Subway No.40 situated between Andheri and Jogeshwari will remain closed for road traffic from 00:00 hrs during 2nd & 3rd February, 2018 to 08:00 hrs of 6thFebruary, 2018 for 4 days approx. for re-girdering work on Up & Down through lines (Fast Line). During Re-girdering, machineries and equipment will be placed in the subway. Hence, the subway will be occupied by these equipments during the re-girdering work. The subway will thus be closed for vehicular road traffic. Inconvenience caused is deeply regretted by Western Railway.

The south side staircase of North Foot Over Bridge (FOB) at platform no. 1 of Mira Road station, will remain closed from 23rd July to 21st September,2017, due to repairing and strengthening work. During this period, passengers may use staircase towards north side of this foot over bridge. Inconvenience caused to passengers due to this work is regretted.

Minister of Railways Inaugurates various Passenger Amenities in various Mumbai Suburban Railway Stations

Minister of Railways, Shri Suresh Prabhakar Prabhu inaugurated various Passenger Amenities in various Mumbai Suburban Railway Stations. Chairman Railway Board, Shri AK Mital, other Railway Board Members, and senior officials from Railway Board were also present on the occasion.

Speaking on the occasion, Minister of Railways Shri Suresh Prabhu said that the inauguration of passenger amenities at various station of Mumbai is an important event. Mumbai is the commercial capital of India. Around 80 lakhs passenger travel in the Mumbai Suburban Railways, Railways is trying its best to provide better passenger amenities. Lift, escalators, Foot over bridges are to be provided at small stations too. Railways need cooperation of the travellers in maintaining its property. Railways is working with State Government to form Joint Venture so that other Rail Development projects are initiated soon.

Salient Features of the Passenger Amenities:

Indian Railways is always on the forefront to guarantee cent percent satisfaction to its esteemed customers. Under the able leadership of Shri Suresh Prabhu, Hon'ble Minister of Railways, Indian Railway is leaving no stone unturned to achieve this promise. Provision of passenger amenities is one of the important objectives of Indian Railways both in terms of business ethics as well as social obligation. Fulfilling the long standing demand of the commuters Shri Prabhu will be inaugurating various passenger amenities as under through video conferencing from Rail Bhavan, New Delhi on 16th May 2017.

Elevated Deck at Borivali Station:

Borivali is one of the important stations on Indian Railways. On the suburban front, there are local trains originating, as well as terminating at Borivali station. All suburban trains going beyond Borivali, too have a halt at Borivali station. Mail, Express, as well as Passenger trains, halt at Borivali station. Looking at the voluminous traffic and for easier passenger movement, it was proposed to construct an elevated deck at Borivali. The work of this elevated deck situated on Platform No.1 has been completed. The elevated deck is 10.5m wide and 300m long connecting all 5 FOBs as well as the skywalk. A Booking office too has been constructed on the south end of the deck. An elevator has been installed on Platform No.1, which connects to the deck. This will hugely help Senior Citizens and Divyang passengers.

New FOBs at Dadar, Matunga Road & Bhayandar stations:

Escalators at Dadar, Bhayandar, Vasai Road & Nallasopara stations:

As part of trespass control measures at suburban stations of Mumbai, new FOBs have been built at Dadar, Matunga Road and Bhayandar stations and Escalators have also been installed at Dadar, Bhayandar, Vasai Road and Nalasopara stations.

The FOB at Dadar station is 6m wide and 200m long and situated near Tilak Road Bridge at north end of Dadar station. This FOB connects Tilak Bridge, PF No.1, 2 & 3 of Indian Railways and PF No.3 to 8 (Dadar Terminus) of Central Railway. Two escalators are installed at PF No.1 of Dadar station.

