Following Resettlement schemes are run by Directorate General Resettlement (DGR) to provide resettlement opportunities to Ex-Servicemen (ESM) of three Armed Forces Services.

Placement Assistance through on-line registration at DGR-  Directorate General Resettlement (DGR) sponsors Ex-Servicemen to various Govt organizations,  Public Sector Undertakings, Corporate Houses, Private Sector, Central Para Military Forces etc based on their requisition for re-employment of ESM.

DGR Sponsored Security Agency Scheme- The DGR empanels/sponsors ESM run Private Security Agencies, and State ESM Corporations for providing security guards to various CPSUs, Corporate Houses, Private Sector Undertaking etc.

Management of CNG Station by ESM in NCR- Desirous ESM (O)s registered in the scheme are sponsored on receipt of requisition from IGL (New Delhi) & MNGL (Pune).

Allotment of BPCL/IOCL COCO Outlets Pan India-  ESM (Officer)/JCO who is registered with DGR and has not availed any other benefit is sponsored for the COCO outlets in the state of choice given by ESM (Officer) based on Oil Company’s requisition.

Allotment of Mother Dairy Milk Booths and Fruit & Vegetable (Safal) Shops in NCR- The ESM register for Milk/SAFAL(Fruit and Vegetable) booths separately and give multiple choice of zones for the purpose of areas where booths are required.

Allotment of Regular LPG Distributorship- War Widows/Dependents of those who died in war, war disabled/disabled on duty while serving in operational area, widows/dependents of those who died in harness due to causes attributable to or aggravated by Military Service and ex-servicemen disabled in peace due to causes attributable or aggravated by Military Service are eligible. 

LPG Agency under Rajiv Gandhi Gramin LPG Vitrak (RGGLV) Scheme- War widows/dependents of those who died in war, war disable/disabled on duty while serving in operational area widows/dependents of those who died in harness due to causes attributable to or aggravated by Military Service and ex-servicemen disabled in peace due to causes attributable to or aggravated by Military Service are eligible.

Retail Outlet Dealership (Petrol/Diesel)-War Widows/Dependents of those who died in war, war disabled/disabled on duty while serving in operational area, widows/dependents of those who died in harness due to causes attributable to or aggravated by Military Service and ex-servicemen disabled in peace due to causes attributable to or aggravated by Military Service are eligible.

DGR ESM Employment Seminars/Job Fairs- A Memorandum of Understanding (MoU) was signed in 2014 between DGR and the Confederation of Indian Industry (CII) with the aim to generate employment opportunity for ESM in the corporate sector.  Based on the MoU, ESM Job Fairs have been organized with the help of CII.  These Job Fairs are conducted at a suitable venue where the suitably identified ESM are provided to the corporate employers based on the openings offered which matches with the skills of the ESM.

ESM Coal Loading and Transportation Scheme- The Scheme is administered on the basis of MoU between the Coal India Ltd (CIL) and DGR.

Coal Tipper Attachment Scheme- This scheme is linked with the ESM Coal loading and transportation scheme.

Tipper Attachment Scheme for War Widows and Disabled Soldiers- War Widows up to age of 65 and disabled soldiers having 50% or more disability are also allowed to enroll for this scheme.

As many as 2,21,180 Ex-Servicemen, Widows/Disabled ESM have benefitted under different schemes of resettlement since 2015.

Director General Resettlement (DGR) Schemes are based on vacancies in PSUs, subsidiaries of Coal India Limited, Indraprastha Gas Limited/MNGL & Mother Dairy.  Once the vacancies are released to DGR by the concerned agencies, they are utilised fully.

