Indian Railway:Budget 2018-19 trebles railway investment

INDIA: A major increase in Indian Railways’ capital expenditure to Rs1 485bn in the 2018-19 financial year was announced by Finance Minister Arun Jaitley as part of the national budget unveiled on February 1. This is almost three times the Rs540m allocated for capital works in 2013-14.
Jaitley said improvements in safety would be a top priority, with Rs730bn to be spent on safety-related activities in 2018-19. A government report published last month said that more than significant 35 train accidents had been reported last year, with 29 in the first six months killing 58 people. More than 4 000 unstaffed level crossings are due to be eliminated over the next two years.
A large part of the capital funding is to be devoted to capacity enhancement on the country’s increasingly overloaded trunk routes, although the construction of more regional lines is also envisaged. With work on the eastern and western Dedicated Freight Corridors ‘in full swing’, Minister of Railways Piyush Goyal said around 1 000 km of new line was expected to open during 2018-19 compared with 402 km in 2017-18.
Funding has also been allocated for electrification, with around 4 000 route-km to be wired in the coming year. This will contribute to the government’s ambitious objective announced in October to complete the electrification of the entire network in four years at an estimated cost of Rs350bn.
Around 3 600 km of track renewals is envisaged in the budget, with Goyal emphasising that the government was giving ‘special attention to maintenance of track infrastructure’ following a number of recent high-profile failures. In terms of rolling stock, IR is expected to procure 700 locomotives, 5 160 coaches and 12 000 wagons in the 2018-19 financial year.
Another major focus is the development of suburban services to reflect India’s increasingly urbanised population. More than Rs500bn has been allocated for enhancements to the Mumbai network, transforming it into a ‘world class’ facility that would ‘provide commuters with safe and comfortable travel’. Of this, Rs 400bn will fund the construction of 150 km of new routes, including elevated lines, and Rs 110bn will provide 90 km of additional double-track to expand capacity. Rs42bn has been allocated for quadrupling the Pune – Lonavala line. Another Rs 170bn has been allocated for the creation of a 160 route-km suburban network in Bangalore.
Jaitley said the government was committed to developing ‘world class facilities’ at 600 major stations across the network. Goyal added that escalators would be provided at all stations with a passenger footfall greater than 25 000 passengers/day, while ‘all trains and stations’ would be equipped with wi-fi and CCTV to enhance passenger security.
A specialist railway university is to be developed in Vadodara, which is intended to serve as the principal training centre to support the various high speed line projects.
In addition to the capital spending, the budget sets targets for improved operational efficiency. IR is expected to achieve an operating ratio of 93 by the end of 2018-19, a 2 point improvement on the figure of 95 expected in the current year to March 31.
On January 31, Railways Minister Piyush Goyal reached an agreement with the Chief Minister of Maharashtra, Devendra Fadnavis, for IR’s planned electric multiple-unit factory would be located at Latur, bringing employment opportunities to a deprived part of the state. The national government has agreed to fast-track the approval process for the plant, while Maharashtra will assist with land acquisition and offer tax incentives.

·Normal child fare rules will apply.No concessional tickets and tickets against free complimentary passes which are not fully reimbursed shall be admissible in Anubhuti coach.
·Booking of tickets against passes issued to Members of Parliament and Rail Travel Coupons issued to MLA/MLCs shall be permissible as they are fully reimbursed.
·Full fare defence warrants shall be allowed for exchange as per the actual fare.
Reservation: Bookings for trip o­n 25.12.2017 will open from 24.12.2017 (after 15.00 hrs) and for further trips bookings will open from 25.12.2017.For booking purposes in Anubhuti coach the passenger has to select Train no as 22025 for Pune-Secunderabad Shatabdi Express till further notification.

