JOIN THE ONE DAY STRIKE CALLED BY THE CONFEDERATION ON 16TH MARCH 2016


CHARTER OF DEMANDS

1. Settle the demands raised by NJCA regarding modifications of 7th CPC recommendations as submitted in the memorandum to Cabinet Secretary on 10th December 2015. (See Annexure-I). Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6thJuly 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the existing percentage itself i.e. 30%, 20% and 10%. Accept the proposal of the staff side regarding Transport Allowance. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.
2. Implement option-I recommended by 7th CPC and accepted by the Government regarding parity in pension of pre-2016 pensioners, without any further delay. Settle the pension related issues raised by NJCA against item 13 of its memorandum submitted to Cabinet Secretary on 10th December 2015. (See Annexure-I).
3. Scrap PFRDA Act and New Pension System (NPS) and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.
4.   Treat Gramin Dak Sewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS. Publish GDS Committee report immediately.
5. Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits. Revise the wages as per 7th CPC minimum pay.
6. No Downsizing, Privatisation, outsourcing and contractorisation of Government functions.
7.  Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from “GOOD” to VERY GOOD” and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-matrix hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.
8.  Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.
9.   Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation of posts. Undertake cadre Review to access the requirement of employees and their cadre prospects. Modify recruitment rules of Group-‘C’ cadre and make recruitment on Reginal basis.
10.  Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.
11.  Grant five promotions in the service carreer to all Central Govt. employees.
12.  Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.
13.  Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in Loksabha Secretariat to Drivers working in all other Central Government Departments.
14.  Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.
15.  Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.
16.  Ensure cashless medical treatment to all Central Government employees & Pensioners in all recognized Government and Private hospitals.
17.  Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7th CPC pay scale.
18.  Revision of wages of Central Government employees in every five years.
19. Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.
20. Implementation of the Revised Pay structure in respect of employees and pensioners of autonomous bodies consequent on implementation of CCS (Revised Pay) Rules 2016 in respect of Central Government employees and pensioners w.e.f. 01.01.2016.
21. Implementation of the “equal pay for equal work” judgement of the Supreme Court in all departments of the Central Government.

Kindly refer to the notice served by us on 28th December 2016, for one day strike of Central Government employees on15th February 2017. (copy enclosed for ready reference). This is to inform you that due to the notification of election to five state assemblies by the Elected Commission of India, the proposed strike on 15th February 2017 is postponed to 16th March 2017. The Charter of demands in pursuance of which the employees will embark upon the one-day strike action is enclosed.

Dear Comrades,

 As Assembly elections to five States are scheduled to be held from February 4th to March 11th (including declaration of results) and as February 15th is also poll date in two states , the National Secretariat of Confederation of Central Government Employees & Workers has decided to postpone the proposed ONE DAY STRIKE on February 15th to  MARCH 16th 2017 THURSDAY.

As 13th March is holiday for Holi in North India and the celebrations are to continue on 14th also, the strike date is fixed as 16th March. There is no change in the 10th January Mass Dharna Programme.

All those Organisations who had served the strike notice as February 15th shall give a letter to their Head of the Departments intimating the postponement of the strike to 2017 March 16th ,  showing  reasons as mentioned above ,  WITHOUT FAIL.
Those organisations who have not yet served the Strike Notice should serve the notice before 15th January 2017 WITHOUT FAIL.

 Regarding already announced campaign programme of National Secretariat members , if necessary , dates may be rescheduled by the National Secretariat members in consultation with the concerned C-O-Cs.

General Secretaries of C-O-Cs are also requested to contact IMMEDIATELY, the concerned National Secretariat members and finalise the date of campaign programme. Intensive campaign should be conducted by all C-O-Cs and Affiliated Organisations in all States, especially in those states where elections are declared, so that employees and general public will become aware of the totally negative attitude of the Central Government towards the legitimate demands of the Central Government Employees and Pensioners.

The betrayal of the Group of Cabinet Ministers of NDA Govt by not fulfilling their assurance given to NJCA leaders on 30th June 2016, should be exposed.

Trade unions to strike despite labour minister’s assurance

Union labour minister Bandaru Dattatreya’s latest effort to stop the proposed labour strike on September 2 has fallen on deaf ears.
While Dattatreya dished out how the NDA government fulfilled many promises and is on course to settle other issues, labour unions remain unimpressed.