The new FOB at Matunga Road station is 17m long and 6m wide. It connects PF No 1/2 to west side exit and north FOB. It also connects to south FOB through skywalk passage. Cost of construction of this FOB is Rs 2.99 crore. A new 6m wide FOB has been constructed at the north end of Bhayandar station. This FOB connects East to West and all the platforms. Two escalators have also been installed at Bhayandar station on PF No. 5 & 6. The overall cost of works at Bhayandar station is Rs.11 crore. New escalators have been provided at the south end of PF No.2A of Vasai Road station and on the north end of PF No.2/3 at Nallasopara station. The escalators will prove to be a great boon to Sr. Citizens.

Booking offices at Kandivali & Vasai Road station:

A new Booking office is opened at the north end of PF No.1 at Kandivali station. At Vasai Road station a Booking office is opened on the elevated deck for the benefit of commuters, so as to reduce the waiting time of purchasing tickets.

Toilet Blocks at Goregaon and Kandivali stations:

The nationwide 'Swachh Bharat Mission' has proved to a success story, with the Railways initiating a major role. As a part of this mission, new toilet blocks have been provided at Goregaon and Kandivali stations. The public toilet at Goregaon station has been constructed at a cost of Rs.30 lakh, on the elevated deck of Goregaon harbour station.

Passenger Reservation Centre at Nallasopara station:

Nallasopara has witnessed a huge growth in its population, especially of migrants. Keeping in mind the convenience of the people to book tickets for long distance trains, a Passenger Reservation Centre has been opened at Nallasopara station. This PRS will benefit passengers, as now booking of tickets will be available at a more convenient location.

Andheri Skywalk connecting North FOB of Railway Station to Metro station:

To facilitate interchange as well as direct and short connectivity to Metro and Railway suburban passengers, the Metro station at Andheri station has been connected to North FOB at Andheri railway station. The total length of the skywalk is 80m having a width of 6.6m. Total plan area of the skywalk is 528 sqm. Cost of constructing the skywalk is Rs.7 crore.

MMRDA invites e-Tenders to Construct 16 Stations on Andheri (E) to Dahisar (E) Metro-7 Corridor

Mumbai: The Mumbai Metropolitan Region Development Authority (MMRDA) has invited e-tenders for designing and constructing an elevated viaduct and 16 stations on the Andheri (East) to Dahisar (East) Metro-7 corridor in three separate packages. The three winning bidders will design and construct the entire corridor and 16 stations in 30 months.

The First Package consists of designing and constructing of an elevated viaduct and five elevated stations – namely – Andheri (E), Shankarwadi, JVLR Junction, Mahanand and new Ashok Nagar.

The Second Package consists of designing and constructing of an elevated viaduct and six elevated stations – namely – Aarey, Dindoshi, Pathan Wadi, Pushpa Park, Bandongri and Mahindra & Mahindra.

And the Third Package consists of designing and constructing of an elevated viaduct and five elevated stations – namely – Magathane, Devipada, National Park, Ovaripada and Dahisar (E).

The tender documents will be available at https://etendermmrda.maharashtra.gov.in from December 21, 2015 to January 21, 2016 up to 6 pm on payment of non-refundable Tender Processing Fee of rupees one lakh (which is inclusive of 5% MVAT).

While the pre-bid meeting will be held on January 7, 2016 at 11 am; the last date for submission of tender documents is February 1, 2016 up to 6 pm. The Metro-2 and Metro-7 projects were launched by Prime Minister Narendra Modi during his visit to the Mumbai last October. Running 16.5km long new line from Dahisar (East) to Andheri (East) will cost Rs.8100 Crore. Two new Metro lines that will be linked to the Versova-Andheri-Ghatkopar line and to a proposed integrated BEST bus service were approved by the state cabinet on Tuesday, with a March 2019 deadline.

Running 35.1-km long, the new lines — from Dahisar to DN Nagar (18.6km) and Dahisar East to Andheri East (16.5km) — will cost the state Rs.12,618 crore and are part of the recently revised master plan to have a 118-km-long Metro network across Mumbai.

The two lines will run parallel to the Western Express Highway between Dahisar and Andheri, and are aimed at providing greater connectivity to the western suburbs.

