Introduction of Tablet PC’s & Trolley Bags for Guards as part of Transformation policy on Indian Railways
South Central Railway took another step forward in its journey of progressive transformation with the introduction of modern technology for the comfort of train guards who play a key role in train operations. Shri Vinod Kumar Yadav, General Manager, South Central Railway inaugurated and handed over the newly introduced tablet PC’s and modern trolley bags to Guards for the first time on South Central Railway today i.e., 8th November, 2018 at Secunderabad Railway Station. Shri N. Madhusudhana Rao, Principal Chief Operations Manager, SCR; Shri Amit Varadan, Divisional Railway Manager, Secunderabad Division and other railway officials were present on the occasion.
Shri Vinod Kumar Yadav handed over the Tablet PC & Trolley Bag to the working Guard of Train No.12285 Secunderabad-Hazart Nizamuddin Duronto Express today along with other five senior most Guards of Secunderabad Division. Speaking on the occasion, the General Manager stated that the introduction of Tablet PC and Trolley Bag will unburden the Guards and help them for smooth working. The informative material provided in the Tablet PCs which are loaded with Working Time Table, General and Service Rules, Accident Manual etc., are very user friendly and facilitate the staff from refereeing to big bundle of books carried every time. The Trolley bags will be easy to carry, less weight and also now Guards will save lot of time as they need to wait for their Line box to be delivered by Box boys.
On receiving the newly introduced kit Shri B. Umamaheshwar Rao, Mail/Express Guard expressed happiness on the contents of the kit which will be easy to carry in place of earlier cumbersome line boxes. The Tablet PCs containing informative material will be definitely useful for ready reference while working opined Shri H. Kamalakar Rao, Mail/Express Guard who received it before working by Secunderabad-Hazrat Nizamuddin Duronto Express today. Shri D. Ranga Rao, Guard stated that there will be drastical reduction in waiting time as such they need to wait for Line boxes to be brought by box boys earlier.
Guard is an important safety category staff of Railways who functions as in-charge of the Passenger and Freight carrying trains. He carries vital safety items and rule books along with him while on duty. Traditionally these safety items are be carried in a metallic box weighing about 27 Kgs. Due to heavy weight, these boxes are handled at all guard change points using Box Boys. This is a tedious activity and expensive as well since it requires deployment of Box Boys. In order to transform this aspect of train working, Secunderabad Division took a lead to develop Light weight easy to handle Trolley bags weighing 6.2 Kgs as a replacement of 27 Kgs heavy metallic line box without reducing any of the safety items.
Shri N. Madhusudhana Rao, Principal Chief Operations Manager, took the initiative in introduction of the new Kit as per the Railway Board’s Transformation policy for supplying of Tablet PC’s and superior quality trolley bags to eliminate line boxes of Guards.
A total of 236 Trolley bags have been procured in the first phase to supply for the first time on South Central Railway by Secunderabad Division. The trolley bag contains one Tablet PC-preloaded with PDF copy of working time table and rules book, one HS Lamp; 2 Red and 1 Green Flags; one Tail Lamp; one Tail Board with pouch; First-aid-Box in plastic pouch; 10 detonators in a tin box with a certificate; 2 pad locks; carriage keys; universal key for opening and closing Guard’s compartment of SLR; two plastic sticks are provided for flags and one plastic folder to keep 4 to 5 foils of rough journal, Guards Certificate and Complaint book. Each bag costs around 17,500/- inclusive of above material.