“In the letter he mentioned that the Centre is working towards giving a minimum national wage to workers. We have been hearing this for the last one year,” said Tapan Sen, general secretary, Centre of Indian Trade Unions (CITU).
The Left and Congress-affiliated unions have planned the general strike to oppose the NDA government’s economic and labour policies, exempting hospitals, medical stores, milk distribution and other emergency services from the day-long strike.
Dattatreya’s letter mentions measures like the price stabilisation fund, PM crop insurance and Pradhan Mantri Krishi Sinchai Yojana, which have been taken, while a national carrier service has been launched for generating employment.
While the minister claimed that the government is ensuring strict enforcement of all labour laws, trade unions disagree. In a letter to Dattatreya, CITU said that “no tangible proactive steps” have been taken in favour of millions of workers.
During the UPA rule, the opposition trade unions had managed to bring Congress-affiliated Indian National Trade Union Congress (INTUC) on the streets to protest against its government.
This time, the government has found its face-saver as the RSS’ trade union arm, Bhartiya Mazdoor Sangh, has not jumped on to the protest bandwagon

STRIKE IS DEFERRED, BUT THE STRUGGLE SHALL CONTINUE

Finally, the united struggle of 33 lakhs Central Government Employees under the banner of National Joint Council of Action (NJCA) comprising Railways, Defence and Confederation has compelled the totally negative and unwilling NDA Government to negotiate with the staff side leaders. Hon’ble Prime Minister has intervened and directed three Cabinet Minsters viz. Home Minister Shri Rajnath Singh, Finance Minister Shri Arun Jaitly and Railway Minister Shri Suresh Prabhu to hold discussion with the NJCA Leaders on 30th June 2016. After discussing the demands raised in the Charter of demands, the Ministers assured that a high level committee will be constituted to consider the demands raised by NJCA especially the demand for improving the minimum wage and fitment formula.

As no written communication or minutes regarding the assurances given by Group of Ministers is forthcoming, the NJCA met again and 6th July and decided to go ahead with the strike decision. Again Home Minister Shri Rajnath Singh called the NJCA leaders for discussion on 6th July and reiterated the assurances already given on 30th June and stated that the Finance Minister will issue a press statement on 6th July itself confirming the assurances given by the Group of Ministers. It was further assured by the Minister that the proposed High level committee will submit its recommendations to Government within a time frame. 

Accordingly, the Government issued the press statement and after detailed deliberations the NJCA unanimously decided to defer the indefinite strike till the committee finalizes its report. The press statement of the NJCA and the Government are attached.

It has since been leamt from some of our cadres that reports appeared in the Media (Thiruvananthapuram etc.) that a union/Federation has withdrawn from the strike decision. This

report is not only false but also misleading. It is reiterated that the NJCA in its meeting held at New Delhi on July 1, 2016 has decided to meet on 06th July 2016 at New Delhi for taking appropriate decision.

It is hereby clarified that there is no change on Indefinite Strike decision of NJCA' Charter of Demands - Indefinite Strike from l lth July 2016-reg'

PRESS STATEMENT

24.06.2016 

The central Government Employees working in and around Delhi at the call of  NJCA held a massive Rally  on 24.06.2016 before the Parliament house. The Rally was organized to declare the resolve and determination of the Central Government Employees to organise Strike action commencing from 11th July 2016, if the NDA Government does not bring about a satisfactory settlement of the 11 point charter of demands (copy enclosed).

Two of the most significant issues that have triggered the strike action are:

(i)the inordinate delay in taking decisions on  the 7th CPC recommendations;

(ii)the refusal of the Government to bring back the old statutory  defied Benefit scheme of pension to all CGEs in the place of Contributory Pension Scheme.

The report of the 7th CPC was submitted on 19.11.2015 after a delay of about 3 months. The Government especially the Finance Minister had assured that the final decision over the report will be taken within 4 months. On 19th June 2016, the delay has crossed seven months.

There had been no meaningful discussions with the NJCA so far. The computation of Minimum wage by the 7th CPC deserves to be rejected as the commission has, in a bid to suppress the entitlement doctored the formula itself. The wages of an MTS in civil service, who is a group C employee cannot be less than Rs 26000 on the basis of the formula evolved in 1957 to which the Government is a party. There can not therefore be any question of reduction in the quantum of minimum wage.