Unlike Mumbai’s first metro line that was built on the public-private-partnership model, these two lines will be built by the state’s Mumbai Metropolitan Region Development Authority (MMRDA) through loans (cash-contract basis).

The 18.6-km long Dahisar East-DN Nagar line is part of the Dahisar-Charkop-Bandra-Mankhurd corridor (Metro-2) and will cost an estimated Rs.6,410 crore. It will have 17 stations, with a car depot at Malwani.

The second line, from Dahisar East to Andheri East is 16.5-km long and will cost an estimated Rs.6,208 crore. This is an entirely elevated line, with 16 stations and is part of the Metro-7 corridor. The car depot will be at Dahisar, on Central government land.

The MMRDA will contribute Rs.4,212 crore; another Rs.5,049 crore will be raised through loans from national and international financial institutions. The remaining funding is expected to come through equity by state and Central governments. Sources said the Asian Development Bank is likely to be the funding agency for both projects. The state government has decided to kick-start the actual work in the next few months, before the bidding process to select contractors starts.

In the proposal cleared by the cabinet, the proposed fare for both phases is Rs.10 for up to 3km, Rs.20 for up to 12km and Rs.30 as the maximum fare.

The projects have been tagged an Important Urban Transport Project, and the MMRDA has been nominated as the special planning authority. The government has also proposed to levy a premium on additional FSI on land within 500 meters on both the sides of the corridor. The revenue generated from this premium will be shared between the state and MMRDA.

The project has also decided on getting revenue from advertisement and parking at the car depot.

Unesco Submits the First Report on Urban Design Strategy of Bandra Station

The Move to Give a Boost to Preservation of Rich Heritage of Mumbai.

Indian Railways has initiated a comprehensive proposal in collaboration with The United Nations Educational, Scientific and Cultural Organization (UNESCO) to revamp Mumbai’s Bandra Sub-Urban Station with a view to not only transform this station into an efficient transportation hub but also to reinforce its status as a heritage landmark. This would be in line with Bandra precinct’s highly cultural and cosmopolitan character.

Under an agreement between Indian Railways and UNESCO, a comprehensive management plan is being prepared for Bandra Station which is hailed as “queen of suburbs” of Mumbai. A century old railway station, Bandra is home to some of the oldest religious shrines, Portuguese Fort, film studios, East Indian Christian Settlements, Anglo-Indian bakeries and art galleries. This station epitomizes and exemplifies the heritage and has been recognized as a Grade-I heritage property with an excellent blend of Victorian Gothic and the Vernacular style of architecture.

UNESCO has now submitted their first report focusing on Urban Design strategy with an Action Plan for improvements in circulating area of Bandra sub-urban Railway Station to Minister for Railways Shri Suresh Prabhakar Prabhu. This report proposes to develop a high quality and culturally relevant public realm, a diverse and vibrant space as well as a community asset. Priority will be given to the pedestrians and universal access while creating an attractive and comfortable environment. The main features of the UNESCO’s recommendations include realigning approaches and relieving congestion, streamlining the movement at entry/exit of station for effective access and transfer and public realm enhancements to reinforce civic significance. The report also contains a series of steps to improve disabled-accessibility.

The second and the final report by UNESCO for Bandra station focusing on conservation and management plan of the station building is expected next month. Western Railway (Headquarters Mumbai) has already chalked out the implementation plan. The implementation of these reports will completely transform the experience of passengers and other visitors to this unique station and give a boost to preservation of rich heritage of Mumbai.

Minister of Railways Shri Suresh Prabhu has been taking keen interest in the effort to redevelop Bandra Station to provide enhanced facilities to customers while reinforcing the grandeur and magnificence of this landmark station building. Acknowledging the enthusiasm of the Railways, UNESCO took merely 3 months to come out with the report since an agreement to prepare the reports was signed between Shri Manu Goel, Executive Director, Railway Board and Mr. Shigeru Aoyagi, Director, UNESCO, New Delhi on 26th June, 2015. Indian Railways is also the proud custodian of four world heritage sites – Mumbai Chhatrapati Shivaji Terminal (formerly Victoria Terminus), Darjeeling Himalayan Railway, Nilgiri Mountain Railway and Kalka Shimla Railway.

