Ministry of Railways decides to post young Station Directors at A1 Category Stations.
Under the direction of the Minister of Railways, Shri Piyush Goyal, Railway administration has decided to post young brilliant & dynamic officers to man the post of Station Directors at major Railway Stations. The officers will be chosen from across different operational services of Railways after due screening & scrutiny. They will be imparted special orientation training focussing on coordination and public dealing. Ministry has earlier created the post of Station Directors at A1 Category stations numbering 75.
Station Directors will ensure that the stations function as excellence centers for the customers with the additional objective to ensure vigilant and sensitive customer service and also superior commercial sense. The functions of the Station Directors and their teams will be as follows : -
● Prompt, courteous and hassle-free service to customers.
● Proper cleanliness and hygiene at the station and stationary trains
● Efficient working of booking and reservation office
● Punctuality of trains at the station, timely placement and withdrawal of rakes at platforms of the station
● Proper functioning, upkeep/repairs of all passenger amenities at the station.
● Upkeep of passenger enquiry system, display board etc.
● Ensuring efficient, transparent and customer oriented working of Parcel Office
● Monitoring the service of catering/vending stall at the station
● Prompt grievance redressal
● Security of passengers
● Any other items identified for making station an excellent center for customer.
The Station Directors shall be supported by cross functional team in suitable manner to undertake these functions effectively. Station Directors shall also be associated in the decision making process related to proposals and execution of ‘traffic facility’ and passenger amenities’ works at that particular stations. They will also be actively involved in the process of raising revenue from ‘non fare box’ like commercial advertisement, etc. at that station. For all this, the Station Directors will seek the assistance of officers/superiors of the respective Departments, as the case may be.
Some of the A1 Category Stations are New Delhi, Dehradun, Howrah, CST Mumbai, Visakhapatnam, Mughalsarai Jn, Agra Cantt, New Jalpaiguri, Jodhpur, Kharagpur, Thiruvananthapuram, Chennai central,Bangalore City, Hyderabad and others.

New Delhi: Indian Railways plans are afoot to open Jan Aushadhi stores at around 1,000 major railway stations across India as part of drive to make quality medicines available at low cost to the public, government said today. Plans are also on to open such outlets at bus stands in different states with an aim to take the network to small towns and villages.
Chemicals and Fertilisers Minister Ananth Kumar said efforts are being made to ensure prescription of generic medicines by doctors for the benefit of patients.
“I am going to speak to Railways Minister Suresh Prahbu in the coming days to open Jan Aushadhi stores (JAS) in 1,000 main railway stations in the country,” Kumar told reporters here.
He further said that in order to make affordable medicines to poor people in smaller towns and villages, his ministry is looking at setting up JAS at bus stops.
“I am going to write to the state chief ministers and later speak to them to open JAS wherever there is a bus stand,” the minister added.
He said under the BJP-led government, the number of JAS has been increased to over 1,320 from 88 set up during the previous UPA regime.
“By the end of this year, we will have at least 3,000 JAS across India. The turnover of JAS will also touch Rs 60 crore, up from Rs 3 crore,” Kumar said.
In order to ensure that good quality medicines are available at JAS, the minister said only those companies which comply with WHO certified good manufacturing practices will be eligible for supplies.
“Out of 10,000 pharmaceutical companies in India, only 1,400 are WHO GMP certified and only they will be able to participate in tender process,” Kumar added.
The government is also encouraging the youth to participate in opening of JAS, he said, adding that already 30,000 applications have been received which are under process for approval.
“The aim is to take JAS to every block level of the country,” he said.
Besides expanding the JAS network, the minister said, the government has also expanded the basket of medicines available in the stores.
“Today 23 therapeutic areas are covered with 500 medicines and 150 health supplements in JAS,” Kumar said, adding that the focus is on drugs for major diseases such as heart ailments, diabetes, respiratory problems, HIV and blood pressure.
When asked about making prescription of generic medicines by doctors mandatory, he said the Medical Council of India has already issued a circular to doctors.
While the health ministry has also asked central government hospitals to make prescription of generic drugs mandatory. All the state governments have also been sent advisories regarding the same, he added.
On whether the government is bringing a legal framework for compulsory prescription of generic medicines, Kumar said at present the Drugs & Cosmetics Act prevents pharmacies to give equivalent of generic medicine and whatever is prescribe has to be given.
“A substitute cannot be given therefore we are going to bring in amendments in the Drugs & Cosmetics Act,” he said.
The minister said however that the government has no intention of banning branded drugs in the country saying there is also a need to encourage drug development and make business of pharmaceutical firms viable.
“Otherwise, we will become what we have in bulk drugs where we are a net importer, that too from only one source (China),” Kumar said.