 The NPS, which the Government introduced for those retired after 1.1.2004 in Government service has to be construed as a fraud perpetuated and deserves to be abandoned. There cannot be two classes of civil servants in the country; one making contribution but still not getting any assured pension and the other entitled for a statutory defined pension without any contribution. Those who are covered by the NPS in Central Civil Service is now more than 40% of the total personnel. The Government must be bold enough to address this issue. 

It is high time, that the Government comes forward, hold meaningful and fruitful discussion with NJC and settle the 11 point Charter of demands. The continued procrastination is a sure step to confrontation and the Central government employees in the Country will certainly commence the strike  action from 11.7.2016.

The entire civil service, which include the Railways and Postal workers,  employees of Defence factories and establishments and all other services of the Government of India will come to a grinding halt on  11.7.2016.

The rally  which was concluded at 3 PM was addressed by leaders of Railways and Defence Federations and Confederation of CGEs and Workers.












CHARTER OF DEMANDS 

1. Settle the issues raised by the NJCA on the recommendations of the 7 CPC sent to Cabinet Secretary vide letter dated 10th December 2015.

2. Remove the injustice done in the assignment of pay scales to technical/safety categories etc. in Railways& Defence, different categories in other Central Govt establishments by the 7 CPC.

3. Scrap the PFRDA Act and NPS and grant Pension/family Pension to all CG employees under CCS (Pension) Rules, 1972 & Railways Pension Rules, 1993.

4.
i. No privatization/outsourcing/contractorisation of governmental functions.
ii. Treat GDS as Civil Servants and extend proportional benefit on pension and allowances to the GDS.

5. No FDI in Railways & Defence; No corporatization of Defence Production Units and Postal Department.

6. Fill up all vacant posts in the government departments, lift the ban on creation of posts; regularize the casual/contract workers.

7. Remove ceiling on compassionate ground appointments.

8. Extend the benefit of Bonus Act,1965 amendment on enhancement of payment ceiling to the adhoc Bonus/PLB of Central Government employees with effect from the Financial year 2014-15.

9. Ensure Five promotions in the service career of an employee.

10. Do not amend Labour Laws in the name of Labour Reforms which will take away the existing benefits to the workers.

11. Revive JCM functioning at all levels.

CHARTER OF DEMANDS – RAILWAYS


  • Improve Minimum Wage of Rs.18000 and correspondingly improve Multiplier Factor for pay fixation. Reject all retrograde recommendations of VII CPC.
  • Scrap New Pension Scheme(NPS) and restore Old Pension Scheme, to be made applicable to those railway employee employed on and after 01.01.2004 as recommended by Hon’ble MRs’.
  • Settle AIRF’s Charter of Demands, submitted to Government and Ministry of Railways on 12.2013, 28.01.2014, 03.07.2014, 07.07.2014, 11.09.2015 and 10.12.2015, which include, removal of anomalies of 6th CPC, implementation of agreements reached for merger of Technicians, grant upgradation of Apex Group `C’ posts to Group `B’ Gazetted, replacement of Pay Band and Grade Pay of various categories, removal of salary calculation ceiling for ensuring payment of PLB on actual wages, grant of parity in case of Railway Stenographers with those working in Central Secretariat Services, duty hours of all categories of Railwaymen should not be more than 07 hours, including duty hours of Loco & Traffic Running Staff from “signing on” to signing off”, improvement in railway quarters, medical facilities, creation of new posts for new assets/services without insisting on matching surrender etc., sanction additional staff in commensurate with introduction of new trains, extension of railway lines, setting-up of new stations and for maintenance of additional assets, ensure career improvement of Safaiwalas/Safaiwalis in Railways, SPAD definition to be reviewed to prevent harassment/victimization of Running and Safety Staff, absorption of quasi-administrative units/offices staff against GP Rs.1800(PB-I), setting up of multi-disciplinary training institute to impart training in rail related electronic technologies to the wards of Railway employees, induct Course Completed Act Apprentices against safety vacancies, settle all pending grievances etc.  
  • Scrap report of Bibek Deb Roy Committee and implement positive recommendations of High Power Committee(D.P. Tripathi Committee) on Running and Safety Categories Staff.
  • Recall FDI Notification of Government of India dated 22nd August, 2014 in Construction, Operation and Maintenance of Indian Railways and scrap all the agreements entered with Foreign Companies as well as National Companies, which are detrimental to the interest of Railways and the Nation.
  • Injustice done to Railway employees, like Technicians, Technical Supervisors, Loco & Traffic Running Staff, Operating Staff, Medical Categories etc. in respect of allotment of 7th CPC Pay Matrix levels and promotional scope should be done away with and justice administered.
  • Ensure parity in pay structure and promotional scope for Common Categories with those working in the Central Secretariat/Ministries.
  • Ensure payment of Productivity Linked Bonus(PLB) @ Rs.7000 p.m. for the year 2014-15, as was done in October 2008 when salary calculation limit was revised from Rs.2500 p.m. to Rs.3500 p.m.