The Bombay High Court asked the Central and Western Railway authorities to adopt crowd management techniques to ensure a smooth ride for suburban railway passengers, including elderly commuters.

“Consider introducing an ‘all standing’ boggie in suburban trains to accommodate the crowd… at least do it on a pilot project to check the results,” a bench of Justice Naresh Patil and Justice S B Shukhre said.

The court had taken suo moto cognisance of a letter written by a senior citizen, A B Thakkar, in 2009 and converted it into a PIL.

Thakkar contended that entering a jam-packed train during peak hours was a nightmarish experience for the elderly.

The bench also suggested the railways consider having double decker suburban trains to help crowd management during peak hours.

The Judges further asked the state government to consider appointing a private agency to carry out a survey to analyse the movement of passengers during peak and non-peak hours to come up with ways to improve crowd management.

The railways informed the court that around 38,000 senior citizens travel daily on suburban trains. The railways have, after court orders, reserved 14 seats in a compartment for the elderly.

Justice Patil also suggested to the railways to consider having space for senior citizens in ladies special trains as it is difficult for senior citizens to board the train otherwise.

The bench, however, going back on the issue of overcrowding, asked “during peak hours, can a senior citizen enter the compartment? If not, then how can he or she even be able to reach to his/her seat?”

The court gave the railways time till November 18 to respond to the suggestions made by the bench today.

Mumbai: The motorman’s cabin of Western Railway local trains will soon have mobile phone jammers, if the administration accepts suggestions by a four member probe committee, that had been inquiring into the Churchgate train mishap that took place on the morning of June 28. A probe committee also recommended installing track magnets to slow down speed of trains at terminating stations.

A Bhayandar-Churchgate fast local train had failed to stop in time and crashed into the buffer at Churchgate. Two coaches climbed onto the platform due to the impact, and five people were injured in the incident.

The committee inquired into all aspects of the accident, and has held the motorman, Laxmi Shankar Tiwari, guilty. His explanation was that he had suffered a black-out due to fluctuation in sugar levels as the train entered Churchgate, and could not recollect what happened thereafter.

In his initial statement, Tiwari also said he applied the brakes but due to some technical problem the train did not stop at the desired point but continued ahead. Tiwari is an old hand with more than 25 years of experience as a locomotive driver, and has been a motorman since 2006. It was had subsequently reported that the railways had been investigating into why exactly the motorman had deleted all his call records from his phone. While the authorities said that Tiwari’s railway phone did not reveal any records, sources said that he was probably preoccupied with his personal phone while braking.

In view of this, the committee has recommended mobile jammers in driving cabs, and that a mobile phone monitoring system should be put in place.

In fact, the railways had issued an eight-point guideline to monitor mobile phones of motormen, which is not being followed on suburban trains. The guidelines included giving declarations of the railway and personal mobile phones while signing on for duty so that they could be put on tracking mode, keeping all mobiles switched off while driving trains, mobiles to be used only under emergency, walkie-talkies to be used to contact suburban train staff if need be, and that those inspecting driving cabs must keep their mobile phones on silent mode.

The probe committee has also recommended severe action against two individuals — a motorman and a loco inspector — who entered the motorman’s cabin immediately after the Churchgate accident and tampered with the equipment.

GPS-based passenger information system in suburban trains -Southern Railway

CHENNAI: Southern Railway is gradually introducing GPS-based passenger information system in suburban trains. In May, the facility was introduced in one suburban train which is run on Moore Market Complex-Tiruvallur route.

This helps commuters find out which station is approaching when they are inside a crowded train.

It comprises a digital board where station names will run as a scroll accompanied by an announcement. With this, the number of EMUs and MEMUs with this facility has gone up to 40 in the zone, said a press release.

