NEW DELHI: Minister of Railways Shri Suresh Prabhakar Prabhu dedicated/flagged off the following through Video Conferencing from Rail Bhavan on 19 April 2017.
1. Dedicated New Freight Terminals under Mission Hundred & flagged off Freight Trains from following Freight Terminals:
a. Adani, Kila Raipur,
b. Penna Cement, Tandur,
c. CONCOR, ICD, Khemli
2. Flagged off 1st High Axle Load Steel Carrier rake under Special Freight Train Operator (SFTO) policy from Jamshedpur and
3. Flagged off Train No 16791/16792 from Punalur to Palakkad. Speaking on the occasion, Minister of Railways Shri Suresh Prabhakar Prabhu said that “Kerala is a State with high population density with not much urban rural divide, so demand for public transport is high. Providing intercity transport for Kerala is important. This new train would cater to the needs of people of Kerala. Stoppages and timings of this train has been taken care of based on the suggestions from the representations from the State.”
Shri Suresh Prabhakar Prabhu added that for Railway, Freight is important segment. Change in freight policies are always required.These new 45 Freight terminals inaugurated today are a next step of changes in freight policy. The High Axle Load train is a customised rolling stock based on need of customers. Challenge for Railways is to run passenger and cargo train on same track & maintain the punctuality. Our traffic has grown 65 times and handling capacity has just grown to 4 times. To maintain punctuality is a challenge, we are working for it.
New Freight Terminals under Mission Hundred
· While presenting Rail Budget for the year 2016-17, it was announced by the Hon’ble Minister of Railways that Indian Railways would develop/ commission at least hundred freight terminals on private investment in the next 2 years.
·The siding policy enables to provide rail-connectivity and construction of private sidings at the door-step of party’s factory/premises. Private siding is only for end-users who owns a plant/ manufacturing unit or production units/ mines for his exclusive use. However, one co-user is permitted with permission of Chief Operations Manager of the concerned zonal railway. To enable the terminal management to handle third party cargo, a scheme namely ‘Private Freight Terminal (PFT)’ is also in existence.
·The capital cost for construction of private siding is borne by the siding owner from the take-off point to the serving station. For providing rail-connectivity, railway land is provided by Railway on prescribed lease rent.
·The siding owner can opt for bearing the cost of traffic facilities (common-user facilities) that are to be normally borne by the Railways. In such cases, a fixed freight discount of 10% on outward traffic only is granted for a maximum period of 10 years or till recovery of investment made by the Party, whichever is earlier.
The main advantages of party’s own terminal are -
· Door to door transport service.
·Better control over transport need of the business.
·Reduction in multi handling of cargo and thereby reduction in production cost and also damage free transportation of cargo.
·The PFTs are managed by logistic provider and gives unique opportunity to them for expansion of business through rail connectivity to their terminal.
·Development of private freight terminal is in win-win situation for both Railways and the investor industries.
· During the year 2016-17, 45 Freight Terminals (i.e. 30 Private Sidings & 15 PFTs) have been commissioned. These freight terminals will be dedicated to the nation and freight trains from three terminals i.e. Kila Raipur in the State of Punjab (Northern Railway), Tandur in the State of Telangana (South Central Railway) and Khemli in the State of Rajasthan (North Western Railway) will be flagged off on 19.04.2017.
High Axle Load Steel Coil Carrying Rake
· Special Freight Train Operator (SFTO) scheme introduced to increase rail share of the
· non-traditional commodities like CR Coils, molasses, fly ash, edible oil, caustic soda, chemical, petrochemicals, alumina & bulk cement,
· Approval granted to TM International Logistics Ltd to procure 3 rakes of BFNS wagons with 22.9t axle load.
·Specially designed 22.9t axle load wagons with V-Groove and rubber liners for movement of Cold Rolled Steel coils which are susceptible to damage in ordinary wagons and require special design.
·These wagons will have approximately 19% higher payload of 64.89t.
·The BFNS rakes would move between TWS siding of Tata Steel on Chakradharpur Division of South Eastern Railway and TISR siding of Tata Steel on Chennai Division of Southern Railway.

The Punjab and Haryana High Court has made it clear that child care leave has to be applied for in advance by a woman employee working with the Haryana Government.

The Punjab and Haryana High Court has made it clear that child care leave has to be applied for in advance by a woman employee working with the Haryana Government.
Justice Rajiv Narain Raina of the High Court has also made it clear that it can be availed after the go-ahead by the authorities concerned. The permission for child care leave cannot be granted ex post facto (with retrospective force).
The development is significant as Haryana Government rules make it clear that child care leave is admissible to a woman government employee for a maximum period of two years or 730 days during her entire service for taking care of her surviving children.
It is permissible only for the first two children of the government employee. Their age has to be below 18 years for the mother to avail the leave.
The ruling by Justice Raina came on a petition by Shashi Bala against the state and other respondents. A government employee, she moved the High Court after the department concerned refused to grant ex post facto permission for child care leave.
Taking up her petition, Justice Raina asserted that by the very nature of things, child care leave has to be applied for in advance and due permission needs to be accorded. The right was valuable, because a woman employee would get full salary for the period of child care leave.
“It cannot be applied for to act retrospectively and therefore, there is nothing wrong in the department holding that ex post facto permission cannot be granted,” Justice Raina asserted.
Before parting with the order, Justice Raina observed that the first request in the case in hand was made on April 6, 2011, for granting backdated child care leave with effect from November 30, 2010, to March 30, 2011. Dismissing the plea, Justice Raina added that there was no merit therein.
Haryana Government rules suggest that child care leave cannot be demanded as a matter of right and no one can, under any circumstances, proceed on child care leave without prior proper sanction by the competent authority.
Child care leave is also admissible during the probation period, provided the probation period is extended by the period of child care leave availed. Besides this, the leave may not be availed for a period of less than 30 days.

