Cabinet approves expansion of umbrella scheme "Mission For Protection And Empowerment For Women" and introducing a new scheme ' Pradhan Mantri Mahila Shakti Kendra' 
The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi has given its approval for expansion of the schemes of Ministry of Women and Child Development under Umbrella Scheme "Mission for Protection and Empowerment for Women" for a period 2017-18 to 2019-20. CCEA has also given approval to the new scheme called ‘Pradhan Mantri Mahila Shakti Kendra', which will empower rural women through community participation to create an environment in which they realize their full potential. Expansion under Beti Bachao Beti Padhao has also been approved based on the successful implementation in 161 districts.
The financial outlay during 2017-18 to 2019-20 will be Rs.3,636.85 crore with a Central Share of approximately Rs.3,084.96 crore.
Benefits of the Scheme:
The approved sub-schemes are social sector welfare schemes especially for care, protection and development of women. It will also aim at improvement in declining Child Sex Ratio; ensuring survival. & protection of the girl child; ensuring her education, and empowering her to fulfil her potential. It will provide an interface for rural women to approach the government for availing their entitlements and for empowering them through training and capacity building. Student volunteers will encourage the spirit of voluntary community service and gender equality. These students will serve "agents of change" and have a lasting impact on their communities and the nation.
Major activities of the Umbrella Scheme:
The new scheme "Pradhan Mantri Mahila Shakti Kendra (PMMSK)" is envisaged to work at various levels. While, National level (domain based knowledge support) and State level (State Resource Centre for Women) structures will provide technical support to the respective government on issues related to women, the District and Block level Centres will provide support to PMMSK and also give a foothold to BBBP in 640 districts to be covered in a phased manner.
Community engagement through Student Volunteers is envisioned in 115 most backward districts as part of the PMMSK Block level initiatives. Student volunteers will play an instrumental role in awareness generation regarding various important government schemes/ programmes as well as social issues. More than 3 lakh student volunteers from local colleges will be engaged in this process, while association with NSS/NCC cadre students will also be an option for contributing to nation building as responsible citizens. This will provide an opportunity to Student Volunteers to participate in the development process by bringing change in their own communities and ensuring that women are not left behind and are equal partners in India's progress.
The outcome based activities of student volunteers will be monitored through web based system. On completion, certificates for community service, will be displayed on national portal for verification and can also be used as resource /asset for the participating students in future.
Expansion and intensification of efforts have also been approved for Beti Bachao Beti Padhao (BBBP) through sustained nation-wide Advocacy and Media Campaign in 640 districts and focused multi-sectoral action .in selected 405 districts. All low CSR districts shall be taken up in the first year itself under BBBP. To provide support to working women 190 more Working Women Hostels to accommodate approximately 19,000 additional working women will be set up. Additional Swadhar Grehs have been approved to provide relief and rehabilitation of approximately 26,000 beneficiaries.
To provide comprehensive support to women affected by violence, One Stop Centres (OSCs) will be established in 150 additional districts during the period. These one stop Centres will be linked with women helpline and will provide 24 hour emergency and non-emergency response to women affected by violence both in public and private space across the country. A unique initiative involving engagement of Manila Police Volunteers (MPVs) on a voluntary basis in States/UTs will. also be done to create public-police interface, which will be expanded to 65 districts covering all States /UTs.
Monitoring and Evaluation of the Scheme:
One common Task Force shall be created at National, State and district level for planning, reviewing and monitoring all the sub-schemes in this Umbrella, with the objective of ensuring convergence of action and cost efficiency. Every scheme shall have a set of clear, focussed target set forth in the guidelines, aligned with SDGs. Mechanism for monitoring of outcome based indicators for all the sub-schemes as suggested by NITI Aayog will be put in place. The schemes will be implemented through the States/UTs and Implementing Agencies. All the sub-schemes have inbuilt monitoring structure at the Central Level, State, District and Block level.