Inspired by Kochi Metro Rail, 10 cycles will be available in 7 stations
Drawing inspiration from Kochi Metro Rail, Chennai Metro Rail too plans to give commuters biycles free of cost to ride from next month.
According to officials of Chennai Metro Rail Limited (CMRL), they have tied-up with the Kochi-based Athi’s Bicycle Club that has put up cycles in Kochi Metro Rail. There will be 10 cycles in each of the following stations: CMBT, Vadapalani, Ashok Nagar, Ekkatuthangal, St. Thomas Mount, Shenoy Nagar and Nehru Park. “We will expand this further to other stations too as the demand improves. We want to encourage commuters to take to cycling and hence, this initiative,” an official said.
M.S. Athirup, a 27-year-old engineer and founder Athi’s Bicycle Club, started cycling as a hobby and eventually made it his profession. He has indulged in 14,000 hours of cycling across the country.
“Commuters just have to send a message to a number with their details to register, then, they have to send another message to another number to take the cycle. This message will give them a number to unlock the cycle. The stands in the stations will not be manned and commuters can take it whenever they want,” he added. Commuters need not leave the cycle in the same station where they took it from; it may be left in any of the above six stations.
Cannot be stolen
“The cycles cannot be stolen because, during registration process, the identification proof is given and contact numbers are verified. We can track anyone if a cycle goes missing,” he said adding that no cycle has gone missing yet. The club has provided cycles to Technopark in Thiruvananthapuram, Kochi’s Infopark and Kochi Metro Rail.

Eastern Railway: Dedication to the Nation- 1) Double-line between Beldanga and Cossimbazar  in Sealdah Division, 2) 3rd line between Gadadharpur and Tarapith Road stations  in Howrah Division, 3) Foot Overbridges at 10 stations o­n Sealdah and Asansol Divisions, 4) PRS at Panagarh Military Campus of Asansol Division and UTS at Karjana station of Howrah Division, 5) Escalator at Ballygunge station of Sealdah Division, 6) 2 x 50 KWP Solar Plant at Howrah area and 7) LED lights at 175 stations over Eastern Railway.
South Eastern Railway:Dedication/Upgradation/ Installation of- 1) Keshabpur-Mahisahdal (8.5 kms) of Tamluk-Basulya Sutahata Doubling with Electrification, 2) Garh Jaipur station from Halt to full fledged station and commissioning of UTS, 3) Foot overbridge at Biramdih, 4) Water Vending Machines at Adra, Purulia, Bankura, and Bokaro Steel City stations, 5) 3 Nos. of ATMs at Bankura, Purulia and Adra, 6) AC lounge at Digha station, 7) Santragachi – Amta section to run 12-car EMU rake in place 9-car rake and 8) Full length platform shelters at 12 ‘C’ category stations in Howrah – Kharagpur section.
Metro Railway: 1) Inauguration of o­ne additional escalator at Rabindra Sarobar Metro station, and 2) Commencement of work for underground Metro station at Esplanade of East-West Corridor. 
Speaking o­n the occasion, Shri Suresh Prabhakar Prabhu, Hon’ble MR informed that more investment is required for more infrastructure in Railways to cope with the ever increasing number of passengers and demand of the people. Last year 810 crore people travelled in Railways. The present infrastructure must be augmented in a big way to cope with this huge volume of passengers.      A total of Rs.3.75 lakh crores have been invested for infrastructure development in Railways during the last 3 years.
Minister of Railways also informed that Rs.17,000 crore have been sanctioned for ‘Kolkata – Delhi’ and ‘Delhi – Mumbai’ route to develop these routes as ‘integrated semi-high speed corridors’ for running trains at a speed up to 200 km per hour.
He also added that 16,500 kms of doubling and tripling have been done during last three years. It is a pleasure to inform that Rs.6336 crores have been sanctioned in 2017-18 for development & infrastructure of Railways in West Bengal. Shri Prabhu also formally released a Booklet o­n ‘ACHIEVEMENTS OF RAILWAYS IN THE STATE OF WEST BENGAL’ in last 3 Years. Besides,all the General Managers of Zonal Railways have been given more powers for speedy implementation of the o­ngoing & new projects, the MR added.

New Delhi: Indian Railways plans are afoot to open Jan Aushadhi stores at around 1,000 major railway stations across India as part of drive to make quality medicines available at low cost to the public, government said today. Plans are also on to open such outlets at bus stands in different states with an aim to take the network to small towns and villages.

Chemicals and Fertilisers Minister Ananth Kumar said efforts are being made to ensure prescription of generic medicines by doctors for the benefit of patients.

“I am going to speak to Railways Minister Suresh Prahbu in the coming days to open Jan Aushadhi stores (JAS) in 1,000 main railway stations in the country,” Kumar told reporters here.

He further said that in order to make affordable medicines to poor people in smaller towns and villages, his ministry is looking at setting up JAS at bus stops.

“I am going to write to the state chief ministers and later speak to them to open JAS wherever there is a bus stand,” the minister added.

He said under the BJP-led government, the number of JAS has been increased to over 1,320 from 88 set up during the previous UPA regime.

