Rehabilitation Schemes for Ex-Servicemen

Following Resettlement schemes are run by Directorate General Resettlement (DGR) to provide resettlement opportunities to Ex-Servicemen (ESM) of three Armed Forces Services.

Placement Assistance through on-line registration at DGR-  Directorate General Resettlement (DGR) sponsors Ex-Servicemen to various Govt organizations,  Public Sector Undertakings, Corporate Houses, Private Sector, Central Para Military Forces etc based on their requisition for re-employment of ESM.

DGR Sponsored Security Agency Scheme- The DGR empanels/sponsors ESM run Private Security Agencies, and State ESM Corporations for providing security guards to various CPSUs, Corporate Houses, Private Sector Undertaking etc.

Management of CNG Station by ESM in NCR- Desirous ESM (O)s registered in the scheme are sponsored on receipt of requisition from IGL (New Delhi) & MNGL (Pune).

Allotment of BPCL/IOCL COCO Outlets Pan India-  ESM (Officer)/JCO who is registered with DGR and has not availed any other benefit is sponsored for the COCO outlets in the state of choice given by ESM (Officer) based on Oil Company’s requisition.

Allotment of Mother Dairy Milk Booths and Fruit & Vegetable (Safal) Shops in NCR- The ESM register for Milk/SAFAL(Fruit and Vegetable) booths separately and give multiple choice of zones for the purpose of areas where booths are required.

Allotment of Regular LPG Distributorship- War Widows/Dependents of those who died in war, war disabled/disabled on duty while serving in operational area, widows/dependents of those who died in harness due to causes attributable to or aggravated by Military Service and ex-servicemen disabled in peace due to causes attributable or aggravated by Military Service are eligible. 

LPG Agency under Rajiv Gandhi Gramin LPG Vitrak (RGGLV) Scheme- War widows/dependents of those who died in war, war disable/disabled on duty while serving in operational area widows/dependents of those who died in harness due to causes attributable to or aggravated by Military Service and ex-servicemen disabled in peace due to causes attributable to or aggravated by Military Service are eligible.

Retail Outlet Dealership (Petrol/Diesel)-War Widows/Dependents of those who died in war, war disabled/disabled on duty while serving in operational area, widows/dependents of those who died in harness due to causes attributable to or aggravated by Military Service and ex-servicemen disabled in peace due to causes attributable to or aggravated by Military Service are eligible.

DGR ESM Employment Seminars/Job Fairs- A Memorandum of Understanding (MoU) was signed in 2014 between DGR and the Confederation of Indian Industry (CII) with the aim to generate employment opportunity for ESM in the corporate sector.  Based on the MoU, ESM Job Fairs have been organized with the help of CII.  These Job Fairs are conducted at a suitable venue where the suitably identified ESM are provided to the corporate employers based on the openings offered which matches with the skills of the ESM.

ESM Coal Loading and Transportation Scheme- The Scheme is administered on the basis of MoU between the Coal India Ltd (CIL) and DGR.

Coal Tipper Attachment Scheme- This scheme is linked with the ESM Coal loading and transportation scheme.

Tipper Attachment Scheme for War Widows and Disabled Soldiers- War Widows up to age of 65 and disabled soldiers having 50% or more disability are also allowed to enroll for this scheme.

As many as 2,21,180 Ex-Servicemen, Widows/Disabled ESM have benefitted under different schemes of resettlement since 2015.

Director General Resettlement (DGR) Schemes are based on vacancies in PSUs, subsidiaries of Coal India Limited, Indraprastha Gas Limited/MNGL & Mother Dairy.  Once the vacancies are released to DGR by the concerned agencies, they are utilised fully.

Permission has been granted by Ministry of Railways, Government of India to the candidates of combined Defence Services ( CDS ) exams, to travel by special suburban services over Mumbai Suburban network o­n Sunday, 8th November, 2020.

Valid identity cards of the candidates for this examination, will be considered as authority for entry at the stations.

APPEAL

All commuters as permitted by Govt. of Maharashtra, are requested to follow social distancing norms and wear mask, while travelling in special suburban trains. Categories as identified by the State Government, all ladies (between 11 am and 3 pm and after 7 pm), practicing lawyers and registered clerks of lawyers during timings as specified, can o­nly travel in these special trains, as permitted by Govt of Maharashtra.

A special train with approximately 950 army personnel who have completed professional courses at Army training establishments at Bangalore, Belgaum & Secundrabad and due to rejoin units deployed in operational areas in North India has started from Bangalore today (17 April). All personnel have undergone mandatory quarantine period and are medically fit. The train is scheduled to reach destination on 20 April 2020. 
All possible precautions as part of COVID-19 management including disinfection of the platform, bogies and baggage was carried out in addition to establishment of a Sanitisation tunnel. Social distance was ensured while entraining and screening.
The second train to cater for transportation of army personnel to units deployed in the Northeastern part of the country is scheduled later.

