1. Based on the performance of the candidate in the Written Examination & Aptitude Test for the post of ASM and Written Examination only for the post of Goods Guard, RRC/NR has shortlisted 412 candidates provisionally to appear before the Document Verification Committee for Verification of Documents and Genuineness of their candidature at Railway Recruitment Cell, Lajpat Nagar- I, New Delhi- 110024 w.e.f. 23.10.2017 to 27.10.2017. E-Admit cards for document verification with necessary detail of Date, Time, Shift & Venue etc would be available on RRC website w.e.f. 09.10.2017 and same need to be downloaded by candidates with instructions. SMS Alerts are being sent to the provisionally shortlisted candidates on their registered mobile numbers. No separate intimation for Document Verification will be sent to candidates by post. PDF file link containing 412 candidate’s roll numbers arranged in ascending order is available along with your status. All Candidates to note that detail of marks secured and response sheet etc. would be available on RRC on completion of selection process.

3. This list includes around 50% EXTRA candidates over and above the number of advertised vacancies for the post of ASM & Goods Guard. The purpose of calling these extra candidates for document verification is primarily to make good any shortfall arising due to various reasons during formation of panel.

4. All the shortlisted candidate are advised to bring the following Original Certificates/ Documents and Caste Certificate on the prescribed format as available on RRC website without fail for producing the same before the DV Committee. 
(a) Matriculation/ High School Examination Certificate or Equivalent Certificate for proof of Date Of Birth etc.
(b) Pre Degree/10+2/Higher Secondary/Inter certificate as the case be.
(c) Certificate & Mark Sheet of Graduation/Degree.
(d) Caste Certificate in prescribed format as per the Annexure available on RRC website
(e) Upper portion of E- Admit Card of Written Examination, Aptitude Test as applicable.
(f) E-Admit Card of Document Verification.
(g) Three passport size colored photograph as uploaded with the Online Application.

5. Candidates are required to submit an Affidavit to the DV committee duly executed before First Class Magistrate or Notary in the case of any variation in spelling of Name, Father’s Name etc. on the Online Application, Original Certificates /Documents and Service particulars etc.

6. One set of clear & legible self attested photocopies of all the original certificates & documents mentioned above.

7. Candidates to note that their candidature is liable to be CANCELLED in case of failure to produce the above mentioned original certificates/documents on the Date of Document Verification.

8. Furnishing false information, separation of information or using of unfair means at any stage of examination will rendered the candidate disqualified and will be debarred from appearing in any selection or appointment in Railway/Govt. Service & if appointed the service of such candidates is liable to be terminated subsequently.

9. Merely calling a candidate for Document Verification does not in any way entitled him/her to an appointment to the advertised posts of ASM /Goods Guards in the Railways. The candidature of all the mentioned candidates is purely provisional and subject to verification / correctness of the information submitted at various stages of selection process and fulfilling the eligibility criteria in all respects.

EPF & MP Act, 1952 made applicable to all staff employed in ECHS on contractual basis 

A single page composite claim form in death cases replaces Form 20, form 5-IF and Form 10-D 

Noticing that many pensioners are yet to submit Aadhaar authenticated Jeevan Pramaan as life certificate for continuation of drawal of pension, the EPFO has further extended the last date of submission of Digital Life Certificate through Jeevan Pramaan Patra upto 31st March 2017. Earlier the last date was 28th February 2017.

Members and pensioners of the Employees’ Pension Scheme, 1995 are required to furnish Aadhaar number by 31st March 2017.  In case a member has not been allotted Aadhaar Number, a copy of Aadhaar Enrolment ID slip is required to be attached for settlement of claim under EPS, 1995, namely for pension processing and monthly pension payments.  Aadhaar number however is not required in case a member of pension scheme having less than 10 years of service chooses to withdraw by making an application in Form 10-C.

