The medical department of Southern Railway is organizing a special Camp for pensioners to enable them register for UMID (Uniqe Medical Identity Card ) Smart Medical Cards.  The camp will be held from 8th April to 13th May 2022 at the New Radiology Block of Southern Railway Headquarters Hospital (Old Railway Hospital) at Perambur, Chennai.   

All the Pensioners who have not yet registered and initiated application o­n UMID portal are requested to attend the special camp for registration of their UMID application for generation of UMID Card.

Pensioners who are able to register o­n their own or with the help of others may register from their respective home place by visiting the website of UMID portal i.e. https://umid.digitalir.in/ 

As a ready reckoner, the following is the check list for mandatory fields and documents to be scanned in JPEG/JPG/PNG format for advanced preparedness to initiate UMID card application in a full-fledged manner.

Southern Railway to run Aggregated Parcel Van Special Trains
In the wake of Covid-19,Southern Railway offers its unhindered services for nationwide transportation of essential commodities like foodgrains, coal for powerhouses etc through wagons.
Now with special reference to movemenrt of medicines, medical equipments, masks etc railway parcel vans are available for the only mass quick transportation across the nation for the needy customers including State governments.
To start with, such aggregated parcel vans trains are ready to be run :
1.Coimbatore-Patel Nagar (Delhi region) - Coimbatore.
2. Coimbatore - Rajkot- Coimbatore.
3. Coimbatore - Jaipur- Coimbatore.
4. Salem - Batinda .
Interested parties may approach the Railway Parcel Offices for registration.
The services will be run as per extant rules and on payment of parcel/freight charges.
It may please be noted a minimum of 15 parcel vans needs to be aggregated in groups /individualy to run the said services (each VP capacity is 23 tonnes).

First Aid Emergency Care and Medical Facilities By Indian Railways

First Aid emergency care & medical facilities by Indian Railways available at all Railway Stations and in all passenger carrying trains 
All the front-line staff deployed in trains and at stations viz. Ticket Checking Staff, Train Superintendents, Guards, Station Masters etc. are properly trained in rendering First-Aid 
Ministry of Railways is providing the First Aid emergency care & medical facilities at all Railway Stations and in all passenger carrying trains for which Medical Boxes containing wide range of medicines, dressing materials, consumables, oxygen cylinder and delivery kit. The above mentioned items are available with the Train Superintendent/Guard and Station Master/Station Superintendents as recommended by the expert doctors of All India Institute of Medical Sciences (AIIMS), New Delhi.
Any passenger falling sick or getting injured during the course of train journey may contact the railway staff available on-board or at stations for making arrangements for providing First-Aid.  All the front-line staff deployed in trains and at stations viz. Ticket Checking Staff, Train Superintendents, Guards, Station Masters etc. are properly trained in rendering First-Aid. In case of severe medical emergency while travelling, the service of doctors travelling as passengers is also utilized. Such doctors are given concession in the fare and their identity is separately shown in the reservation charts available with the TTE and also displayed in the coach.  Availability of either a railway doctor or private practitioner for providing medical aid is arranged en-route at next station. Station Masters maintain a list of railway/government/private hospitals/clinics and ambulance services in the vicinity of the respective station along-with their address, facilities available and contact details.

INLCUSION OF PARENTS/RAILWAY SERVANT IN SPECIAL PASS ISSUED FOR TRAVEL OF CHILDREN OF RAILWAY EMPLOYEES SUFFERING FROM SERIOUS AILMENTS
To obviate  the hardship  faced by Railway Servants while travelling with their  minor children with serious ailments,  Shri  Piyush Goyal,  Hon’ble Minister of Railways  has  taken a very positive step by taking a decision to relax the existing  Railway Servants (Pass ) Rules  to allow the Railway  servants and parent of minor children  suffering from serious ailments to also travel with the child in cases where they are referred to outstation  hospitals for medical treatment.
As per the existing provisions contained in Special Passes of  the Pass Rules, o­n the recommendation of a  Medical officer o­ne attendant may be allowed  if the patient is bed ridden and is unable to sit up. Such passes where an attendant has been allowed should, therefore, be restricted to the patient and the attendants o­nly.
The Hon’ble Railway Minister taking cognizance of the fact that a child feels secure in the presence of a parent especially when he or she is unwell and that a attendant would also be required to assist, has given his approval to amend the Provisions contained in Schedule VII (Special Passes) of Railway Servants (Pass) Rules, 1986 which will come as a relief to many Railway servants who have ailing children and has to  take them to outstation treatment.

