Now, IRCTC to manage retiring rooms and dormitories at railway stations

NEW DELHI: IRCTC is going to manage retiring rooms and dormitories at stations with an aim to improve amenities and services for rail passengers by making better use of the existing infrastructure.

The PSU of the railways has plans to upgrade the retiring rooms to top-class hospitality offerings with well-furnished air conditioned rooms, quality fittings, communication systems, other amenities and professional services.

The upgraded services will also be integrated with local sightseeing and tours and travel services.

"Railways is set to hand over the management and operation of the retiring rooms and dormitories in a phased manner," said an official.

He added the IRCTC will be responsible for the operation, maintenance and marketing of these facilities.

The railways PSU will be mandated to renovate and refurbish these assets to make them available to passengers.

As per plan, IRCTC will do the upgrades on a PPP basis such as renovate-operate-transfer model, without affecting the basic structure or heritage facades of the existing retiring rooms and dorms.

An official said, "Revenues from the operation of these facilities will be shared between the IRCTC and the Railways."

In a statement, IRCTC said that it is ready to take all 408 A1 & A category station's retiring rooms if they are handed over by the Railway.

Railways has issued policy guidelines to all its zonal divisions to put the process into action and the IRCTC will prepare a phase-wise road map for the takeover, following which draft agreements will be signed and the tendering process initiated.

The retiring rooms at Habibganj, Anand Vihar Terminal, Bijwasan, Gandhinagar and Surat will be excluded since they are already being redeveloped by the India Railway Station Development Corporation.

Retiring room accomodation rules

AC AND NON A.C. Retiring rooms and dormitories are provided at several important stations over eastern railway, which can be booked on "First come first serve" basis on payment of prescribed charges. Only valid ticket holders for an Outward /Inward journey are eligible to apply for the use of retiring rooms and dormitory beds.  Application is to be made to the Station Master/In -Charge of the Retiring Room/Dormitories. You should require present your journey ticket alongwith application.

AVAILABILITY OF RETIRING ROOM AND DORMITORIES

The vacancy positions are generally notified on a Notice Board otherwise it may be ascertained from the satation Manager /In-Charge of Retiring Room.

Please Note

1.The maximum number of days allowed for stay is 2 days only. 2.The charges will be collected for the full day irrespective of period of stay. 3.In case of the Retiring Room is occupied for more than one day, the charge from the subsequent day will be 25% more for each day. 4.While vacating the room, please inform the In-Charge and hand over the keys. 5. Do not cause any inconvenience to the other occupants of Retiring Room and dormitories. 6.If any loss/damage to railway property is noticed during your occupation before vacating, you will be asked to compensate the loss/damage before vacating to room.

IRCTC to refurbish 2000 Retiring Rooms at 600 Railway Stations

New Delhi: The Indian Railway Catering and Tourism Corporation (IRCTC) is set to refurbish at least 2,000 retiring rooms at 600 railway stations across the country. It has invited Expressions of Interest (EoIs) from reputed service providers for maintenance and expansion of retiring rooms and provision of upgraded services to rail passengers. The East Central Railway (ECR) alone has 50 plus retiring rooms.

IRCTC chairman cum managing director A K Manocha said the corporation would engage renowned service providers to invest in infrastructure of retiring room complexes. “Several facilities, including television, telephone, air-conditioner, dormitory intercom, alarm, fire fighting and public address systems will be introduced in guestrooms. The IRCTC also intends to install RO water purifier system and Wi-Fi connectivity on all retiring room premises,” he added.

At present, passengers enjoy facilities like AC and non-AC rooms and dormitories with attached and common bathrooms, lockers, food and beverage services in railway guest rooms. However, IRCTC is committed to providing upgraded retiring room complexes on the pattern of guesthouses with more personalized services.

Retiring rooms would function round the clock, said IRCTC MD, adding their reservation could be made online at www.irctc.co.in or at railway station counters. Launched in 1999, IRCTC, a ‘mini Ratna’ of Indian Railways, is dealing with catering, tourism, Rail Neer (packaged drinking water), tourism and online rail and air ticketing operations.

Instructions on Booking of Retiring Rooms through IRCTC Website

Railway Board recently issued an order to all Zonal Railways regarding that facility of online booking of Retiring Rooms through IRCTC Website. 

Zonal Railways have been advised to take necessary steps for proliferation of booking of Retiring Rooms module through Commercial Portal of Indian Railways at all stations where the retiring rooms exist. Railway Board desires that booking of retiring rooms through internet may also be permitted through IRCTC’s website. The IRCTC will maintain all books and returns as prescribed by Traffic Accounts Office. At the end of each day complete statement of transactions of total booking through IRCTC will be generated which will give total charges excluding service charges levied by IRCTC. Separate roll number for the tickets be allotted for ticket rolls issued to IRCTC.

Upgradation of Retiring Rooms at Railway Stations

Instructions were issued to the Zonal Railways by the Ministry of Railways to upgrade the retiring rooms including dormitories under Renovation/Rehabilitation, Operation and Transfer (ROT) Scheme through Public Private Partnership (PPP). Under the scheme, the contract allottees are to renovate the existing retiring rooms and dormitories, or construct new ones as the case may be, operate it for a fixed period as per agreement and transfer it to the Railways after completion of the agreement. 

Expression of Interests (EOIs) were called by the Zonal Railways under the above scheme. However, no agreement under the scheme could be finalized, so far.
