Veterans continue to grapple with pension issues
PUNE: Defence minister Manohar Parrikar's latest assurance of resolving issues related to revised pension according to the One Rank One Pension (OROP) scheme within two months seems to have hardly reassured the ex-servicemen in the city.
Leave aside OROP, effective from July 1, 2014, many of these ex-servicemen find themselves trapped in the bureaucratic rigmarole of establishing their credentials such as qualifying service and rank weightage to be eligible to get even the pension last revised on January 1, 2006. They continue to get a pension effective before 2006.
Captain Shreepad N Dongre, who retired from Indian Army in 1987 after 25 years of service, said, "I am getting a basic pension of Rs13,850 per month plus a dearness allowance (DA) at 125% of basic pension. I should have been getting Rs16,145 basic pension from January 2006 and Rs17,010 from July 2014 as per OROP."
Dongre has been struggling with the authorities for quite some time for finalization and actual disbursal of the revised pension with arrears. "After repeated follow-ups, they have now fixed my revised pension at Rs15,350 from January 2006 and Rs15,945 from July 2014 but they are not correct considering my service and rank weightage. I am still to get even this wrongly revised pension as the Centralized Pension Processing Centre (CPPC) of the State Bank of India, where I hold my pension account, had no details of my qualifying service," he told TOI.
According to Commander (Retired) Ravi Pathak, "OROP is just one part of the issue. We hope it will get resolved soon, now that the Justice L Narasimha Reddy Commission, which looked into the anomalies arising out of OROP implementation, has submitted its report to the government. We would have preferred the government to make the report public.
"The larger issue though, is of the need to take a serious relook into the pension fixation and disbursal system — right from the service headquarters to the defence accounts office and the banks — to make it more efficient and friendly to ex-servicemen pensioners," said Pathak, associated with the Indian Ex-servicemen Movement, a body of individual veterans of the Indian armed forces.
"Inordinate delay in the issuance of Pension Pay Orders (PPOs), errors in them, PPOs and circulars not reaching pensioners in remote and rural areas, absence of computerized database (related to retirees) with the defence accounts and the banks, bureaucratic approach and lack of response to grievances raised by pensioners are just some of the many problems to point out," he said.
Air Force Association (AFA)-Maharashtra's Group Captain (Retired) Suhas Pathak, who has worked extensively in the area of resolution of pension matters of ex-servicemen, said, "I have handled 97,447 cases over the past 10 years, including 16,334 matters involving widows of ex-servicemen. Twice, we have given written representations to the Chief of Army Staff, Controller-General of Defence Accounts and other authorities."
The AFA-Maharashtra is an officially recognized body which scrutinizes complaints form ex-servicemen related to their pension dues and coordinates with the defence accounts, banks, service headquarters authorities and the directorate of air veterans to get these matters resolved, said Group Captain (Retired) Suhas Kelkar.
Usually, the bank finalizes the revised pension amount on the basis of the pension parameters of the ex-serviceman concerned such as qualifying service (actual time served in uniform) and rank weightage, meant for counting a notional service term towards early retirement from armed forces, date of birth and retirement, and type of pension.
These parameters are specified in the PPO issued to the bank by the Principal Controller of Defence Accounts-Pension (PCDA-P). In case of missing details, the bank seeks clarification from the PCDA-P or the latter conveys the same to the bank in cases where the ex-serviceman raises a grievance.
According to Pathak, "Till 2006, the banks would simply go by the authorized pension shown in the PPO. They would calculate the DA applicable on the same and disburse the revised pension to the ex-servicemen concerned. The PCDA-P stopped issuing PPOs for pre-2006 retirees and instead started issuing tables of revised pension for different ranks, for the banks to make calculations for themselves.
"That is where problems started to arise as the banks do not have sufficient database of the retirees and their pension parameters. The staff is not sufficiently trained and qualified to deal with pension matters and there is over-reliance on bureaucratic procedures like not processing a matter till the bank gets a physical copy of any circular related to pension or response to its queries raised with PCDA-P," he said.
"The PCDA-P has not completed digitization of records despite having started the process in 1986. It continues to rely on the old brown-paper, at times moth-eaten, documents whenever there is a query from bank or a grievance from ex-serviceman. After a lot of hue and cry, it has now started issuing PPOs for pre-2006 retirees, but the same contains errors like showing a reduced rank, wife's name changed, date of birth changed or the PPO, after issuance, going to the wrong authority. And then, the PCDA-P authorities do not respond to queries. Even the banks complain about this."
All these issues result in a lot of time-consuming procedure and cause undue anxiety and concern to the ex-servicemen.