Ambala: Ambala railway division ' s first woman locomotive driver, Rajni Devi, died in the city ' s civil hospital after delivering a baby on Tuesday, with her husband alleging lack of proper arrangements while transferring her from the maternity to the emergency ward.

However, Dr Vinod Gupta, the civil surgeon, said he had enquired and that no negligence on the part of doctors or nurses had been found.

Shiv Shakti said about the alleged lack of facilities in treating Rajni after her condition turned critical: " I myself had to carry the oxygen cylinder while shifting her to the emergency ward. " PTI

New Delhi: Indian Railways plans are afoot to open Jan Aushadhi stores at around 1,000 major railway stations across India as part of drive to make quality medicines available at low cost to the public, government said today. Plans are also on to open such outlets at bus stands in different states with an aim to take the network to small towns and villages.

Chemicals and Fertilisers Minister Ananth Kumar said efforts are being made to ensure prescription of generic medicines by doctors for the benefit of patients.

“I am going to speak to Railways Minister Suresh Prahbu in the coming days to open Jan Aushadhi stores (JAS) in 1,000 main railway stations in the country,” Kumar told reporters here.

He further said that in order to make affordable medicines to poor people in smaller towns and villages, his ministry is looking at setting up JAS at bus stops.

“I am going to write to the state chief ministers and later speak to them to open JAS wherever there is a bus stand,” the minister added.

He said under the BJP-led government, the number of JAS has been increased to over 1,320 from 88 set up during the previous UPA regime.

“By the end of this year, we will have at least 3,000 JAS across India. The turnover of JAS will also touch Rs 60 crore, up from Rs 3 crore,” Kumar said.

In order to ensure that good quality medicines are available at JAS, the minister said only those companies which comply with WHO certified good manufacturing practices will be eligible for supplies.

“Out of 10,000 pharmaceutical companies in India, only 1,400 are WHO GMP certified and only they will be able to participate in tender process,” Kumar added.

The government is also encouraging the youth to participate in opening of JAS, he said, adding that already 30,000 applications have been received which are under process for approval.

“The aim is to take JAS to every block level of the country,” he said.

Besides expanding the JAS network, the minister said, the government has also expanded the basket of medicines available in the stores.

“Today 23 therapeutic areas are covered with 500 medicines and 150 health supplements in JAS,” Kumar said, adding that the focus is on drugs for major diseases such as heart ailments, diabetes, respiratory problems, HIV and blood pressure.

When asked about making prescription of generic medicines by doctors mandatory, he said the Medical Council of India has already issued a circular to doctors.

While the health ministry has also asked central government hospitals to make prescription of generic drugs mandatory. All the state governments have also been sent advisories regarding the same, he added.

On whether the government is bringing a legal framework for compulsory prescription of generic medicines, Kumar said at present the Drugs & Cosmetics Act prevents pharmacies to give equivalent of generic medicine and whatever is prescribe has to be given.

“A substitute cannot be given therefore we are going to bring in amendments in the Drugs & Cosmetics Act,” he said.

The minister said however that the government has no intention of banning branded drugs in the country saying there is also a need to encourage drug development and make business of pharmaceutical firms viable.

“Otherwise, we will become what we have in bulk drugs where we are a net importer, that too from only one source (China),” Kumar said.