Dear Sir,
Sub: Payment of Over Time Allowance to the JEs (AC) performing running/ maintenance duties on Rajdhani/Shatabdi Trains-reg.
Ref: General Manager (Personnel), Eastern Railway’s letter No. E.740/0/Migo (Policy) dated 04/05/2017 to Railway Board.
On Eastern Railway, the Jr. Engineers (AC) GP 4200/- (6th CPC)/Pay Level 6 (7th CPC) are deployed to man Rajdhani/Shatabdi Trains along with the team of staff for ensuring safe and efficient maintenance standards. Unfortunately, these JEs are denied payment of Over Time Allowance since the last over three months, while the staff work under them on running maintenance are granted Over Time Allowance.
In the above context, the General Manager (P), Eastern Railway has addressed a letter to Railway Board vide No.E.740/0/Misc (Policy) dated 04/05/2017 seeking Railway Board’s approval for allowing payment of OTA to the Electrical JEs escorting the Rajdhani/Shatabdi Express Trains and discharging duties.
The Federation wants the Railway Board to appreciate that the role of Electrical JEs on Rajdhani/Shatabdi trains are not to be compared with other Supervisors so far as nature of duties are concerned as these JEs while discharging their duties of leading the team on Rajdhani/Shatabdi Trains, are always engaged and confined to their work under severe stress and tension to ensure safety, punctuality and efficient running and maintenance on the entire train formation to the comfort of passengers, thus they are not free to adjust their duties while on board, unlike those Supervisors who perform stationary duties. The CEE, Eastern Railway has also confirmed this view as mentioned in Eastern Railway’s letter dated 04th May 2017.
NFIR further states that the Board’s letter No.E(LL)70/HER/16 dated 04th January 1972 classifying Electrical Chargemen in scale Rs. 250-380 (AS) or above as Supervisor under HOER is not relevant to the category of Electrical JEs who perform duties on running trains i.e. Rajdhani and Shatabdi and whose duties are totally different to that of those Supervisors of GP 4200/Level 6 (7h CPC) performing duties in the Sheds/Depots.
NFIR, therefore, requests the Railway Board to accord approval for payment of OT Allowance to Electrical JEs escorting Rajdhani/Shatabdi Express Trains for ensuring running maintenance and accordingly issue instructions to the General Manager, Eastern Railway etc., to ensure payment of Over Time Allowance.

A doubt has been arisen regarding the entitlement of Overtime Allowance (OTA) tothe category of Junior Engineers in GP Rs.4200 (Level-6) working under Electrical Department deployed in Rajdhani/Shatabdi Exp. along with maintenance & AC staff. The matter has been considered in consultation with Electrical Department of this Railway (CEE/ER), keeping in view the extant guidelines mentioned as under:-
a.In terms of extant provisions laid down in RS (Hours of work and period of rest) Rules,2005, Railway servants classified as “Supervisors” and “Excluded” under Hours of Employment Regulations are holding a position of responsibility and are employed mainly in a supervisory character and comparatively free to adjust their hours of duty & work during such hours and are thus not entitled to overtime allowance.
b.As per Board’s letter no.E(LL)70/HER/16 dated 04/01/1972, the category of Electrical Chargeman in Rs.250-380 (AS) or above, in-charge of electrical examination and maintenance units has been classified as ‘Supervisor’ under HOER.
3.However, the CEE/ER is of view that nature of the duty of an Electrical JEs, as escorting Supervisors, is in no way comparable to those who are working as such on stationary duties because while discharging the duties of leading the team in a train like Rajdhani/Shatabdi Exp, they are always engaged and confined with their work under severe stress and tension to run train maintaining safety, punctuality and requisite passengers’ comfort and thus, not free to adjust their duty hours while on board. Hence they should be entitled to “Single (BARE) Rate Overtime”.
4.As the issue involves pan Indian Railways implications, Board is requested to examine the entitlement to OTA to Electrical JEs deployed in Rajdhani/Shatabdi Exp. to be calculated’ as per Para 2(c) of RBE No. 29/2010 in its true perspective and communicate the decision in this regard.
This issues with the approval of CPO (Admn.) and Accounts and in consultation with associated Accounts.