“Bank Miscalculation” Responsible For Delay In OROP For Deceased Veteran: Sources

New Delhi: The delay in ex-serviceman Ram Kishan Grewal receiving the revised pension as per the One Rank One Pension (OROP) was due to problems in calculation at his bank’s end and his case could have been resolved amicably if he had directly approached the government, sources said.

Sources firmly state that the circumstances surrounding the suicide of Grewal, who took his life by consuming poison, called for thorough investigation, as a probe is also needed to figure out who was with him when he took the extreme step and also who provided the poison.

It also needs to be ascertained if anybody may have taken advantage of his “troubled mind to provoke him to take the extreme step”.

Grewal was entitled to OROP and all the clearances had been made from the Centre’s side but problems at the banks caused the delay.

Defence Minister Manohar Parrikar has sought details of the incident from the department of ex-servicemen welfare.

“Saddened by the death of subedar Ram Kishen Grewal. I express my heartfelt condolences. I have asked officials to provide me with details,” Parrikar tweeted.

Earlier today, Parrikar emphasised that the government was committed to the welfare of ex-servicemen and said a total of Rs 5,507.47 crore has been disbursed under the scheme.

Giving details of the OROP implementation, Parrikar said there were 20,63,763 beneficiaries before July 2014 and that 19,12,520 pensioners have been paid the first instalment and 1,50,313 cases are pending verification and authentication of beneficiaries.

Meanwhile, a massive political storm has broken out over Grewal’s death as parties are joining forces to come down heavily on the Centre over the delay in the implementation of OROP.

OROP arrears: The Narendra Modi government on Monday released the revised pensionary benefits to 221,224 defence pensioners drawing service and disability pension in which the amount along with first instalment of arrears, had been released and credited by the Defence Ministry to the accounts of the pensioners. In the case of remaining 146,335 family pensioners drawing pension from Departmental Pension Drawing Officers (DPDOs), payment along with arrears is expected to be released by March end. Banks are under process of revision work. (Reuters)

OROP arrears: These steps are a follow-up to department of Ex-Servicemen Welfare (ESW) of the Ministry of Defence's notification ordering implementation of One Rank One Pension (OROP) scheme for defence pensioners. The total additional annual financial increase for grant of OROP is Rs 7,488.70 crore. The total amount on account of arrears to be paid for the period July 1 2014 to 31 December, 2015 is Rs 10925.11 crore. (Reuters)

OROP: SBI disburses Rs 1,465 crore as 1st instalment of arrears

Mumbai: Top public sector lender State Bank of India Monday released arrears worth Rs 1,465 crore to 7.75 lakh defence pensioners under One Rank One Pension (OROP) scheme, as per the government rules.

he government had in November last year formally notified the OROP scheme for the more than 24 lakh defence ex-servicemen and 6 lakh war widows in the country.

"As per government guidelines, first instalment (1/4th of the total arrear amount up to February, 2016) to service pensioners and full amount of arrears to 'family pensioners' and 'gallantry award' pensioners will be paid on 14th March, 2016," SBI Chairman Arundhati Bhattacharya said in a statement.

"All pensioners will get revised basic (pension) from March, 2016 onwards," she said.

The bank has the largest share of defence pensioners and serves about 50 percent of total defence pensioners across the country, he said.

"The first tranche of arrear payment by SBI will be around Rs 1,465 crore," Bhattacharya said.

SBI noted that while the bank has taken utmost care in the computation and release of arrears to maximum number of eligible defence pensioners, there could be cases where it has not been able to release OROP arrears due to information gaps in the data available with the bank.

"All such persons may approach their pension-disbursing branch and provide the missing information for an early release of the arrears," it added.