Minister of Railways Shri Suresh Prabhakar Prabhu inspected and flagged off the newly manufactured Guard Van of Goods (Freight) Train today, i.e. 05th October 2016 at Delhi Safdarjung Railway Station. The newly manufactured Guard Van of Goods Train (8 wheeled) has been equipped for the first time with Solar powered Light, Fan, Mobile Charging Point along with the facility of Zero discharge Bio Toilet. On this occasion, Member Rolling Stock, Railway Board Shri Hemant Kumar, Member Traffic, Railway Board Shri Mohammed Jamshed, Financial Commissioner Railways, Shri KV Nanda, were also present.
Speaking on the occasion Shri Suresh Prabhu has said that these facilities will improve the working conditions and functioning of the guards. He also said that powering Fans & Lights through Solar Panels will help in reducing the carbon footprint of Railways. He also said that Indian Railways will pursue to initiate more such initiatives. He further said that, Indian Railways has always kept in mind providing good working conditions to its workers and customers. He said that use of Solar energy is also an environment friendly measure and will help in energy saving. Shri Suresh Prabhu said that Indian Railways is also working to run fully solar powered trains.
Guards of freight trains have been working under difficult condition of absence of basic facilities of light & fan that too during heat of summers and darkness of night work. Indian Railways has now attempted to address this shortcoming by providing light and fan arrangement in brake-vans which so far have been a distant dream of the Guards.
The Guard vans (also called 8 wheeled Brake Vans Z- frame Improved BVZI) modified by IROAF with the assistance of Amritsar Workshop of Northern Railway are provided with a fan, a light and mobile charging facility which are supported by Solar Power generation at the rooftop. Thus the power now being available for Guard comfort is environment friendly, as it does not generate any emission / pollution. The Solar generation is supported with a battery bank to power the brake van facilities for more than 24 hours continuously even on a rainy day. Thus it is expected to provide uninterrupted comfort of basic facilities to the Guard.
The system provided has the GPRS support which enables monitoring of the functioning of this system so that necessary maintenance inputs can be made available as and when needed to achieve uninterrupted service.
In keeping with the country’s commitment to make India a ‘Swachh Bharat’, the Guard’s toilet has also been modified to a zero discharge bio toilet. This design of bio-toilet results in no discharge of night soil on the track thus providing a hygienic surroundings in an around the Railway premises.

WR examines installation of Jammers/Track Magnets in Crew Cabins to slow down train-speed at terminating stations
Mumbai: The motorman’s cabin of Western Railway local trains will soon have mobile phone jammers, if the administration accepts suggestions by a four member probe committee, that had been inquiring into the Churchgate train mishap that took place on the morning of June 28. A probe committee also recommended installing track magnets to slow down speed of trains at terminating stations.
A Bhayandar-Churchgate fast local train had failed to stop in time and crashed into the buffer at Churchgate. Two coaches climbed onto the platform due to the impact, and five people were injured in the incident.
The committee inquired into all aspects of the accident, and has held the motorman, Laxmi Shankar Tiwari, guilty. His explanation was that he had suffered a black-out due to fluctuation in sugar levels as the train entered Churchgate, and could not recollect what happened thereafter.
In his initial statement, Tiwari also said he applied the brakes but due to some technical problem the train did not stop at the desired point but continued ahead. Tiwari is an old hand with more than 25 years of experience as a locomotive driver, and has been a motorman since 2006. It was had subsequently reported that the railways had been investigating into why exactly the motorman had deleted all his call records from his phone. While the authorities said that Tiwari’s railway phone did not reveal any records, sources said that he was probably preoccupied with his personal phone while braking.
In view of this, the committee has recommended mobile jammers in driving cabs, and that a mobile phone monitoring system should be put in place.
In fact, the railways had issued an eight-point guideline to monitor mobile phones of motormen, which is not being followed on suburban trains. The guidelines included giving declarations of the railway and personal mobile phones while signing on for duty so that they could be put on tracking mode, keeping all mobiles switched off while driving trains, mobiles to be used only under emergency, walkie-talkies to be used to contact suburban train staff if need be, and that those inspecting driving cabs must keep their mobile phones on silent mode.
The probe committee has also recommended severe action against two individuals — a motorman and a loco inspector — who entered the motorman’s cabin immediately after the Churchgate accident and tampered with the equipment.

Railways monitor motormen and motor guards by Running Room Management System
Running Room Management System has been brought in to monitor Motormen and Motor Guards
New Delhi: The Railway Board has asked other all the 17 Zonal Railways to follow the system implemented by Western Railway (WR) where a newly installed machine reads the punch-in time of motormen and motor guards at Mumbai Central Running Room i.e. rest room allotted to them.
The machine called Running Room Management System (RRMS) has been brought in to monitor the whereabouts of both motormen and motor guards when they take breaks between two shifts and ensure that no one takes too much time and can be tracked down in case of an emergency. Tracking will be done since after punching in, employees will be shown options as to which beds are empty, which meals can be chosen, and will be given food coupons as per seniority and what meals can be availed.
Railway board officials who visited Mumbai last week had asked all 17 zones to follow WR’s example A senior WR official said on condition of anonymity that it had been easier running operations due to RRMS. “This helps us know which of our staff is where and at what time and if they were genuinely late because of a problem with the trains or they wasted time by loitering around. Also, this ensures that we can log in their sleep hours in case we have to go back to the records to check if motormen and motor guards have had enough sleep,” said the official.
