NFR TO ATTACH ADDITIONAL COACHES IN POPULAR TRAINS TO CLEAR PASSENGERS STRANDED DUE TO FLOODS
Flood has affected nearly 30 districts of Assam. As a result of flood, the Road connectivity between upper and lower Assam is also affected resulting into problems of travelling public. Heavy rush has resulted in trains due to disruption of road communication. To mitigate the problem of stranded passengers, N.F. Railway has decided to add additional coaches in some popular trains connecting important cities of upper and lower Assam. The details are as under:-
1. o­ne Second class coach will be added in 
i) 12068/12067- Guwahati - Jorhat Town Jan Shatabdi Express, 
ii) 55725/55726- New Jalpaiguri-Alipurduar Jn passenger, 
iii) 55753/55754- Alipurduar – Guwahati passenger, 
iv) 15717/15718- Guwahati-Mariani passenger, 
v) 55820/55819- Guwahati-Mendipathar passenger from 17 to 24 July, 2019.
2. Two Second class coaches will be added in 
i) 15928/15927- New Tinsukia- Rangiya Express o­n 17,20,21,23, & 24 July, 2019 from New Tinsukia and o­n 19,20,22 & 23 July, 2019 from Rangiya,
 ii) 15968/15967- Dibrugarh- Rangiya Express o­n 18,19 & 22 July, 2019 from Dibrugarh andon 17, 18, 21 & 24 July, 2019 from Rangiya.

Assam Government Raised the Upper age limit for govt jobs 
The Assam Government has raised the upper age limit by one year to 44 years for a person to be able to apply for Grade III and IV government jobs in the state. That was announced by state Finance Minister Dr Himanta Bishwa Sarma on Monday.
The state government also has done away with application fee for Grade –III and Grade-IV posts with immediate effect.
However, in case of recruitment by Assam Public Service Commission (APSC), general category candidates will have to pay an application fee of Rs 250 each. The fee for SC/ST/OBC candidates will be Rs 150. The APSC recruits employees for above Grade III and IV jobs.
The state has also decided to pay Rs 5 lakh ex gratia to the next of kin of employees working in government societies in case of death during the service period.
The government has raised the monthly remunerations of contractual teachers working in government high schools from Rs 15,000 to Rs 20,000 with immediate effect. It will benefit over 7,000 teachers working in the state.

Minister of Railways Shri Suresh Prabhakar Prabhu inaugurated following services in Odisha and Assam through video conferencing from Rail Bhawan today i.e 19-06-2017.  Minister of State for Petroleum and Natural Gas (Independent Charge), Shri Dharmendra Pradhan and Member of Parliament(Lok Sabha) Shri Dr. (Prof.) Prasanna Kumar Patasani, were specially present to grace the occasion. Chairman, Railway Board, Shri A. K. Mital, Member Traffic Railway Board, Shri Mohd Jamshed, other Railway Board Members and Senior Officials were also present on the occasion.
1.New railway line between Bolagarh Road and Nayagarh Town
Ø  The work for provision of new line between Khurda Road and Bolangir for a total length of 289 km was sanctioned in the year of 1994-95 at a total cost of Rs 801.78 crores.
Ø  The work for commissioning of new line between Bolagarh Road and Nayagarh town (12 km) has been completed. The total length of rail line completed is about 65 Kms.
Ø  Train No. 58429/58430/58431/58432 (Khurda Road- Bolagarh) passenger trains are being extended upto Nayagarh Town.
Ø  A large number of pilgrims visit Puri during the Rath Yatra festival and this train will facilitate the movement of pilgrims between Nayagarh Town and Puri. This will be daily service with a composition of 12 coaches.
Ø  This will fulfill the long pending demand of the local people for rail connectivity.
2.Nayagarh Town Railway Station Building
Ø  It is a ‘E’ category station on Khurda Road-Bolangir section, built at a cost of Rs 2.5 crore.
Ø  Passenger amenities like booking windows, public address system, waiting hall, platform, toilets, drinking water have been provided at the station.
Ø  To facilitate physically handicapped passengers wheel chairs have been provided. Stretchers have also been provided for medical needs of the passengers.
3.Passenger halt at Bolagarh Town
Ø  Passenger halt at Bolagarh Town was sanctioned on 13.10.2016. on passenger amenity grounds. Location of the halt is between Rajsunakhala and Bolagarh Road stations on Khurda Road-Bolangir new line in Khurda Division of East Coast Railway. It has been built at a cost of Rs. 98 lakhs.
Ø  Amenities provided are (i) High level platform (360 metres), (ii) Booking counter cum waiting room (25 sqm), (iii) Approach road (900 sqm) and (iv) one hand tubewell.
 4.PRS at Kamakhya Temple
Ø  Hon’ble MR announced for opening of PRS counter at Kamakhya temple premises on 7.5.2017.This is non-rail head PRS with the assistance of Kamakhya Devottar Board cater to approximately catchment area of 5000 passengers.
Ø  This is a location of tourist importance, lakh of devotees visit the shrine especially during Ambubushi Mela.
Ø  At present, on Northeast Frontier Railway there are 249 locations where computerized reservation facility is available.  After this, the figure will be 250 (including 115 locations in the State of Assam).

