PROGRAMS TO BE LAUNCHED SIMULTANEOUSLY FROM NORTHERN RAILWAY ZONAL HEADQUARTERS, NEW DELHI AND FROM DIVISIONAL HEADQUARTERS, FIROZPUR THROUGH VIDEO-CONFERENCING MODE o­n 08.02.2017 WITH INVITATION OF TENDER DOCUMENTS on 09.02.2017

Indian Railways is planning to kick start its ambitious plan to redevelop 400 key stations in the countrythrough a ceremonial launch program under the aegis of Hon’ble Railway Minister, Shri Suresh Prabhakar Prabhu at New Delhi. On Northern Railway, Faridabad and Jammu Tawi railway stations have been identified to be re-developed, through a synchronized digital launches from the Northern Railway Zonal Headquarters, Baroda House, Copernicus Marg New Delhi and at Divisional Headquarters, Firozpur respectively o­n 8th February 2017(Wednesday). In keeping with expeditious target achievement, the Railway also plans to invite tender documents the following day of the launch i.e. on 09.02.2017.

The redeveloped stations will provide amenities and services to the passengers in line with world class railway stations. The stations will be redeveloped through public-private-partnership (PPP) model without straining Railways' finances. The redeveloped stations will improve passenger experience by providing amenities like digital signage, escalators / elevators, self ticketing counters, executive lounges, luggage screening machines, walkways, holding areas for passengers, grand and distinctive roofing and flooring, free and paid Wi-Fi etc. The program will benefit more than 100 cities and 16 million passengers per day across the country.

Railway Board has devised an innovative plan to provide these amenities through PPP model by leveraging the real estate available at the railway stations. With an overall size of 1 lakh crore, the program is o­ne of the largest PPP program undertaken in the country. The program will provide 2,200 acres of prime land to the private developers for a 45 year lease period. Commercial potential of this vacant Railway land at/near stations will be leveraged to develop world class stations with no additional funding required from the Railways. The program will also generate surplus for the Indian Railways which can be invested in other modernization projects. Select high potential stations will be made as iconic stations and will be developed as per highest global standards and design norms.

To maximize commercial potential of the public assets, Indian Railways plans to bid out the projects through a transparent and competitive method. Taking cue from global best practices, Indian Railways has adopted the so called “Modified Swiss Challenge” methodology for the bidding process. Under this method, zonal railways will approach the markets soliciting plans and financial models for developing about 400 stations in a phased manner. The best proposal based o­n a rigorous technical and financial evaluation will be selected as the project proponent. Then it will disclose that proposal to the open market again inviting anyone to better it. If no o­ne betters it, the developer with the proposal gets the contract. If someone matches it, then the developer gets the first right to refuse. And if the market throws up a better offer, Railways is free to accept it. In the interest of transparency, each zonal railway will form a panel of experts to evaluate the proposal. The entire plan got the nod from the Union Cabinet in 2015.

To take the program further in a planned fashion, Indian Railways hired The Boston Consulting Group (BCG) as a strategic adviser for the program. Commercial feasibility assessment was conducted for all 400 stations. Indian Railways also reached out to the private developers and investors through road shows in Delhi, Mumbai, Kolkata, and Abu Dhabi to gauge market interest and receive feedback o­n the bidding process. Railway Board has also interacted with the zonal railways through multiple workshops to accurately assess land availability. Indian Railways has also developed cost estimates for all 400 stations based o­n the amenities required at the stations.

Based o­n the detailed assessment and market feedback, Indian Railways has prioritized about 23 stations in the pipeline for Phase I. As announced by Shri Suresh Prabhu, Hon'ble Minister of Railways, in the launch ceremony of Gandhinagar station redevelopment o­n 9th January 2017, Indian Railways is ready to launch these 23 major stations for redevelopment.21 of these stations will be launchedon 8th of February 2017. These stations are as follows:Bandra Terminus, Bangalore Cantt., Bhopal, Borivali, Chennai central, Faridabad, Howrah, Indore, Jammu Tawi, Kamakhya, Kozhikode, Lokmanya Tilak (T), Mumbai Central (Main), Pune, Ranchi, Secunderabad, Thane, Udaipur City, Vijayawada, Visakhapatnam, and Yesvantpur. Railways will provide 145 acres of encroachment free land at these stations to the developers o­n a45 year lease.Indian Railways has also appointed nodal officers in each zone to ensure smooth interactions with the developers. This phase is expected to be of 13,000 Cr in size. Based o­n the commercial assessment conducted and several rounds of discussions held with the developers and zonal railways, Indian Railways team is confident that the round will generate sufficient market interest.