Dear Comrades,

                We hope you must have gone through our communication dated 26.5.2016 detailing the brief discussions, we had with the Cabinet Secretary.  We had, as you are aware, done everything possible at our end to bring about a negotiated settlement on the charter of demands, we submitted to the Government immediately after the submission of the report by the 7th Central Pay Commission. i.e. on 19th November, 2015.  On 19th May, 2016, we have crossed the six months period since the Commission submitted the report to the Government.   You are aware that the Commission had concluded their deliberations and prepared their report in Feb. 2015 itself but was delayed by the unwarranted intervention of the present Government.   Even on the first occasion when we met the authorities after the submission of the report by the 7th CPC we had conveyed the anguish and anxiety of the employees over the delay especially in the background of the denial of the interim relief and merger of DA.  We had pointed out that unlike in the post the employees had not been granted any financial help in the  form of interim relief or DA merger even in the face of the unprecedented erosion of the real value of wage due to the high level of inflation in the economy.  We had then requested the Government the need to  take an expeditious decision over the recommendations of the 7th CPC, at-least on the core issues pertaining to wage revision.
In the absence of any formal meetings or fruitful negotiations which had been the practice at all earlier occasions,  the rumour mongers who represent none, had a field day.  The NJCA had been in constant touch with the authorities.  You will recall that at the request of the Cabinet Secretary, when we met him on Ist March, 2016, we deferred our decision to go on strike in April, 2016.  The empowered Committee set up by the government could have met the JCA leaders during the months of April and May and could have discussed the various pros and cons so that by the end of May, certain views could have emerged on all matters.
It was in this background that the National JCA met on 3rd at the Staff Side office.  The meeting considered the piquant situation that has emerged due to the wanton inaction on the part of the Government,  despite the NJCA agreeing to defer the strike action.   The meeting, therefore, came to the inescapable and inevitable conclusion unanimously that in the face of the nugatory attitude of the Government, we must adhere to our earlier decision to tread the path of struggle and serve the strike notice on 9th June, 2016 to commence the indefinite strike action on 11th July, 2016.  The meeting also decided to exhort the constituent organizations to mobilize their members without losing any time as the time available for preparation being very short  i.e. hardly a month.  I am also to convey to all of you the following decision taken at the meeting and appeal to you to create a vibrant situation throughout the country to convey the impression to all concerned that we  stand united with determination.
Every Association/Federation/Union and all its units will serve the strike notice on 9.6.2016 by holding massive demonstration at all work places.  The strike notice shall have the 11 point charter of demands (copy enclosed) and the respective organizations can include their department-specific demands as Part B of the charter of demands.
The Constituents will plan and execute a massive mobilization campaign to cover each and every employee/worker in which all the National and State leaders must take part.
The Unions/Federation/Associations will suspend immediately all ongoing negotiations with their departmental heads/authorities and concentrate on the mobilization campaign.
On 24th June, 2016, a massive united demonstration under the auspices of the NJCA will be held before the Parliament. The constituent organizations will decide upon the quota for each State Unit and communicate the same so that the state units can take necessary steps to ensure that their members reach Delhi on 24th.
The NJCA (CHQ) will write to the leaders of all the Political parties as also the Central Trade Unions seeks their support and solidarity as also explaining as to why the NJCA had to take the extreme step of organizing the strike action.
All the Constituent organizations and the State Units shall write such letters to the members of Parliament of their respective States and shall make efforts to meet them in person to seek their support.
All the State Units of the Constituent organizations either jointly or independently organize Press Conferences to cover the Print and Electronic media.
The NJCA(CHQ) will hold such a Press Conference at Delhi on 23rd June, 2016 i.e. just one day prior to the mammoth demonstration planned before the Parliament.
The Constituent organizations will get in touch with the Associations/Federations of the retired personnel both at the All India and State levels to seek out their support for the strike action and enlist their participation in all demonstrative programmes organized by the working employees in support of the strike. The Pensioners organizations may be informed of the Government decision to reject the recommendation of the 7th CPC to provide Option No. 1 to the Pensioners as an alternative pension fitment formula.
The constituents will also seek the participation of those organizations in their respective organizations who are not associated with the NJCA being not participants in the JCM Scheme.
We appeal to all constituents and through them each and every member of the Central Government employee’s community to take all out efforts to make this historic decision an all time memorable event, which must go into the history as the largest participated strike action of the Central Government employees and workers. We must consider this as a really historic moment provided to us by the harsh turn of events and as an opportunity to reassert our strength, unity and determination not only to win laurels today but to function as an effective bargaining entity for years to come.
We are fully aware of the enormous task ahead and equally aware of the possible response, a brutal Government might take in the circumstances.  Without minimizing the impact of such as retaliatory action on the part of the Government (from our experience in the past) we  know that no power on earth will be able to subdue  our unity and determination and we shall march forward well realizing that the ultimate victory in all struggles belong to the working class.

