East-West Metro station work at Lal Dighi to affect bus, tram services
KOLKATA: Next week, Kolkata Metro Rail Corporation (KMRC), the executing agency of the East-West Metro project, is likely to start barricading the site to the east of Lal Dighi (BBD Bag) for the construction of the Mahakaran station. This will put traffic to some distress and affect bus and tram services. After a visit by Railway Board chairman A K Mittal and his assurance that funds would be no problem for the project, the KMRC wants to start the construction of the Mahakaran station immediately, keeping in mind the 2020 deadline for full-fledged operation of the Metro.
On Wednesday, all the stakeholders of the Metro project — Kolkata Police, transport agencies, state transport utilities and private bus operators' association representatives — will meet principal secretary (transport) Alapan Bandyopadhyay to finalize modalities of the traffic diversion, minibus terminus-shifting and other details before starting the construction work for the station-cum-retrieval shaft for the tunnel-boring-machine (TBM).
"A Metro station using 'cut-and-cover' method takes a little more than three years. If we need to run full operation by June 2020, we don't have that much time. We may have to finish it in two-and-half years. This requires uninterrupted, round-the-clock work. To facilitate such speedy completion, we will have quite a hectic work schedule. Moreover, the station itself will have some architectural ethos, keeping in mind the heritage precinct that Dalhousie is," said a KMRC official.
KMRC is now discussing with both the construction agencies of the East-West metro — ITD-ITD Cem and Transtonnelstroy-Afcons — for the construction of the Metro tunnel from Dalhousie to Esplanade. Whoever gives the most competitive rate for the construction of this remaining tunnel will be chosen for the construction. If Afcons does it, they would drive the TBM further till Esplanade from Dalhousie. If ITD it is, then Afcons will retrieve their TBMs — Rachana and Prerna — at Dalhousie shaft.
The barricading of the Mahakaran station site entails a lot of traffic rejig and shifting of the minibus stand.
An official said the transport department had already begun its search for an alternative site for the stand. The minibus operators are likely to be given three options — shift to other bus stands such as Santragachhi in Howrah or Nature Park near Taratala; set up a temporary shed near Vidyasagar Setu, or to drop passengers and return to the originating point with a brief halt at Dalhousie. For these short halts, buses of different routes will be designated different stops in the area. "The stops will be scattered across BBD Bag and route numbers will be clearly written on the boards. A bus of a particular route will be allowed to stop only at its assigned place. It will do away with the chaos that now reigns in the area," said an officer of the traffic-and-transportation planning directorate.
Last year, bus routes were realigned because of relocation of 132KV and 11KV UG cables of CESC at and around Lal Dighi.

Taking yet another strong step forward towards meeting the needs of Rail using public, Foundation stone was laid for upgradation of Sri. Bala Brahmeshwara Jogulamba Railway station today i.e. 23rdJune 2016, at a function held at the Railway Station premises. The Railway station, which is located in Mahabubnagar District of Telangana State, o­n Secunderabad-Kurnool section of Hyderabad division, caters to a sizeable chunk of pilgrim traffic visiting the famed Jogulamba Devi Temple, o­ne of the most revered Shakti Peetha in the country.

Sri. Ravindra Gupta, General Manager, South Central Railway took the imitative to approve upgradation of this station, basing o­n the earnings here and also considering the religious importance of the place. Several representations from Hon’ble Members of Parliament, MLA’s and other local body representatives requesting for conversion of the halt station into a full fledged Station has also come in, to which the General Manager responded positively.

The Dignitaries who graced the foundation stone laying ceremony included Sri Nandi Yellaiah, Hon’ble Member of Parliament, Nagar Kurnool; Sri A.P. Jitender Reddy Hon’ble of Member of Parliament, Mahbubnagar; Sri S.A.Sampath Kumar Hon’ble MLA Alampur; Sri K.Janardhan Reddy Hon’ble MLC & Sri Bhaskar, ZPTC, Smt Aruna Singh, Divisional Railway Manager, Hyderabad Division, SCR welcomed the dignitaries and the gathering.

The up gradation of Sri Bala Brahmeshwara Jogulamba Railway Station will see a host of Passenger Amenities coming up here during the Current Financial year. The Amenities proposed include provision of new Booking office cum Waiting hall, cover over platform, Water taps suitable for physically challenged persons, ramp for physically challenged persons to provide barrier free entry in to station/booking counter, increased lighting, ceiling fans, clock, Public Address system etc. Approach road to the Railway station will also be developed.