‘Awesome Assam’ Assam Tourism and IRCTC Tour Packages

Value addition, the Indian Railway Catering and Tourism Corporation Limited (IRCTC) and Assam Tourism Development Corporation Limited (ATDC) have joined hands to link their popular packages.le from Assam in getting better tour deals in other parts of the country through the IRCTC.

As per the agreement between the corporations, the IRCTC will act as a booking agent and utilise the ATDC properties and facilities for both inbound and outbound tourists of Assam. On the other hand, the rail tour packages operated by the IRCTC can also be sold from the ATDC.

With ‘Awesome Assam’ as brand entity, the Assam Tourism is also in the process of roping in a big name from either the Indian film world or the sports arena as its brand ambassador to catch the fancy of backpackers. Value-added packages will give a further fillip to the tourism promotion.

Debasish Chandra, Group Generurists from outside to the excellent locations in Assam, and the MoU, initially for a period of two years, would bring flexibility into that. The IRCTC can bring tourists both by train and air. There is immense potential to extend this tie-up to other northeastern states,” he said.

As per government data, in 2015-16 a total of 5,642,950 domestic tourists and 26,320 foreign tourists visited Assam. In the past decade, domestic tourist visits recorded an average annual growth of 15.3 per cent and foreign tourist visits registered 8.2 per cent growth in the state.

“There would be a fund pool for such packages and the ATDC will allow the IRCTC to use its local network and enterprise resources for ensuring smooth operation of the tour packages and maximum convenience to the tourists. The packages can also be extended to our tour operators for a wider reach,” said ATDC Managing Director Anurag Singh.

Domestic tourists who travel by train will be greatly benefitted through the composite tour packages of the ATDC and IRCTC, which would be offered on concessional rates by both the parties involved.

The most popular tour circuits operated by the ATDC, including the Guwahati-Shillong-Cherrapunjee trip, religious tour package within Guwahati, and visits to Kaziranga, Manas and other wildlife tourism spots, would get further boost through this tie-up.

Seeking a long-term cooperation with the IRCTC, the ATDC would soon launch eco-tourism training for both urban and rural youth around the destinations.

“Initially, 50 locations, including Merbeel, Dibru-Saikhowa and Pobitora have been chosen across the state for specialised training for eco-tourism. After the training, the trainees will be able to start their eco-tourism projects and camps, including home stays in remote locations,” the ATDC MD said.

Agartala: Tripura is all set to have full-fledged broad-gauge regular train service with other states, including Bengal and Delhi, after May 20. The announcement is likely to be made after the formal withdrawal of the election code of conduct, currently in force for polls in Assam, Bengal, Tamil Nadu and Kerala. At present, trial run of passenger trains on the newly laid broad-gauge track between Silchar and Agartala is on and will continue till the launching of the service. This was stated by railway minister

Suresh Prabhakar Prabhu during a discussion with Tripura MPs, Jiten Chowdhury and Sankar Prasad Datta, yesterday at Rail Bhawan. The MPs had gone to meet Prabhu to press for an early start to regular broad-gauge railway service. Prabhu said after commencement of regular service, Tripura will have railway connectivity with Calcutta and Delhi by broad-gauge passenger trains. “He, however, refused to assure the launching of Rajdhani Express for direct links with Delhi through the hilly terrain and tunnels in Assam,” Chowdhury said from Delhi over phone.