Penury Grant to Non-Pensioner Ex-Servicemen/Widows Enhanced 
The government has enhanced penury grant to non-pensioner Ex-Servicemen/Widows to Rs. 4,000/- per month from the existing rate of Rs. 1,000/- p.m., payable from April 2017. The Defence Minister Shri Arun Jaitley approved the enhancement of the penury grant following the demands by different stake holders, including Ex-servicemen Associations, Rajya Sainik Boards, Ex-servicemen/widows. Recently, the Governor of Jammu and Kashmir, Shri N N Vohra had also sent a proposal to Shri Jaitley to increase the amount to Rs. 4,000/-. 
The penury grant is provided to non-pensioner Ex-servicemen/widows, who are above 65 years of age by the Department of Ex-Servicemen Welfare, Ministry of Defence through Kendriya Sainik Board. 
The step of enhancement of penury grant will benefit a large number of non-pensioner Ex-servicemen and widows who are in a state of penury. It was last revised from one time grant of Rs. 30,000/- to Rs. 1,000/- per month in October 2011.

New Delhi: A delegation of ex-servicemen on Sunday met Finance Minister Arun Jaitley and submitted a memorandum seeking “corrections” in the One Rank One Pension (OROP) notification, as their protest on the issue entered the 203rd day.

“A five-member delegation met the Finance Minister and told him that the actual OROP has not been granted.

The notification issued has serious flaws and we requested him for corrections in it and granting of actual OROP as per the approved definitions,” retired General Satbir Singh said.

 “The minister has assured us that he will speak to the Defence Minister about our demands,” he added.

A group of 100 ex-servicemen including those from Haryana, Punjab, UP and NCR area also protested outside Jaitley’s residence and then moved to Jantar Mantar.

 “For last 6 months, our ex-servicemen are protesting at Jantar Mantar demanding OROP which has been passed by both Houses of Parliament. But the government has been neglecting our demands again and again. It is our request to give us our real OROP,” Arif Ali Khan, one of the protesters, said.

“We had given a notice to the government 21 days ago that we have been protesting peacefully so far. But we have been forced now to go beyond Jantar Mantar. We will now resort to blocking traffic, train and roads if they remain deaf to our demands. We will also disrupt Parliament if need be”, he said.

Another veteran Lieutenant Kameshwar Pandey said, “we feel cheated as this is not the real OROP what government has promised. A proper parliamentary procedure must be followed to make any amendments. We just want the government to refrain from such manipulations”.

Construction of Railway Line upto China Border 

The proposal for construction of railway lines along China border has been initiated by Ministry of Defence as strategic line. 

Ministry of Defence has identified four strategic lines along India-China border viz. 

(i) Missamari – Tenga – Tawang (378 Km.) 

(ii) Bilaspur – Manali – Leh (498 Km.)

 (iii) Pasighat – Tezu – Rupai (227 Km.) and 

(iv) North Lakhimpur - Bame (Along) – Silapathar (249 Km.). 

Ministry of Railways has requested Ministry of Defence to convey approval to carry out Final Location Survey at a cost of Rs. 345 Crores and provide the necessary funds. None of these projects has been sanctioned.

The time of completion and cost cannot be ascertained till completion of the Final Location Survey and detailed geo-technical studies, as all these projects pass through very difficult terrains of young Himalayas. 

This information was given by the Minister of State for Railways Shri Manoj Sinha in a written reply to a question in Rajya Sabha .

Defence ministry to directly disburse Rs 51,000-crore pension, benefitting 24 lakh ex-servicemen   

NEW DELHI: Getting rid of the virtual 'middleman', the Defence Ministry is implementing an ambitious plan to credit Rs 51,000 crore worth of pensions directly into the accounts of ex-servicemen, doing away with an earlier process of banks - mostly state owned - being the disbursement agency.

Faced with the mounting pressure of thousands of complaints and grievances on pensions being wrongly calculated or distributed unevenly, the MoD has sanctioned a new policy to directly send money to pensioners through the Real Time Gross Settlement (RTGS) process.

Initial estimates by the Controller General of Defence Accounts (CGDA) indicate that an annual saving of over Rs 180 crore will be effected through this change by cutting out the 32 banks - 28 Public sector and 4 private sector - that were earlier the distribution agency for pensions. 

