CR EMU Carsheds - Maintaining local trains & refreshing workforce through online
Central Railway battling coronavirus pandemic leading from the front in every aspect since the nationwide lockdown from 23rd of March 2020. Subsequently on demand, Central Railway is also operating 200 selected suburban services from 15th June 2020 for essential staff as identified by the State Government on its suburban sections of Main line and Harbour line. The Kurla, Kalva and Sanpada EMU Carsheds of Central Railway are maintaining the EMU rakes while refreshing the workforce through online training also.
Maintenance of EMU rakes
·Safety and security checks along with battery voltage checking of stabled rakes at regular intervals.
·Under-gear examination by movement of rakes by 100-500 meters
·Checking and attention of passenger amenities such as lights, fans, switches, PA/PIS.
·All Rakes stabled at various stabling siding with all windows and doors closed; sealing done; all panto kept down; battery switch kept isolated; secured with skids and handed over to RPF for security purpose.
Screening of staff, sanitization of the working place, sections, administrative building is done on a daily basis before the start of the work.
Monsoon preparedness activities started in the EMU rakes during this period and work of monsoon related in EMU rakes completed successfully.
·Special check schedule being carried out in the rakes for service readiness as per guidelines and one cycle special check completed in all EMU rakes. Implementation of reliability action plan items such as provision of electric wipers on EMU.
·One cycle panto roof checking and meggering done jointly along with OHE staff.
·All EMU rakes water jet cleaning of DBRs & then base insulators thoroughly carried.
·During night stabling of these rakes are sanitized.
Training conducted through online
·59 staff from Kurla, Kalva and Sanpada car sheds have participated in online training conducted in April 2020
·262 staff from Kurla, Kalva and Sanpada car shed have participated in online training of EMU Overview in April 2020, May 2020 and June 2020
·Online refresher course training of one week duration for artisans staff was conducted in batches (73 in first batch and 53 in second batch)
·Besides e-office training was also conducted for the office staff.
Inhouse production of masks and sanitizer
1500 Litres hand sanitizer & thousands of face masks were prepared inhouse at Kurla, Kalva & Sanpada Carshed for their staff.
Foot operated drinking water arrangement
Foot operated drinking water arrangement at RO plant is provided in order to avoid direct contact with tap in Kurla & Kalva Carsheds.
Contactless drinking water arrangement
In Sanpada Carshed lens operated drinking water arrangement at RO plant is provided in order to avoid direct contact with tap.

SOUTH EASTERN RAILWAY OVERHAULS ITS SIGNAL & TELECOM SYSTEM DURING LOCKDOWNS TO MAINTAIN UNINTERRUPTED COMMUNICATION AND SAFE TRAIN MOVEMENT
Kolkata, 20th June, 2020:
With the rapid growth of passenger and freight traffic, it has become necessary on the part of South Eastern Railway to modernize and maintain the signaling and interlocking equipment at stations on the important trunk lines in order to carry and ease the traffic movement.
During nationwide lockdowns in the wake of COVID-19, South Eastern Railway has taken major initiatives in the works of Signal & Telecom assetmaintenance all over its network. The maintenance of assets has been done in the area of Multiple-Aspect Signaling, Automatic Signaling, Route Relay and Panel Interlocking, Automatic Train Control, Signaling of Level Crossing, Public Address System, CCTVs at Stations etc.
The major asset maintenance works in the field of Signal & Telecommunications include Commissioning of 5 numbers of Sliding Boom in level crossings for safety of the road users& 2 numbers of Dual LVCD in stations for smooth train operations, Power Cable Meggeringat 38 stations for uninterrupted power supply, maintenance of990 numbers of Point Machines,replacement of 399 numbers of Cells attached with integrated power supply system,replacementof351 numbers of all type of Relays essential for signaling system, replacement ofSignaling/Power Cable for 9.407 kms.stretch toarrest any failure in coming days, 188 numbers of Block Instrument Maintenance related to train operations , Points and Crossing maintenance at 251 stations connected with safe train operation,217 numbers of Level Crossing Gate maintenance, IPS battery Maintenance at 264 stations along with so many maintenance works in SER jurisdiction during prolonged lockdowns.
TheseSignaling and Interlocking works have significantly ensured the safe and expeditious running of trains throughout the system. This maintenance of Signal & Telecom equipment provided with railways is a never-ending process and South Eastern Railway has been doing this during lockdowns in form of old assets replacement, modernization and their execution.

Subject:- Fixation of Pay in case of employees transferred to a lower post on their own request under rule 227 (a) (2) of IREC VoL.I (FR-15(a)) aud subsequently promoted to higher post in the new unit-clarification regarding.
Instructions regarding fixation of pay in case of employees transferred to a lower post on their own request under Rule 227 (a) (2) of!REC Voi.I (FR-15(a)) )1ave already been circulated on Railways from time to time. In this regard, doubts have been raised by various Railways as to the method of fixation of pay of such employees when they subsequently become eligible for promotion to the next higher grade or same higher grade from which they have been transferred to the lower post, in the transferred department i.e. in the new unit.
2. Since Ministry of Railway follows instructions circulated by Department of Personnel & Training, Ministry of Personnel, Public Grievances & Pensions in this regard, the matter was referred to them for
seeking their clarification on the matter. They have now given clarification in the two different situations