New Delhi, May 8 (PTI) Labour Minister Bandaru Dattatreya today clarified that the retirement fund body EPFO will not construct houses, but become a facilitator for its over four crore members so that they can buy homes.
Labour Ministry intends to facilitate at least 10 lakh subscribers in the period of next two year by allowing them to use 90 per cent of EPF accumulations to make down payments to buy houses and use their accounts for paying EMIs of home loans.
"For housing, the EPFO has nothing to do with construction of houses. It is their (subscribers) responsibility," Dattatreya replied when asked whether the Employees' Provident Fund Organisation (EPFO) would build low cost homes for their subscribers.
Elaborating further about the recent amendment in the Employees' Provident Fund Scheme 1952 for facilitating members to buy homes, the minister said, "The scheme also aims to fulfil the Prime Minister's vision of 'Housing for All By 2022'. Our EPFO subscribers will be the beneficiary of this scheme. We have 4.31 crore EPFO subscribers. We have framed norms for forming group housing societies." 
Earlier, certain section of media had reported that the EPFO will build 10 lakh homes in the next two year time for its subscribers and the body would join hands with Ministry of Urban Development for the purpose.
The minister said, "The scheme can be availed by the subscribers getting monthly basic wages of below Rs 15,000.
The scheme will be aligned with the urban development ministry (programmes) and other organisations because Government of India is also giving subsidy of Rs 1.5 lakh to weaker sections (to buy houses)." 
He said that the government is also providing interest subsidy for certain section of people for buying home and all benefits can be clubbed together.
The minister also talked about the proposal of raising wage ceiling for coverage under the EPFO from existing Rs 15,000 to Rs 25,000, which would be shortly taken up in next meeting of body's trustees.

Ministry of Labour & Employment provides housing subsidy of Rs. 1,50,000/- per worker for construction of house. 

Ministry of Labour & Employment has formulated Revised Integrated Housing Scheme (RIHS), 2016, which is applicable to the workers engaged in Beedi/Iron Ore Mines, Manganese Ore & Chrome Ore Mines (IOMC)/Limestone Ore Mines, Dolomite Ore Mines (LSDM) /Mica Mines and Cine Industries, registered with the Labour Welfare Organisation (LWO) in the country.

In the Revised Integrated Housing Scheme (RIHS), 2016 the housing subsidy of Rs. 1,50,000/- will be released in three installments in 25:60:15 ratio. First installment (25%) of the subsidy i.e. Rs. 37,500/- per tenement will be released as advance after proposal received from the Welfare Commissioner concerned, the second installment (60%) of the subsidy i.e. Rs. 90,000/- would be released on reaching the lintel level and the third installment (15%) i.e. Rs. 22,500/- per tenement would be released after receipt of 100% inspection conducted by the Engineers/Officers of the Labour Welfare Organisation that the construction of houses has been completed in all respect.

Ministry of Labour & Employment provides housing subsidy of Rs. 1,50,000/- per worker for construction of house.

This information was given by Shri Bandaru Dattatreya, the Minister of State (IC) for Labour and Employment, in written reply to a question in Lok Sabha on 27.03.2017.

Basic Minimum Wages for Central Sphere Workers Revised 

Minimum Wages to be Rs.350/- Per Day for Unskilled Non-Agricultural Workers for ‘C’ Category Areas 

Shri Arun Jaitely, the Union Finance Minister, the Union Minister of State(IC) for Labour and Employment Shri Bandaru Dattatreya and Shri Piyush Goyal, Union Minister of State (IC) for Power, Coal and New & Renewable Energy & Mines had a joint Press conference here today on charter of demands of the Central Trade Unions. 

The Minister of State for Labour and Employment (I/C) has held meetings with Central Trade Union leaders wherein detailed discussions were held in regard to their charter of demands. Thereafter, the issues were discussed by the Inter- Ministerial Committee headed by the Finance Minister. The following decisions have been taken by the Government: 

1.The Bonus Amendment Act will be implemented strictly. The Central Government will pay Bonus for the years 2014-15 and 2015-16 based on revised norms. A government notification in this regard is being issued immediately. 

2.The Central Government will take necessary steps to resolve the cases pending in High Courts/Supreme Court with regard to payment of Bonus. 