Additionally, with the station serving as o­ne of the transit points o­n SCR for the pilgrim traffic during the ensuing Krishna Pushkarams, plans are in implementation to provide required temporary Passenger Amenities and facilities including shelter for the Rail using Pilgrim traffic.

Dynamic Fare may derail Railways as it soars close to airfare 

Mumbai: Dynamic pricing on Suvidha Special trains has proved counterproductive for the Railways as most trains are running below potential, especially the two-tier air-conditioned coaches, due to the higher tariff.

Suvidha Special trains have a minimum fare equivalent to tatkal fares which increase after every 20% of seats/berths in a train are booked, subject to a maximum of three times the tatkal fare.

So, in this dynamic pricing, fares keep on increasing as per demand and vacancy. The initial 20% of seats are sold at the base fare plus tatkal charges. For the next 20%, fare is 1.5 times the base fare plus tatkal. Fare for last 20% is thrice the base fare plus tatkal.

A senior railway official said, “For 2A, the demand is pretty poor as the fare is sometimes higher than airfare.”

A review of two trains was conducted by Central Railway to assess the demand. It was seen that overall occupancy for 04419 LTT-Nizamuddin was 40% but for 2A it was 28%and for 3A it was a good 45%.

For LTT- Mandaudih, the occupancy for 2A was 32% as against 44% for 3A. The overall occupancy was 43%.

The official said that 3A class is a money-spinner although the occupancy is not excellent. For LTT-Nizamuddin and LTT-Mandaudih, the earnings for 3A were 70%.

The official added that on June 10, a Mumbai-Delhi flight ticket in economy class was available from Rs 3,806 for June 15. On the other hand, 2A ticket for the same date in 04419 LTT-Nizamuddin was available at Rs 3636.

A senior railway official said, “How can we expect a passenger to pay the fare equivalent to airfare for train journey?” There are five 2A coaches in LTT-Nizamuddin. CR has now asked the board to allot 3A coaches instead as demand is very poor for 2A.

For 01087 LTT-Manduadih Suvidha special on June 17, the ticket prices for 2A as quoted at Rs3,216 on June 10. Manduadih is the terminal station for Varanasi, the air-fare was Rs 4,800 for the same day flight.

An official said, “The Suvidha train dynamic fare concept is good for 3A but for 2A it is expensive because fares are high.”

Central Railway will operate Mega Block o­n its suburban sections for carrying out maintenance work on 6.3.2016: - 

BYCULLA - VIDYAVIHAR DN SLOW LINE FROM 11.30 AM TO 3.30 PM

Dn slow line services leaving Byculla from 11.08 am to 3.28 pm will be diverted o­n Dn fast line between Byculla and Vidyavihar stations halting at Parel, Dadar, Matunga, Sion and Kurla stations and further re-diverted to Dn slow line proper at Ghatkopar. Dn Slow services will not be available at Chinchpokli, Currey Road and Vidyavihar Stations. Passengers are permitted to travel via Byculla, Parel, Kurla, Ghatkopar Stations. 

UP fast line locals leaving Thane station from 10.46 am to 3.28 pm will halt at Mulund, Bhandup, Vikhroli, Ghatkopar and Kurla stations in addition to their respective scheduled halts and will arrive destination 15 minutes behind schedule.

DN fast line locals leaving Chhatrapati Shivaji Terminus from 10.08 am to 2.42 pm will halt at Ghatkopar, Vikhroli, Bhandup and Mulund stations in addition to their respective scheduled halts and will arrive destination 20 minutes behind schedule.

All slow locals arriving & leaving CST between 11.00 am to 4.00 pm will arrive their destination 10 minutes behind schedule.  

KURLA-VASHI UP AND DN HARBOUR LINES FROM 11.30 AM TO 3.30 PM. 

Dn Harbour line services to Panvel/Belapur/Vashi leaving Chhatrapati Shivaji Terminus from 10.41 am to 3.03 pm and Up Harbour line services for Chhatrapati Shivaji Terminus leaving Panvel from 10.29 am to 2.47 pm will remain suspended.

However special local trains will run o­n Chhatrapati Shivaji Terminus - Kurla and Vashi - Panvel sections during the block period. 