Apart from this, the transport commissioner of the state government, Samarjit Bhowmik, said direct train services from Agartala to Calcutta and Delhi would be difficult to launch because of track condition. “The stability of the tracks especially between Agartala and Silchar and between Lumding and Badarpur will have to be tested through general train services. Superfast trains like Duronto and Rajdhani Express require sturdy tracks on solid soil. If the general trains run safely, the question of running the superfast trains will be considered,” Bhowmik said.

He said he had been briefed on the matter by senior officials and engineers of the Northeast Frontier Railway (NFR). Bhowmik also pointed out that the hilly stretch of the tracks between Badarpur and Lumding is still prone to landslips during monsoon and even pre-monsoon rain. “This happened in early April also. Massive chunks of earth had to be removed from the tracks to clear the tracks. This may happen again during the monsoon. So the question of safety and security of services will have to be considered and weighed before giving clearance to superfast trains.”

He added that repair on the tracks was on in full swing. On slide of tracks in the Panisagar area of North Tripura and on the Churaibari-Loarpura section of tracks between North Tripura and Karimganj district of Assam’s Barak Valley, he said it is not a very serious issue. “‘These problems have been resolved and the conditions of the tracks have been tested afresh before giving clearance to a trial run of a passenger train between Silchar and Agartala.”

He said he had been assured by the NFR that after launching of regular passenger train services on broad gauge between Agartala and other state capitals and major towns, the linking of Udaipur in Tripura’s Gomati district and Sabroom in South Tripura district by broad-gauge railway would be taken up.

On the other hand, Tripura Government has also urged the Centre to link the State’s rail network with Myanmar to access the opportunity of Trans-Asian Network, official sources said here today.

In a letter addressed to External Affairs Minister Sushma Swaraj and Railways Minister Suresh Prabhu on April 29, State Transport Minister Manik Dey said there is an opportunity to connect Tripura with the Trans-Asian Network.

According to the letter, the distance between Tripura (Jawaharnagar, district headquarters of Dhalai) and Myanmar is only 257 km if railway track is laid through Mizoram.

“Once the connectivity is established with Myanmar, the State will get a chance to connect with other countries like Thailand, Singapore and Malaysia”, he pointed out in the letter.

Confirming the letters, Dey said he urged two Union Ministers to look into the matter that could change the face of Tripura if the Trans-Asian Network is accessed.

On the Akhaura-Agartala railway extension project, Dey told the media that the Centre has already sanctioned Rs 98 crore for taking up land acquisition process. “Once the money is released, the State Government will push land acquisition process for the project”, he said.

On the BG train service, Dey said daily passenger train has already been introduced in between Silchar and Agartala. “Full-fledged train service will be flagged only after the Assembly election process in Assam ends”, he said.

The Union Minister of Railways, Shri Suresh Prabhakar Prabhu, flagged off the First BG Fast Passenger Train from Silchar to Guwahati via Lumding, Haflong through Remote Control by organizing a Video-Conferencing between Rail Bhawan, New Delhi and Silchar Railway Station.  The Union Minister of State (Independent Charge) for Youth Affaires and Sports Shri Sarbananda Sonowal, Union Minister of State for Railways Shri Manoj Sinha was specially present on the occasion at Silchar end.  At New Delhi end, Member of Parliament, Lok Sabha from Karimganj, Assam Shri Radheshyam Biswas, Member Engineering Railway Board Shri V. K. Gupta, Member Traffic Railway Board Shri Kundan Sinha were among those present on the occasion. Connection of Silchar by BG railway line would not only benefit the people of Barak Valley, but would lead to opening of new vistas in connection to the hitherto isolated states of Tripura, Mizoram and Manipur.