An Employee Enrolment Campaign-2017, started by EPFO on January 1st 2017 to cover left out workers, continues upto 31st March 2017.  Under the scheme:-

· The employee’s share of contributions if not deducted by the employer is waived.
· Nominal damages to be paid by the employer, in respect of the employees for whom declaration has been made under this campaign, is at the rate of Rupee One per annum.
· Administrative charges have been waived.

Even though the EPF & MP Act, 1952 does not differentiate between casual, contractual and regular employees, it was noted that a large number of contractual employees hired by principal employer including those by the government departments, PSU and autonomous Organizations have remained out of coverage under EPFO. It is the duty of the principal employer to ensure compliance of their outsourced / regular / contract / casual / daily wager to the schemes under EPF Act. 
To ensure coverage of workers, principal employers have been advised to ensure that their contractors are registered with EPFO before award of any contract or making any payments.  EPFO provides relevant information in this regard to principal employers online.    

A health care scheme called ECHS was formulated by Ministry of Defence for its ex-servicemen.  The contractual workers of ECHS till now were deprived of the social security benefits under EPFO.  The ECHS now has been brought under the ambit of the EPF Act.  Ministry of Defence has issued necessary directions to the ECHS for enrolling their contractual staff.  Similarly, all eligible workers engaged by contractors working with Military Engineering Services (MES) and Indian Railways have also being requested to ensure coverage of contractual employees under EPFO.

Towards continuous strive to bring increased conveniences and efficiency, a single page Composite Claim Form (Aadhar) replaces Forms No. 19 (UAN), 10C (UAN) & 31(UAN) for subscribers seeding their Aadhar number with UAN.  This can be submitted without the attestation of employers. For subscribers who are yet to seed Aadhaar and Bank details with their UAN, a new Composite Claim Form (Non-Aadhar) replaces the existing Forms No. 19, 10C & 31.

In addition, a Composite Claim Form in death cases replaces the existing Forms No, 20, 5-IF and  10-D.  The claimants can apply for claim of Provident Fund, Insurance Fund and monthly pension through this single page composite claim form in case of death of a member.

Make Pensioners part of nation building process, says Minister 

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh chaired the 29th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today. The SCOVA meeting is organised by the Department of Pensions & Pensioners’ Welfare (DoP&PW), Ministry of Personnel, Public Grievances & Pensions and the last such meeting was held on June 27, 2016.

During the meeting, Dr. Jitendra Singh said that today’s interaction was very meaningful and stimulating, thus reflecting on the working of DoP&PW. The Minister said that there are about 50-55 lakh pensioners in the country and almost 88 percent of pension accounts have been seeded to Aadhaar. He further said that minimum pension has been increased to Rs. 9000 per person and ex-gratia amount has been increased from Rs. 10-15 lakh to Rs. 25-35 lakh.

Dr. Jitendra Singh said that we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. The Minister also said that the DoP&PW should be reoriented in such a way that pensioners become a part of nation building process. 

In the meeting, discussions were held on the action taken report of the 28th SCOVA meeting. Further many issues related to pensioners were discussed threadbare, such as revision of PPOs of pre-2006 pensioners, Health Insurance Scheme for pensioners including those residing in non-CGHS area, Special "Higher" Family Pension for widows of the war disabled invalidated out of service, Extension of CGHS facilities to P&T pensioners, issue relating to CGHS Wellness Centre, Dehradun etc. The Minister directed for the prompt and time bound redressal of the grievances of the pensioners and said that we should have sympathetic attitude towards them.

 The Secretary, DoP&PW, Shri C. Viswanath and other senior officers of the department were also present on the occasion. The meeting was also attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.

Special Aadhaar Enrolment drive for Pensioners, from May 30 to June 10, 2016

Pensioners will also get opportunity to seed data for digital life certificate


The Unique Identification Authority of India (UIDAI) has launched a special enrolment drive for pensioners who are yet to enroll for Aadhaar. The drive is being conducted to enable Pensioners avail the convenience of Jeevan Pramaan, an initiative of Department of Pensions and Pensioners’ Welfare, Government of India.