Visakhapatnam: As a part of Railway Station Development Project introduced by the Indian Railways, the Visakhapatnam Railway Station will be upgraded with two additional platforms coming up on the Gnanapuram side for which action plan is in progress.
The private agencies which came forward to take up the unique project of Railway Station Development under Public-Private-Participation (PPP) mode were already given a detailed report about various amenities needed in the station along with two additional platforms by the local authorities. With the two new platforms, the local railway station is getting a new look.
Presently, the upward or downward trains coming to Visakhapatnam station shall have to return on the same route up to some distance and so other trains scheduled to arrive into the station were being stranded at the outer until the platforms are vacated. It might be half an hour or even one hour and the passengers are vexed at times for the unnecessary delay at the outer and with this many other trains are also getting delayed. The proposed two additional platforms at Gnanapuram side will resolve the chronic problem of late running of trains.
Presently, the railway station has platform No.8 on the Gnanapuram side where railway buildings, compound wall and parcel office were located and it was learnt that the new two platforms will be coming up in that particular area.According to information available, as many as 111 trains pass through Visakhapatnam daily and nearly 25,000 to 50,000 passengers travel per day.

While Railways is equipping about 400 stations with free Wi-Fi service in association with Google, this scheme has dual aim – providing jobs as well as connectivity. He said the scheme is expected to be operational by May.
The Railwire Saathi is a Wi-Fi entrepreneurship model where unemployed youths, preferably women, can be trained and supported to set up a Wi-Fi hotspot and provide a platform to online services which will make the business sustainable, he said.
RailTel, the telecom arm of railways, would execute the scheme across the country. Though there are various schemes for minorities, farmers, common man and many avenues for completing education, people in remote areas are generally not aware of them or find it difficult to access them, said the official.
Unemployed youth who wants to be RailWire Saathi would have to contact RailTel for necessary training. The training course will be approved by National Skill Development Council (NSDC). After being trained by RailTel, the youth will get certificate which can be used to get loan under the Mudra scheme, he said.
Using the loan money, they will install and manage the Wi-Fi hotspots as per design provide by RailTel. Railwire Saathi will help in disseminating information about various government schemes like Pradhan Mantri Ujjwal Yojana, Pradhan Mantri Mudra Yojna, Pradhan Mantri Atal Pension Yojna, Pradhan Mantri Jeevan Beema Yojna and Pradhan Mantri Surakhya Beema Yojna among others.

Development of stations under ‘Model’ Station Scheme was in vogue from
June, 1999 to November, 2008. Under this scheme, 594 stations were
identified for development and all stations have already been developed.
‘Model’ Stations are provided
with “Desirable Amenities”, depending upon the category of the station, such
as, retiring room, waiting room, public address system/computer based passenger
announcement system, electronic train indicator board, water coolers,
standardized signages, Pay & Use toilets etc.
At present, stations are upgraded under the Adarsh Station Scheme. Till
date 1253 Railway stations have been identified for development as Adarsh
Station.

The Deccan Queen will now depart from Platform No. 5 of Pune Railway Station instead of Platform No.1 as has been the practice for many years.
The Deccan Queen, which has remained a popular train helping passengers commute between Pune and Mumbai, will now depart from Platform No. 5 of Pune Railway Station instead of Platform No.1 as has been the practice for many years.
Railway officials said the decision to shift the departure platform was taken after the authorities decided to attach an additional coach to several trains that previously used to arrive at platform 1 including Jammutavi-Pune Jhelum Express, Howrah-Pune Azad Hind Express and Patna-Pune Patliputra Express.
“All these trains have now become 24 coach trains and will remain so until June 2017. Among the six platforms on Pune Railway Station, only Platform 1 has the capacity to host a 24-coach rake. The schedule of the Deccan Queen was going haywire in the morning hours when these trains arrive. Keeping this in mind, it has been decided to depart the Deccan Queen from Platform No. 5,” Pune Division PRO Manoj Jhanvar said.

