a major manufacturing investment in India... And when GE and Alstom start investing in Bihar, I think it's good days for 'Make in India'. India is going to benefit, the Railways is going to benefit, Bihar is going to benefit," he said. 

He was speaking at the formal contract signing ceremony for the two Rs 40,000-crore modern locomotive joint venture factory projects. 

He also said "very soon, you will hear about contracts and tenders which will be out with regard to private sector participation in modernisation of 400 select railway stations". 

"Both these activities are going to generate a lot of economic activities. Obviously, the quality of the Indian Railways is going to improve," he added. 

He said it is a win-win situation for Bihar because one of the greatest challenges for India is to boost the economy of the state. 

"There will be job creation. Their taxes can improve. This will create an ecosystem where you will have ancillary units and service providers," he said. 

Jaitley termed the move as "a certainly important contract" at entry point into the railway system by international majors like GE and Alstom, which have a mandate to manufacture ecologically-friendly locomotives. 

The electric locomotive factory will be set up at Madhepura and the diesel one at Marhowrah in Bihar. 

The project was originally approved by the Cabinet in 2006. 

Last year, the government had relaxed FDI norms in the railway sector.

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi has given its approval for revised cost estimate amounting to Rs.2774 crore with Railway share as Rs.1247 crore and Ministry of Road Transport and Highways share as Rs.1527 crore for construction of Rail-cum-Road Bridge across River Ganga (14 kms) at Munger with a provision that the cost of land for road approaches may increase in future as the State Government of Bihar has not yet initiated acquisition proceedings for the same.

The railway line part of this project is likely to completed during the current financial year.

Munger, Khagaria, Saharsa, Bhagalpur districts of Bihar will be benefitted through this project. 

Background:

Rail-cum-Road Bridge across river Ganga at Munger was included in supplementary Railway Budget for 1997-98 for providing adequate infrastructure for all season rail and road connectivity between North and South Bihar for rapid economic development of the State. This bridge would also produce an additional connectivity to North East region States.

GE bags LOA from Indian Railways for Setting Up of Diesel Locomotive Factory at Marhowra

New Delhi: Indian Railways have taken a giant leap forward in ‘Make in India’ drive by issuing the Letter of Award for setting up of Diesel Locomotive Factory (DLF) at Marhowra, Saran district, Bihar and procurement and maintenance of mainline Diesel Electric Locomotives to M/s GE Global Sourcing India Pvt. Limited today i.e. on 9th November, 2015.

Although the tenders do not come to the Railway Minister, the mantra of decentralization, deregulation and delegation of powers to the cutting edge functionaries initiated by Minister of Railways Shri Suresh Prabhakar Prabhu in a big way helped expedite the awarding of LOA.

The project was announced in the year 2006-07 to select a joint venture partner through International Competitive Bidding for manufacture and supply of modern diesel electric locomotives of 4500 HP and 6000 HP to Indian Railways.

The RFP was issued to two short listed bidders at RFQ stage only on 11.03.2015.

The bid was opened on 01.09.2015 and awarded on 9th November, 2015 to M/s GE Global Sourcing India Pvt. Ltd in a very transparent exercise.

A joint venture company between Ministry of Railways and M/s GE Global Sourcing India Pvt. Ltd will now be incorporated, which shall construct and run the DLF, Marhowra.

Ministry of Railways will hold 26% equity in the JV Company subject to a maximum of Rs.100 crore. Railway have completed acquisition of 226 acres of land for this project and taken possession.

The factory is expected to be established within a period of next three years at a cost of about Rs.1000 crore.

The Company will work on an Assured Off-Take model of 100 locomotives per annum for 10 years. The basic cost of 1000 freight locos will be about Rs.14,656 Crores.

The company will also maintain these locomotives upto the 13th year. Thereafter, Indian Railways will take over the maintenance of these locomotives.

The 4500 HP and 6000 HP locomotives will also operate as 9000 HP and 12000 HP multiple units to provide the necessary economical and environmentally friendly motive power to growing heavy haul freight business of Indian Railways.