“By the end of this year, we will have at least 3,000 JAS across India. The turnover of JAS will also touch Rs 60 crore, up from Rs 3 crore,” Kumar said.

In order to ensure that good quality medicines are available at JAS, the minister said only those companies which comply with WHO certified good manufacturing practices will be eligible for supplies.

“Out of 10,000 pharmaceutical companies in India, only 1,400 are WHO GMP certified and only they will be able to participate in tender process,” Kumar added.

The government is also encouraging the youth to participate in opening of JAS, he said, adding that already 30,000 applications have been received which are under process for approval.

“The aim is to take JAS to every block level of the country,” he said.

Besides expanding the JAS network, the minister said, the government has also expanded the basket of medicines available in the stores.

“Today 23 therapeutic areas are covered with 500 medicines and 150 health supplements in JAS,” Kumar said, adding that the focus is on drugs for major diseases such as heart ailments, diabetes, respiratory problems, HIV and blood pressure.

When asked about making prescription of generic medicines by doctors mandatory, he said the Medical Council of India has already issued a circular to doctors.

While the health ministry has also asked central government hospitals to make prescription of generic drugs mandatory. All the state governments have also been sent advisories regarding the same, he added.

On whether the government is bringing a legal framework for compulsory prescription of generic medicines, Kumar said at present the Drugs & Cosmetics Act prevents pharmacies to give equivalent of generic medicine and whatever is prescribe has to be given.

“A substitute cannot be given therefore we are going to bring in amendments in the Drugs & Cosmetics Act,” he said.

The minister said however that the government has no intention of banning branded drugs in the country saying there is also a need to encourage drug development and make business of pharmaceutical firms viable.

“Otherwise, we will become what we have in bulk drugs where we are a net importer, that too from only one source (China),” Kumar said.

Indian Railways takes various initiatives to facilitate travel in this summer

In an endeavour to provide smooth travel experience to the railway travellers, Indian Railways have taken various initiatives for improved passenger experience. Considering the peak season during summers, Indian Railways is poised to offer convenient travel to the passengers without upsetting their plans. To ensure optimal utilization of available accommodation, following initiatives have been undertaken by Indian Railways:-

1.Finalization of first reservation chart at least 4 hours before the scheduled departure of the train.
2.After preparation of first reservation chart, current ticket booking facility provided through any reserved ticket booking window as well as o­n internet till preparation of second reservation chart.
3.Transfer of vacant available accommodation after preparation of second reservation chart to next remote location.
4.Following facilities are also provided o­nline through IRCTC website:
i)Waitlisted passengers given the option of accommodation in any other train without payment of any difference of fare or grant of refund thereon under VIKALP scheme. This facility can also be availed for e tickets booked prior to 01.04.2017
ii)Tickets booked across reserved ticket booking window can be cancelled through IRCTC website or through 139.
iii)In case of e tickets, boarding points can be changed through IRCTC website at least 24 hours before the scheduled departure of the train.
iv)The facility of o­nline booking of wheel chair provided free of cost to passengers.
v)The facility of o­nline booking of retiring rooms through IRCTC website has been introduced.
vi)Disposable bedrolls can be purchased through IRCTC website.
vii)E Catering introduced to increase food options available with passengers.

Model Railway Stations  
Development of stations under ‘Model’ Station Scheme was in vogue from June, 1999 to November, 2008.  Under this scheme, 594 stations were identified for development and all stations have already been developed.   
 ‘Model’ Stations are provided with “Desirable Amenities”, depending upon the category of the station, such as, retiring room, waiting room, public address system/computer based passenger announcement system, electronic train indicator board, water coolers, standardized signages, Pay & Use toilets etc.
At present, stations are upgraded under the Adarsh Station Scheme. Till date 1253 Railway stations have been identified for development as Adarsh Station.

India will soon have world class Railway stations: Rail Ministry

New Delhi: Flamboyant buildings with airport-like facilities, helipad, executive lounges are going to be the characteristics of Indian Railway stations in the years to come. Train journey in India will be a different experience altogether with upcoming world-class stations that will do away with long queues at station entry, untidy waiting halls and stinking toilets.

The station buildings will wear a swanky look with separate terminals for arrival and departure like the ones at airports. While the work has started on development of Habibganj as the first world class station, the Indian Railways is in the process of finalising bids for other railway stations. These include Surat and Gandhinagar in Gujarat and Anand Vihar and Bijwasan railway stations in Delhi, Chandigarh, Shivaji Nagar in Pune and SAS Nagar in Mohali.