Indian Railways is planning to kick start its ambitious plan to redevelop 400 key stations in the countrythrough a ceremonial launch program under the aegis of Hon’ble Railway Minister, Shri Suresh Prabhakar Prabhu at New Delhi. On Northern Railway, Faridabad and Jammu Tawi railway stations have been identified to be re-developed, through a synchronized digital launches from the Northern Railway Zonal Headquarters, Baroda House, Copernicus Marg New Delhi and at Divisional Headquarters, Firozpur respectively on 8th February 2017(Wednesday). In keeping with expeditious target achievement, the Railway also plans to invite tender documents the following day of the launch i.e. on 09.02.2017.
The redeveloped stations will provide amenities and services to the passengers in line with world class railway stations. The stations will be redeveloped through public-private-partnership (PPP) model without straining Railways' finances. The redeveloped stations will improve passenger experience by providing amenities like digital signage, escalators / elevators, self ticketing counters, executive lounges, luggage screening machines, walkways, holding areas for passengers, grand and distinctive roofing and flooring, free and paid Wi-Fi etc. The program will benefit more than 100 cities and 16 million passengers per day across the country.
Railway Board has devised an innovative plan to provide these amenities through PPP model by leveraging the real estate available at the railway stations. With an overall size of 1 lakh crore, the program is one of the largest PPP program undertaken in the country. The program will provide 2,200 acres of prime land to the private developers for a 45 year lease period. Commercial potential of this vacant Railway land at/near stations will be leveraged to develop world class stations with no additional funding required from the Railways. The program will also generate surplus for the Indian Railways which can be invested in other modernization projects. Select high potential stations will be made as iconic stations and will be developed as per highest global standards and design norms.
To maximize commercial potential of the public assets, Indian Railways plans to bid out the projects through a transparent and competitive method. Taking cue from global best practices, Indian Railways has adopted the so called “Modified Swiss Challenge” methodology for the bidding process. Under this method, zonal railways will approach the markets soliciting plans and financial models for developing about 400 stations in a phased manner. The best proposal based on a rigorous technical and financial evaluation will be selected as the project proponent. Then it will disclose that proposal to the open market again inviting anyone to better it. If no one betters it, the developer with the proposal gets the contract. If someone matches it, then the developer gets the first right to refuse. And if the market throws up a better offer, Railways is free to accept it. In the interest of transparency, each zonal railway will form a panel of experts to evaluate the proposal. The entire plan got the nod from the Union Cabinet in 2015.
To take the program further in a planned fashion, Indian Railways hired The Boston Consulting Group (BCG) as a strategic adviser for the program. Commercial feasibility assessment was conducted for all 400 stations. Indian Railways also reached out to the private developers and investors through road shows in Delhi, Mumbai, Kolkata, and Abu Dhabi to gauge market interest and receive feedback on the bidding process. Railway Board has also interacted with the zonal railways through multiple workshops to accurately assess land availability. Indian Railways has also developed cost estimates for all 400 stations based on the amenities required at the stations.
Based on the detailed assessment and market feedback, Indian Railways has prioritized about 23 stations in the pipeline for Phase I. As announced by Shri Suresh Prabhu, Hon'ble Minister of Railways, in the launch ceremony of Gandhinagar station redevelopment on 9th January 2017, Indian Railways is ready to launch these 23 major stations for redevelopment.21 of these stations will be launchedon 8th of February 2017. These stations are as follows:Bandra Terminus, Bangalore Cantt., Bhopal, Borivali, Chennai central, Faridabad, Howrah, Indore, Jammu Tawi, Kamakhya, Kozhikode, Lokmanya Tilak (T), Mumbai Central (Main), Pune, Ranchi, Secunderabad, Thane, Udaipur City, Vijayawada, Visakhapatnam, and Yesvantpur. Railways will provide 145 acres of encroachment free land at these stations to the developers on a45 year lease.Indian Railways has also appointed nodal officers in each zone to ensure smooth interactions with the developers. This phase is expected to be of 13,000 Cr in size. Based on the commercial assessment conducted and several rounds of discussions held with the developers and zonal railways, Indian Railways team is confident that the round will generate sufficient market interest.
These stations are in addition to stations being redeveloped by the Indian Railway Station Development Corporation (IRSDC) through other modes. In addition to Habibganj being contracted to Bansal Pathways under PPP program, IRSDC has inaugurated Gandhinagar station in partnership with the Gujarat state government and invited bids for Bijwasan railway station.
Indian Railways will incorporate learning from the current round of bidding and implement the learning in subsequent phases planned for July 2017 and December 2017. Indian Railways is also taking advisory from BCG on its organization structure and processes to handle the program in a holistic and sustainable manner. The recommendations will be centered on strengthening the organization and processes at both Railway Board and Zonal Railways.