This will also support the upcoming Dedicated Freight Corridors. In future, passenger version of these locomotives may also be manufactured.

This factory will lead to direct and indirect employment and development of ancillaries and support industry in the neighboring region which is economically less developed leading to much more investment and related job creation.

These locomotives will be highly fuel efficient which will bring savings in fuel costs on Indian Railways. These locomotives will be equipped with latest technology like electronic fuel injection system, motor driven blowers and compressors, REMMLOT system, noise control to the latest standards.

These hi-tech and environment friendly locomotives shall be compliant to UIC 624 emission norms.

Under PPP arrangement, there is no restriction on upgradation of technology by the Company to bring further benefits to Indian Railways.

NEW DELHI: The Election Commission today warned the Railway Ministry against giving special concessions for special trains being run to and from poll-bound Bihar till the model code of conduct is in force.

The Commission, responding to complaints made by a clutch of Opposition leaders that BJP is using state machinery to seek political gains in Bihar, asked the Chairman Railway Board to ensure that "no special concessions be allowed" for any special train "leaving from any station in Bihar or coming to any station in Bihar from outside the state without prior permission" of the poll watchdog. 

It said the permission be sought till the period of the model code from September 9 to November 12.

It also sought details of the movement of special trains "even after" the enforcement of the model code. It also sought to know why no special permission was taken regarding such movement even after the model code came into force at 2.30 PM on September 9 when EC announced the Bihar poll schedule. 

The Congress-RJD-JD(U) combine on Monday complained to the Election Commission about the Centre's "illegal use" of government machinery and loss to exchequer on account of unwarranted favour to BJP party workers by deploying special trains through Railway Ministry to ferry them. 

The grand alliance alleged that the train named Vikas Express was used for purpose of granting training to party workers in several BJP-ruled states which is in direct violation of the Model Code of Conduct which came into force in Bihar.

The representatives of the three political parties at a special joint press briefing at AICC headquarters alleged railways allowed 60 per cent concessions to passengers travelling by these special trains, which caused losses to the national exchequer.

Bihar Sharif (BEHS): There are indications that PM Narendra Modi, who is scheduled to address a rally at Muzaffarpur on July 25, may also inaugurate the newly-constructed Biharsharif- Daniawan rail line either at Biharsharif or Rajgir railway station the same evening. Though ECR general manager AK Mittal, who inspected the new rail line at Biharsharif and Rajgir railway stations along with senior officials from ECR in the last few days, did not confirm the report but said, ” It will be inaugurated soon and people will be able to travel along the long-awaited Rajgir-Daniawan route as passenger trains will run between these stations following clearance from commissioner of railway safety (CRS). Visits by top railway officials, facelift to Rajgir and Biharsharif railway stations, and a reported search for a suitable place for helipad near Biharsharif have made people speculate that the rail line will be opened by none other than the PM himself, said an official of Nalanda district administration but added it has not yet been confirmed.

No plans to remove chain pulling system: Railways

The railways today dismissed any proposal to do away with chain pulling system in train coaches, but said that adequate awareness will be created among passengers to stop its misuse.

Earlier, a few officials had claimed that the railways had planned to do away with the facility as it was prone to regular misuse and led to loss of revenues to the public transporter.

Railway spokesperson said tonight that while there are growing instances of the misuse of the system it would not replace it from the coaches.

Chain pulling has been a big menace across the railway network, especially in states such as Uttar Pradesh and Bihar, leading to delays and a drain on the railway exchequer. Of particular concern was its misuse for nefarious activities.

Given its misuse, the railways had been toying with the idea of putting in place a mechanism including strict checks to ensure that this facility is not misused.

CBI busted fake Railway Recruitment Board

A CBI team has arrested a Bihar-native from Selaqui here in connection with the fake railway recruitment website through which several people were allegedly duped of lakhs of rupees.

About 18 months ago, a gang of 12 had set up a fake website similar to that of the Railway Recruitment Board and cheated several unemployed youths with the false promise that they would be hired as ticket collectors with Northern Railway.