Harbour Line passengers are also permitted to travel via Trans-Harbour / Main Line from 10.00 am to 4.00 pm. 

As a result of this, suburban trains are likely to be more crowded than usual. Passengers are requested not to take any risks while travelling. They are also requested to avoid travelling o­n footboard, rooftop of locals and not to board extremely over crowded trains. Passengers are requested to bear with the Railway Administration for the inconvenience caused.

Pune-Lonavala connectivity: PMRDA sanctions Rs 380 crore for new train tracks

The estimated cost of project is Rs 2,306 crore and the Mumbai Railway Development Corporation Ltd would be developing the 70 km-rail route.

TO PUSH the much-awaited project, the Pune Metropolitan Region Development Authority (PMRDA) on Monday has approved to allot Rs 380.49 crore to develop two additional tracks for local trains from Pune to Lonavala in a bid to increase facilities for those commuting in the sector.

The estimated cost of project is Rs 2,306 crore and the Mumbai Railway Development Corporation Ltd would be developing the 70 km-rail route. The 50 per cent expenditure would be taken care of by the state and the rest would be done by PMRDA, Pimpri Chinchwad Municipal Corporation (PCMC) and Pune Municipal Corporation (PMC). Accordingly, the three together would be equally contributing towards it .

The meeting chaired by PMRDA chief and guardian minister Girish Bapat also decided to urge the state government to allow the authority to implement the outer ring road project.

TRICHY: Rail users welcomed projects on improving safety and management announced in the railway budget, but many felt that it was silent on several important projects that were announced for the central districts which till date have not seen the light of day.

These include the Ponmalai – Thanjavur doubling project, supposed to have been completed before the Mahamaham festival early next year, sanction of a doubling project between Thanjavur and Kumbakonam as a prelude to the doubling of the entire stretch till Villupuram and allocation of full fund for its completion before Mahamaham festival to enable speedy movement of trains. Rail users are also awaiting the approval of new railway lines on Kumbakonam – Vriddhachalam, Thanjavur – Ariyalur and Thanjavur -Pattukottai routes, which have already been surveyed.

Another project to introduce new trains between Thanjavur and Mumbai CST via main line to connect various pilgrim centres such as Thanjavur, Kumbakonam, Chidambaram, Tirupathi and Mantralayam is also still in the pipeline.

A Giri, vice-president of Thanjavur District Rail Users Association, said, “Unlike previous budgets, the railway minister has not mentioned the projects to be taken up and skipped the announcement of new train services. It is happy to note that Rs 6,581 crore has been earmarked for safety. However, the budget is silent about the allocation and plans for the famous Mahamaham festival.”

Rail users have also been asking the government to turn the well-patronised Rameswaram – Varanasi Express and the Rameswaram – Tirupathi Express into daily trains. Operation of a fully unreserved express train between Thanjavur and Cuddalore using the empty rake of Uzhavan Express, extension of Chennai-Egmore – Trichy Cholan Express up to Karaikudi with the short termination of Pallavan Express up to Trichy and the inauguration of a coach terminal facility at Kumbakonam for easy operation of more long-distance trains are some of the other long-pending demands of the rail users here.

They have also been asking for allocation of more funds to improve amenities, including the establishment of a ‘Rail Yatri Nivas’ at Kumbakonam in view of the Mahamaham festival.

T Saravanan, secretary of Rail Passengers Association, Papanasam, welcomed the decision to increase train speed from 120kmph to 200kmph and said that connecting metros through high-speed trains would be fruitful.

“In the last 30 years, 676 projects were sanctioned but only 317 could be implemented. It requires Rs 1,82,000 crore to implement these projects. The railway minister must be appreciated for not announcing new extensions and new lines,” said S Pushpavanam, secretary, Consumer Protection Council, Tamil Nadu. He pointed out that the Madurai- Bodinayakanur metre gauge lines were removed in 2007 for gauge conversion, but the work is yet to start.

M Sekaran, president of Federation of Consumer and Service Organizations, said the decision to add more general coaches was welcome and lauded the emphasis on cleanliness.

“Though the fares have not been hiked, non-introduction of new trains is a good decision as it would benefit the employees, who burn the midnight oil to operate the trains under stress and strain. Already, the railways is haunted by two lakh vacancies. Introducing new trains instead of filling up these vacancies will not serve any real purpose,” said H Ghouse Baig of Consumer Protection Council, Golden Rock.