Makeover to turn Old Delhi station into ‘gold’
New Delhi: The Old Delhi railway station is set to don a new look. The railways has set a six-month timeline for the redevelopment of the station, right from renovating the entrance and redesigning the waiting halls to installing digital train time-table screens.
The revamp will come at a cost of about Rs 15 crore.
Senior railway officials said the station would soon come in the "gold" category. Apart from Old Delhi, the railway ministry has selected three stations — Gorakhpur, Gwalior, and Jaipur — for redevelopment under Phase-I. An official in the railway ministry said it was a decided to categorise the country's railway stations into three categories — gold, silver and bronze.
A railway official told TOI: "The gold category will have the top-notch stations with the best-in-class passenger amenities. These will be followed by silver- and bronze -category stations." In the capital, while the New Delhi and Anand Vihar stations will come under the gold ategory, Nizamuddin will be silver class. "The Old Delhi station, which was in the bronze category, will be upgraded to gold," said the official.
Arun Arora, divisional railway manager (Delhi Division), said the facelift would bring the Delhi Junction station on a par with other world-class stations. "The infrastructure would be similar to that of any major airport. Latest technological changes will be incorporated to best serve the passengers," he said.
"The work is being carried out under the pro-bono architectural guidance of a Chandigarh-based firm, EDGE, and Tata Elxsi."
RailTel will assist with putting up digital info display screens for real-time train running status and other information.
Even though the station has a daily footfall of 2 lakh, Arora said the renovation work wouldn't hamper passenger and train movement.
"The work is being planned very systematically. Each section of the project has been assigned a deadline and its progress is being monitored directly by the minister's office through BCG consultants," he said.

Aiming to reduce travel time by trains, India has entered into a pact with Germany to deepen collaboration in the field of railways and high speed trains.
With an objective of reducing travel time significantly, India has signed a memorandum of understanding with Germany for running high-speed trains in the country.
The agreement was reached during talks between German minister for transport Alexander Dobrindt and railways minister Suresh Prabhu at Rail Bhavan in New Delhi on Friday.
The ministers focused on deepening collaboration and strengthening ties in field of railways and high-speed trains.
An MoU was signed between Indian Railways and DB Engineering and Consulting GmbH.
FOCUS ON SPEED AND SAFETY
Germany will help in increasing speed of trains in India. The railway corridors for increasing speed are to be identified by the Indian railways soon. Germany will also help in station redevelopment plan of the railways in a big way.
The 300-kmph high speed bullet corridor, Mysore-Bengaluru- Chennai will be extended upto Vijayawada. Germany will commence a study for extending the corridor from January next year.
Germany will also share its expertise in reducing accidents on railway tracks. Indian railways hopes to accomplish its zero-accident mission with the help of Germany.
A working group has been constituted on railway safety comprising experts from Germany and India. Dobrindt is in India as part of the follow up of Prabhu’s visit to Germany in April this year.

Now, IRCTC to manage retiring rooms and dormitories at railway stations
NEW DELHI: IRCTC is going to manage retiring rooms and dormitories at stations with an aim to improve amenities and services for rail passengers by making better use of the existing infrastructure.
The PSU of the railways has plans to upgrade the retiring rooms to top-class hospitality offerings with well-furnished air conditioned rooms, quality fittings, communication systems, other amenities and professional services.
The upgraded services will also be integrated with local sightseeing and tours and travel services.
"Railways is set to hand over the management and operation of the retiring rooms and dormitories in a phased manner," said an official.
He added the IRCTC will be responsible for the operation, maintenance and marketing of these facilities.
The railways PSU will be mandated to renovate and refurbish these assets to make them available to passengers.
As per plan, IRCTC will do the upgrades on a PPP basis such as renovate-operate-transfer model, without affecting the basic structure or heritage facades of the existing retiring rooms and dorms.
An official said, "Revenues from the operation of these facilities will be shared between the IRCTC and the Railways."
In a statement, IRCTC said that it is ready to take all 408 A1 & A category station's retiring rooms if they are handed over by the Railway.
Railways has issued policy guidelines to all its zonal divisions to put the process into action and the IRCTC will prepare a phase-wise road map for the takeover, following which draft agreements will be signed and the tendering process initiated.
The retiring rooms at Habibganj, Anand Vihar Terminal, Bijwasan, Gandhinagar and Surat will be excluded since they are already being redeveloped by the India Railway Station Development Corporation.
