W.RLY TO RUN TWO “ELECTION SPECIAL” TRAINS o­n
29th & 30th APRIL, 2019 TO FACILITATE STAFF ATTENDING ELECTION DUTY
To facilitate the staff attending the election duty, Western Railway will run o­ne extra special train in the early hours of 29th April, 2019 as well as o­ne in the intermittent night of 29th & 30th April, 2019, leaving from Virar to Dahanu Road and from Dahanu Road to Virar respectively. The Virar - Dahanu Road Special EMU local (Spl – 1) will leave from Virar at 04.20 hrs o­n 29.04.2019 and will reach Dahanu Road at 05.28 hrs. Similarly, the Dahanu Road - Virar Special MEMU train (Spl – 2) will leave from Dahanu Road at 23.55 hrs o­n 29.04.2019 and will reach Virar at 01.10 hrs o­n 30.04.2019. Both the trains will be 12 car train and will halt at all stations. Station to station timings will be as under:

Supreme Court to hear on Jan 23 plea to postpone Union Budget

NEW DELHI: The Supreme Court on Friday deferred to January 23 the hearing on a plea seeking postponement of Union Budget presentation ahead of the upcoming assembly polls in five states.

A bench comprising Chief Justice J S Khehar and Justice D Y Chandrachud, which has sought material and legal provisions in support of the PIL, preferred to go through the additional affidavit filed by the petitioner.

Advocate M L Sharma, who has filed the PIL, also expressed his readiness to argue the matter on Monday.

The PIL has said that the Centre be directed to present the Budget in the financial year 2017-18 which would commence from April 1, instead of the proposed February 1 date.

It has also said that the central government be restrained from declaring “any relief, programme, financial budget until the states’ elections are over” as they would violate the Model Code of Conduct.

The Election Commission had on January 4 come out with the schedule of assembly elections to be held in five states, including Uttar Pradesh.

The Centre has already decided to convene the Budget Session of Parliament from January 31 to present the Budget for 2017-18 fiscal the very next day.

Government does not rule out possibility of 'Poll special trains'
New Delhi: Government on Wednesday did not rule out the possibility of running 'election special' trains on the line of festival specials which are introduced to cater to peak season demand on certain routes.
Minister of State for Railways Manoj Sinha told the Lok Sabha that running of such trains is 'demand driven.'
"We will keep in mind the suggestion of the member," he said responding to a supplementary.
Though the question did not specify the purpose an 'election special' train would serve, there have been demands to run such trains to various parts of Uttar Pradesh and Bihar to allow voters of these states working elsewhere to reach their native places to vote in Lok Sabha and assembly polls.
Several people from these states prefer not to change their constituencies when they go elsewhere to work.
The Election Commission has time and again noted that anyone seeking to be part of the electoral roll at a new place is free to do so by filling up two forms -- one to become part of the electoral roll of his place of work and the other to get his or her name removed from the rolls of his or her native place.
Responding to another question, Sinha said while Antodaya train will be run on regular fare, the Tejas and Hamsafar trains will have 'dynamic pricing'.

Election Commission warns Railways against giving special concessions for special trains in Bihar 

NEW DELHI: The Election Commission today warned the Railway Ministry against giving special concessions for special trains being run to and from poll-bound Bihar till the model code of conduct is in force.

The Commission, responding to complaints made by a clutch of Opposition leaders that BJP is using state machinery to seek political gains in Bihar, asked the Chairman Railway Board to ensure that "no special concessions be allowed" for any special train "leaving from any station in Bihar or coming to any station in Bihar from outside the state without prior permission" of the poll watchdog. 

It said the permission be sought till the period of the model code from September 9 to November 12.

It also sought details of the movement of special trains "even after" the enforcement of the model code. It also sought to know why no special permission was taken regarding such movement even after the model code came into force at 2.30 PM on September 9 when EC announced the Bihar poll schedule. 

The Congress-RJD-JD(U) combine on Monday complained to the Election Commission about the Centre's "illegal use" of government machinery and loss to exchequer on account of unwarranted favour to BJP party workers by deploying special trains through Railway Ministry to ferry them. 

The grand alliance alleged that the train named Vikas Express was used for purpose of granting training to party workers in several BJP-ruled states which is in direct violation of the Model Code of Conduct which came into force in Bihar.

The representatives of the three political parties at a special joint press briefing at AICC headquarters alleged railways allowed 60 per cent concessions to passengers travelling by these special trains, which caused losses to the national exchequer.

Chennai Metro Rail receives Final Approval from CMRS for starting the Operations

But it is unlikely that it will be inaugurated this month as the model code of conduct for the R.K. Nagar by-poll has come into effect

Chennai (MAS): After being subjected to various tests and clearances , Chennai Metro Rail has received the final approval for starting the operations anytime now.

A top official working in the office of the Commissioner of Metro Rail Safety (CMRS), Bengaluru said, “We have given the authorisation for starting commercial operations. ”

“We have given some instructions on precautions that they may have to follow,” he added.

But it is unlikely that it will be inaugurated this month as the model code of conduct for the R.K. Nagar by-poll has come into effect. If it has to be launched, the State government should approach the Election Commission.

CMRS — whose certification is necessary for beginning commercial operations — has inspected the Chennai Metro Rail thrice so far. First they checked the trains (known as ‘rolling stock’ in engineering parlance), then the stretch between Koyambedu and Ashok Nagar and finally from Ashok Nagar till Alandur. While the trains will operate on two tracks (up and down) from Koyambedu to Ashok Nagar, it will be a single track for both services beyond that station till Alandur. This single track service was possible after the Ministry of Urban Development amended the Metro Rail General Rules, 2013. The service will run as a single line beyond Ashok Nagar as there is no cross over facility for trains to change tracks.