Budget 2016: Govt to provide Rs 1.10 lakh crore for 7th Pay Commission, OROP

New Delhi: During the financial year 2016-17, the Central Government has to make provision for about Rs.1.10 lakh crore in order to meet the liabilities on account of implementation of Seventh Pay Commission recommendations and One Rank One Pension (OROP) Scheme, Finance Minister Arun Jaitley said on Friday.

The Finance Minister was making the Opening Remarks at the first meeting of the Consultative Committee attached to the Ministry of Finance during inter-session of Parliament held here today. The Subject of the Meeting was “Suggestions for Budget”.

Jaitley said that all the major economic organisations including IMF have predicted low growth for the world economy in the coming year. He said that these developments have implications on India’s economy as our exports are also affected. However, he further added that silver lining is low international commodities and oil prices which in turn has helped in better macroeconomic situation of the country.

The Finance Minister said that the agriculture growth in the last two years has suffered mainly due to insufficient monsoons. Jaitely said that highest ever amount was given to the States for drought relief during the current financial year 2015-16 and more incentives will be given to agriculture sector for increasing agriculture production and productivity.

The Finance Minister further said that this was also the first time that the real expenditure amount was higher than the Budget proposal.

WR'S NIGHT BLOCK BETWEEN BHAYANDAR AND VASAI ROAD

A jumbo block of four hours will be taken from 00.30 hrs to 04.30 hrs o­n Up & Dn Local lines (i.e. Slow lines) between Bhayandar and Vasai Road stations during the midnight falling between Saturday, 6th February, 2016 & Sunday, 7th February, 2016 for the maintenance of track, signaling and overhead equipments. During the block, all Up and Dn trains ex Virar/Vasai Road to Borivali in up direction and Borivali to Vasai Road/Virar in down direction will run o­n through lines (i.e. fast lines).

Therefore, there will not be any day block o­n this Sunday i.e. 7th February, 2016 on Western Railway’s suburban section.

Detailed information to this effect is available with concerned Station Masters. Passengers are requested to take note of the above arrangements.

Central Railway will operate Traffic Block o­n Up and Dn Harbour Line between Vashi and Belapur for connecting newly laid Up and Dn Harbour line between Nerul and Belapur and Mega Block o­n Main Line suburban section between Matunga and Mulund o­n Dn Slow line for carrying out maintenance work o­n Sunday 7.2.2016. The details are as under: -

TRAFFIC BLOCK on HARBOUR LINES
ON UP AND DN LINES BETWEEN VASHI AND BELAPUR FROM 2.00 AM TO 10.00 AM

Suburban services will remain suspended between Vashi and Belapur during the Traffic block period. However special suburban services will run on CST Mumbai - Vashi - CST Mumbai and Panvel - Belapur - Panvel section during the block period.
Trans Harbour line services will run between Thane and Vashi / Nerul as per time table on 7.2.2016.

All Dn fast line services leaving Chhatrapati Shivaji Terminus from 10.08 am to 2.42 pm will halt at Ghatkopar, Vikhroli, Bhandup and Mulund stations in addition to their respective scheduled halts and arrive destination 10 minutes behind schedule.

China tests Rail-based Long-Range Inter-Continental Ballistic Missile capable of hitting US/India

China this month tested a new rail-car-mounted long-range missile capable of hitting targets in the United States, according to American intelligence agencies monitoring the test.

Chinese developers this month tested a rail car-based launching system for a missile capable of hitting targets in the United States, a development that could make the system even more deadly, according to Potomac Foundation defense expert Philip Karber. “If that missile train hosts the DF-41 ICBM it means it will also have a MIRV potential,” said Karber, whose organization recently identified one of the missile at a special launch site in Taiyuan.

A canister ejection test for a DF-41 missile mounted on a rail launch platform was detected December 5 in western China, defense officials familiar with reports of the test told the Washington Free Beacon.

Beijing has been developing rail-based missile launchers since 1982, according to declassified CIA documents. The most recent test is a significant milestone for Chinese weapon developers, demonstrating that Beijing is moving forward with deploying the DF-41 on rail cars, in addition to road-mobile launchers, officials told the Free Beacon.