Every year, pensioners need to provide a life certificate to an authorized pension disbursing agency such as a Bank, Post office etc., for receipt of pension. To get a life certificate the pensioner is required to either personally present oneself before the Pension Disbursing Agency or have the Life Certificate issued by the department/authority where they served earlier and have it delivered to the disbursing agency. This entails considerable hardship to the senior Citizens.

Jeevan Pramaan, a digital life certificate which utilises the Aadhaar identity platform, addresses this very problem by digitizing the whole process of securing a life certificate. A pensioner just needs to biometrically authenticate at the nearest centre. After successful authentication, the digital life certificate is stored in a Life Certificate Repository, which can be accessed by the Pension Disbursing Authority.

To facilitate pensioners to avail the facility of Jeevan Pramaan, which is based on Aadhaar Identity platform, UIDAI and Department of Pensions and Pensioners’ Welfare have taken initiative to carry out special enrolment drive for Pensioners through banks which are Registrars for enrolment for Aadhaar as well as Pension Disbursing Authorities.

The banks which include names like State Bank of India, Punjab National Bank, Bank of Baroda, Allahabad Bank, Canara Bank, have also been asked to conduct special Aadhaar seeding camps where Pensioners will be requested to provide their Aadhaar details to their respective banks from which they draw pension so that they can get a digital life certificate – Jeevan Pramaan.

The enrolment drive and the Aadhaar seeding camp is being run from May 30 to June 10, 2016. 

“We hold special enrolment drives to help people who are yet to enrol for Aadhaar. This particular exercise has been initiated to make sure pensioners get an Aadhaar number if they still don’t have one and seed the Aadhaar details of pensioners so that they can get a Jeevan Pramaan,” said Director General & Mission Director of UIDAI, Dr. Ajay Bhushan Pandey. 

So far over 15.41 Lakh pensioners have already registered for the Aadhaar-enabled Jeevan Pramaan service.

Jeevan Pramaan is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government or any other Government organization can take benefit of this facility.

More than One Crore families in India can be classified as pensioner families, where the pension disbursed by the various government bodies forms the basis for their income and sustainability. There are about Fifty Lakh pensioners of the Central Government and a similar number of the various State and UT Governments and various other government agencies. This includes pensioners from the various public sector enterprises. In addition to this Army and Defence Personnel drawing pension exceeds Twenty-five lakhs. 

One of the major requisite for the pensioners post their retirement from service, is to provide life certificates to the authorized pension disbursing agencies like Banks,Post offices etc., following which their pension is credited to their account. In order to get this life certificate the individual drawing the pension is required to either personally present oneself before the Pension Disbursing Agency or have the Life Certificate issued by authority where they have served earlier and have it delivered to the disbursing agency.

This very requirement of personally being present in front of the disbursing agency or getting a life certificate often becomes a major hurdle in the process of seamless transfer of pension amount to the pensioner. It has been noted that it causes a lot of hardship and unnecessary inconvenience particularly for the aged and infirm pensioners who cannot always be in a position to present themselves in front of the particular authority to secure their life certificate. In addition to this a lot of government employees post their retirement choose to move to a different location either to be with their family or other reasons, hence causing a huge logistical issue when it comes to accessing their rightful pension amount. 

Digital Life Certificate for Pensioners Scheme of the Government of India known as Jeevan Pramaan seeks to address this very problem by digitizing the whole process of securing the life certificate. It aims to streamline the process of getting this certificate and making it hassle free and much easier for the pensioners. With this initiative the pensioners requirement to physically present himself/herself in front of the disbursing agency or the certification authority will become a thing of the past benefiting the pensioners in a huge way and cutting down on unnecessary logistical hurdles.

