Due to continuous heavy rainfall causing inundation of vast areas in the Goalpara - Jogighopa region, people from many villages have flocked to the railway embankment to take shelter from the rising flood waters. Large numbers of people along with their essential belongings and cattles have been taking shelter o­n the railway embankment in the Goalpara - Jogighopa section since the last many days. The railway embankment is the o­nly stable structure offering the protection of a highland to the marooned villagers. In view of this, N.F. Railway authorities have imposed speed restrictions o­n the Goalpara - Jogighopa route from railway km 25 to km 29. The trains are now being run with restricted speed in this section. The drivers of all trains passing through the section have also been issued instructions to whistle continuously while passing through this stretch where people have taken shelter so that any kind of causalities or injuries to the villagers and their cattles can be avoided.
It is to be mentioned that in the wake of recent floods N.F Railway has also attached additional coaches in popular trains for the convenience of people wanting to travel to and from Guwahati due to disruption of road network in various places in Upper Assam and Lower Assam.

Railway Minister of State Rajen Gohain flags off DEMU train between Silghat Town & Guwahati
Taking another step in Railway’s commitment for providing better commuter service, the Railway Minister of State Shri Rajen Gohain flagged off a Diesel Electric Multiple Unit (DEMU) train (No. 75730/75729) between Silghat Town & Guwahati this morning at a ceremonial function attended by the Minister for Water Resources etc, Govt of Assam, Shri Keshab Mahanta and senior railway officials including the General Manager Shri Chahatey Ram.
Later, furthering Railway’s commitment for providing better amenities for passengers, Minister of State (Independent Charge) for Communications and Railways, Shri Manoj Sinha inaugurated a filtered drinking water facility for passengers at Silghat Town Station.
Flagging off the DEMU train, Shri Rajen Gohain said, the new service will greatly benefit the sub-urban commuters within a 200km radius by providing a faster, efficient daily link with the capital city of Guwahati. He said, Railways is planning for more rail connectivity from Central Assam to the rest of the country. Shri Gohain said that Silghat Town station was established in 1920 and is o­ne of the oldest stations of N. F. Railway. As the station is going to complete 100 years in few years time, N. F. Railway has drawn up plans for upgradation of the station including construction of high-level platforms and construction of Pit Line and Sick Lines. These works will be taken up in the current year, he said. 
The Minister of State for Railways, Shri Manoj Sinha in his speech emphasised the developmental efforts of the Railway Ministry towards the northeast and said that the investments in railway infrastructural works in the region had increased considerably during the last two years. He said, every year the railways also spend a considerable amount o­n providing better passenger amenities.
It may be mentioned that N. F. Railway has approximately Rs. 22 core o­n new drinking water facilities in the last two years. Filtered drinking water through vending machines will be made available at 10 more stations during this year.
Following the flagging off of the Silghat Town - Guwahati DEMU service, two other DEMU services are also being introduced. They are – (i) 75723 / 75724 Guwahati – New Bongaigaon DEMUvia Goalpara Town in place of 55806/55806 Guwahati – New Bongaigaon Passenger & (ii) 75727/75728 Guwahati – Haibargaon DEMU in place of 55815/55816 Guwahati – Haibargaon Passenger train. The new DEMU trains have more seating capacity and the timings of the new DEMU trains are also chalked out in a way to make them convenient for people intending to come to Guwahati in the morning for various work and return by evening.

Guwahati: The NF Railway has started an SMS-based coach-cleaning system in mail and express trains originating from Guwahati which don't have on-board housekeeping service.
NF Railway CPRO Pranav Jyoti Sharma said, "The facility is available between 6 am and 10 pm. On receipt of the SMS, the division through which the train is passing would be immediately alerted so that the cleaning requirement can be attended at the next nominated station. Passengers are requested to avail the newly introduced facility," the CPRO said.
Passengers having confirmed journey tickets may ask the cleaning staff to attend their coach by sending an SMS to 58888. Alternatively, they can enter the PNR number at www.cleanmycoach.com. Passengers also have an option of downloading an android mobile app CLEANMYCOACH INDIAN RAILWAYS for sending their requests. The software named OBSERVE (On Board Services) will forward the request to mobile phone of the cleaner present in the particular train directly.