More importantly, the MoD believes that implementing a centralized system will do away with a majority of grievances that pensioners bring up on disbursement of funds. "An analysis of grievances received at the Ministry or at CGDA office or at PCDA (Pension) office reveal that more than 95% of the complaints pertain to pensioners drawing their pension from the banks. The task of addressing these grievances and providing services to pensioners to their complete satisfaction is an arduous one," a note on the new system says. 

At present more than 24.16 pension accounts - and growing - are active throughout the nation that received close to Rs 51,000 cr per year. Out of these, 18 lakh pensioners are serviced through banks and the MoD pays Rs 960 a year to the banks as transaction fees for each account. 

"If all pensioners are brought under the centralised PDA system where MoD will credit pension in pensioners Bank accounts through NEFT/RTGS, saving of Rs 180 cr could be achieved," the note says. 

Officials said that to start with, all new pensioners in the Navy and Air Force will get disbursements through this new system directly into their bank accounts. Pensioners will need to indicate a joint bank account of their choice along with their Aadhar number. The Army, which has the largest chunk of pensioners, will get the new system by August.

4 Key Rail Links to the Border areas in the Himalayan region face economic challenge

New Delhi: An ambitious plan to start work on militarily crucial strategic railway lines in the upper reaches of Himalayas now faces funding issues. Four critical railway lines that will connect the international border in the Himalayan range to the Indian hinterland and allow quick troop movement face an uncertain future due to paucity of funds. The case is now before Prime Minister Narendra Modi. The lines are likely to cost a staggering Rs 200,000 crore – over $ 30 billion – and comprise around 80 per cent of the total defence budget of 2014-15. But these four lines are the most critical of the 14 planned to help rapid troop movement to the border. The construction is expected to take at least eight
years.

Sources told that the Cabinet meeting headed by Prime Minister Narendra Modi was presented with suggestions on alternative methods for funding, including some form of private participation and equity participation from states that would benefit from enhanced tourism in these remote Himalayan regions.

Unlike China – which has already constructed high-speed railways connecting the 3,448 km Line of Actual Control to the hinterland – this will be India’s first foray to connect the upper Himalayas with the plains.

The lines include the approximately 500-km Bilaspur-Mandi-Manali-Leh line, and a nearly 400-km one connecting Missamari in North Assam to the Tawang in Arunachal Pradesh.

The two others are the 250-km line connecting North Lakhimpur to Silapathar in Arunachal Pradesh and the 300-km line connecting Rupai in southeastern Assam to Teju, Passighat and Murkongselek in Arunachal Pradesh.

Money will be an issue but it should be sorted, said the source while explaining the quantum. The estimates will rise as boring tunnels in the Himalayas has never been easy and geological formations can prove to be tricky as it has happened in the case of the Jammu-Srinagar railway line.

The existing estimate is just 20 per cent less than this fiscal’s Defence budget of Rs 2,46,727 crore that is 12 per cent of the total government expenditure.

The railway lines will need funding over the next eight to 10 years which is expected to be the gestation period of the project.

This will be the first foray of India in the upper Himalayas to build strategic railway lines. This will enable rapid deployment of troops, especially the newly created Mountain Strike Corps mandated to face China. The most important railway lines will connect Leh in Jammu and Kashmir and Tawang in Arunachal Pradesh with the mainland India. Both these are at the Line of Actual control (LAC), the de facto border with China.

The other two routes will connect one of the remotest parts of Arunachal Pradesh and facilitate easier military movement between other northeastern states and Arunachal Pradesh.

The Tawang line is most significant, considering the strategic importance of the area which is also a major Indian military base. At present, there is no crossing over the Brahmaputra from Nagaland, Manipur and Mizoram forcing the troop movement by a circuitous road route.

For north India, the rail link to Leh will be crucial. The pre-feasibility report pegs the entire 498-km all-weather broad gauge Bilaspur-Manali-Leh railway line to be the costliest of the four lines.