                The National Joint Council of Action of Central Government Employees organizations participating in the Joint Consultative Machinery i.e. the workers and employees of the Railways, Defence, Postal and all other Central Government departments, has decided to serve the strike notice for an indefinite strike action commencing from 11th July, 2016 on 9th June, 2016.  The strike notices will be served by all the Constituents separately on their respective heads of the Departments on the stipulated date of 9th June, 2016.   The strike has become inevitable due to the nugatory attitude of the Government over the charter of demands submitted more than six months back and despite deferring the strike action earlied decided to be organized in the month of April, 2016 at the instance of the Government.

The 7th CPC submitted its report to the Government on 19th November, 2015 even though the Commission had concluded their deliberations as early as in Feb. 2015.  The delay in the submission of the report itself was caused by the unwarranted intervention of the Government.  It is now more than six months that the report is with the Government and the empowered committee set up by the government had neither come to any conclusion thereon nor has it caused any meaningful negotiation with the leaders of the Central Government organizations so far  Exasperated over this highly nugatory attitude of the Government and the delay, the NJCA which met yesterday had to take this decision to go on indefinite strike from 11th July, 2016 onwards.  The list of demands on which the strike action is organized is enclosed.  We also enclose a copy of our communication, we have sent to our constituents, which explains the circumstances and issues.

Charter of Demands

  1. Settle the issues raised by the NJCA on the recommendations of the 7 CPC sent to Cabinet Secretary vide letter dated 10th December 2015.
  2. Remove the injustice done in the assignment of pay scales to technical/safety categories etc. in Railways& Defence, different categories in other Central Govt establishments by the 7 CPC.
  3. Scrap the PFRDA Act and NPS and grant Pension/family Pension to all CG employees under CCS (Pension) Rules, 1972 & Railways Pension Rules, 1993.
  4. i) No privatization/outsourcing/contractorisation of governmental functions.
  5. ii) Treat GDS as Civil Servants and extend proportional benefit on pension and allowances to the GDS.
  6. No FDI in Railways & Defence; No corporatization of Defence Production Units and Postal Department.
  7. Fill up all vacant posts in the government departments, lift the ban on creation of posts; regularize the casual/contract workers.
  8. Remove ceiling on compassionate ground appointments.
  9. Extend the benefit of Bonus Act,1965 amendment on enhancement of payment ceiling to the adhoc Bonus/PLB of Central Government employees with effect from the Financial year 2014-15.
  10. Ensure Five promotions in the service career of an employee.
  11. Do not amend Labour Laws in the name of Labour Reforms which will take away the existing benefits to the workers.
  12. Revive JCM functioning at all levels.