In this case first request was made on 6.4.2011 for granting backdated Child Care Leave w.e.f 30.11.2010 to 30.3.2011.

RANCHI: The Indian Railway Catering and Tourism Corporation (IRCTC) and Jharkhand Tourism Development Corporation (JTDC) on Tuesday entered into an understanding for jointly bearing the expenses of pilgrimages undertaken by BPL senior citizens.
Chief minister Raghubar Das and IRCTC chairman cum managing director Dr A K Manocha oversaw the memorandum of understanding (MoU) signature that cleared the deck for the implementation of Mukhyamantri Teerth Yojana which got the cabinet nod last month.
Under the understanding, the IRCTC will run two special trains to Puri (Odisha) and ferry 1,000 pilgrims every month. The pilgrims will be fed, lodged and taken out for sightseeing by IRCTC while the expenses will be borne by JTDC.
"The train will have on board paramedics to take care of health needs and will be brought under travel insurance (applicable under accidents). The IRCTC will arrange for hospital if anyone falls ill. A caretaker will also be allowed to accompany the pilgrims," Manocha said after the agreement at the railway officer's guest house.
Sources said two trains will be initially run by the IRCTC. The first train from Hatia to Puri is expected to run on November 15. The pilgrims, all from BPL families, will be shortlisted by JTDC. JTDC has allocated Rs 1.5 crore for the scheme. "There are plans to extend the services to other religious sites across India in the coming months," a senior IRCTC official said.
The IRCTC has recently entered into a MoU with the Punjab government for ferrying special pilgrim trains from this year. Around 110 trains will be run in a phased manner from Punjab, Manocha said.
In the presence of state tourism minister Amar Kumar Bauri, the CM also directed JTDC to plan for sending senior BPL citizens for pilgrimages within Jharkhand on special bus services in area lacking railway connectivity.
Manocha also said the IRCTC is bringing in a new policy for improving on board catering services in premium and other trains.

Railways to renovate 13 stations in Punjab
The Railways will soon invite bids for design and ideas from interested parties.
The Indian Railways will renovate 13 railway stations in Punjab with special focus on beautification and cleanliness. The move comes close on the heels of a French team having inspected the Ludhiana Railway Station to upgrade it into a world-class.
Among the stations selected for this project will be Jalandhar Cantt, Jalandhar City, Beas, Chakki Bank, Pathankot, Patiala, Firozpur, Sirhind, Ludhiana, Bathinda junction, Amritsar, Rajpura and Phagwara.
Most of these railway stations fall on the main Amritsar-Delhi main route except Patiala, Bathinda, Chakki Bank and Pathankot. Both Chakki and Pathankot fall on the main Jammu railway line.
The Railways will soon invite bids for design and ideas from interested parties. Divisional Regional Manager (DRM) Firozpur Anuj Parkash said the Railways would seek assistance from the Punjab government or an NGO. “The Railways does not have the funds. The cost of re-development of stations would be met by leveraging commercial development on the railway land around the railway stations,” he said.

First pilgrimage train flagged off from Punjab
A train carrying pilgrims to a Sikh shrine in Maharashtra was flagged off from here on Friday under a scheme recently announced by the Punjab government.
Punjab Deputy Chief Minister Sukhbir Singh Badal flagged off the first 'Tirtha Yatra' (pilgrimage) train from the Amritsar railway station to Takht Sachkhand Sri Hazoor Sahib, Nanded.
Devotees will be provided food, accommodation, transportation, board and lodging facilities free of cost during the pilgrimage, organised under the 'Mukhya Mantri Tirtha Yatra' scheme.
The train can accommodate 1,080 pilgrims in 18 coaches. It will commence its return journey on January 6.
Seven more similar trains will be flagged off for Nanded Sahib from Maur (Bathinda), Anandpur Sahib, Tarn Taran, Patiala, Batala (Gurdaspur), Muktsar Sahib and Beas this month.
Two trains to Varanasi from Ludhiana and Jalandhar and one to Ajmer Sharif from Malerkotla will also be flagged off in January, an official spokesman said here.
Eleven more pilgrimage trains would be flagged off in January and February.
Trains will also be flagged off for pilgrims who wish to visit Vaishno Devi shrine in Katra in Jammu and Kashmir and Basilica of St. Thomas in Chennai.
Free Buses for pilgrims will ply under this scheme from January 4 for Salasar (Rajasthan) and Chintpurni (Himachal Pradesh).
The state government's pilgrimage trains scheme has been launched just over a year ahead of the Punjab assembly polls in early 2017.
Approximately Rs.187 crore has been earmarked for the scheme.
Under the scheme, about 1,000 persons from each of the 117 assembly constituencies in Punjab have been shortlisted for the pilgrimages.
Punjab Chief Minister Parkash Singh Badal on Friday denied any political motive behind the scheme.