These stations are in addition to stations being redeveloped by the Indian Railway Station Development Corporation (IRSDC) through other modes. In addition to Habibganj being contracted to Bansal Pathways under PPP program, IRSDC has inaugurated Gandhinagar station in partnership with the Gujarat state government and invited bids for Bijwasan railway station.

Indian Railways will incorporate learning from the current round of bidding and implement the learning in subsequent phases planned for July 2017 and December 2017. Indian Railways is also taking advisory from BCG o­n its organization structure and processes to handle the program in a holistic and sustainable manner. The recommendations will be centered o­n strengthening the organization and processes at both Railway Board and Zonal Railways.

Delhi Metro | Metro rail service to be extended up to Greater Faridabad

Faridabad: Haryana Chief Minister Manohar Lal Khattar on Saturday said metro rail service would be extended up to Greater Faridabad after its expansion from YMCA Chowk to Ballabgarh is done.

An official release quoting the Chief Minister said people who have constructed houses on government land would not be made homeless, rather they would be given ownership after charging them the current market rate of the land.

Unauthorised colonies would be regularised after charging a development fee, it said. Addressing a rally here, Khattar said, “Everyone is aware of the system that used to be in the state and the country. Corruption was at peak but BJP soon controlled it after coming to power. So far, in our tenure, no one has levelled any allegation of corruption against any BJP leader.”

BJP government had put a check on graft with the help of information technology. Today, there are more than 50 services which are accessible online in Haryana and people can avail its benefit anytime, the Chief Minister said, claiming graft in tehsils has been eliminated by introducing e-registration.

Speaking about reforms in police administration, he said the state government has introduced such a system that FIR could be registered in any police station irrespective of the place of crime.

Stating that development works amounting to Rs 133 crore would be undertaken in Ballabgarh Assembly constituency, Khattar said the developmental suggestions by local MP and Union MoS Krishan Pal Gujjar and MLA Mool Chand Sharma would be completed on the basis of feasibility. Earlier, the Chief Minister laid foundation stones of four new development projects and dedicated one project to the people in Sector 15-A.

New Delhi: Engineering major Escorts Group’s rail division expects to see a four-fold rise in its annual revenues to ₹1,000 crore by 2020, riding on Indian Railways’ plan to substitute imports of components with locally manufactured products, in line with the Centre’s ‘Make in India’ mission.

Escorts Railway Products said it has launched several new products for the metro and Indian Railway segments.

“We have partnered with the best companies around the world to ‘Make In India’ the new products required for railway transformation as envisioned by the new Railway Minister,” Nikhil Nanda, the Managing Director of Escorts, said in a statement.

The products were lauched at three-day 11th IREE (International Railway Equipment Exhibition) Fair which started today, the statement said.

Escorts has presence in almost all the rolling stock segments of passenger coach, locomotive, wagons, EMUs and metro.

Engineering conglomerate Escorts on Thursday announced launch of an array of new products for Indian Railways and Metro rail projects aimed at reducing imports and ensuring safer travel.

Dipankar Ghosh, Chief Executive Officer, Escorts Railway Products (India) said in a statement “Escorts Railway Division is gearing up to the challenge of participating in the transformation of Indian Railways and Metro segment with a strategic mix of new product introduction through both in house innovation and global technology partnerships.”

The new products are automatic door for Metro and high speed train, LHB Alstom coach dampers, heavy duty locomotive dampers, rubber to metal bonded products, friction products like brake pads, and axle-mounted disc brake systems for LHB.

Escorts has been serving the railways market since 1962 and ERP manufactures brake systems, couplers, suspension systems and rubber and friction products, the statement said.

It is also present in the rolling stock segments of passenger coach, locomotive, wagons, EMUs and Metro, the statement added.

In the current fiscal, Escorts’ rail division expects to get ₹250 crore in revenue from the Railways. In 2014-15, the division had clocked revenue of ₹184 crore. Ghosh is a former Indian Railways electrical officer.