SBI has introduced facilities in all branches and Centralised Pension Processing Centres (CPPCs) to provide arrear details to the pensioners.

Despite a demand by protesting ex-servicemen to implement OROP with effect from April 1, 2014, the government has said that arrears would be paid with effect from July 1, 2014, and has pegged the arrears till December, 2015 at Rs 10,900 crore.

As per government directions, payment of arrears would be made by the pension-disbursing authorities in 4 installments, except for family pensioners and pensioners in receipt of gallantry awards, who will be paid arrears in one installment.


The OROP scheme is expected to cost the government Rs 7,500 crore per year.

Notification for Implementation of OROP Issued

The Government today issued the notification regarding  implementation of ‘One Rank One Pension’ in respect of Defence Forces  personnel.

Defence Forces of India have a rich history and tradition of bravery and gallantry. Defence forces have not only defend our borders with exemplary courage and valour but have also performed with fearless attitude and empathy in natural calamities and other trying circumstances. Government of India recognizes and respects their contribution.

The issue of One Rank One Pension was a long standing   demand. Defence Forces had been demanding it for almost four decades but the issue could not be resolved. However, Prime Minister Shri Narendra Modi had made a commitment to implement it for the welfare of the ex-servicemen. Accordingly the Government had announced modalities for implementation of OROP on 05.09.2015.  The Government Order by Ministry of Defence, which could not be issued due to model code of conduct, has been issued today.

Salient features of the OROP as stated in the Order are as follows: 

I.To begin with, pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 1.7.2014. 

II.Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retiring in 2013 in the same rank and with the same length of service. 

III.Pension for those drawing above the average shall be protected. 

IV.Arrears will be paid in four equal half yearly instalments. However, all the family pensioners, including those in receipt of Special/Liberalized family pensioners, and Gallantry award winners shall be paid arrears in one instalment.

V.In future, the pension would be re-fixed every 5 years. 

4. Personnel who opt to get discharged henceforth on their  own request under Rule 13(3)1(i)(b),13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively.

5. The Govt. has decided to appoint a Judicial Committee to look into anomalies, if any, arising out of implementation of OROP. The Judicial Committee will submit its report in six months.  

6. Detailed instructions along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies.  

The previous Government had made a budget announcement to implement the OROP and made a provision of Rs 500  Crore. The present Government undertook the task earnestly and realized that the actual additional annual expenditure would be eight to ten thousand crore at present and will increase further in future.Notwithstanding the financial constraints, true to its commitment the present Government has issued the Government order to implement the OROP in true spirit.

One Rank One Pension : Why not immediately notify the OROP for family pensioners and POTSs?

WHY NOT IMMEDIATELY NOTIFY THE OROP FOR FAMILY PENSIONERS & POTOs?

We might have all read an article couple of days ago appeared in Business Standard newspaper indicating that the due to weak financial position, the union government is mulling with the idea of pushing the implementation of OROP to next fiscal year, which means the implementation might be delayed at least by 5-6 months.

In my personal opinion both the previous and present governments have mishandled the OROP issue and they have perhaps failed to understand the real issues involved in their proper perspective. As suggested in my previous write up if the government would have chosen to introduce an element of age on retirement, in OROP, the expenditure on account of OROP would be less than half the currently estimated expenditure of 8300 crores per annum.

Going by the charts put out by various ESM blogs it appears that if OROP is implemented, every officer will be benefitted ten times more than the POTOs. Considering that there are ten times more POTO veterans than the veteran officers, the total expenditure on account of OROP will be divided equally between the officers and POTOs. So, if the age limit is introduced in OROP, then the GOI can save approximately 4000 crores every year. Anyway it would be difficult to do now and in any case, it can’t be done over night! This needs tremendous political will and high calibre administrative skill.

Therefore, in the present situation, the least that the government can do is to notify the implementation of OROP for Widows and POTOs immediately and pay the first instalment of arrears without much delay.
Needless to emphasise that the POTOs are those who retire at an young age of 33-37 years in public interest and therefore they are the one who deserve OROP the most. It was their pension which was drastically reduced from 75% to 50% in 1973 and it is for this very reason alone, they are eligible for OROP.