INNOVATIVE MEASURES ON SAFETY BY ALIPURDUAR DIVISION

During the last o­ne year, Alipurduar Division of N. F. Railway has made safety of passengers o­ne of its primary goals and executed several planned works with steady focus o­n eliminating threats to safety.
To avoid accidents at elephant corridors, several measures have already been taken including speed restrictions o­n trains, training of locomotive drivers and coordination with Forest Departments for receiving early warning o­n movements of elephants etc. To bolster the efforts, the division has also undertaken a project for installation of Night Vision Cameras in the locomotives in collaboration with Defence Research and Developments Organizations (DRDO) laboratory at Dehradun. A prototype has been developed and tested under laboratory conditions. Soon, field trials would be conducted o­n these night vision cameras. If the trials becomes successful, these cameras will greatly help locomotive drivers in spotting elephants, especially in Alipurduar – New Mal Junction – Siliguri section of the division.
Unmanned level crossing happens to be o­ne of the major areas where accidents take place. During last o­ne year, the division has sent out about fifteen thousand SMSs to road users informing them about the precautions to be taken while crossing an unmanned level crossing. This has created awareness among public and helped in reducing accidents in unmanned level crossings. The division has now planned to continue such campaign for sustaining its effectiveness.
During the last o­ne year, the division has closed 12 level crossing gates and in lieu of these provided eight Low Height Subways. The division has also manned o­ne unmanned level crossing. The division has been working hard to realize the announced goal of eliminating all level crossings in Indian Railways in a phased manner.
Besides these initiatives, the division has also conducted 28 safety drives during the last o­ne year and organized 81 Safety Seminars to make frontline staff, road users and general public aware of the necessary safety precautions to be taken within railway working areas.
To make plan for the coming year, the division has conducted the annual level crossing survey to gauge the density of traffic at each level crossing within the division. The density of traffic is a parameter that guides the railways to decide o­n closure, manning and construction of road-over-bridge at level crossings.

Agartala: Tripura is all set to have full-fledged broad-gauge regular train service with other states, including Bengal and Delhi, after May 20. The announcement is likely to be made after the formal withdrawal of the election code of conduct, currently in force for polls in Assam, Bengal, Tamil Nadu and Kerala. At present, trial run of passenger trains on the newly laid broad-gauge track between Silchar and Agartala is on and will continue till the launching of the service. This was stated by railway minister

Suresh Prabhakar Prabhu during a discussion with Tripura MPs, Jiten Chowdhury and Sankar Prasad Datta, yesterday at Rail Bhawan. The MPs had gone to meet Prabhu to press for an early start to regular broad-gauge railway service. Prabhu said after commencement of regular service, Tripura will have railway connectivity with Calcutta and Delhi by broad-gauge passenger trains. “He, however, refused to assure the launching of Rajdhani Express for direct links with Delhi through the hilly terrain and tunnels in Assam,” Chowdhury said from Delhi over phone.

Apart from this, the transport commissioner of the state government, Samarjit Bhowmik, said direct train services from Agartala to Calcutta and Delhi would be difficult to launch because of track condition. “The stability of the tracks especially between Agartala and Silchar and between Lumding and Badarpur will have to be tested through general train services. Superfast trains like Duronto and Rajdhani Express require sturdy tracks on solid soil. If the general trains run safely, the question of running the superfast trains will be considered,” Bhowmik said.

He said he had been briefed on the matter by senior officials and engineers of the Northeast Frontier Railway (NFR). Bhowmik also pointed out that the hilly stretch of the tracks between Badarpur and Lumding is still prone to landslips during monsoon and even pre-monsoon rain. “This happened in early April also. Massive chunks of earth had to be removed from the tracks to clear the tracks. This may happen again during the monsoon. So the question of safety and security of services will have to be considered and weighed before giving clearance to superfast trains.”

He added that repair on the tracks was on in full swing. On slide of tracks in the Panisagar area of North Tripura and on the Churaibari-Loarpura section of tracks between North Tripura and Karimganj district of Assam’s Barak Valley, he said it is not a very serious issue. “‘These problems have been resolved and the conditions of the tracks have been tested afresh before giving clearance to a trial run of a passenger train between Silchar and Agartala.”