A railway ministry official said consultations are being held with foreign experts to develop these stations with world-class amenities. Sources said Uttar Pradesh will have over 12 world-class stations – the maximum in any Indian state. The French Railway has taken up the work of developing Ambala and Ludhiana as worldclass stations while the French experts have also inspected the New Delhi railway station.

A railway board official said countries like Japan, South Korea, Belgium, Switzerland and Austria have also shown interest in developing railway stations in India. Sources in the railway ministry said the government will spend nearly Rs 100 crore for the development of 400 railway stations that were announced in the Railway Budget.

A railway board official said the stations will be developed by creating additional space that will also be used for commercial purposes like shopping malls, multiplexes, restaurants and offices.The most striking feature will, however, be separate terminals for arrival and departure of passengers. Such facilities are currently available only at airports.

“The proposed world class stations will have three levels. The top level will be used by outbound passengers while those arriving from trains will use subways in the basement to exit from the station building. There will be minimum passenger movement on the platforms,” said a senior official associated with the project. This aims at managing crowd at the railway stations that goes up manifold during festive rush. Habibganj station is the first railway station to be redeveloped through public private partnership mode under the station redevelopment programme of Indian Railway.

Total estimated cost of station redevelopment is Rs 100 crore while additional Rs 350 crore will be spent on commercial development. As per the plan, Habibganj will have have dedicated pick up and drop off parking facilities for the station users. Provision of parking for over 1,000 vehicles has been made at the stations.

“The world class stations will be designed as a multi modal transit hub. The stations will have adequate seating and waiting apace so as to reduce congestion. Also, these stations will have multiple entry/exits for better crowd management,” said railway spokesperson Anil Saxena.

“The stations will have segregated areas for passengers, commercial activities and railway officers. There will be dedicated approach roads for traffic to railway station along with municipal roads with its integration in circulating areas,” Saxena said. In Delhi, railways have planned overhaul of Anand Vihar terminal which caters to the trains bound for eastern states like Bihar, Jharkhand, West Bengal and Uttar Pradesh.

An Integrated Hub:

Apart from creation of new facilities, the station will be integrated with Anand Vihar station of Delhi Metro and the interstate bus terminal (ISBT).

“As part of Anand Vihar redevelopment plan, railways will remodel the station building on the lines of the airport. The station building will be separate arrival and departure decks while there will be ample space for a hotel, restaurants, coffee shops, multiplex, retail outlets and offices. Business of all sorts will be accommodated at the station building,” officials said.

The redevelopment plan of Anand Vihar is in advanced stage; bids for it will be invited soon. The upcoming railway station at Bijwasan will have ample scope for commercial development.

According to railways, redevelopment of stations will be a major source of revenue generation besides benefiting lakhs of passengers every day. For commercial exploitation, railways plan to raise multi-storey buildings on unused land and lease them out to private firms. In the year 2015-16, the railways have posted a deficit of over Rs 32,000 crore and the initiative aims at increasing revenue generation by commercially exploiting its resources.

The Made-in-India Medha rake, which arrived in Mumbai last week to be tested and deployed on Western Railway’s suburban system, will be the first to extensively use the remote monitoring mechanism. This mechanism allows the train to be in touch with authorities manning the train management system through computers which allows the particular rake to be monitored, analysed and repaired in real-time.

The rake is being called Medha because its electrical systems and motors have been built by Hyderabad-based firm Medha Servodrive. The local trains currently running in Mumbai’s suburban network have electrical systems built predominantly by Siemens, and two, by Bombardier.

“Currently, if a train develops a snag, it has to be taken to the car shed, analysed and then we have to start the process of trouble-shooting. With the remote monitoring system in the Medha rake, even as a train is running, we can analyse the data its on-board computers send to the main control server and start the repair process then itself. We expect a reduction in maintenance time and cost of anything between 10-30 per cent. It is the future for a congested system like Mumbai where breakdowns happen frequently resulting in loss of time for trains and commuters. The system can be used as an emergency voice communication device by the driver. The driver’s cab has microphones inside for the purpose. There is also ways in which the driver can communicate with the guard as well as passengers in case there is an emergency or some urgent information has to be relayed to passengers,” explained an official.