Military analysts say the mobile basing of missiles is designed to complicate preemptive attacks on nuclear forces. The train carrying the missiles includes missile launch cars, a command car, and other system support railcars, all disguised as passenger train cars.

“The combination of high-speed mobility, launch cars disguised as civilian passenger trains, tunnel protection and secure reloading of missiles, coupled with multiple warheads, makes the system extremely hard to regulate or verify the number of systems.”

Beijing’s current warhead stockpile is currently estimated to include around 300 warheads.

China is believed to have obtained rail-mobile missile technology from Ukraine, which, during the Soviet era, built the SS-24 rail-based ICBM, according to a report by Georgetown University’s Asian Arms Control Project.

China also is developing an extensive rail and tunnel system in central China for the missile train, according to the report.

Phillip A. Karber, a defense expert who heads the Potomac Foundation, said his organization recently identified a DF-41 at a launch site at Taiyuan.

ONE RANK ONE PENSION IMPLEMENTATION NOTIFICATION

Notification for Implementation of OROP Issued

The Government today issued the notification regarding  implementation of ‘One Rank One Pension’ in respect of Defence Forces  personnel.

Defence Forces of India have a rich history and tradition of bravery and gallantry. Defence forces have not only defend our borders with exemplary courage and valour but have also performed with fearless attitude and empathy in natural calamities and other trying circumstances. Government of India recognizes and respects their contribution.

The issue of One Rank One Pension was a long standing   demand. Defence Forces had been demanding it for almost four decades but the issue could not be resolved. However, Prime Minister Shri Narendra Modi had made a commitment to implement it for the welfare of the ex-servicemen. Accordingly the Government had announced modalities for implementation of OROP on 05.09.2015.  The Government Order by Ministry of Defence, which could not be issued due to model code of conduct, has been issued today.

Salient features of the OROP as stated in the Order are as follows: 

I.To begin with, pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 1.7.2014. 

II.Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retiring in 2013 in the same rank and with the same length of service. 

III.Pension for those drawing above the average shall be protected. 

IV.Arrears will be paid in four equal half yearly instalments. However, all the family pensioners, including those in receipt of Special/Liberalized family pensioners, and Gallantry award winners shall be paid arrears in one instalment.

V.In future, the pension would be re-fixed every 5 years. 

4. Personnel who opt to get discharged henceforth on their  own request under Rule 13(3)1(i)(b),13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively.

5. The Govt. has decided to appoint a Judicial Committee to look into anomalies, if any, arising out of implementation of OROP. The Judicial Committee will submit its report in six months.  

6. Detailed instructions along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies.  

The previous Government had made a budget announcement to implement the OROP and made a provision of Rs 500  Crore. The present Government undertook the task earnestly and realized that the actual additional annual expenditure would be eight to ten thousand crore at present and will increase further in future.Notwithstanding the financial constraints, true to its commitment the present Government has issued the Government order to implement the OROP in true spirit.

New Delhi: Seventh pay commission is likely to ask the government to consider allowing disabled and women central government employees to work from home.

The commission may recommend government to ask Information and Technology department, whether it is possible to have systems in place for monitoring and supervising work being done remotely by disabled and women central government employees .

“Allowing disabled and women central government employees a choice in where and how they work can increase employee loyalty and job satisfaction, and the government needs to apply it for a big win to boost their confidence, which will also give the productivity,” said a pay panel official.

The studies revealed those disabled and women employees who have the option of working outside of the office also reported somewhat lower levels of stress and exhaustion. And studies have suggested that employees tend to get higher performance evaluations.

Allowing employees to work away from a government office means increased opportunities for those women and those persons with disabilities. It can also help the environment, as the employees are able to eliminate lengthy commutes.

The work from home filtered into jobs that have little to no stress and minimal travel.

At present, the strength of disabled employees in the total workforce of the central government is 9,339, which constitutes 0.3 per cent of the total staff strength of 29.59 lakh, according to an RTI reply to The Indian Express from the Department of Personnel and Training (DoPT).

Women employment under central government has been estimated to the tune of 3.37 lakh, which is 10.93 percent of the total regular central government employment, according to census of central government employees as on March 31, 2011.

“We are looking at whether it is technologically possible to allow disabled and women employees for working from home,” said the official.

“A need was felt to provide work from home facility to persons with disabilities and women to enable them to effectively discharge their duties.,” he added.