Meanwhile, in a bid to meet demand for more seats, the zone operated 302 passenger special trains, 388 unreserved special trains, added 60 coaches permanently and added 1,593 coaches temporarily.

A drive is on to improve cleanliness of stations. Medical department of railways lifted samples of food sold at stall installed in platforms.

Western Railway to woo youth to new Ticketing App

Mumbai: In a move to reduce the long ticketing queues at suburban railway stations, Western Railway is planning to reach out to college students to popularize its new paperless mobile ticketing app— UTS, among youth.

It has also come out with a Quick Response (QR) Code through which the application can be easily downloaded on smartphones. The QR Code will be published in WR advertisements. Commuters can now scan the code and download the app, which is also available on the play store.

The Unreserved Ticketing System (UTS) on mobile app was launched by railway minister Suresh Prabhu on July 8 as part of the Digital India initiative. Around 22,000 users have downloaded the app.

Western Railway commuter traffic grows the fastest in Nalasopara

Mumbai: The city’s suburban network is the busiest in the world, carrying 7.5 million (or 75 lakh) commuters daily, or close to half the population of Greater Mumbai. It also tells a larger story of a city in transition – where it’s expanding, where homes and offices are coming up.

Commuter traffic data procured by from Western Railway for the last five years reveal that the local train station at Nalasopara, a satellite township of Mumbai (between Vasai and Virar), has witnessed the fastest growth in originating traffic: 30%. A little over 2 lakh tickets have been sold per day (on an average) at Nalasopora station this year compared to 1.55 lakh in 2011.

In striking contrast, Churchgate traffic has fallen by almost 9.5% during the same five-year period. A Western Railway official said, “This is because offices have now shifted to Lower Parel, Elphinstone Road and Andheri.”

Western Railway runs suburban services right till Dahanu but mostly up to Virar, from the originating stations of Churchgate, Dadar or Andheri.

Virar has seen a 21% jump in passengers during this period – from 1.5 lakh to 1.8 lakh passengers per day – due to real estate that’s cheaper than in Mira Road and Bhayander. Vasai, on the other hand, has grown by a more modest 5%, to 1.3 lakh.

Nalasopara is a most crowded locality in the Vasai-Virar region with 38% of its total population, according to the 2011 census. It shows Nalasopara’s population grew to 4.6 lakh in 2011 from 2.3 lakh in 2001, and that of Virar to 3.9 lakh from 1.9 lakh during the same period.

Nalasopara MLA Kshitij Thakur said affordable housing and communal harmony had drawn the migrant population to his constituency. “The population of migrants shifting to Vasai-Virar has doubled every decade. In the past decade, the percentage jumped by 235%,” said Thakur. “People come here as migrants and make it their home.”

Pankaj Kapoor, managing director, Liases Foras, a real estate research firm, said: “A lot of low-income families are shifting to Nalasopara and Virar because they are relatively cheaper. But real estate prices are rising in these places too – up from Rs 3,000 per square foot two years ago to Rs 5,000.” Also, a lot of daily wage earners, including taxi and auto drivers, have made Nalasopara their base, he said.

Suresh Lalgi, a realty broker, pointed to rising demand for rented apartments in Nalasopara. “Multiple families share rented apartments. A lot of them work at construction sites in Mira Road and live in Nalasopara.”

Borivli, with 2.9 lakh passengers, has the most originating passengers along WR followed by Andheri at 2.6 lakh—though both have seen a drop compared with the start of the decade.

Chennai Suburban Rail Stations to get more Facilities

Chennai (MAS): A slew of small additions and changes to suburban stations in Chennai and on its outskirts, was announced by the Divisional Railway Manager (DRM), Anupam Sharma recently. The projects have been targetted for completion in the current financial year to bring relief to lakhs of daily commuters.