The company is also expanding its product portfolio with an eye to supply more components for the Railways as well as Metro systems, including those in Kochi and Lucknow.

High-end tech

Additionally, Escorts is looking at supplying locally manufactured products at a cheaper price to the company from which it obtains technology.

“We are bringing high-end technologies. We were conducting field trials for these products in the past two years. We focussed on components that were not being made in India.

“All of these have a built-in buyback programme….even technology partners are seeing a cost benefit of 30-40 per cent on land costs. I cannot name the companies now, but Germany, Korea and Australia are the countries where we have entered into buy-back programmes,” he said.

Component focus

Ghosh said about 60 per cent of the value of the coaches are accounted for by other components. Axle-mounted disc brakes, bogie-mounted brake systems and door systems for Metros are some of the component areas Escorts has ventured into.

“We are focussing on components such as brake systems for wagons, coaches and locomotives, coupling and suspension systems,” he said.

For now, the company is expanding its existing plant in Faridabad to manufacture components.

“Additionally, the Railways has already invited tenders for brake systems required for running trains at 200 km/hour. This is another area where business will expand,” Ghosh said.

As more and more freight trains from the Railways network shift to the dedicated freight corridor after 2018, a lot of line capacity on the existing network will become free.

This will help the Railways run passenger trains at higher speeds, he added.

The Prime Minister, Shri Narendra Modi, today declared that the respect for armed forces veterans and those who laid down their lives for the nation is paramount for the country. Recalling his promise of delivering One-Rank, One-Pension for the armed forces personnel, the Prime Minister said the Union Government had fulfilled this promise, with the announcement made yesterday. He said that the cost of implementing this promise would be around Rs. 8000 crore to Rs. 10,000 crore, which was significantly higher than some estimates that had been made earlier. The Prime Minister was speaking after inaugurating the Badarpur-Faridabad Metro Line at Faridabad. 

The Prime Minister regretted that it had become a fashion to politicize every decision taken by the Union Government for the progress of the country. Asserting that no one should mislead the jawans and the people of the nation, the Prime Minister said that the country would progress not through Raj-neeti (politics), but through Rashtra-neeti (nationalist policies). 

The Prime Minister said that a significant proportion of army jawans were from Haryana, and therefore, the announcement of OROP would contribute significantly to Haryana's economy. 

Reiterating that development is the solution to all problems, the Prime Minister said the Union Government is taking all steps for India's development. He said the whole world had recently faced economic difficulties, but India's economy had stood firm. He added that all State Governments and the Union Government had to move forward shoulder to shoulder. He reiterated his Government's resolve for Housing for All by 2022. 

The Prime Minister travelled from Central Delhi to Faridabad, and back, by metro. In the course of the journey, he interacted with several people, especially youth, who were also travelling on board the metro train.

Prime Minister Narendra Modi said on Sunday that military personnel who retired prematurely will benefit from one rank one pension (OROP), reaching out to veterans a day after his government announced the scheme but differences emerged over entitlements to those who opt for voluntary retirement.

"VRS (voluntary retirement scheme) key naam pe bhram failaya jaa raha hai (Some people are trying to spread confusion in the name of VRS)," Modi said at a rally in Faridabad, stressing his respect for the armed forces.

Modi’s olive branch, however, did not appear to deter veterans who want equal facilities for those who opt for VRS.

"Agitation will continue, and it will intensify further," Maj Gen (retired) Satbir Singh said in response to the Prime Minister’s announcement at a protest in Jantar Mantar. TV reports said veterans want a written assurance from the government on contentious points regarding OROP.

Though the Centre announced on Saturday that the OROP scheme will be implemented from July 1, 2014 – with arrears amounting to anywhere between Rs 10,000 crore and Rs 12,000 crore – confusion persisted on certain key issues. 

While announcing the scheme, defence minister Manohar Parrikar said pensions will be re-calculated every five years but military personnel who took “voluntary retirement” will not be entitled to OROP.

The veterans, who have been holding protests across the country for more than two months, want the pension to be reviewed every two years and the benefits of the scheme extended even to those who retire voluntarily or prematurely from the armed forces.

Another bone of contention is the government's decision to set up a single-member judicial committee to look into different aspects of OROP, including inter-services matters. The government said the panel will submit its report in six months but veterans want a deadline of 30 days. They also demanded that the panel have five members, including three veterans.

