New Systems of Recruitment in Railways
To reduce the time gap to fill up the vacancies in Railways, systems of ‘Online Applications’ and ‘Computer Based Tests’ (CBTs) in recruitment for Group ‘C’ and erstwhile Group ‘D’ posts, have been introduced through a series of pilot projects. Under this system, examination for 54 categories of Senior Section Engineers (SSEs) and Junior Engineers (JEs) have been conducted successfully in 2015. Based on the success of Computer Based Tests for SSEs and JEs, CBTs have also been conducted in three more subsequent examinations i.e. Special Recruitment Drive (SRD) for Persons with Disabilities (PWDs) for Non-Technical Popular Categories (NTPC) Under-Graduate Level, NTPC Graduate Level posts and another SRD for PWDs for erstwhile Group ‘D’ posts.
This Press Release is based on the information given by the Minister of State for Railways Shri Rajen Gohain in a written reply to a question in Lok Sabha on 10.08.2016 (Wednesday).

categories- Lists of posts identified suitable for them.
Attention is invited to this Ministry’s letter number E(NG)II/2006/LG-5/4 dated7.03.2008, circulating therewith the department-wise lists of posts identified suitable for Physically Handicapped persons in Group ‘C’ & ‘D’ categories on the Railways. This list of posts was based on the list circulated by M/o Social Justice & Empowerment (MOSJ&E), vide their notification No. 16-25/99.NI.I dated 31.5.2001.
Superseding their list ibid, MOSJ&E have come out with another list in detail, videtheir notifications No. 16-70/2004-DDIII dated 18.1.2007, 15.3.2007 and 22.3.2007, to give effect to 3% reservation to the persons with disabilities.Accordingly, based on the above, department-wise posts suitable for persons with disabilities, is enclosed for information and strict compliance. This list is not exhaustive and Railway administrations are free to identify more posts (not included in the enclosed list) locally, so that more persons with disabilities can be provided employment opportunities on the Railways. The list is provisional, since this Ministry has approached MOSJ&E for requisite exemption of certain categories/posts, from the purview of identified categories. The final list shall, therefore, be issued after finalization/disposal of the matter by MOSJ&E. While undertaking recruitments, the provisions of the Persons with Disabilities Act, 1995, may be scrupulously followed, i.e. posts should be reserved for disabled persons on the basis of computation done taking into account the total number of vacancies arising both in identified and unidentified posts. It would not suffice by merely mentioning that post (s) is/ are suitable for disabled persons. Clear break-up of vacancies among the various categories of disabilities, would also need to be indicated in the indents/notifications issued.