‘CASHLESS TREATMENT SCHEME IN EMERGENCY’ (CTSE) FOR RETIRED EMPLOYEES

Ministry of Railways have launched a scheme known as ‘CASHLESS TREATMENT SCHEME IN EMERGENCY’ (CTSE) at Empanelled Private Hospitals for its retired employees and their dependents who are already members of RELHS. Initially, a pilot has been planned for the four metropolitan agglomeration viz., Delhi/NCR Urban Agglomerate, Mumbai U.A.Kolkata U.A. and Chennai U.A. RELHS Members whose medical card is registered with any of the railway health unit/hospital located in any of the above mentioned four metropolitan agglomeration can become member of this pilot scheme by completing the formalities. The CTSE card members will be eligible to take emergency medical treatment in any Railway empanelled hospitals located anywhere in the country. Extension of CTSE scheme to areas beyond these four agglomerations will be considered later as per results of this pilot scheme.
The CTSE is a Aadhar Card based Scheme. The RELHS members, having Aadhar Card, can opt to become member of CTSE scheme also and for this purpose certain membership fee is also to be paid.Those who desire to become member of CTSE, but are not RELHS member yet, have the option of becoming the member of RELHS as well as CTSE by paying membership fee now. The benefits under RELHS will continue to be available to RELHS members irrespective of whether someone opts to take membership of CTSE or not.
Full details of the scheme and the application form is available at:www.railmedical.utiitsl.com. Two distinct application processes have been designed for becoming member of CTSE scheme. Those who are IT savvy can use the o­nline application process and for them there will be no need to visit Railway office. Those who are not comfortable with o­nline process but whose RELHS card is already registered with any Railway Health Unit/Hospital located anywhere in these four areas, are requested to approach the Sr.DPO, of the division where the RELHS card is already registered. Where they would like their RELHS card to be registered. Those who are not RELHS members at present, but want to become members of CTSE scheme, are requested to first approach the relevant Sr.DPO of the Division/Zonal Office/PU from where they had retired and apply to become members of RELHS first and they will then have to register the same with a Railway Health Unit where CTSE scheme is applicable at that time. Presently they will be able to apply for CTSE scheme with respective Sr.DPO, located in these four areas o­nly after registering RELHS card in any of these four areas.
Beneficiaries will be able to apply o­nline as well as offline w.e.f. 01/03/2017 and cards delivery at their address is likely to start by 31/03/2017. They will also be able to see o­n line a list of empanelled hospital, where medical services can be availed under CTSE scheme.

The CR wants hospitals to come forward and operate the EMRs in such a way that they become on-station clinics, where railway passengers can go for consultancy after paying a fee.

While both Western and Central Railways have embarked on the process of setting up Emergency Medical Rooms (EMRs) at railway stations, as mandated by the Bombay High Court, the model chosen by the two has been different.

While the CR wants hospitals to come forward and operate the EMRs in such a way that they become on-station clinics, where railway passengers can go for consultancy after paying a fee, the WR is clear that the firms running the EMRs will only be used to treat train accident victims.

One of CR's tender specifications for the EMRs is that "while medical practitioners are available and not attending to the injured passengers, they could extend consultancy to bonafide train commuters for a fee, if they wish to consult them while waiting at the station". This, officials said, will make these rooms like clinics for the hospitals and give them a chance to increase their outpatient clientele.

"Since the equipment at the EMRs will include automatic ECG machines, blood pressure instruments and the like, commuters can get themselves checked for a fee while waiting for a train," said a CR official. CR officials are confident that the model can be successful and they expect several hospitals to come forward to run such clinics at more stations.
WR's tender is, however, a terse one, saying that those running the EMRs will use them to "provide emergency medical care to people injured due to untoward incidents on railway premises, like falling off/getting hit by trains".

"For the moment, it seems as if the WR is taking a risk. Chances of the EMRs remaining idle for long is high because the number of passengers injured at the station where the EMR is situated is likely to be a small one. Moreover, WR's model of EMRs will see it pay a fixed charge per doctor, nurse and attendant. CR's model is one where the hospital running the EMR pays to use the space while railways provides it electricity. The hospital can earn revenue by treating railway passengers for non-train-related ailments," said a railway official.