Speaking on the occasion, Minister of Railways Shri Suresh Prabhakar Prabhu said that it is an historic moment that people of South Assam are getting an important railway connectivity with rest of the Nation. Today we are introducing a new train between Guwahati and Silchar after conversion of Lumding-Silchar Metre Gauge line into Broad Gauge. Goods trains are already running in this section since March, 2015. More passenger trains will be introduced in near future. This will fulfill the long cherished demand of the people of Barak Valley to have a seamless connectivity.  

Shri Suresh Prabhu said that Indian Railway is committed to improve its infrastructure in North-Easter region and pointed out that all the eight sisters of this region are dear to the heart of the people in the country. Rail connectivity to North Eastern States has been made a mission item by the new government, as we provided an all time high budget allotment of Rs.5200 crores to the projects in this region in 2014-15 which is over 50% more than 2013-14.  This tempo has been maintained in 2015-16 also by providing Rs. 5300 crores.

Shri Suresh Prabhu said that we are working expeditiously to connect all Capitals of North Eastern States with railway connectivity.  Earlier this year Itanagar, the State Capital of Arunachal Pradesh was provided connectivity with the National Capital through a direct train. Also the entire North Bank of Brahmaputra has been brought on Broad Gauge with the commissioning of entire Rangiya-Rangapara-North Lakhimpur – Murkongselek (510 km) Gauge Conversion Project. Mega Block for conversion of Badarpur-Kumarghat-Agartala section has been taken with effect from 01.10.2015.  The Railway Minister pointed out that the work is progressing as per target and Agartala, the Capital of Tripura is all set to be on Broad Gauge by March, 2016.   Along with this, the Gauge Conversion of Kathakal-Bhairabi (Mizoram) and Arunachal (Station) – Jiribam (Manipur) sections will also be completed and these two States i.e Manipur and Mizoram will also come on Broad Gauge map of the country.  Shri Suresh Prabhu said that Railways have been commissioning about 133 km Broad Gauge track every year in the North Eastern region in last 4-5 years. In 2014-15, a record was made when about 450 km of lines were commissioned. This year again, we are all set to achieve a new record of commissioning of about 550 kilometres of Broad Gauge lines in this region.

Referring to the excellent relations between India and Bangladesh Shri Suresh Prabhu said that Indian Railways will also work for better connectivity with Bangladesh.

Shri Suresh Prabhu said that the development of infrastructure will also help youth in a big way as they will get better opportunities for skill development etc. The better railway connectivity will also provide better marketing facilities. Railways have been playing a major role in serving the infrastructural needs of the Northeast and will continue to contribute to the socio-economical development of this region.

He congratulated all Railway personnel for completing this project successfully despite many problems.

BACKGROUND BREIF ABOUT THE PROJECT : -

The 210km Lumding-Silchar GC project was sanctioned in the year 1996-97 at an initial cost of Rs.648 crores. Declared as a National Project in 2004, the project connects the Barak Valley of Assam by broad gauge track fulfilling a longstanding demand of the people of this area.

Commencement of passenger train service from Silchar to Lumding marks the completion of Phase-I of this project.

The track passes through the verdant North Cachar hills almost parallel to the old Metre Gauge alignment crisscrossing the MG alignment at many locations in the first 100 kms between Lumding and Migrendisa. Thereafter, the proposed BG alignment detours for 30 km before joining the MG alignment again near Ditockchera.

The mega block for the phase-I i.e., Lumding-Silchar section (210 km) was taken from 01.10.2014 for 6 months. The formation works and track linking works were completed and engine rolling upto New Haflong (100 Km) was done on 12.01.2015 and subsequently upto Silchar on 13.03.2015. The first goods train was flagged off by Hon’ble Minister of Railways Shri Suresh Prabhakar Prabhu on 27.3.2015. Thereafter, more than 155 goods train have plied in the section.

Phase-2 of the total project consists of gauge conversion of Badarpur-Kumarghat (118 km) and finger lines Arunachal-Jiribam (50 Km), Baraigram-Dullabcherra (29 km) & Karimganj-Mahishasan including Karimganj bye pass line (13.50 km). This phase will be completed by 31.03.2016 for which mega block has already been taken from 01.10.2015 for six months. The current estimated cost of the entire project is around Rs.6000 cores.