3.It has been decided that, based on the deliberations in the meeting of the Minimum Wage Advisory Board under the Chairmanship of Minister for State for Labour and Employment (I/C) for revising the basic minimum wages for central sphere, the Government has decided to fix the minimum wages at Rs.350/- per day for unskilled non-agricultural workers for ‘C’ category areas keeping in view the modalities of fixing minimum wages. 

4.The registration of the contract workers and their staffing agencies is mandatory as per law and states will be advised to strictly implement the same. Erring contractors will face appropriate action for any violation in this regard. 

5.The issue of giving social security benefit to the unorganised sector (eg., Anganwadi, Mid-day meal, Asha volunteers etc.) will be examined by a committee which will give its report at the earliest. 

6.Advisories will be issued to all the States Governments to ensure that registration of Trade Unions takes place within 45 days. 

7.The Central government has reiterated its commitment towards tripartite consultation process. 

8.Sector specific meetings will be held to resolve issues relating to respective industries. 

Later interacting with media Shri Bandaru Dattatreya appealed to Trade Unions to reconsider their call for strike, in national interest.

Domestic workers to be brought under ESI fold soon: Bandaru Dattatreya

Employers need to contribute Rs 200 monthly towards ESI scheme that will enable medical facilities for domestic workers, said Union Minister.

Labour Ministry will soon launch a social security scheme for domestic workers on pilot basis in Delhi and Hyderabad as part of Central government’s commitment to provide health insurance for all, Union Minister Bandaru Dattatreya said on Sunday.

“We will roll out a new scheme to bring domestic workers under the ESI fold. This scheme intends to provide ESI facilities to domestic workers. Employers need to contribute Rs 200 monthly towards this scheme that will enable medical facilities for domestic workers,” Dattatreya told reporters.

“We have decided to start the scheme soon as pilot project in Delhi and Hyderabad … we will involve NGOs also besides will talk to state governments to make the scheme better,” the Union Minister of State for Labour and Employment said, adding that Rs 200 per month contribution by employers will provide medical insurance for domestic workers and his/her family.

eiterating government’s commitment to bring all the unorganised sector workers under social security schemes, he said the process has begun to include around five crore construction workers to provide them with EPF and ESI facilities.

On Rajya Sabha recently passing the Maternity Benefit (Amendment) Bill 2016, that provides for 26 weeks maternity leave, Dattatreya said India will move to third position in terms of the number of weeks for maternity leave after Norway and Canada. “The Bill will benefit over 1.8 million women workers,” he mentioned.

Kindly refer to our discussion regarding the calculation ceiling for bonus. The Government is considering to revise calculation ceiling from the preset level of Rs.3,500 per month to Rs.7,000 per month or the minimum wages for the scheduled employment as fixed by the appropriate Government, whichever is higher. Minimum wages have not beed fixed as yet, however, the minimum wages will be fixed at a level which is respectable.

2. Under these circumstances, on an average the calculation ceiling for the purposes of bonus would be Rs.10,000 per month.

EPFO mulls further reduction in admin fee charged from firms

In a move that could substantially reduce the financial burden of around 800,000 employers, the Employees' Provident Fund Organisation (EPFO) is considering a further cut in the administrative fee it charges companies. The industry has called for a reduction in the administrative fees as this is a part of the employers' contribution towards the EPFO.

The EPFO is planning to reduce the administrative fee from 0.85 per cent to 0.65 per cent of the monthly basic salary. The Union labour ministry had already reduced the administrative charges from 1.10 per cent to 0.85 per cent with effect from January this year.

"As the services of EPFO improve with changing technology, a case is made out to reduce the administrative fee. We are in discussion to reduce it to 0.65 per cent of the monthly salary," said Central Provident Fund Commissioner K K Jalan. However, the move will need the approval of EPFO's apex decision-making body, the Central Board of Trustees (CBT). The CBT is scheduled to meet on September 16 in Hyderabad. However, this proposal is not a part of the agenda as yet.