Mr. SK. Mann President, National Head Quarters Confederation of Defence Recognised Associations (CDRA) has written a letter to the Prime Minister of India, regarding MACP on Promotional Hierarchy.
MACP on Promotional Hierarchy – MACP Scheme on Grade pay basis instead of the promotional hierarchy as it was in ACPS, resulting into the great detriment and huge financial and terminal benefit loss to the employees.
Mr. SK. Mann President, National Head Quarters Confederation of Defence Recognised Associations (CDRA) has written a letter to the Prime Minister of India, regarding MACP on Promotional Hierarchy. here are the quotes :
1. With profound regards we on behalf of more than 50 recognized associations functioning in various directorates of MoD request your honour for redressal of our genuine and justified grievances with regard to the injustice about the financial up-gradation under MACP Scheme inflicted upon the weaker section of the subordinate employees by the Govt of India during 2009 quite wrongly and against all the canon of justice. During the regime of NDA Govt. heated by the then Hon’ble Prime Minister Shri Atal Bihar Vajpayee Ji an ACP Scheme to the employees of group B. C & D was granted in the form of two financial up-gradations in the promotional hierarchy after completion of 12 & 24 years service as a ‘safety net’ to deal with the problem of genuine stagnation due to inadequate promotional avenues. Alas! The above just and genuine scheme was ruthlessly distorted and destroyed during 2009 by the then UPA Govt by converting it into the MACP Scheme on Grade pay basis instead of the promotional hierarchy as it was in ACPS, resulting into the great detriment and huge financial and terminal benefit loss to the employees.
2. It is submitted with respect that the said scheme of MACPs was switched over from existing ACPS without having any consideration of anomalous consequences and awful repercussions in the matter of financial discriminations. With a view to further clarify the anomaly of this scheme it would be imperative to quote an example here that a Junior Engineer in MES who complete his 24 years service on 31-08-2008 shall be granted the 2rd up-gradation in pay scale of Executive Engineers i.e. in the PB-3 (15600-39100) + Grade Pay 6600/- in the erstwhile ACPs, where as the another Junior Engineers having completed the 30 years on 01-09-2008 is eligible for 3rd up-gradation in PB-2 (9300-34800) + Grade Pay 5400/- under the modified ACPs resulting in huge loss at least Rs. 20,000/- per month even after putting 6 years extra period of his services. Subsequently these anomalous and unjust projections were consequently brought into the notice of the authorities and persuaded vigorously but all in vain despite their admission about the said anomalies.
3. Finding no way out, the employees from different departments of Central Govt including MoD sought for the legal intervention by filing the petitions in the Hon’ble CAT Chandigarh, New Delhi, Guwahati, Calcutta and Ernakulum etc. Wherein all the judgments were in favour of the employees directing the respondents to grants the MACPs in promotional hierarchy. In the appeals filed by the Govt. in the Hon’ble High Courts the orders of the various CAT stands upheld Unfortunately, the Govt. further preferred to file the SLPs in the Hon’ble Supreme Court against the orders of the Hon’ble High Courts admittedly, the Hon’ble Supreme Court would take a considerable time to deliver its judgment on the said SLPs. Such delay to deliver the justice shall adversely affect a large chunk of the poor employees who are not in position to contest the case in Supreme Court owing to their financial constraints. In this context it is pertinent to mention here that the Hon’ble Supreme Court opined that in case of service matters where the High Courts and benches of CAT delivered the judgements in favour of the employees, no appeal in the Supreme Court by the Govt. is desirable.
4. We would also like to draw your kind attention to the fact that earlier the status of CAT remained equal to High Court and an employee had to contest his case at two stages only i.e. in CAT and then in Hon’ble Supreme Court but later on the channel contesting the case became CAT then High Court and then further Hon’ble Supreme Court. Therefore the opinion of Hon’ble Supreme Court that way is quite genuine.
5. In view of the above mentioned circumstances we pray before your esteemed authority to kindly be graciously pleased to direct the concerned department of Govt, of India for withdrawal of SLPs from the Hon’ble Supreme Court in order to provide the relief to the weaker sections of the society and to meet the ends of justice as a special case. We do hope that your kind action in the matter will certainly bring the good days for the subordinate employees of the Central Govt.

Hospital Patient Care Allowance/Patient Care Allowance was introduced on the Railways in terms of Railway Board’s letter no. E(P&A)Il-98/HW-6 dt. 09.01.2008. As per paragraph 2 (a) (ii), of the letter dt. 9-1-2008 Pharmacists were also made eligible for grant of 1-lPCA/PCA subject to fulfilment of the conditions of admissibility except exclusive Store Pharmacists who were not involved in dispensing of medicines. Both the recognised Federations, namely AIRF and NFIR have raised the issue in the forum of PNM stating that there is no particular designation of Store Pharmacists in the Indian Railways. The matter has been considered in consultation with the Health Directorate of Railway Board and it has been decided to remove the exception made for exclusive Store Pharmacists in paragraph 2(a) (ii) in Railway Board’s letter no. E(P&A)ll-98/HW-6 dt. 09.01.2008. Phannacists will be entitled for payment of Hospital Patient Care Allowance I Patient Care Allowance. This would have effect from 01.01.2008 as mentioned in Railway Board’s letter no. E(P&A)li -98/HW-6 dt. 09.01.2008.
3. Other tenns and conditions would remain the same as per Board’s letter no. E(P&A)II – 98/HW-6 dt. 09.01.2008 and Board’s letter No. E(P&A)II-2013/AL-3 dt. 20.02.20 13.
4. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

New Delhi: Low-income employees are set for more pay bump after the Seventh Pay Commission recommendation to increase for those earning basic salary of up to Grade Pay Rs 4600 a month.
The move, which works out to be at least a 40 per cent pay rise, could benefit at least all non-gazetted employees, if the central government follow the recommendations.
An official with the Commission said that the Seventh Pay Commission is likely to recognize the non-gazetted employees with upgrading skills for increasing their productivity to hike maximum pay.
Seventh Pay Commission wants to focus on Low-pay employees to give them hike pay that they are the most vulnerable group and should continue to benefit from nation’s growth,” he said.
After making the recommendation, it is noted that the all non-gazetted employees who earn a basic monthly salary with grade pay Rs 46,00 and below, will get at around 40 per hike from next year, the official added
He said the aim is to encourage pay hike which will be sustainable, and will urge to central government to focus on helping workers to deepen their skills and to raise productivity.
“Real pay hikes should be in line with productivity growth over the long term,” the official said.
The official added that higher officers can be given hike pay taking into account their performance, prospects and sustainability.
Besides pay hikes, the Seventh Pay Commission is likely to recommend to hike medical benefits, House rent allowance, transport allowance and other allowances for central government employees.
The Seventh Pay Commission, headed by Justice A K Mathur, was appointed by the previous UPA government in February 2014 for 18 months. Its terms was extended in August 2015 by four months till December 31, 2015. The recommendations of the commission would be implemented from January 1, 2016.
The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.
As part of the exercise, the Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services.