A meeting of the NJCA held today with the Convener, Implementation Cell, Ministry of Finance, Shri R.K. Chaturvedi, wherein we discussed and emphasized on all the 26-point Charter of Demands of the NJCA send to the Cabinet Secretary on 10.12.2015. 

We agitated the issues of NPS, Minimum Wage, Multiplying Factor, deduction of HRA and all other important issues.

The Convener, Implementation Cell, Shri Chaturvedi, after hearing everybody, said that, he would put-up the issues to the Cabinet Secretary, and hopefully a meeting of the JCA would be held with the Cabinet Secretary and the Empowered Committee shortly within 15 days.

Let us not leave any stone unturned for preparations of the strike.

Strike Ballot Result: More Than 95% Railwaymen Cast Their Votes In Favour Of Strike From 11.04.2016

Opposing the “retrograde” recommendations of the Seventh Central Pay Commission, railway unions will go on an indefinite strike from April 11.

The decision was taken after a strike ballot was held on February 11 and 12 in which “more than 95 per cent of railwaymen cast their votes in favour of strike,” said the All India Railwaymen’s Federation (IRF), the largest trade union in the Indian Railways, in a statement here.

The Indian Railways is the second highest employer in the country, after the Army, with 13.1 lakh members.

“There is serious resentment among the Central government employees in general and the railwaymen in particular against the retrograde recommendations of the VII CPC and non-settlement of their long-pending genuine demands,” said AIRF general secretary Shiva Gopal Mishra.

A notice for going on indefinite strike from 6 a.m. on April 11 will be served to all general managers of the Indian Railways on March 11 “in case the government does not resolve the genuine demands of the employees.”

The unions feel that recommendations of the 7th Pay Commission will reduce the “take home” salary of 90 per cent of the railway workers.

Among their other demands are: addressing the 11-point charter of demands of the Central government employees, settling issues it objected to in the Seventh Pay Commission report, scrapping the Bibek Debroy report on restructuring and the National Pension Scheme and filling up all vacant posts in railways, among others

AIRF to conduct secret ballot for indefinite strike on 11-12th, February 2016

CHARTER OF DEMANDS

1. To improve Minimum Wage of Rs.18,000/- and multiplying factor. Reject all the retrograde recommendations of the VII CPC.
2. Scrap National Pension Scheme(NPS) and restore Old Pension Scheme for all those who appointed on or after 01.01.2004.
3. Settle 36-point Charter of Demands, include reduction in duty hours, removal of anomalies of 6th CPC, removal of ceiling of Rs.3500 for PLB, grievances of different categories of railwaymen, improvement in the medical facilities, railway quarters etc. etc., already submitted to Ministry of Railways by the AIRF in December, 2013(on which strike ballot was conducted on 20th and 21st December, 2013).
4. Scrap Report of Bibek Deb Roy Committee and implement positive recommendations of D.P. Tripathi Committee.
5. Re-call the Notification issued by the Government of India on 22nd August, 2014 in the matter of 100% FDI in Construction, Operation and Maintenance of Indian Railways and to scrap all the agreements entered with the Foreign/National Companies in detriment to the interest of the Indian Railways and the country as a whole.
6. Stop all anti-workers amendments in the labour-laws.
7. Injustice done with the Technicians, Technical Supervisors(Engineers), Loco & Traffic Running Staff, Operating and Medical Categories Staff, etc. etc. in respect of allotment of Pay Matrix and promotions also should be done away with and justice be administered.
8. Parity in pay structure and promotional scope for Common Categories with those working in the Central Secretariat/Ministries should be ensured.
9. Retain all the existing allowances and advances.
10-A. Constitute Joint Committee at each Ministry/Department level to resolve VII CPC anomalies, aberrations and injustice within a time frame manner, and powers for the same should be delegated to the Ministries to resolve their issues at the Ministry level. 10-B. Set-up National Joint Committee to discuss and resolve all VII CPC anomalies, aberrations and injustice within a time frame. 11. Ensure payment of arrear for PLB as per amendment in the Bonus Act, as was done in the year 2008. The All India Railwaymen’s Federation gives a clarion call to all railwaymen irrespective of their affiliation to any organization to participate in the Strike Ballot and exercise opinion in this regard.