Three of the 12 accused had been arrested earlier. The probe by the economics offenses wing (EOW) of the CBI led them to Dehradun, where they arrested a key accused Sachchidanand Jha, a native of Darbhanga in Bihar. Jha had been living in Selaqui for the past few months and had even worked as a property dealer in the area. During his stay in Dehradun, too, he allegedly duped several local residents with bad property deals.

Deputy superintendent of police (CBI) Akhil Kaushik said, “On Wednesday, Jha was produced before a court by the CBI team in order to get a transit remand for Delhi. Upon getting the court’s permission, Jha was taken to Delhi for investigation. He had been living in Dehradun using different names — Akhilesh Jha, Akhilesh Sharma and Naresh Rathi. He is likely to be produced before a Delhi court on Thursday.”

The CBI officer said that the gang had created a fake website with a sharp resemblance to that of the Railway Recruitment Board’s to lure “targets”. The conmen would then charge unsuspecting victims between Rs 2 lakh and Rs 5 lakh to “arrange” jobs.

Bihar gets Wheel Factory in Chapra

Patna (PNBE): East Central Railway which came into existence in October 2002, is all set to become an ancillary zone of Indian Railways following the Centre’s go-ahead for FDI in its two ambitious projects – Electric Locomotive Manufacturing Factory at Madhepura and
Diesel Locomotive manufacturing factory at Marhaura in Saran district.

ECR has become a key player of Indian Railways insofar as revenue generation is concerned due to record loading of coal per day from Dhanbad. It has helped ECR join the club of railway zones earning more than Rs 10,000 crore annually.

ECR CPRO Arvind Rajak said the zone has made much progress in the field of information technology (IT). IT is now being used in security and train monitoring systems. ECR has more than 22 A-class stations which earn Rs 60 to 70 crore annually. These stations include Patna Junction, Muzaffarpur, Darbhanga, Mughalsarai and Dhanbad, he said, adding all the five divisions of the zone have been provided adequate amenities at stations.

The recent decision of railways to expedite completion of the diesel locomotive and electric locomotive factories is likely to give a fillip to railways’ development plans in Bihar. Goods wagons and passenger wagons maintenance workshops in the state have already given an impetus to socio-economic development in the state, said a Railway Board official.

The Bihar government has to take initiative to sign a memorandum of understanding (MoU) with railways to develop Bihar as an ancillary zone on the pattern of Bangalore, Hardwar and Bhopal, the Railway Board official said.

The railways’ ongoing projects in Bihar are wheel factory at Chapra (Rs 1417.23 crore), diesel locomotive manufacturing factory at Marhaura in Sararn district (Rs 2,025 crore), coach maintenance workshop at Harnaut (Rs 225 crore), goods wagon repair workshop at Sonepur (Rs 90 crore), DEMU maintenance depot at Sonepur (Rs 15 crore), wagon repair workshop at Samastipur (Rs 33 crore) and electric locomotive manufacturing factory at Madhepura (Rs 1,400 crore), sources said.

Hajipur (HJP):  East Central Railway (ECR) GM Madhuresh Kumar on Monday held a high-level meeting with senior officials at the zonal headquarters in Hajipur in the wake of looming flood threat in Kosi region, posing danger to railway tracks. He directed the officials concerned to remain on high alert round the clock and keep a close tab on bridges and tracks.

Kumar said, “We are constantly watching the situation. Senior officials are already camping at all vulnerable points falling under Samastipur division of ECR. Railways has sufficient stock of boulders and other required materials at most of the sensitive locations under the division to save tracks from getting damaged. If required, movement of passenger trains will be regulated from safety point of view.” An emergency control room has become functional at Hajipur.

According to the GM, Koparia-Dhamara Ghat route located on Saharsa-Mansi section of Samastipur division is the most critical one and Supaul-Forbesganj route is also vulnerable to flood. Railways is at present running 14 to 16 pairs of passenger trains on these routes, which include Saharsa-Delhi Garib Rath Express and Rajrani Express, he said.