He said he had been assured by the NFR that after launching of regular passenger train services on broad gauge between Agartala and other state capitals and major towns, the linking of Udaipur in Tripura’s Gomati district and Sabroom in South Tripura district by broad-gauge railway would be taken up.

On the other hand, Tripura Government has also urged the Centre to link the State’s rail network with Myanmar to access the opportunity of Trans-Asian Network, official sources said here today.

In a letter addressed to External Affairs Minister Sushma Swaraj and Railways Minister Suresh Prabhu on April 29, State Transport Minister Manik Dey said there is an opportunity to connect Tripura with the Trans-Asian Network.

According to the letter, the distance between Tripura (Jawaharnagar, district headquarters of Dhalai) and Myanmar is only 257 km if railway track is laid through Mizoram.

“Once the connectivity is established with Myanmar, the State will get a chance to connect with other countries like Thailand, Singapore and Malaysia”, he pointed out in the letter.

Confirming the letters, Dey said he urged two Union Ministers to look into the matter that could change the face of Tripura if the Trans-Asian Network is accessed.

On the Akhaura-Agartala railway extension project, Dey told the media that the Centre has already sanctioned Rs 98 crore for taking up land acquisition process. “Once the money is released, the State Government will push land acquisition process for the project”, he said.

On the BG train service, Dey said daily passenger train has already been introduced in between Silchar and Agartala. “Full-fledged train service will be flagged only after the Assembly election process in Assam ends”, he said.

Agartala: Five years after the plan for an India-Bangladesh railway network was approved, uncertainty persists over the project as no funds have been allocated yet, authorities said.

“It is not certain when the work for the project would start. No funds have been allocated so far for the Agartala (India)-Akhaura (Bangladesh) railway project,” Northeast Frontier Railway (NFR) general manager R.K. Gupta told reporters here on Sunday evening.

Tripura Chief Minister Manik Sarkar said: “No funds were also allocated for land acquisition for the railway project. We would start work immediately after the sanction of funds.”

The Rs.575-crore project was finalised in January 2010 when Bangladesh Prime Minister Sheikh Hasina met then Indian prime minister Manmohan Singh during her visit to New Delhi.

Prime Minister Narendra Modi and Sheikh Hasina discussed the project again during Modi’s visit to Dhaka on June 6-7 this year.

India announced it would bear the entire cost of the 15-km long railway project. Of the 15 km, five km fall in the Indian territory and the rest 10 km in Bangladesh.

“NITI (National Institution for Transforming India) Aayog had decided in a meeting in Delhi on June 18 to put in place the vital railway project between India and Bangladesh by December 2017,” Tripura transport secretary Samarjit Bhowmik told.

Bhowmik, who attended the NITI Aayog meeting, said: “The alignment and other technicalities of laying the track to link Agartala railway station with Bangladesh’s Akhaura railway station have been changed recently. A final report on the new alignment was also submitted for sanction of funds.”

NITI Aayog’s advisor Animesh Singh presided over the meeting in New Delhi, where officials of ministries of railways, development of north-eastern region (DoNER), external affairs and the Tripura government participated.

Bhowmik said that India’s external affairs ministry earlier announced it would provide funds to lay the tracks in the Bangladesh territory.

Tripura Transport Minister Manik Dey also held a meeting with Railway Minister Suresh Prabhu in New Delhi on September 23 and urged him to expedite the issues related to the project.

“The railway minister told me that he would personally talk to the Railway Board and external affairs ministry about the funding of the project,” Dey told IANS on Monday.

The project cost was earlier estimated at Rs.271 crore. In addition, Rs.302 crore was needed to acquire around 97.60 acres of land in India’s Tripura for laying the tracks.

“After the latest alignment of the project, now 72 acres of land would be required. Hence, the funds required would be reduced to Rs.98 crore from Rs.302 crore,” Dey added.

“Earlier, the DoNER ministry committed to provide funds to lay tracks on the Indian side. But recently the DoNER ministry categorically expressed its inability to give funds. Railway ministry was considering providing funds for the Tripura part of the project, but has not yet taken a final decision,” an NFR official said.

State-owned Indian Railway Construction Company (IRCON) is expected to lay the tracks on both sides of the border. The NFR is the nodal agency for the project.