The President is pleased to decide that all Group ‘C’ & ‘D’ RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2014-2015. without any eligibility wage ceiling. The calculation ceiling of Rs.3500/- will remain unchanged.
2. The benefit will be admissible subject to the following terms and conditions:-
a) Only those Group ‘C’ & ‘D’ RPF/RPSF personnel who were in service on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-2015 will be eligible for payment under theseorders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).
b) The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.3500/-(where actual average emolumentsexceed RS.3500), ad-hoc bonus for thirty days would work out to< RS.3500×30/30.4 = < RS.3453.95 (rounded off to< RS.3454/).
c) All payments under these orders will be rounded off to the nearest rupee.
d) In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministry’s letter No.E(P&A)II-88/Bonus-3 dated 29.12.1988, as amended from time to time, would hold good.
e) All the Group ‘C’ & ‘D’ RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.

Prime Minister Narendra Modi broad stroked a gamut of issues encompassing policy and administrative measures, and his forthcoming visit to the UK during which he would inaugurate BR Ambedkar House in London, but conspicuously skipped mention of Dadri and Faridabad incidents during his customary radio programme "Mann Ki Baat" today.
Modi said the Centre would launch Gold Monetisation Scheme, Sovereign Gold Bonds and gold coins of five gm and 10 gm denominations with Ashok Chakra inscribed on them on the eve of Diwali. He said the government would also do away with the system of interviews for appointments with group D, C and B category (non-gazetted) Central Government posts from January 1, next year.
Modi said gold-related schemes would give impetus to the country's economy, besides ensuring subscribers with assured dividends on their gold assets.
"In our country gold has, in a way, become part of social life. Gold is considered to be a medium of economic security. Gold is considered to be the key during critical times…I do not think anyone can reduce attachment towards gold. But it does not behove to store gold as dead-money in today's times. Gold can become powerful…," Modi said. Under the scheme, banks will give monetary interest on the market value of gold deposited with it.
Interviews for recruitment at lower levels in governments, he said, were a source of corruption. "The government has completed the entire process to do away with interviews for lower rank jobs. There will be no requirement of interview for Group D, C and B non-gazetted posts in Centre. It will come into effect from January 1, 2016," Modi said.

OFFICE MEMORANDUM
Subject: – Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2014-15.
The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoo Bonus) equivalent to 30 days emoluments for the accounting year 2014-15 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.
2. The benefit will be admissible subject to the following terms and conditions:-
(i) Only those employees who were in service as on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-15 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);
(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). (iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.12oox30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/). In cases where the actual emoluments fall below Rs.1200/- pm, the amount will be calculated on actual monthly emoluments.
(iv) All payments under these orders will be rounded off to the nearest rupee.
(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)-E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.
3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

Sub: Grant of Hospital Patient Care Allowance (HPCA) & Patient Care Allowance (PCA) to Group ‘C’ & ‘D’ (non-ministerial) Railway employees working in Railway Hospitals & Health Units/Clinics.
Hospital Patient Care Allowance/Patient Care Allowance was introduced on the Railways in terms of Board’s letter no. E(P&A)II-98/HW-6 dt. 09.01.2008. Further, the rates of HPCAIPCA were revised as per Board’s letter No. E(P&A)II-2013/AL-3 dt. 20.02.2013.
2. The issue of inclusion of left out categories of staff for the grant of HPCA/PCA has been under consideration in this Ministry pursuant to demands raised from various quarters including both the recognised Federations for quite some time and it has now been decided that HPCA/PCA may be made admissible to the following two categories of Group ‘C’ (non-ministerial) railway employees working in railway hospitals and health units/clinics with effect from the date of issue of this letter:
(i) Dental Hygienists.
(ii) Physiotherapists/ Occupational Therapists.
3. Other terms and conditions would remain the same as per Board’s letter no. E(P&A)II-98/HW-6 dt. 09.01.2008 and Board’s letter No. E(P&A)II-2013/AL-3 dt. 20.02.2013.
4. This issues with the concurrence of Finance Directorate ofthe Ministry of Railways.
