Sub: Fixation of pay of existing Group ‘D’ employees In the revised pay structure – clarification reg.

Consequent upon implementation of recommendations of 61h CPC as accepted by Govt. of India, instructions regarding placement and fixation of pay of Group ‘D’ employees (other than RPF/ RPSF) in Grade pay of Rs. 1800/- in PB-1 (Rs. 5200- 20200) were issued vide Board’s letter of even number dated 29.10.2008 (RBE No. 160/2008). Further clarification/ instructions on the issue were issued vide Board’s letters of even number dated 12.01.2009 & 08.11.2010.
2. On the basis of various references received from Zonal Railways and an Item being raised by NFIR on the issue; the matter has been further examined in consultation with the Ministry of Finance keeping in view the stipulation contained in Note I under Rule 7 (1) of Railway Service (Revised Pay) Rules, 2008 and it has been decided that
those non-matriculate/ non-ITI Group ‘D’ employees, who were in service on the date of notification of Railway Service (Revised Pay) Rules, 2008 and retired/ expired or left service within six months of the notification of the Railway Services (Revised Pay) Rules, without being imparted training due to administrative reasons, may be placed in PB-1 with Grade Pay Rs. 1800/-
3. This issues with the concurrence of Finance Directorate ofthis Ministry.

Age Relaxation: By 10 years for persons with disabilities (PWD) (13 years for OBC and 15 years for SC/ST), For Ex-servicemen with disabilities, up to the extent of service rendered in Defence, plus 3 years, provided they have put more than 6 months service after attestation.

Minimum Educational Qualification: 10th (Matriculation) or its equivalent examination (OR) ITI equivalent or National Apprenticeship Certificate (NAC) granted by NCVT.

Selection Process: Single stage Online Exam, documents verification and medical examination. The Online exam scheduled to be held between 15th February to 25th February 2016.

Online Exam Details: 
(1) The Question papers will be of Objective Multiple Choice Type.
(2) The standard of questions for the online examination will be generally in conformity with the educational standards prescribed for the posts. Question will be objective in nature with aim to assess general knowledge / awareness, mathematics and reasoning etc. The question paper will have 100 questions.
(3) There shall be negative marking in online examination and marks shall be deducted for each wrong answer@1/3rd of the marks allotted for each question.
(4) Duration - Duration of the examinations will be 90 minutes. Extra time of 30 minutes shall be allowed to the VH candidates, where scribe is allowed. 

 Exam Fee: Nil

How to Apply: Eligible Candidates are required to Apply Online through RRC NR Website and fill up the personal details and Bio-data etc. The closing date for online registration is 31/01/2016 up to 17:00 Hours.

MACP on promotional grade 

The employees including Group ‘C’ (which includes erstwhile Group ‘D’) are granted three financial upgradations under Modified Assured Career Progression (MACP) Scheme in the next immediate Grade Pay hierarchy as per CCS(Revised Pay) Rules, 2008 on completion of 10, 20 and 30 years of regular service. 

There have been instances where Tribunals and High Courts have directed to grant benefits under Modified Assured Career Progression (MACP) Scheme in the promotional hierarchy. However, in such cases, the order of Court is specific to the applicant only. 

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Kamlesh Paswan in the Lok Sabha on 23.12.2015.

High Court  imposes Rs. 10,000 costs on Southern Railway

The Madras High Court on Monday imposed Rs. 10,000 as costs on Southern Railway for having repeatedly refused to appoint a person in a Group-D post on the ground that he was a diabetic.

The petitioner’s father, A. Mani, who was a trackman with the railways, died in January 2010 in service. Packiaraj applied for Group-D post on compassionate grounds.

But his application was rejected on the ground that he was found unfit in all classes of medical classifications as he was diabetic.

Packiaraj moved the Central Administrative Tribunal, which on August 8, 2014, directed the railways to consider him for the post. Challenging the decision of the CAT, Southern Railway moved the writ petition seeking the High Court to set aside the CAT directive. The Division Bench of Justice S. Manikumar and Justice G. Chockalingam noted that despite court order that diabetes could not be the basis for rejection of job applications, the railways had been making the petitioner to run from pillar to post.

Prime Minister Narendra Modi broad stroked a gamut of issues encompassing policy and administrative measures, and his forthcoming visit to the UK during which he would inaugurate BR Ambedkar House in London, but conspicuously skipped mention of Dadri and Faridabad incidents during his customary radio programme "Mann Ki Baat" today.

Modi said the Centre would launch Gold Monetisation Scheme, Sovereign Gold Bonds and gold coins of five gm and 10 gm denominations with Ashok Chakra inscribed on them on the eve of Diwali. He said the government would also do away with the system of interviews for appointments with group D, C and B category (non-gazetted) Central Government posts from January 1, next year.

Modi said gold-related schemes would give impetus to the country's economy, besides ensuring subscribers with assured dividends on their gold assets.

"In our country gold has, in a way, become part of social life. Gold is considered to be a medium of economic security. Gold is considered to be the key during critical times…I do not think anyone can reduce attachment towards gold. But it does not behove to store gold as dead-money in today's times. Gold can become powerful…," Modi said. Under the scheme, banks will give monetary interest on the market value of gold deposited with it.

Interviews for recruitment at lower levels in governments, he said, were a source of corruption. "The government has completed the entire process to do away with interviews for lower rank jobs. There will be no requirement of interview for Group D, C and B non-gazetted posts in Centre. It will come into effect from January 1, 2016," Modi said.

Announcement kicks up row

Narendra Modi's no-interview announcement drew accusations of violation of the model code for elections and attempts at putting an end to the reservation policy. Bihar's anti-BJP grand alliance alleged that Modi's announcement would also lead to "effective implementation" of RSS chief Mohan Bhagwat's call for a review of quotas. — PTI

Lower Rung of Railway Employees Felicitated for their Unique Contribution 

In a  move to encourage and motivate Railway employees, special felicitation programmes were organized on 1st May, 2015  in  Railway Divisions across the country to recognize the services of erst-while Group-D  employees like Gangmen, Trolleymen, Gatemen, OHE Khalasis, Signal maintenance cadres, etc.   These employees work hard day and night in the field under difficult conditions to ensure safety of trains and thereby smooth running of the whole system.

In Delhi,   the   main   function was  held  at State   Entry   Club   where     Smt. Rashmi Mital, President of Railway Women’s welfare Central Organisation (RWWCO) was the Chief Guest and presented souvenirs to  various categories of  Railwaymen.  In Delhi area, 200 railway employees with at least 25 years of service and also with unblemished service record were chosen for such felicitation. 

This unique initiative of felicitating lower rung of Railway employees was taken by RWWCO which is the apex body of the chain of women’s welfare organizations spread over all Indian Railways engaged in the task of welfare of Railwaymen and their families through various need-based socio-welfare activities. While the primary concern of the organization is the welfare of Railway employees and their families, it also rises to the call of the society and the nation –be it environmental awareness, family welfare drives, disturbances on the borders or the natural calamities.