Industry representatives had requested the Union labour ministry recently to reduce the administrative charges. "While reduction in the administrative charges will not bring any adverse impact to the social security benefits of employees, it will be a huge relief to the employers, which is very important in the present competitive environment," said a letter by G P Srivastava, chief advisor, Associated Chambers of Commerce and Industry of India. The industry has, however, demanded a reduction to 0.5 per cent of the basic salary from the present 0.85 per cent.

EPFO mulls further reduction in admin fee charged from firms According to sources, EPFO employees are usually apprehensive of the move as the fund collected through this fee is used to pay their salary. Apart from this, the fund is also utilised for expenditure on maintenance of its infrastructure, bank commission and also to pay the portfolio managers EPFO hires to manage the fund. In 2014-15, the EPFO had earned around Rs 5,000 crore through administrative charges.

Allaying these concerns, an EPFO official said: "The reduction will have no impact on the salaries of the employees and on other expenses at all. The collection of administrative fees is in surplus."

According to EPFO's balance sheet, it collected Rs 5,015 crore through administrative charges from employers, but the actual expenditure stood at Rs 1,766 crore thereby leaving a surplus of Rs 3,249 crore. Despite a cut in the administrative fees, the EPFO was able to collect more funds than in 2013-14, when its contribution stood at Rs 4,176 crore.

NATION WIDE STRIKE BY TEN TRADE UNIONS - IMPACT ON TRANSPORT,BANKING

10 Trade Unions on Strike Today; Banking, Transport Likely to be hit

NEW DELHI:  Essential services like banking and public transport may be impacted today with ten central trade unions going ahead with their one-day nationwide strike, even as the government appealed to them for calling off the agitation, which BJP-backed Bharatiya Mazdoor Sangh (BMS) and National Front of Trade Unions (NFITU) decided to boycott.

While these ten unions claim to have a combined membership of 15 crore workers in public and private sector, including banks and insurance companies, several outfits representing informal sector workers also today announced their support to the strike.

Labour Minister Bandaru Dattatreya, however, said he expects the impact to be minimal.

"I don't think essential services will be affected by the strike. I feel that the impact will not be much. I appeal them to call off strike in the interest of workers and nation," Mr Dattatreya told reporters here.

The union leaders, however, said the strike will affect the functioning of essential services like banking, transport and supply of power, gas and oil.

Countering this claim, BMS said that power, oil and gas supplies will not be affected as a large number of public sector workers in these areas would not participate in the industrial action.

As many as 12 central trade unions had given this strike call over a 12-points charter of demands, including withdrawal of the proposed changes in the labour laws and stopping the disinvestment and privatisation of PSUs.

While as many as ten central unions have decided to go ahead with the strike after their talks with a group of senior ministers last week failed to yield desired results, the BMS pulled out saying the government needed to be given time to fulfill its promises on the basic demands. NFITU will also stay out.

The government also indicated that the talks with trade unions will continue even if they go on the strike tomorrow.

On impact of the strike, Mr Dattatreya said, "The BMS and NFITU are not in the strike. Besides there are 2-4 organisations (unions) which are neutral." He did not reveal the names of the 'neutral' trade unions.

He further said, "We don't want any confrontation with trade unions. The workers' rights and interests are supreme to us. We will continue talks with trade unions even after tomorrow's strike."

Your attention is invited to this federation’s Circular No BPMS / 11/ CIR / 2015, dated 17.07.2015 whereby all the unions have been directed to take strike ballot and serve the strike notice to the head of establishments to go on strike on 02.09.2015 on the call of Central Trade Unions along with Bharatiya Mazdoor Sangh.

Now, it is worth to mention here that an Inter Ministerial Committee meeting held on 26th & 27th August, 2015 under the Chairmanship of Shri Arun Jaitley, Hon’ble Finance Minister and assured for justifys of workers, welfare of labour, concepts of tripartism in the matter of labour relations and appealed to reconsider the proposed call for strike on 02.09.2015.

Since the Government has come forward with positive assurances on the basic demands and assured to continue dialogue, it has been decided to defer/postpone the proposed strike on 02.09.2015 for next date to be decided in future.