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often states also implement the panel’s recommendations after some modifications.

Headed by Justice Ashok Kumar Mathur, the four-member Commission was appointed in February 2014 and the commission will hand over its recommendations to government within December 31, 2015.

As part of the exercise, the current Pay Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as defence services.

The Sixth Pay Commission was implemented with effect from January 1, 2006, the fifth from January 1, 1996 and the fourth from January 1, 1986. The Seventh Pay Commission will be implemented with effect from January 1, 2016.

Prime Minister Narendra Modi broad stroked a gamut of issues encompassing policy and administrative measures, and his forthcoming visit to the UK during which he would inaugurate BR Ambedkar House in London, but conspicuously skipped mention of Dadri and Faridabad incidents during his customary radio programme "Mann Ki Baat" today.

Modi said the Centre would launch Gold Monetisation Scheme, Sovereign Gold Bonds and gold coins of five gm and 10 gm denominations with Ashok Chakra inscribed on them on the eve of Diwali. He said the government would also do away with the system of interviews for appointments with group D, C and B category (non-gazetted) Central Government posts from January 1, next year.

Modi said gold-related schemes would give impetus to the country's economy, besides ensuring subscribers with assured dividends on their gold assets.

"In our country gold has, in a way, become part of social life. Gold is considered to be a medium of economic security. Gold is considered to be the key during critical times…I do not think anyone can reduce attachment towards gold. But it does not behove to store gold as dead-money in today's times. Gold can become powerful…," Modi said. Under the scheme, banks will give monetary interest on the market value of gold deposited with it.

Interviews for recruitment at lower levels in governments, he said, were a source of corruption. "The government has completed the entire process to do away with interviews for lower rank jobs. There will be no requirement of interview for Group D, C and B non-gazetted posts in Centre. It will come into effect from January 1, 2016," Modi said.

Narendra Modi's no-interview announcement drew accusations of violation of the model code for elections and attempts at putting an end to the reservation policy. Bihar's anti-BJP grand alliance alleged that Modi's announcement would also lead to "effective implementation" of RSS chief Mohan Bhagwat's call for a review of quotas. — PTI

BENGALURU: Love is blind, and this explains best the power of strange love for trains and railway stations that made S Shankar to stick around the Bengaluru City railway station performing voluntary work for the last 24 years.

This 42-year-old was a big mystery to the railway employees initially when he first arrived at the railway yard of the station in 1991. But over the years, he has become a much sought-after helper there.

Shankar’s main contribution is changing display boards on coaches, a job which is usually done by a person who goes by the designation of ‘helper’ in railway circles and each train is assigned a staff member to carry out the job.

He does this for six to eight hours a day and five to six days a week. Sometimes he works for long hours that stretch into nights. Every day he boards a bus from Vijaynagar, where he stays with his father, to reach his work destination. Shankar is a bit mentally disturbed and has some difficulty in communication. “He is so useful and harmless. So his mental condition does not pose any serious problems to anyone. Moreover, he is so efficient at this job,” said B Sudheendra, senior section engineer, mechanical department.

When asked what he likes in life, pat comes Shankar’s answer: “BNC station, Yeshwantpur railway station and Cantonment railway station.” This helper speaks the jargon of top railway officials as he can reel off any train number instantly, knowledge that he has acquired over the years.

Educated only up to Class V, he can speak Hindi, English, Tamil, Malayalam and Telugu. “His dedication is really touching and railway officials or helpers often buy him food or tea and give him Rs 10, Rs 20 or Rs 50. A couple of top officials pay him Rs 100 a month from their own pockets,” says Sudheendra. The contractor, who is in-charge of railway helpers, pays him Rs 500 a month just to acknowledge the service he renders.

NEW DELHI: Prime Minister Narendra Modi on Sunday reiterated his government’s commitment to implement the One Rank, One Pension (OROP) scheme for ex-servicemen, but sought time to resolve its complexities.

Attacking the previous governments for “playing politics” over the issue for the past 40 years, he said OROP was “a complex issue, a vexed issue. You have been patient for 40 years. Give me some time to address it.”

In his ‘Mann ki Baat’ radio address, Modi said various departments were working to resolve the complexities as “it is not a simple matter” and added that “running commentary” through the media on the details of the progress will not help.