How can those who have served to the maximum permissible age or service, resulting in their pension increase by an additional 30%, agitate to claim OROP? Under what rules and on what logic??

Interestingly, the minimum amount of pension plus DR that an officer at the lowest rank is expected to receive under OROP is more than two months salary of a sepoy. What an irony! How much more Pension do they need to lead a decent life in their 60s, 70s & 80s?

In response to my last article published in this blog, one of the senior veterans mailed to me stating that the OROP is not meant to rectify the anomaly but meant to bridge the gap between the past and present pensioners. I have no reason to differ with him, rather I am in full agreement with him.

No doubt that the concept of OROP is exactly the same. But the concept is completely different from the reasons. The concept of OROP is applicable to all pensioners including para military personnel and civil pensioners. But the reasons are unique to each group. What did we do while demanding OROP? We have built up a strong justification for extending this benefit exclusively to military veterans by citing the three cardinal reasons, which I have elaborated in my last article.

In the absence of these strong and genuine reasons no government would have agreed to grant OROP only to military personnel. The agitating veteran leaders knew it more than anybody else. They also knew very well that unless they piggy back on these reasons which are applicable only to NCOs & JCOs, they have no chance of getting OROP at all. After all they have had no valid reasons of their own for such a demand. Therefore these reasons were articulated effectively and continuously in public platforms. The leaders have so cleverly and forcefully articulated these reasons in every available platform that public at large started believing that these reasons are true to all military veterans including the officers. I salute our leaders for this dubious achievement!

They did not stop at it. They were worried that their bluff will one day be called off. So they took full control of the agitation into their own hands and started dictating it. Simultaneously, they established back-channel contacts with the political leaders and bureaucrats to negotiate a deal favourable to them before it is too late. They have succeeded to some extent in this endeavour as well.

But, we now know of all these manipulations and we are not going to take them silently anymore. We will defend our justify and demand what is due to us with all our might and strength.

It would therefore be desirable if the officers who are not eligible for OROP on the basis the three reasons articulated by themselves, encourage the GOI to notify the OROP immediately at least for POTOs & Widows and refrain gracefully from further agitation so that the already existing gap between the officers and ORs in the perception of OROP does not widen any further.

The veteran community of NCOs and JCOs on their part should mobilise members for AFVAI and strengthen it so that we are never ignored or marginalised from now on.

Prime Minister Narendra Modi said on Sunday that military personnel who retired prematurely will benefit from one rank one pension (OROP), reaching out to veterans a day after his government announced the scheme but differences emerged over entitlements to those who opt for voluntary retirement.

"VRS (voluntary retirement scheme) key naam pe bhram failaya jaa raha hai (Some people are trying to spread confusion in the name of VRS)," Modi said at a rally in Faridabad, stressing his respect for the armed forces.

Modi’s olive branch, however, did not appear to deter veterans who want equal facilities for those who opt for VRS.

"Agitation will continue, and it will intensify further," Maj Gen (retired) Satbir Singh said in response to the Prime Minister’s announcement at a protest in Jantar Mantar. TV reports said veterans want a written assurance from the government on contentious points regarding OROP.

Though the Centre announced on Saturday that the OROP scheme will be implemented from July 1, 2014 – with arrears amounting to anywhere between Rs 10,000 crore and Rs 12,000 crore – confusion persisted on certain key issues. 

While announcing the scheme, defence minister Manohar Parrikar said pensions will be re-calculated every five years but military personnel who took “voluntary retirement” will not be entitled to OROP.

The veterans, who have been holding protests across the country for more than two months, want the pension to be reviewed every two years and the benefits of the scheme extended even to those who retire voluntarily or prematurely from the armed forces.

Another bone of contention is the government's decision to set up a single-member judicial committee to look into different aspects of OROP, including inter-services matters. The government said the panel will submit its report in six months but veterans want a deadline of 30 days. They also demanded that the panel have five members, including three veterans.

With the ex-servicemen showing no signs of budging, Modi said his government had delivered on the OROP promise, even though the scheme was stuck for more than four decades and previous regimes had failed to make any breakthrough.

Modi was speaking after he inaugurated an extension of a Delhi Metro line that will benefit nearly 200,000 commuters a day.