“The railway connectivity between the north-eastern state and Bangladesh would boost socio-economic, trade and business ties between the two countries. After the commissioning of the railway project, Tripura would act as a corridor to the South-East Asian countries,” Dey said.

Dey told IANS: “It would become cost-effective to ferry men and materials between the two countries, and between the mountainous north-east region and other parts of India via Bangladesh once the railway project is completed.”

The 1,650-km distance between Agartala and Kolkata would be reduced to only 515 km once the rail track is constructed through Bangladesh, he added.

Prime Minister Narendra Modi will Flag off the newly laid Silchar-Lumding broad-gauge

Silchar (SCL): passenger train service along the newly laid Silchar-Lumding broad-gauge route is likely to begin next month.

Sources in the Northeast Frontier Railway told that the passenger railway service was likely to be flagged off in August by Prime Minister Narendra Modi. The line is expected to open for passenger trains from August 15, the source added.

The office of the general manager of NFR, Ranjit Singh Virdi, today said he would conduct an inspection of the line from Badarpur to Haflong on Tuesday.

The commissioner of railway safety, Sudarshan Kumar Nayak, in his report had mentioned that the Haflong-Silchar railway link was risky for passenger trains.

The report suggested the NFR to engage structural engineering and technology experts to review the status of the route.

The senior public relations officer, NF Railway (construction), D.C. Bora, said the railway would take all sorts of preventive measures before starting passenger services on the route.

“The NF railway is capable of overcoming the loopholes that were mentioned in the report. We are hopeful that the train service from Silchar to Lumding will begin by August,” he added.

Following the inspection by Virdi, engineers from the railway board will examine the tracks.

“The fate of the passenger train service will be decided based on the reports of the engineers of railway board. However, we are hoping that the passenger train service will start from next month,” said a senior railway officer.

The first broad gauge engine along the 210km route chugged into Silchar on March 13, and three days later, a special LG train with railway officials reached here.

Freight trains run on the route regularly.

IRCON to upgrade passenger amenities at Guwahati station

Passenger Amenities at Guwahati station are poised for a major uplift. Ministry of Railways has entrusted IRCON International Limited, a Public Sector Undertaking under Govt. of India to bring about a visible improvement in passenger amenities through Corporate Social Responsibility (CSR) fund. IRCON officials led by its GM/Eastern Region Shri B.Sarkar accompanied by Shri S.Nayar, ADRM/Lumding/N.F.Railway inspected the Guwahati station o­n 27th May, 2015 as part of the o­ngoing Passenger Facilitation Fortnight. To improve the passenger amenity, it has been proposed to provide Reverse Osmosis (RO) plant of 2000 litres per hour capacity for safe drinking water at platform no. 2, 3, 4 & 5.Two hydraulic lifts are to be provided for easier access to the Foot Over Bridges. Golf carts for use by old persons and persons with disabilities are also to be provided. Existing toilets in waiting halls, retiring rooms, and dormitory will also be renovated. Flexible steel dustbins will be provided throughout the station for improving the existing garbage disposal system. Circulating area at Guwahati station will be provided with retro-reflective road marker, solar studs and o­ne way spike breaker. New retro-reflective signage will be provided at different platforms for better guidance to passengers. Railway is also trying to improve the platform surface by using Kota stone which will help in mechanized cleaning. More CCTV cameras will also be provided for improving the security of the station. A memorandum of understanding (MOU) will be shortly entered into by N.F.Railway and IRCON for the implementation of these Passenger Amenity improvement works at Guwahati which is the largest station of the Zone and a gateway to the Northeast. These measures are expected to further benefit passengers and rail users of the region.

Guwahati: The All India RPF Association, Northeast Frontier Railway has called upon the government to cancel standing order no 85 of DG/RPF in the interests of the youths of the North East.

The association also submitted a memorandum to Central Minister Kiren Rijiju pointing out that the standing order no 85 of DG/RPF has deprived many youths of the region from making it to the posts of RPF constables and sub inspectors.

It needs to be mentioned here that provisions of the RPF Rules, 1987 prescribes minimum 165 cm height for the eligibility of a youth to be selected as a constable or sub-inspector of RPF. But the standing order no 85 of DG/RPF contrary to the RPF Rules 1987 provides for bonus marks to male and female candidates having 178 cm height and 165 cm height respectively.