EPFO launches an incentive scheme for employers to encourage partnership in allotment of universal account number (UAN) to their employees

Employers can get refund upto 10% of administrative charges payable to EPFO under a new incentive scheme

EPFO, Head Office, New Delhi:  In order to boost the process of seeding the Universal Account Number (UAN) with KYC (e.g PAN, bank account details, Aadhar) that enables enhanced services from EPFO, an “Incentive Refund Scheme” has been launched.  The Scheme shall be in operation for one year beginning 1st January 2016 to 31st December, 2016.

The employers can now claim upto 10% refund of administrative charges on fulfilling certain criteria relating to UAN in respect of its contributing members.  The refund as per the scheme comes in two categories:-

Incentive Refund Scheme A

Claim 10% refund of administrative charges by:-

(i) Providing member’s details as required under Form No. 11 (New) (80% or above)
(ii) Seeding of all the three i.e AADHAR (atleast 80% of (i) above, bank account (100% of (i) above) and PAN (wherever applicable).
(iii)UAN activation (100% of (i) above)

Incentive Refund Scheme B

Claim 5% refund of administrative charges by:-

(a)Providing member’s details as required under Form No. 11 (New) (60% or above).
(b)Seeding of all the three i.e AADHAR (70% of (a) above, bank account (80% of (a) above) and PAN (wherever applicable).
(c)UAN activation (60% of (a) above).

Only such establishments that have in each month of the quarter achieved the criteria for qualification can avail the incentive of 5% or 10% by way of refund at the end of every quarter starting from quarter ending March, 2016.

Already 6.38 crore UAN numbers have been allotted by EPFO.  Seeding of UAN with KYC details including Aadhar, bank details is a priority area for EPFO.  This is being carried out in full swing.  More than 2.44 crore members have activated their Universal Account Number and are able to access enhanced services like downloadable dynamic UAN card, updated details of PF accounts, auto trigger of transfer request while changing employment etc.  The incentive scheme aims to improve service delivery to those who need the most.  It is now possible for employers to submit UAN based claims directly to PF offices, without attestation of the employers.

The Government has asked banks to achieve weekly targets set for the purpose of enabling “Jeevan Pramaan” – an “Aadhaar-based Digital Life Certification system for Pensioners so as to cover at least 50% in next 2-3 weeks. Pensioners can approach their paying branches with the PPO, Aadhaar card and bank pass book for trouble-free seeding of Pensioners’ Aadhaar number in their bank account. 

Various steps are being taken by the Government to sensitize pensioners and bank branches to link up the Aadhaar number, PPO number and bank account number. All pension disbursing banks observed 1st to 7th August, 2015 as ‘Aadhaar Seeding Week for Pensioners.’ All through the week, priority was given to pensioners visiting the bank branches for seeding Aadhaar number in their bank account. Besides, five camps were organised from 13th to 17th July, 2015 at different locations covering Delhi, NOIDA and Faridabad to facilitate seeding of Aadhaar number in the bank accounts of pensioners. All banks participated in these camps. Facility was also provided by UIDAI for on-the-spot registration for Aadhaar numbers. 

Conventionally, pensioners are required to give a Life Certificate to the pension disbursing authority in November, every year – either by presenting themselves before the Branch Manager or by means of a Certificate issued by a Gazetted Officer or other designated authorities. 

The “Jeevan Pramaan” – an “Aadhaar-based Digital Life Certification system with an objective to facilitate on-line submission of Life Certificate by pensioners, was launched by the Prime Minister Shri Narendra Modi on 10th November, 2014. This facility is in addition to the other existing methods of submitting Life Certificates. It is hoped that all pensioners who have Aadhaar numbers will make use of this additional facility of biometric life certification. 

With “Jeevan Pramaan” the pensioners and family pensioners need not visit the pension disbursing agency or Gazetted/designated authority for submission of Life Certificates. The Life Certificates may be submitted from personal computers and laptops at home or by visiting a conveniently located Common Service Centre or the nearest branch of any pension disbursing bank. There are about 55,000 branches of pension disbursing banks and 40,000 Common Service Centres throughout the country. Submission of Digital Life Certificate also ensures authenticity of pension payments.