The system can be upgraded to ensure that the motorman gets real-time information about train operation conditions. Officials said it could include speed restrictions on certain stretches of the suburban network, problematic cross-overs where the trains have to be run with extra-precautions, controlling the air-conditioning as well as monitoring security apparatus like CCTVs inside the train.

“Most developed countries have these systems on their railway networks. Here, Mumbai has made a beginning and hopefully it is a sign of things to come,” said the official.

What’s new in Medha rake:
  • Passenger capacity – 6,030 (1,168 seats and 4,862 standees)
  • Maximum speed – 110 kmph
  • Fresh air-flow into coach – 16,000 cubic metre per hour

Measures taken by Indian Railways for improving passenger safety and passenger amenities in suburban trains are as follows:

·The suburban train coaches made in Integral Coach Factory, Chennai, have features of cushioned seats in First Class and Polycarbonate seats in Second Class for better aesthetics and passenger comfort. These coaches also have provision of forced air ventilation, passenger information and announcement system, stainless steel fixtures, Light Emitting Diode (LED) tube lights, etc. Other features for passenger safety include, stainless steel coach body, improved design rigid hand holds, slip free grab pole, etc. in the coaches.

·Facilitating passengers and reducing trespassing by building of more Foot Over Bridges, provision of escalators and lifts, blocking gaps in the boundary walls on either side, fencing of the area between two platforms so that the people are not tempted to jump from one platform to another by crossing tracks, Reducing gap between coaches and platforms.

·Stringent and regular inspection of all safety items are carried out during scheduled inspections as specified by Research Design and Standards Organization (RDSO).

·In Western Railway suburban system Auxiliary Warning System is in place to prevent collision in case of Signal Passing at Danger (SPAD).

·Public awareness campaigns are organized by Railway Protection Force (RPF) to brief the public about the hazards of crossing tracks, roof top traveling and stunts.

·Policing on Railways is a State subject and prevention of crime, registration of cases and their investigation in railway premises as well as on running trains including in suburban train service across the country are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP) of the States concerned. However, Railway Protection Force (RPF) supplements the efforts of Government Railway Police by deploying its staff for escorting of important trains in affected areas and access control duties at important and sensitive stations

The following measures are being taken by the Railways to ensure safe and secure journey to the passengers including women passengers:

· Ladies special trains are being escorted by lady RPF staff, wherever available, in sub-urban sections.

· The ladies compartments in local trains are being escorted by RPF and GRP during peak /non-peak hours. Staff deployment is made during late night and early morning local trains to ensure proper security to the lady passengers.

· Shakti Mahila teams headed by Lady RPF officers and Nirbhaya Squad headed by GRP official have been formed over Central Railway to act against the offenders harassing women passengers.

·12 Mahila Vahinis (women RPF companies) have been sanctioned to strengthen security of women passengers in suburban section of metropolitan cities.

·Security Help-Line number 182 has become operational in Zonal Railways’ Control Rooms to enable passengers to seek security related assistance on real time basis.

·A daily average of 1300 trains is escorted by Railway Protection Force. In addition 2200 trains are escorted by Government Railway Police of different States.

·To empower the RPF to create a more effective security mechanism over Indian Railways, a proposal for amendment in the RPF Act has been moved by the Ministry of Railways with the approval of the Ministries of Law and Justice and Home Affairs.

·An Integrated Security System (ISS) including electronic surveillance through Close Circuit Television (CCTV) to enhance security over 202 sensitive and vulnerable railway stations is under implementation.

·RPF holds regular coordination meetings with State Police at all levels to ensure proper registration and investigation of crime by GRP.

·A Mobile App named “M-Indicator” has been launched by Railways in Mumbai Sub-urban section in the Month of January, 2015.

·Regular Drives against man entering coaches reserved for ladies by RPF under section 162 of the Railways Act.

Indian Railways taken steps to improve catering Services 

Improvement of catering services is an ongoing process. Steps taken/being taken to further improve the catering services include 

(i)Third Party Audit of catering services to be conducted at periodic intervals by independent and reputed auditing agencies accredited by NABCB (National Accreditation Board for Certification Bodies) as empanelled by the zonal Railways. 

(ii) Introduction of e-Catering so that passengers can book the food of their choice through internet.

(iii) Introduction of Pre-cooked Food (ready to eat) meals of reputed brands to improve the quality, hygiene and to provide variety of options of meals to the passengers.