The EMR issue

In November 2014, the Bombay High Court ordered that both the railways set up EMRs to give railway accident victims quick treatment before they are taken to a nearby hospital. While the CR will have their EMRs at 12 stations, the WR will have it at 10 locations. The stations on CR are Thane, Mulund, Dadar, Panvel, Vashi, Dombivli, Kalyan, Diva, Ghatkopar, Kurla, Karjat and Wadala. The WR will have EMRs at Mumbai Central, Bandra, Goregaon, Churchgate, Borivli, Virar, Andheri, Kandivli, Vasai and Palghar

Mumbai Railway stations to get First Aid Clinics

Mumbai: In an attempt to provide immediate medical service to victims of train accidents, railway authority has decided to start first-aid clinics on Public Private Partnership (PPP) across major suburban stations in Mumbai and Thane.

Every year, more than 3,000 commuters lose their lives across the three suburban train lines in accidents during their travel. Out of the 3,000, half of the victims die due to inefficient and delayed medical treatment provided to them following the accident.

These first-aid clinics will provide free of cost medical service and treatment across stations like Borivali, Kandivali, Malad, Goregaon, Andheri, Vile Parle, Santacruz, Bandra, Dadar, Mumbai Central, Kurla, Ghatkopar, Mulund, Thane, Kalyan, Kopar, Diva, Karjat and Kasara.

A fully-equipped ambulance will also be a part of the first-aid clinics on these stations that will take the injured to the nearest hospital.

The railway board is currently working on the finance aspect of the PPP-model.

MUMBAI: The Railways on Thursday told the Bombay high court that it will set up Emergency Medical Rooms at 24 railway stations on the suburban route.

These stations on the Central, Western and Harbour line have witnessed over 100 rail/track accidents in 2014 and include stations at Churchgate, Mumbai Central, Bandra, Andheri, Goregaon, Malad, Kandivali, Borivali, Vasai Road, Virar, Palghar, CST, Dadar, Kurla, Ghatkopar, Mulund, Thane, Kopar, Kalyan, Vadala Road, Vashi, Panvel and Karjat. The railways have however urged the court to exempt it from setting up EMRs at CST as the St George hospital is nearby and at Kopar, because of its inaccessibility. 

A division bench of Justice Abhay Oka and Justice Anil Menon said that eventually the Raikways should set up EMRs at every station. 

The court was hearing a petition filed by activist Samir Zaveri seeking directions to the Railways to ensure prompt medical aid to commuters who met with accidents at stations and on the tracks.

Why mishap victims don’t get medical care at suburban stations? HC asks Railways

Mumbai: Calling the Railways “insensitive”, the Bombay High Court came down heavily on it for not opening emergency medical care (EMC) centres at suburban railway stations for providing immediate medical attention to victims of any mishap, despite court orders.

The division bench of Justices Abhay Oka and A S Gadkari was irked with the Railways’ response, which stated that setting up EMCs was not feasible, despite the HC’s specific order in February 2011.

“Not only you have taken a stand contrary to earlier orders, but you have shown complete lack of sensitivity,” the court observed.

Advocate Suresh Kumar, appearing for the Railways, submitted that now an ambulance with a doctor was being stationed outside every suburban railway station, which would facilitate transfer of a mishap victim to the nearest hospital immediately.

The court then sought to know the rationale of the ‘facility’ during rush hours, and asked if an ambulance would be able to move speedily in peak traffic. “Ask your officers to check how much time a vehicle will take to reach Rajawadi Hospital from Ghatkopar station or from Thane railway station to the Civil Hospital during that time,” it told Kumar.

He also affirmed that the Railways wants its statement saying it doesn’t want to set up EMCs to be recorded in the order. The case was adjouned for a week by the court, giving the Railways a last chance to decide if they, on their own, were willing to set up EMCs.

The bench, which was hearing a PIL by activist Sameer Zaveri on suburban railway passengers’ safety, made it clear that it would pass an order directing Railways to set up EMCs in a time-bound manner if the latter did not come up with a proposal at the next hearing.

The PIL filed in 2008 had prompted the HC to direct the Railways in 2009 to raise the height of platforms to reduce the gap between the train footboard and platforms, and provide ambulances outside every suburban station to ensure accident victims are taken to hospitals within the ‘golden hour’.

Later, the Railways came up with a proposal to make Dadar station a model for providing emergency medical services to accident victims. However, it later took a stand that the medical centre remained almost unutilised, which made it unfeasible to set up EMCs at other stations.