"Jinhone khud ney kaam nahi kiya, unhe haq hai kya bolney ka? (The people who have not worked don't have the right to say something in this regard)," Modi said, in a veiled dig at the opposition Congress, which accused the government of diluting several provisions related to OROP.

The scheme, expected to benefit three million pensioners, will guarantee equal pension to military personnel retiring in the same rank with the same length of service, regardless of the date of retirement.

Despite huge financial burden, the government has taken a decision to implement the One Rank One Pension, Defence Minister Manohar Parrikar announced on Saturday.

Benefit of OROP will be given with effect from July 1, 2014, a date immediately after the present government assumed office, Mr. Parrikar said.

OROP arrears to be paid in four half-yearly instalments; all widows, including war widows, to be paid arrears in one instalment.

To begin with, OROP would be fixed on the basis of calendar year 2013, he said. Pension will be re-fixed for all pensioners retiring in the same rank and same length of service.

The government is considering appointing a committee under a judge to go into the issue of equalisation of pension, a leader of the ex-servicemen group fighting for One Rank One Pension said after a meeting with Defence Minister Manohar Parrikar.

Veterans react

It is good what govt has announced on OROP, we are satisfied, Major Gen (Retd) Satbir Singh said after Mr. Parrikar made an onnuncement on OROP.

"We do not accept the decision not to give OROP benefits to those who have taken voluntary retirement," Mr. Singh said.

Ex-servicemen however, disapproved of setting up of one-member judicial committee. "It should be under Defence minister and not given more than one month," Mr. Singh said.

They have sought clarifications on issues like pre-mature retirement benefits and averaging of pension. According to us, govt has only accepted one of our demands and rejected six, Mr. Singh said.

Pension equalisation, an issue

Maj Gen Satbir Singh (Retd), Chairman of Indian Ex-Servicemen said the government while accepting the concept of the OROP, was still insisting on pension revision every five years and that is why it was thinking of constituting a committee.

Mr. Singh said after the meeting that in that case a representative of the veterans and one from the services should also be in the committee. He said the committee should not take more than one month.

Ahead of government’s likely announcement of OROP, Mr. Singh said government has broadly accepted the concept of the scheme and that they will study the details after it is made public.

The delegation, he said, presented their views on the sticky issues including pension equalisation.

“Government has accepted the OROP concept broadly,” the Chairman of Indian Ex-Servicemen movement told reporters after the meeting.

'No junior should get more pension than senior'

He said it was conveyed to the Defence Minister that no junior should get more pension than senior and that there is nothing like Voluntary Retirement Service in defence forces.

Sounding a conciliatory note, Mr. Singh said the government has accepted 60 per cent of the demands of the ex—servicemen.

He, however, said the “bone of contention” — revision of pension — still remains.

Parrikar meets Amit Shah

After the meeting Mr. Parrikar met BJP president Amit Shah.

Later a BJP leader said all demands of the ex-servicemen have been accepted except the pension revision demand.

BJP MP Meenakshi Lekhi, who was present at the party chief’s house, said government is close to announcing a solution that will cost the exchequer at least Rs 10,000 crore.

The ex-servicemen have been demanding that the pension revision should take place at least in every two years while government has proposed a five-year revision.

NEW DELHI: An announcement about 'One Rank One Pension' is expected to be made today by the government notwithstanding key differences with ex-servicemen, who have made it clear that any unilateral decision would not be accepted.

The possibility of an announcement was being talked about in official circles, although ex-servicemen maintained that there was no agreement on revision of pension. The ex-servicemen have indicated that they may accept a revision every two years but the government has been insisting that equalization will happen once in five years.

The ex-servicemen, who have been agitating for the last 82 days, said they will not accept review of the pension after every five years. It is understood that a draft proposal on OROP was circulated at a RSS meeting yesterday which envisaged commencement of the scheme from July 2014, besides revision of pension every five years.

According to the draft, the basis for the implementation of the scheme would be 2013 and arrears would be paid in four installments.

Reacting to the proposal, the ex-servicemen had threatened to intensify their stir if the government makes any unilateral announcement regarding implementation of OROP which is not in consonance with the terms and conditions set by the defence veterans.