(iv) Setting up of centralized Catering Services Monitoring Cell (CSMC) with a toll free number 1800-111-321 for prompt redressal of the passenger grievances related to the catering activities and real time assistance to travelling public.

(v) Imposition of stringent punitive action including heavy penalties in case of deficiencies in services.

Further, transparent contract awarding and management system has been laid down in Catering Policy, 2010. Standard Bid Documents (SBDs) for award of general minor units, major static units and mobile catering units (Pantry car) have been issued.

Railyatri/Upbhokta Pakhwada concludes successfully all over the Indian Railways.

“Railyatri/Upbhokta Pakhwada” (Passenger and customer Facilitation fortnight) concludes successfully all over the Indian Railways. 

The unprecedented and historical Nationwide massive public outreach event gets connected to over 7 million passenger and public.

Rs. 4,000 crore worth projects commissioned/opened, work on 73 projects worth Rs. 550 crore commenced, 27,700 drives/inspections/checks organized, 19286 persons apprehended and prosecuted during various security drives, 4000 road shows undertaken in the mega event.

This mega initiative of Indian Railways receives widespread  appreciation on Social Media

The historical country wide massive public outreach event under the name “Railyatri/Upbhokta Pakhwada” (Passenger and customer Facilitation fortnight) organized all over Indian Railways from 26.05.2015 to 09.06.2015 concluded successfully.  This fortnight long programme was primarily directed towards improvement of passenger amenities and services, customer care, participation of passenger and railway staff in various activities and for creating awareness amongst the public about Railway’s initiatives and achievements. 

The data from the field offices of Indian Railways about the fortnight has now been collected and compiled. These indicate that there are many tangible outcomes of this historical passenger outreach effort of Indian Railways.  Some of the major highlights of this mega public outreach event included commissioning/opening of 233 projects/works costing approx. Rs. 4000 crore, commencement of work on 73 projects costing apporx. Rs. 550 crore, inspection of over 7000 Railway stations, 4000 road shows,  Outreach connecting to over 7 million passenger and public, 27,700 drives/checks/inspections, 19286 persons apprehended and prosecuted during various security drives, 1,300 health camps, 176 media briefings etc. 

The ‘Pakhwada’ events were organized on Indian Railways under the directions of Minister of Railways Shri Suresh Prabhakar Prabhu and  Minister of State for railways Shri Manoj Sinha.  Shri A.K. Mittal, Chairman Railway Board and Board Members along with other officials participated in various events all over the country. Various events during ‘Pakhwada’ were coordinated by Shri Mohd. Jamshed, Additional Member(C&IS), Railway Board as the Programme Coordinator.

RBI allows Mass Transit Operators to issue their Pre-paid Cards

Mass Transit System operators such as Indian Railways, Mumbai Metro, Delhi Metro, Indian Railways and even local buses can now issue their pre-paid cards

Mumbai: Mass Transit System operators such as Mumbai Metro, Delhi Metro, Indian Railways and even local buses can now issue their pre-paid cards- a move that will provide ease to the commuters.

On Thursday, the Reserve Bank of India (RBI) said that mass transit system operators (MTS) has now issue a pre-paid cards wherein a customer stocks some money that can be swiped on machines instead of standing in long queues to purchase travel tickets. As of now, some of the MTS have issued pre-paid cards in partnership with banks.

The RBI has said that the balance in the card issued by PPI- MTS should not exceed Rs.2000 at any point of time. Also, MTS would not be allowed to refunds cash that is stocked in the PPI. The card should have a minimum validity of six months from the date of issue. The pre-paid cards can be used at other merchants whose activities are allied to or activities that within the premises of the transit system.

The regulator had received requests from various segments, including providers of mass transit services, such as, metro train and road transport services, indicating the need for PPIs catering to the requirements of this segment to enhance commuter convenience.

RBI said that the move to allow MTS to issue their own cards was to encourage electronic payments. “In the process of moving from cash based payments to electronic payments, the migration of micro and small value cash payments can play a significant role in achieving the vision of less-cash society. One such area where a large number of small value cash payments take place relates to mass transit systems,” RBI said issuing the new norms.

The RBI said that pre-paid payment instruments (PPI) by MTS operators will be a new category of semi-closed PPI which will have to be authorised under Payment and Settlement Systems Act, 2007. As of now only few banks like State Bank of India (SBI) and ICICI Bank which has issued contactless card in tie-up with MTS operators.