The 7th Central Pay Commission (CPC) recommended the following on disability pension:-
The Commission is of the considered view that the regime implemented post 6th CPC needs to be discontinued, and recommended     a return to the slab based system.  The slab rates for disability element for
100 percent disability would be as follows:

The above recommendation has been accepted and Resolution dated 30.09.2016 issued accordingly.       
The 6th CPC dispensation of the calculation of disability element on percentage basis, however, continues for civil side which has resulted in an anomalous situation.  The issue has accordingly been referred to the Anomaly Committee.  However, the disability element which was being paid as on 31.12.2015 to the eligible defence service pensioners will continue to be paid till decision on the recommendations of Anomaly Committee is taken by the Government.
This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri Dr. Kirit P. Solanki and Shri Rajan Vichare in Lok Sabha on 17.03.2017.

Defence Personnel travelling o­n Military Warrant should carry their Original Identity Cards issued by the Defence Department during their journey. Similarly, the family members of the defence officials booked and travelling o­n warrant should carry their Medical Card or Family Identity Card issued by Ministry of Defence.
Instances of misuse of Military Warrant have been brought to the notice of Railways, where some civilians were found travelling o­n the authority of military warrant. Accordingly, the matter has been reviewed and it has been decided that passengers booked on a military warrant should carry their Original Identity Cards issued by the Defence departments during their journey.
Similarly, the family members of the defence officials booked and travelling o­n warrant should carry their Medical Card or Family Identity Card issued by Ministry of Defence failing which they will be considered as travelling without ticket and charged accordingly.

Pension Disbursing Agencies have started releasing the 7th CPC arrears due to the pensioners.  Details regarding amount released and number of pensioners benefitted are being collected.
This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shrimati Vasanthi M. in Lok Sabha today.

AN EYE OPENER FOR GOVT TO GRANT EQUAL MSP TO ALL DENFENCE FORCES WITH OUT DISCRIMINATION

The country has witnessed a massive tragedy occurred to our soldiers who were guarding our borders in  the snow covered mountainous terrains of J&K due to sudden falling of avalanches.
Our heart & soul is with bereaved families of the deceased soldiers. It is the duty of the Govt to release the immediate relief to those families & look after them for the rest of their life. The Department Ex-servicemen welfare should ensure that their problems are settled judiciously without any delay. 

If one of the 7th CPC personal had either witnessed or foreseen such hard ship of soldiers whether in peace or in War, they would not have recommended the amount of Rs.5200/- as Military service pay( MSP) to soldiers comparing to  Nurses who  are granted Rs.10800 & officers who are granted 15500/-.

It is relevant to note here that MSP was introduced by 6th CPC to compensate the soldiers  in comparison with the pay scales of their counter parts in civil  for the dissimilar hardship & danger to their life in peace & war. It was also for the nature of 24 hours of duty performed by them unlike their counterparts in civil. It was also for the forfeiture of their fundamental rights during their service tenure, deprivation of comforts & amenities denied to them. I had an opportunity to serve in a forward area which happened to be a desert, where only officers had toilet facilities & all others were deprived of such basic amenities.

The olden name to Ex-soldiers were Azad Fauji (Released soldier) . It denotes that he was confined without freedom for defending the borders of our nation. This is a self sacrifice committed by our young generation in their youth full days to protect the country when their counter parts in civil were enjoying the colorful life outside with all amenities & comforts.

The main purpose of this write up is to high light that War & nature do not differentiate between officers, Soldiers & Nurses. Since this element of pay (MSP) which is unique in nature, being the compensation for extreme hardship due to service conditions should be equal to all in the defense forces from Sepoy to General. While we do not like to use the recent tragedy to pursue our demand for equal MSP but it should be an eye opener for the Govt  at this juncture to re-look in to this grievance.

We hope that the BJP Govt under the leadership of Hon Prime Minister Sri.Narendra Modi  will rise up to the occasion & declare equal MSP to enhance the morale of  all soldiers without further delay.

TAMIL NADU GOVT. ANNOUNCES SECOND FAMILY PENSION TO DEFENCE FAMILY PENSIONERS

Finance Minister Shri.O.Panneer Selvam made the following announcement in the Tamilnadu

Assembly on 2nd Sep 2016.

1. Ex-gratia payable to a martyr’s family will be increased from 10 lacs to 20 lacs.

2.The Pension for the 2nd World War veterans will be increased from Rs.4500 to Rs.6000

3.The rate of family pension to the 2nd World War widows will be increased from Rs.2500 to Rs.3000.

4.The widows of the re-employed ex-servicemen from Government of Tamilnadu will be sanctioned (Second) Family pension in addition to Defence Family pension.

5.Marriage grant for the War Widows daughter increased from Rs.50000 to Rs.1 lac.

6.Ex-gratia for the Disabled soldier increased from Rs.30000 to Rs.50,000.