With the ex-servicemen showing no signs of budging, Modi said his government had delivered on the OROP promise, even though the scheme was stuck for more than four decades and previous regimes had failed to make any breakthrough.

Modi was speaking after he inaugurated an extension of a Delhi Metro line that will benefit nearly 200,000 commuters a day.

"Jinhone khud ney kaam nahi kiya, unhe haq hai kya bolney ka? (The people who have not worked don't have the right to say something in this regard)," Modi said, in a veiled dig at the opposition Congress, which accused the government of diluting several provisions related to OROP.

The scheme, expected to benefit three million pensioners, will guarantee equal pension to military personnel retiring in the same rank with the same length of service, regardless of the date of retirement.

Prime Minister to inaugurate Badarpur-Faridabad Metro Rail service on Sept 6

Faridabad: The metro is going to make in-roads to the satellite city of Faridabad on September 6 with Prime Minister Narendra Modi likely to inaugurate the much-awaited Badarpur-Faridabad corridor.

The fully elevated service, an extension of ITO-Badarpur line, will cover nine stations of Sarai, NHPC Chowk, Mewala Maharajpur, Sector 28, Badkal Mor, Old Faridabad, Neelam Chowk Ajronda, Bata Chowk and Escorts Mujesar.

The Delhi Metro Railway Corporation (DMRC) had conducted trial runs on the corridor, covering a distance of 13.87 km, in April this year.

According to official estimates, presently the average ridership on it (Line-6) stands at around 1.92 lakh per day. Once fully operational, Line 6 will span from Kashmere Gate to Escorts Mujesar having a length of 43.4 km, with a total of 32 stations including five interchange stations, namely Kashmere Gate, Mandi House, Central Secretariat, Lajpat Nagar and Kalkaji Mandir.

DMRC had made its foray into Haryana five years ago and with this project, the DMRC will further spread its operations in the neighbouring State.

For  the convenience of pilgrims, Northern Railway has decided to run o­ne special train no 04906/04905 Delhi Sarai Rohilla-Ashok Nagar-Delhi Sarai Rohilla, as per the following schedule:-

The 04905 Ashok Nagar- Delhi Sarai Rohilla special train will depart from Ashok Nagar at 6.00  p.m. o­n 1.8..2015 and will reach at Delhi Sarai Rohilla at 5.40 a.m. o­n 2.8.2015.

The 04906/04905Delhi Sarai Rohilla- Ashok Nagar- Delhi Sarai Rohilla special train will stop at New Delhi, Faridabad, Palwal, Meerut Jn., Agra Cantt., Jhansi and Bina stations enroute in the both directions.

Gateway Rail commissions new ICD Terminal in Faridabad

Faridabad (FDB): Gateway Rail Freight, the rail logistics arm of Gateway Distriparks Private, yesterday commissioned the new ICD terminal in Faridabad.

After receiving all the regulatory approvals, Gateway Rail has operated the first freight train service to the newly commissioned rail terminal, the company said in a release.

“This is the third offering of Gateway Rail to the manufacturing and trading community of North India. We will provide storage, customs clearance and rail transportation services for international cargo between national capital region and the west coast maritime ports of JN Port, Mundra and Pipavav,” Gateway Rail Freight Ltd (GRFL) CMD Prem Kishan Gupta said.

Piyala Terminal Gateway Rail is one of the 11 private container train operators in the country which have been granted permission to operate container trains over entire Indian Railways network.

It offers rail and road transportation solutions with a fleet of 21 trains and over 250 tractor trailers.

The new international cargo terminal at Faridabad will cater to the needs of EXIM and domestic clientele based in Delhi, Haryana, Uttaranchal, Uttar Pradesh and Himachal Pradesh, the company said.

“In line with our principle of providing wholesome service to the trade, we will offer road transportation for door pick-up and delivery of cargo. We have built a separate warehouse for consolidation (CONSOL) business and will also provide value added services like Garment on Hangers (GOH) and refrigerated cargo transportation (Reefer) services,” Gupta said.

GatewayRail provides storage, warehousing and customs clearance service for containerised international and domestic cargo through its Inland Container Depots (ICD) based at Garhi Harsaru (Gurgaon), Sanehwal in Ludhiana and Faridabad. It also operates a private freight terminal at Kalamboli in Navi Mumbai.