"There are reports that the government may soon unilaterally declare the implementation of OROP. If it is as per our terms and conditions then we will welcome it and thank the government.

"If not, then the unilateral declaration is unacceptable to us. We will intensify our protests," Maj Gen Satbir Singh (retd), Chairman of Indian Ex-Servicemen movement had said.

Singh said the OROP should be implemented from March 31, 2014 and they will not accept if it is done from July, 2014. He claimed the government has to only spend Rs 30 crore for six-consecutive years for "equalisation of pension".

"If the government can spend Rs 60 crore on giving subsidy to Parliament canteen, then I have nothing to say," he said.

Looking to end the logjam on the issue of One Rank One Pension (OROP) for ex-servicemen, the government has prepared a draft on the modalities of implementing the scheme and an announcement is likely in the next 2-3 days. However ex-servicemen termed it “unilateral” and have rejected the draft.

The major sticking point remains the issue of equalisation. The government is firm on the revision every five years in view of the administrative difficulties of doing it annually, however, the veterans have rejected it. Talks are continuing to find common ground.

“This is the best possible deal we could have worked out considering the financial implications of this in a financial year when recommendations of the 7th Pay Commission will also be submitted. We also feel that a lot of veterans will be satisfied with this deal once it is explained, we hope that the protests end soon," said a senior minister in the government. Earlier this week, the RSS too had raised the matter with the government asking for a speedy resolution within reasonable means. “We have been told by Amit Shah (BJP President) that OROP will be worked out soon,” said RSS joint general secretary Dattatreya Hosabele on the sidelines of the BJP-RSS co-ordination meet in Delhi on Friday.

Speaking at Jantar Mantar, Maj Gen (retd) Satbir Singh, Chairman of Indian Ex-Servicemen Movement (IESM) said they are ready to accept a revision every two years but not beyond that.

Responding on the draft OROP, Wg Cdr (retd) Vinod Nebb with IESM said if the government goes ahead unilaterally, they will continue their agitation. “It is utter rubbish. There is no question of accepting it. In fact we are going to escalate our protests from September 12”.

The veterans have been demanding an annual revision and implementation from April 1, 2014. As per definition OROP seeks uniform pension based on rank and length of service irrespective of when they retire.

The draft says implementation would be from July 1, 2014 as the government was sworn in on May 26, 2014 and 2013 would be the base year for calculation.

In terms of implementation, arrears will be paid immediately for widows while for all others it would be cleared in four instalments over two years.

OROP would be applicable for war widows but those opting for voluntary retirement are not eligible.

Given the complexities in determining duration of service and time of retirement, the government is expected to appoint a judicial commission which will submit a report within six months.

Officials said the annual burden on the pension bill will be about Rs. 8,000 crore which would progressively go up with revision in pensions. The current pension bill of the defence ministry stands at Rs. 54,000 crore.

The government is likely to notify the ‘One Rank, One Pension’ (OROP) scheme, but as per its own definition. This could possibly include a compensation for soldiers retiring before age of 40 and a fixed tenure for revision of pensions to equalise them as per ranks and years of service.

It will take into account the very basic criteria that the pensioners get compensated for having “sticking their neck out” for defending the country and don’t feel let down.

The Bihar Assembly elections are also driving the government to finalise the OROP. Today another meeting was held on the matter to bridge the gaps.

The government formula was listed out by Finance Minister Arun Jaitley two days ago when he laid down a few ground rules for implementing the OROP, a pre-poll promise made down the BJP.

He ruled out any annual pension revision. In the talks between the government and the ex-servicemen, the government had proposed that the hike in pensions — to make them equal for same rank and same length of service — would be done once in five years.

The Indian Ex-Servicemen Movement (IESM) at first agreed for a biennial (once in two years) equalising of pensions, but later withdrew the concession and demanded an annual equalisation. But indications are that a middle path may be worked out on tenure for revision of pensions.

Sources said the Government has made its best offer to the veterans and wants to tread a path that does not open a pandora’s box with similar OROP-type demands from other services like paramilitaries.