Connection of Silchar by BG railway line would not only benefit the people of Barak Valley, but would lead to opening of new vistas in connection to the hitherto isolated states of Tripura, Mizoram and Manipur.

Agartala (AGTL): After Assam’s main city of Guwahati, Tripura capital Agartala would be the second key city in northeast India to be linked by broad gauge rail network by March next year, the state chief secretary quoted Railway Board chairman as saying on Wednesday.

Agartala was the first state capital in the northeast to come on the country’s rail map in 2008 through a meter gauge track.

“During a recent video conference meeting between Prime Minister Narendra Modi, Railway Board chairman A.K. Mittal and myself, Mittal said that the work of conversion of the existing track to broad gauge would be completed by March 2016,” Tripura Chief Secretary Y.P. Singh told reporters.

Mittal said southern Tripura’s Gomati and Sabroom border town, 135 km from Agartala, would be connected by broad gauge railway network by March 2017.

From Sabroom, Bangladesh’s international sea port is just 72 km.

According to an official document of Northeast Frontier Railway, all northeastern states, including Sikkim, would be connected through broad gauge by March 31, 2020.

The document said Indian Railways laid great emphasis on improvement in railway infrastructure in the northeastern region. Accordingly, over Rs.5,200 crore was spent on new lines, gauge conversion and doubling projects in the region in 2014-15. In 2015-16, a still higher outlay of Rs.5,338 crore has been provided for railway projects in the northeastern region.

Meanwhile, Tripura would remain out of the rail network for more than six months as the NFR would undertake gauge conversion work from September 20.

“Due to conversion of railway line, both passenger and goods trains between Badarpur (southern Assam) and Agartala section would be stopped from September 20,” NFR Chief Public Relations Officer P.J. Sharma said.

The entire conversion work on the Badarpur-Kumarghat-Agartala section ought to be completed by March 31, 2016.

China's hyperactive infrastructure building on their side of the border has forced India to take corrective steps on its own hills.

For example, Arunachal Pradesh, the largest among the eight Northeastern states, and a state that borders Bhutan (160 km), China (1,080 km) and Myanmar (440 km), has less than 15 km of railway lines till date.


So, it's not surprising that three out of four proposed rail projects, which are likely to be funded by the ministry of defence, will be rolled out in the strategically located Arunachal Pradesh.


One of those lines, the 378 km-long Misamari (Assam)-Tawang (Arunachal Pradesh) one, for example, will be a key line strategically, as it would cater to the mobility of the armed forces stationed at a base near Misamari (near Tezpur, Assam) that's headed by a lieutenant general, an officer just one rank below the Army General.

This may be one of the very few times that the defence ministry is set to join hands with the Railways to lay tracks.

The last time this happened was for the Sakri-Nirmali rail line, a Rs 350-crore project in Bihar that provides an alternative route to Northeast India; the project was partly funded by the ministry of defence during the Atal Bihari Vajpayee-led NDA government. 

The project included construction of a rail-cumroad bridge on the Kosi river at Nirmali, connecting Darbhanga in Bihar with New Jalpaiguri, a gateway to Assam and the Northeast. No deadline has been set as yet for the current projects.

The preliminary surveys have been undertaken and are under examination, according to railway officials looking into this matter. 

"The projects are at an advanced stage, and work will formally start once an MoU is signed between the defence ministry and the railways", says one of the officials.

On rail connectivity to the Northeast

Our idea is to bring in total rail connectivity to the state capitals of the Northeast. We have progressed well in that direction. And for the first time we had an emotional connectivity and not just physical connectivity with the Northeast when we held the Railway Week there (in Guwahati in April). The Railway Week was never organised in that region before. Imagine, it has been happening for the last 70 years, but has never been held in the Northeast. 

On working together with the defence ministry

The defence ministry and we have been thinking about working together to bring in even better (rail) connectivity to the Northeast. I will give details at an appropriate time. We (Railways) are already near Itanagar (the capital city of Arunachal Pradesh). We will definitely do work on our own as well as work with the ministry of defence to build a railway network in the region. 

On his visits to the Northeast

(As railway minister) I have travelled to a number of places in the region. Recently, I went to Arunachal Pradesh, up to Tawang (bordering China).