Global activists say the sweeping draft bill could hurt the citizen's right to privacy.

India's Human DNA Profiling Bill 2015 proposes to set up a national DNA database of criminals that will include rapists, murderers and kidnappers. But the proposed draft is being criticized on several grounds — from being insensitive to privacy issues to allowing intrusive modes of sample collection. 

The draft has been drawn up by the Department of Biotechnology in association with an autonomous institution, the Centre for DNA Fingerprinting and Diagnostics (CDFD) and has been in the works for 12 years. But international activist groups monitoring developments in genetic technologies like GeneWatch UK, Council for Responsible Genetics, USA and online collectives like The Forensic Genetics Policy Initiative (FGPI) say it doesn't have enough safeguards built into it. 

Too large and sweeping 

The DNA databank, as visualized in the draft bill, will have six categories, ranging from suspects to missing persons (see box). The offenders' index in the final bill may even encompass minor crimes such as the MV (Motor Vehicles) Act offences. 

"Making the database too big and poorly regulated will not help solve more crimes," says Helen Wallace, director of Genewatch. 

Jeremy Gruber, former head of the Council for Responsible Genetics, who has followed the draft bill since inception, says that the larger that data the greater the chances of human error and fraud. He points out that no other country has assumed such expansive authority on the issue. "They have unlimited power to expand the categories of persons from whom information is collected. Any evidence that's handled by humans is subject to mistake, error and intentional fraud and the more DNA is collected the more the chance of errrors," he says. 

What the CDFD says: Dr J Gowrishankar, director, CDFD, counters that these fears have no grounds —the current probability of a false positive match with the existing technology, he points out, is roughly estimated (for US Caucasian population) at "one in 800 trillion". 

Privacy concerns not addressed 

Gruber and other critics also say that privacy concerns have not been answered in the draft bill. This is particularly the case with those who are not offenders or suspects. "The definitions of victim, offender and suspect expand the reach of this bill to a broad range of potentially innocent individuals involved in the criminal justice system, while the Schedule and definition of 'volunteers' sweep a broad range of categories of innocent citizens into purview —including children and the mentally incapacitated." 

The ideal course would have been to pass a privacy law before the DNA bill but that's unlikely to happen since the Attorney General recently argued that there was no fundamental right to privacy in a recent submission to the Supreme Court. 

What the CDFD says: The CDFD, however, says that the index of volunteers' profiles will be built up with informed consent and kept anonymous. 

Not equipped to collect, store samples 

DNA evidence is only as good as the system in place to handle it. Even in Europe and the US, past mistakes have led to tighter regulations of laboratories and better oversight, although mistakes still occur. "If the police are not trained to prevent contamination of evidence at crime scenes and laboratories lack quality assurance, it would mean that DNA samples can be mixed up or contaminated," says Wallace. 

Is India in a position to ensure a stringent monitoring system? Anupama Raina, a forensics expert at the All India Institute of Medical Sciences, Delhi, says that forensic staff need to be trained before the bill is passed. "The DNA report is always full and final in the court of law. So we must make sure that only a person trained in DNA sample collection is allowed at the crime scene. In many crimes here, the investigating officer stores samples in a malkhana (godown). 

These are sensitive samples and need to be kept at particular temperatures, with preservatives. There is not even a refrigerator in a police station. How can we expect to get the right data?" she says. 

What the CDFD says: CDFD's stand is that in half a million cases investigative leads have been obtained with the use of DNA profiling technology. "Concerns on quality assurance issues have to be tackled not by discarding the concepts themselves but by improving quality which is the proposed role of the DNA Profiling Board,"says Gowrishankar. 

No time limit on retention of profiles 

The CDFD and the DoB are still tying up loose ends as they get set to present the final draft this monsoon session of Parliament. The team is aware that the period of retention of DNA profiles of suspects in database is yet to be specified. 

What the CDFD says: "This is an oversight," admits Gowrishankar. "I am sure that this will be rectified before the Bill is passed."