The system of equalising the pension is crucial as the OROP entails same pension for all those who retired in the same rank with equal length of service. Ex-servicemen sitting in Dharna have been asking for the OROP without dilution of the recommendations made by the Bhagat Singh Koshyari Committee.

Koshyari, who headed the Rajya Sabha Petitions Committee, said in December 2011: “Uniform pension be paid to armed forces personnel retiring in the same rank with the same length of service, irrespective of their date of retirement, and any future enhancement in the rates of pension be automatically passed on to the old pensioners”.

While answering to a question in Parliament today (22.7.2015) on the demand of OROP to Paramilitary Forces, the Minister of State for Home Affairs said there is no proposal under consideration by the Ministry.

There have been some requests demanding One Rank One Pension on the line of demand in Defence Forces. There is no proposal under consideration of the Ministry on the issue.

Proposals regarding granting of Para Military Service pay and enhancement of casual leave at par with Army have been received in this Ministry. The same have been referred to the 7th Central Pay Commission for consideration.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to a question by Smt. Rajani Patil and Shri A.K. Selvaraj in the Rajya Sabha today.

Status of Implementation of OROP

The principle of One Rank One Pension for the Armed Forces has been accepted by the Government. The modalities for implementation were discussed with various stakeholders and are presently under consideration of the Government. It will be implemented once the modalities are approved by the Government.

This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri Neeraj Shekhar and others in Rajya Sabha today.

Anna Hazare Prepares for Nationwide Protests for OROP

Anna Hazare has announced that he will soon launch nationwide protests against the Land Acquisition Act and for the implementation of OROP.

The government under Narendra Modi is getting ready to make amendments to the current Land Acquisition Act and implement it. The new Bill was presented in the Parliament and passed. But, the upper house hasn’t yet cleared the Bill due to insufficient majority. The Bill has met with staunch opposition from the opposition parties, including Congress, and social activist Anna Hazare.

Anna Hazare, who shot to fame when he protested against corruption during the Congress regime, is now fighting with the BJP for OROP and against the land acquisition bill. Hazare had interacted with the representatives of ex-servicemen associations and had discussed the OROP issue with them. Former Colonel Dinesh Nain, and Brigadier Kartar Singh had participated in the meeting which took place at Anna Hazare’s hometown of Ralegan Siddhi.

Speaking to the newspersons after the meeting, Hazare said, “BJP, in its election campaign, had assured that it will implement One Rank One Pension if it is voted to power. More than a year has passed since it took over, and nothing has happened. Why is it not showing the same eagerness with which it is trying to implement the Land Acquisition Act, to OROP too?

Stressing both the demands, Hazare has announced that he will launch an indefinite fast from Gandhi Jayanti day (October 2) onwards.

ORDER

As decided in the meeting on OROP chaired by Hon’ble RM on 22.04.14, a Working Group is constituted as follows to finalize the modalities of implementation of OROP based on the principle specified in the previous meeting on OROP held on 26.02.14. The principle of OROP implies that uniform pension be paid to the Armed Forces Personnel retiring in the same rank with the same length of service irrespective of their date of retirement and any future enhancement in the rates of pension to be automatically passed on to the past pensioners.

2. The composition of the Working Group would be as follows:

(v) Representatives of the three Services Member

3. The Terms of Reference of Working the Group are as follows:-

(i) To examine the proposal on implementation of OROP which was presented by the Services in the meeting on 22.04.14 to enable CGDA to prepare DGL after due deliberation on all aspects.

(ii) To work out the detailed financial implications.

4. CGDA would finalise the DGL and submit it to D/o ESW, MOD along with financial implications thereof within three weeks from the date of this order.

5. Since substantial increase is anticipated in expenditure on OROP, FA (DS) would thereafter seek additional funds as per requirement.

6. This issues with the approval or the Competent Authority.

Upset over the delay in the implementation of the One Rank, One Pension (OROP) policy, ex-servicemen on Sunday held protests across the country, demanding its immediate introduction.

The protest comes after talks — both formal and back-channel — with the government failed as the ex-servicemen were not given a specific timeline for the implementation of the long-pending OROP.

“Prime Minister Narendra Modi has assured us that it will be implemented, but it has been one year,” said Col. (retd.) Anil Kaul, the media advisor to Indian Ex-Servicemen Movement (IESM).