A British era 181-km narrow gauge line exists between Pathankot in Punjab and Joginder Nagar in Himachal Pradesh. It can be converted into broad gauge. The conversion is expected to cost Rs 3,300 crore.

The rail line to Leh is expected to pass through Upshi in Ladakh providing further bifurcation to important conflict points at Demchok and Chumar in southeastern Ladakh.

Siliguri (SGUJ): Following the successful Myanmar operation carried out by the Indian Army, the Railway Police Force (RPF) in West Bengal’s Siliguri District has tightened security and safety measures for railway passengers.

“Every time we have to be alert and we are trying to be alert. This is a continuous process and we do not compromise on security,” Mohd. Saquib, Senior Divisional Security Commissioner, RPF, Katihar said.

Sniffer dogs were used to track down unwanted objects in the surroundings of the New Jalpaiguri Railway station.

The army on Tuesday engaged two separate groups of militants along the Indo-Myanmar border, inflicting significant casualties on them.

A statement from the Ministry of Defence said that the operations were necessary in light of intelligence reports, which warned of militants planning attacks on Indian soil. The statement further appreciated the cooperation shared between the armies of India and Myanmar, assuring that any security threat to the nation will be met with a ‘firm response’.

The action comes days after a militant ambush in Manipur, which led to the death of 18 army personnel and injured 11 others.

The ambush, which was one of the most deadly attacks in the region in recent years, occurred at around 8.30 am on June 4, when the army ‘s convoy was travelling between Paralong and Charong villages.

The central government later handed over the probe into the attacks to the National Investigation Agency.

“Encroachment is indeed a serious problem at railway stations. But the RPF will hold eviction drive only after discussing the matter with state government o officials as well as police.” said Saquib.

Some RPF officers accompanying Saquib said driving away encroachers and unauthorised vendors from railway land was always an ordeal for the force in Bengal. “Even in Bihar, we hardly face any political interference or restriction while evicting encroachers. But here in Bengal, the situation is different and we have to act accordingly,” said an RPF officer who didn’t want to be named.

“We have lost one of our jawans during an eviction drive at Malda Town station. Instead of asking police to go all out against the culprits, the Bengal chief minister tacitly passed on the buck to us. Hence, we are extra cautious now before conducting any eviction drive so that we are not blamed in case of any untoward incident,” he added. A day after RPF jawan Samarendra Samanta was killed, chief minister Mamata Banerjee told the Assembly that “the RPF did not inform us before evicting the hawkers,” implying that a central agency should inform the state in advance before undertaking any action that could create law-and-order problems.

“During a recent inspection, it came to my notice that even toy train tracks from Sukna to Darjeeling, which come under the Darjeeling Himalayan Railway, are encroached. The encroachment is so rampant that even the movement of toy train is affected between Kurseong and Darjeeling. Its high time that the issue is solved seriously,” said the safety commissioner.

“In most cases, the encroachers are from outside and there are chances that miscreants will take shelters there,” he added.

Saquib said unauthorised vendors were occupying platforms as well. “Although railway platforms are entirely under the surveillance of the RPF and we are free to evict hawkers, we want to discuss with the state government and police before carrying out such missions,” Saquib said.

“Such eviction drives often impact law and order in localities around railway stations which are under the jurisdiction of state police. Hence, to hold eviction drive peacefully, we feel it is necessary to talk to state police and local administration,” he explained.

Saquib, however, refused to accept that the change in the RPF’s policy and plan to hold discussions with state government officials prior to eviction was a follow up move after the recent violence in Malda.

While inspecting Siliguri Junction station around 11am today, Saquib also expressed strong discontent over illegal parking and other lapses in security arrangements.

“Motorcycles parked in front of the main entrance are hindering the movement of passengers and officials. Unclaimed articles are also found in different locations and most importantly, most of the authorised vendors did not even wear uniforms. The door of the office of the commercial ticket inspector, where large amount of cash is kept, was open. Such matters are usually ignored but miscreants and extremists exploit such negligence,” he observed.

He directed the RPF officials and the station manager to look into these matters.