The national DNA Data Bank will maintain the following indices:

NEW DELHI: Getting rid of the virtual 'middleman', the Defence Ministry is implementing an ambitious plan to credit Rs 51,000 crore worth of pensions directly into the accounts of ex-servicemen, doing away with an earlier process of banks - mostly state owned - being the disbursement agency.

Faced with the mounting pressure of thousands of complaints and grievances on pensions being wrongly calculated or distributed unevenly, the MoD has sanctioned a new policy to directly send money to pensioners through the Real Time Gross Settlement (RTGS) process.

Initial estimates by the Controller General of Defence Accounts (CGDA) indicate that an annual saving of over Rs 180 crore will be effected through this change by cutting out the 32 banks - 28 Public sector and 4 private sector - that were earlier the distribution agency for pensions. 

More importantly, the MoD believes that implementing a centralized system will do away with a majority of grievances that pensioners bring up on disbursement of funds. "An analysis of grievances received at the Ministry or at CGDA office or at PCDA (Pension) office reveal that more than 95% of the complaints pertain to pensioners drawing their pension from the banks. The task of addressing these grievances and providing services to pensioners to their complete satisfaction is an arduous one," a note on the new system says. 

At present more than 24.16 pension accounts - and growing - are active throughout the nation that received close to Rs 51,000 cr per year. Out of these, 18 lakh pensioners are serviced through banks and the MoD pays Rs 960 a year to the banks as transaction fees for each account. 

"If all pensioners are brought under the centralised PDA system where MoD will credit pension in pensioners Bank accounts through NEFT/RTGS, saving of Rs 180 cr could be achieved," the note says. 

Officials said that to start with, all new pensioners in the Navy and Air Force will get disbursements through this new system directly into their bank accounts. Pensioners will need to indicate a joint bank account of their choice along with their Aadhar number. The Army, which has the largest chunk of pensioners, will get the new system by August.

Subject: Aadhaar based Digital Life Certificate (Jeevan Pramaan).

The Hon’ble Prime Minister has launched “Jeevan Aadhaar’ Aadhaar based biometric verification system for pensioner). To make its implementation successful Department of Finance Services has constituted a sub-group comprising of Bank’s Association (IBA), State Bank of India, Punjab National Bank, Bank of Baroda and Canara Bank. Accordingly, RBI,IBA and Department of Financial Service have issued necessary guidelines/instructions to all banks for their convenience. To implement jeevan pramaan it is necessary on the part of banks to seed the Aadhaar number with Pension Payment Order and bank account number. To complete this task, all banks have to take special drive to collect the Aadhaar number of pensioners and make it a part of their master data.

In the above context Addl. CGA has taken a meeting on 24.12.2014 with the discuss the further strategy for speedy implementation of the system. In the meeting, it was decided that to ensure the genuineness of the pensioner it is necessary to seed the Aadhaar number with PPO and pensioners bank account. Because at present banks are not having pensioners’ data base on their server to link them with the details of PPOs and Aadhaar numbers, they were advised to prepare a date-toe of pensioers account first a, the earliest and link them with Aadhaar server. For to purpose they will call the pensioners to come to bank alongwith their original Aadhaar card and its photocopy for identification. The designated officer of the bank will identify the pensioner with reference to the PPO and KYC document and seed his pension account with Aadhaar server.

He will keep the photocopy of Aadhaar Card in the pensioners’ folder for record. The bank will apply this strategy immediately with those pensioners whose life certificates are still pending a are interested to opt for digital certification of their life. Thereafter, they may complete this task well before November, 2015, when life certificate becomes dues.

A column for Aadhaar number has been provided in the format of master data and made available on CPAOs website. All CPPCs are advised to update their master data duly seeded with PO number & bank account numbers and send the same to CPAO by e-mail at cpao.masterdata@gmail.com at the earliest so that CPAO also updates its master data for validation purpose.

This task must be completed on top priority basis.