The ex-servicemen maintained that they were not against any government but were protesting to get their long-pending dues. They also said that they have sought an appointment with President Pranab Mukherjee.

Interestingly, some farmers’ groups and students from Delhi University and Jawaharlal Nehru University also joined the protests.

The slogan of ‘Jai Kisan, Jai Jawan’ was raised as a group of farmers joined the protest at Jantar Mantar to support the ex-servicemen.

In the eighth instalment of Prime Minister Modi’s ‘Mann Ki Baat’ radio talk, he had assured ex-servicemen that his government would soon resolve the OROP issue.

OROP envisages a uniform pension for the Defence personnel retiring in the same rank with the same length of service, irrespective of their date of retirement.

Close to 22 lakh ex-servicemen and over six lakh war widows stand to be the immediate beneficiaries of the scheme.

Defence Ministry sources said the OROP file was with the Finance Ministry for a final budgetary approval. Defence Minister Manohar Parrikar has repeatedly said that the government has completed all formalities and OROP will be implemented soon.

NEW DELHI: The long-awaited one rank, one pension (OROP) for over 25 lakh ex-servicemen is set to be announced this month, with a corpus of about Rs 8,300 crore, after several false starts since the NDA government assumed office one year ago. 

As earlier reported by TOI, the defence ministry had earlier cleared the implementation of the OROP mechanism but it was being vetted by the finance ministry. Defence minister Manohar Parrikar told journalists in Goa over the weekend that the finance ministry would clear OROP "in a few days".

It will then be announced once PM Narendra Modi returns from his three-nation visit to coincide with the first anniversary celebrations of the NDA government on May 26. It will come as a big relief to ex-servicemen, who have been agitating for the OROP mechanism for several years now, with many of them even returning their medals to register their protest against what all political parties have promised but never actually delivered. 

OROP basically implies payment of a uniform pension to personnel retiring in the same rank with the same length of service, irrespective of their date of retirement. For instance, two officers who served as colonels for seven years will get the same pension even if they retired a decade apart. A colonel with five years in that rank will obviously get lesser pension based on a graded scale. 

The Modi government has defined "military pension" as a category separate from other kinds of pension since soldiers, sailors and airmen as well as their officers, who retire at a much younger age and serve hardship postings, cannot be equated with other government employees. 

Successive governments in the past had contended that granting full OROP was neither financially nor administratively possible since it could lead to a cascading effect with similar demands being made by others like paramilitary personnel. But this time, the government says military pension has been classified as different from other pensions. The majority of soldiers, for instance, retire when they are just 34-35 years old.

One Rank Pension will not take long to materialize – Army western Command in Chief assures Defence Pensioners gathering – Removal of Pay Anomalies being taken up

Lt. General K.J.Singh, GOC-in C Western Command has urged the army veterans to have patience as the case for the removal of pay anomalies is already being taken up with the higher authorities and is under consideration.

Replying to the queries of veterans gathered at the Manekshaw Auditorium in the premises of Chandimandir Cantonment from various place of Punjab, Haryana, UT Chandigarh and Himachal Pradesh, he said that since the acceptance of One Rank One Pension demand will incur a huge sum of 8322 crores for the government, there may be procedural delay only but it will not take long now for it to materialize.

He said that efforts are on to broad base army by doubling the number of commissioning from JCOs, adding that 60000 new vacancies are being created shortly in different ranks. The establishment of a new Directorate for the welfare of veterans is also on anvil, he said.

On this occasion, Major General A.K.Singh in charge Administration informed that the matter to exempt the veterans from the toll-tax is being taken up with the government. He said that Western Command has set up a helpline: 1800-180-2081 for helping out the veterans and another helpline:1800-180-5321,  has been set up by PCDA Allahabad to address their financial woes. The Major Gen. Singh told that a job-fair shall be held at Jalandhar in September this year for providing employment to the ex-soldiers.

Among others who addressed the veterans, Brigadier Sunita Kakkar informed the veterans that the list of common drugs has been revised by the Medical Branch of Western Command and the demand and supply of medicines has been streamlined now. She listened to the grievances of veterans relating to ECHS.