Two major issues that have been highlighted by passenger associations are provision of platform shelters and lengthening of platforms to accomodate 12 car EMUs as opposed to the current nine car. Railway officials said that shelters would be provided at Tambaram, Pallavaram, St Thomas Mount, Guduvancherry and Vandalur stations in the coming year. Platforms on five stations between Korattur, Pattabiram and seven stations between Egattur and Puliyamangalam on Chennai-Arakkonam section will be extended. “We have been demanding 12 car EMUs instead of nine car as the number of commuters has increased. For that, the platforms need to be extended, the ADRM told us,” said S Mohanram, a rail passenger association member. Apart from this, the sectional speed on this route will be increased from 70 kmph toto 100kmph, Sharma said.

Annanur railway station near Avadi, will get a new Foot-Over-Bridge (FOB), and elevated booking offices are planned at Mambalam, Kodambakkam and Guindy stations. As for North Chennai, a vehicular pedestrian subway in lieu of a level crossing between Korukkpet and Washermanpet will be completed in this year.

Sharma listed a few amenities that were provided in other stations in the North Chennai suburbs in the previous year, like retiring and first class waiting halls at Sullurpeta, and a new booking office in Kathivakkam and Wimco Nagar.

Railways identify water-logging locations on Central Railway, Western Railway

Railway tracks have been lifted in low-lying areas such as Churchgate Yard, Dahisar-Mira Road, Bhayander Yard and Nalasopara-Virar to prevent flooding.

Central and Western Railway authorities have identified vulnerable water logging locations for the upcoming monsoon and preparations to work on them have begun accordingly.

"Central Railway has identified 17 locations that are prone to water logging during heavy rains. At least 23 pumps will be provided in these areas before the onset of monsoon. The locations identified on main line are Masjid, Mazgaon Yard, Byculla, Curry Road, Sion, Kurla, Vikhroli, Ghatkopar, Nanipada, Thane, Dombivli. On the harbour line, they are Sewri, Wadala, Chunabhatti and Koparkhairane," said an official

Western Railway has identified Marine Lines, Charni Road-Grant Road, Mumbai Central, Elphinstone Road, Dadar, Mahim, Bandra-Khar, Andheri-Jogeshwari and Nalasopara-Virar as flood-prone sections.

Why mishap victims don’t get medical care at suburban stations? HC asks Railways

Mumbai: Calling the Railways “insensitive”, the Bombay High Court came down heavily on it for not opening emergency medical care (EMC) centres at suburban railway stations for providing immediate medical attention to victims of any mishap, despite court orders.

The division bench of Justices Abhay Oka and A S Gadkari was irked with the Railways’ response, which stated that setting up EMCs was not feasible, despite the HC’s specific order in February 2011.

“Not only you have taken a stand contrary to earlier orders, but you have shown complete lack of sensitivity,” the court observed.

Advocate Suresh Kumar, appearing for the Railways, submitted that now an ambulance with a doctor was being stationed outside every suburban railway station, which would facilitate transfer of a mishap victim to the nearest hospital immediately.

The court then sought to know the rationale of the ‘facility’ during rush hours, and asked if an ambulance would be able to move speedily in peak traffic. “Ask your officers to check how much time a vehicle will take to reach Rajawadi Hospital from Ghatkopar station or from Thane railway station to the Civil Hospital during that time,” it told Kumar.

He also affirmed that the Railways wants its statement saying it doesn’t want to set up EMCs to be recorded in the order. The case was adjouned for a week by the court, giving the Railways a last chance to decide if they, on their own, were willing to set up EMCs.

The bench, which was hearing a PIL by activist Sameer Zaveri on suburban railway passengers’ safety, made it clear that it would pass an order directing Railways to set up EMCs in a time-bound manner if the latter did not come up with a proposal at the next hearing.

The PIL filed in 2008 had prompted the HC to direct the Railways in 2009 to raise the height of platforms to reduce the gap between the train footboard and platforms, and provide ambulances outside every suburban station to ensure accident victims are taken to hospitals within the ‘golden hour’.

Later, the Railways came up with a proposal to make Dadar station a model for providing emergency medical services to accident victims. However, it later took a stand that the medical centre remained almost unutilised, which made it unfeasible to set up EMCs at other stations.
